國資委(wei)(wei)(wei)思想政治工(gong)(gong)(gong)作(zuo)人員專業職(zhi)(zhi)務任職(zhi)(zhi)資格評(ping)審工(gong)(gong)(gong)作(zuo)領(ling)(ling)導(dao)小組(zu)于2009年4月20日召(zhao)開第四次(ci)會議(yi)(yi),國資委(wei)(wei)(wei)黨委(wei)(wei)(wei)委(wei)(wei)(wei)員、副主(zhu)(zhu)任、領(ling)(ling)導(dao)小組(zu)組(zu)長(chang)黃丹華主(zhu)(zhu)持會議(yi)(yi)。會議(yi)(yi)聽取了國資委(wei)(wei)(wei)宣傳局(ju)副局(ju)長(chang)、國資委(wei)(wei)(wei)政工(gong)(gong)(gong)職(zhi)(zhi)稱(cheng)評(ping)審工(gong)(gong)(gong)作(zuo)領(ling)(ling)導(dao)小組(zu)成員兼辦公室主(zhu)(zhu)任曾堅(jian)關于近期(qi)政工(gong)(gong)(gong)職(zhi)(zhi)評(ping)評(ping)審工(gong)(gong)(gong)作(zuo)情況的(de)匯(hui)報(bao),審議(yi)(yi)了《中央企業政工(gong)(gong)(gong)職(zhi)(zhi)稱(cheng)評(ping)審工(gong)(gong)(gong)作(zuo)若干問題的(de)實施意見》。會議(yi)(yi)明確了以(yi)下(xia)幾項內容:
一、會議明確申報高級政(zheng)工師人員的(de)最低(di)學歷必須是(shi)國家承認的(de)大學專(zhuan)科以上(含(han)專(zhuan)科)學歷,各(ge)類大專(zhuan)專(zhuan)業證書(shu)班不作為申報依據。
二、會議明確,申報(bao)(bao)高(gao)級政工師應具有較強的研究、寫作(zuo)(zuo)和口(kou)頭表(biao)達能力(li),起草或主(zhu)持起草過(guo)三(san)篇以(yi)(yi)(yi)上重(zhong)要(yao)報(bao)(bao)告、文章,并且在(zai)省部級以(yi)(yi)(yi)上(含省部級)報(bao)(bao)刊獨立發表(biao)過(guo)兩篇以(yi)(yi)(yi)上有較高(gao)水平(ping)的思(si)想(xiang)政治工作(zuo)(zuo)論(lun)文或者出(chu)版(ban)過(guo)專(zhuan)著。
三、會議對申報高級政工(gong)(gong)師的(de)文(wen)(wen)(wen)章(zhang)的(de)級別與(yu)數量進行了研究,決定將(jiang)《暫行辦(ban)法》中規定的(de)“在省部(bu)級以(yi)(yi)上(shang)(shang)報刊獨立發(fa)表(biao)過兩(liang)(liang)篇(pian)以(yi)(yi)上(shang)(shang)有較(jiao)高水平(ping)的(de)思想政治(zhi)工(gong)(gong)作論文(wen)(wen)(wen)”,明確為在國務(wu)院(yuan)各(ge)部(bu)委、各(ge)省、自治(zhi)區、直轄市、副省級以(yi)(yi)上(shang)(shang)城市、全(quan)國一(yi)(yi)級社團組織(zhi),以(yi)(yi)及中央企業(集團公司)主(zhu)管(guan)、主(zhu)辦(ban),有公開(kai)刊號(hao)(含新聞出版管(guan)理部(bu)門核發(fa)的(de)有內部(bu)準印證號(hao)的(de)內部(bu)刊物)的(de)報刊上(shang)(shang)獨立發(fa)表(biao)兩(liang)(liang)篇(pian)以(yi)(yi)上(shang)(shang)、具(ju)有較(jiao)高水平(ping)、每篇(pian)3000字以(yi)(yi)上(shang)(shang)的(de)理論文(wen)(wen)(wen)章(zhang),合著的(de)必須是第一(yi)(yi)作者;或者在副省級以(yi)(yi)上(shang)(shang)黨政機(ji)關、全(quan)國一(yi)(yi)級社團組織(zhi)主(zhu)辦(ban)的(de)研討會上(shang)(shang)發(fa)表(biao)、交流并獲得(de)三等獎以(yi)(yi)上(shang)(shang)獎勵,且每篇(pian)5000字以(yi)(yi)上(shang)(shang)的(de)理論文(wen)(wen)(wen)章(zhang)兩(liang)(liang)篇(pian)以(yi)(yi)上(shang)(shang)。
四(si)、會(hui)議(yi)對(dui)文(wen)(wen)章(zhang)的(de)(de)發表時(shi)間和內(nei)容(rong)做出明(ming)確規(gui)定:參加(jia)高(gao)級(ji)政工師評審的(de)(de)文(wen)(wen)章(zhang)的(de)(de)發表時(shi)間應為(wei)獲得中級(ji)職(zhi)稱以后(hou),此(ci)前發表的(de)(de)不能(neng)作(zuo)為(wei)申報文(wen)(wen)章(zhang)。文(wen)(wen)章(zhang)的(de)(de)內(nei)容(rong)必(bi)須與黨建、思(si)想政治工作(zuo)、紀(ji)檢(jian)監(jian)察、精神文(wen)(wen)明(ming)建設、免费菠萝视频(pin)app下载建設、人事干部管理、群眾工作(zuo)等內(nei)容(rong)相關。消息類通訊報道文(wen)(wen)章(zhang)不計入參評文(wen)(wen)章(zhang)數(shu)量,但評審時(shi)可以列入工作(zuo)業績一并(bing)考慮。
五、會議對(dui)申(shen)報高級(ji)政(zheng)工(gong)師的(de)(de)(de)外語(yu)(yu)成績分數線(xian)(xian)(xian)問(wen)題進行了研究,決定(ding)(ding)將《關(guan)于(yu)中(zhong)央企業高級(ji)政(zheng)工(gong)師評(ping)審工(gong)作(zuo)外語(yu)(yu)考試(shi)(shi)有關(guan)問(wen)題的(de)(de)(de)若干意見(試(shi)(shi)行)》中(zhong)規定(ding)(ding)的(de)(de)(de)“參加(jia)考試(shi)(shi)的(de)(de)(de)人(ren)(ren)(ren)(ren)(ren)員(yuan),必須達到人(ren)(ren)(ren)(ren)(ren)事(shi)(shi)部(bu)根據(ju)當(dang)年全(quan)國職稱外語(yu)(yu)考試(shi)(shi)命題和考試(shi)(shi)情(qing)況(kuang)確(que)定(ding)(ding)的(de)(de)(de)各語(yu)(yu)種通(tong)用(yong)標準分數線(xian)(xian)(xian),或者(zhe)企業所(suo)在地(di)省(sheng)級(ji)人(ren)(ren)(ren)(ren)(ren)事(shi)(shi)部(bu)門確(que)定(ding)(ding)的(de)(de)(de)通(tong)用(yong)標準分數線(xian)(xian)(xian)”,調整為“參加(jia)考試(shi)(shi)的(de)(de)(de)人(ren)(ren)(ren)(ren)(ren)員(yuan),必須達到人(ren)(ren)(ren)(ren)(ren)事(shi)(shi)部(bu)根據(ju)當(dang)年全(quan)國職稱外語(yu)(yu)考試(shi)(shi)確(que)定(ding)(ding)的(de)(de)(de)各語(yu)(yu)種通(tong)用(yong)標準分數線(xian)(xian)(xian),并長(chang)期有效(xiao)。”企業所(suo)在地(di)省(sheng)級(ji)人(ren)(ren)(ren)(ren)(ren)事(shi)(shi)部(bu)門確(que)定(ding)(ding)的(de)(de)(de)分數線(xian)(xian)(xian)不再作(zuo)為參評(ping)依(yi)據(ju)。
六(liu)、會議明(ming)確(que),依據省(sheng)部(bu)級(ji)以(yi)上榮(rong)譽(yu)稱號(hao)破(po)格申(shen)報(bao)高(gao)級(ji)政工(gong)師,獎勵級(ji)別判定以(yi)榮(rong)譽(yu)證書頒發(fa)單(dan)(dan)位公章為準。破(po)格申(shen)報(bao)的(de)(de)各項獎勵、榮(rong)譽(yu)稱號(hao),必須在(zai)取得(de)中級(ji)職(zhi)稱以(yi)后獲得(de),同(tong)時由(you)申(shen)報(bao)人(ren)員檔案(an)所在(zai)單(dan)(dan)位人(ren)事部(bu)門(men)確(que)認(ren)榮(rong)譽(yu)稱號(hao)的(de)(de)級(ji)別,并加(jia)蓋公章予以(yi)證明(ming)。破(po)格申(shen)報(bao)高(gao)級(ji)政工(gong)師只能在(zai)學歷或專業年限中選擇一項破(po)格。以(yi)集(ji)(ji)體榮(rong)譽(yu)破(po)格申(shen)報(bao)高(gao)級(ji)政工(gong)師的(de)(de)要(yao)把(ba)握三(san)點:一是(shi)集(ji)(ji)體榮(rong)譽(yu)稱號(hao)應(ying)當(dang)為省(sheng)部(bu)級(ji)以(yi)上且與思想政治工(gong)作有關(guan);二是(shi)申(shen)報(bao)者本人(ren)應(ying)當(dang)負(fu)(fu)(fu)責(ze)(ze)該榮(rong)譽(yu)稱號(hao)相關(guan)的(de)(de)工(gong)作,為該榮(rong)譽(yu)集(ji)(ji)體的(de)(de)主(zhu)要(yao)負(fu)(fu)(fu)責(ze)(ze)人(ren)、分管該項集(ji)(ji)體榮(rong)譽(yu)工(gong)作的(de)(de)負(fu)(fu)(fu)責(ze)(ze)人(ren)或主(zhu)管部(bu)門(men)主(zhu)要(yao)負(fu)(fu)(fu)責(ze)(ze)人(ren);三(san)是(shi)榮(rong)譽(yu)稱號(hao)應(ying)為申(shen)報(bao)者負(fu)(fu)(fu)責(ze)(ze)此項工(gong)作期間獲得(de)。
七、會議(yi)確(que)定,申報人員到企業工(gong)(gong)(gong)(gong)(gong)作之前在(zai)未(wei)開展過政(zheng)(zheng)工(gong)(gong)(gong)(gong)(gong)職稱評審工(gong)(gong)(gong)(gong)(gong)作的單(dan)位和部(bu)門(含國家黨政(zheng)(zheng)機關和部(bu)隊)從事(shi)政(zheng)(zheng)治工(gong)(gong)(gong)(gong)(gong)作的,政(zheng)(zheng)工(gong)(gong)(gong)(gong)(gong)年(nian)限可連續(xu)計(ji)算,但必須由其(qi)檔(dang)案所在(zai)單(dan)位人事(shi)部(bu)門出(chu)具證明材料;若(ruo)申報人員非連續(xu)從事(shi)政(zheng)(zheng)工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)作,計(ji)算政(zheng)(zheng)工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)作年(nian)限時要將(jiang)從事(shi)非政(zheng)(zheng)工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)作的時間扣除。
八、會議(yi)決定,對因組織(zhi)安(an)排(pai)干(gan)部交流(liu),調到思想政(zheng)治(zhi)工作崗位(wei)并(bing)已取得其(qi)他(ta)專業中(zhong)級(ji)職務任(ren)職資格(ge)的人員,如本人要求申(shen)報高(gao)級(ji)政(zheng)工師(shi)任(ren)職資格(ge),轉評成政(zheng)工師(shi)后,當年(nian)可申(shen)報高(gao)級(ji)政(zheng)工師(shi);其(qi)他(ta)人員按原規定執(zhi)行。
九(jiu)、會議(yi)要求報(bao)送(song)評(ping)(ping)(ping)(ping)審(shen)材料(liao)的(de)企(qi)(qi)業(ye)政(zheng)(zheng)工(gong)職(zhi)稱評(ping)(ping)(ping)(ping)審(shen)工(gong)作管理部(bu)門要認真(zhen)(zhen)做(zuo)好申(shen)報(bao)人員的(de)材料(liao)審(shen)核把關工(gong)作,嚴格(ge)按照申(shen)報(bao)程序(xu)做(zuo)好材料(liao)審(shen)核、考察、答辯等工(gong)作。會議(yi)責成國(guo)資委政(zheng)(zheng)工(gong)職(zhi)評(ping)(ping)(ping)(ping)辦建(jian)立評(ping)(ping)(ping)(ping)審(shen)工(gong)作監(jian)督(du)機制,對(dui)于(yu)國(guo)資委組織評(ping)(ping)(ping)(ping)審(shen)的(de)企(qi)(qi)業(ye),由于(yu)申(shen)報(bao)材料(liao)不(bu)合(he)格(ge),連續兩年(nian)評(ping)(ping)(ping)(ping)審(shen)通(tong)過(guo)率不(bu)足70%的(de),予(yu)以通(tong)報(bao)批(pi)評(ping)(ping)(ping)(ping)并限期整(zheng)(zheng)改(gai),整(zheng)(zheng)改(gai)合(he)格(ge)后方可(ke)繼續申(shen)報(bao);對(dui)于(yu)由企(qi)(qi)業(ye)組織評(ping)(ping)(ping)(ping)審(shen),評(ping)(ping)(ping)(ping)審(shen)結果報(bao)國(guo)資委審(shen)批(pi)的(de)企(qi)(qi)業(ye),審(shen)批(pi)通(tong)過(guo)率連續兩年(nian)不(bu)足80%的(de),予(yu)以通(tong)報(bao)批(pi)評(ping)(ping)(ping)(ping)并限期整(zheng)(zheng)改(gai),整(zheng)(zheng)改(gai)不(bu)合(he)格(ge)取消(xiao)授(shou)(shou)(shou)權(quan);已(yi)授(shou)(shou)(shou)予(yu)評(ping)(ping)(ping)(ping)審(shen)權(quan)和審(shen)批(pi)權(quan)的(de)企(qi)(qi)業(ye)要嚴格(ge)執行國(guo)資委的(de)有關規(gui)定,認真(zhen)(zhen)做(zuo)好評(ping)(ping)(ping)(ping)審(shen)工(gong)作,國(guo)資委政(zheng)(zheng)工(gong)職(zhi)評(ping)(ping)(ping)(ping)辦要對(dui)這部(bu)分企(qi)(qi)業(ye)進行抽查,對(dui)問題嚴重的(de)企(qi)(qi)業(ye)限期整(zheng)(zheng)改(gai),整(zheng)(zheng)改(gai)不(bu)合(he)格(ge)取消(xiao)授(shou)(shou)(shou)權(quan)。
以上政策調整由國(guo)資委(wei)思想政治工作(zuo)人員專(zhuan)業職務任職資格(ge)評審工作(zuo)領導(dao)小組(zu)辦公室負(fu)責解釋。
