黨的十八(ba)屆五中全會強調,以管(guan)資(zi)本(ben)為(wei)主加強國(guo)(guo)有資(zi)產監管(guan)。這為(wei)完善國(guo)(guo)有資(zi)產管(guan)理體(ti)制進一步指(zhi)明(ming)了方向,對于國(guo)(guo)有資(zi)本(ben)優化布局(ju)、規范運作、提(ti)高回報、維護(hu)安全都具有重要意(yi)義。
以管資本為主加強國有資產監管意義重大
深(shen)入推(tui)進(jin)政(zheng)(zheng)企(qi)分(fen)開政(zheng)(zheng)資(zi)(zi)(zi)分(fen)開、形成(cheng)面向創新發展(zhan)的(de)(de)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)管(guan)(guan)(guan)理(li)(li)體制的(de)(de)需要(yao)(yao)。我國(guo)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)管(guan)(guan)(guan)理(li)(li)體制改革與國(guo)有(you)(you)(you)企(qi)業(ye)改革相(xiang)(xiang)伴相(xiang)(xiang)生(sheng),始終圍(wei)繞正確處理(li)(li)政(zheng)(zheng)府(fu)(fu)與企(qi)業(ye)的(de)(de)關系逐步深(shen)入。1988年國(guo)家設立(li)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)管(guan)(guan)(guan)理(li)(li)局(ju),探索(suo)由專門機構統一負責(ze)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)基(ji)礎管(guan)(guan)(guan)理(li)(li)等(deng)工作(zuo)。2002年黨的(de)(de)十六(liu)大提出(chu),“建(jian)立(li)中央政(zheng)(zheng)府(fu)(fu)和地方政(zheng)(zheng)府(fu)(fu)分(fen)別(bie)代表國(guo)家履行出(chu)資(zi)(zi)(zi)人(ren)職責(ze),享有(you)(you)(you)所(suo)有(you)(you)(you)者(zhe)權益,權利(li)、義務(wu)(wu)和責(ze)任相(xiang)(xiang)統一,管(guan)(guan)(guan)資(zi)(zi)(zi)產(chan)(chan)和管(guan)(guan)(guan)人(ren)、管(guan)(guan)(guan)事(shi)相(xiang)(xiang)結合的(de)(de)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)管(guan)(guan)(guan)理(li)(li)體制”,在(zai)“中央政(zheng)(zheng)府(fu)(fu)和省、市(地)兩級地方政(zheng)(zheng)府(fu)(fu)設立(li)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)管(guan)(guan)(guan)理(li)(li)機構”。國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)出(chu)資(zi)(zi)(zi)人(ren)監(jian)管(guan)(guan)(guan)體制的(de)(de)確立(li),有(you)(you)(you)力提升了國(guo)有(you)(you)(you)經(jing)濟發展(zhan)質量和運行效率(lv),但政(zheng)(zheng)企(qi)不分(fen)、政(zheng)(zheng)資(zi)(zi)(zi)不分(fen)問題(ti)依然存在(zai),國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)工作(zuo)還存在(zai)越位、缺(que)位、錯位等(deng)問題(ti)。必須按照以管(guan)(guan)(guan)資(zi)(zi)(zi)本(ben)(ben)為(wei)主加強國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)的(de)(de)要(yao)(yao)求(qiu),繼續推(tui)進(jin)政(zheng)(zheng)企(qi)分(fen)開、政(zheng)(zheng)資(zi)(zi)(zi)分(fen)開、所(suo)有(you)(you)(you)權與經(jing)營權分(fen)離,破除影響國(guo)有(you)(you)(you)資(zi)(zi)(zi)本(ben)(ben)服(fu)務(wu)(wu)創新發展(zhan)的(de)(de)體制機制弊端。
強化國(guo)有(you)企業(ye)市(shi)場(chang)主(zhu)(zhu)體(ti)地位、激發(fa)企業(ye)活(huo)力的(de)需要。經過(guo)多年改革發(fa)展(zhan),公(gong)(gong)司制(zhi)股份制(zhi)成為(wei)國(guo)有(you)企業(ye)的(de)重要組織形式(shi)。直接管(guan)理企業(ye)的(de)方式(shi)已經不適應國(guo)有(you)企業(ye)組織形式(shi)的(de)深刻變革,必須按照公(gong)(gong)司治理規則(ze),以管(guan)資本為(wei)主(zhu)(zhu)明確(que)國(guo)有(you)資產(chan)監管(guan)機構(gou)職責定位,保(bao)護(hu)公(gong)(gong)司制(zhi)企業(ye)法人財產(chan)權(quan),保(bao)障國(guo)有(you)企業(ye)作為(wei)獨立市(shi)場(chang)主(zhu)(zhu)體(ti)依法自主(zhu)(zhu)經營、自負(fu)盈虧、自擔(dan)風(feng)險、自我(wo)約束、自我(wo)發(fa)展(zhan),在市(shi)場(chang)競爭中(zhong)成為(wei)實(shi)施創新(xin)驅動發(fa)展(zhan)戰略、建(jian)設創新(xin)型國(guo)家的(de)中(zhong)堅力量。
推進國(guo)有(you)資(zi)本(ben)(ben)布(bu)局結構戰(zhan)略(lve)性調整、放(fang)大國(guo)有(you)資(zi)本(ben)(ben)功(gong)能(neng)的(de)(de)需要(yao)。目(mu)前,國(guo)有(you)資(zi)本(ben)(ben)還存在(zai)分(fen)布(bu)過(guo)寬(kuan)、戰(zhan)線(xian)過(guo)長(chang)、集中度不(bu)夠(gou)等(deng)突出問題(ti),嚴重制(zhi)約著國(guo)有(you)經濟主導作用(yong)的(de)(de)發(fa)揮。要(yao)以管資(zi)本(ben)(ben)為主,緊(jin)緊(jin)圍繞服務國(guo)家戰(zhan)略(lve)目(mu)標,充分(fen)利用(yong)多(duo)層次資(zi)本(ben)(ben)市場和國(guo)有(you)資(zi)本(ben)(ben)運營平(ping)臺,著力推進國(guo)有(you)資(zi)本(ben)(ben)布(bu)局結構戰(zhan)略(lve)性調整,充分(fen)發(fa)揮國(guo)有(you)企業的(de)(de)功(gong)能(neng)作用(yong)。
維護國(guo)有資(zi)(zi)(zi)產安(an)全(quan)、防止(zhi)國(guo)有資(zi)(zi)(zi)產流(liu)失(shi)的需要。一些國(guo)有企業內部管(guan)(guan)理(li)(li)混亂,侵(qin)吞、貪污、輸送(song)、揮霍國(guo)有資(zi)(zi)(zi)產現象時(shi)有發(fa)生。要以管(guan)(guan)資(zi)(zi)(zi)本(ben)為主,加(jia)強國(guo)有資(zi)(zi)(zi)本(ben)經營管(guan)(guan)理(li)(li)全(quan)鏈條監管(guan)(guan),全(quan)面規范(fan)管(guan)(guan)理(li)(li)制度,落實國(guo)有資(zi)(zi)(zi)本(ben)監管(guan)(guan)責(ze)任,嚴(yan)格執行國(guo)有資(zi)(zi)(zi)本(ben)監管(guan)(guan)政策與紀律,建(jian)立健全(quan)監督長效機制,確保(bao)國(guo)有資(zi)(zi)(zi)本(ben)安(an)全(quan)運營,嚴(yan)防國(guo)有資(zi)(zi)(zi)產流(liu)失(shi)。
牢牢把握以管資本為主加強國有資產監管的總體要求
科學界定國有(you)(you)資(zi)(zi)(zi)產出(chu)資(zi)(zi)(zi)人監(jian)管(guan)(guan)(guan)職(zhi)責。進(jin)(jin)一(yi)步(bu)理(li)(li)順(shun)政府(fu)公共(gong)管(guan)(guan)(guan)理(li)(li)部門(men)(men)、國有(you)(you)資(zi)(zi)(zi)產監(jian)管(guan)(guan)(guan)機(ji)構(gou)和(he)國有(you)(you)企(qi)(qi)業的關系。政府(fu)公共(gong)管(guan)(guan)(guan)理(li)(li)部門(men)(men)依(yi)(yi)法(fa)行(xing)使公共(gong)管(guan)(guan)(guan)理(li)(li)職(zhi)能,從經(jing)濟調(diao)節(jie)和(he)社(she)會(hui)管(guan)(guan)(guan)理(li)(li)角度進(jin)(jin)行(xing)社(she)會(hui)公共(gong)管(guan)(guan)(guan)理(li)(li)。國有(you)(you)資(zi)(zi)(zi)產監(jian)管(guan)(guan)(guan)機(ji)構(gou)對監(jian)管(guan)(guan)(guan)企(qi)(qi)業依(yi)(yi)法(fa)履行(xing)出(chu)資(zi)(zi)(zi)人職(zhi)責,專司國有(you)(you)資(zi)(zi)(zi)產監(jian)管(guan)(guan)(guan),不承(cheng)擔(dan)社(she)會(hui)公共(gong)管(guan)(guan)(guan)理(li)(li)職(zhi)能。國家出(chu)資(zi)(zi)(zi)企(qi)(qi)業依(yi)(yi)法(fa)接受國有(you)(you)資(zi)(zi)(zi)產監(jian)管(guan)(guan)(guan)機(ji)構(gou)的監(jian)管(guan)(guan)(guan),不得(de)侵害(hai)所(suo)(suo)有(you)(you)者權益。國有(you)(you)資(zi)(zi)(zi)產監(jian)管(guan)(guan)(guan)機(ji)構(gou)的主要職(zhi)責是:對所(suo)(suo)監(jian)管(guan)(guan)(guan)企(qi)(qi)業依(yi)(yi)法(fa)行(xing)使資(zi)(zi)(zi)產收益、參與重(zhong)大決(jue)策、選擇管(guan)(guan)(guan)理(li)(li)者等出(chu)資(zi)(zi)(zi)人權利,承(cheng)擔(dan)監(jian)督所(suo)(suo)監(jian)管(guan)(guan)(guan)企(qi)(qi)業國有(you)(you)資(zi)(zi)(zi)產保(bao)值增值的責任;貫(guan)徹黨管(guan)(guan)(guan)干部原則和(he)黨管(guan)(guan)(guan)人才原則,按照管(guan)(guan)(guan)理(li)(li)權限(xian)加(jia)強和(he)改進(jin)(jin)企(qi)(qi)業領導人員管(guan)(guan)(guan)理(li)(li);依(yi)(yi)法(fa)落實國有(you)(you)資(zi)(zi)(zi)本經(jing)營(ying)責任,依(yi)(yi)法(fa)落實企(qi)(qi)業法(fa)人財產權和(he)經(jing)營(ying)自主權;除履行(xing)出(chu)資(zi)(zi)(zi)人職(zhi)責以(yi)外,不干預企(qi)(qi)業生產經(jing)營(ying)活動。
突出(chu)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)重(zhong)(zhong)(zhong)(zhong)點。一是(shi)(shi)管(guan)好資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)本(ben)(ben)布局(ju)。圍繞服務(wu)國(guo)(guo)(guo)(guo)家戰(zhan)略,落(luo)(luo)實國(guo)(guo)(guo)(guo)家產(chan)(chan)業(ye)(ye)政策(ce)和(he)(he)重(zhong)(zhong)(zhong)(zhong)點產(chan)(chan)業(ye)(ye)布局(ju)調整總(zong)體要求,建(jian)(jian)(jian)立健全(quan)(quan)(quan)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)本(ben)(ben)形態轉換、合(he)理流(liu)動機制(zhi)(zhi)(zhi)(zhi)。合(he)理確(que)(que)定國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)經(jing)濟(ji)(ji)發展戰(zhan)略規(gui)劃(hua),優化國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)本(ben)(ben)布局(ju)結構,推動國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)本(ben)(ben)在(zai)(zai)國(guo)(guo)(guo)(guo)防(fang)安(an)全(quan)(quan)(quan)、能(neng)(neng)源(yuan)(yuan)安(an)全(quan)(quan)(quan)、糧食(shi)安(an)全(quan)(quan)(quan)、信息(xi)安(an)全(quan)(quan)(quan)等(deng)關系國(guo)(guo)(guo)(guo)家安(an)全(quan)(quan)(quan)領域的(de)(de)(de)保(bao)障(zhang)能(neng)(neng)力顯(xian)著提升,在(zai)(zai)重(zhong)(zhong)(zhong)(zhong)大(da)基(ji)礎設施、重(zhong)(zhong)(zhong)(zhong)要資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)(yuan)以及(ji)公共服務(wu)等(deng)關系國(guo)(guo)(guo)(guo)民經(jing)濟(ji)(ji)命脈和(he)(he)國(guo)(guo)(guo)(guo)計民生(sheng)(sheng)重(zhong)(zhong)(zhong)(zhong)要行(xing)業(ye)(ye)的(de)(de)(de)控制(zhi)(zhi)(zhi)(zhi)力明(ming)顯(xian)增強(qiang),在(zai)(zai)重(zhong)(zhong)(zhong)(zhong)大(da)裝(zhuang)備、信息(xi)通訊、生(sheng)(sheng)物醫藥、海洋工(gong)程(cheng)、節能(neng)(neng)環保(bao)等(deng)行(xing)業(ye)(ye)的(de)(de)(de)影(ying)響力進一步提高,在(zai)(zai)新能(neng)(neng)源(yuan)(yuan)、新材(cai)料、智能(neng)(neng)制(zhi)(zhi)(zhi)(zhi)造等(deng)產(chan)(chan)業(ye)(ye)的(de)(de)(de)帶(dai)動力更加(jia)突出(chu)。二是(shi)(shi)規(gui)范(fan)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)本(ben)(ben)運(yun)(yun)(yun)作。建(jian)(jian)(jian)立健全(quan)(quan)(quan)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)企業(ye)(ye)財務(wu)預算審議、運(yun)(yun)(yun)營(ying)狀況(kuang)監(jian)測分析(xi)和(he)(he)財務(wu)決算審核(he)基(ji)礎管(guan)理制(zhi)(zhi)(zhi)(zhi)度,加(jia)強(qiang)對國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)企業(ye)(ye)清產(chan)(chan)核(he)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)、資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)評估(gu)、產(chan)(chan)權流(liu)轉和(he)(he)上市公司國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)股權管(guan)理等(deng)事項(xiang)的(de)(de)(de)管(guan)理,加(jia)強(qiang)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)本(ben)(ben)投資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)運(yun)(yun)(yun)營(ying)平(ping)臺建(jian)(jian)(jian)設,探索投資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)融資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)、股權運(yun)(yun)(yun)作、資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)本(ben)(ben)整合(he)、價(jia)值管(guan)理的(de)(de)(de)市場化運(yun)(yun)(yun)作機制(zhi)(zhi)(zhi)(zhi)與方式。三是(shi)(shi)提高資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)本(ben)(ben)回報。建(jian)(jian)(jian)立健全(quan)(quan)(quan)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)本(ben)(ben)經(jing)營(ying)目標考核(he)評價(jia)體系,完(wan)善(shan)激(ji)勵約(yue)束機制(zhi)(zhi)(zhi)(zhi),落(luo)(luo)實國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)本(ben)(ben)保(bao)值增值責(ze)任。健全(quan)(quan)(quan)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)本(ben)(ben)收益管(guan)理,完(wan)善(shan)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)本(ben)(ben)投資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)制(zhi)(zhi)(zhi)(zhi)度,建(jian)(jian)(jian)立國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)企業(ye)(ye)常態化的(de)(de)(de)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)本(ben)(ben)注入機制(zhi)(zhi)(zhi)(zhi)。四是(shi)(shi)維(wei)護資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)本(ben)(ben)安(an)全(quan)(quan)(quan)。建(jian)(jian)(jian)立健全(quan)(quan)(quan)監(jian)督(du)(du)工(gong)作制(zhi)(zhi)(zhi)(zhi)度,形成全(quan)(quan)(quan)面覆蓋、分工(gong)明(ming)確(que)(que)、協同配合(he)、制(zhi)(zhi)(zhi)(zhi)約(yue)有(you)(you)(you)(you)力的(de)(de)(de)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)督(du)(du)體系,綜(zong)合(he)運(yun)(yun)(yun)用強(qiang)化企業(ye)(ye)內控機制(zhi)(zhi)(zhi)(zhi)建(jian)(jian)(jian)設、加(jia)強(qiang)經(jing)濟(ji)(ji)責(ze)任審計、開展資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)損(sun)失責(ze)任追究、披露企業(ye)(ye)經(jing)營(ying)信息(xi)等(deng)各種監(jian)督(du)(du)手段,整合(he)監(jian)督(du)(du)力量和(he)(he)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)(yuan),增強(qiang)監(jian)督(du)(du)的(de)(de)(de)針對性、實效(xiao)性。
改(gai)進國有資(zi)產監(jian)(jian)管(guan)方(fang)式(shi)。堅持權利(li)以出資(zi)為(wei)限、監(jian)(jian)管(guan)以法定為(wei)據(ju),大力(li)推(tui)進依法監(jian)(jian)管(guan),改(gai)進監(jian)(jian)管(guan)方(fang)式(shi)。注重事(shi)(shi)(shi)前(qian)規范制度、事(shi)(shi)(shi)中加強(qiang)監(jian)(jian)控、事(shi)(shi)(shi)后強(qiang)化(hua)問(wen)責,更多運用法治化(hua)、市場化(hua)監(jian)(jian)管(guan)方(fang)式(shi)。注重通過(guo)公司治理履行出資(zi)人職責,加強(qiang)公司章程(cheng)管(guan)理,規范董事(shi)(shi)(shi)會(hui)運作,嚴格選派(pai)和(he)(he)管(guan)理股東(dong)代表和(he)(he)董事(shi)(shi)(shi)、監(jian)(jian)事(shi)(shi)(shi)。完善國有資(zi)產監(jian)(jian)管(guan)信(xin)息公開制度,設立統一的(de)信(xin)息公開網絡平(ping)臺,依法依規、及時準確披露國有資(zi)本整體運營和(he)(he)監(jian)(jian)管(guan)信(xin)息。
積極落實以管資本為主加強國有資產監管的主要任務
轉變國(guo)有(you)資(zi)(zi)產監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機構職能(neng)。準確把握依(yi)(yi)法履行(xing)出資(zi)(zi)人職責的(de)(de)定(ding)位(wei)(wei),實現以管(guan)(guan)(guan)(guan)(guan)企(qi)業為主(zhu)(zhu)向以管(guan)(guan)(guan)(guan)(guan)資(zi)(zi)本為主(zhu)(zhu)轉變。科(ke)(ke)學(xue)界(jie)定(ding)國(guo)有(you)資(zi)(zi)產出資(zi)(zi)人監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)的(de)(de)邊界(jie),建立監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)權(quan)力(li)清單和(he)(he)責任清單,做到該管(guan)(guan)(guan)(guan)(guan)的(de)(de)科(ke)(ke)學(xue)管(guan)(guan)(guan)(guan)(guan)理、決不缺(que)位(wei)(wei),不該管(guan)(guan)(guan)(guan)(guan)的(de)(de)依(yi)(yi)法放權(quan)、決不越(yue)位(wei)(wei)。將(jiang)依(yi)(yi)法應由企(qi)業自主(zhu)(zhu)經(jing)營(ying)決策的(de)(de)事(shi)項歸(gui)位(wei)(wei)于企(qi)業,將(jiang)延伸到子企(qi)業的(de)(de)管(guan)(guan)(guan)(guan)(guan)理事(shi)項原則上(shang)歸(gui)位(wei)(wei)于一級企(qi)業,將(jiang)配(pei)合承擔的(de)(de)公共管(guan)(guan)(guan)(guan)(guan)理職能(neng)歸(gui)位(wei)(wei)于相關政府部門和(he)(he)單位(wei)(wei)。要(yao)圍繞以管(guan)(guan)(guan)(guan)(guan)資(zi)(zi)本為主(zhu)(zhu)加(jia)強國(guo)有(you)資(zi)(zi)產監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)的(de)(de)重點任務、關鍵環節,積極開展試點,探索有(you)效途徑和(he)(he)方式(shi),形成可(ke)復制、可(ke)推廣的(de)(de)經(jing)驗和(he)(he)模式(shi)。
推動(dong)國(guo)有企(qi)業成為獨立市場主體。推進(jin)公司(si)制(zhi)股份制(zhi)改革,健(jian)全(quan)權(quan)(quan)責對等、協調(diao)運轉、有效制(zhi)衡的公司(si)法人(ren)治理(li)(li)機(ji)制(zhi),落(luo)實(shi)和維護董事會依(yi)法行使重(zhong)大決策、選人(ren)用人(ren)、薪酬分配等權(quan)(quan)利,保障經(jing)理(li)(li)層經(jing)營自(zi)主權(quan)(quan)。推行職業經(jing)理(li)(li)人(ren)制(zhi)度,合理(li)(li)增加市場化選聘比(bi)例。深(shen)化企(qi)業內部管理(li)(li)人(ren)員能(neng)上能(neng)下、員工(gong)能(neng)進(jin)能(neng)出、收入能(neng)增能(neng)減(jian)的制(zhi)度改革。
提高國(guo)(guo)(guo)有(you)資(zi)(zi)本配置(zhi)和(he)運(yun)營效率。改(gai)組(zu)、組(zu)建國(guo)(guo)(guo)有(you)資(zi)(zi)本投資(zi)(zi)運(yun)營公司,探索依法自主(zhu)(zhu)開展投資(zi)(zi)融資(zi)(zi)、產業(ye)培育、資(zi)(zi)本整合的(de)(de)有(you)效模式,打(da)造(zao)國(guo)(guo)(guo)有(you)資(zi)(zi)本市(shi)場化(hua)運(yun)作的(de)(de)專業(ye)平(ping)臺。堅持以(yi)市(shi)場為導向、以(yi)企業(ye)為主(zhu)(zhu)體(ti),按照“做好增量、盤活(huo)存量、主(zhu)(zhu)動(dong)減量”的(de)(de)思路,加大國(guo)(guo)(guo)有(you)企業(ye)、國(guo)(guo)(guo)有(you)資(zi)(zi)本調整力度,促進轉(zhuan)型(xing)升級。
推進(jin)經營性國(guo)有(you)資(zi)(zi)(zi)產(chan)集中統一(yi)監(jian)(jian)管。穩步(bu)(bu)將黨政機(ji)(ji)關、事業單位所屬(shu)企業的(de)國(guo)有(you)資(zi)(zi)(zi)本(ben)納(na)入經營性國(guo)有(you)資(zi)(zi)(zi)產(chan)集中統一(yi)監(jian)(jian)管體系,具備條件的(de)進(jin)入國(guo)有(you)資(zi)(zi)(zi)本(ben)投資(zi)(zi)(zi)運(yun)營公(gong)司。加強國(guo)有(you)資(zi)(zi)(zi)產(chan)基礎(chu)(chu)管理(li),按照統一(yi)制度規范(fan)、統一(yi)工作體系的(de)原則(ze),抓緊制定(ding)企業國(guo)有(you)資(zi)(zi)(zi)產(chan)基礎(chu)(chu)管理(li)條例。發揮(hui)國(guo)有(you)資(zi)(zi)(zi)產(chan)監(jian)(jian)管機(ji)(ji)構(gou)專業化監(jian)(jian)管優(you)勢(shi),逐步(bu)(bu)推進(jin)國(guo)有(you)資(zi)(zi)(zi)產(chan)出(chu)資(zi)(zi)(zi)人監(jian)(jian)管全覆蓋。
強化監(jian)(jian)(jian)督(du)(du),防止(zhi)國有(you)(you)資(zi)(zi)產(chan)(chan)流失。加強和改(gai)進黨(dang)對國有(you)(you)企(qi)(qi)業(ye)的領導,切實落實反腐(fu)倡廉(lian)“兩個責(ze)任”。完善企(qi)(qi)業(ye)內部監(jian)(jian)(jian)督(du)(du)體系,強化對權力(li)集(ji)(ji)中、資(zi)(zi)金密集(ji)(ji)、資(zi)(zi)源富集(ji)(ji)、資(zi)(zi)產(chan)(chan)聚集(ji)(ji)部門和崗位(wei)的監(jian)(jian)(jian)督(du)(du)。堅持出(chu)資(zi)(zi)人(ren)管理與(yu)監(jian)(jian)(jian)督(du)(du)的有(you)(you)機統一,整合出(chu)資(zi)(zi)人(ren)監(jian)(jian)(jian)管、外派監(jian)(jian)(jian)事會監(jian)(jian)(jian)督(du)(du)和審計、紀檢監(jian)(jian)(jian)察、巡視等(deng)(deng)監(jian)(jian)(jian)督(du)(du)力(li)量,建立(li)監(jian)(jian)(jian)督(du)(du)工作會商機制。建立(li)健全國有(you)(you)企(qi)(qi)業(ye)重大決(jue)策失職、瀆(du)職責(ze)任追(zhui)究和倒查機制,嚴(yan)厲查處侵(qin)吞、貪污、輸送(song)、揮霍國有(you)(you)資(zi)(zi)產(chan)(chan)等(deng)(deng)違法違紀行為(wei)。建立(li)健全企(qi)(qi)業(ye)國有(you)(you)資(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)督(du)(du)問(wen)責(ze)機制,對企(qi)(qi)業(ye)重大違法違紀問(wen)題敷衍不(bu)追(zhui)、隱匿(ni)不(bu)報、查處不(bu)力(li)的,嚴(yan)格追(zhui)究有(you)(you)關人(ren)員失職瀆(du)職責(ze)任。
