中煤集團(tuan)公司信(xin)息化(hua)工作的實踐(jian)與思考

中國(guo)(guo)中煤(mei)(mei)能源(yuan)集團(tuan)公司(si)(si)(si)(以下(xia)簡(jian)稱中煤(mei)(mei)集團(tuan)公司(si)(si)(si))是國(guo)(guo)資(zi)(zi)(zi)委管理的國(guo)(guo)有重要(yao)(yao)骨(gu)干(gan)企業,公司(si)(si)(si)主業為煤(mei)(mei)炭生產及(ji)貿易(yi)、煤(mei)(mei)化(hua)(hua)(hua)(hua)工(gong)(gong)、煤(mei)(mei)層氣開發、坑口(kou)發電、煤(mei)(mei)礦(kuang)建(jian)(jian)設(she)(she)、煤(mei)(mei)機制造及(ji)相關工(gong)(gong)程技術服務(wu)。根據中央“以信(xin)(xin)息化(hua)(hua)(hua)(hua)帶動工(gong)(gong)業化(hua)(hua)(hua)(hua),以工(gong)(gong)業化(hua)(hua)(hua)(hua)促進(jin)信(xin)(xin)息化(hua)(hua)(hua)(hua)”的有關精(jing)神,中煤(mei)(mei)集團(tuan)公司(si)(si)(si)緊緊圍(wei)繞企業發展戰略目標(biao)和核心業務(wu)開展信(xin)(xin)息化(hua)(hua)(hua)(hua)建(jian)(jian)設(she)(she),并注重做好信(xin)(xin)息化(hua)(hua)(hua)(hua)建(jian)(jian)設(she)(she)與提升企業管理水平和提高企業經濟效益的緊密結(jie)(jie)合。過去的幾年中,中煤(mei)(mei)集團(tuan)公司(si)(si)(si)按照“五(wu)統(tong)一(yi)”原則(統(tong)一(yi)規(gui)劃、統(tong)一(yi)標(biao)準、統(tong)一(yi)投資(zi)(zi)(zi)、統(tong)一(yi)建(jian)(jian)設(she)(she)、統(tong)一(yi)管理)先后(hou)建(jian)(jian)設(she)(she)了包(bao)括(kuo)廣域網、視頻會議系統(tong)在內的一(yi)批信(xin)(xin)息化(hua)(hua)(hua)(hua)基(ji)礎設(she)(she)施,完(wan)成(cheng)了生產調度報表、財務(wu)資(zi)(zi)(zi)金集中管理和人力(li)資(zi)(zi)(zi)源(yuan)管理等信(xin)(xin)息系統(tong)的建(jian)(jian)設(she)(she)工(gong)(gong)作(zuo)。企業信(xin)(xin)息化(hua)(hua)(hua)(hua)工(gong)(gong)作(zuo)打開了新局(ju)面(mian),信(xin)(xin)息化(hua)(hua)(hua)(hua)水平上了新臺(tai)階(jie)。下(xia)面(mian),我們簡(jian)要(yao)(yao)總結(jie)(jie)我公司(si)(si)(si)信(xin)(xin)息化(hua)(hua)(hua)(hua)建(jian)(jian)設(she)(she)實踐(jian)中的主要(yao)(yao)做法和體會,供同志們研究和討論。
一、對中煤集團公司近年來信息化工作的總結
(一)切實(shi)抓好信(xin)息化(hua)工作的(de)組織領導。
中煤集團公(gong)司(si)信息化(hua)工(gong)(gong)作(zuo)領導(dao)小(xiao)組(zu)成(cheng)(cheng)立時(shi)間(jian)較早,之(zhi)后又(you)根據信息化(hua)工(gong)(gong)作(zuo)的(de)實際(ji)需求對信息化(hua)工(gong)(gong)作(zuo)領導(dao)小(xiao)組(zu)進行了調整,明確了領導(dao)小(xiao)組(zu)的(de)組(zu)成(cheng)(cheng)人員及職責(ze),集團公(gong)司(si)總經理經天亮同志親自擔任(ren)領導(dao)小(xiao)組(zu)組(zu)長。公(gong)司(si)各所(suo)屬(shu)企業(ye)(ye)也按集團公(gong)司(si)要求,成(cheng)(cheng)立了由企業(ye)(ye)“一把手(shou)”掛(gua)帥的(de)信息化(hua)工(gong)(gong)作(zuo)領導(dao)小(xiao)組(zu)。
針對信(xin)息(xi)化(hua)工作中常(chang)見的信(xin)息(xi)化(hua)項(xiang)目無(wu)序上馬(ma)、易出現信(xin)息(xi)孤島等問題(ti),公司陸續出臺(tai)了一系列相關(guan)制度,要求所(suo)屬(shu)企業(ye)須(xu)將擬建(jian)的信(xin)息(xi)化(hua)項(xiang)目、或(huo)擬建(jian)項(xiang)目中包(bao)含的信(xin)息(xi)化(hua)建(jian)設(she)(she)子項(xiang)的技(ji)術方(fang)(fang)案報集團(tuan)公司信(xin)息(xi)化(hua)建(jian)設(she)(she)領導小組,經審核并批(pi)準(zhun)后(hou)方(fang)(fang)可實施(shi)。未經批(pi)準(zhun)的項(xiang)目,各(ge)單位不(bu)(bu)得(de)擅(shan)自建(jian)設(she)(she)。同時規定,凡涉及整個(ge)集團(tuan)公司全局管控、主營業(ye)務的綜合管理信(xin)息(xi)系統(tong),必須(xu)由集團(tuan)公司統(tong)一組織實施(shi),各(ge)所(suo)屬(shu)企業(ye)不(bu)(bu)得(de)單獨建(jian)設(she)(she)。
信息(xi)化工作(zuo)領(ling)導小組的(de)(de)建(jian)立,加之相關制(zhi)度的(de)(de)有(you)效施(shi)行,初(chu)步遏制(zhi)了信息(xi)化建(jian)設(she)中各所屬企(qi)業“自掃門(men)前雪”的(de)(de)勢(shi)頭(tou),確立了中煤集團公司(si)信息(xi)化建(jian)設(she)“一盤(pan)棋”的(de)(de)格局。
(二)推動信息化專職管理機構的建設。
信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)專(zhuan)(zhuan)(zhuan)職(zhi)管(guan)理機(ji)(ji)構(gou)(gou)在企(qi)業(ye)(ye)內的(de)地位特(te)殊,相對(dui)(dui)于提出需求(qiu)的(de)業(ye)(ye)務部(bu)門(men),它(ta)是(shi)乙方,而對(dui)(dui)于各類信(xin)(xin)息(xi)(xi)(xi)(xi)系統承建(jian)方,它(ta)是(shi)甲方。信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)專(zhuan)(zhuan)(zhuan)職(zhi)管(guan)理機(ji)(ji)構(gou)(gou)能否(fou)做好角色的(de)轉換,發揮好橋梁和(he)紐帶作(zuo)用,對(dui)(dui)于企(qi)業(ye)(ye)信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)設(she)工(gong)(gong)作(zuo)意義重大(da)。中(zhong)(zhong)煤集(ji)團公(gong)司(si)信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)設(she)的(de)具體(ti)工(gong)(gong)作(zuo)由集(ji)團公(gong)司(si)信(xin)(xin)息(xi)(xi)(xi)(xi)技術管(guan)理中(zhong)(zhong)心(xin)(xin)歸(gui)口管(guan)理。信(xin)(xin)息(xi)(xi)(xi)(xi)技術管(guan)理中(zhong)(zhong)心(xin)(xin)成(cheng)立之初,即將(jiang)推(tui)動集(ji)團公(gong)司(si)所屬(shu)企(qi)業(ye)(ye)信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)專(zhuan)(zhuan)(zhuan)職(zhi)管(guan)理機(ji)(ji)構(gou)(gou)的(de)建(jian)設(she)作(zuo)為中(zhong)(zhong)心(xin)(xin)的(de)一(yi)項重要(yao)工(gong)(gong)作(zuo)來抓(zhua)。目前,中(zhong)(zhong)煤集(ji)團公(gong)司(si)所屬(shu)重點(dian)生(sheng)產企(qi)業(ye)(ye)中(zhong)(zhong),絕大(da)多數已成(cheng)立信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)專(zhuan)(zhuan)(zhuan)職(zhi)管(guan)理機(ji)(ji)構(gou)(gou),但仍有部(bu)分企(qi)業(ye)(ye)將(jiang)信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)管(guan)理職(zhi)能掛(gua)靠在企(qi)業(ye)(ye)管(guan)理部(bu)、技術中(zhong)(zhong)心(xin)(xin)或辦公(gong)室等部(bu)門(men)。針對(dui)(dui)這種情(qing)況,在過去的(de)幾年中(zhong)(zhong),我們一(yi)面(mian)繼續推(tui)動未建(jian)立信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)專(zhuan)(zhuan)(zhuan)職(zhi)管(guan)理機(ji)(ji)構(gou)(gou)的(de)企(qi)業(ye)(ye)抓(zhua)緊設(she)立相關(guan)機(ji)(ji)構(gou)(gou),另一(yi)方面(mian),對(dui)(dui)已設(she)立信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)專(zhuan)(zhuan)(zhuan)職(zhi)管(guan)理機(ji)(ji)構(gou)(gou)的(de)企(qi)業(ye)(ye),我們要(yao)求(qiu)不但要(yao)給牌子,還要(yao)賦予相應(ying)的(de)職(zhi)能,使(shi)這些機(ji)(ji)構(gou)(gou)能夠真正成(cheng)為企(qi)業(ye)(ye)信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)作(zuo)的(de)“大(da)管(guan)家”。
2006年4月間,信(xin)息(xi)(xi)中心在(zai)多次調研的(de)基礎上提出(chu):平朔(shuo)(shuo)公(gong)(gong)(gong)司作(zuo)為集團公(gong)(gong)(gong)司所屬(shu)重點煤炭生產(chan)企業,其(qi)信(xin)息(xi)(xi)化建(jian)設工作(zuo)繁重且復(fu)雜,平朔(shuo)(shuo)公(gong)(gong)(gong)司必須成立(li)獨立(li)的(de)信(xin)息(xi)(xi)化專(zhuan)職(zhi)(zhi)管理機構,統(tong)一管理公(gong)(gong)(gong)司信(xin)息(xi)(xi)化工作(zuo)。此建(jian)議得(de)到集團公(gong)(gong)(gong)司領(ling)導的(de)大(da)力支持,平朔(shuo)(shuo)公(gong)(gong)(gong)司隨(sui)即成立(li)了獨立(li)的(de)信(xin)息(xi)(xi)化專(zhuan)職(zhi)(zhi)管理機構。目前,平朔(shuo)(shuo)公(gong)(gong)(gong)司的(de)信(xin)息(xi)(xi)化建(jian)設工作(zuo)已(yi)在(zai)其(qi)信(xin)息(xi)(xi)中心的(de)管理下有序展(zhan)開。
伴(ban)隨著企(qi)業(ye)信(xin)(xin)息(xi)(xi)(xi)化工作的深入進行,企(qi)業(ye)信(xin)(xin)息(xi)(xi)(xi)化專(zhuan)職管(guan)理機(ji)構也將(jiang)逐(zhu)(zhu)步(bu)建立(li)、發展和(he)(he)壯大。我(wo)們將(jiang)繼續就(jiu)專(zhuan)職管(guan)理機(ji)構建設問題展開調查研究并提(ti)出意(yi)見和(he)(he)建議。同時,我(wo)們還(huan)將(jiang)采取以項目建設促機(ji)構建設的方式(shi),通過(guo)信(xin)(xin)息(xi)(xi)(xi)系統的成(cheng)功建設和(he)(he)應用來逐(zhu)(zhu)步(bu)建立(li)健全企(qi)業(ye)信(xin)(xin)息(xi)(xi)(xi)化專(zhuan)職管(guan)理機(ji)構。
(三)初步制定了企業信息化(hua)規劃。
信(xin)息(xi)(xi)化建(jian)設(she)必須有(you)(you)的(de)(de)放矢(shi),在信(xin)息(xi)(xi)化規(gui)(gui)劃(hua)(hua)(hua)的(de)(de)指導下有(you)(you)序進行。中(zhong)(zhong)煤集團公(gong)司(si)(si)對企(qi)業信(xin)息(xi)(xi)化規(gui)(gui)劃(hua)(hua)(hua)的(de)(de)編(bian)制工作(zuo)提(ti)出的(de)(de)要(yao)求是,既要(yao)有(you)(you)三至五(wu)年的(de)(de)長(chang)遠規(gui)(gui)劃(hua)(hua)(hua),也(ye)要(yao)有(you)(you)一(yi)(yi)年的(de)(de)短期規(gui)(gui)劃(hua)(hua)(hua);規(gui)(gui)劃(hua)(hua)(hua)中(zhong)(zhong)要(yao)體現“統一(yi)(yi)規(gui)(gui)劃(hua)(hua)(hua)、統一(yi)(yi)標準(zhun)、統一(yi)(yi)投(tou)資、統一(yi)(yi)建(jian)設(she)、統一(yi)(yi)管理(li)”的(de)(de)信(xin)息(xi)(xi)化建(jian)設(she)基本(ben)原則(ze);要(yao)符合集團公(gong)司(si)(si)和(he)本(ben)企(qi)業總(zong)體發展(zhan)規(gui)(gui)劃(hua)(hua)(hua),要(yao)體現出通過信(xin)息(xi)(xi)化建(jian)設(she)提(ti)升和(he)發展(zhan)主(zhu)營(ying)業務的(de)(de)思路和(he)措(cuo)施;要(yao)包含資金、人員及培(pei)訓的(de)(de)組織安排(pai),還要(yao)包括舊有(you)(you)信(xin)息(xi)(xi)化系統的(de)(de)改造(zao)和(he)處理(li)辦(ban)法。按(an)照(zhao)這個(ge)思路,集團公(gong)司(si)(si)及部(bu)分(fen)所屬企(qi)業先(xian)后編(bian)制了信(xin)息(xi)(xi)化建(jian)設(she)的(de)(de)短期規(gui)(gui)劃(hua)(hua)(hua)。同時,集團公(gong)司(si)(si)信(xin)息(xi)(xi)化總(zong)體規(gui)(gui)劃(hua)(hua)(hua)也(ye)已被納入《中(zhong)(zhong)煤集團公(gong)司(si)(si)“十一(yi)(yi)五(wu)”發展(zhan)規(gui)(gui)劃(hua)(hua)(hua)》中(zhong)(zhong)。
(四(si))完成了企業廣(guang)域網、視(shi)頻會議系統等信息(xi)化基礎(chu)設施的(de)建設。
中(zhong)煤集團公(gong)司廣域網及(ji)(ji)視頻(pin)會(hui)(hui)議(yi)系統(tong)(tong)于2005年9月建(jian)(jian)成并投入使用。該系統(tong)(tong)是中(zhong)煤集團公(gong)司開(kai)展信息化建(jian)(jian)設(she)以來投入最(zui)(zui)大、涉(she)及(ji)(ji)范圍最(zui)(zui)廣的(de)項目,涉(she)及(ji)(ji)公(gong)司所屬二(er)、三級企業36家(jia)。廣域網建(jian)(jian)設(she)完成后(hou),為公(gong)司資(zi)(zi)金集中(zhong)管(guan)理(li)(li)系統(tong)(tong)、視頻(pin)會(hui)(hui)議(yi)系統(tong)(tong)、生產調度報表系統(tong)(tong)、VOIP系統(tong)(tong)及(ji)(ji)正在實施(shi)中(zhong)的(de)人力(li)資(zi)(zi)源管(guan)理(li)(li)系統(tong)(tong)和(he)安全(quan)監(jian)控系統(tong)(tong)提供了安全(quan)、穩定的(de)網絡平臺。其中(zhong),自視頻(pin)會(hui)(hui)議(yi)系統(tong)(tong)投入使用以來,集團公(gong)司總(zong)部已(yi)先后(hou)召開(kai)視頻(pin)會(hui)(hui)議(yi)30余次,參會(hui)(hui)人數約5500人,除提高辦公(gong)效(xiao)率(lv)、擴大會(hui)(hui)議(yi)受眾面以及(ji)(ji)減少會(hui)(hui)議(yi)出差履(lv)行外,每年可直接節約經費約600萬元(yuan)。
(五)實(shi)施了資(zi)金(jin)集中管理、人力資(zi)源管理、安全監控等大型(xing)信(xin)息(xi)系統。

實(shi)(shi)踐證明,該套資(zi)金(jin)集(ji)中管(guan)理系統(tong)(tong)有利(li)于(yu)降低資(zi)金(jin)成本(ben),提高經(jing)濟效(xiao)益(yi);有利(li)于(yu)集(ji)團(tuan)內部(bu)資(zi)金(jin)的(de)(de)合(he)力配置和(he)(he)流(liu)動,提高資(zi)金(jin)使用效(xiao)率(lv);有利(li)于(yu)化解風險,規范資(zi)金(jin)流(liu)向,保(bao)證資(zi)金(jin)健康運(yun)營(ying)。據初(chu)步統(tong)(tong)計,實(shi)(shi)行資(zi)金(jin)集(ji)中管(guan)理以來,集(ji)團(tuan)公司通過(guo)提前還貸、置換高息貸款(kuan)、盤活存量資(zi)金(jin)、內部(bu)調(diao)劑及利(li)用銀行綜合(he)授信降低融資(zi)成本(ben)等方(fang)式產(chan)(chan)生的(de)(de)直接和(he)(he)間接經(jing)濟效(xiao)益(yi)超過(guo)1.45億元,有利(li)地支持(chi)了集(ji)團(tuan)的(de)(de)生產(chan)(chan)經(jing)營(ying)。
2.安全(quan)(quan)監(jian)(jian)控(kong)系(xi)統(tong)。中煤(mei)集(ji)團公(gong)(gong)司(si)(si)安全(quan)(quan)監(jian)(jian)控(kong)系(xi)統(tong)是涵蓋集(ji)團公(gong)(gong)司(si)(si)總部及(ji)所屬煤(mei)礦(kuang)生產(chan)企業的計(ji)算機(ji)應用(yong)系(xi)統(tong),能夠提(ti)供基于地理信(xin)息系(xi)統(tong)的遠程監(jian)(jian)測聯(lian)網、日(ri)常安全(quan)(quan)監(jian)(jian)管和應急救援指揮等(deng)功能,初(chu)步建立縱貫(guan)中煤(mei)集(ji)團公(gong)(gong)司(si)(si)總部及(ji)所屬煤(mei)礦(kuang)生產(chan)單(dan)位的安全(quan)(quan)監(jian)(jian)控(kong)體系(xi)。目(mu)前項(xiang)目(mu)一期已上線(xian)運(yun)行,在(zai)集(ji)團公(gong)(gong)司(si)(si)總部即可(ke)實時監(jian)(jian)測所屬主(zhu)要(yao)礦(kuang)井各(ge)(ge)工(gong)作面(mian)的瓦斯、一氧(yang)化碳、風速(su)、溫度等(deng)實時數(shu)據及(ji)報警情況。二期工(gong)程完(wan)工(gong)后,集(ji)團公(gong)(gong)司(si)(si)及(ji)各(ge)(ge)煤(mei)礦(kuang)生產(chan)單(dan)位可(ke)根(gen)據瓦斯超(chao)限等(deng)事故情況啟(qi)動存(cun)儲(chu)在(zai)系(xi)統(tong)中的相(xiang)(xiang)應預案(an),根(gen)據應急預案(an)向各(ge)(ge)相(xiang)(xiang)關部門(men)和人員下達應急救援指令,指揮相(xiang)(xiang)關部門(men)與人員展開救助工(gong)作。此項(xiang)目(mu)預計(ji)于年內完(wan)工(gong)。
3.人(ren)(ren)(ren)力(li)資(zi)源(yuan)管(guan)理(li)(li)(li)系(xi)(xi)統(tong)(tong)。為(wei)實現(xian)中煤集團公(gong)司人(ren)(ren)(ren)力(li)資(zi)源(yuan)管(guan)理(li)(li)(li)科學化、規(gui)范化,公(gong)司人(ren)(ren)(ren)力(li)資(zi)源(yuan)管(guan)理(li)(li)(li)總部及(ji)信息中心(xin)共同(tong)牽頭實施了(le)人(ren)(ren)(ren)力(li)資(zi)源(yuan)管(guan)理(li)(li)(li)系(xi)(xi)統(tong)(tong),該系(xi)(xi)統(tong)(tong)涉及(ji)公(gong)司各級人(ren)(ren)(ren)力(li)資(zi)源(yuan)管(guan)理(li)(li)(li)部門,涵(han)蓋了(le)從人(ren)(ren)(ren)力(li)資(zi)源(yuan)計(ji)劃(hua)(包括機構管(guan)理(li)(li)(li)、職(zhi)位管(guan)理(li)(li)(li)、職(zhi)位分析)、人(ren)(ren)(ren)才招(zhao)聘到人(ren)(ren)(ren)事(shi)管(guan)理(li)(li)(li)(包括人(ren)(ren)(ren)事(shi)信息管(guan)理(li)(li)(li)、合同(tong)管(guan)理(li)(li)(li)、考勤休假管(guan)理(li)(li)(li)、保險管(guan)理(li)(li)(li)、績效評估、轉崗離(li)職(zhi)管(guan)理(li)(li)(li))、薪(xin)資(zi)/福利管(guan)理(li)(li)(li)以及(ji)員工的培訓(xun)、職(zhi)業生涯規(gui)劃(hua)等各方面(mian)管(guan)理(li)(li)(li)內容,為(wei)人(ren)(ren)(ren)力(li)資(zi)源(yuan)管(guan)理(li)(li)(li)輔(fu)助(zhu)辦公(gong)及(ji)決策提供了(le)全(quan)面(mian)而高效的支(zhi)持(chi)。
目前,人力資源管理系統(tong)一期工程已經完成,系統(tong)已在(zai)集(ji)團總部(bu)及兩家重要二(er)級企業投入運行;二(er)期工程正在(zai)實施中。
二、中煤集團公司推進信息化工作的主要經驗體會
(一)轉變觀念,提高認識,將(jiang)信(xin)息化建設與(yu)促生(sheng)產(chan)、保安全、加強(qiang)企業管控(kong)緊密(mi)結(jie)合(he)。
中煤(mei)集(ji)團(tuan)公(gong)司(si)一貫(guan)重(zhong)(zhong)(zhong)視(shi)(shi)信(xin)(xin)息化(hua)(hua)建設在企業發展(zhan)中的(de)(de)重(zhong)(zhong)(zhong)要作(zuo)用,不但從(cong)機構設置上(shang)給予信(xin)(xin)息化(hua)(hua)工作(zuo)充分保證,包括經天亮總經理在內的(de)(de)集(ji)團(tuan)公(gong)司(si)領導(dao)還(huan)在信(xin)(xin)息化(hua)(hua)領導(dao)小組和(he)(he)一些重(zhong)(zhong)(zhong)要信(xin)(xin)息化(hua)(hua)項(xiang)目親自掛(gua)帥。集(ji)團(tuan)公(gong)司(si)領導(dao)層(ceng)的(de)(de)信(xin)(xin)息化(hua)(hua)意識到位和(he)(he)對信(xin)(xin)息化(hua)(hua)工作(zuo)的(de)(de)高(gao)度重(zhong)(zhong)(zhong)視(shi)(shi),是近年來中煤(mei)集(ji)團(tuan)公(gong)司(si)信(xin)(xin)息化(hua)(hua)建設工作(zuo)取(qu)得(de)較(jiao)快發展(zhan)的(de)(de)重(zhong)(zhong)(zhong)要原因(yin)。
在信息化建設(she)過程中,我(wo)們一貫強調注重(zhong)利(li)用(yong)信息技(ji)(ji)術(shu)和手段為公(gong)司創(chuang)造效(xiao)(xiao)益,節約成(cheng)本,講實際、求(qiu)實效(xiao)(xiao),量力而(er)行,絕不貪大圖洋。我(wo)們堅持信息系統建設(she)要靠“需(xu)求(qiu)拉動、業(ye)(ye)務驅動”,切忌出現(xian)因企業(ye)(ye)信息化戰略和企業(ye)(ye)發展戰略脫節,信息技(ji)(ji)術(shu)的應(ying)用(yong)與企業(ye)(ye)經營目標(biao)脫鉤而(er)形成(cheng)的“空中樓(lou)閣”。
(二)找準信(xin)息化工作的切入點,注重應(ying)用信(xin)息化手段解決企業經營管(guan)理(li)中主(zhu)要矛盾。

(三)堅持“五統一(yi)”原則(ze),使信息(xi)化建設有章可循(xun)。
“統(tong)(tong)(tong)一(yi)規(gui)劃(hua)、統(tong)(tong)(tong)一(yi)標(biao)準(zhun)、統(tong)(tong)(tong)一(yi)投(tou)資、統(tong)(tong)(tong)一(yi)建設(she)(she)、統(tong)(tong)(tong)一(yi)管(guan)理(li)”是中(zhong)(zhong)煤(mei)集團(tuan)公(gong)司信(xin)(xin)息化(hua)(hua)(hua)(hua)(hua)建設(she)(she)的基本原則(ze)(ze),這(zhe)也(ye)是從國資委中(zhong)(zhong)央企業(ye)(ye)CIO年(nian)(nian)會學來的經驗。近年(nian)(nian)來,我們將“五(wu)統(tong)(tong)(tong)一(yi)”原則(ze)(ze)貫徹于信(xin)(xin)息建設(she)(she)中(zhong)(zhong)每(mei)一(yi)個(ge)環(huan)節。制(zhi)定了統(tong)(tong)(tong)一(yi)的信(xin)(xin)息化(hua)(hua)(hua)(hua)(hua)建設(she)(she)規(gui)劃(hua),統(tong)(tong)(tong)籌(chou)安排信(xin)(xin)息化(hua)(hua)(hua)(hua)(hua)建設(she)(she)的投(tou)資和(he)計劃(hua);建立了統(tong)(tong)(tong)一(yi)的領導機(ji)構集團(tuan)公(gong)司信(xin)(xin)息化(hua)(hua)(hua)(hua)(hua)領導小組,重大事(shi)項統(tong)(tong)(tong)一(yi)決策;在(zai)集團(tuan)公(gong)司各企業(ye)(ye)中(zhong)(zhong)推動成立統(tong)(tong)(tong)一(yi)的信(xin)(xin)息化(hua)(hua)(hua)(hua)(hua)管(guan)理(li)專(zhuan)職機(ji)構;重視(shi)信(xin)(xin)息化(hua)(hua)(hua)(hua)(hua)管(guan)理(li)制(zhi)度和(he)標(biao)準(zhun)化(hua)(hua)(hua)(hua)(hua)建設(she)(she)。“五(wu)統(tong)(tong)(tong)一(yi)”的原則(ze)(ze)的貫徹實施,是實現集團(tuan)公(gong)司信(xin)(xin)息化(hua)(hua)(hua)(hua)(hua)建設(she)(she)“一(yi)盤棋”的重要保障,也(ye)是信(xin)(xin)息化(hua)(hua)(hua)(hua)(hua)建設(she)(she)持續發展(zhan)的基礎。
(四(si))注重人員培(pei)訓,加強人才隊伍(wu)建設。
通過(guo)多年的(de)(de)信(xin)(xin)息(xi)化(hua)實(shi)踐,我們(men)認識(shi)到,企(qi)(qi)業(ye)信(xin)(xin)息(xi)化(hua)需要既懂(dong)信(xin)(xin)息(xi)技(ji)術、又了解公司業(ye)務的(de)(de)復合型人(ren)才,而信(xin)(xin)息(xi)系統在(zai)企(qi)(qi)業(ye)內順利地推廣使用依賴于企(qi)(qi)業(ye)員(yuan)(yuan)工(gong)的(de)(de)信(xin)(xin)息(xi)技(ji)術水平。因此,中煤集團公司充(chong)分重(zhong)視(shi)并加強了人(ren)員(yuan)(yuan)培(pei)訓和(he)(he)人(ren)才隊伍建設(she)。一(yi)方面,我們(men)做好機構(gou)建設(she)工(gong)作(zuo),給(gei)信(xin)(xin)息(xi)化(hua)管理機構(gou)增加編(bian)制、補充(chong)人(ren)員(yuan)(yuan);另一(yi)方面,我們(men)注重(zhong)作(zuo)好人(ren)員(yuan)(yuan)培(pei)訓工(gong)作(zuo),為信(xin)(xin)息(xi)化(hua)從業(ye)人(ren)員(yuan)(yuan)提供信(xin)(xin)息(xi)技(ji)術和(he)(he)公司業(ye)務管理知識(shi)的(de)(de)培(pei)訓。同時,在(zai)信(xin)(xin)息(xi)化(hua)項目(mu)方案制訂(ding)和(he)(he)實(shi)施(shi)過(guo)程中,始終堅(jian)持“培(pei)訓先行”,將培(pei)訓工(gong)作(zuo)作(zuo)為項目(mu)建設(she)的(de)(de)重(zhong)要組成內容。
根(gen)據(ju)國資(zi)委提(ti)出的(de)中央企業(ye)信(xin)息(xi)化工作發(fa)展目標,在2010年(nian)前(qian),圍繞著(zhu)信(xin)息(xi)化基礎設施、核心業(ye)務應(ying)用系統和(he)綜合管理信(xin)息(xi)系統的(de)建設,我們還將做好(hao)以(yi)下幾件事(shi)情:
1.加快建設(she)包括ERP系(xi)(xi)統(tong)(tong)在內(nei)的(de)(de)企業綜合(he)管(guan)理(li)(li)信息(xi)系(xi)(xi)統(tong)(tong)。以管(guan)理(li)(li)信息(xi)系(xi)(xi)統(tong)(tong)為(wei)載(zai)體將現代企業管(guan)理(li)(li)制(zhi)度(du)和(he)精細化管(guan)理(li)(li)的(de)(de)思路及措施貫(guan)徹落(luo)實到企業管(guan)理(li)(li)的(de)(de)各環節中,實現提高管(guan)理(li)(li)水平、增強企業管(guan)控力度(du)的(de)(de)目標。
2.加快煤炭(tan)生(sheng)產(chan)(chan)及(ji)貿(mao)易等主(zhu)(zhu)營業務(wu)信(xin)息系(xi)(xi)統的(de)(de)建(jian)設和(he)應(ying)用(yong)。近年來,國內煤炭(tan)消費市(shi)場(chang)持(chi)續看好,煤炭(tan)產(chan)(chan)能不斷增(zeng)加。作為將煤炭(tan)生(sheng)產(chan)(chan)和(he)銷售為主(zhu)(zhu)營業務(wu)之一(yi)的(de)(de)企(qi)業,我(wo)們需(xu)未(wei)雨綢(chou)繆,抓緊時間(jian)建(jian)設一(yi)批主(zhu)(zhu)營業務(wu)相關的(de)(de)信(xin)息系(xi)(xi)統,通過信(xin)息系(xi)(xi)統的(de)(de)應(ying)用(yong)來提高生(sheng)產(chan)(chan)效(xiao)率、降低單耗(hao)、壓縮成本并對(dui)市(shi)場(chang)需(xu)求的(de)(de)變化保持(chi)敏銳(rui)的(de)(de)反應(ying),為應(ying)對(dui)未(wei)來更激烈的(de)(de)市(shi)場(chang)競爭做好準備。
3.制訂并出臺中煤集團公司信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)技術標準和(he)管理(li)(li)規(gui)范(fan)(fan)。信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)技術標準和(he)管理(li)(li)規(gui)范(fan)(fan)的(de)缺失,是造成(cheng)企業(ye)“信(xin)(xin)息(xi)(xi)(xi)孤(gu)島”的(de)主要原(yuan)因之(zhi)一(yi)。因此,結合(he)企業(ye)特點(dian),制訂相關的(de)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)技術標準,不但是貫徹國(guo)資(zi)委要求,實現按照項(xiang)目間的(de)邏(luo)輯關系(xi)和(he)優先次序,分步實施(shi)的(de)必要前提,也是提高信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)投(tou)資(zi)回(hui)報必由(you)之(zhi)路(lu)。同時,我們還將總結過去幾(ji)年信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)工(gong)作(zuo)經驗(yan),參考投(tou)資(zi)和(he)基建類(lei)項(xiang)目管理(li)(li)的(de)成(cheng)功經驗(yan),積極摸索和(he)完善一(yi)套(tao)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)項(xiang)目特點(dian)的(de)項(xiang)目管理(li)(li)方法。
在國資委(wei)的(de)(de)領導下(xia),中央企業(ye)近年來(lai)的(de)(de)信(xin)息(xi)化(hua)工(gong)作獲得了長足的(de)(de)發(fa)展。但(dan)對標國內外先進(jin)(jin)企業(ye),央企信(xin)息(xi)化(hua)工(gong)作仍(reng)然任重而(er)道遠。我們(men)將繼續(xu)本著“請進(jin)(jin)來(lai)、走(zou)出去”的(de)(de)原則,請來(lai)信(xin)息(xi)化(hua)方面的(de)(de)專家深入企業(ye)分(fen)析問題,指(zhi)導建(jian)(jian)設(she);企業(ye)的(de)(de)信(xin)息(xi)化(hua)工(gong)作者也要走(zou)出去,到信(xin)息(xi)化(hua)建(jian)(jian)設(she)先進(jin)(jin)單位取經(jing),共同把(ba)中央企業(ye)的(de)(de)信(xin)息(xi)化(hua)建(jian)(jian)設(she)搞好,滿足中央企業(ye)做大做強的(de)(de)過程中對信(xin)息(xi)化(hua)工(gong)作提出的(de)(de)新要求。
