近年(nian)來,貴州(zhou)省國(guo)資委全(quan)力實(shi)施國(guo)企(qi)改(gai)革三(san)年(nian)行動,緊(jin)緊(jin)扭住經(jing)理層成員任(ren)期(qi)制(zhi)和(he)契約化管(guan)理這(zhe)個“牛鼻子”,目前,貴州(zhou)納入(ru)國(guo)務院國(guo)有企(qi)業改(gai)革領導小組(zu)辦(ban)公室評估范圍的17戶企(qi)業集團(tuan)及各級子公司經(jing)理層成員已(yi)全(quan)面(mian)實(shi)現任(ren)期(qi)制(zhi)和(he)契約化管(guan)理,有力激(ji)發了(le)國(guo)有企(qi)業活力和(he)效率,推動國(guo)有企(qi)業高(gao)質量(liang)發展。今(jin)年(nian)1-5月,貴州(zhou)省國(guo)資委監管(guan)的23戶控股企(qi)業營業收入(ru)、利潤總額(e)、勞動生產總值及稅金累計分(fen)別(bie)實(shi)現1778.4億元(yuan)、429.3億元(yuan)、814.6億元(yuan)、328.1億元(yuan),同比分(fen)別(bie)增長17.4%、27.9%、25.0%、32.8%。
認真學習領會政策(ce),著力在(zai)“轉(zhuan)化”上做文(wen)章。印(yin)發《貴州(zhou)省(sheng)國資委監管(guan)(guan)企業推(tui)行(xing)經(jing)理(li)(li)(li)層成員任期(qi)(qi)制(zhi)和契約化管(guan)(guan)理(li)(li)(li)操(cao)作(zuo)(zuo)(zuo)指(zhi)引(試行(xing))》,全面落(luo)實上級規定的(de)(de)各項基(ji)本要(yao)求,目前簽(qian)訂(ding)的(de)(de)有關(guan)契約文(wen)本均裝入或體現(xian)了核(he)心(xin)(xin)條(tiao)款(kuan)內(nei)容(rong)。印(yin)發了《進一步(bu)推(tui)動監管(guan)(guan)企業加(jia)強董(dong)事會建(jian)設(she)落(luo)實董(dong)事會職權、推(tui)行(xing)經(jing)理(li)(li)(li)層成員任期(qi)(qi)制(zhi)和契約化管(guan)(guan)理(li)(li)(li)操(cao)作(zuo)(zuo)(zuo)要(yao)點(dian)》,對任期(qi)(qi)起止時(shi)間(jian)、雙方權責義務(wu)、計分規則、薪(xin)酬待遇等重點(dian)環節(jie)和核(he)心(xin)(xin)條(tiao)款(kuan)作(zuo)(zuo)(zuo)出進一步(bu)細化明確,及(ji)時(shi)回應(ying)和解答了企業在(zai)推(tui)進相關(guan)工(gong)作(zuo)(zuo)(zuo)中遇到的(de)(de)易錯易混易犯問題(ti)。印(yin)發了《貴州(zhou)省(sheng)國資委關(guan)于進一步(bu)做好經(jing)理(li)(li)(li)層成員任期(qi)(qi)制(zhi)和契約化管(guan)(guan)理(li)(li)(li)工(gong)作(zuo)(zuo)(zuo)的(de)(de)補(bu)充(chong)通(tong)知(zhi)》,對貫徹落(luo)實工(gong)作(zuo)(zuo)(zuo)提(ti)出要(yao)求、作(zuo)(zuo)(zuo)出安排(pai),要(yao)求各企業及(ji)時(shi)進行(xing)修訂(ding)完善或簽(qian)訂(ding)補(bu)充(chong)文(wen)本,確保(bao)有關(guan)契約文(wen)本全面符合(he)國企改(gai)辦發〔2022〕6號文(wen)件規定的(de)(de)基(ji)本要(yao)求。
盯(ding)緊盯(ding)牢重點環節(jie),著(zhu)力在(zai)(zai)“深化”上下(xia)(xia)功夫。突(tu)出(chu)董(dong)事會(hui)作(zuo)(zuo)(zuo)用(yong)發揮(hui),結合董(dong)事會(hui)的(de)(de)地位作(zuo)(zuo)(zuo)用(yong),對簽約雙方中由誰作(zuo)(zuo)(zuo)為甲方授權代表(biao)問題進行(xing)明(ming)確。突(tu)出(chu)董(dong)事會(hui)對經(jing)(jing)(jing)理(li)(li)層(ceng)(ceng)(ceng)成(cheng)員的(de)(de)經(jing)(jing)(jing)營業績(ji)(ji)考(kao)核(he),指導企(qi)業根據崗位職責(ze)(ze)和(he)(he)分工設置經(jing)(jing)(jing)理(li)(li)層(ceng)(ceng)(ceng)成(cheng)員的(de)(de)共性(xing)(xing)指標(biao)和(he)(he)個性(xing)(xing)指標(biao),兼顧股東下(xia)(xia)達的(de)(de)經(jing)(jing)(jing)營業績(ji)(ji)指標(biao),盡量(liang)不體現(xian)黨建、黨風廉政建設等與經(jing)(jing)(jing)營業績(ji)(ji)指標(biao)無關的(de)(de)內容。層(ceng)(ceng)(ceng)層(ceng)(ceng)(ceng)壓(ya)緊壓(ya)實(shi)責(ze)(ze)任(ren),貴州省(sheng)國資委負(fu)責(ze)(ze)指導督導集團(tuan)公司(si),各企(qi)業集團(tuan)負(fu)責(ze)(ze)審核(he)把關下(xia)(xia)級子(zi)企(qi)業,確保在(zai)(zai)全省(sheng)國有(you)企(qi)業及下(xia)(xia)級子(zi)企(qi)業全面(mian)推(tui)行(xing)經(jing)(jing)(jing)理(li)(li)層(ceng)(ceng)(ceng)成(cheng)員任(ren)期制和(he)(he)契約化管理(li)(li)工作(zuo)(zuo)(zuo),同(tong)時提升(sheng)和(he)(he)保障(zhang)了契約文本(ben)的(de)(de)科學性(xing)(xing)、規范性(xing)(xing)。
全面(mian)(mian)(mian)開展(zhan)督(du)導(dao)指(zhi)(zhi)導(dao),著力在“細化(hua)”上出(chu)實招。緊盯改(gai)革(ge)任(ren)(ren)務深(shen)督(du),對(dui)重(zhong)大問(wen)(wen)題(ti)(ti)把(ba)脈(mo)指(zhi)(zhi)導(dao),對(dui)難(nan)點(dian)問(wen)(wen)題(ti)(ti)協調(diao)調(diao)度(du),對(dui)共(gong)性(xing)問(wen)(wen)題(ti)(ti)統籌解決(jue)。4月13日(ri)至5月13日(ri),用時(shi)一(yi)個月全面(mian)(mian)(mian)完(wan)成(cheng)23戶(hu)(hu)控股企(qi)(qi)業(ye)(ye)(ye)(ye)集(ji)團到各級子企(qi)(qi)業(ye)(ye)(ye)(ye)穿透式實地督(du)查,指(zhi)(zhi)出(chu)任(ren)(ren)期制和契(qi)約化(hua)管理中(zhong)存在的(de)突出(chu)問(wen)(wen)題(ti)(ti)67個,已形成(cheng)書面(mian)(mian)(mian)意見分別(bie)反饋有關企(qi)(qi)業(ye)(ye)(ye)(ye)抓好(hao)整改(gai)。聚焦重(zhong)點(dian)難(nan)點(dian)問(wen)(wen)題(ti)(ti)真督(du),一(yi)個問(wen)(wen)題(ti)(ti)一(yi)個問(wen)(wen)題(ti)(ti)跟進解決(jue),一(yi)個節(jie)點(dian)一(yi)個節(jie)點(dian)扎實推(tui)進,一(yi)個企(qi)(qi)業(ye)(ye)(ye)(ye)一(yi)個企(qi)(qi)業(ye)(ye)(ye)(ye)嚴格(ge)把(ba)關。5月下旬至6月初,完(wan)成(cheng)23戶(hu)(hu)控股企(qi)(qi)業(ye)(ye)(ye)(ye)集(ji)團層(ceng)面(mian)(mian)(mian)簽訂的(de)345個契(qi)約文本(ben)的(de)審核(he)工(gong)(gong)作,提出(chu)審核(he)意見156條,已形成(cheng)書面(mian)(mian)(mian)意見逐一(yi)反饋有關企(qi)(qi)業(ye)(ye)(ye)(ye)抓好(hao)完(wan)善。目前,各企(qi)(qi)業(ye)(ye)(ye)(ye)已全部完(wan)成(cheng)集(ji)團層(ceng)面(mian)(mian)(mian)簽訂的(de)契(qi)約文本(ben)報備(bei)工(gong)(gong)作。突出(chu)點(dian)面(mian)(mian)(mian)結(jie)合實督(du),全面(mian)(mian)(mian)梳(shu)理企(qi)(qi)業(ye)(ye)(ye)(ye)包括推(tui)行經理層(ceng)成(cheng)員任(ren)(ren)期制和契(qi)約化(hua)管理等重(zhong)點(dian)改(gai)革(ge)任(ren)(ren)務完(wan)成(cheng)情(qing)況(kuang),明確2名工(gong)(gong)作人員逐戶(hu)(hu)與企(qi)(qi)業(ye)(ye)(ye)(ye)通過電話進行溝通了(le)解,掌握各項改(gai)革(ge)任(ren)(ren)務完(wan)成(cheng)情(qing)況(kuang),對(dui)工(gong)(gong)作進度(du)較慢、工(gong)(gong)作質(zhi)量不高的(de)2戶(hu)(hu)企(qi)(qi)業(ye)(ye)(ye)(ye)分別(bie)進行了(le)約談(tan),督(du)促加快進度(du)推(tui)進,確保按時(shi)高質(zhi)量完(wan)成(cheng)。
狠(hen)抓成(cheng)(cheng)果運(yun)用(yong),著力(li)(li)在“實化(hua)”上(shang)(shang)見成(cheng)(cheng)效(xiao)。堅持差(cha)異化(hua)推(tui)行(xing),除落(luo)實上(shang)(shang)級硬性(xing)要求(qiu)外,結合實際將備案職務人(ren)(ren)員(yuan)(yuan)、職業(ye)經(jing)理(li)人(ren)(ren)等(deng)高級管理(li)人(ren)(ren)員(yuan)(yuan)納(na)入簽(qian)約范(fan)圍,同(tong)時(shi)研(yan)究制定(ding)了(le)適當(dang)拉開不同(tong)經(jing)理(li)層成(cheng)(cheng)員(yuan)(yuan)之間(jian)收入差(cha)距的(de)標準。注重實際效(xiao)果,實事求(qiu)是(shi)發現問(wen)題(ti)(ti),盯(ding)(ding)死盯(ding)(ding)牢每個問(wen)題(ti)(ti),千方百(bai)計解(jie)決問(wen)題(ti)(ti),力(li)(li)爭(zheng)產生一批(pi)標志(zhi)性(xing)的(de)成(cheng)(cheng)果。目前,各企(qi)業(ye)對標同(tong)行(xing)業(ye)確定(ding)標準和措(cuo)施,破解(jie)了(le)一批(pi)阻(zu)(zu)礙高質量(liang)發展的(de)瓶頸和難題(ti)(ti),打通了(le)前行(xing)的(de)阻(zu)(zu)點。通過大(da)力(li)(li)推(tui)行(xing)經(jing)理(li)層成(cheng)(cheng)員(yuan)(yuan)任(ren)期制和契約化(hua)管理(li),目前各企(qi)業(ye)建立(li)了(le)更加(jia)成(cheng)(cheng)熟定(ding)型的(de)薪酬管理(li)、經(jing)營業(ye)績考核制度,有效(xiao)提升了(le)治理(li)能力(li)(li)和治理(li)效(xiao)能。
