2016年(nian)(nian)6月22日,國家主(zhu)席習近平和烏茲別克斯坦(tan)前總(zong)統卡里莫夫共(gong)同(tong)按下了隧(sui)道通車(che)的(de)按鈕,共(gong)同(tong)見(jian)證了安(an)革(ge)連至琶(pa)布(bu)(bu)鐵路甘姆齊克隧(sui)道的(de)成功通車(che)。安(an)革(ge)連至琶(pa)布(bu)(bu)鐵路全(quan)長169公(gong)里,其中(zhong)由(you)中(zhong)鐵隧(sui)道集團(tuan)總(zong)承包(bao)的(de)甘姆齊克隧(sui)道段是全(quan)線的(de)焦點所在,伴隨(sui)著這段“中(zhong)亞第一長隧(sui)”,周校光(guang)走過(guo)了三(san)年(nian)(nian)“開(kai)山之路”。

2013年(nian)至(zhi)2016年(nian),周校光任(ren)中鐵(tie)隧道(dao)集團烏茲別克(ke)安革連至(zhi)琶布鐵(tie)路隧道(dao)項目(mu)經(jing)理兼(jian)黨工委書記。這是(shi)中鐵(tie)隧道(dao)集團獨(du)立承建的(de)第(di)一個海外項目(mu),為設計施(shi)工采購總承包,項目(mu)合同金額為4.55億美元(yuan),工期3年(nian)。甘姆齊(qi)克(ke)隧道(dao)全(quan)長19.2公(gong)里,被稱為“中亞第(di)一長隧”,是(shi)烏茲別克(ke)斯坦“一號工程(cheng)”,也是(shi)中國(guo)“新(xin)絲綢之路經(jing)濟帶”鐵(tie)路網的(de)重要(yao)組成部分。
項(xiang)(xiang)目(mu)進場伊(yi)始,周校光就提出(chu)了(le)“一切(qie)有(you)利(li)于安全(quan)質量更好、一切(qie)有(you)利(li)于時(shi)間(jian)進度更快、一切(qie)有(you)利(li)于成(cheng)本(ben)費用更省、一切(qie)有(you)利(li)于工作效率更高”的項(xiang)(xiang)目(mu)管理(li)(li)基本(ben)原則和“第(di)一時(shi)間(jian)計劃(hua)發(fa)現問題、第(di)一時(shi)間(jian)調查(cha)分析(xi)問題、第(di)一時(shi)間(jian)控制解決問題”的管理(li)(li)思(si)路并深入貫徹落實(shi),用理(li)(li)念引領(ling)項(xiang)(xiang)目(mu)實(shi)施堅持正確方向。結合海外項(xiang)(xiang)目(mu)管理(li)(li)經驗及項(xiang)(xiang)目(mu)實(shi)際特(te)點,制定了(le)涵蓋全(quan)項(xiang)(xiang)目(mu)的各項(xiang)(xiang)管理(li)(li)制度,形成(cheng)了(le)特(te)色的海外項(xiang)(xiang)目(mu)管理(li)(li)體系。
在周校(xiao)光(guang)的帶領下,項目(mu)部充分發揮設計、施(shi)(shi)工(gong)、科(ke)研、制造四位一體專(zhuan)業優勢,憑借(jie)著卓越的管(guan)理(li)膽識,實(shi)現(xian)了(le)(le)項目(mu)快速安(an)全(quan)進展。一是(shi)(shi)新(xin)購(gou)大型專(zhuan)用(yong)設備322臺套,施(shi)(shi)工(gong)組織設計全(quan)面采(cai)(cai)用(yong)機械化(hua)配套施(shi)(shi)工(gong)。二(er)是(shi)(shi)緊跟施(shi)(shi)工(gong)方案(an)優化(hua)。將(jiang)斜(xie)井(jing)安(an)全(quan)洞(dong)(dong)(dong)(dong)有軌運輸改(gai)為無(wu)軌運輸,贏得了(le)(le)正洞(dong)(dong)(dong)(dong)開挖(wa)條(tiao)件。為降低2、3#斜(xie)井(jing)正洞(dong)(dong)(dong)(dong)通過F7斷層的風險(xian),利用(yong)斜(xie)井(jing)增設272米(mi)長支(zhi)洞(dong)(dong)(dong)(dong),工(gong)期縮短(duan)約(yue)3個月(yue)。三是(shi)(shi)開展巖爆(bao)科(ke)研攻關(guan)。利用(yong)數據監測(ce)和(he)掌子面巖體結構觀察綜合預判、采(cai)(cai)用(yong)懸臂超前(qian)小(xiao)導管(guan)控(kong)制巖爆(bao)技(ji)術,實(shi)現(xian)了(le)(le)保證安(an)全(quan)和(he)提高工(gong)效的良好效果。四是(shi)(shi)自(zi)我加壓(ya)、自(zi)我提速。在保證安(an)全(quan)質量和(he)不(bu)多投入(ru)前(qian)提下,將(jiang)全(quan)隧貫通計劃的6月(yue)1日(ri)提前(qian)到(dao)4月(yue)1日(ri)、進而(er)提前(qian)到(dao)2月(yue)25日(ri)。只用(yong)了(le)(le)900天(tian)就完成了(le)(le)主隧、安(an)全(quan)洞(dong)(dong)(dong)(dong)、斜(xie)井(jing)及聯絡通道總長47.3千米(mi)開挖(wa),創(chuang)造了(le)(le)世界隧道快速施(shi)(shi)工(gong)紀錄。
作(zuo)(zuo)為(wei)(wei)海外(wai)項目(mu)(mu),物資(zi)供(gong)應(ying)工(gong)(gong)(gong)(gong)作(zuo)(zuo)難(nan)度巨大,不僅貨(huo)源稀缺,而且(qie)手續復雜(za),清關難(nan)度大,運輸時間長,為(wei)(wei)確(que)保(bao)項目(mu)(mu)物資(zi)供(gong)應(ying)不影響施(shi)(shi)工(gong)(gong)(gong)(gong),周校光(guang)在(zai)(zai)項目(mu)(mu)部成立(li)之初便把物資(zi)供(gong)應(ying)工(gong)(gong)(gong)(gong)作(zuo)(zuo)作(zuo)(zuo)為(wei)(wei)首要工(gong)(gong)(gong)(gong)作(zuo)(zuo)親(qin)自(zi)負(fu)責安排落實,使項目(mu)(mu)物資(zi)供(gong)應(ying)工(gong)(gong)(gong)(gong)作(zuo)(zuo)得(de)到(dao)了(le)保(bao)證;面(mian)對(dui)巖爆、斷層、破碎(sui)帶等不良地質(zhi)(zhi)、冬季施(shi)(shi)工(gong)(gong)(gong)(gong)時間長、電力供(gong)應(ying)不穩定等困難(nan),周校光(guang)常駐現(xian)(xian)場,帶領技(ji)術干(gan)部及(ji)管理人(ren)員在(zai)(zai)一線對(dui)各種(zhong)問題進(jin)行現(xian)(xian)場討論并(bing)逐一進(jin)行解決;面(mian)對(dui)緊(jin)張的工(gong)(gong)(gong)(gong)期,周校光(guang)組織成立(li)了(le)隧道快(kuai)(kuai)速(su)施(shi)(shi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)作(zuo)(zuo)組,包括快(kuai)(kuai)速(su)鉆(zhan)爆組、設備保(bao)障組、快(kuai)(kuai)速(su)工(gong)(gong)(gong)(gong)藝設計組,從設計到(dao)工(gong)(gong)(gong)(gong)藝、從施(shi)(shi)工(gong)(gong)(gong)(gong)到(dao)后勤,在(zai)(zai)確(que)保(bao)安全質(zhi)(zhi)量前提下,面(mian)對(dui)復雜(za)的地質(zhi)(zhi),實現(xian)(xian)了(le)進(jin)度的快(kuai)(kuai)速(su)進(jin)展。
周(zhou)校(xiao)光作(zuo)為項(xiang)目(mu)主(zhu)要負責(ze)人,注重團(tuan)隊(dui)發(fa)(fa)揮最大潛(qian)能。實行(xing)系統項(xiang)目(mu)經理(li)(li)責(ze)任到底制度(du),商務、生(sheng)產、技術、設計、后勤(qin)五大經理(li)(li)直接對(dui)應各部室負責(ze)人和各類工(gong)程師,簡化了(le)溝通模式,提升了(le)工(gong)作(zuo)效率。建設“學(xue)習型項(xiang)目(mu)部”,邀請資深(shen)國際項(xiang)目(mu)管(guan)理(li)(li)師進行(xing)項(xiang)目(mu)管(guan)理(li)(li)知識(shi)培訓(xun)。創新會(hui)(hui)議(yi)管(guan)理(li)(li),以專(zhuan)題會(hui)(hui)、月例(li)會(hui)(hui)、周(zhou)群會(hui)(hui)等途徑,通過主(zhu)題發(fa)(fa)言、問題導向、理(li)(li)念引(yin)導、故事分享等方式,達(da)到集思廣(guang)益(yi)、傳遞思想、凝聚共(gong)(gong)識(shi)、培育(yu)團(tuan)隊(dui)的目(mu)的。在項(xiang)目(mu)實施過程中,他積極推行(xing)勞務人員(yuan)本(ben)土(tu)化,雇傭(yong)當(dang)地(di)員(yuan)工(gong)多達(da)800余人,幾乎(hu)覆蓋了(le)所(suo)有(you)工(gong)作(zuo)崗位,達(da)到了(le)互利共(gong)(gong)贏、和諧發(fa)(fa)展、風險可控。
周(zhou)校(xiao)光的實干精神及(ji)出色(se)的個人(ren)能力(li),使項目贏得(de)了(le)業(ye)主和(he)烏(wu)(wu)(wu)(wu)國(guo)政府領導(dao)的認可和(he)尊重。烏(wu)(wu)(wu)(wu)政府前總(zong)理米爾濟約耶夫先后(hou)3次親臨項目,充(chong)分肯定了(le)項目進(jin)度(du)和(he)效(xiao)果,稱(cheng)贊中(zhong)鐵隧道是有(you)專(zhuan)業(ye)有(you)擔當的中(zhong)國(guo)企業(ye)。烏(wu)(wu)(wu)(wu)茲別(bie)克項目作(zuo)為(wei)中(zhong)烏(wu)(wu)(wu)(wu)非資源領域最大合作(zuo)項目,是中(zhong)國(guo)優質(zhi)產能進(jin)烏(wu)(wu)(wu)(wu)茲別(bie)克斯坦(tan)的成功范例(li)。作(zuo)為(wei)中(zhong)烏(wu)(wu)(wu)(wu)共(gong)建(jian)絲綢之路經濟帶的早(zao)期成果,有(you)力(li)地(di)促進(jin)了(le)中(zhong)烏(wu)(wu)(wu)(wu)兩(liang)國(guo)交(jiao)通基礎領域合作(zuo)的深度(du)發展,為(wei)中(zhong)國(guo)隧道建(jian)設中(zhong)的“中(zhong)國(guo)速度(du)”及(ji)“中(zhong)國(guo)技術”走(zou)向世界,邁出了(le)堅實的一步。
目前,該項目已經(jing)交付業主運營,作(zuo)為帶(dai)頭人,中(zhong)國中(zhong)鐵隧道集團周校光帶(dai)領著(zhu)他的團隊(dui)仍(reng)在(zai)全力以赴,積極(ji)創造(zao)新局面,為中(zhong)國企業深(shen)入(ru)走出(chu)去繼(ji)續貢獻自己(ji)的力量(liang)。
