堅持黨建引領 為高質量發展把航定向
推動黨建工作(zuo)總體要(yao)求(qiu)(qiu)進章程(cheng)。貫(guan)徹落實(shi)習近平總書記關于國有企業“兩個一以(yi)貫(guan)之”要(yao)求(qiu)(qiu),充分發揮公(gong)(gong)司黨委“把(ba)方向、管大局、促落實(shi)”的領(ling)導作(zuo)用,將黨委領(ling)導作(zuo)用寫入公(gong)(gong)司章程(cheng),把(ba)黨的領(ling)導融入公(gong)(gong)司治理各環節(jie),實(shi)現制(zhi)度化(hua)、規(gui)范化(hua)、程(cheng)序化(hua)。
嚴格執行黨(dang)(dang)委會前(qian)(qian)置程序要求。制(zhi)定《中核控制(zhi)黨(dang)(dang)委前(qian)(qian)置研究討論重大經營管(guan)理事項清單》,明確黨(dang)(dang)委在董(dong)事會、經理層決定公(gong)(gong)司重大問題(ti)的前(qian)(qian)置程序和把關作(zuo)用(yong),把加強黨(dang)(dang)的領導和完(wan)善公(gong)(gong)司治(zhi)理統一起來。
落實全面從嚴治黨主(zhu)體(ti)責(ze)(ze)任(ren)。開展黨建責(ze)(ze)任(ren)制考核,按(an)照黨建工作與生(sheng)產經(jing)營工作同部署、同考核、同獎(jiang)(jiang)懲的原則(ze),將(jiang)黨建工作績效(xiao)考核評價結果(guo)納入年度(du)總體(ti)績效(xiao)指標,與年終績效(xiao)獎(jiang)(jiang)金掛鉤(gou)。
激勵干(gan)部(bu)擔當(dang)作為。制定《中核控制領導干(gan)部(bu)擔當(dang)作為容(rong)錯(cuo)糾(jiu)錯(cuo)清(qing)單》,營造勇于改革、敢于創新、允許試(shi)錯(cuo)、合理容(rong)錯(cuo)的良(liang)好環境,進一步(bu)激發(fa)公司(si)領導干(gan)部(bu)銳意(yi)進取、干(gan)事創業(ye)的激情和活(huo)力,樹立(li)擔當(dang)作為盡職免(mian)責的鮮明導向。
開展股權多元化 搶抓核儀控新發展機遇
堅決落實(shi)中核集(ji)(ji)團(tuan)DCS產(chan)業(ye)整合戰略部署,圍繞(rao)“打(da)造中核集(ji)(ji)團(tuan)統(tong)一、先進(jin)、自(zi)主知識產(chan)權的(de)全(quan)廠DCS業(ye)務平臺和(he)產(chan)業(ye)能(neng)力(li)(li)”的(de)目標(biao),開展DCS產(chan)業(ye)整合,實(shi)施股權多(duo)元(yuan)(yuan)化改革。2020年采取“股權轉讓+龍(long)鱗增資(zi)(zi)(zi)”方式,引入核動力(li)(li)院作(zuo)為戰略投資(zi)(zi)(zi)者,注冊(ce)資(zi)(zi)(zi)本由2.53億元(yuan)(yuan)增加至3.98億元(yuan)(yuan),實(shi)現股權關(guan)系與管理關(guan)系統(tong)一,公司股權和(he)治理結構進(jin)一步優化。依托核動力(li)(li)院豐富(fu)的(de)核動力(li)(li)設計及研發能(neng)力(li)(li),大力(li)(li)推進(jin)科(ke)技自(zi)立自(zi)強,不(bu)僅成功打(da)造了中核集(ji)(ji)團(tuan)自(zi)主知識產(chan)權的(de)全(quan)廠DCS系統(tong)“龍(long)鱗+NicSys?2000”戰略產(chan)品,還不(bu)斷聚集(ji)(ji)優勢資(zi)(zi)(zi)源,協同產(chan)業(ye)鏈上(shang)下游,形成了一流的(de)儀控技術工程(cheng)能(neng)力(li)(li),核心能(neng)力(li)(li)逐步跟上(shang)集(ji)(ji)團(tuan)公司要求。
強化頂層設計 打造企業高效運行支撐力
建(jian)立以公(gong)(gong)(gong)(gong)司章程為核(he)心的(de)企業制(zhi)(zhi)(zhi)度(du)(du)體(ti)系(xi)。充分發揮公(gong)(gong)(gong)(gong)司章程在(zai)企業治理中(zhong)的(de)基礎作(zuo)用,依(yi)據公(gong)(gong)(gong)(gong)司法及公(gong)(gong)(gong)(gong)司章程相關規(gui)定(ding),健全了保證公(gong)(gong)(gong)(gong)司正(zheng)常生產運行(xing)所(suo)需的(de)制(zhi)(zhi)(zhi)度(du)(du)體(ti)系(xi)。完善《中(zhong)核(he)控(kong)(kong)制(zhi)(zhi)(zhi)董(dong)事會議事規(gui)則》《中(zhong)核(he)控(kong)(kong)制(zhi)(zhi)(zhi)貫徹(che)落實“三(san)重(zhong)一(yi)大”決策制(zhi)(zhi)(zhi)度(du)(du)管理規(gui)定(ding)》《中(zhong)核(he)控(kong)(kong)制(zhi)(zhi)(zhi)董(dong)事會授(shou)權管理規(gui)定(ding)》《中(zhong)核(he)控(kong)(kong)制(zhi)(zhi)(zhi)公(gong)(gong)(gong)(gong)司黨(dang)委會議事規(gui)則》《中(zhong)核(he)控(kong)(kong)制(zhi)(zhi)(zhi)總經理辦公(gong)(gong)(gong)(gong)會議事規(gui)則》等(deng)制(zhi)(zhi)(zhi)度(du)(du),明確“四(si)會一(yi)層”運作(zuo)機制(zhi)(zhi)(zhi)、權責(ze)界面、職責(ze)權限,理順出資人職責(ze)、規(gui)范董(dong)事會建(jian)設(she)、激發經理層活力(li)。
完善(shan)董(dong)事會(hui)(hui)(hui)建設。實現外部(bu)董(dong)事占多數,現有董(dong)事會(hui)(hui)(hui)成員(yuan)7人,其中外部(bu)董(dong)事5人。設立4個董(dong)事會(hui)(hui)(hui)專(zhuan)門委(wei)員(yuan)會(hui)(hui)(hui),包括提(ti)名委(wei)員(yuan)會(hui)(hui)(hui)、戰略與(yu)投資委(wei)員(yuan)會(hui)(hui)(hui)、審計與(yu)風險管理委(wei)員(yuan)會(hui)(hui)(hui)、薪(xin)酬與(yu)考核委(wei)員(yuan)會(hui)(hui)(hui),進一步提(ti)高董(dong)事會(hui)(hui)(hui)決策的科學性和專(zhuan)業性。
貫徹落(luo)實(shi)董(dong)事會(hui)職(zhi)權(quan)。承接上(shang)級單位向董(dong)事會(hui)全(quan)面(mian)系統授(shou)權(quan),將董(dong)事會(hui)對公(gong)司(si)的(de)中長期發(fa)展決策權(quan)、經(jing)理(li)(li)層成員業績考核(he)和薪酬分配權(quan)、重大財務事項管理(li)(li)權(quan)等(deng)職(zhi)權(quan)落(luo)實(shi)到位。強化董(dong)事會(hui)對經(jing)理(li)(li)層授(shou)權(quan),建立市(shi)場化決策機制(zhi)。制(zhi)定權(quan)力清單76條,2021年經(jing)理(li)(li)層在授(shou)權(quan)清單范圍內審(shen)議(yi)事項24項,涉及公(gong)司(si)專項規劃制(zhi)定、年度經(jing)營計劃、自主(zhu)立項科研投資等(deng)。
深化三項制度改革 為公司高質量發展集聚活力源泉
建立科學的(de)(de)干(gan)部(bu)考(kao)核(he)評價(jia)機制(zhi),實現(xian)干(gan)部(bu)的(de)(de)能上能下。推行管理(li)人(ren)員(yuan)競(jing)爭上崗(gang),營(ying)造公(gong)開公(gong)平(ping)的(de)(de)選人(ren)用人(ren)氛圍,增(zeng)強干(gan)部(bu)隊伍活力,2021年(nian)開展2個(ge)(ge)公(gong)司助理(li)級(ji)干(gan)部(bu)以及8個(ge)(ge)公(gong)司中層干(gan)部(bu)的(de)(de)競(jing)爭性選拔工(gong)(gong)作(zuo),管理(li)人(ren)員(yuan)競(jing)爭上崗(gang)比例達(da)40%。建立完備的(de)(de)干(gan)部(bu)管理(li)體系,強化干(gan)部(bu)管理(li)和(he)(he)干(gan)部(bu)考(kao)核(he)工(gong)(gong)作(zuo),構建考(kao)核(he)強制(zhi)分布、末位(wei)調整和(he)(he)不(bu)勝任(ren)退出的(de)(de)考(kao)核(he)機制(zhi),2021年(nian)管理(li)人(ren)員(yuan)退出3人(ren)。
健(jian)全員(yuan)工(gong)(gong)(gong)(gong)能(neng)進(jin)能(neng)出機制,開展市(shi)(shi)場(chang)化(hua)(hua)(hua)人才(cai)引(yin)(yin)進(jin)。建立高風險(xian)崗(gang)(gang)(gang)(gang)位輪崗(gang)(gang)(gang)(gang)、離(li)崗(gang)(gang)(gang)(gang)再培訓制度,通(tong)過(guo)強(qiang)化(hua)(hua)(hua)員(yuan)工(gong)(gong)(gong)(gong)業績考(kao)核(he),以(yi)考(kao)核(he)結果為基準,推動工(gong)(gong)(gong)(gong)作(zuo)(zuo)意愿不(bu)強(qiang)、能(neng)力素(su)質不(bu)達標的低效員(yuan)工(gong)(gong)(gong)(gong)流動轉崗(gang)(gang)(gang)(gang)或退(tui)出崗(gang)(gang)(gang)(gang)位。2020年(nian)完(wan)成離(li)崗(gang)(gang)(gang)(gang)再培訓6人,2021年(nian)完(wan)成離(li)崗(gang)(gang)(gang)(gang)再培訓7人。加強(qiang)用工(gong)(gong)(gong)(gong)入(ru)口管理,新招聘員(yuan)工(gong)(gong)(gong)(gong)試用期考(kao)核(he)100%全覆蓋,對不(bu)能(neng)勝任者(zhe)堅決予以(yi)辭退(tui),三(san)年(nian)來員(yuan)工(gong)(gong)(gong)(gong)市(shi)(shi)場(chang)化(hua)(hua)(hua)退(tui)出共20人。開展定崗(gang)(gang)(gang)(gang)定編工(gong)(gong)(gong)(gong)作(zuo)(zuo),降低公司運營成本,提(ti)高組織(zhi)效率。同(tong)時,采用多樣化(hua)(hua)(hua)用工(gong)(gong)(gong)(gong)、多渠道引(yin)(yin)進(jin)的方式,通(tong)過(guo)顧問咨詢、項目合(he)作(zuo)(zuo)、兼(jian)職等柔性引(yin)(yin)智方式進(jin)行人才(cai)引(yin)(yin)進(jin)。
充分發(fa)揮(hui)高(gao)端人才引領發(fa)展作用(yong),創(chuang)新實(shi)踐(jian)關鍵(jian)(jian)人才個性化(hua)培(pei)(pei)養。2019-2022年(nian),加強公(gong)司(si)科(ke)技人才培(pei)(pei)養和(he)建(jian)設,累計(ji)評選產(chan)生(sheng)1位(wei)首席專家、11位(wei)學科(ke)帶頭(tou)人、2位(wei)技術能手,在(zai)(zai)數字化(hua)控制(zhi)系(xi)統(tong)、專用(yong)儀控系(xi)統(tong)、核(he)儀器(qi)儀表、產(chan)品硬件設計(ji)、控制(zhi)系(xi)統(tong)設計(ji)、核(he)輻射探測儀器(qi)生(sheng)產(chan)、整機裝接等學科(ke)領域創(chuang)新攻關發(fa)揮(hui)“頭(tou)雁效應”。創(chuang)新實(shi)踐(jian)“融智計(ji)劃”干部、人才個性化(hua)培(pei)(pei)養,“融智計(ji)劃”以162位(wei)公(gong)司(si)關鍵(jian)(jian)崗位(wei)人才為培(pei)(pei)養對象,通過一(yi)對一(yi)導師深(shen)度輔導、定制(zhi)化(hua)能力素質測評以及包括項目鍛煉、集(ji)中(zhong)培(pei)(pei)訓(xun)在(zai)(zai)內的數十種培(pei)(pei)養方式/資源,全面打造公(gong)司(si)系(xi)統(tong)、長(chang)效的自培(pei)(pei)養機制(zhi),持續輸出(chu)符合公(gong)司(si)戰略發(fa)展需要的一(yi)流人才隊(dui)伍(wu)。

優(you)化(hua)薪酬(chou)(chou)(chou)管(guan)理(li)體系(xi),實現員(yuan)(yuan)工(gong)(gong)(gong)收入能(neng)增(zeng)能(neng)減。構(gou)建“薪酬(chou)(chou)(chou)、績(ji)(ji)效(xiao)(xiao)、任(ren)職資(zi)格(ge)”三位(wei)一體的(de)薪酬(chou)(chou)(chou)管(guan)理(li)模式,將(jiang)(jiang)薪酬(chou)(chou)(chou)分配與崗位(wei)價值(zhi)掛鉤(gou)(gou)、與績(ji)(ji)效(xiao)(xiao)考(kao)(kao)核(he)聯動(dong)。通(tong)過(guo)任(ren)職資(zi)格(ge)管(guan)理(li),打(da)通(tong)員(yuan)(yuan)工(gong)(gong)(gong)職業化(hua)發展通(tong)道,將(jiang)(jiang)任(ren)職資(zi)格(ge)與薪酬(chou)(chou)(chou)、績(ji)(ji)效(xiao)(xiao)管(guan)理(li)有效(xiao)(xiao)掛鉤(gou)(gou),采(cai)用績(ji)(ji)效(xiao)(xiao)導向的(de)增(zeng)量積(ji)分方式,實現員(yuan)(yuan)工(gong)(gong)(gong)職級(ji)的(de)動(dong)態(tai)調(diao)(diao)(diao)整(zheng)。打(da)造全(quan)員(yuan)(yuan)績(ji)(ji)效(xiao)(xiao)文(wen)化(hua),績(ji)(ji)效(xiao)(xiao)考(kao)(kao)核(he)覆(fu)蓋率達到100%,浮動(dong)工(gong)(gong)(gong)資(zi)占比超過(guo)80%,員(yuan)(yuan)工(gong)(gong)(gong)績(ji)(ji)效(xiao)(xiao)考(kao)(kao)核(he)等(deng)級(ji)實行強制(zhi)分布(bu),年(nian)度考(kao)(kao)核(he)等(deng)級(ji)為A的(de)員(yuan)(yuan)工(gong)(gong)(gong)不超過(guo)10%。積(ji)極探(tan)索推(tui)進(jin)工(gong)(gong)(gong)資(zi)總額備案制(zhi)管(guan)理(li),進(jin)一步完善工(gong)(gong)(gong)資(zi)總額與經濟效(xiao)(xiao)益(yi)掛鉤(gou)(gou)增(zeng)長機制(zhi),合理(li)確定工(gong)(gong)(gong)資(zi)增(zeng)長幅度,以(yi)勞(lao)動(dong)生產(chan)率指(zhi)標等(deng)為約束項建立健全(quan)人(ren)工(gong)(gong)(gong)成本效(xiao)(xiao)率調(diao)(diao)(diao)節機制(zhi),逐步構(gou)建由工(gong)(gong)(gong)資(zi)效(xiao)(xiao)益(yi)聯動(dong)、效(xiao)(xiao)率對標調(diao)(diao)(diao)節和工(gong)(gong)(gong)資(zi)水平調(diao)(diao)(diao)控等(deng)共(gong)同組成、協調(diao)(diao)(diao)運轉的(de)工(gong)(gong)(gong)資(zi)總額決定機制(zhi)。通(tong)過(guo)構(gou)建科學(xue)有效(xiao)(xiao)的(de)薪酬(chou)(chou)(chou)分配體系(xi),實現精準激勵,工(gong)(gong)(gong)資(zi)總額調(diao)(diao)(diao)控能(neng)增(zeng)能(neng)減,員(yuan)(yuan)工(gong)(gong)(gong)收入能(neng)高能(neng)低。
2022年(nian)是國企改革三年(nian)行動決(jue)戰決(jue)勝(sheng)之(zhi)年(nian),中核控制堅決(jue)落實(shi)集團公司、核動力(li)院的有關要(yao)求,以更(geng)高(gao)政治站位、更(geng)實(shi)工作舉措(cuo),勠力(li)同心、攻堅克難(nan),推動改革任務落地(di)見效(xiao),確保(bao)“雙百(bai)行動”高(gao)質量收官,取得(de)經得(de)起歷史和時(shi)間檢驗的改革實(shi)效(xiao),以實(shi)際行動迎(ying)接(jie)黨的二(er)十大勝(sheng)利召開!
