國有(you)資產監管大(da)格(ge)局的指導意見
為深入貫徹落實(shi)(shi)黨的(de)十八大和(he)十八屆三中全(quan)會精神,進一步完善全(quan)區國(guo)(guo)(guo)有(you)(you)(you)資產(chan)(chan)監(jian)(jian)(jian)(jian)管(guan)體制(zhi),提高全(quan)區國(guo)(guo)(guo)有(you)(you)(you)資產(chan)(chan)監(jian)(jian)(jian)(jian)管(guan)水平,根(gen)據《中華人民共和(he)國(guo)(guo)(guo)企(qi)(qi)業(ye)國(guo)(guo)(guo)有(you)(you)(you)資產(chan)(chan)法(fa)》、《企(qi)(qi)業(ye)國(guo)(guo)(guo)有(you)(you)(you)資產(chan)(chan)監(jian)(jian)(jian)(jian)督(du)管(guan)理暫(zan)行條例》、《地方(fang)國(guo)(guo)(guo)有(you)(you)(you)資產(chan)(chan)監(jian)(jian)(jian)(jian)管(guan)工(gong)作指(zhi)導監(jian)(jian)(jian)(jian)督(du)辦法(fa)》(國(guo)(guo)(guo)務院國(guo)(guo)(guo)資委令第25號)等法(fa)律法(fa)規,結合(he)實(shi)(shi)際,現就(jiu)加(jia)(jia)強市(shi)、縣(市(shi)、區,以下簡(jian)稱縣)國(guo)(guo)(guo)有(you)(you)(you)資產(chan)(chan)監(jian)(jian)(jian)(jian)管(guan)工(gong)作、加(jia)(jia)快構建全(quan)區國(guo)(guo)(guo)有(you)(you)(you)資產(chan)(chan)監(jian)(jian)(jian)(jian)管(guan)大格(ge)局,提出如下指(zhi)導意見。
一、重要意義
市、縣(xian)(xian)(xian)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)工(gong)(gong)作(zuo)是全(quan)區國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)工(gong)(gong)作(zuo)的(de)(de)重要組成部(bu)分。經過多年(nian)的(de)(de)改革(ge)發展,全(quan)區市、縣(xian)(xian)(xian)兩(liang)級(ji)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)體制(zhi)機制(zhi)不(bu)斷(duan)完(wan)(wan)善(shan),國(guo)(guo)(guo)(guo)有(you)(you)經濟(ji)(ji)布局結構不(bu)斷(duan)優化,國(guo)(guo)(guo)(guo)有(you)(you)企(qi)業(ye)(ye)規模質量(liang)不(bu)斷(duan)提升,市、縣(xian)(xian)(xian)兩(liang)級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)(guo)(guo)企(qi)成為推(tui)動(dong)本地區經濟(ji)(ji)社會發展的(de)(de)骨干(gan)力(li)量(liang)。但(dan)是,部(bu)分市、縣(xian)(xian)(xian)面臨著國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)體制(zhi)不(bu)夠完(wan)(wan)善(shan)、履行(xing)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)出資(zi)(zi)(zi)人職責不(bu)夠到(dao)位(wei)、國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)工(gong)(gong)作(zuo)進展不(bu)夠平衡、企(qi)業(ye)(ye)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)基礎性管(guan)(guan)理工(gong)(gong)作(zuo)與(yu)形勢任務要求不(bu)適(shi)應,以及國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)機構與(yu)有(you)(you)關部(bu)門的(de)(de)關系尚未(wei)(wei)完(wan)(wan)全(quan)理順、縣(xian)(xian)(xian)級(ji)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)出資(zi)(zi)(zi)人制(zhi)度尚未(wei)(wei)完(wan)(wan)全(quan)落實、各級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)聯合互動(dong)的(de)(de)工(gong)(gong)作(zuo)機制(zhi)尚未(wei)(wei)真正建立等亟待(dai)解決的(de)(de)問(wen)題,影響國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)工(gong)(gong)作(zuo)和國(guo)(guo)(guo)(guo)有(you)(you)企(qi)業(ye)(ye)改革(ge)的(de)(de)深入(ru)推(tui)進,需要引起高度重視。
上級國(guo)(guo)有(you)資(zi)(zi)產監(jian)(jian)(jian)(jian)管(guan)機構(gou)對下級政府國(guo)(guo)有(you)資(zi)(zi)產監(jian)(jian)(jian)(jian)管(guan)工作進行指(zhi)導(dao)監(jian)(jian)(jian)(jian)督,是(shi)維護國(guo)(guo)有(you)資(zi)(zi)產“國(guo)(guo)家(jia)所有(you)、分(fen)級代表”的(de)一項重要制度(du)安排。加(jia)(jia)(jia)強指(zhi)導(dao)監(jian)(jian)(jian)(jian)督工作,是(shi)加(jia)(jia)(jia)快(kuai)(kuai)完(wan)善國(guo)(guo)有(you)資(zi)(zi)產監(jian)(jian)(jian)(jian)管(guan)體制和制度(du)的(de)內(nei)在要求,也(ye)是(shi)進一步(bu)加(jia)(jia)(jia)強國(guo)(guo)有(you)資(zi)(zi)產監(jian)(jian)(jian)(jian)管(guan)機構(gou)建(jian)設的(de)重要措施,對于切實解決(jue)好(hao)市、縣國(guo)(guo)有(you)資(zi)(zi)產監(jian)(jian)(jian)(jian)管(guan)工作存(cun)在的(de)不(bu)到位、不(bu)平衡、不(bu)適應等(deng)問題,提高(gao)國(guo)(guo)有(you)資(zi)(zi)產監(jian)(jian)(jian)(jian)管(guan)機構(gou)履(lv)職(zhi)能(neng)力(li),加(jia)(jia)(jia)快(kuai)(kuai)構(gou)建(jian)整合(he)協(xie)調、開放合(he)作的(de)國(guo)(guo)有(you)資(zi)(zi)產監(jian)(jian)(jian)(jian)管(guan)大格局,實現各級國(guo)(guo)資(zi)(zi)融(rong)合(he)發展(zhan)、聯(lian)動發展(zhan),更(geng)好(hao)地(di)營造國(guo)(guo)有(you)企業改革發展(zhan)的(de)良好(hao)環境,做強做優(you)國(guo)(guo)有(you)企業,促進全區經濟(ji)社會穩中求進、穩中向(xiang)好(hao)發展(zhan)具有(you)十分(fen)重要的(de)意義(yi)。
二、總體要求
市(shi)、縣兩(liang)級(ji)政府要(yao)加(jia)強對(dui)國(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)工作(zuo)的(de)(de)領(ling)導,按(an)照國(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)(chan)分(fen)級(ji)管(guan)(guan)理的(de)(de)原則(ze),進(jin)一步明確國(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)的(de)(de)責任主體。全(quan)區各(ge)級(ji)國(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)機(ji)構(gou)要(yao)在(zai)本級(ji)黨委、政府的(de)(de)領(ling)導下,堅持(chi)以(yi)鄧小平理論、“三個代(dai)表”重要(yao)思想和科學發展(zhan)觀為(wei)(wei)指導,深入貫徹落(luo)實黨的(de)(de)十(shi)八(ba)大(da)、十(shi)八(ba)屆三中全(quan)會(hui)精神(shen),緊(jin)緊(jin)圍繞(rao)推動國(guo)(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)上(shang)水(shui)平、國(guo)(guo)(guo)企(qi)發展(zhan)上(shang)臺階(jie)的(de)(de)“兩(liang)新(xin)目(mu)標”,以(yi)加(jia)強地方國(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)機(ji)構(gou)建設、推進(jin)經營性(xing)國(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)(chan)集中統一監(jian)(jian)管(guan)(guan)、強化(hua)(hua)企(qi)業國(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)(chan)基礎管(guan)(guan)理為(wei)(wei)重點(dian),按(an)照以(yi)管(guan)(guan)資(zi)本為(wei)(wei)主加(jia)強國(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)的(de)(de)要(yao)求,充分(fen)發揮國(guo)(guo)(guo)有(you)(you)(you)資(zi)本運營平臺作(zuo)用,努力(li)提高國(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)(chan)資(zi)本化(hua)(hua)、市(shi)場化(hua)(hua)、證券(quan)化(hua)(hua)水(shui)平。牢固樹立各(ge)級(ji)國(guo)(guo)(guo)資(zi)“一盤棋(qi)”的(de)(de)理念(nian),立足“指導、溝通、交流、服(fu)務”,加(jia)快健全(quan)緊(jin)密聯系(xi)(xi)、深度融合、有(you)(you)(you)效(xiao)整合的(de)(de)工作(zuo)系(xi)(xi)統,不斷(duan)完(wan)善指導監(jian)(jian)督有(you)(you)(you)效(xiao)、互(hu)相支(zhi)持(chi)有(you)(you)(you)力(li)、溝通協調順暢(chang)的(de)(de)工作(zuo)機(ji)制,推動構(gou)建國(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)大(da)格局,努力(li)提升(sheng)國(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)機(ji)構(gou)依法履行出(chu)(chu)資(zi)人職責的(de)(de)能力(li)和水(shui)平,為(wei)(wei)完(wan)善國(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)體制機(ji)制、促進(jin)國(guo)(guo)(guo)有(you)(you)(you)企(qi)業改革(ge)發展(zhan)作(zuo)出(chu)(chu)新(xin)貢獻。
三、基本原則
(一)堅持國有資(zi)產屬于(yu)國家所有原則(ze),落實國有資(zi)產監管(guan)責任,保(bao)障國有資(zi)產監管(guan)政(zheng)策法規的貫徹(che)實施。
(二)堅持各級政府分別(bie)代(dai)(dai)表國(guo)家(jia)履(lv)行出資(zi)人職(zhi)責原(yuan)則,各級國(guo)有資(zi)產監管(guan)機(ji)構應當根(gen)據本(ben)級政府授權,按照法定職(zhi)責和(he)程序指導監督下級國(guo)有資(zi)產監管(guan)機(ji)構的工(gong)作,尊重和(he)維護下級國(guo)有資(zi)產監管(guan)機(ji)構的出資(zi)人權利,不得(de)代(dai)(dai)替或(huo)者干預(yu)下級國(guo)有資(zi)產監管(guan)機(ji)構履(lv)行出資(zi)人職(zhi)責。
(三)堅持政企分開(kai)、政資分開(kai)、所有(you)(you)(you)(you)權(quan)和(he)經(jing)營權(quan)分離、政府的社會公共管(guan)理職能與國有(you)(you)(you)(you)資產(chan)出資人職能分開(kai)的原則(ze),完善(shan)經(jing)營性國有(you)(you)(you)(you)資產(chan)監管(guan)體制機制,積(ji)極探索國有(you)(you)(you)(you)資產(chan)監管(guan)和(he)運營的有(you)(you)(you)(you)效途徑和(he)方(fang)式(shi)。
(四)堅(jian)持依法合(he)規原則,加強(qiang)分類(lei)指導,突出監督(du)重(zhong)點(dian),增強(qiang)地方國有資產(chan)監管工作的規范性和(he)有效性。
四、重點任務
(一(yi))繼續深(shen)化(hua)國(guo)資國(guo)企改革(ge)。要(yao)認(ren)真(zhen)貫徹(che)落實黨(dang)的十(shi)八大、十(shi)八屆三中(zhong)全(quan)會(hui)、自治區(qu)黨(dang)委十(shi)屆四(si)次全(quan)會(hui)精神,全(quan)面深(shen)化(hua)國(guo)資國(guo)企改革(ge),各市、縣要(yao)相應成(cheng)立深(shen)化(hua)國(guo)資國(guo)企改革(ge)領導小組,負(fu)責(ze)整體(ti)統籌推進改革(ge)工作(zuo),研究制定相關方(fang)案措施,協(xie)調解(jie)決存在的問題(ti),全(quan)力做好本級政府深(shen)化(hua)國(guo)資國(guo)企改革(ge)工作(zuo)。
(二)健全完(wan)善國(guo)(guo)(guo)(guo)有資(zi)(zi)產(chan)(chan)監(jian)管組織體(ti)系。市、縣政(zheng)府(fu)要進一(yi)步加強國(guo)(guo)(guo)(guo)有資(zi)(zi)產(chan)(chan)監(jian)管機構建設,堅持市級國(guo)(guo)(guo)(guo)資(zi)(zi)委政(zheng)府(fu)直屬特設機構性質不(bu)變,明(ming)(ming)確縣級國(guo)(guo)(guo)(guo)有資(zi)(zi)產(chan)(chan)監(jian)管責(ze)任主體(ti),積極探索(suo)符合(he)改革要求(qiu)和(he)(he)本地實(shi)際的(de)國(guo)(guo)(guo)(guo)有資(zi)(zi)產(chan)(chan)監(jian)管有效方(fang)式(shi)和(he)(he)途(tu)徑,努力(li)實(shi)現經營性國(guo)(guo)(guo)(guo)有資(zi)(zi)產(chan)(chan)監(jian)管和(he)(he)明(ming)(ming)確縣級國(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管責(ze)任主體(ti)的(de)“全覆(fu)蓋”。
(三(san))健全完(wan)(wan)善國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)制(zhi)度(du)(du)體(ti)系。市、縣國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)機構要依據《中華(hua)人(ren)民(min)共和(he)國(guo)(guo)(guo)企(qi)業國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)法(fa)》和(he)《企(qi)業國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監(jian)督管(guan)(guan)(guan)理(li)暫行條例》,在(zai)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)出資(zi)(zi)人(ren)制(zhi)度(du)(du)、國(guo)(guo)(guo)家出資(zi)(zi)企(qi)業制(zhi)度(du)(du)和(he)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)統一監(jian)管(guan)(guan)(guan)制(zhi)度(du)(du)三(san)大制(zhi)度(du)(du)框(kuang)架下,健全完(wan)(wan)善本(ben)地區(qu)具體(ti)規章(zhang)制(zhi)度(du)(du),形(xing)成監(jian)督有(you)(you)力、管(guan)(guan)(guan)理(li)科學(xue)、運作高效(xiao)的國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)制(zhi)度(du)(du)體(ti)系。要切實(shi)加(jia)強國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)法(fa)律、行政法(fa)規和(he)規章(zhang)的執(zhi)行力度(du)(du),強化監(jian)督檢(jian)查(cha),確保各項制(zhi)度(du)(du)落實(shi)到位。
(四(si))健全(quan)(quan)完(wan)善(shan)(shan)國(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)工作(zuo)體系(xi)。市、縣國(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)機構要(yao)深(shen)入(ru)探(tan)索國(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)工作(zuo)規律,進一(yi)步充實完(wan)善(shan)(shan)以(yi)發展戰(zhan)略制定(ding)(ding)、主業核(he)定(ding)(ding)、業績考核(he)、薪酬分配、企(qi)業領導人員(yuan)任(ren)(聘)免、財務監(jian)督與評價、產(chan)(chan)權管(guan)理、監(jian)事會監(jian)督、風(feng)險(xian)管(guan)控(kong)等(deng)為主線(xian)的國(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)工作(zuo)閉環,加(jia)快健全(quan)(quan)全(quan)(quan)區規則統一(yi)、分類分層、權責(ze)明(ming)確、運轉高效和規范透明(ming)的國(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)工作(zuo)體系(xi)。建立完(wan)善(shan)(shan)經營性(xing)國(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)(chan)集(ji)中統一(yi)監(jian)管(guan)制度,推進全(quan)(quan)面實現政(zheng)企(qi)分開、政(zheng)資(zi)(zi)(zi)(zi)分開。根據基礎(chu)支(zhi)撐、戰(zhan)略引導、公(gong)益產(chan)(chan)品和服務、一(yi)般(ban)競爭性(xing)領域等(deng)不同功能定(ding)(ding)位,探(tan)索實行(xing)國(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)(chan)分類監(jian)管(guan),提高國(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)管(guan)的針對(dui)性(xing)有(you)效性(xing),全(quan)(quan)面落實國(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)(chan)保值(zhi)增值(zhi)責(ze)任(ren)。
(五)健全(quan)完(wan)善指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)(jian)督工(gong)作(zuo)(zuo)機制。自治區和(he)市級(ji)國(guo)有(you)資(zi)產監(jian)(jian)(jian)管機構(gou)(gou)要嚴格按(an)照《地(di)方(fang)國(guo)有(you)資(zi)產監(jian)(jian)(jian)管工(gong)作(zuo)(zuo)指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)(jian)督辦法》(國(guo)務(wu)院(yuan)國(guo)資(zi)委(wei)令第25號(hao))的規定,進一步明(ming)確指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)(jian)督工(gong)作(zuo)(zuo)的主要職責和(he)要求(qiu),充分發揮好(hao)指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)(jian)督工(gong)作(zuo)(zuo)的引導(dao)(dao)(dao)(dao)(dao)、規范、提高和(he)促進作(zuo)(zuo)用。要加(jia)快完(wan)善上下聯動、規范有(you)序、全(quan)面(mian)覆蓋的指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)(jian)督工(gong)作(zuo)(zuo)機制,始終堅持(chi)指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)寓于服務(wu)之中,把指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)(jian)督下級(ji)國(guo)有(you)資(zi)產監(jian)(jian)(jian)管工(gong)作(zuo)(zuo)的重(zhong)點(dian)放在加(jia)強(qiang)監(jian)(jian)(jian)管機構(gou)(gou)建設與提高監(jian)(jian)(jian)管機構(gou)(gou)依法履職的能力和(he)水平(ping)、指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)地(di)方(fang)國(guo)有(you)經濟布(bu)局結構(gou)(gou)調整、指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)和(he)支持(chi)國(guo)有(you)企(qi)業改革發展、加(jia)強(qiang)國(guo)有(you)資(zi)產基礎管理(li)等重(zhong)點(dian)環節上,確保指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)(jian)督及時(shi)有(you)效。
五、主要措施
(一)切實加(jia)(jia)強(qiang)組織(zhi)領(ling)導(dao)。市(shi)、縣政府要(yao)(yao)(yao)(yao)(yao)高度重(zhong)視國(guo)有(you)資(zi)(zi)產(chan)監(jian)管工作(zuo),充分認識(shi)在新形勢下加(jia)(jia)強(qiang)和完(wan)善國(guo)有(you)資(zi)(zi)產(chan)監(jian)管工作(zuo)的(de)重(zhong)要(yao)(yao)(yao)(yao)(yao)意義,為開(kai)展監(jian)管工作(zuo)創造必要(yao)(yao)(yao)(yao)(yao)條(tiao)件。市(shi)、縣國(guo)有(you)資(zi)(zi)產(chan)監(jian)管機構要(yao)(yao)(yao)(yao)(yao)把(ba)加(jia)(jia)強(qiang)國(guo)資(zi)(zi)監(jian)管工作(zuo)列入(ru)重(zhong)要(yao)(yao)(yao)(yao)(yao)議事日程,研究制訂(ding)切實可行的(de)工作(zuo)計劃和實施方案,落實工作(zuo)職(zhi)責,加(jia)(jia)強(qiang)督(du)促檢(jian)查。條(tiao)件成熟(shu)的(de)市(shi)可將對縣級國(guo)有(you)資(zi)(zi)產(chan)監(jian)管工作(zuo)列入(ru)政府績效考評(ping)范圍。
(二(er))進一(yi)步明確國(guo)有(you)(you)(you)(you)資產(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)責任主(zhu)體(ti)。市、縣政(zheng)府要建立(li)和完善本級國(guo)有(you)(you)(you)(you)資產(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)機構(gou),做到機構(gou)、人員、職(zhi)能、責任“四到位(wei)”。國(guo)有(you)(you)(you)(you)資產(chan)(chan)(chan)數(shu)量較大、具(ju)備條件的(de)縣應設立(li)獨立(li)的(de)國(guo)有(you)(you)(you)(you)資產(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)機構(gou),暫(zan)不(bu)(bu)具(ju)備設立(li)獨立(li)監(jian)(jian)管(guan)(guan)機構(gou)的(de)縣應明確一(yi)個(ge)履行國(guo)有(you)(you)(you)(you)資產(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)職(zhi)責的(de)部門或組建國(guo)有(you)(you)(you)(you)資產(chan)(chan)(chan)經營管(guan)(guan)理公司授權統(tong)一(yi)監(jian)(jian)管(guan)(guan)。要認真落實(shi)以管(guan)(guan)資本為主(zhu)加強國(guo)有(you)(you)(you)(you)資產(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)的(de)要求,調整優(you)化(hua)國(guo)有(you)(you)(you)(you)資產(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)職(zhi)能,突出履行出資人職(zhi)責的(de)重點環節,做到監(jian)(jian)管(guan)(guan)不(bu)(bu)缺位(wei)、不(bu)(bu)錯(cuo)位(wei)、不(bu)(bu)越位(wei)。
(三)推動(dong)經營性(xing)國(guo)有(you)資(zi)產集中(zhong)統(tong)一監管。要切實轉變政(zheng)府(fu)職能,加快(kuai)政(zheng)企(qi)分(fen)開(kai)步伐,對(dui)(dui)仍(reng)由黨政(zheng)機關管理(li)的(de)企(qi)業和經營性(xing)資(zi)產要制定(ding)分(fen)離脫鉤方案(an)和時間表(biao),盡快(kuai)納入(ru)國(guo)有(you)資(zi)產監管機構實行統(tong)一監管。支(zhi)持按照(zhao)出資(zi)關系對(dui)(dui)地方金融(rong)、文化等(deng)領域經營性(xing)國(guo)有(you)資(zi)產實行專業或授權監管。
(四)執(zhi)行重大事項(xiang)報(bao)告制度(du)。市、縣國(guo)(guo)資(zi)(zi)監管(guan)(guan)機(ji)構(gou)(gou)要定(ding)期向(xiang)本(ben)級黨委、政(zheng)府匯報(bao)本(ben)地(di)區(qu)國(guo)(guo)資(zi)(zi)國(guo)(guo)企(qi)改革發展情況以及(ji)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)總量、結(jie)構(gou)(gou)、變動(dong)、收益等(deng)匯總分析(xi)情況,圍繞當地(di)經濟(ji)社會發展大局和國(guo)(guo)有(you)(you)經濟(ji)改革發展狀況,提出(chu)(chu)(chu)相關意見建議。下(xia)級國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監管(guan)(guan)機(ji)構(gou)(gou)要將本(ben)地(di)區(qu)國(guo)(guo)有(you)(you)經濟(ji)運行情況以及(ji)所(suo)出(chu)(chu)(chu)資(zi)(zi)企(qi)業匯總月(yue)度(du)及(ji)年度(du)財務情況向(xiang)上(shang)一(yi)級國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監管(guan)(guan)機(ji)構(gou)(gou)報(bao)告。下(xia)級國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監管(guan)(guan)機(ji)構(gou)(gou)出(chu)(chu)(chu)臺的(de)規范性(xing)文件要向(xiang)上(shang)一(yi)級國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監管(guan)(guan)機(ji)構(gou)(gou)報(bao)備。
(五)加(jia)(jia)強(qiang)指導監(jian)(jian)(jian)督(du)工作。根據(ju)逐級(ji)(ji)指導監(jian)(jian)(jian)督(du)的原則(ze),上(shang)級(ji)(ji)國(guo)(guo)有資(zi)產監(jian)(jian)(jian)管機構應當(dang)加(jia)(jia)強(qiang)與下級(ji)(ji)政府的溝通(tong)協調(diao)(diao),加(jia)(jia)強(qiang)對下級(ji)(ji)國(guo)(guo)有資(zi)產監(jian)(jian)(jian)管工作的調(diao)(diao)研指導,加(jia)(jia)強(qiang)業務交流和培訓,及(ji)時總結推(tui)廣國(guo)(guo)有資(zi)產監(jian)(jian)(jian)管和國(guo)(guo)有企業改革發展的典(dian)型經(jing)驗(yan),通(tong)報開展監(jian)(jian)(jian)督(du)檢查情(qing)況。
(六(liu))加強(qiang)合作(zuo)交(jiao)流。要進一(yi)步(bu)優化資(zi)(zi)源配置(zhi),按照市場經濟規(gui)律,大(da)(da)力(li)推(tui)進各級(ji)國(guo)有資(zi)(zi)產(chan)開放性市場化有效(xiao)整合、兼并重(zhong)組,實(shi)現(xian)優勢互補、互利共(gong)(gong)贏。要進一(yi)步(bu)拓(tuo)寬各級(ji)國(guo)有資(zi)(zi)產(chan)監(jian)(jian)管機構信息(xi)交(jiao)流渠道,建(jian)立健全(quan)國(guo)有資(zi)(zi)產(chan)基(ji)礎管理信息(xi)平(ping)(ping)臺,大(da)(da)力(li)推(tui)進信息(xi)交(jiao)流工作(zuo)的(de)制(zhi)度(du)化、規(gui)范化,逐(zhu)步(bu)實(shi)現(xian)信息(xi)互通,數據共(gong)(gong)享(xiang)。要積極搭建(jian)人才(cai)隊(dui)伍培養平(ping)(ping)臺,健全(quan)完善各級(ji)國(guo)有資(zi)(zi)產(chan)監(jian)(jian)管機構之間、國(guo)有資(zi)(zi)產(chan)監(jian)(jian)管機構與監(jian)(jian)管企業之間的(de)人員(yuan)雙向交(jiao)流掛職制(zhi)度(du),努(nu)力(li)實(shi)現(xian)人才(cai)資(zi)(zi)源共(gong)(gong)享(xiang)。
(七)嚴格(ge)實施監督檢查。各(ge)級(ji)國(guo)(guo)有(you)資(zi)產(chan)監管機構要(yao)依(yi)法加(jia)強對下(xia)級(ji)政府國(guo)(guo)有(you)資(zi)產(chan)監管工(gong)作的監督檢查,上級(ji)國(guo)(guo)有(you)資(zi)產(chan)監管機構發現下(xia)級(ji)政府國(guo)(guo)有(you)資(zi)產(chan)監管工(gong)作中存在(zai)與國(guo)(guo)有(you)資(zi)產(chan)監管法律、行政法規和國(guo)(guo)家方(fang)針政策(ce)不符情形的,應當依(yi)法提出(chu)糾(jiu)正意見或處理建議。
(八(ba))著力(li)(li)發展地方國(guo)(guo)有優勢(shi)特色(se)企(qi)(qi)業(ye)。繼續推動(dong)(dong)國(guo)(guo)有企(qi)(qi)業(ye)加快轉型(xing)升級和(he)調整產業(ye)結(jie)構,推進自(zi)主創新、優化內部(bu)資(zi)源配(pei)置,大力(li)(li)發展新型(xing)混合所有制企(qi)(qi)業(ye),推動(dong)(dong)國(guo)(guo)有資(zi)本(ben)、集(ji)體資(zi)本(ben)、非公有資(zi)本(ben)相互融合、優勢(shi)互補、共同發展,探索改(gai)組(zu)或組(zu)建國(guo)(guo)有資(zi)本(ben)投資(zi)運營公司,加快打(da)造一(yi)批具有競爭力(li)(li)和(he)影響力(li)(li)的地方優勢(shi)特色(se)企(qi)(qi)業(ye)。
(九)大力(li)加(jia)強自(zi)身建(jian)設。要大力(li)推(tui)動(dong)國有資(zi)產監(jian)管機構(gou)專業化、規范(fan)化、制度(du)化建(jian)設,切(qie)實改進干部作風,強化大局(ju)意(yi)(yi)識、責(ze)(ze)任意(yi)(yi)識、服務意(yi)(yi)識、擔(dan)當意(yi)(yi)識,提(ti)升履(lv)職能(neng)力(li),提(ti)高(gao)監(jian)管水平(ping)。要依法規范(fan)出資(zi)人行權履(lv)責(ze)(ze)的各項(xiang)活動(dong),重視合(he)法性、合(he)規性審查,強化監(jian)督機制,防范(fan)法律風險,全面提(ti)高(gao)國有資(zi)產監(jian)管工(gong)作規范(fan)化水平(ping)。
