2016年(nian)6月22日,國(guo)家主席習近平和(he)烏茲(zi)別(bie)克斯(si)坦(tan)前總(zong)統卡(ka)里(li)莫夫(fu)共同(tong)按下了隧道(dao)(dao)通車的(de)按鈕,共同(tong)見證了安革(ge)連(lian)至(zhi)(zhi)琶布鐵(tie)路(lu)甘(gan)姆(mu)齊(qi)克隧道(dao)(dao)的(de)成功(gong)通車。安革(ge)連(lian)至(zhi)(zhi)琶布鐵(tie)路(lu)全(quan)長169公(gong)里(li),其中由中鐵(tie)隧道(dao)(dao)集團總(zong)承包的(de)甘(gan)姆(mu)齊(qi)克隧道(dao)(dao)段(duan)是全(quan)線的(de)焦點(dian)所在,伴隨著這(zhe)段(duan)“中亞第(di)一長隧”,周校光走(zou)過了三年(nian)“開(kai)山之(zhi)路(lu)”。

2013年至(zhi)2016年,周校光任中(zhong)鐵隧(sui)道(dao)集團烏茲(zi)別克安革連(lian)至(zhi)琶(pa)布(bu)鐵路隧(sui)道(dao)項目經理兼黨(dang)工(gong)委書(shu)記。這是中(zhong)鐵隧(sui)道(dao)集團獨立承建的第一(yi)個海外項目,為(wei)設計施工(gong)采購總承包(bao),項目合同(tong)金額為(wei)4.55億美元,工(gong)期3年。甘姆齊克隧(sui)道(dao)全(quan)長19.2公里(li),被稱為(wei)“中(zhong)亞第一(yi)長隧(sui)”,是烏茲(zi)別克斯坦“一(yi)號工(gong)程”,也是中(zhong)國(guo)“新絲綢之(zhi)路經濟帶”鐵路網的重要(yao)組成部分。
項(xiang)目(mu)(mu)進場伊始(shi),周校光(guang)就提出了“一(yi)切(qie)(qie)有(you)利(li)于(yu)(yu)(yu)(yu)安(an)全(quan)質量更(geng)好、一(yi)切(qie)(qie)有(you)利(li)于(yu)(yu)(yu)(yu)時(shi)間(jian)進度(du)更(geng)快(kuai)、一(yi)切(qie)(qie)有(you)利(li)于(yu)(yu)(yu)(yu)成本費(fei)用更(geng)省(sheng)、一(yi)切(qie)(qie)有(you)利(li)于(yu)(yu)(yu)(yu)工作效率更(geng)高”的項(xiang)目(mu)(mu)管(guan)理(li)(li)基本原(yuan)則和“第一(yi)時(shi)間(jian)計劃發現問題、第一(yi)時(shi)間(jian)調查分析問題、第一(yi)時(shi)間(jian)控制(zhi)解決問題”的管(guan)理(li)(li)思路并深入(ru)貫徹落實,用理(li)(li)念引領項(xiang)目(mu)(mu)實施堅持正確方(fang)向。結合海外項(xiang)目(mu)(mu)管(guan)理(li)(li)經驗及項(xiang)目(mu)(mu)實際特點,制(zhi)定(ding)了涵蓋(gai)全(quan)項(xiang)目(mu)(mu)的各項(xiang)管(guan)理(li)(li)制(zhi)度(du),形成了特色的海外項(xiang)目(mu)(mu)管(guan)理(li)(li)體系。

在周(zhou)校(xiao)光的(de)帶(dai)領下,項目(mu)部(bu)充分發揮(hui)設(she)計(ji)、施(shi)工、科(ke)研(yan)、制(zhi)造四位(wei)一體專業(ye)優勢,憑借著卓(zhuo)越的(de)管理膽識,實(shi)現(xian)了(le)(le)(le)項目(mu)快(kuai)速(su)安(an)全(quan)(quan)進(jin)(jin)展(zhan)(zhan)。一是新(xin)購大型專用(yong)(yong)設(she)備(bei)322臺套(tao),施(shi)工組織設(she)計(ji)全(quan)(quan)面(mian)采(cai)用(yong)(yong)機(ji)械化配套(tao)施(shi)工。二是緊跟施(shi)工方(fang)案優化。將(jiang)(jiang)斜井(jing)(jing)安(an)全(quan)(quan)洞有軌運(yun)(yun)輸改為無軌運(yun)(yun)輸,贏得了(le)(le)(le)正洞開(kai)挖條件。為降低2、3#斜井(jing)(jing)正洞通(tong)過F7斷層的(de)風險,利用(yong)(yong)斜井(jing)(jing)增(zeng)設(she)272米長支洞,工期縮短(duan)約3個月(yue)。三是開(kai)展(zhan)(zhan)巖(yan)(yan)爆科(ke)研(yan)攻關。利用(yong)(yong)數據監測和掌子(zi)面(mian)巖(yan)(yan)體結構(gou)觀察綜合預(yu)判、采(cai)用(yong)(yong)懸臂超前(qian)(qian)小導(dao)管控制(zhi)巖(yan)(yan)爆技術,實(shi)現(xian)了(le)(le)(le)保證(zheng)安(an)全(quan)(quan)和提(ti)高工效(xiao)的(de)良好效(xiao)果。四是自我加壓、自我提(ti)速(su)。在保證(zheng)安(an)全(quan)(quan)質量和不多投入前(qian)(qian)提(ti)下,將(jiang)(jiang)全(quan)(quan)隧貫通(tong)計(ji)劃的(de)6月(yue)1日提(ti)前(qian)(qian)到(dao)4月(yue)1日、進(jin)(jin)而(er)提(ti)前(qian)(qian)到(dao)2月(yue)25日。只用(yong)(yong)了(le)(le)(le)900天就完(wan)成了(le)(le)(le)主隧、安(an)全(quan)(quan)洞、斜井(jing)(jing)及聯絡通(tong)道總長47.3千(qian)米開(kai)挖,創造了(le)(le)(le)世界隧道快(kuai)速(su)施(shi)工紀錄。
作(zuo)為海外項目(mu)(mu),物(wu)(wu)資供(gong)應(ying)工(gong)(gong)作(zuo)難(nan)度(du)巨大,不僅(jin)貨源稀缺(que),而且(qie)手續復(fu)雜,清(qing)關難(nan)度(du)大,運輸時(shi)間(jian)長,為確保項目(mu)(mu)物(wu)(wu)資供(gong)應(ying)不影(ying)響(xiang)施工(gong)(gong),周校光(guang)在項目(mu)(mu)部(bu)成(cheng)立(li)之初便把物(wu)(wu)資供(gong)應(ying)工(gong)(gong)作(zuo)作(zuo)為首要工(gong)(gong)作(zuo)親自負(fu)責安排(pai)落實,使項目(mu)(mu)物(wu)(wu)資供(gong)應(ying)工(gong)(gong)作(zuo)得(de)到(dao)了(le)保證;面對(dui)巖爆(bao)、斷層(ceng)、破碎(sui)帶(dai)等(deng)不良地(di)質、冬季施工(gong)(gong)時(shi)間(jian)長、電(dian)力供(gong)應(ying)不穩定等(deng)困難(nan),周校光(guang)常駐現(xian)(xian)(xian)場,帶(dai)領技術干部(bu)及管理人員在一線對(dui)各種問(wen)題進(jin)行現(xian)(xian)(xian)場討論(lun)并逐(zhu)一進(jin)行解決(jue);面對(dui)緊(jin)張的(de)工(gong)(gong)期,周校光(guang)組(zu)(zu)織成(cheng)立(li)了(le)隧道快速施工(gong)(gong)工(gong)(gong)作(zuo)組(zu)(zu),包(bao)括快速鉆爆(bao)組(zu)(zu)、設(she)備保障組(zu)(zu)、快速工(gong)(gong)藝設(she)計組(zu)(zu),從設(she)計到(dao)工(gong)(gong)藝、從施工(gong)(gong)到(dao)后勤,在確保安全質量前提下,面對(dui)復(fu)雜的(de)地(di)質,實現(xian)(xian)(xian)了(le)進(jin)度(du)的(de)快速進(jin)展。
周校光作(zuo)為項(xiang)目(mu)主(zhu)要負責人(ren),注(zhu)重團(tuan)隊(dui)發(fa)(fa)揮最大潛能。實行(xing)系統項(xiang)目(mu)經理(li)(li)責任到底制度,商(shang)務(wu)、生(sheng)產、技術(shu)、設計、后勤五大經理(li)(li)直接對應各(ge)部(bu)室負責人(ren)和各(ge)類(lei)工(gong)程(cheng)師,簡化了(le)溝通模式(shi),提升(sheng)了(le)工(gong)作(zuo)效率。建設“學(xue)習型項(xiang)目(mu)部(bu)”,邀請資深(shen)國際(ji)項(xiang)目(mu)管(guan)理(li)(li)師進行(xing)項(xiang)目(mu)管(guan)理(li)(li)知識培訓。創新(xin)會議管(guan)理(li)(li),以專(zhuan)題(ti)會、月例會、周群會等途徑,通過(guo)主(zhu)題(ti)發(fa)(fa)言、問題(ti)導向、理(li)(li)念(nian)引導、故事分享等方式(shi),達到集思(si)(si)廣益、傳遞思(si)(si)想、凝聚共(gong)識、培育團(tuan)隊(dui)的(de)目(mu)的(de)。在項(xiang)目(mu)實施過(guo)程(cheng)中(zhong),他積極推行(xing)勞務(wu)人(ren)員本土化,雇傭當地員工(gong)多(duo)達800余人(ren),幾乎覆蓋了(le)所有工(gong)作(zuo)崗位,達到了(le)互利共(gong)贏、和諧發(fa)(fa)展、風險可控。
周校光的(de)(de)(de)實(shi)干精神及出色的(de)(de)(de)個(ge)人能力(li),使項目(mu)贏(ying)得了(le)(le)業(ye)主和烏(wu)國(guo)(guo)政府領(ling)導的(de)(de)(de)認可(ke)和尊重(zhong)。烏(wu)政府前總(zong)理米爾濟約耶夫先(xian)后3次(ci)親(qin)臨項目(mu),充分肯定了(le)(le)項目(mu)進(jin)度和效果(guo),稱贊中(zhong)(zhong)(zhong)(zhong)鐵隧道(dao)是(shi)有(you)專(zhuan)業(ye)有(you)擔當的(de)(de)(de)中(zhong)(zhong)(zhong)(zhong)國(guo)(guo)企(qi)業(ye)。烏(wu)茲別克項目(mu)作(zuo)(zuo)(zuo)為(wei)中(zhong)(zhong)(zhong)(zhong)烏(wu)非資(zi)源領(ling)域最大(da)合(he)作(zuo)(zuo)(zuo)項目(mu),是(shi)中(zhong)(zhong)(zhong)(zhong)國(guo)(guo)優質產(chan)能進(jin)烏(wu)茲別克斯坦的(de)(de)(de)成功范例。作(zuo)(zuo)(zuo)為(wei)中(zhong)(zhong)(zhong)(zhong)烏(wu)共建絲綢之(zhi)路經濟帶的(de)(de)(de)早(zao)期成果(guo),有(you)力(li)地促進(jin)了(le)(le)中(zhong)(zhong)(zhong)(zhong)烏(wu)兩國(guo)(guo)交通(tong)基礎領(ling)域合(he)作(zuo)(zuo)(zuo)的(de)(de)(de)深度發展(zhan),為(wei)中(zhong)(zhong)(zhong)(zhong)國(guo)(guo)隧道(dao)建設(she)中(zhong)(zhong)(zhong)(zhong)的(de)(de)(de)“中(zhong)(zhong)(zhong)(zhong)國(guo)(guo)速度”及“中(zhong)(zhong)(zhong)(zhong)國(guo)(guo)技術”走向世界,邁(mai)出了(le)(le)堅(jian)實(shi)的(de)(de)(de)一(yi)步。
目前,該項目已經交付業主運(yun)營,作為(wei)帶頭人,中(zhong)(zhong)國(guo)中(zhong)(zhong)鐵隧道集團(tuan)周校光帶領著他的團(tuan)隊仍(reng)在(zai)全(quan)力以赴,積(ji)極創造新局面,為(wei)中(zhong)(zhong)國(guo)企業深(shen)入走(zou)出(chu)去繼續貢獻(xian)自己的力量。
