改(gai)(gai)革(ge)是國(guo)有企(qi)業(ye)增強(qiang)核心功能、提高核心競爭力的(de)(de)重(zhong)要(yao)(yao)舉措(cuo)。在國(guo)企(qi)改(gai)(gai)革(ge)三年(nian)行動成果基礎上(shang),黨(dang)中央(yang)作(zuo)出(chu)(chu)了實施國(guo)企(qi)改(gai)(gai)革(ge)深(shen)化(hua)提升(sheng)行動的(de)(de)重(zhong)大戰略安(an)排(pai)。1月(yue)24日,國(guo)務院國(guo)資委副主任袁野在國(guo)務院新(xin)(xin)聞(wen)辦(ban)舉行的(de)(de)新(xin)(xin)聞(wen)發布會上(shang)就持(chi)續推動國(guo)企(qi)改(gai)(gai)革(ge)走(zou)深(shen)走(zou)實作(zuo)了專門介紹。國(guo)有企(qi)業(ye)改(gai)(gai)革(ge)再深(shen)化(hua),是我國(guo)進一步全面(mian)深(shen)化(hua)改(gai)(gai)革(ge)的(de)(de)重(zhong)要(yao)(yao)組成部分。作(zuo)為黨(dang)執政(zheng)興國(guo)的(de)(de)重(zhong)要(yao)(yao)支(zhi)柱和依(yi)靠力量,中央(yang)企(qi)業(ye)立足新(xin)(xin)時代新(xin)(xin)征程,聚焦高質量發展,拿(na)出(chu)(chu)更(geng)(geng)大的(de)(de)勇氣(qi)、更(geng)(geng)多(duo)的(de)(de)舉措(cuo),大膽實踐(jian)探索,通過改(gai)(gai)革(ge)推動企(qi)業(ye)發展,更(geng)(geng)好發揮科技創新(xin)(xin)、產業(ye)控制(zhi)、安(an)全支(zhi)撐作(zuo)用。
一是聚焦完(wan)善中(zhong)(zhong)國(guo)(guo)(guo)(guo)特色(se)國(guo)(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)現(xian)代公(gong)司(si)治(zhi)(zhi)理深化(hua)(hua)改革。堅持黨(dang)(dang)對國(guo)(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)的(de)(de)(de)領導是重大政(zheng)治(zhi)(zhi)原(yuan)則(ze),必須一以(yi)貫之;建(jian)(jian)立現(xian)代企(qi)(qi)業(ye)(ye)制(zhi)(zhi)度是國(guo)(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)改革的(de)(de)(de)方向(xiang),也必須一以(yi)貫之。近年來,中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)圍繞建(jian)(jian)設中(zhong)(zhong)國(guo)(guo)(guo)(guo)特色(se)現(xian)代企(qi)(qi)業(ye)(ye)制(zhi)(zhi)度開展(zhan)了大量(liang)實踐探索(suo)(suo)。以(yi)中(zhong)(zhong)國(guo)(guo)(guo)(guo)石化(hua)(hua)為例,全面落實“兩個(ge)一以(yi)貫之”,加(jia)快健全權責法(fa)定(ding)(ding)(ding)、權責透明、協(xie)調運轉、有(you)效制(zhi)(zhi)衡(heng)的(de)(de)(de)公(gong)司(si)治(zhi)(zhi)理機制(zhi)(zhi),總部和(he)直(zhi)屬(shu)單位全面制(zhi)(zhi)定(ding)(ding)(ding)“定(ding)(ding)(ding)”和(he)“議(yi)”兩個(ge)清單,積極推進(jin)(jin)董事(shi)會(hui)規(gui)范高效運行,子(zi)企(qi)(qi)業(ye)(ye)董事(shi)會(hui)實現(xian)應(ying)建(jian)(jian)盡建(jian)(jian)和(he)外(wai)部董事(shi)占多數,探索(suo)(suo)解決了企(qi)(qi)業(ye)(ye)黨(dang)(dang)委“定(ding)(ding)(ding)”和(he)“議(yi)”的(de)(de)(de)內容(rong)、不同(tong)類(lei)型企(qi)(qi)業(ye)(ye)的(de)(de)(de)黨(dang)(dang)委前置研(yan)究討論程序、各(ge)治(zhi)(zhi)理主體權責邊界等系(xi)列問題。實踐表(biao)明,進(jin)(jin)一步完(wan)善中(zhong)(zhong)國(guo)(guo)(guo)(guo)特色(se)現(xian)代企(qi)(qi)業(ye)(ye)制(zhi)(zhi)度,關鍵(jian)在于如(ru)何有(you)效地把加(jia)強黨(dang)(dang)的(de)(de)(de)領導和(he)完(wan)善公(gong)司(si)治(zhi)(zhi)理有(you)機統一起來。中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)應(ying)在完(wan)善公(gong)司(si)治(zhi)(zhi)理中(zhong)(zhong)加(jia)強黨(dang)(dang)的(de)(de)(de)領導,把黨(dang)(dang)委前置研(yan)究、董事(shi)會(hui)科學決策、經理層(ceng)高效履職等探索(suo)(suo)性措施固化(hua)(hua)下來,把黨(dang)(dang)的(de)(de)(de)領導融(rong)入公(gong)司(si)治(zhi)(zhi)理各(ge)環節(jie)制(zhi)(zhi)度化(hua)(hua)機制(zhi)(zhi)化(hua)(hua)常態化(hua)(hua),探索(suo)(suo)出一條具有(you)中(zhong)(zhong)國(guo)(guo)(guo)(guo)特色(se)的(de)(de)(de)國(guo)(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)現(xian)代公(gong)司(si)治(zhi)(zhi)理新模式,讓(rang)黨(dang)(dang)的(de)(de)(de)政(zheng)治(zhi)(zhi)優(you)勢、組織優(you)勢、密(mi)切聯系(xi)群眾優(you)勢轉化(hua)(hua)為企(qi)(qi)業(ye)(ye)發(fa)展(zhan)優(you)勢。
二是聚焦增(zeng)強戰(zhan)(zhan)略(lve)(lve)(lve)引領能(neng)(neng)(neng)力(li)深(shen)化(hua)(hua)改革。戰(zhan)(zhan)略(lve)(lve)(lve)決定(ding)方(fang)向(xiang),在企(qi)業(ye)(ye)發(fa)展(zhan)中發(fa)揮綱領性作用。當前(qian),全(quan)球科(ke)技創新(xin)密集活躍,傳統產(chan)業(ye)(ye)加速(su)迭代(dai)升級(ji),新(xin)經濟新(xin)業(ye)(ye)態層出(chu)不(bu)窮,對企(qi)業(ye)(ye)的戰(zhan)(zhan)略(lve)(lve)(lve)引領能(neng)(neng)(neng)力(li)提(ti)出(chu)了(le)新(xin)挑(tiao)戰(zhan)(zhan)。近年來(lai),中央(yang)企(qi)業(ye)(ye)積極(ji)應(ying)對形(xing)勢(shi)(shi)變化(hua)(hua),以(yi)服務(wu)國(guo)(guo)家(jia)戰(zhan)(zhan)略(lve)(lve)(lve)、做強做優做大為(wei)基(ji)點,不(bu)斷調整優化(hua)(hua)自身戰(zhan)(zhan)略(lve)(lve)(lve)。以(yi)石油(you)石化(hua)(hua)領域為(wei)例,能(neng)(neng)(neng)源(yuan)化(hua)(hua)工(gong)行業(ye)(ye)轉型發(fa)展(zhan)已由起步蓄(xu)力(li)期(qi)轉向(xiang)全(quan)面加速(su)期(qi),“雙碳”目標(biao)正在驅動能(neng)(neng)(neng)源(yuan)結構向(xiang)綠色化(hua)(hua)多元化(hua)(hua)轉型,非化(hua)(hua)石能(neng)(neng)(neng)源(yuan)加速(su)崛起,高端石化(hua)(hua)產(chan)品迎來(lai)新(xin)空(kong)間(jian)。面對新(xin)形(xing)勢(shi)(shi)新(xin)變化(hua)(hua),中國(guo)(guo)石化(hua)(hua)提(ti)出(chu)了(le)打(da)造世界(jie)領先潔凈(jing)能(neng)(neng)(neng)源(yuan)化(hua)(hua)工(gong)公司的戰(zhan)(zhan)略(lve)(lve)(lve)目標(biao),明(ming)確了(le)以(yi)能(neng)(neng)(neng)源(yuan)資源(yuan)為(wei)基(ji)礎、以(yi)潔凈(jing)油(you)品和(he)現代(dai)化(hua)(hua)工(gong)為(wei)兩翼、以(yi)新(xin)能(neng)(neng)(neng)源(yuan)新(xin)材料(liao)新(xin)經濟為(wei)重要增(zeng)長(chang)極(ji)的“一基(ji)兩翼三新(xin)”產(chan)業(ye)(ye)格局,為(wei)主動應(ying)對能(neng)(neng)(neng)源(yuan)轉型、保持未(wei)來(lai)競爭優勢(shi)(shi)提(ti)供了(le)戰(zhan)(zhan)略(lve)(lve)(lve)引領。實踐表明(ming),戰(zhan)(zhan)略(lve)(lve)(lve)事關企(qi)業(ye)(ye)發(fa)展(zhan)全(quan)局和(he)長(chang)遠,諾基(ji)亞、柯達等知名企(qi)業(ye)(ye)的衰敗,無一不(bu)與戰(zhan)(zhan)略(lve)(lve)(lve)失(shi)誤相關。中央(yang)企(qi)業(ye)(ye)應(ying)把戰(zhan)(zhan)略(lve)(lve)(lve)引領能(neng)(neng)(neng)力(li)擺在更(geng)加重要的位置,準確把握技術(shu)發(fa)展(zhan)趨(qu)勢(shi)(shi),及(ji)時洞察行業(ye)(ye)發(fa)展(zhan)動態,立足(zu)國(guo)(guo)資央(yang)企(qi)使(shi)命責任,明(ming)確戰(zhan)(zhan)略(lve)(lve)(lve)定(ding)位,做好戰(zhan)(zhan)略(lve)(lve)(lve)選擇,看準方(fang)向(xiang),搶抓機會,在服務(wu)國(guo)(guo)家(jia)戰(zhan)(zhan)略(lve)(lve)(lve)目標(biao)、發(fa)展(zhan)戰(zhan)(zhan)略(lve)(lve)(lve)性新(xin)興產(chan)業(ye)(ye)和(he)未(wei)來(lai)產(chan)業(ye)(ye)等方(fang)面下好“先手棋”,掌握戰(zhan)(zhan)略(lve)(lve)(lve)主動權。
三是(shi)聚(ju)焦增強(qiang)科(ke)技(ji)(ji)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)能力(li)深(shen)化(hua)改革。創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)是(shi)引領(ling)(ling)發(fa)展(zhan)的第(di)一動力(li),我國經濟社會(hui)發(fa)展(zhan)比過(guo)(guo)去任何時候都更加(jia)需要(yao)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)。這就要(yao)求我們用(yong)改革的辦法,通(tong)過(guo)(guo)打造(zao)先(xian)進(jin)的創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)體(ti)系、優(you)化(hua)體(ti)制(zhi)機制(zhi),推動創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)要(yao)素加(jia)速集聚(ju),筑牢企(qi)(qi)業(ye)競爭優(you)勢的內核(he)。近(jin)年來(lai),中(zhong)(zhong)(zhong)(zhong)央(yang)企(qi)(qi)業(ye)發(fa)揮(hui)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)主體(ti)作用(yong),不斷優(you)化(hua)科(ke)技(ji)(ji)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)管(guan)理機制(zhi),積極(ji)整(zheng)合(he)內外部資源(yuan),暢(chang)通(tong)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)鏈(lian)產(chan)業(ye)鏈(lian)。以(yi)中(zhong)(zhong)(zhong)(zhong)國石化(hua)為(wei)例(li),充分(fen)發(fa)揮(hui)自身市場(chang)需求、集成創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)、組(zu)織平(ping)(ping)(ping)臺(tai)優(you)勢,對內以(yi)“十(shi)條(tiao)龍”為(wei)重(zhong)點(dian),集聚(ju)科(ke)研、設計、生產(chan)、設備制(zhi)造(zao)、工(gong)程(cheng)建設和銷售等(deng)全鏈(lian)條(tiao)力(li)量,提升科(ke)技(ji)(ji)成果轉化(hua)效率(lv);對外以(yi)“聯(lian)合(he)體(ti)”為(wei)重(zhong)點(dian),聯(lian)合(he)高校院(yuan)所(suo)、兄弟企(qi)(qi)業(ye),建設跨領(ling)(ling)域、大協作、高強(qiang)度的聯(lian)合(he)攻(gong)關(guan)平(ping)(ping)(ping)臺(tai),比如(ru)聯(lian)合(he)航天科(ke)技(ji)(ji)、中(zhong)(zhong)(zhong)(zhong)國商(shang)飛(fei)、中(zhong)(zhong)(zhong)(zhong)國中(zhong)(zhong)(zhong)(zhong)車等(deng)多家企(qi)(qi)業(ye)、高校和科(ke)研院(yuan)所(suo),組(zu)建碳纖(xian)維(wei)及其(qi)復合(he)材料創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)聯(lian)合(he)平(ping)(ping)(ping)臺(tai),創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)攻(gong)克我國碳纖(xian)維(wei)及其(qi)復合(he)材料領(ling)(ling)域的“卡脖(bo)子”問(wen)題。實踐表明(ming),只有率(lv)先(xian)掌(zhang)握(wo)一個行(xing)業(ye)的核(he)心(xin)技(ji)(ji)術(shu),才能掌(zhang)握(wo)這個行(xing)業(ye)發(fa)展(zhan)的未來(lai),只有牢牢占領(ling)(ling)技(ji)(ji)術(shu)制(zhi)高點(dian),才能夯實履行(xing)使命(ming)責任的基石。作為(wei)國家戰略科(ke)技(ji)(ji)力(li)量的重(zhong)要(yao)組(zu)成部分(fen),中(zhong)(zhong)(zhong)(zhong)央(yang)企(qi)(qi)業(ye)應深(shen)度融入國家創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)體(ti)系,發(fa)揮(hui)科(ke)技(ji)(ji)領(ling)(ling)軍企(qi)(qi)業(ye)作用(yong),不斷深(shen)化(hua)自身管(guan)理創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin),集聚(ju)各(ge)類創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)資源(yuan),調動各(ge)類創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)要(yao)素,促進(jin)產(chan)學研深(shen)度融合(he),以(yi)科(ke)技(ji)(ji)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)引領(ling)(ling)現代化(hua)產(chan)業(ye)體(ti)系建設。
四是(shi)聚焦提(ti)升精(jing)(jing)(jing)(jing)益(yi)(yi)(yi)化(hua)運營(ying)(ying)管(guan)(guan)理(li)(li)(li)能力深(shen)化(hua)改革。質(zhi)量(liang)、效(xiao)率和效(xiao)益(yi)(yi)(yi)是(shi)中(zhong)央(yang)企(qi)(qi)(qi)(qi)業(ye)增強(qiang)核心(xin)功能、提(ti)高核心(xin)競爭力的(de)關鍵。以(yi)(yi)(yi)消除浪費、創造價(jia)值(zhi)為(wei)主要內(nei)容(rong)的(de)精(jing)(jing)(jing)(jing)益(yi)(yi)(yi)管(guan)(guan)理(li)(li)(li)理(li)(li)(li)念,為(wei)國(guo)有(you)企(qi)(qi)(qi)(qi)業(ye)實(shi)(shi)(shi)現(xian)更(geng)高質(zhi)量(liang)、更(geng)高效(xiao)率和更(geng)高效(xiao)益(yi)(yi)(yi)提(ti)供了方(fang)(fang)法路徑。以(yi)(yi)(yi)中(zhong)國(guo)石化(hua)為(wei)例,在生(sheng)(sheng)(sheng)產(chan)中(zhong)構建了全(quan)(quan)(quan)鏈條、全(quan)(quan)(quan)要素、全(quan)(quan)(quan)方(fang)(fang)位(wei)生(sheng)(sheng)(sheng)產(chan)經(jing)營(ying)(ying)優化(hua)工(gong)作體系,系統(tong)開展(zhan)生(sheng)(sheng)(sheng)產(chan)經(jing)營(ying)(ying)計劃優化(hua),打破板塊界限實(shi)(shi)(shi)施上(shang)下游(you)一體化(hua)統(tong)籌,形成(cheng)(cheng)了資源“吃干榨盡”高效(xiao)利用的(de)生(sheng)(sheng)(sheng)產(chan)方(fang)(fang)式;在管(guan)(guan)理(li)(li)(li)中(zhong)以(yi)(yi)(yi)用好“三(san)基(ji)”這個傳家寶(bao)為(wei)抓手(shou),傳承(cheng)發揚“三(san)老四嚴”、精(jing)(jing)(jing)(jing)細嚴謹的(de)石油精(jing)(jing)(jing)(jing)神,通(tong)過狠抓“三(san)項(xiang)建設(she)”“十(shi)項(xiang)制(zhi)度(du)”和“六項(xiang)訓練”,把發展(zhan)戰(zhan)略和降(jiang)本增效(xiao)、防范風險(xian)、安(an)全(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)等(deng)重要舉措落實(shi)(shi)(shi)到基(ji)礎工(gong)作中(zhong),通(tong)過推(tui)進“三(san)基(ji)”工(gong)作規范化(hua)、標(biao)準化(hua)、制(zhi)度(du)化(hua),全(quan)(quan)(quan)面提(ti)升企(qi)(qi)(qi)(qi)業(ye)基(ji)礎管(guan)(guan)理(li)(li)(li)水平。經(jing)過多年(nian)來的(de)積累,精(jing)(jing)(jing)(jing)益(yi)(yi)(yi)理(li)(li)(li)念已(yi)經(jing)融(rong)入到中(zhong)國(guo)石化(hua)各(ge)類生(sheng)(sheng)(sheng)產(chan)經(jing)營(ying)(ying)活動中(zhong),形成(cheng)(cheng)了具有(you)石化(hua)特色的(de)精(jing)(jing)(jing)(jing)益(yi)(yi)(yi)運營(ying)(ying)管(guan)(guan)理(li)(li)(li)模式。實(shi)(shi)(shi)踐表明(ming),實(shi)(shi)(shi)現(xian)精(jing)(jing)(jing)(jing)益(yi)(yi)(yi)化(hua)運營(ying)(ying)管(guan)(guan)理(li)(li)(li)是(shi)國(guo)有(you)企(qi)(qi)(qi)(qi)業(ye)適應(ying)市場(chang)變(bian)化(hua)、提(ti)質(zhi)增效(xiao)、穩健(jian)發展(zhan)的(de)必(bi)然選擇。中(zhong)央(yang)企(qi)(qi)(qi)(qi)業(ye)應(ying)圍繞打造精(jing)(jing)(jing)(jing)益(yi)(yi)(yi)化(hua)發展(zhan)方(fang)(fang)式,將精(jing)(jing)(jing)(jing)益(yi)(yi)(yi)理(li)(li)(li)念貫穿企(qi)(qi)(qi)(qi)業(ye)經(jing)營(ying)(ying)管(guan)(guan)理(li)(li)(li)全(quan)(quan)(quan)過程,以(yi)(yi)(yi)數(shu)字化(hua)轉型和智能化(hua)升級為(wei)支(zhi)撐(cheng),實(shi)(shi)(shi)施精(jing)(jing)(jing)(jing)益(yi)(yi)(yi)生(sheng)(sheng)(sheng)產(chan)、精(jing)(jing)(jing)(jing)益(yi)(yi)(yi)供應(ying)、精(jing)(jing)(jing)(jing)益(yi)(yi)(yi)銷售(shou)和精(jing)(jing)(jing)(jing)益(yi)(yi)(yi)管(guan)(guan)理(li)(li)(li),推(tui)進全(quan)(quan)(quan)產(chan)業(ye)鏈、全(quan)(quan)(quan)價(jia)值(zhi)鏈的(de)精(jing)(jing)(jing)(jing)益(yi)(yi)(yi)化(hua),確保(bao)企(qi)(qi)(qi)(qi)業(ye)各(ge)類資源和活動有(you)效(xiao)支(zhi)持企(qi)(qi)(qi)(qi)業(ye)的(de)價(jia)值(zhi)創造,實(shi)(shi)(shi)現(xian)有(you)質(zhi)量(liang)、有(you)效(xiao)率、有(you)效(xiao)益(yi)(yi)(yi)的(de)高質(zhi)量(liang)增長(chang)。
