湖州科技城公司(si)圍(wei)(wei)繞提(ti)(ti)質增效專項(xiang)(xiang)(xiang)(xiang)行(xing)動(dong)方(fang)案(an)要求(qiu),多措(cuo)并舉,減少資(zi)源浪費(fei)(fei),壓縮(suo)運營成(cheng)本(ben),提(ti)(ti)升(sheng)管(guan)理(li)水平(ping)。一(yi)是(shi)加速推進項(xiang)(xiang)(xiang)(xiang)目建設,實(shi)(shi)(shi)現智谷產(chan)業園(yuan)(yuan)項(xiang)(xiang)(xiang)(xiang)目提(ti)(ti)早開(kai)工(gong)(gong)(gong)(gong)。智谷產(chan)業園(yuan)(yuan)項(xiang)(xiang)(xiang)(xiang)目一(yi)期(qi)(qi)項(xiang)(xiang)(xiang)(xiang)目于3月18日(ri)(ri)完成(cheng)一(yi)期(qi)(qi)土地摘牌,4月3日(ri)(ri)完成(cheng)了(le)(le)項(xiang)(xiang)(xiang)(xiang)目備案(an),4月30日(ri)(ri)取(qu)得施(shi)工(gong)(gong)(gong)(gong)許可證,自立項(xiang)(xiang)(xiang)(xiang)備案(an)到取(qu)得施(shi)工(gong)(gong)(gong)(gong)許可證僅用(yong)了(le)(le)27天,較中節(jie)能(neng)實(shi)(shi)(shi)業發展有(you)限公司(si)考核(he)節(jie)點(dian)目標(biao)提(ti)(ti)早了(le)(le)1個月,較集團(tuan)公司(si)考核(he)節(jie)點(dian)目標(biao)提(ti)(ti)早了(le)(le)2個月,跑出了(le)(le)項(xiang)(xiang)(xiang)(xiang)目審批“新速度”,注入了(le)(le)項(xiang)(xiang)(xiang)(xiang)目開(kai)工(gong)(gong)(gong)(gong)“新引擎”,為(wei)項(xiang)(xiang)(xiang)(xiang)目后續(xu)建設奠定了(le)(le)堅實(shi)(shi)(shi)基(ji)礎。截至(zhi)8月末,順利完成(cheng)了(le)(le)出正負零節(jie)點(dian)考核(he)目標(biao)。二是(shi)積(ji)極整合政(zheng)府(fu)資(zi)源,努力節(jie)約(yue)工(gong)(gong)(gong)(gong)程成(cheng)本(ben)。在(zai)產(chan)業園(yuan)(yuan)項(xiang)(xiang)(xiang)(xiang)目一(yi)期(qi)(qi)開(kai)工(gong)(gong)(gong)(gong)之初,市(shi)政(zheng)配套(主路開(kai)口)經與管(guan)委會協調(diao)(diao)由政(zheng)府(fu)安(an)排實(shi)(shi)(shi)施(shi),節(jie)省(sheng)費(fei)(fei)用(yong)20余(yu)萬元(yuan);項(xiang)(xiang)(xiang)(xiang)目外(wai)圍(wei)(wei)“雙來回(hui)”供電設備(含園(yuan)(yuan)區(qu)開(kai)關站設備),經協調(diao)(diao)由湖州市(shi)電力局(ju)組(zu)織實(shi)(shi)(shi)施(shi),節(jie)約(yue)費(fei)(fei)用(yong)80余(yu)萬元(yuan);積(ji)極對接省(sheng)人防辦出臺(tai)(tai)的新政(zheng),謀劃(hua)合理(li)措(cuo)施(shi),采(cai)用(yong)項(xiang)(xiang)(xiang)(xiang)目重新立項(xiang)(xiang)(xiang)(xiang)的方(fang)案(an),節(jie)約(yue)人防異地建設費(fei)(fei)約(yue)600余(yu)萬元(yuan)。三是(shi)優化(hua)(hua)項(xiang)(xiang)(xiang)(xiang)目資(zi)金(jin)調(diao)(diao)度,統籌日(ri)(ri)常費(fei)(fei)用(yong)管(guan)控(kong)。通過(guo)合理(li)安(an)排資(zi)金(jin)調(diao)(diao)度和(he)(he)優化(hua)(hua)項(xiang)(xiang)(xiang)(xiang)目融資(zi)方(fang)案(an),降低年(nian)度融資(zi)成(cheng)本(ben),預計全年(nian)財務(wu)費(fei)(fei)用(yong)350萬元(yuan),較年(nian)初預算數808萬元(yuan)減少約(yue)57%。四是(shi)強(qiang)化(hua)(hua)物料采(cai)購(gou)(gou)管(guan)理(li),壓縮(suo)日(ri)(ri)常采(cai)購(gou)(gou)成(cheng)本(ben)。按照(zhao)貨比三家和(he)(he)高(gao)性價比原(yuan)則進行(xing)詢(xun)價比價,包括在(zai)集團(tuan)電子采(cai)購(gou)(gou)平(ping)臺(tai)(tai)購(gou)(gou)買物料,也同時進行(xing)線下價格比詢(xun),如遇平(ping)臺(tai)(tai)上(shang)價格偏(pian)高(gao)情(qing)況,通過(guo)與后臺(tai)(tai)人員溝通調(diao)(diao)價后再下單(dan)。此外(wai),積(ji)極開(kai)展“五小”創(chuang)新活動(dong),全體(ti)員工(gong)(gong)(gong)(gong)積(ji)極響應(ying),累計共收到各類小建議18項(xiang)(xiang)(xiang)(xiang),內容涵蓋建立健全學(xue)習(xi)交流機制、強(qiang)化(hua)(hua)票據管(guan)理(li)、釘(ding)釘(ding)考勤管(guan)理(li)、圖紙(zhi)方(fang)案(an)優化(hua)(hua)、流動(dong)駐點(dian)招商等(deng)方(fang)面,切實(shi)(shi)(shi)提(ti)(ti)升(sheng)了(le)(le)公司(si)運營管(guan)控(kong)效率。

蘇州(zhou)公司(si)(si)一方面切實(shi)貫徹落(luo)實(shi)國資委租(zu)(zu)金減(jian)免(mian)(mian)政(zheng)策(ce),制定并(bing)實(shi)施《租(zu)(zu)金減(jian)免(mian)(mian)管理辦法》,對餐飲、住宿(su)、旅游(you)、教育培訓等小(xiao)微(wei)服(fu)務(wu)企(qi)(qi)業(ye)租(zu)(zu)戶(hu)給予租(zu)(zu)金減(jian)免(mian)(mian);另(ling)一方面積極應對租(zu)(zu)金減(jian)免(mian)(mian)造(zao)成的公司(si)(si)租(zu)(zu)賃收入壓(ya)力。一是聯(lian)合物業(ye)公司(si)(si)梳理并(bing)制定相(xiang)應的改造(zao)提(ti)(ti)(ti)升(sheng)方案(an),通(tong)過完(wan)善產(chan)(chan)業(ye)園(yuan)內(nei)綠化環(huan)境、設(she)施設(she)備(bei)維修改造(zao)、配套(tao)設(she)施和服(fu)務(wu),提(ti)(ti)(ti)升(sheng)園(yuan)區品質。經預測,今年(nian)度產(chan)(chan)業(ye)園(yuan)租(zu)(zu)金水平提(ti)(ti)(ti)升(sheng)15%-30%,調整到位后全年(nian)(12個月)收益(yi)將增加(jia)500萬。二是通(tong)過優選(xuan)重點優勢(shi)產(chan)(chan)業(ye)客(ke)戶(hu)進駐,以騰籠換鳥實(shi)現存量租(zu)(zu)賃收益(yi)提(ti)(ti)(ti)升(sheng)。其中,中蘇環(huan)產(chan)(chan)業(ye)園(yuan)1號(hao)廠房(fang)(8238㎡)由耐世特公司(si)(si)租(zu)(zu)賃,因其發展需要另(ling)擇經營場所,擬提(ti)(ti)(ti)前一年(nian)終止租(zu)(zu)賃合同(tong)。公司(si)(si)以免(mian)(mian)違約(yue)金為優惠條件,借力老客(ke)戶(hu)引(yin)進優質新客(ke)戶(hu),成功引(yin)進一家(jia)年(nian)產(chan)(chan)值(zhi)近10億元的生(sheng)物科技企(qi)(qi)業(ye)入駐,實(shi)現房(fang)屋零空(kong)置,且房(fang)租(zu)(zu)單價(jia)提(ti)(ti)(ti)升(sheng)43%,預計(ji)年(nian)租(zu)(zu)金增加(jia)約(yue)148萬元。
物業公司積極推(tui)進降(jiang)本增效,對(dui)2018年12月(yue)31日(含(han))之前領取(qu)工(gong)裝的管理人(ren)員采(cai)用工(gong)裝增補的方式,代替以往全(quan)部重新(xin)定制(zhi)(zhi)的方式,降(jiang)低工(gong)服重復制(zhi)(zhi)做成本,從而達到節(jie)省費用、降(jiang)本增效的目(mu)的。工(gong)裝費用約從22萬(wan)元降(jiang)至(zhi)9萬(wan)余元,共節(jie)省近13萬(wan)元。
