近年來,在集(ji)團公(gong)司黨組(zu)正確決策和(he)(he)領導下(xia),在各部(bu)門(men)和(he)(he)企業(ye)的(de)(de)共同努力下(xia),信(xin)息化建(jian)設得到(dao)了(le)快速發展(zhan),信(xin)息技術(shu)在生產、經(jing)營、管(guan)理等方面(mian)的(de)(de)應(ying)用(yong)都取得了(le)較大進展(zhan)和(he)(he)較好成績。信(xin)息化建(jian)設已經(jing)從(cong)各企業(ye)局部(bu)、分散的(de)(de)建(jian)設與(yu)應(ying)用(yong),發展(zhan)為集(ji)團公(gong)司自(zi)上(shang)而下(xia)全局性的(de)(de)建(jian)設與(yu)應(ying)用(yong),規(gui)模(mo)效(xiao)應(ying)開始顯(xian)現,整體應(ying)用(yong)面(mian)貌明顯(xian)改(gai)觀(guan),為中國石化改(gai)革深化、資(zi)源優化、市場(chang)應(ying)變能力和(he)(he)管(guan)理水平的(de)(de)提(ti)升,以及經(jing)濟效(xiao)益(yi)的(de)(de)提(ti)高提(ti)供(gong)了(le)技術(shu)支撐和(he)(he)手段。
一、近幾(ji)年(nian)信(xin)息(xi)化(hua)工(gong)作(zuo)的簡要(yao)回顧

五是銷售企(qi)業信(xin)(xin)息(xi)化(hua)建(jian)設(she)全(quan)面發(fa)展,應用效(xiao)果(guo)顯著。加(jia)油(you)(you)(IC)卡工程(cheng)(cheng)已全(quan)部(bu)在(zai)(zai)19個省市(shi)(shi)(shi)石(shi)(shi)油(you)(you)分(fen)(fen)公(gong)司推(tui)廣完成,截至2006年底,共(gong)建(jian)成卡機(ji)聯動加(jia)油(you)(you)站1.5萬(wan)余座,發(fa)卡網(wang)點4,600個,累(lei)計發(fa)卡1,380萬(wan)張,基本(ben)實(shi)現“一(yi)(yi)卡在(zai)(zai)手(shou),各(ge)地加(jia)油(you)(you)”的(de)目(mu)(mu)標(biao);云南石(shi)(shi)油(you)(you)信(xin)(xin)息(xi)系統建(jian)設(she)及(ji)配套改造項目(mu)(mu)初(chu)見(jian)成效(xiao),實(shi)現了(le)(le)加(jia)油(you)(you)卡、二次物流及(ji)ERP三大(da)系統的(de)集成,實(shi)現了(le)(le)業務數(shu)據(ju)的(de)一(yi)(yi)次采(cai)集,多系統共(gong)享,做到了(le)(le)數(shu)出(chu)一(yi)(yi)門,加(jia)強了(le)(le)監控力度;到2006年底,銷售系統對5,699輛油(you)(you)品運輸(shu)車加(jia)裝了(le)(le)GPS定位系統,實(shi)現了(le)(le)對油(you)(you)罐車的(de)遠程(cheng)(cheng)實(shi)時監控、調度、跟蹤和(he)安(an)全(quan)行車監督,提高(gao)了(le)(le)油(you)(you)品運輸(shu)過(guo)程(cheng)(cheng)中的(de)防盜(dao)監管能力,減少了(le)(le)安(an)全(quan)管理漏洞(dong)和(he)交通事故(gu)。油(you)(you)品銷售統計提升系統,完成了(le)(le)19個省市(shi)(shi)(shi)公(gong)司和(he)6個大(da)區(qu)公(gong)司批發(fa)、直銷、零售的(de)進、銷、存、價數(shu)據(ju)分(fen)(fen)類匯總、統計,實(shi)現了(le)(le)報表自動生成,使總部(bu)和(he)省市(shi)(shi)(shi)公(gong)司的(de)數(shu)據(ju)上下一(yi)(yi)致,數(shu)出(chu)一(yi)(yi)門。
六是科研和(he)工程(cheng)建(jian)(jian)設(she)單位(wei)積極(ji)開(kai)展(zhan)信息(xi)化建(jian)(jian)設(she),取(qu)得(de)(de)了(le)新進展(zhan)。科研單位(wei)進行了(le)自主軟件產品(pin)的開(kai)發(fa)與應用,開(kai)發(fa)成功的波動(dong)方程(cheng)疊(die)前偏移成像系統(tong)和(he)油藏綜合解釋系統(tong)(NEWS)等大型應用軟件在(zai)系統(tong)內得(de)(de)到推廣應用;化驗(yan)室信息(xi)管(guan)理(li)系統(tong)(LIMS)試點工作取(qu)得(de)(de)了(le)重要進展(zhan);開(kai)展(zhan)了(le)流程(cheng)模擬系統(tong)、催化裂(lie)化催化劑評價數據庫(ku)系統(tong)、蒸(zheng)汽裂(lie)解制(zhi)乙烯數據庫(ku)網(wang)絡化、圖書(shu)館及(ji)電子期刊信息(xi)資源管(guan)理(li)等信息(xi)系統(tong)的建(jian)(jian)設(she)與應用。工程(cheng)建(jian)(jian)設(she)單位(wei)采用信息(xi)技術在(zai)二維、三維設(she)計(ji)(ji)、異地協同設(she)計(ji)(ji)以及(ji)項(xiang)目管(guan)理(li)方面取(qu)得(de)(de)了(le)長足(zu)進步,為重大工程(cheng)建(jian)(jian)設(she)提供了(le)信息(xi)化保障。
七(qi)是(shi)電(dian)子(zi)商(shang)(shang)務(wu)(wu)(wu)等其(qi)他系(xi)統(tong)建設與應(ying)用(yong)取(qu)得(de)新成果(guo),信息服(fu)務(wu)(wu)(wu)工作得(de)到進一(yi)步加強。物資(zi)采購(gou)(gou)電(dian)子(zi)商(shang)(shang)務(wu)(wu)(wu)系(xi)統(tong)從(cong)2000年(nian)(nian)8月(yue)投(tou)用(yong)至今,網上采購(gou)(gou)品種從(cong)最初(chu)的(de)8個大類、5000多種物資(zi)擴大到目前的(de)56個大類126,700種物資(zi)。截止到2006年(nian)(nian)底,網上累計成交金額2,887億元,其(qi)中,2006年(nian)(nian)采購(gou)(gou)額達(da)到了(le)(le)1,130億元。2006年(nian)(nian),物資(zi)采購(gou)(gou)電(dian)子(zi)商(shang)(shang)務(wu)(wu)(wu)與ERP系(xi)統(tong)實(shi)現了(le)(le)數(shu)據(ju)共享和動(dong)態(tai)交換,積累了(le)(le)大量價格信息,建成了(le)(le)總部(bu)和企業(ye)兩級價格數(shu)據(ju)庫,為各企業(ye)科(ke)學采購(gou)(gou)決策提供了(le)(le)依(yi)據(ju);總部(bu)辦公(gong)綜合(he)業(ye)務(wu)(wu)(wu)處理系(xi)統(tong)(OA)覆(fu)蓋了(le)(le)總部(bu)和108家(jia)企業(ye),實(shi)現了(le)(le)總部(bu)對(dui)各直屬企業(ye)的(de)雙向公(gong)文(wen)無紙傳(chuan)輸;技術(shu)經濟指(zhi)標統(tong)計系(xi)統(tong)統(tong)一(yi)了(le)(le)統(tong)計業(ye)務(wu)(wu)(wu)流程,實(shi)現了(le)(le)基層車間向總部(bu)的(de)數(shu)據(ju)匯(hui)總,為統(tong)計事中控(kong)制創(chuang)造(zao)了(le)(le)條件。
總(zong)部(bu)信息服務(wu)工作(zuo)進(jin)一步加強,通過每日油(you)價(jia)快報、國(guo)際油(you)價(jia)分析(xi)報告(gao)等(deng)(deng),提供國(guo)際石(shi)油(you)石(shi)化市場(chang)、股市和(he)進(jin)出口等(deng)(deng)信息;“總(zong)部(bu)公(gong)用信息資源服務(wu)系統(tong)”建(jian)成(cheng)了進(jin)出口、國(guo)際市場(chang)價(jia)格等(deng)(deng)八個數據庫(ku)。
八(ba)是信(xin)息(xi)(xi)基礎(chu)設(she)(she)施不斷提升,信(xin)息(xi)(xi)安全和標準化工作進(jin)一(yi)步加強。建成(cheng)了(le)(le)(le)(le)(le)以總(zong)部(bu)(bu)(bu)(bu)為(wei)核心(xin)的(de)(de)綜(zong)合網絡(luo)系(xi)(xi)統(tong)(tong),覆蓋(gai)了(le)(le)(le)(le)(le)總(zong)部(bu)(bu)(bu)(bu)和130多(duo)(duo)家(jia)企業(ye)(ye)及部(bu)(bu)(bu)(bu)分海外分支機構,實現了(le)(le)(le)(le)(le)企業(ye)(ye)主(zhu)(zhu)要(yao)(yao)生產裝置、重(zhong)點井位、車間、科室、廠部(bu)(bu)(bu)(bu)和總(zong)部(bu)(bu)(bu)(bu)的(de)(de)互(hu)聯互(hu)通;建設(she)(she)了(le)(le)(le)(le)(le)84個衛星地(di)面站及110多(duo)(duo)個視頻會(hui)議(yi)分會(hui)場,總(zong)部(bu)(bu)(bu)(bu)召開了(le)(le)(le)(le)(le)500多(duo)(duo)次大型視頻會(hui)議(yi);實現了(le)(le)(le)(le)(le)石(shi)化電(dian)視新(xin)聞(wen)的(de)(de)快(kuai)速分發,90多(duo)(duo)家(jia)企業(ye)(ye)建設(she)(she)了(le)(le)(le)(le)(le)網上新(xin)聞(wen)點播系(xi)(xi)統(tong)(tong),擴(kuo)大了(le)(le)(le)(le)(le)收視范圍;完成(cheng)了(le)(le)(le)(le)(le)中國石(shi)化信(xin)息(xi)(xi)安全體系(xi)(xi)的(de)(de)總(zong)體規(gui)劃,對主(zhu)(zhu)干網數(shu)據傳輸和視頻會(hui)議(yi)系(xi)(xi)統(tong)(tong)進(jin)行實時(shi)加密,在總(zong)部(bu)(bu)(bu)(bu)和企業(ye)(ye)網絡(luo)之(zhi)間、因特網出口、重(zhong)要(yao)(yao)應用(yong)系(xi)(xi)統(tong)(tong)部(bu)(bu)(bu)(bu)署(shu)了(le)(le)(le)(le)(le)防火墻(qiang)、入侵檢測和漏洞掃描系(xi)(xi)統(tong)(tong),統(tong)(tong)一(yi)部(bu)(bu)(bu)(bu)署(shu)了(le)(le)(le)(le)(le)防病毒系(xi)(xi)統(tong)(tong),有效地(di)抑制(zhi)了(le)(le)(le)(le)(le)病毒的(de)(de)傳播和泛濫(lan)。總(zong)部(bu)(bu)(bu)(bu)和企業(ye)(ye)的(de)(de)主(zhu)(zhu)要(yao)(yao)服(fu)務(wu)器集中部(bu)(bu)(bu)(bu)署(shu)和管理得到加強,運行維護水(shui)平進(jin)一(yi)步提高。
加(jia)快了(le)信(xin)息代(dai)(dai)碼(ma)(ma)編(bian)制和標(biao)準(zhun)化(hua)體(ti)系研(yan)究工(gong)作,成(cheng)立了(le)標(biao)準(zhun)化(hua)領導小組、工(gong)作小組和專業(ye)編(bian)碼(ma)(ma)小組,建(jian)立了(le)標(biao)準(zhun)代(dai)(dai)碼(ma)(ma)管理網站,正式發(fa)(fa)(fa)布(bu)13大類65萬多條(tiao)信(xin)息代(dai)(dai)碼(ma)(ma),這些代(dai)(dai)碼(ma)(ma)在信(xin)息技術項目中得到了(le)廣泛使(shi)用。2006年,為實(shi)現(xian)物(wu)(wu)資、石(shi)化(hua)產品和工(gong)程建(jian)設物(wu)(wu)料描述和編(bian)碼(ma)(ma)的統一,新編(bian)制物(wu)(wu)料代(dai)(dai)碼(ma)(ma)162萬余條(tiao),同時開(kai)發(fa)(fa)(fa)完成(cheng)了(le)物(wu)(wu)料編(bian)碼(ma)(ma)生成(cheng)器并投(tou)入使(shi)用,使(shi)物(wu)(wu)料代(dai)(dai)碼(ma)(ma)提報、發(fa)(fa)(fa)布(bu)更加(jia)快捷(jie)高效;全面啟動了(le)標(biao)準(zhun)化(hua)體(ti)系研(yan)究和上游(you)板塊(kuai)石(shi)油(you)天然氣勘探(tan)開(kai)發(fa)(fa)(fa)數據模型(xing)標(biao)準(zhun)研(yan)究工(gong)作。
九是信息化(hua)(hua)(hua)(hua)管(guan)(guan)理(li)工作得到(dao)進一步(bu)加強(qiang),IT治理(li)水平不斷提高(gao)。按照“五(wu)統一”的要求,編制了(le)《信息化(hua)(hua)(hua)(hua)建設“十一五(wu)”發展(zhan)專項(xiang)規劃》,制定了(le)《三(san)年(nian)滾動發展(zhan)計劃》,編制并頒發了(le)《中國石(shi)(shi)化(hua)(hua)(hua)(hua)集團公司信息化(hua)(hua)(hua)(hua)管(guan)(guan)理(li)辦法》、《中國石(shi)(shi)化(hua)(hua)(hua)(hua)信息技(ji)術項(xiang)目管(guan)(guan)理(li)辦法》等30多個管(guan)(guan)理(li)辦法和制度;加強(qiang)了(le)IT內(nei)控工作,初步(bu)形成了(le)中國石(shi)(shi)化(hua)(hua)(hua)(hua)的IT控制體系;與微軟、艾(ai)斯本、霍(huo)尼韋(wei)爾(er)等公司簽署(shu)了(le)戰略合(he)作協(xie)議,推進了(le)軟件正(zheng)版化(hua)(hua)(hua)(hua)工作;加強(qiang)了(le)信息化(hua)(hua)(hua)(hua)隊伍(wu)建設,2006年(nian),總(zong)部正(zheng)式成立(li)了(le)中國石(shi)(shi)化(hua)(hua)(hua)(hua)ERP支持(chi)中心,運行(xing)維護隊伍(wu)得到(dao)了(le)進一步(bu)加強(qiang)。
二(er)、近(jin)年信息化建設(she)的經驗(yan)和體會
回顧幾年(nian)來信息化(hua)建設的實踐,中(zhong)國石化(hua)信息化(hua)建設所以進展比(bi)較快,主要有(you)以下幾點經驗(yan)和體會(hui):
一是各(ge)(ge)級領(ling)導(dao)(dao)(dao)的(de)高(gao)(gao)(gao)度(du)重(zhong)(zhong)視和(he)(he)大力(li)推(tui)動(dong)。黨組領(ling)導(dao)(dao)(dao)一貫高(gao)(gao)(gao)度(du)重(zhong)(zhong)視信息化工(gong)作(zuo),高(gao)(gao)(gao)瞻(zhan)遠矚,站在全局高(gao)(gao)(gao)度(du),對信息化工(gong)作(zuo)做出(chu)了一系列(lie)重(zhong)(zhong)要決策。從信息化規劃(hua)的(de)制定、計劃(hua)的(de)安排(pai)、項目的(de)管理(li)、應用(yong)的(de)推(tui)進(jin)等方面(mian)給予了大力(li)指(zhi)導(dao)(dao)(dao)和(he)(he)支持。總部(bu)各(ge)(ge)部(bu)門(men)和(he)(he)企業(ye)的(de)領(ling)導(dao)(dao)(dao)也都是既(ji)掛帥(shuai)、又出(chu)征,親自抓(zhua)業(ye)務流(liu)程整合、內部(bu)機(ji)構(gou)改革,指(zhi)導(dao)(dao)(dao)幫助(zhu)解決ERP實(shi)施(shi)過程中的(de)困難。有了黨組和(he)(he)各(ge)(ge)級領(ling)導(dao)(dao)(dao)的(de)重(zhong)(zhong)視和(he)(he)支持,信息化建設(she)這個“一把手(shou)工(gong)程”才得以順(shun)利推(tui)進(jin)。
二是堅持信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)建(jian)(jian)(jian)(jian)設(she)(she)的“五(wu)統(tong)(tong)一(yi)”原(yuan)則(ze)(ze)(ze)。在(zai)進行以ERP為(wei)主線的信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)建(jian)(jian)(jian)(jian)設(she)(she)的過程中,我們堅持了(le)“統(tong)(tong)一(yi)規劃、統(tong)(tong)一(yi)標準、統(tong)(tong)一(yi)投資(zi)、統(tong)(tong)一(yi)建(jian)(jian)(jian)(jian)設(she)(she)、統(tong)(tong)一(yi)管理”的信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)建(jian)(jian)(jian)(jian)設(she)(she)“五(wu)統(tong)(tong)一(yi)”原(yuan)則(ze)(ze)(ze),幾(ji)年(nian)來的實踐證明(ming),按(an)照“五(wu)統(tong)(tong)一(yi)”原(yuan)則(ze)(ze)(ze),信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)建(jian)(jian)(jian)(jian)設(she)(she)體現了(le)總部的管理意志,有效防止(zhi)了(le)“各自(zi)為(wei)政”、重(zhong)復建(jian)(jian)(jian)(jian)設(she)(she),從而對重(zhong)大(da)項(xiang)目實行集中決策、統(tong)(tong)一(yi)部署和建(jian)(jian)(jian)(jian)設(she)(she)實施,使信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)建(jian)(jian)(jian)(jian)設(she)(she)逐(zhu)步(bu)從分散走(zou)向(xiang)集中,有力(li)地促進了(le)信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)建(jian)(jian)(jian)(jian)設(she)(she)的健康發(fa)展。
三(san)是堅(jian)持信(xin)(xin)息化(hua)建設(she)(she)的“三(san)結(jie)合(he)”原則。信(xin)(xin)息化(hua)建設(she)(she)的目的在(zai)于(yu)應(ying)用,因此,信(xin)(xin)息化(hua)建設(she)(she)必須與加(jia)強企業管理(li)、提高管理(li)水(shui)平(ping)緊(jin)密結(jie)合(he);與提升技(ji)術水(shui)平(ping)、增強技(ji)術創新能力(li)緊(jin)密結(jie)合(he);與把握開拓市(shi)場(chang)、提高經濟效(xiao)益(yi)緊(jin)密結(jie)合(he)。在(zai)信(xin)(xin)息化(hua)建設(she)(she)中,我(wo)們始終以“三(san)結(jie)合(he)”原則為(wei)(wei)指(zhi)針,確保了我(wo)們的信(xin)(xin)息系(xi)統能夠更好(hao)地為(wei)(wei)管理(li)服務,為(wei)(wei)提升技(ji)術水(shui)平(ping)和(he)開拓市(shi)場(chang)服務。
四是采(cai)用了(le)比(bi)較科學的(de)(de)管理模式(shi)。在實踐(jian)中(zhong),我們探(tan)索出了(le)信息化(hua)必須堅(jian)持“業務部門專業牽頭,信息部門綜(zong)合管理,IT隊伍技術支持”的(de)(de)管理模式(shi)。采(cai)用這(zhe)一(yi)模式(shi),充分(fen)了(le)發揮各(ge)方(fang)的(de)(de)優勢(shi),調(diao)動了(le)各(ge)方(fang)面(mian)的(de)(de)積極(ji)性,特別是充分(fen)發揮了(le)業務部門的(de)(de)作用。
三、今后工作(zuo)目(mu)標和任務
“十一五(wu)”信息(xi)化建設(she)總(zong)體(ti)目標(biao):一是建成(cheng)(cheng)(cheng)兩(liang)(liang)個(ge)平臺(tai):即建成(cheng)(cheng)(cheng)總(zong)部統(tong)(tong)(tong)一的(de)經營(ying)(ying)管(guan)理(li)和生產(chan)(chan)營(ying)(ying)運指(zhi)揮(hui)兩(liang)(liang)個(ge)信息(xi)平臺(tai);二(er)是實現(xian)兩(liang)(liang)個(ge)集(ji)成(cheng)(cheng)(cheng):即實現(xian)總(zong)部層面(mian)信息(xi)系(xi)統(tong)(tong)(tong)的(de)集(ji)成(cheng)(cheng)(cheng)和ERP系(xi)統(tong)(tong)(tong)與(yu)企(qi)業生產(chan)(chan)層面(mian)信息(xi)系(xi)統(tong)(tong)(tong)的(de)全面(mian)集(ji)成(cheng)(cheng)(cheng);三(san)是完善(shan)兩(liang)(liang)個(ge)體(ti)系(xi):即完善(shan)網絡與(yu)信息(xi)安全和信息(xi)標(biao)準化兩(liang)(liang)個(ge)體(ti)系(xi);四是建成(cheng)(cheng)(cheng)八(ba)大應(ying)用系(xi)統(tong)(tong)(tong):即建成(cheng)(cheng)(cheng)中(zhong)國石(shi)化一體(ti)化的(de)ERP、供應(ying)鏈(lian)、生產(chan)(chan)營(ying)(ying)運指(zhi)揮(hui)、HSE應(ying)急指(zhi)揮(hui)、物流管(guan)理(li)與(yu)電子商務、勘探開發決策支持、綜(zong)合(he)(he)分(fen)析應(ying)用和綜(zong)合(he)(he)業務辦公等八(ba)大應(ying)用系(xi)統(tong)(tong)(tong);
到“十一五”末(mo),在四大(da)板塊生產經營(ying)管(guan)理(li)、地震資料處(chu)理(li)解釋、油(you)藏描述與模擬、煉(lian)化先進過(guo)程控制(zhi)、銷售物流(liu)配送等幾個主(zhu)要(yao)應(ying)用領域達(da)到國(guo)內一流(liu)并接近或達(da)到國(guo)外大(da)公(gong)司目前的應(ying)用水平。
按(an)照上(shang)述目標,今后要(yao)重點抓好以下工作:
(一(yi))做(zuo)好專(zhuan)項規(gui)劃和總(zong)體設計。
重(zhong)(zhong)點做好ERP與(yu)數據(ju)倉庫(BW)、供應鏈與(yu)生(sheng)產營運(yun)指(zhi)揮、IT基礎(chu)設施(shi)與(yu)信息安全、上游企業(ye)(ye)(ye)信息化(hua)(hua)、科研單位(wei)信息化(hua)(hua)、普光氣田與(yu)川氣東送工(gong)程信息系(xi)(xi)統(tong)(tong)(tong)等(deng)(deng)六個專項規(gui)劃和總(zong)體(ti)(ti)設計(ji)(ji),重(zhong)(zhong)點解決ERP、供應鏈、生(sheng)產營運(yun)指(zhi)揮等(deng)(deng)系(xi)(xi)統(tong)(tong)(tong)集成(cheng)和深(shen)化(hua)(hua)應用、上游板(ban)塊和科研單位(wei)信息化(hua)(hua)整(zheng)(zheng)體(ti)(ti)規(gui)劃等(deng)(deng)問題,確保各系(xi)(xi)統(tong)(tong)(tong)之(zhi)間的業(ye)(ye)(ye)務集成(cheng)、數據(ju)集成(cheng)和信息共享(xiang)。通過調研、技術(shu)(shu)交流、考察、集中研討等(deng)(deng)方式(shi),對上述幾大系(xi)(xi)統(tong)(tong)(tong)有關問題進行深(shen)入研究(jiu)。充分發揮企業(ye)(ye)(ye)專家、業(ye)(ye)(ye)務骨干及外部專家的技術(shu)(shu)優勢,對技術(shu)(shu)路線、系(xi)(xi)統(tong)(tong)(tong)總(zong)體(ti)(ti)架構(gou)、技術(shu)(shu)方案先(xian)進性、安全性、集成(cheng)性、標(biao)準(zhun)(zhun)化(hua)(hua)及要解決的問題進行充分論證,清(qing)晰系(xi)(xi)統(tong)(tong)(tong)架構(gou),制(zhi)定新舊系(xi)(xi)統(tong)(tong)(tong)整(zheng)(zheng)合方案,統(tong)(tong)(tong)一設計(ji)(ji),統(tong)(tong)(tong)一規(gui)范和標(biao)準(zhun)(zhun),為集成(cheng)、共享(xiang)的一體(ti)(ti)化(hua)(hua)信息系(xi)(xi)統(tong)(tong)(tong)建(jian)設奠定基礎(chu)。
(二)抓好(hao)重大項目建設。

在(zai)信(xin)息安(an)全方面(mian)(mian),持續做好信(xin)息基礎設施(shi)的(de)(de)(de)安(an)全工(gong)作(zuo)(zuo),重點(dian)抓好應用(yong)系統的(de)(de)(de)安(an)全建設,突(tu)破ERP、OA等重點(dian)應用(yong)的(de)(de)(de)統一(yi)身份認證工(gong)作(zuo)(zuo),強化應用(yong)系統用(yong)戶的(de)(de)(de)訪問控制;加(jia)快提升加(jia)油IC卡系統的(de)(de)(de)服務器和網絡等基礎設施(shi)的(de)(de)(de)整體安(an)全防(fang)范(fan)和運行(xing)能力;全面(mian)(mian)部署(shu)統一(yi)的(de)(de)(de)桌面(mian)(mian)管理系統,實現對桌面(mian)(mian)計算機的(de)(de)(de)資產管理、操作(zuo)(zuo)系統的(de)(de)(de)補(bu)丁升級、軟件(jian)分發和遠程監控,及時檢查防(fang)病毒軟件(jian)和病毒庫更(geng)新情況,有效防(fang)范(fan)病毒的(de)(de)(de)傳播和泛濫。

一是(shi)深(shen)入企(qi)業調研分析應(ying)(ying)用(yong)(yong)(yong)(yong)問(wen)題。由信(xin)(xin)息(xi)(xi)(xi)部(bu)(bu)牽頭(tou)組織(zhi),總(zong)部(bu)(bu)相(xiang)關部(bu)(bu)門、企(qi)業人員和(he)(he)(he)實(shi)施顧(gu)問(wen)參加,組成(cheng)應(ying)(ying)用(yong)(yong)(yong)(yong)調研小組,深(shen)入企(qi)業調查(cha)研究,通(tong)(tong)過(guo)認真分析信(xin)(xin)息(xi)(xi)(xi)系(xi)統(tong)(tong)應(ying)(ying)用(yong)(yong)(yong)(yong)現狀,梳理信(xin)(xin)息(xi)(xi)(xi)系(xi)統(tong)(tong)應(ying)(ying)用(yong)(yong)(yong)(yong)中(zhong)(zhong)存在的(de)問(wen)題,研究有效對策,深(shen)化(hua)(hua)(hua)系(xi)統(tong)(tong)功(gong)能(neng),提(ti)高系(xi)統(tong)(tong)可用(yong)(yong)(yong)(yong)性(xing)、安全(quan)(quan)性(xing)、集成(cheng)性(xing),切(qie)實(shi)解(jie)決系(xi)統(tong)(tong)應(ying)(ying)用(yong)(yong)(yong)(yong)中(zhong)(zhong)存在的(de)問(wen)題。二(er)是(shi)加強(qiang)全(quan)(quan)員培(pei)(pei)(pei)訓。采取多種形式,加強(qiang)對各個(ge)層次、各類(lei)人員的(de)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)知識(shi)和(he)(he)(he)信(xin)(xin)息(xi)(xi)(xi)系(xi)統(tong)(tong)操(cao)作的(de)培(pei)(pei)(pei)訓,提(ti)高全(quan)(quan)員信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)素質和(he)(he)(he)實(shi)際應(ying)(ying)用(yong)(yong)(yong)(yong)能(neng)力。三是(shi)培(pei)(pei)(pei)養應(ying)(ying)用(yong)(yong)(yong)(yong)典(dian)型。通(tong)(tong)過(guo)調研,從(cong)上(shang)中(zhong)(zhong)下游各個(ge)板塊中(zhong)(zhong)選擇兩家左右企(qi)業進(jin)行(xing)信(xin)(xin)息(xi)(xi)(xi)系(xi)統(tong)(tong)的(de)全(quan)(quan)面提(ti)升和(he)(he)(he)應(ying)(ying)用(yong)(yong)(yong)(yong)的(de)全(quan)(quan)面深(shen)化(hua)(hua)(hua),通(tong)(tong)過(guo)典(dian)型培(pei)(pei)(pei)養,形成(cheng)信(xin)(xin)息(xi)(xi)(xi)系(xi)統(tong)(tong)的(de)標準模板,樹立ERP、MES等重大(da)信(xin)(xin)息(xi)(xi)(xi)系(xi)統(tong)(tong)的(de)應(ying)(ying)用(yong)(yong)(yong)(yong)樣板,從(cong)而推動和(he)(he)(he)帶動整個(ge)中(zhong)(zhong)國石(shi)化(hua)(hua)(hua)信(xin)(xin)息(xi)(xi)(xi)系(xi)統(tong)(tong)應(ying)(ying)用(yong)(yong)(yong)(yong)效果的(de)提(ti)高。四是(shi)加強(qiang)系(xi)統(tong)(tong)運(yun)維(wei)。建立健全(quan)(quan)信(xin)(xin)息(xi)(xi)(xi)系(xi)統(tong)(tong)運(yun)維(wei)體系(xi),強(qiang)化(hua)(hua)(hua)信(xin)(xin)息(xi)(xi)(xi)系(xi)統(tong)(tong)在線運(yun)行(xing)和(he)(he)(he)升級維(wei)護工(gong)作,確保系(xi)統(tong)(tong)穩定、可靠(kao)、高效運(yun)行(xing)。
(七)加(jia)強信息化(hua)管理工(gong)作。
一(yi)(yi)是(shi)進一(yi)(yi)步(bu)(bu)加強信(xin)(xin)息(xi)化(hua)(hua)管(guan)(guan)(guan)理(li)(li)體系建(jian)(jian)設。要按照國資委下發的(de)(de)《關(guan)(guan)(guan)于加強中央(yang)企(qi)(qi)業(ye)信(xin)(xin)息(xi)化(hua)(hua)工(gong)(gong)作(zuo)的(de)(de)指導意見》和(he)(he)總(zong)部有關(guan)(guan)(guan)文件(jian),進一(yi)(yi)步(bu)(bu)落實(shi)企(qi)(qi)業(ye)信(xin)(xin)息(xi)化(hua)(hua)管(guan)(guan)(guan)理(li)(li)部門職責,確保(bao)人員(yuan)到位。二是(shi)搞(gao)好IT治理(li)(li)工(gong)(gong)作(zuo)。建(jian)(jian)立健全信(xin)(xin)息(xi)化(hua)(hua)管(guan)(guan)(guan)理(li)(li)制(zhi)度(du),完善(shan)IT控制(zhi)體系,做(zuo)好系統(tong)風(feng)險評估,提高信(xin)(xin)息(xi)系統(tong)風(feng)險管(guan)(guan)(guan)理(li)(li)水平(ping)。三是(shi)抓好項目(mu)管(guan)(guan)(guan)理(li)(li)。實(shi)行總(zong)部和(he)(he)企(qi)(qi)業(ye)兩個(ge)層次的(de)(de)信(xin)(xin)息(xi)化(hua)(hua)管(guan)(guan)(guan)理(li)(li),強化(hua)(hua)項目(mu)建(jian)(jian)設過程(cheng)管(guan)(guan)(guan)理(li)(li),重視對(dui)實(shi)施過程(cheng)重要環節的(de)(de)質量檢查,嚴把項目(mu)測試和(he)(he)驗收(shou)關(guan)(guan)(guan),加大(da)對(dui)ERP等(deng)系統(tong)應用的(de)(de)檢查和(he)(he)考(kao)核力度(du),保(bao)證(zheng)系統(tong)應用目(mu)標和(he)(he)預期(qi)(qi)效果的(de)(de)實(shi)現。四是(shi)要做(zuo)好標準化(hua)(hua)工(gong)(gong)作(zuo)。繼續梳(shu)理(li)(li)和(he)(he)完善(shan)單位、設備、材料(liao)等(deng)信(xin)(xin)息(xi)代(dai)碼,加快物(wu)料(liao)代(dai)碼替換(huan)的(de)(de)試點工(gong)(gong)作(zuo),完善(shan)ERP等(deng)系統(tong)的(de)(de)推廣模板。五是(shi)加強信(xin)(xin)息(xi)化(hua)(hua)隊伍建(jian)(jian)設。抓好思(si)想作(zuo)風(feng)和(he)(he)廉政建(jian)(jian)設,大(da)力弘揚新時(shi)期(qi)(qi)石油石化(hua)(hua)精(jing)神,進一(yi)(yi)步(bu)(bu)提高信(xin)(xin)息(xi)化(hua)(hua)工(gong)(gong)作(zuo)人員(yuan)的(de)(de)素質,培養業(ye)務骨(gu)干和(he)(he)“復合型”人才。六是(shi)加強IT廠商的(de)(de)管(guan)(guan)(guan)理(li)(li)。對(dui)IT廠商進行分類、分級管(guan)(guan)(guan)理(li)(li),建(jian)(jian)立評價考(kao)核體系,降(jiang)低采(cai)購成(cheng)本和(he)(he)風(feng)險,保(bao)證(zheng)優質及時(shi)的(de)(de)供貨和(he)(he)服務。
