新華社北京5月10日電(dian) 近日,國(guo)務院辦公廳轉發《國(guo)務院國(guo)資(zi)委以管資(zi)本(ben)為主推(tui)進(jin)職能轉變方案》,明確要求調(diao)整優化國(guo)資(zi)監管職能,改進(jin)監管方式手段(duan),著(zhu)力提高國(guo)有(you)資(zi)本(ben)效(xiao)率,增強國(guo)有(you)企(qi)業活(huo)力。
《方(fang)案》指(zhi)出(chu),黨(dang)(dang)的十八大(da)以來,國(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)資委認真(zhen)貫徹落實(shi)黨(dang)(dang)中央(yang)、國(guo)(guo)(guo)務院(yuan)關于(yu)深化國(guo)(guo)(guo)有(you)(you)企業改革的決(jue)策部署,準確把握國(guo)(guo)(guo)有(you)(you)資產(chan)(chan)(chan)監(jian)管機(ji)構(gou)(gou)的出(chu)資人代表職責定位,探索完善國(guo)(guo)(guo)有(you)(you)資產(chan)(chan)(chan)監(jian)管體(ti)制(zhi)機(ji)制(zhi),為防止國(guo)(guo)(guo)有(you)(you)資產(chan)(chan)(chan)流失(shi)、實(shi)現國(guo)(guo)(guo)有(you)(you)資產(chan)(chan)(chan)保值(zhi)增(zeng)值(zhi)、發(fa)展壯大(da)國(guo)(guo)(guo)有(you)(you)經濟作(zuo)出(chu)了積極貢獻。但與此(ci)同(tong)時,國(guo)(guo)(guo)有(you)(you)資產(chan)(chan)(chan)監(jian)督機(ji)制(zhi)尚不健全,國(guo)(guo)(guo)有(you)(you)資產(chan)(chan)(chan)監(jian)管中越位、缺位、錯位問(wen)題依然(ran)存(cun)在,亟須加快(kuai)調整優化監(jian)管職能(neng)和方(fang)式,推(tui)進國(guo)(guo)(guo)有(you)(you)資產(chan)(chan)(chan)監(jian)管機(ji)構(gou)(gou)職能(neng)轉變。
《方案》提出,要按照深化(hua)簡政放權、放管(guan)結合、優化(hua)服務(wu)改革(ge)的(de)要求,依法(fa)履行(xing)職責(ze),以(yi)管(guan)資(zi)本為主(zhu)加強(qiang)國(guo)有資(zi)產監管(guan),以(yi)提高國(guo)有資(zi)本效率、增強(qiang)國(guo)有企(qi)業活力(li)為中心,明確監管(guan)重點,精簡監管(guan)事(shi)項,優化(hua)部門(men)職能,改進監管(guan)方式,全面加強(qiang)黨的(de)建(jian)設,加快實現以(yi)管(guan)企(qi)業為主(zhu)向以(yi)管(guan)資(zi)本為主(zhu)的(de)轉變。推進職能轉變要堅(jian)(jian)持(chi)準確定位、堅(jian)(jian)持(chi)依法(fa)監管(guan)、堅(jian)(jian)持(chi)搞活企(qi)業、堅(jian)(jian)持(chi)提高效能和堅(jian)(jian)持(chi)黨的(de)領(ling)導。
《方(fang)案》要求,將(jiang)強(qiang)(qiang)化出(chu)資(zi)(zi)人(ren)監(jian)(jian)管(guan)(guan)(guan)與落實管(guan)(guan)(guan)黨(dang)治黨(dang)責(ze)(ze)(ze)任(ren)(ren)(ren)相(xiang)(xiang)(xiang)結合(he)(he)、精簡監(jian)(jian)管(guan)(guan)(guan)事(shi)項(xiang)與完善國(guo)有(you)企(qi)業法(fa)人(ren)治理結構相(xiang)(xiang)(xiang)結合(he)(he),具體包(bao)括(kuo)五方(fang)面措施(shi):一(yi)(yi)(yi)(yi)是(shi)強(qiang)(qiang)化管(guan)(guan)(guan)資(zi)(zi)本職能(neng)(neng),落實保值(zhi)增值(zhi)責(ze)(ze)(ze)任(ren)(ren)(ren)。完善規劃(hua)投資(zi)(zi)監(jian)(jian)管(guan)(guan)(guan),突出(chu)國(guo)有(you)資(zi)(zi)本運(yun)營,強(qiang)(qiang)化激勵約束。二是(shi)加(jia)強(qiang)(qiang)國(guo)有(you)資(zi)(zi)產(chan)監(jian)(jian)督,防(fang)止國(guo)有(you)資(zi)(zi)產(chan)流失。堅持出(chu)資(zi)(zi)人(ren)管(guan)(guan)(guan)理和(he)監(jian)(jian)督的有(you)機統(tong)一(yi)(yi)(yi)(yi),強(qiang)(qiang)化外(wai)派監(jian)(jian)事(shi)會(hui)監(jian)(jian)督,嚴格落實責(ze)(ze)(ze)任(ren)(ren)(ren)。三是(shi)精簡監(jian)(jian)管(guan)(guan)(guan)事(shi)項(xiang),增強(qiang)(qiang)企(qi)業活力。取消、下放、授權工(gong)(gong)作(zuo)(zuo)事(shi)項(xiang)43項(xiang),進一(yi)(yi)(yi)(yi)步明確國(guo)有(you)企(qi)業各治理主體行(xing)權履職邊界,層層落實責(ze)(ze)(ze)任(ren)(ren)(ren)。四(si)是(shi)整合(he)(he)國(guo)有(you)企(qi)業改革(ge)職能(neng)(neng)、經濟(ji)運(yun)行(xing)監(jian)(jian)測(ce)職能(neng)(neng),整合(he)(he)推動(dong)科技創新職能(neng)(neng),提高監(jian)(jian)管(guan)(guan)(guan)效能(neng)(neng)。五是(shi)全面加(jia)強(qiang)(qiang)黨(dang)的建設,強(qiang)(qiang)化管(guan)(guan)(guan)黨(dang)治黨(dang)責(ze)(ze)(ze)任(ren)(ren)(ren)。建立健全黨(dang)建工(gong)(gong)作(zuo)(zuo)責(ze)(ze)(ze)任(ren)(ren)(ren)制,加(jia)強(qiang)(qiang)黨(dang)的領導與完善公司治理相(xiang)(xiang)(xiang)統(tong)一(yi)(yi)(yi)(yi),堅持黨(dang)管(guan)(guan)(guan)干部(bu)原則與市場(chang)化機制相(xiang)(xiang)(xiang)結合(he)(he),加(jia)大紀檢監(jian)(jian)察(cha)工(gong)(gong)作(zuo)(zuo)力度。
《方(fang)案》明確,按照事(shi)前制度規(gui)范、事(shi)中跟蹤監(jian)(jian)控、事(shi)后(hou)監(jian)(jian)督問責的要(yao)求,強(qiang)化(hua)依法監(jian)(jian)管(guan),實施(shi)分類(lei)監(jian)(jian)管(guan),推進(jin)陽(yang)光監(jian)(jian)管(guan),優化(hua)監(jian)(jian)管(guan)流程(cheng),更多采(cai)用市場化(hua)、法治(zhi)化(hua)、信(xin)息(xi)化(hua)監(jian)(jian)管(guan)方(fang)式,提(ti)高監(jian)(jian)管(guan)的針(zhen)對(dui)性(xing)、實效性(xing)。
《方(fang)案》強(qiang)調,堅持(chi)試點(dian)先(xian)行,結合企業(ye)實際情況,分類放權、分步(bu)實施,確保(bao)放得(de)下、接得(de)住、管得(de)好。要積極適應職能(neng)轉變要求,及時清(qing)理完(wan)善涉(she)及的國(guo)有(you)資產監管法(fa)規和政策文件。
