中煤能源:主業為綱 管理為先

    中(zhong)(zhong)(zhong)國中(zhong)(zhong)(zhong)煤(mei)能源集(ji)團(tuan)公司(si)(si)(以下簡稱中(zhong)(zhong)(zhong)煤(mei)集(ji)團(tuan)公司(si)(si))是國資(zi)委管(guan)(guan)(guan)理(li)的(de)(de)國有(you)重要骨干企(qi)(qi)業(ye),公司(si)(si)主業(ye)為(wei)煤(mei)炭生(sheng)產及貿易(yi)、煤(mei)化(hua)(hua)工(gong)、煤(mei)層氣開發(fa)(fa)、坑口發(fa)(fa)電、煤(mei)礦建(jian)(jian)設、煤(mei)機制造及相關(guan)工(gong)程技術服務(wu)(wu)。根據(ju)中(zhong)(zhong)(zhong)央(yang)“以信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)帶動工(gong)業(ye)化(hua)(hua),以工(gong)業(ye)化(hua)(hua)促進信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)”的(de)(de)有(you)關(guan)精神,中(zhong)(zhong)(zhong)煤(mei)集(ji)團(tuan)公司(si)(si)緊(jin)緊(jin)圍繞(rao)企(qi)(qi)業(ye)發(fa)(fa)展(zhan)戰(zhan)略目標(biao)和(he)(he)核心業(ye)務(wu)(wu)開展(zhan)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)建(jian)(jian)設,并注重做(zuo)好信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)建(jian)(jian)設與提升企(qi)(qi)業(ye)管(guan)(guan)(guan)理(li)水平(ping)和(he)(he)提高企(qi)(qi)業(ye)經濟效益的(de)(de)緊(jin)密結(jie)合。過去的(de)(de)幾年中(zhong)(zhong)(zhong),中(zhong)(zhong)(zhong)煤(mei)集(ji)團(tuan)公司(si)(si)按(an)照“五統(tong)(tong)一(yi)”原則(統(tong)(tong)一(yi)規劃、統(tong)(tong)一(yi)標(biao)準、統(tong)(tong)一(yi)投資(zi)、統(tong)(tong)一(yi)建(jian)(jian)設、統(tong)(tong)一(yi)管(guan)(guan)(guan)理(li))先后建(jian)(jian)設了包(bao)括廣域網、視頻會議(yi)系統(tong)(tong)在內的(de)(de)一(yi)批信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)基礎設施,完成了生(sheng)產調度報(bao)表(biao)、財務(wu)(wu)資(zi)金集(ji)中(zhong)(zhong)(zhong)管(guan)(guan)(guan)理(li)和(he)(he)人力(li)資(zi)源管(guan)(guan)(guan)理(li)等信(xin)(xin)息(xi)(xi)(xi)系統(tong)(tong)的(de)(de)建(jian)(jian)設工(gong)作(zuo)。企(qi)(qi)業(ye)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)工(gong)作(zuo)打開了新局面(mian),信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)水平(ping)上了新臺階。下面(mian),我們(men)簡要總結(jie)我公司(si)(si)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)建(jian)(jian)設實踐中(zhong)(zhong)(zhong)的(de)(de)主要做(zuo)法(fa)和(he)(he)體會,供同志們(men)研究和(he)(he)討論。

    一、對中煤集(ji)團公(gong)司近年來(lai)信息化工作的總結(jie)

    (一)切實抓好(hao)信息化工作的(de)組(zu)織領導。

    中(zhong)煤集團公(gong)司信(xin)(xin)息化工作領導(dao)(dao)(dao)小(xiao)組(zu)(zu)成(cheng)立時間較早,之后又根據(ju)信(xin)(xin)息化工作的(de)實際(ji)需求對信(xin)(xin)息化工作領導(dao)(dao)(dao)小(xiao)組(zu)(zu)進行了調整,明確(que)了領導(dao)(dao)(dao)小(xiao)組(zu)(zu)的(de)組(zu)(zu)成(cheng)人員及職責,集團公(gong)司總(zong)經(jing)理經(jing)天亮同(tong)志親自擔任領導(dao)(dao)(dao)小(xiao)組(zu)(zu)組(zu)(zu)長。公(gong)司各所(suo)屬企業也(ye)按集團公(gong)司要求,成(cheng)立了由企業“一把手”掛帥(shuai)的(de)信(xin)(xin)息化工作領導(dao)(dao)(dao)小(xiao)組(zu)(zu)。

    針對(dui)信(xin)(xin)息(xi)(xi)化(hua)(hua)工作(zuo)中(zhong)(zhong)常(chang)見的(de)(de)信(xin)(xin)息(xi)(xi)化(hua)(hua)項(xiang)目(mu)(mu)無序上(shang)馬、易出(chu)現(xian)信(xin)(xin)息(xi)(xi)孤島等(deng)問題(ti),公司(si)(si)陸續出(chu)臺了一系列相關制度,要求所屬(shu)企業(ye)須將擬(ni)建(jian)的(de)(de)信(xin)(xin)息(xi)(xi)化(hua)(hua)項(xiang)目(mu)(mu)、或擬(ni)建(jian)項(xiang)目(mu)(mu)中(zhong)(zhong)包含(han)的(de)(de)信(xin)(xin)息(xi)(xi)化(hua)(hua)建(jian)設(she)(she)子項(xiang)的(de)(de)技術(shu)方案報(bao)集(ji)(ji)團公司(si)(si)信(xin)(xin)息(xi)(xi)化(hua)(hua)建(jian)設(she)(she)領導小組,經審核并批(pi)準后方可實(shi)施。未經批(pi)準的(de)(de)項(xiang)目(mu)(mu),各(ge)單位不得擅自建(jian)設(she)(she)。同時規定(ding),凡涉及(ji)整個(ge)集(ji)(ji)團公司(si)(si)全(quan)局管控、主營業(ye)務的(de)(de)綜(zong)合(he)管理(li)信(xin)(xin)息(xi)(xi)系統,必須由集(ji)(ji)團公司(si)(si)統一組織實(shi)施,各(ge)所屬(shu)企業(ye)不得單獨建(jian)設(she)(she)。

    信息(xi)化工作領導小(xiao)組的建立,加之相關制度的有(you)效施行,初步(bu)遏制了信息(xi)化建設(she)中(zhong)各所屬企(qi)業“自掃門前雪”的勢(shi)頭,確立了中(zhong)煤集團公司信息(xi)化建設(she)“一盤棋”的格局。

    (二(er))推動信(xin)息化專職管理機(ji)構(gou)的(de)建設。

    信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)專(zhuan)職(zhi)管(guan)(guan)(guan)理機(ji)構(gou)(gou)在企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)內的(de)(de)地(di)位特殊,相(xiang)對(dui)于(yu)(yu)提出需求的(de)(de)業(ye)(ye)(ye)務部(bu)門(men),它是(shi)乙方(fang),而對(dui)于(yu)(yu)各類(lei)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)系統承建(jian)(jian)方(fang),它是(shi)甲方(fang)。信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)專(zhuan)職(zhi)管(guan)(guan)(guan)理機(ji)構(gou)(gou)能否做好(hao)角色的(de)(de)轉(zhuan)換(huan),發揮好(hao)橋(qiao)梁和紐帶(dai)作(zuo)用,對(dui)于(yu)(yu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)建(jian)(jian)設(she)(she)工(gong)作(zuo)意義(yi)重大。中煤(mei)集團(tuan)公司信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)建(jian)(jian)設(she)(she)的(de)(de)具體工(gong)作(zuo)由集團(tuan)公司信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)技術管(guan)(guan)(guan)理中心歸口管(guan)(guan)(guan)理。信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)技術管(guan)(guan)(guan)理中心成立(li)之初,即將推(tui)動(dong)集團(tuan)公司所屬(shu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)專(zhuan)職(zhi)管(guan)(guan)(guan)理機(ji)構(gou)(gou)的(de)(de)建(jian)(jian)設(she)(she)作(zuo)為中心的(de)(de)一(yi)項重要工(gong)作(zuo)來抓。目前,中煤(mei)集團(tuan)公司所屬(shu)重點生產企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)中,絕(jue)大多數(shu)已成立(li)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)專(zhuan)職(zhi)管(guan)(guan)(guan)理機(ji)構(gou)(gou),但仍有部(bu)分企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)將信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)管(guan)(guan)(guan)理職(zhi)能掛靠(kao)在企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)管(guan)(guan)(guan)理部(bu)、技術中心或辦公室(shi)等部(bu)門(men)。針對(dui)這種情況(kuang),在過去的(de)(de)幾(ji)年中,我們一(yi)面(mian)繼續推(tui)動(dong)未(wei)建(jian)(jian)立(li)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)專(zhuan)職(zhi)管(guan)(guan)(guan)理機(ji)構(gou)(gou)的(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)抓緊設(she)(she)立(li)相(xiang)關(guan)機(ji)構(gou)(gou),另一(yi)方(fang)面(mian),對(dui)已設(she)(she)立(li)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)專(zhuan)職(zhi)管(guan)(guan)(guan)理機(ji)構(gou)(gou)的(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye),我們要求不但要給牌子,還要賦予相(xiang)應的(de)(de)職(zhi)能,使這些機(ji)構(gou)(gou)能夠真正成為企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)工(gong)作(zuo)的(de)(de)“大管(guan)(guan)(guan)家”。

    2006年4月(yue)間,信(xin)(xin)息中心(xin)在多次調(diao)研(yan)的(de)(de)基礎上提出:平朔(shuo)(shuo)(shuo)公(gong)司(si)作(zuo)為集團公(gong)司(si)所(suo)屬重點(dian)煤炭生(sheng)產企業,其信(xin)(xin)息化(hua)(hua)建設工(gong)作(zuo)繁重且復雜,平朔(shuo)(shuo)(shuo)公(gong)司(si)必須成立(li)獨立(li)的(de)(de)信(xin)(xin)息化(hua)(hua)專職管理(li)機構(gou),統一管理(li)公(gong)司(si)信(xin)(xin)息化(hua)(hua)工(gong)作(zuo)。此(ci)建議得(de)到集團公(gong)司(si)領導的(de)(de)大(da)力支(zhi)持,平朔(shuo)(shuo)(shuo)公(gong)司(si)隨即成立(li)了獨立(li)的(de)(de)信(xin)(xin)息化(hua)(hua)專職管理(li)機構(gou)。目前,平朔(shuo)(shuo)(shuo)公(gong)司(si)的(de)(de)信(xin)(xin)息化(hua)(hua)建設工(gong)作(zuo)已在其信(xin)(xin)息中心(xin)的(de)(de)管理(li)下有序展(zhan)開(kai)。

    伴隨著企業信(xin)(xin)息化(hua)工作的(de)深(shen)入進行(xing),企業信(xin)(xin)息化(hua)專職(zhi)管(guan)(guan)(guan)理機(ji)(ji)構也(ye)將(jiang)逐步(bu)建(jian)(jian)(jian)(jian)立、發(fa)展(zhan)和(he)壯大。我(wo)們(men)(men)將(jiang)繼續就專職(zhi)管(guan)(guan)(guan)理機(ji)(ji)構建(jian)(jian)(jian)(jian)設(she)(she)(she)問題展(zhan)開調(diao)查研究并(bing)提(ti)出意見和(he)建(jian)(jian)(jian)(jian)議(yi)。同時,我(wo)們(men)(men)還將(jiang)采取以項目建(jian)(jian)(jian)(jian)設(she)(she)(she)促機(ji)(ji)構建(jian)(jian)(jian)(jian)設(she)(she)(she)的(de)方式(shi),通過信(xin)(xin)息系統的(de)成(cheng)功建(jian)(jian)(jian)(jian)設(she)(she)(she)和(he)應用來逐步(bu)建(jian)(jian)(jian)(jian)立健全企業信(xin)(xin)息化(hua)專職(zhi)管(guan)(guan)(guan)理機(ji)(ji)構。

    (三)初(chu)步(bu)制定了(le)企業信息化規(gui)劃。

    信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)建設(she)(she)必須(xu)有(you)(you)的(de)(de)放矢,在(zai)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)規(gui)劃(hua)(hua)的(de)(de)指導下有(you)(you)序進行。中(zhong)煤(mei)集(ji)團(tuan)公(gong)(gong)(gong)司(si)對企業(ye)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)規(gui)劃(hua)(hua)的(de)(de)編制工作提出的(de)(de)要(yao)求是,既要(yao)有(you)(you)三至(zhi)五年的(de)(de)長遠規(gui)劃(hua)(hua),也(ye)要(yao)有(you)(you)一(yi)(yi)(yi)年的(de)(de)短(duan)(duan)期規(gui)劃(hua)(hua);規(gui)劃(hua)(hua)中(zhong)要(yao)體(ti)(ti)現(xian)(xian)“統(tong)(tong)(tong)一(yi)(yi)(yi)規(gui)劃(hua)(hua)、統(tong)(tong)(tong)一(yi)(yi)(yi)標準(zhun)、統(tong)(tong)(tong)一(yi)(yi)(yi)投資、統(tong)(tong)(tong)一(yi)(yi)(yi)建設(she)(she)、統(tong)(tong)(tong)一(yi)(yi)(yi)管理”的(de)(de)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)建設(she)(she)基本原則;要(yao)符合集(ji)團(tuan)公(gong)(gong)(gong)司(si)和本企業(ye)總(zong)體(ti)(ti)發(fa)展規(gui)劃(hua)(hua),要(yao)體(ti)(ti)現(xian)(xian)出通(tong)過信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)建設(she)(she)提升(sheng)和發(fa)展主營業(ye)務的(de)(de)思路(lu)和措施;要(yao)包(bao)含資金、人員(yuan)及培訓的(de)(de)組(zu)織安排,還要(yao)包(bao)括舊有(you)(you)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)系統(tong)(tong)(tong)的(de)(de)改造和處(chu)理辦法。按(an)照這個思路(lu),集(ji)團(tuan)公(gong)(gong)(gong)司(si)及部分所屬企業(ye)先(xian)后編制了信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)建設(she)(she)的(de)(de)短(duan)(duan)期規(gui)劃(hua)(hua)。同時,集(ji)團(tuan)公(gong)(gong)(gong)司(si)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)總(zong)體(ti)(ti)規(gui)劃(hua)(hua)也(ye)已被納入《中(zhong)煤(mei)集(ji)團(tuan)公(gong)(gong)(gong)司(si)“十一(yi)(yi)(yi)五”發(fa)展規(gui)劃(hua)(hua)》中(zhong)。

    (四)完(wan)成了企(qi)業廣域網、視頻會議系統等信(xin)息化基礎設(she)施(shi)的(de)建設(she)。

    中煤集(ji)(ji)團公(gong)(gong)司(si)廣(guang)(guang)域(yu)網(wang)(wang)及視頻(pin)會議(yi)(yi)系(xi)(xi)(xi)統(tong)于2005年9月建成(cheng)并投(tou)入使(shi)(shi)用。該(gai)系(xi)(xi)(xi)統(tong)是(shi)中煤集(ji)(ji)團公(gong)(gong)司(si)開展信(xin)息(xi)化建設以來投(tou)入最大(da)、涉(she)及范圍最廣(guang)(guang)的(de)項(xiang)目,涉(she)及公(gong)(gong)司(si)所屬二、三級企業36家(jia)。廣(guang)(guang)域(yu)網(wang)(wang)建設完成(cheng)后,為公(gong)(gong)司(si)資金集(ji)(ji)中管理(li)系(xi)(xi)(xi)統(tong)、視頻(pin)會議(yi)(yi)系(xi)(xi)(xi)統(tong)、生產調度報表系(xi)(xi)(xi)統(tong)、VOIP系(xi)(xi)(xi)統(tong)及正在(zai)實施中的(de)人(ren)力資源管理(li)系(xi)(xi)(xi)統(tong)和安全監(jian)控系(xi)(xi)(xi)統(tong)提供了安全、穩定的(de)網(wang)(wang)絡平(ping)臺。其中,自視頻(pin)會議(yi)(yi)系(xi)(xi)(xi)統(tong)投(tou)入使(shi)(shi)用以來,集(ji)(ji)團公(gong)(gong)司(si)總部已先后召開視頻(pin)會議(yi)(yi)30余次(ci),參會人(ren)數約5500人(ren),除提高辦(ban)公(gong)(gong)效率、擴大(da)會議(yi)(yi)受眾面(mian)以及減少會議(yi)(yi)出差履行(xing)外,每(mei)年可(ke)直接節約經費約600萬元。

    (五)實施了資金集中管理、人力資源(yuan)管理、安全監控(kong)等(deng)大(da)型信息(xi)系(xi)統(tong)。

    實踐(jian)證(zheng)明,該套資(zi)(zi)(zi)金(jin)集中管理(li)系(xi)統有利于降低資(zi)(zi)(zi)金(jin)成本(ben),提(ti)(ti)高(gao)經濟效(xiao)(xiao)(xiao)益;有利于集團(tuan)內(nei)部資(zi)(zi)(zi)金(jin)的合力配(pei)置(zhi)和流動(dong),提(ti)(ti)高(gao)資(zi)(zi)(zi)金(jin)使用效(xiao)(xiao)(xiao)率;有利于化(hua)解(jie)風險,規范資(zi)(zi)(zi)金(jin)流向,保證(zheng)資(zi)(zi)(zi)金(jin)健康運營。據初步(bu)統計,實行資(zi)(zi)(zi)金(jin)集中管理(li)以來,集團(tuan)公(gong)司(si)通(tong)過(guo)提(ti)(ti)前(qian)還貸、置(zhi)換高(gao)息貸款、盤活存(cun)量(liang)資(zi)(zi)(zi)金(jin)、內(nei)部調(diao)劑及利用銀行綜合授信(xin)降低融資(zi)(zi)(zi)成本(ben)等方(fang)式產生(sheng)(sheng)的直接和間接經濟效(xiao)(xiao)(xiao)益超過(guo)1.45億元,有利地支持(chi)了(le)集團(tuan)的生(sheng)(sheng)產經營。

    2.安全(quan)監(jian)(jian)控(kong)系(xi)統(tong)。中(zhong)煤(mei)集(ji)團公(gong)司(si)安全(quan)監(jian)(jian)控(kong)系(xi)統(tong)是涵蓋集(ji)團公(gong)司(si)總部及所屬煤(mei)礦生(sheng)產企業的計(ji)算機應用系(xi)統(tong),能(neng)夠(gou)提供基于地(di)理信息系(xi)統(tong)的遠程監(jian)(jian)測聯網、日常安全(quan)監(jian)(jian)管和應急救援(yuan)指揮(hui)等功能(neng),初步建立縱(zong)貫中(zhong)煤(mei)集(ji)團公(gong)司(si)總部及所屬煤(mei)礦生(sheng)產單位的安全(quan)監(jian)(jian)控(kong)體系(xi)。目(mu)前項目(mu)一期已(yi)上線運行,在集(ji)團公(gong)司(si)總部即可實時監(jian)(jian)測所屬主要礦井各(ge)工(gong)(gong)作面的瓦斯(si)、一氧化碳、風(feng)速(su)、溫度等實時數據及報(bao)警(jing)情況。二期工(gong)(gong)程完(wan)工(gong)(gong)后,集(ji)團公(gong)司(si)及各(ge)煤(mei)礦生(sheng)產單位可根(gen)(gen)據瓦斯(si)超(chao)限等事故情況啟動存儲在系(xi)統(tong)中(zhong)的相應預(yu)案,根(gen)(gen)據應急預(yu)案向(xiang)各(ge)相關部門(men)和人員下達應急救援(yuan)指令,指揮(hui)相關部門(men)與(yu)人員展開(kai)救助工(gong)(gong)作。此(ci)項目(mu)預(yu)計(ji)于年(nian)內完(wan)工(gong)(gong)。

    二、中煤集團(tuan)公(gong)司(si)推進(jin)信息(xi)化工(gong)作(zuo)的(de)主要經驗體(ti)會

    (二)找準信(xin)息(xi)化工(gong)作的切入點,注(zhu)重應用信(xin)息(xi)化手(shou)段解決企(qi)業經(jing)營管理中主要矛(mao)盾(dun)。

    (三)堅持“五統一”原則,使(shi)信息化建(jian)設有章(zhang)可循。

    通(tong)過多年的(de)信(xin)息(xi)(xi)化(hua)實踐,我們認(ren)識到(dao),企(qi)(qi)業(ye)(ye)信(xin)息(xi)(xi)化(hua)需要既懂(dong)信(xin)息(xi)(xi)技術(shu)、又了(le)解公(gong)司業(ye)(ye)務的(de)復合型人才(cai),而信(xin)息(xi)(xi)系統在企(qi)(qi)業(ye)(ye)內順利地(di)推廣使用依賴于企(qi)(qi)業(ye)(ye)員(yuan)(yuan)(yuan)工(gong)的(de)信(xin)息(xi)(xi)技術(shu)水平。因此,中(zhong)煤集(ji)團公(gong)司充分(fen)重(zhong)視并加強了(le)人員(yuan)(yuan)(yuan)培(pei)訓和人才(cai)隊伍建(jian)設。一方(fang)面,我們做好(hao)機(ji)構建(jian)設工(gong)作,給信(xin)息(xi)(xi)化(hua)管理機(ji)構增加編(bian)制(zhi)、補充人員(yuan)(yuan)(yuan);另一方(fang)面,我們注重(zhong)作好(hao)人員(yuan)(yuan)(yuan)培(pei)訓工(gong)作,為信(xin)息(xi)(xi)化(hua)從業(ye)(ye)人員(yuan)(yuan)(yuan)提供信(xin)息(xi)(xi)技術(shu)和公(gong)司業(ye)(ye)務管理知識的(de)培(pei)訓。同時,在信(xin)息(xi)(xi)化(hua)項目方(fang)案制(zhi)訂和實施過程中(zhong),始終(zhong)堅持“培(pei)訓先(xian)行”,將培(pei)訓工(gong)作作為項目建(jian)設的(de)重(zhong)要組成內容(rong)。

    根(gen)據(ju)國資委提出(chu)的(de)中央企業(ye)信(xin)(xin)息(xi)化工作發展目(mu)標,在(zai)2010年前,圍繞(rao)著信(xin)(xin)息(xi)化基礎設(she)施(shi)、核心(xin)業(ye)務應用系(xi)統(tong)和(he)綜合(he)管理信(xin)(xin)息(xi)系(xi)統(tong)的(de)建設(she),我們還(huan)將做好以下(xia)幾件(jian)事(shi)情:

    1.加(jia)快(kuai)建設(she)包括(kuo)ERP系統在(zai)內的(de)企業(ye)綜合管(guan)理(li)信(xin)(xin)息系統。以管(guan)理(li)信(xin)(xin)息系統為載體將現(xian)代(dai)企業(ye)管(guan)理(li)制度(du)(du)和精(jing)細(xi)化(hua)管(guan)理(li)的(de)思路(lu)及(ji)措(cuo)施(shi)貫徹落(luo)實(shi)到企業(ye)管(guan)理(li)的(de)各環節中(zhong),實(shi)現(xian)提高管(guan)理(li)水平、增強企業(ye)管(guan)控力度(du)(du)的(de)目標。

    2.加(jia)(jia)快煤(mei)炭(tan)生產及貿(mao)易等主營(ying)(ying)業(ye)務信(xin)息系(xi)統的(de)(de)(de)建設和應用。近年來(lai),國內煤(mei)炭(tan)消(xiao)費市場持續(xu)看好(hao),煤(mei)炭(tan)產能不斷增加(jia)(jia)。作為(wei)(wei)將煤(mei)炭(tan)生產和銷售(shou)為(wei)(wei)主營(ying)(ying)業(ye)務之一的(de)(de)(de)企業(ye),我們需未雨綢繆(mou),抓緊時間建設一批主營(ying)(ying)業(ye)務相關的(de)(de)(de)信(xin)息系(xi)統,通(tong)過信(xin)息系(xi)統的(de)(de)(de)應用來(lai)提(ti)高生產效率(lv)、降低單耗(hao)、壓縮成本(ben)并對市場需求的(de)(de)(de)變(bian)化保持敏(min)銳的(de)(de)(de)反應,為(wei)(wei)應對未來(lai)更激烈(lie)的(de)(de)(de)市場競爭(zheng)做好(hao)準(zhun)備(bei)。

    3.制(zhi)(zhi)訂并出臺中(zhong)煤集團(tuan)公司信息(xi)(xi)化(hua)技術(shu)標準和(he)管(guan)理(li)規(gui)(gui)范。信息(xi)(xi)化(hua)技術(shu)標準和(he)管(guan)理(li)規(gui)(gui)范的(de)(de)缺(que)失,是(shi)造(zao)成(cheng)企(qi)業“信息(xi)(xi)孤島”的(de)(de)主要(yao)原因之(zhi)一。因此,結合企(qi)業特點,制(zhi)(zhi)訂相關的(de)(de)信息(xi)(xi)化(hua)技術(shu)標準,不(bu)但是(shi)貫徹國資委要(yao)求,實現按照項(xiang)目間的(de)(de)邏輯關系和(he)優先次序,分步實施的(de)(de)必要(yao)前提,也是(shi)提高信息(xi)(xi)化(hua)投(tou)資回報必由之(zhi)路(lu)。同(tong)時,我們還將總結過去幾年信息(xi)(xi)化(hua)工作經驗,參考投(tou)資和(he)基建類項(xiang)目管(guan)理(li)的(de)(de)成(cheng)功經驗,積極摸索(suo)和(he)完善一套(tao)信息(xi)(xi)化(hua)項(xiang)目特點的(de)(de)項(xiang)目管(guan)理(li)方法(fa)。

    在(zai)國(guo)資委(wei)的(de)(de)領導下,中(zhong)央(yang)企(qi)業近年來的(de)(de)信(xin)(xin)息(xi)(xi)化(hua)工作(zuo)獲得了長足的(de)(de)發展。但對(dui)標(biao)國(guo)內外先(xian)進(jin)(jin)企(qi)業,央(yang)企(qi)信(xin)(xin)息(xi)(xi)化(hua)工作(zuo)仍然任重而道遠。我們將繼續本著“請(qing)進(jin)(jin)來、走(zou)出去”的(de)(de)原則,請(qing)來信(xin)(xin)息(xi)(xi)化(hua)方面的(de)(de)專家深入企(qi)業分(fen)析(xi)問(wen)題,指導建設(she);企(qi)業的(de)(de)信(xin)(xin)息(xi)(xi)化(hua)工作(zuo)者也要走(zou)出去,到信(xin)(xin)息(xi)(xi)化(hua)建設(she)先(xian)進(jin)(jin)單位取(qu)經,共同(tong)把中(zhong)央(yang)企(qi)業的(de)(de)信(xin)(xin)息(xi)(xi)化(hua)建設(she)搞好,滿(man)足中(zhong)央(yang)企(qi)業做大做強的(de)(de)過程中(zhong)對(dui)信(xin)(xin)息(xi)(xi)化(hua)工作(zuo)提出的(de)(de)新要求。
