新華社北京5月10日(ri)電 近日(ri),國(guo)(guo)(guo)務院(yuan)辦(ban)公廳轉(zhuan)發《國(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)資委以管資本(ben)(ben)為(wei)主推(tui)進職(zhi)能(neng)(neng)轉(zhuan)變方案》,明確要求調整優化國(guo)(guo)(guo)資監(jian)管職(zhi)能(neng)(neng),改進監(jian)管方式手段,著(zhu)力(li)(li)提高國(guo)(guo)(guo)有資本(ben)(ben)效(xiao)率,增強國(guo)(guo)(guo)有企業(ye)活力(li)(li)。
《方案》指出(chu),黨(dang)的十八大以來,國(guo)(guo)務(wu)院國(guo)(guo)資(zi)(zi)委認(ren)真貫(guan)徹落(luo)實黨(dang)中央、國(guo)(guo)務(wu)院關于(yu)深化(hua)國(guo)(guo)有(you)企業改(gai)革的決(jue)策(ce)部署,準(zhun)確把(ba)握國(guo)(guo)有(you)資(zi)(zi)產監管機(ji)構(gou)的出(chu)資(zi)(zi)人(ren)代表職(zhi)責定位(wei),探索完(wan)善國(guo)(guo)有(you)資(zi)(zi)產監管體制機(ji)制,為防止國(guo)(guo)有(you)資(zi)(zi)產流失、實現國(guo)(guo)有(you)資(zi)(zi)產保值(zhi)增值(zhi)、發(fa)展壯大國(guo)(guo)有(you)經濟作出(chu)了積極(ji)貢獻。但與此同(tong)時(shi),國(guo)(guo)有(you)資(zi)(zi)產監督(du)機(ji)制尚不(bu)健(jian)全(quan),國(guo)(guo)有(you)資(zi)(zi)產監管中越位(wei)、缺位(wei)、錯位(wei)問題(ti)依然(ran)存在,亟(ji)需加快調整優化(hua)監管職(zhi)能(neng)和方式,推進國(guo)(guo)有(you)資(zi)(zi)產監管機(ji)構(gou)職(zhi)能(neng)轉變。
《方案》提(ti)出,要按(an)照深化(hua)簡(jian)政放權、放管(guan)結合(he)、優化(hua)服(fu)務改(gai)革(ge)的要求,依法履行(xing)職責,以管(guan)資本(ben)為(wei)主加(jia)(jia)強(qiang)國(guo)有資產監(jian)管(guan),以提(ti)高國(guo)有資本(ben)效率(lv)、增強(qiang)國(guo)有企業活力為(wei)中心,明確(que)監(jian)管(guan)重點,精簡(jian)監(jian)管(guan)事項,優化(hua)部門職能(neng),改(gai)進(jin)監(jian)管(guan)方式,全(quan)面加(jia)(jia)強(qiang)黨的建(jian)設,加(jia)(jia)快實現(xian)以管(guan)企業為(wei)主向以管(guan)資本(ben)為(wei)主的轉(zhuan)變。推進(jin)職能(neng)轉(zhuan)變要堅(jian)(jian)持(chi)(chi)準確(que)定位、堅(jian)(jian)持(chi)(chi)依法監(jian)管(guan)、堅(jian)(jian)持(chi)(chi)搞活企業、堅(jian)(jian)持(chi)(chi)提(ti)高效能(neng)和堅(jian)(jian)持(chi)(chi)黨的領(ling)導。
《方(fang)案》要(yao)求,將強(qiang)(qiang)化(hua)(hua)(hua)出資(zi)(zi)(zi)人(ren)監(jian)(jian)管(guan)(guan)(guan)與落(luo)實(shi)管(guan)(guan)(guan)黨(dang)(dang)治(zhi)(zhi)(zhi)黨(dang)(dang)責(ze)任(ren)相(xiang)結(jie)(jie)(jie)合(he)(he)、精簡(jian)監(jian)(jian)管(guan)(guan)(guan)事(shi)項與完善國(guo)有(you)(you)企業法(fa)人(ren)治(zhi)(zhi)(zhi)理(li)結(jie)(jie)(jie)構(gou)相(xiang)結(jie)(jie)(jie)合(he)(he),具(ju)體包括五(wu)方(fang)面措施:一是強(qiang)(qiang)化(hua)(hua)(hua)管(guan)(guan)(guan)資(zi)(zi)(zi)本(ben)職(zhi)(zhi)(zhi)能(neng),落(luo)實(shi)保值增值責(ze)任(ren)。完善規劃投資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan),突出國(guo)有(you)(you)資(zi)(zi)(zi)本(ben)運營,強(qiang)(qiang)化(hua)(hua)(hua)激勵約(yue)束。二是加強(qiang)(qiang)國(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)督(du),防止國(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)流失。堅持出資(zi)(zi)(zi)人(ren)管(guan)(guan)(guan)理(li)和監(jian)(jian)督(du)的(de)有(you)(you)機統(tong)(tong)一,強(qiang)(qiang)化(hua)(hua)(hua)外派監(jian)(jian)事(shi)會(hui)監(jian)(jian)督(du),嚴格落(luo)實(shi)責(ze)任(ren)。三是精簡(jian)監(jian)(jian)管(guan)(guan)(guan)事(shi)項,增強(qiang)(qiang)企業活(huo)力。取消(xiao)、下放、授權(quan)工(gong)作(zuo)事(shi)項43項,進一步明確國(guo)有(you)(you)企業各(ge)治(zhi)(zhi)(zhi)理(li)主體行權(quan)履職(zhi)(zhi)(zhi)邊(bian)界,層層落(luo)實(shi)責(ze)任(ren)。四是整(zheng)(zheng)合(he)(he)國(guo)有(you)(you)企業改革職(zhi)(zhi)(zhi)能(neng)、經濟運行監(jian)(jian)測職(zhi)(zhi)(zhi)能(neng),整(zheng)(zheng)合(he)(he)推動(dong)科技創新職(zhi)(zhi)(zhi)能(neng),提高監(jian)(jian)管(guan)(guan)(guan)效(xiao)能(neng)。五(wu)是全(quan)面加強(qiang)(qiang)黨(dang)(dang)的(de)建(jian)設,強(qiang)(qiang)化(hua)(hua)(hua)管(guan)(guan)(guan)黨(dang)(dang)治(zhi)(zhi)(zhi)黨(dang)(dang)責(ze)任(ren)。建(jian)立健全(quan)黨(dang)(dang)建(jian)工(gong)作(zuo)責(ze)任(ren)制,加強(qiang)(qiang)黨(dang)(dang)的(de)領導與完善公司治(zhi)(zhi)(zhi)理(li)相(xiang)統(tong)(tong)一,堅持黨(dang)(dang)管(guan)(guan)(guan)干部原(yuan)則(ze)與市場化(hua)(hua)(hua)機制相(xiang)結(jie)(jie)(jie)合(he)(he),加大(da)紀檢監(jian)(jian)察工(gong)作(zuo)力度。
《方(fang)案》明確,按照事(shi)前制度規范、事(shi)中(zhong)跟(gen)蹤監(jian)(jian)控、事(shi)后監(jian)(jian)督問責(ze)的要(yao)求,強化(hua)依法監(jian)(jian)管(guan),實施(shi)分類監(jian)(jian)管(guan),推進陽光監(jian)(jian)管(guan),優化(hua)監(jian)(jian)管(guan)流程,更多采用市場化(hua)、法治化(hua)、信息化(hua)監(jian)(jian)管(guan)方(fang)式,提高監(jian)(jian)管(guan)的針對性(xing)、實效性(xing)。
《方案》強調(diao),堅持試點(dian)先行(xing),結合企業實際情況,分(fen)類(lei)放(fang)權、分(fen)步實施,確保放(fang)得(de)(de)下、接(jie)得(de)(de)住、管得(de)(de)好。要積極適應職能轉變要求,及時清(qing)理完善(shan)涉(she)及的國有資產(chan)監管法規和政策(ce)文件(jian)。
