近年來,在(zai)集團公司黨組正(zheng)確決策和領導下,在(zai)各(ge)部(bu)門和企(qi)業(ye)的(de)(de)共(gong)同努力(li)下,信(xin)息化建(jian)設(she)得到了(le)快(kuai)速(su)發(fa)展(zhan)(zhan),信(xin)息技術在(zai)生產(chan)、經營、管理等方(fang)面(mian)的(de)(de)應(ying)用(yong)都取(qu)得了(le)較大進展(zhan)(zhan)和較好成績。信(xin)息化建(jian)設(she)已經從各(ge)企(qi)業(ye)局(ju)部(bu)、分(fen)散的(de)(de)建(jian)設(she)與應(ying)用(yong),發(fa)展(zhan)(zhan)為集團公司自上而下全局(ju)性的(de)(de)建(jian)設(she)與應(ying)用(yong),規模效(xiao)(xiao)應(ying)開(kai)始顯(xian)現,整體應(ying)用(yong)面(mian)貌明顯(xian)改(gai)觀,為中國(guo)石化改(gai)革深化、資源優化、市場(chang)應(ying)變能力(li)和管理水平的(de)(de)提升,以及經濟效(xiao)(xiao)益的(de)(de)提高(gao)提供(gong)了(le)技術支撐和手段。
一、近幾年信息化工作的簡要回顧
一(yi)(yi)是ERP建(jian)(jian)設試點成(cheng)(cheng)(cheng)功并快速(su)推廣,應(ying)用成(cheng)(cheng)(cheng)效(xiao)(xiao)逐漸(jian)顯現(xian)(xian)。幾年來,ERP建(jian)(jian)設采用“總體規劃、試點先行、加快推廣”的(de)(de)(de)建(jian)(jian)設策略,快速(su)推進。目前(qian),已(yi)有(you)上中(zhong)(zhong)下游(you)62家(jia)企(qi)(qi)業(ye)(ye)ERP系統(tong)(tong)(tong)成(cheng)(cheng)(cheng)功上線運行。ERP系統(tong)(tong)(tong)的(de)(de)(de)實施與(yu)應(ying)用,引入了(le)新的(de)(de)(de)管(guan)理(li)(li)理(li)(li)念,促(cu)進了(le)物(wu)資(zi)集中(zhong)(zhong)采購(gou)和(he)(he)統(tong)(tong)(tong)一(yi)(yi)儲備(bei)(bei)、財(cai)務(wu)一(yi)(yi)級核算等管(guan)理(li)(li)體制(zhi)的(de)(de)(de)改革;為化(hua)(hua)工(gong)產品銷(xiao)(xiao)(xiao)售(shou)(shou)、催化(hua)(hua)劑(ji)銷(xiao)(xiao)(xiao)售(shou)(shou)等專業(ye)(ye)公(gong)司(si)體制(zhi)改革、為總部(bu)(bu)(bu)財(cai)務(wu)實現(xian)(xian)資(zi)金(jin)(jin)集中(zhong)(zhong)管(guan)理(li)(li)提供了(le)有(you)效(xiao)(xiao)支(zhi)撐;進一(yi)(yi)步(bu)規范(fan)了(le)各(ge)企(qi)(qi)業(ye)(ye)的(de)(de)(de)財(cai)務(wu)、計劃、采購(gou)、銷(xiao)(xiao)(xiao)售(shou)(shou)等業(ye)(ye)務(wu)管(guan)理(li)(li)流程(cheng);強(qiang)化(hua)(hua)了(le)費用、應(ying)收、應(ying)付、銷(xiao)(xiao)(xiao)量等關鍵(jian)業(ye)(ye)務(wu)控(kong)制(zhi)點的(de)(de)(de)事(shi)(shi)前(qian)和(he)(he)事(shi)(shi)中(zhong)(zhong)控(kong)制(zhi),初步(bu)實現(xian)(xian)了(le)資(zi)金(jin)(jin)流、物(wu)流和(he)(he)信(xin)息(xi)流的(de)(de)(de)動態“三(san)流合一(yi)(yi)”;實現(xian)(xian)了(le)成(cheng)(cheng)(cheng)品油(you)、化(hua)(hua)工(gong)銷(xiao)(xiao)(xiao)售(shou)(shou)等產品在煉化(hua)(hua)企(qi)(qi)業(ye)(ye)和(he)(he)銷(xiao)(xiao)(xiao)售(shou)(shou)企(qi)(qi)業(ye)(ye)之間業(ye)(ye)務(wu)處理(li)(li)流程(cheng)的(de)(de)(de)自動集成(cheng)(cheng)(cheng)。ERP系統(tong)(tong)(tong)已(yi)融入企(qi)(qi)業(ye)(ye)經營管(guan)理(li)(li)的(de)(de)(de)各(ge)重要環節(jie),成(cheng)(cheng)(cheng)為企(qi)(qi)業(ye)(ye)經營管(guan)理(li)(li)不可缺少的(de)(de)(de)支(zhi)撐平臺。總部(bu)(bu)(bu)有(you)關部(bu)(bu)(bu)門利用企(qi)(qi)業(ye)(ye)ERP數據(ju)加強(qiang)專業(ye)(ye)管(guan)理(li)(li)。財(cai)務(wu)部(bu)(bu)(bu)建(jian)(jian)立了(le)資(zi)金(jin)(jin)集中(zhong)(zhong)管(guan)理(li)(li)平臺;物(wu)資(zi)裝(zhuang)備(bei)(bei)部(bu)(bu)(bu)將29家(jia)企(qi)(qi)業(ye)(ye)物(wu)資(zi)管(guan)理(li)(li)信(xin)息(xi)納入監控(kong)范(fan)圍;銷(xiao)(xiao)(xiao)售(shou)(shou)事(shi)(shi)業(ye)(ye)部(bu)(bu)(bu)完(wan)成(cheng)(cheng)(cheng)了(le)省市(shi)公(gong)司(si)和(he)(he)銷(xiao)(xiao)(xiao)售(shou)(shou)大(da)區(qu)數據(ju)的(de)(de)(de)分類匯總、統(tong)(tong)(tong)計、監控(kong)、分析和(he)(he)追溯查詢;煉油(you)板塊全面預算管(guan)理(li)(li)及生產經營監控(kong)系統(tong)(tong)(tong)實現(xian)(xian)了(le)生產經營數據(ju)的(de)(de)(de)實時動態監控(kong);審計部(bu)(bu)(bu)利用審計信(xin)息(xi)系統(tong)(tong)(tong)(AIS)擴大(da)了(le)審計覆蓋面。
二(er)是(shi)應用(yong)供(gong)應鏈技術(shu)實現(xian)(xian)資源(yuan)(yuan)(yuan)優(you)(you)(you)(you)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua),取得良好效(xiao)果。總部供(gong)應鏈優(you)(you)(you)(you)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)模(mo)型(xing)(MPIMS)為生(sheng)產(chan)經營管(guan)(guan)理(li)部準確編制(zhi)年(nian)度(du)生(sheng)產(chan)計劃提供(gong)了(le)依據(ju),成(cheng)(cheng)為選擇高(gao)硫、含(han)酸、重質、劣質原(yuan)油(you),降(jiang)低采(cai)購(gou)(gou)成(cheng)(cheng)本(ben)(ben),調(diao)整管(guan)(guan)道輸(shu)送(song)原(yuan)油(you)比例,優(you)(you)(you)(you)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)煉(lian)油(you)加工量與(yu)油(you)品(pin)資源(yuan)(yuan)(yuan),進(jin)(jin)行(xing)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)工輕油(you)平衡與(yu)成(cheng)(cheng)品(pin)油(you)配置流(liu)向優(you)(you)(you)(you)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)的(de)(de)(de)(de)(de)重要(yao)輔(fu)助決策工具;原(yuan)油(you)現(xian)(xian)貨采(cai)購(gou)(gou)優(you)(you)(you)(you)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)模(mo)型(xing)在原(yuan)油(you)采(cai)購(gou)(gou)品(pin)種優(you)(you)(you)(you)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)、降(jiang)低原(yuan)油(you)成(cheng)(cheng)本(ben)(ben)中發揮了(le)積極作(zuo)用(yong)。煉(lian)油(you)事業(ye)(ye)(ye)(ye)部利(li)用(yong)煉(lian)油(you)企(qi)(qi)業(ye)(ye)(ye)(ye)級PIMS模(mo)型(xing)進(jin)(jin)行(xing)優(you)(you)(you)(you)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)排產(chan)和(he)(he)生(sheng)產(chan)方(fang)案(an)測算(suan),指導企(qi)(qi)業(ye)(ye)(ye)(ye)優(you)(you)(you)(you)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)原(yuan)油(you)采(cai)購(gou)(gou)方(fang)案(an)、降(jiang)低采(cai)購(gou)(gou)成(cheng)(cheng)本(ben)(ben),優(you)(you)(you)(you)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)生(sheng)產(chan)方(fang)案(an)和(he)(he)產(chan)品(pin)結構。成(cheng)(cheng)品(pin)油(you)一(yi)次(ci)物流(liu)優(you)(you)(you)(you)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)分(fen)銷(xiao)計劃優(you)(you)(you)(you)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)模(mo)型(xing)的(de)(de)(de)(de)(de)投用(yong),優(you)(you)(you)(you)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)了(le)整個成(cheng)(cheng)品(pin)油(you)運(yun)(yun)輸(shu)計劃和(he)(he)工作(zuo)流(liu)程,實現(xian)(xian)了(le)對資源(yuan)(yuan)(yuan)的(de)(de)(de)(de)(de)全(quan)口徑(jing)優(you)(you)(you)(you)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)分(fen)配,提高(gao)了(le)計劃的(de)(de)(de)(de)(de)可(ke)行(xing)性。成(cheng)(cheng)品(pin)油(you)二(er)次(ci)物流(liu)配送(song)優(you)(you)(you)(you)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)系(xi)(xi)統在銷(xiao)售(shou)企(qi)(qi)業(ye)(ye)(ye)(ye)全(quan)面(mian)推廣,形成(cheng)(cheng)了(le)車輛(liang)統一(yi)管(guan)(guan)理(li)、人(ren)員統一(yi)調(diao)配、運(yun)(yun)力統一(yi)安排的(de)(de)(de)(de)(de)大配送(song)格(ge)局,為在低庫存的(de)(de)(de)(de)(de)情況(kuang)下(xia)(xia)保證市場供(gong)應提供(gong)了(le)有(you)效(xiao)支撐(cheng),系(xi)(xi)統實施(shi)后,庫存水平下(xia)(xia)降(jiang)了(le)20%以上,提高(gao)車輛(liang)利(li)用(yong)率(lv)20%以上,運(yun)(yun)輸(shu)成(cheng)(cheng)本(ben)(ben)下(xia)(xia)降(jiang)約0.10元/噸公里。總部生(sheng)產(chan)營運(yun)(yun)指揮系(xi)(xi)統建設全(quan)面(mian)啟動,煉(lian)油(you)生(sheng)產(chan)調(diao)度(du)指揮系(xi)(xi)統(一(yi)期)建成(cheng)(cheng)投用(yong),實現(xian)(xian)了(le)對33個煉(lian)油(you)企(qi)(qi)業(ye)(ye)(ye)(ye)生(sheng)產(chan)完成(cheng)(cheng)情況(kuang)的(de)(de)(de)(de)(de)動態跟(gen)蹤和(he)(he)對10家企(qi)(qi)業(ye)(ye)(ye)(ye)主要(yao)生(sheng)產(chan)裝置、原(yuan)油(you)和(he)(he)成(cheng)(cheng)品(pin)油(you)資源(yuan)(yuan)(yuan)的(de)(de)(de)(de)(de)有(you)效(xiao)監控。甬滬寧和(he)(he)儀征-長嶺原(yuan)油(you)管(guan)(guan)網(wang)原(yuan)油(you)配送(song)管(guan)(guan)理(li)信(xin)息(xi)系(xi)(xi)統,實現(xian)(xian)了(le)對甬滬寧地(di)區(qu)(qu)、沿(yan)江地(di)區(qu)(qu)、華北管(guan)(guan)網(wang)原(yuan)油(you)管(guan)(guan)輸(shu)沿(yan)線油(you)庫、原(yuan)油(you)罐的(de)(de)(de)(de)(de)庫存情況(kuang)、管(guan)(guan)網(wang)原(yuan)油(you)的(de)(de)(de)(de)(de)輸(shu)送(song)情況(kuang)的(de)(de)(de)(de)(de)動態跟(gen)蹤、監控和(he)(he)實時調(diao)度(du),優(you)(you)(you)(you)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)(hua)了(le)進(jin)(jin)口原(yuan)油(you)管(guan)(guan)輸(shu)調(diao)度(du),為總部對該地(di)區(qu)(qu)原(yuan)油(you)資源(yuan)(yuan)(yuan)的(de)(de)(de)(de)(de)調(diao)度(du)指揮和(he)(he)安全(quan)輸(shu)送(song)提供(gong)了(le)信(xin)息(xi)技術(shu)支撐(cheng)。
三(san)是油田(tian)企業深(shen)入(ru)應(ying)用信息(xi)技術(shu),有效(xiao)提(ti)升了勘探(tan)(tan)(tan)(tan)(tan)開(kai)(kai)發(fa)(fa)、生(sheng)產運行(xing)和(he)經營管理水平。在(zai)油氣勘探(tan)(tan)(tan)(tan)(tan)開(kai)(kai)發(fa)(fa)專(zhuan)業應(ying)用方(fang)面(mian),基本形(xing)成了地(di)震資(zi)料(liao)(liao)處理、解釋、油藏數值模擬(ni)等(deng)(deng)技術(shu)系列,地(di)質綜合(he)研究的能力(li)和(he)水平明顯提(ti)高(gao)。與“九五”末相(xiang)比(bi),地(di)震資(zi)料(liao)(liao)一(yi)次連片(pian)常規處理能力(li)提(ti)高(gao)了近(jin)10倍,三(san)維三(san)相(xiang)數值模擬(ni)規模超過100萬節(jie)點(dian),基本滿足了新(xin)建(jian)產能、老(lao)油田(tian)調整、三(san)次采油等(deng)(deng)油藏描述的需求;在(zai)生(sheng)產運行(xing)方(fang)面(mian),利(li)用虛(xu)擬(ni)專(zhuan)用網(VPN)、衛星等(deng)(deng)手段,實(shi)現(xian)了一(yi)些重(zhong)點(dian)探(tan)(tan)(tan)(tan)(tan)井生(sheng)產數據(ju)遠程(cheng)(cheng)傳輸、生(sheng)產動(dong)態遠程(cheng)(cheng)把握、故障處理遠程(cheng)(cheng)會診。同時,開(kai)(kai)展(zhan)了以(yi)探(tan)(tan)(tan)(tan)(tan)井井位論證和(he)開(kai)(kai)發(fa)(fa)實(shi)例(li)庫(ku)為(wei)重(zhong)點(dian)的勘探(tan)(tan)(tan)(tan)(tan)開(kai)(kai)發(fa)(fa)決(jue)策(ce)(ce)支持系統建(jian)設試點(dian)工作,為(wei)井位部署(shu)、開(kai)(kai)發(fa)(fa)方(fang)案(an)優化提(ti)供(gong)了決(jue)策(ce)(ce)支持;在(zai)數據(ju)管理方(fang)面(mian),基礎(chu)數據(ju)入(ru)庫(ku)率平均在(zai)95%以(yi)上,一(yi)些油田(tian)建(jian)立了勘探(tan)(tan)(tan)(tan)(tan)開(kai)(kai)發(fa)(fa)數據(ju)源(yuan)頭采集(ji)體(ti)(ti)系,企業數據(ju)資(zi)源(yuan)中心建(jian)設已經啟動(dong);在(zai)國際勘探(tan)(tan)(tan)(tan)(tan)開(kai)(kai)發(fa)(fa)方(fang)面(mian),開(kai)(kai)展(zhan)了勘探(tan)(tan)(tan)(tan)(tan)、開(kai)(kai)發(fa)(fa)、井筒等(deng)(deng)方(fang)面(mian)的綜合(he)信息(xi)系統建(jian)設,初步(bu)形(xing)成了適應(ying)國際化業務特(te)色的綜合(he)業務功(gong)能和(he)標準規范體(ti)(ti)系架(jia)構。
四是煉化(hua)(hua)(hua)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)穩步推進信息化(hua)(hua)(hua)建設,在生(sheng)產(chan)(chan)優(you)化(hua)(hua)(hua)、過程(cheng)控制(zhi)、精細(xi)化(hua)(hua)(hua)管(guan)理(li)等方面取得良好效(xiao)果。自主開(kai)發(fa)的(de)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)生(sheng)產(chan)(chan)執(zhi)行(xing)系(xi)(xi)統(tong)(SMES)在茂(mao)名、安慶和(he)荊門三(san)(san)家(jia)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)上線,為(wei)ERP系(xi)(xi)統(tong)提(ti)供了(le)(le)準確的(de)“日平(ping)(ping)衡(heng)、旬確認、月(yue)結(jie)算”數據,茂(mao)名分公(gong)司(si)MES系(xi)(xi)統(tong)能(neng)快速實(shi)現日平(ping)(ping)衡(heng),并將月(yue)平(ping)(ping)衡(heng)工(gong)作(zuo)由三(san)(san)天縮短到半天左右;煉化(hua)(hua)(hua)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)生(sheng)產(chan)(chan)調度(du)優(you)化(hua)(hua)(hua)(ORION)系(xi)(xi)統(tong)在長嶺(ling)、茂(mao)名、廣州三(san)(san)家(jia)試(shi)點企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)成功(gong)上線,該系(xi)(xi)統(tong)為(wei)生(sheng)產(chan)(chan)調度(du)作(zuo)業(ye)(ye)(ye)(ye)計(ji)劃(hua)編(bian)制(zhi)、優(you)化(hua)(hua)(hua),停工(gong)預案處理(li)提(ti)供了(le)(le)輔助決策工(gong)具(ju),提(ti)高(gao)了(le)(le)生(sheng)產(chan)(chan)調度(du)人員對(dui)工(gong)作(zuo)的(de)預見性、工(gong)作(zuo)效(xiao)率和(he)排產(chan)(chan)的(de)精度(du);化(hua)(hua)(hua)驗室信息管(guan)理(li)系(xi)(xi)統(tong)(LIMS)在6家(jia)試(shi)點企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)投用(yong),規范(fan)了(le)(le)化(hua)(hua)(hua)驗分析工(gong)作(zuo)流(liu)程(cheng),提(ti)高(gao)了(le)(le)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)化(hua)(hua)(hua)驗室業(ye)(ye)(ye)(ye)務自動化(hua)(hua)(hua)水平(ping)(ping);先(xian)進控制(zhi)(APC)技術先(xian)后在90多(duo)套裝(zhuang)(zhuang)(zhuang)置實(shi)施,實(shi)現了(le)(le)“卡(ka)邊”操(cao)(cao)作(zuo),提(ti)高(gao)了(le)(le)裝(zhuang)(zhuang)(zhuang)置操(cao)(cao)作(zuo)水平(ping)(ping)和(he)平(ping)(ping)穩率,如(ru)齊魯第二催(cui)化(hua)(hua)(hua)裝(zhuang)(zhuang)(zhuang)置APC系(xi)(xi)統(tong),投用(yong)率一(yi)(yi)(yi)直在98%以上,摻(chan)渣比(bi)提(ti)高(gao)了(le)(le)2.2%,一(yi)(yi)(yi)年(nian)可多(duo)加(jia)工(gong)渣油1.76萬噸,裝(zhuang)(zhuang)(zhuang)置總液收提(ti)高(gao)了(le)(le)0.13%,已成為(wei)裝(zhuang)(zhuang)(zhuang)置進一(yi)(yi)(yi)步挖潛(qian)增(zeng)效(xiao)的(de)有效(xiao)手段。
五是銷(xiao)(xiao)售企(qi)業(ye)信(xin)(xin)息化建設全(quan)面發(fa)(fa)展,應用效果顯著。加(jia)油(you)(you)(you)(IC)卡(ka)(ka)(ka)工程(cheng)已全(quan)部在19個(ge)(ge)省市(shi)石油(you)(you)(you)分公(gong)司(si)推廣完(wan)成(cheng),截(jie)至2006年底(di),共(gong)建成(cheng)卡(ka)(ka)(ka)機聯動加(jia)油(you)(you)(you)站1.5萬余座(zuo),發(fa)(fa)卡(ka)(ka)(ka)網點4,600個(ge)(ge),累(lei)計發(fa)(fa)卡(ka)(ka)(ka)1,380萬張,基本實現(xian)“一卡(ka)(ka)(ka)在手,各地加(jia)油(you)(you)(you)”的(de)目標(biao);云南(nan)石油(you)(you)(you)信(xin)(xin)息系(xi)統(tong)建設及(ji)(ji)配套(tao)改造項目初見成(cheng)效,實現(xian)了(le)加(jia)油(you)(you)(you)卡(ka)(ka)(ka)、二次物(wu)流及(ji)(ji)ERP三(san)大系(xi)統(tong)的(de)集(ji)成(cheng),實現(xian)了(le)業(ye)務數據(ju)的(de)一次采集(ji),多系(xi)統(tong)共(gong)享,做到了(le)數出(chu)一門,加(jia)強了(le)監(jian)控(kong)力(li)(li)度(du);到2006年底(di),銷(xiao)(xiao)售系(xi)統(tong)對5,699輛油(you)(you)(you)品(pin)(pin)運(yun)輸車加(jia)裝了(le)GPS定位系(xi)統(tong),實現(xian)了(le)對油(you)(you)(you)罐車的(de)遠程(cheng)實時監(jian)控(kong)、調度(du)、跟蹤和(he)安(an)全(quan)行車監(jian)督,提高(gao)了(le)油(you)(you)(you)品(pin)(pin)運(yun)輸過程(cheng)中(zhong)的(de)防盜監(jian)管能力(li)(li),減少了(le)安(an)全(quan)管理(li)漏洞和(he)交通事故。油(you)(you)(you)品(pin)(pin)銷(xiao)(xiao)售統(tong)計提升(sheng)系(xi)統(tong),完(wan)成(cheng)了(le)19個(ge)(ge)省市(shi)公(gong)司(si)和(he)6個(ge)(ge)大區(qu)公(gong)司(si)批發(fa)(fa)、直銷(xiao)(xiao)、零(ling)售的(de)進、銷(xiao)(xiao)、存、價數據(ju)分類匯總(zong)、統(tong)計,實現(xian)了(le)報表(biao)自動生成(cheng),使總(zong)部和(he)省市(shi)公(gong)司(si)的(de)數據(ju)上(shang)下一致,數出(chu)一門。
六是科(ke)研和工程建(jian)設(she)(she)(she)單(dan)位積極(ji)開展信息(xi)(xi)化(hua)建(jian)設(she)(she)(she),取(qu)(qu)得(de)了新進(jin)(jin)展。科(ke)研單(dan)位進(jin)(jin)行了自主軟件產品(pin)的(de)(de)開發與(yu)應(ying)(ying)用(yong),開發成功(gong)的(de)(de)波動方程疊前偏移成像(xiang)系(xi)統(tong)和油(you)藏(zang)綜合解釋系(xi)統(tong)(NEWS)等大型應(ying)(ying)用(yong)軟件在(zai)(zai)系(xi)統(tong)內得(de)到推廣應(ying)(ying)用(yong);化(hua)驗室信息(xi)(xi)管(guan)(guan)理系(xi)統(tong)(LIMS)試(shi)點工作取(qu)(qu)得(de)了重(zhong)要(yao)進(jin)(jin)展;開展了流程模擬系(xi)統(tong)、催化(hua)裂化(hua)催化(hua)劑評價數據庫系(xi)統(tong)、蒸汽裂解制乙烯數據庫網絡化(hua)、圖(tu)書(shu)館及電子期刊(kan)信息(xi)(xi)資源(yuan)管(guan)(guan)理等信息(xi)(xi)系(xi)統(tong)的(de)(de)建(jian)設(she)(she)(she)與(yu)應(ying)(ying)用(yong)。工程建(jian)設(she)(she)(she)單(dan)位采用(yong)信息(xi)(xi)技術(shu)在(zai)(zai)二維、三(san)維設(she)(she)(she)計、異地協同(tong)設(she)(she)(she)計以及項目管(guan)(guan)理方面取(qu)(qu)得(de)了長足進(jin)(jin)步,為重(zhong)大工程建(jian)設(she)(she)(she)提供(gong)了信息(xi)(xi)化(hua)保(bao)障。
七是電(dian)子商務(wu)(wu)等其(qi)他系統(tong)建設與(yu)應(ying)用取得新(xin)成果(guo),信息服務(wu)(wu)工作得到(dao)(dao)進一步加(jia)強。物資(zi)(zi)采(cai)購(gou)電(dian)子商務(wu)(wu)系統(tong)從(cong)2000年8月投用至今,網(wang)上采(cai)購(gou)品種(zhong)從(cong)最初(chu)的8個大(da)類(lei)、5000多種(zhong)物資(zi)(zi)擴大(da)到(dao)(dao)目(mu)前(qian)的56個大(da)類(lei)126,700種(zhong)物資(zi)(zi)。截(jie)止到(dao)(dao)2006年底(di),網(wang)上累計成交金額2,887億(yi)元(yuan),其(qi)中,2006年采(cai)購(gou)額達到(dao)(dao)了(le)(le)(le)1,130億(yi)元(yuan)。2006年,物資(zi)(zi)采(cai)購(gou)電(dian)子商務(wu)(wu)與(yu)ERP系統(tong)實(shi)現了(le)(le)(le)數據共享和動態(tai)交換,積累了(le)(le)(le)大(da)量價格信息,建成了(le)(le)(le)總(zong)部(bu)和企(qi)業(ye)兩級價格數據庫(ku),為(wei)各企(qi)業(ye)科學采(cai)購(gou)決策提供(gong)了(le)(le)(le)依據;總(zong)部(bu)辦公(gong)(gong)綜合業(ye)務(wu)(wu)處(chu)理系統(tong)(OA)覆(fu)蓋了(le)(le)(le)總(zong)部(bu)和108家企(qi)業(ye),實(shi)現了(le)(le)(le)總(zong)部(bu)對各直屬(shu)企(qi)業(ye)的雙向公(gong)(gong)文無紙傳輸(shu);技術經(jing)濟指(zhi)標統(tong)計系統(tong)統(tong)一了(le)(le)(le)統(tong)計業(ye)務(wu)(wu)流(liu)程,實(shi)現了(le)(le)(le)基層車間向總(zong)部(bu)的數據匯總(zong),為(wei)統(tong)計事(shi)中控制(zhi)創(chuang)造了(le)(le)(le)條件。
總部信(xin)息(xi)服(fu)務工(gong)作進(jin)(jin)一步加強,通過(guo)每日油(you)(you)價快(kuai)報、國(guo)(guo)際(ji)(ji)油(you)(you)價分(fen)析報告等,提供(gong)國(guo)(guo)際(ji)(ji)石油(you)(you)石化(hua)市(shi)場、股市(shi)和進(jin)(jin)出口(kou)等信(xin)息(xi);“總部公(gong)用信(xin)息(xi)資源服(fu)務系統(tong)”建成了進(jin)(jin)出口(kou)、國(guo)(guo)際(ji)(ji)市(shi)場價格等八個數據庫。
八(ba)是信(xin)息(xi)基礎(chu)設(she)(she)施(shi)不斷提升,信(xin)息(xi)安(an)全和(he)(he)標(biao)準化(hua)(hua)工(gong)作進(jin)一(yi)步加強。建(jian)成了(le)(le)(le)(le)以總(zong)部(bu)(bu)(bu)(bu)為核心的(de)(de)綜合網(wang)(wang)絡(luo)系(xi)統(tong),覆蓋了(le)(le)(le)(le)總(zong)部(bu)(bu)(bu)(bu)和(he)(he)130多家企業及部(bu)(bu)(bu)(bu)分海(hai)外分支機(ji)構(gou),實現了(le)(le)(le)(le)企業主(zhu)要生產裝置、重(zhong)點(dian)井位(wei)、車間、科室、廠部(bu)(bu)(bu)(bu)和(he)(he)總(zong)部(bu)(bu)(bu)(bu)的(de)(de)互聯互通(tong);建(jian)設(she)(she)了(le)(le)(le)(le)84個(ge)衛星(xing)地面站及110多個(ge)視(shi)頻(pin)會議(yi)分會場,總(zong)部(bu)(bu)(bu)(bu)召開(kai)了(le)(le)(le)(le)500多次大(da)型視(shi)頻(pin)會議(yi);實現了(le)(le)(le)(le)石化(hua)(hua)電(dian)視(shi)新聞的(de)(de)快速分發(fa),90多家企業建(jian)設(she)(she)了(le)(le)(le)(le)網(wang)(wang)上新聞點(dian)播系(xi)統(tong),擴(kuo)大(da)了(le)(le)(le)(le)收視(shi)范圍(wei);完成了(le)(le)(le)(le)中國石化(hua)(hua)信(xin)息(xi)安(an)全體(ti)系(xi)的(de)(de)總(zong)體(ti)規劃,對(dui)主(zhu)干(gan)網(wang)(wang)數據傳(chuan)輸和(he)(he)視(shi)頻(pin)會議(yi)系(xi)統(tong)進(jin)行(xing)實時加密,在(zai)總(zong)部(bu)(bu)(bu)(bu)和(he)(he)企業網(wang)(wang)絡(luo)之間、因特網(wang)(wang)出口、重(zhong)要應用系(xi)統(tong)部(bu)(bu)(bu)(bu)署了(le)(le)(le)(le)防火墻、入侵檢測(ce)和(he)(he)漏洞(dong)掃描(miao)系(xi)統(tong),統(tong)一(yi)部(bu)(bu)(bu)(bu)署了(le)(le)(le)(le)防病毒(du)系(xi)統(tong),有效地抑制(zhi)了(le)(le)(le)(le)病毒(du)的(de)(de)傳(chuan)播和(he)(he)泛濫。總(zong)部(bu)(bu)(bu)(bu)和(he)(he)企業的(de)(de)主(zhu)要服務器集中部(bu)(bu)(bu)(bu)署和(he)(he)管理得到加強,運行(xing)維護水平進(jin)一(yi)步提高。
加快了(le)(le)信息(xi)代(dai)碼(ma)(ma)編(bian)制和標準(zhun)化體(ti)系研(yan)究(jiu)(jiu)工作(zuo),成立了(le)(le)標準(zhun)化領導小組、工作(zuo)小組和專業編(bian)碼(ma)(ma)小組,建(jian)立了(le)(le)標準(zhun)代(dai)碼(ma)(ma)管(guan)理網站,正式(shi)發(fa)布13大類65萬多條(tiao)信息(xi)代(dai)碼(ma)(ma),這些代(dai)碼(ma)(ma)在信息(xi)技(ji)術項目(mu)中得到了(le)(le)廣泛使(shi)(shi)用。2006年,為(wei)實(shi)現物資(zi)、石(shi)化產品和工程(cheng)建(jian)設物料(liao)描述和編(bian)碼(ma)(ma)的統一,新編(bian)制物料(liao)代(dai)碼(ma)(ma)162萬余(yu)條(tiao),同時開發(fa)完成了(le)(le)物料(liao)編(bian)碼(ma)(ma)生(sheng)成器(qi)并(bing)投入使(shi)(shi)用,使(shi)(shi)物料(liao)代(dai)碼(ma)(ma)提報、發(fa)布更加快捷高效;全(quan)面(mian)啟動了(le)(le)標準(zhun)化體(ti)系研(yan)究(jiu)(jiu)和上游(you)板塊(kuai)石(shi)油(you)天然氣勘探開發(fa)數據模(mo)型標準(zhun)研(yan)究(jiu)(jiu)工作(zuo)。
九(jiu)是(shi)信(xin)(xin)(xin)息(xi)化(hua)管(guan)理(li)工(gong)作(zuo)得(de)到進(jin)一步加強,IT治理(li)水平不斷(duan)提高。按(an)照“五統(tong)一”的要求,編制(zhi)了(le)《信(xin)(xin)(xin)息(xi)化(hua)建設“十(shi)一五”發展專(zhuan)項規劃》,制(zhi)定(ding)了(le)《三年(nian)滾動發展計劃》,編制(zhi)并頒發了(le)《中(zhong)(zhong)國(guo)(guo)(guo)石(shi)化(hua)集團公司(si)信(xin)(xin)(xin)息(xi)化(hua)管(guan)理(li)辦(ban)法》、《中(zhong)(zhong)國(guo)(guo)(guo)石(shi)化(hua)信(xin)(xin)(xin)息(xi)技術項目管(guan)理(li)辦(ban)法》等30多個管(guan)理(li)辦(ban)法和制(zhi)度;加強了(le)IT內控工(gong)作(zuo),初步形成(cheng)了(le)中(zhong)(zhong)國(guo)(guo)(guo)石(shi)化(hua)的IT控制(zhi)體系;與微(wei)軟(ruan)、艾斯本、霍尼韋(wei)爾等公司(si)簽署了(le)戰略(lve)合作(zuo)協議,推進(jin)了(le)軟(ruan)件正版化(hua)工(gong)作(zuo);加強了(le)信(xin)(xin)(xin)息(xi)化(hua)隊伍建設,2006年(nian),總(zong)部正式(shi)成(cheng)立了(le)中(zhong)(zhong)國(guo)(guo)(guo)石(shi)化(hua)ERP支持中(zhong)(zhong)心,運行維護隊伍得(de)到了(le)進(jin)一步加強。
二、近年信息化建設的經驗和體會
回顧幾年(nian)來信息化(hua)建(jian)(jian)設(she)(she)的實踐,中(zhong)國(guo)石(shi)化(hua)信息化(hua)建(jian)(jian)設(she)(she)所以進展比較快,主要有(you)以下幾點經(jing)驗和體會:
一(yi)是(shi)各(ge)級領導的(de)(de)高(gao)度重視和(he)(he)大力推動。黨組領導一(yi)貫高(gao)度重視信(xin)(xin)息(xi)化工(gong)(gong)(gong)作,高(gao)瞻遠矚,站在全局高(gao)度,對(dui)信(xin)(xin)息(xi)化工(gong)(gong)(gong)作做出了一(yi)系列重要決策。從信(xin)(xin)息(xi)化規(gui)劃(hua)的(de)(de)制定、計(ji)劃(hua)的(de)(de)安排、項目(mu)的(de)(de)管理、應用的(de)(de)推進等方面給予了大力指導和(he)(he)支持。總部各(ge)部門和(he)(he)企業的(de)(de)領導也都是(shi)既掛帥、又出征,親自(zi)抓業務流(liu)程(cheng)整(zheng)合、內(nei)部機構改革,指導幫助解決ERP實(shi)施過程(cheng)中的(de)(de)困難。有(you)了黨組和(he)(he)各(ge)級領導的(de)(de)重視和(he)(he)支持,信(xin)(xin)息(xi)化建(jian)設這個“一(yi)把手(shou)工(gong)(gong)(gong)程(cheng)”才得(de)以順利推進。
二(er)是堅持信(xin)(xin)息化建設(she)(she)的(de)(de)“五統(tong)(tong)(tong)(tong)一(yi)”原則(ze)。在進行(xing)以ERP為(wei)主線的(de)(de)信(xin)(xin)息化建設(she)(she)的(de)(de)過程中(zhong),我們堅持了(le)“統(tong)(tong)(tong)(tong)一(yi)規劃、統(tong)(tong)(tong)(tong)一(yi)標準(zhun)、統(tong)(tong)(tong)(tong)一(yi)投資、統(tong)(tong)(tong)(tong)一(yi)建設(she)(she)、統(tong)(tong)(tong)(tong)一(yi)管(guan)理”的(de)(de)信(xin)(xin)息化建設(she)(she)“五統(tong)(tong)(tong)(tong)一(yi)”原則(ze),幾年來(lai)的(de)(de)實(shi)踐證明,按照“五統(tong)(tong)(tong)(tong)一(yi)”原則(ze),信(xin)(xin)息化建設(she)(she)體現了(le)總部的(de)(de)管(guan)理意(yi)志,有效(xiao)防(fang)止了(le)“各自為(wei)政”、重復建設(she)(she),從(cong)(cong)而對重大(da)項目實(shi)行(xing)集(ji)中(zhong)決策、統(tong)(tong)(tong)(tong)一(yi)部署和(he)建設(she)(she)實(shi)施(shi),使信(xin)(xin)息化建設(she)(she)逐步(bu)從(cong)(cong)分散走向集(ji)中(zhong),有力(li)地促進了(le)信(xin)(xin)息化建設(she)(she)的(de)(de)健(jian)康發展(zhan)。
三是(shi)堅(jian)持信(xin)息(xi)(xi)化建(jian)設(she)的(de)(de)“三結(jie)合(he)”原(yuan)(yuan)則。信(xin)息(xi)(xi)化建(jian)設(she)的(de)(de)目的(de)(de)在(zai)(zai)于(yu)應用,因此,信(xin)息(xi)(xi)化建(jian)設(she)必須與加強(qiang)企業管(guan)理、提(ti)高管(guan)理水平(ping)緊密結(jie)合(he);與提(ti)升技術水平(ping)、增強(qiang)技術創(chuang)新能力緊密結(jie)合(he);與把握開拓(tuo)市(shi)場、提(ti)高經濟效益緊密結(jie)合(he)。在(zai)(zai)信(xin)息(xi)(xi)化建(jian)設(she)中,我(wo)們始終以“三結(jie)合(he)”原(yuan)(yuan)則為指針(zhen),確保了我(wo)們的(de)(de)信(xin)息(xi)(xi)系(xi)統(tong)能夠更好地為管(guan)理服務,為提(ti)升技術水平(ping)和開拓(tuo)市(shi)場服務。
四是采用(yong)了(le)比較科學的管理(li)模式。在實踐中,我們探索出了(le)信(xin)息化(hua)必(bi)須堅持“業(ye)務部門專業(ye)牽頭,信(xin)息部門綜(zong)合管理(li),IT隊伍技術支持”的管理(li)模式。采用(yong)這一(yi)模式,充分了(le)發揮(hui)各方(fang)的優勢(shi),調動(dong)了(le)各方(fang)面的積極性,特別是充分發揮(hui)了(le)業(ye)務部門的作用(yong)。
三、今后工作目標和任務
“十一五”信(xin)息(xi)(xi)化(hua)(hua)建(jian)設總體(ti)目標(biao):一是建(jian)成(cheng)兩個(ge)(ge)平臺(tai)(tai):即建(jian)成(cheng)總部統(tong)(tong)一的(de)經(jing)營管(guan)理和(he)(he)(he)生(sheng)產營運(yun)指揮(hui)(hui)兩個(ge)(ge)信(xin)息(xi)(xi)平臺(tai)(tai);二是實(shi)(shi)現(xian)兩個(ge)(ge)集成(cheng):即實(shi)(shi)現(xian)總部層面信(xin)息(xi)(xi)系(xi)(xi)統(tong)(tong)的(de)集成(cheng)和(he)(he)(he)ERP系(xi)(xi)統(tong)(tong)與(yu)企(qi)業生(sheng)產層面信(xin)息(xi)(xi)系(xi)(xi)統(tong)(tong)的(de)全(quan)面集成(cheng);三(san)是完(wan)善(shan)兩個(ge)(ge)體(ti)系(xi)(xi):即完(wan)善(shan)網(wang)絡與(yu)信(xin)息(xi)(xi)安全(quan)和(he)(he)(he)信(xin)息(xi)(xi)標(biao)準化(hua)(hua)兩個(ge)(ge)體(ti)系(xi)(xi);四是建(jian)成(cheng)八大應用系(xi)(xi)統(tong)(tong):即建(jian)成(cheng)中國石化(hua)(hua)一體(ti)化(hua)(hua)的(de)ERP、供應鏈、生(sheng)產營運(yun)指揮(hui)(hui)、HSE應急指揮(hui)(hui)、物流(liu)管(guan)理與(yu)電子(zi)商務、勘(kan)探開發決策支持、綜合分析應用和(he)(he)(he)綜合業務辦公等八大應用系(xi)(xi)統(tong)(tong);
到“十一五”末(mo),在四大板塊生產經營管理、地(di)震資料處理解釋、油藏描述(shu)與(yu)模擬、煉(lian)化先進過程(cheng)控制、銷售(shou)物流配送等幾(ji)個主要應(ying)用領域達到國內一流并接近或達到國外大公司目前的應(ying)用水平。
按照上(shang)述目標,今后要重點抓(zhua)好以下工作(zuo):
(一)做好專(zhuan)項規劃和總體(ti)設計。
重點做好(hao)ERP與(yu)數據倉庫(BW)、供(gong)(gong)應鏈與(yu)生產(chan)營運(yun)(yun)指揮、IT基(ji)礎設(she)(she)施(shi)與(yu)信(xin)息安全、上游企業(ye)(ye)信(xin)息化(hua)、科(ke)研單位信(xin)息化(hua)、普(pu)光氣田與(yu)川氣東送工程信(xin)息系(xi)統(tong)(tong)等六個專(zhuan)(zhuan)項規劃(hua)和(he)總體設(she)(she)計,重點解(jie)(jie)決(jue)ERP、供(gong)(gong)應鏈、生產(chan)營運(yun)(yun)指揮等系(xi)統(tong)(tong)集(ji)成(cheng)和(he)深化(hua)應用、上游板塊和(he)科(ke)研單位信(xin)息化(hua)整體規劃(hua)等問題,確保(bao)各系(xi)統(tong)(tong)之間的業(ye)(ye)務集(ji)成(cheng)、數據集(ji)成(cheng)和(he)信(xin)息共(gong)享(xiang)。通(tong)過(guo)調研、技術交(jiao)流、考察(cha)、集(ji)中研討等方式,對上述幾大系(xi)統(tong)(tong)有(you)關(guan)問題進行深入研究(jiu)。充(chong)分(fen)發(fa)揮企業(ye)(ye)專(zhuan)(zhuan)家、業(ye)(ye)務骨干及(ji)(ji)外部專(zhuan)(zhuan)家的技術優勢,對技術路線(xian)、系(xi)統(tong)(tong)總體架構、技術方案(an)先進性(xing)(xing)、安全性(xing)(xing)、集(ji)成(cheng)性(xing)(xing)、標準(zhun)化(hua)及(ji)(ji)要解(jie)(jie)決(jue)的問題進行充(chong)分(fen)論(lun)證,清(qing)晰系(xi)統(tong)(tong)架構,制(zhi)定(ding)新(xin)舊(jiu)系(xi)統(tong)(tong)整合方案(an),統(tong)(tong)一設(she)(she)計,統(tong)(tong)一規范和(he)標準(zhun),為集(ji)成(cheng)、共(gong)享(xiang)的一體化(hua)信(xin)息系(xi)統(tong)(tong)建(jian)設(she)(she)奠定(ding)基(ji)礎。
(二(er))抓好重(zhong)大(da)項目建設。
繼續做(zuo)好(hao)ERP推(tui)廣與應(ying)用(yong)工(gong)(gong)作。一是(shi)(shi)采用(yong)服務(wu)器集(ji)中架構繼續在企(qi)業進(jin)行推(tui)廣,基(ji)本完(wan)(wan)成股份公(gong)司下屬企(qi)業和科研院所(suo)的ERP建設。二是(shi)(shi)加快總部(bu)(bu)層面(mian)(mian)(mian)ERP建設,推(tui)進(jin)數據倉庫(ku)和財(cai)務(wu)報表合并(BW&BCS)實施工(gong)(gong)作,提(ti)升(sheng)物(wu)資管(guan)理(li)(li)(li)應(ying)用(yong)、銷售統(tong)(tong)計查詢系(xi)(xi)(xi)統(tong)(tong),全(quan)面(mian)(mian)(mian)推(tui)廣審計AIS系(xi)(xi)(xi)統(tong)(tong),進(jin)行投(tou)資管(guan)理(li)(li)(li)(IM)試(shi)點(dian)(dian)。三是(shi)(shi)對已上(shang)線ERP系(xi)(xi)(xi)統(tong)(tong)進(jin)行完(wan)(wan)善提(ti)升(sheng),啟動(dong)客戶關系(xi)(xi)(xi)管(guan)理(li)(li)(li)(CRM)試(shi)點(dian)(dian)工(gong)(gong)作,提(ti)升(sheng)完(wan)(wan)善設備(bei)管(guan)理(li)(li)(li)(PM)模塊功(gong)能。四是(shi)(shi)開(kai)展全(quan)面(mian)(mian)(mian)預算管(guan)理(li)(li)(li)試(shi)點(dian)(dian)工(gong)(gong)作,做(zuo)好(hao)系(xi)(xi)(xi)統(tong)(tong)總體設計,整(zheng)合現有系(xi)(xi)(xi)統(tong)(tong),滿足總部(bu)(bu)、事(shi)業部(bu)(bu)、企(qi)業全(quan)面(mian)(mian)(mian)預算管(guan)理(li)(li)(li)要求。五是(shi)(shi)深(shen)化企(qi)業ERP系(xi)(xi)(xi)統(tong)(tong)應(ying)用(yong),繼續開(kai)展ERP應(ying)用(yong)達標創優活(huo)動(dong),培養應(ying)用(yong)典型。

進(jin)一(yi)步加快供應(ying)鏈優(you)(you)化(hua)(hua)系(xi)(xi)(xi)統(tong)的推廣與深化(hua)(hua)應(ying)用。一(yi)是(shi)建(jian)設原(yuan)(yuan)(yuan)油(you)(you)營運(yun)管(guan)理(li)系(xi)(xi)(xi)統(tong)。實(shi)現原(yuan)(yuan)(yuan)油(you)(you)采購與配(pei)置年、季、月計(ji)劃(hua)(hua)的一(yi)體(ti)化(hua)(hua)管(guan)理(li),優(you)(you)化(hua)(hua)原(yuan)(yuan)(yuan)油(you)(you)運(yun)輸,減少(shao)油(you)(you)輪(lun)滯期,維持合理(li)庫(ku)存,降低(di)運(yun)輸成本。以甬滬寧(ning)管(guan)線管(guan)理(li)信息系(xi)(xi)(xi)統(tong)為(wei)(wei)基礎,建(jian)立原(yuan)(yuan)(yuan)油(you)(you)運(yun)行(xing)管(guan)理(li)系(xi)(xi)(xi)統(tong),實(shi)現原(yuan)(yuan)(yuan)油(you)(you)配(pei)送過程可(ke)視化(hua)(hua),優(you)(you)化(hua)(hua)原(yuan)(yuan)(yuan)油(you)(you)混合,減少(shao)煉(lian)油(you)(you)廠原(yuan)(yuan)(yuan)油(you)(you)品種、生(sheng)產(chan)切換頻率,確保輸送安全(quan)(quan)。二是(shi)深化(hua)(hua)應(ying)用煉(lian)油(you)(you)企業級PIMS系(xi)(xi)(xi)統(tong)。細化(hua)(hua)時間周期,實(shi)現模型校核自(zi)動(dong)化(hua)(hua)、月度分析自(zi)動(dong)對比功能,進(jin)一(yi)步為(wei)(wei)質量管(guan)理(li)、財(cai)務(wu)預算提(ti)(ti)供支(zhi)持。三(san)是(shi)建(jian)設化(hua)(hua)工物流(liu)優(you)(you)化(hua)(hua)系(xi)(xi)(xi)統(tong)。統(tong)一(yi)規劃(hua)(hua)化(hua)(hua)工銷售分公司物流(liu)優(you)(you)化(hua)(hua)系(xi)(xi)(xi)統(tong),進(jin)行(xing)化(hua)(hua)工產(chan)品物流(liu)優(you)(you)化(hua)(hua)的試點。四是(shi)提(ti)(ti)升原(yuan)(yuan)(yuan)油(you)(you)評價(jia)數據庫(ku)系(xi)(xi)(xi)統(tong),補充完善原(yuan)(yuan)(yuan)油(you)(you)評價(jia)數據庫(ku),逐步形成品種齊全(quan)(quan)、數據準確的自(zi)主知(zhi)識(shi)產(chan)權的原(yuan)(yuan)(yuan)油(you)(you)評價(jia)數據庫(ku)。
(三)抓好企業層面(mian)信(xin)息化建設。

抓(zhua)好(hao)煉化(hua)企(qi)(qi)業(ye)(ye)生(sheng)產層面信(xin)(xin)息(xi)系(xi)(xi)(xi)統建(jian)(jian)設。一(yi)是(shi)(shi)推廣(guang)(guang)應(ying)用(yong)企(qi)(qi)業(ye)(ye)生(sheng)產執行系(xi)(xi)(xi)統(MES)。進一(yi)步完善SMES軟(ruan)件系(xi)(xi)(xi)統功能,實現推廣(guang)(guang)企(qi)(qi)業(ye)(ye)物(wu)料(liao)日平衡和能耗旬(xun)平衡,為ERP系(xi)(xi)(xi)統提供旬(xun)確認(ren)和月結(jie)算(suan)數據。二是(shi)(shi)推廣(guang)(guang)應(ying)用(yong)先(xian)進過程(cheng)控(kong)制(APC)技(ji)術,同時(shi)做(zuo)好(hao)已(yi)建(jian)(jian)APC系(xi)(xi)(xi)統的維護(hu)完善。三是(shi)(shi)推廣(guang)(guang)應(ying)用(yong)化(hua)驗(yan)室信(xin)(xin)息(xi)管(guan)理(LIMS)系(xi)(xi)(xi)統。加強已(yi)建(jian)(jian)系(xi)(xi)(xi)統的標準(zhun)(zhun)化(hua)工作,并使(shi)總部能夠(gou)及(ji)時(shi)獲得準(zhun)(zhun)確的分(fen)析數據。四(si)是(shi)(shi)推廣(guang)(guang)應(ying)用(yong)煉油生(sheng)產調(diao)度優化(hua)系(xi)(xi)(xi)統(ORION),提升企(qi)(qi)業(ye)(ye)生(sheng)產計(ji)劃和調(diao)度管(guan)理水(shui)平。
抓好(hao)銷售(shou)(shou)企業(ye)信息(xi)系(xi)(xi)(xi)統(tong)(tong)(tong)建(jian)(jian)設。一是(shi)(shi)抓好(hao)加油(you)(IC)卡系(xi)(xi)(xi)統(tong)(tong)(tong)提(ti)升(sheng)及安全(quan)防(fang)護(hu)。做(zuo)好(hao)IC卡系(xi)(xi)(xi)統(tong)(tong)(tong)提(ti)升(sheng)總(zong)體規劃、方案設計等工(gong)(gong)作(zuo),適當擴容系(xi)(xi)(xi)統(tong)(tong)(tong)平臺,提(ti)高系(xi)(xi)(xi)統(tong)(tong)(tong)處理(li)能(neng)力,改(gai)(gai)善網絡環境(jing),建(jian)(jian)立數(shu)據備份和恢復系(xi)(xi)(xi)統(tong)(tong)(tong)。二是(shi)(shi)抓好(hao)銷售(shou)(shou)企業(ye)三大信息(xi)系(xi)(xi)(xi)統(tong)(tong)(tong)集成項目(mu),深(shen)化三大系(xi)(xi)(xi)統(tong)(tong)(tong)集成應(ying)用(yong)。三是(shi)(shi)抓好(hao)二次(ci)物流提(ti)升(sheng)項目(mu)。全(quan)面提(ti)升(sheng)運雜費(fei)管(guan)理(li)模(mo)塊功能(neng),推廣(guang)實(shi)施電子(zi)提(ti)單。同(tong)時(shi)在區外公(gong)司進行二次(ci)物流系(xi)(xi)(xi)統(tong)(tong)(tong)試(shi)(shi)點(dian)工(gong)(gong)作(zuo)。四(si)是(shi)(shi)抓好(hao)銷售(shou)(shou)企業(ye)零(ling)(ling)售(shou)(shou)管(guan)理(li)系(xi)(xi)(xi)統(tong)(tong)(tong)試(shi)(shi)點(dian)工(gong)(gong)作(zuo),滿(man)足銷售(shou)(shou)體制改(gai)(gai)革對零(ling)(ling)管(guan)的需(xu)求。五(wu)是(shi)(shi)抓好(hao)銷售(shou)(shou)企業(ye)客戶關(guan)系(xi)(xi)(xi)管(guan)理(li)系(xi)(xi)(xi)統(tong)(tong)(tong)試(shi)(shi)點(dian)工(gong)(gong)作(zuo),面向(xiang)批發(fa)、直銷、零(ling)(ling)售(shou)(shou)客戶,建(jian)(jian)設企業(ye)的客戶關(guan)系(xi)(xi)(xi)管(guan)理(li)系(xi)(xi)(xi)統(tong)(tong)(tong)。
(四)抓(zhua)好其他信息系統建(jian)設。
一是(shi)(shi)擴展物資采購電子商務系(xi)(xi)統(tong)(tong)(tong)應用。開(kai)展供(gong)應物流管(guan)理(li)(li)(li)系(xi)(xi)統(tong)(tong)(tong)建(jian)設(she)(she)(she),建(jian)設(she)(she)(she)操作平臺,實時掌握(wo)進出口業(ye)(ye)務報關、報檢、運輸、保險等情況;建(jian)設(she)(she)(she)儲備(bei)管(guan)理(li)(li)(li)系(xi)(xi)統(tong)(tong)(tong),支撐重要物資的(de)(de)(de)(de)集(ji)中(zhong)儲備(bei)、與供(gong)應商聯合(he)儲備(bei)、企(qi)業(ye)(ye)生產庫(ku)存和(he)(he)物資調劑的(de)(de)(de)(de)優化運行。二是(shi)(shi)開(kai)展企(qi)業(ye)(ye)數(shu)據(ju)整合(he)試點項目建(jian)設(she)(she)(she)。采用微軟(ruan)的(de)(de)(de)(de)技術架構(gou),建(jian)立統(tong)(tong)(tong)一的(de)(de)(de)(de)數(shu)據(ju)集(ji)成(cheng)平臺,實現(xian)對(dui)ERP、MES、PIMS、LIMS等現(xian)有主要系(xi)(xi)統(tong)(tong)(tong)的(de)(de)(de)(de)數(shu)據(ju)交換(huan)和(he)(he)整合(he),搭建(jian)統(tong)(tong)(tong)一的(de)(de)(de)(de)門戶(hu)(hu)平臺,提(ti)(ti)供(gong)便(bian)捷(jie)的(de)(de)(de)(de)信(xin)(xin)(xin)息(xi)展示手段(duan),實現(xian)對(dui)資源(yuan)、用戶(hu)(hu)的(de)(de)(de)(de)有效管(guan)理(li)(li)(li)。三是(shi)(shi)抓好(hao)總(zong)部(bu)信(xin)(xin)(xin)息(xi)門戶(hu)(hu)及辦(ban)公自動化(OA)提(ti)(ti)升工(gong)作。優化總(zong)體(ti)(ti)結構(gou),實現(xian)總(zong)部(bu)門戶(hu)(hu)平臺的(de)(de)(de)(de)整體(ti)(ti)整合(he),提(ti)(ti)升已建(jian)門戶(hu)(hu)的(de)(de)(de)(de)應用效果,擴大信(xin)(xin)(xin)息(xi)資源(yuan)的(de)(de)(de)(de)集(ji)成(cheng)和(he)(he)共(gong)享;提(ti)(ti)升辦(ban)公自動化系(xi)(xi)統(tong)(tong)(tong)(OA)功能,進一步深化應用。四是(shi)(shi)建(jian)立財(cai)務公司核心(xin)業(ye)(ye)務系(xi)(xi)統(tong)(tong)(tong)。對(dui)財(cai)務公司信(xin)(xin)(xin)息(xi)系(xi)(xi)統(tong)(tong)(tong)進行整體(ti)(ti)規劃,建(jian)設(she)(she)(she)核心(xin)業(ye)(ye)務系(xi)(xi)統(tong)(tong)(tong),并與ERP系(xi)(xi)統(tong)(tong)(tong)緊(jin)密集(ji)成(cheng),實現(xian)業(ye)(ye)務的(de)(de)(de)(de)標(biao)準化和(he)(he)數(shu)據(ju)的(de)(de)(de)(de)共(gong)享,提(ti)(ti)高對(dui)業(ye)(ye)務的(de)(de)(de)(de)處理(li)(li)(li)、分析和(he)(he)支持水(shui)平。五(wu)是(shi)(shi)進一步抓好(hao)其他信(xin)(xin)(xin)息(xi)系(xi)(xi)統(tong)(tong)(tong)的(de)(de)(de)(de)建(jian)設(she)(she)(she)與推(tui)廣(guang)工(gong)作。主要包括人力(li)資源(yuan)管(guan)理(li)(li)(li)信(xin)(xin)(xin)息(xi)系(xi)(xi)統(tong)(tong)(tong)、技術經濟指標(biao)統(tong)(tong)(tong)計(ji)系(xi)(xi)統(tong)(tong)(tong)、質量(liang)管(guan)理(li)(li)(li)信(xin)(xin)(xin)息(xi)系(xi)(xi)統(tong)(tong)(tong)、工(gong)程建(jian)設(she)(she)(she)管(guan)理(li)(li)(li)信(xin)(xin)(xin)息(xi)系(xi)(xi)統(tong)(tong)(tong)、多專業(ye)(ye)協同(tong)設(she)(she)(she)計(ji)軟(ruan)件(jian)系(xi)(xi)統(tong)(tong)(tong)的(de)(de)(de)(de)完(wan)善(shan)和(he)(he)提(ti)(ti)升以及科研單(dan)位LIMS和(he)(he)知識管(guan)理(li)(li)(li)系(xi)(xi)統(tong)(tong)(tong)試點等工(gong)作。
(五)抓好(hao)信息(xi)基礎設施、安全體(ti)系建設。
在基礎設(she)施(shi)建設(she)方(fang)面(mian),著力提(ti)(ti)高(gao)網絡的(de)整體性(xing)能和(he)速度,重點(dian)解決(jue)網絡基礎薄弱、核心(xin)設(she)備缺乏冗余、信息(xi)點(dian)延伸不足(zu)等問(wen)題,建成(cheng)國(guo)際(ji)勘探開發公(gong)(gong)司總部與西亞北(bei)非(fei)、拉美、俄(e)羅斯中亞等三個大(da)區公(gong)(gong)司的(de)國(guo)際(ji)專線網絡聯接(jie);建設(she)和(he)完善ERP、加油IC卡等重點(dian)應用系(xi)統(tong)(tong)的(de)數(shu)據(ju)備份和(he)恢復(fu)系(xi)統(tong)(tong),解決(jue)核心(xin)業務(wu)數(shu)據(ju)的(de)備份和(he)恢復(fu)性(xing)測試(shi)等問(wen)題,進一步提(ti)(ti)高(gao)數(shu)據(ju)的(de)安全(quan)性(xing)和(he)系(xi)統(tong)(tong)穩定性(xing);加快Ku衛(wei)(wei)星通信系(xi)統(tong)(tong)的(de)建設(she)工作,重點(dian)在普光氣(qi)田、南方(fang)分公(gong)(gong)司、西北(bei)分公(gong)(gong)司等熱點(dian)勘探區域建設(she)衛(wei)(wei)星通信遠端站,實(shi)現(xian)衛(wei)(wei)星數(shu)據(ju)傳輸與地面(mian)網絡的(de)互聯互通;建立相對集(ji)中的(de)大(da)容量(liang)企業級(ji)電子郵件(jian)系(xi)統(tong)(tong),統(tong)(tong)一域名(ming)體系(xi)和(he)郵件(jian)標識,統(tong)(tong)一部署防垃圾郵件(jian)和(he)防病毒系(xi)統(tong)(tong),提(ti)(ti)高(gao)郵件(jian)系(xi)統(tong)(tong)的(de)可靠性(xing)和(he)安全(quan)性(xing)。
在信息(xi)(xi)安全方面,持續做好信息(xi)(xi)基礎設施的(de)安全工(gong)作,重(zhong)點抓好應用系(xi)統(tong)(tong)的(de)安全建設,突破ERP、OA等(deng)重(zhong)點應用的(de)統(tong)(tong)一(yi)身份認(ren)證(zheng)工(gong)作,強化應用系(xi)統(tong)(tong)用戶的(de)訪問控制;加快(kuai)提(ti)升加油IC卡系(xi)統(tong)(tong)的(de)服務器和(he)網絡等(deng)基礎設施的(de)整體安全防(fang)范(fan)和(he)運行能力;全面部(bu)署統(tong)(tong)一(yi)的(de)桌面管理系(xi)統(tong)(tong),實現對桌面計算機的(de)資產管理、操作系(xi)統(tong)(tong)的(de)補丁升級、軟件分發和(he)遠程監控,及(ji)時檢查防(fang)病毒(du)軟件和(he)病毒(du)庫更新情況,有效防(fang)范(fan)病毒(du)的(de)傳(chuan)播和(he)泛濫。

一(yi)是(shi)深(shen)入(ru)企(qi)(qi)業調研(yan)分(fen)析應(ying)(ying)(ying)(ying)用(yong)(yong)問(wen)(wen)題。由(you)信(xin)(xin)(xin)息(xi)(xi)部牽(qian)頭組(zu)織(zhi),總部相關部門、企(qi)(qi)業人(ren)員和(he)實施顧(gu)問(wen)(wen)參加(jia)(jia),組(zu)成應(ying)(ying)(ying)(ying)用(yong)(yong)調研(yan)小組(zu),深(shen)入(ru)企(qi)(qi)業調查研(yan)究(jiu),通過(guo)認真分(fen)析信(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)(tong)(tong)(tong)(tong)應(ying)(ying)(ying)(ying)用(yong)(yong)現狀,梳(shu)理(li)信(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)(tong)(tong)(tong)(tong)應(ying)(ying)(ying)(ying)用(yong)(yong)中存在的(de)(de)問(wen)(wen)題,研(yan)究(jiu)有效對(dui)策,深(shen)化(hua)(hua)系(xi)統(tong)(tong)(tong)(tong)(tong)功能,提(ti)高(gao)系(xi)統(tong)(tong)(tong)(tong)(tong)可用(yong)(yong)性、安全(quan)性、集(ji)成性,切實解決(jue)系(xi)統(tong)(tong)(tong)(tong)(tong)應(ying)(ying)(ying)(ying)用(yong)(yong)中存在的(de)(de)問(wen)(wen)題。二是(shi)加(jia)(jia)強(qiang)全(quan)員培(pei)訓。采取多種形式,加(jia)(jia)強(qiang)對(dui)各個(ge)層(ceng)次、各類人(ren)員的(de)(de)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)知識和(he)信(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)(tong)(tong)(tong)(tong)操作的(de)(de)培(pei)訓,提(ti)高(gao)全(quan)員信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)素質和(he)實際(ji)應(ying)(ying)(ying)(ying)用(yong)(yong)能力。三是(shi)培(pei)養(yang)應(ying)(ying)(ying)(ying)用(yong)(yong)典型。通過(guo)調研(yan),從上中下游各個(ge)板塊中選擇兩(liang)家(jia)左右企(qi)(qi)業進行信(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)(tong)(tong)(tong)(tong)的(de)(de)全(quan)面提(ti)升和(he)應(ying)(ying)(ying)(ying)用(yong)(yong)的(de)(de)全(quan)面深(shen)化(hua)(hua),通過(guo)典型培(pei)養(yang),形成信(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)(tong)(tong)(tong)(tong)的(de)(de)標準模板,樹立(li)ERP、MES等(deng)重大信(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)(tong)(tong)(tong)(tong)的(de)(de)應(ying)(ying)(ying)(ying)用(yong)(yong)樣板,從而(er)推(tui)動和(he)帶動整個(ge)中國(guo)石化(hua)(hua)信(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)(tong)(tong)(tong)(tong)應(ying)(ying)(ying)(ying)用(yong)(yong)效果的(de)(de)提(ti)高(gao)。四(si)是(shi)加(jia)(jia)強(qiang)系(xi)統(tong)(tong)(tong)(tong)(tong)運(yun)(yun)(yun)維(wei)。建(jian)立(li)健(jian)全(quan)信(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)(tong)(tong)(tong)(tong)運(yun)(yun)(yun)維(wei)體系(xi),強(qiang)化(hua)(hua)信(xin)(xin)(xin)息(xi)(xi)系(xi)統(tong)(tong)(tong)(tong)(tong)在線運(yun)(yun)(yun)行和(he)升級維(wei)護(hu)工作,確(que)保系(xi)統(tong)(tong)(tong)(tong)(tong)穩定、可靠、高(gao)效運(yun)(yun)(yun)行。
(七)加強(qiang)信息化管理工作。
一是進(jin)一步(bu)加(jia)強(qiang)信(xin)息(xi)(xi)化(hua)(hua)管(guan)(guan)(guan)(guan)理(li)(li)體(ti)(ti)系(xi)(xi)(xi)建(jian)設(she)。要(yao)按照國資委(wei)下發的(de)(de)(de)(de)《關于加(jia)強(qiang)中央企(qi)業(ye)信(xin)息(xi)(xi)化(hua)(hua)工(gong)作(zuo)的(de)(de)(de)(de)指導意見(jian)》和(he)總部有(you)關文件,進(jin)一步(bu)落(luo)實企(qi)業(ye)信(xin)息(xi)(xi)化(hua)(hua)管(guan)(guan)(guan)(guan)理(li)(li)部門職(zhi)責,確保(bao)人員到位(wei)(wei)。二是搞好IT治理(li)(li)工(gong)作(zuo)。建(jian)立健(jian)全信(xin)息(xi)(xi)化(hua)(hua)管(guan)(guan)(guan)(guan)理(li)(li)制度,完(wan)善(shan)IT控(kong)制體(ti)(ti)系(xi)(xi)(xi),做好系(xi)(xi)(xi)統風(feng)險評(ping)估,提(ti)高信(xin)息(xi)(xi)系(xi)(xi)(xi)統風(feng)險管(guan)(guan)(guan)(guan)理(li)(li)水平。三是抓好項目(mu)管(guan)(guan)(guan)(guan)理(li)(li)。實行(xing)總部和(he)企(qi)業(ye)兩個層次的(de)(de)(de)(de)信(xin)息(xi)(xi)化(hua)(hua)管(guan)(guan)(guan)(guan)理(li)(li),強(qiang)化(hua)(hua)項目(mu)建(jian)設(she)過(guo)程管(guan)(guan)(guan)(guan)理(li)(li),重視對實施(shi)過(guo)程重要(yao)環節的(de)(de)(de)(de)質量檢查,嚴把(ba)項目(mu)測試(shi)(shi)和(he)驗收關,加(jia)大(da)對ERP等(deng)系(xi)(xi)(xi)統應(ying)用的(de)(de)(de)(de)檢查和(he)考(kao)核力度,保(bao)證(zheng)系(xi)(xi)(xi)統應(ying)用目(mu)標和(he)預期效果的(de)(de)(de)(de)實現。四是要(yao)做好標準化(hua)(hua)工(gong)作(zuo)。繼續梳理(li)(li)和(he)完(wan)善(shan)單位(wei)(wei)、設(she)備、材料等(deng)信(xin)息(xi)(xi)代(dai)碼(ma),加(jia)快(kuai)物料代(dai)碼(ma)替換的(de)(de)(de)(de)試(shi)(shi)點工(gong)作(zuo),完(wan)善(shan)ERP等(deng)系(xi)(xi)(xi)統的(de)(de)(de)(de)推廣模板(ban)。五是加(jia)強(qiang)信(xin)息(xi)(xi)化(hua)(hua)隊伍建(jian)設(she)。抓好思想作(zuo)風(feng)和(he)廉政(zheng)建(jian)設(she),大(da)力弘揚新(xin)時期石(shi)油石(shi)化(hua)(hua)精神,進(jin)一步(bu)提(ti)高信(xin)息(xi)(xi)化(hua)(hua)工(gong)作(zuo)人員的(de)(de)(de)(de)素質,培養業(ye)務骨干和(he)“復合(he)型”人才。六(liu)是加(jia)強(qiang)IT廠商的(de)(de)(de)(de)管(guan)(guan)(guan)(guan)理(li)(li)。對IT廠商進(jin)行(xing)分類、分級管(guan)(guan)(guan)(guan)理(li)(li),建(jian)立評(ping)價考(kao)核體(ti)(ti)系(xi)(xi)(xi),降低采(cai)購成本(ben)和(he)風(feng)險,保(bao)證(zheng)優質及(ji)時的(de)(de)(de)(de)供(gong)貨和(he)服務。
