當前,我國(guo)高度(du)重(zhong)視數(shu)(shu)字(zi)農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村(cun)發展,國(guo)家、省、市(shi)相繼出(chu)臺(tai)了(le)一(yi)(yi)系(xi)列政策文件,全(quan)力推(tui)動(dong)數(shu)(shu)字(zi)農(nong)(nong)(nong)業(ye)發展落地見效。湖(hu)北農(nong)(nong)(nong)谷(gu)實業(ye)集(ji)團作為(wei)(wei)服(fu)務“中國(guo)農(nong)(nong)(nong)谷(gu)”省級(ji)戰(zhan)略(lve)建(jian)(jian)(jian)設(she)的主力軍,肩(jian)負“服(fu)務中國(guo)農(nong)(nong)(nong)谷(gu),發展現代農(nong)(nong)(nong)業(ye)”的重(zhong)大使命,在面(mian)對數(shu)(shu)字(zi)農(nong)(nong)(nong)業(ye)發展的重(zhong)要戰(zhan)略(lve)機遇期(qi),提出(chu)了(le)“資本(ben)化(hua)(hua)(hua)、品牌(pai)化(hua)(hua)(hua)、科技化(hua)(hua)(hua)、國(guo)際化(hua)(hua)(hua)、數(shu)(shu)字(zi)化(hua)(hua)(hua)”的“五化(hua)(hua)(hua)”戰(zhan)略(lve),積極構建(jian)(jian)(jian)現代農(nong)(nong)(nong)業(ye)產(chan)業(ye)發展業(ye)務生態體系(xi)。在“數(shu)(shu)字(zi)化(hua)(hua)(hua)”領域,農(nong)(nong)(nong)谷(gu)實業(ye)集(ji)團現正(zheng)將數(shu)(shu)字(zi)農(nong)(nong)(nong)業(ye)經濟項目(mu)作為(wei)(wei)農(nong)(nong)(nong)業(ye)供給側結(jie)構性改(gai)革的重(zhong)要抓手,從(cong)平(ping)臺(tai)數(shu)(shu)據利用、產(chan)業(ye)鏈功能支(zhi)(zhi)撐和服(fu)務要素支(zhi)(zhi)持(chi)三(san)個方(fang)面(mian)著力實現“新(xin)銷(xiao)售+新(xin)金融+新(xin)產(chan)業(ye)”發展新(xin)模式、新(xin)業(ye)態,構建(jian)(jian)(jian)數(shu)(shu)字(zi)農(nong)(nong)(nong)業(ye)經濟新(xin)生態,圍繞荊門市(shi)“一(yi)(yi)圈三(san)帶”建(jian)(jian)(jian)設(she)、農(nong)(nong)(nong)產(chan)品區域公用品牌(pai)“荊品名門”八大產(chan)業(ye)高質量發展、全(quan)市(shi)鄉村(cun)振(zhen)興(xing),實施三(san)個數(shu)(shu)字(zi)農(nong)(nong)(nong)業(ye)經濟項目(mu),探索(suo)數(shu)(shu)字(zi)化(hua)(hua)(hua)發展之路,助推(tui)“中國(guo)農(nong)(nong)(nong)谷(gu)”建(jian)(jian)(jian)成(cheng)江漢平(ping)原(yuan)乃至全(quan)國(guo)鄉村(cun)振(zhen)興(xing)示(shi)范區。
以建設荊門市農業大數據平臺為抓手,夯實數字化轉型發展基礎
2019年,荊(jing)(jing)門(men)(men)(men)(men)市(shi)著力打造(zao)以“中(zhong)國(guo)農(nong)(nong)谷(gu)·長(chang)壽荊(jing)(jing)門(men)(men)(men)(men)”為(wei)(wei)(wei)內涵的農(nong)(nong)產(chan)(chan)品(pin)(pin)(pin)(pin)區域(yu)公用(yong)品(pin)(pin)(pin)(pin)牌(pai)“荊(jing)(jing)品(pin)(pin)(pin)(pin)名(ming)門(men)(men)(men)(men)”,農(nong)(nong)谷(gu)實(shi)業(ye)集(ji)團(tuan)作(zuo)為(wei)(wei)(wei)荊(jing)(jing)門(men)(men)(men)(men)市(shi)農(nong)(nong)產(chan)(chan)品(pin)(pin)(pin)(pin)區域(yu)公用(yong)品(pin)(pin)(pin)(pin)牌(pai)(荊(jing)(jing)品(pin)(pin)(pin)(pin)名(ming)門(men)(men)(men)(men))協(xie)會的會長(chang)單位,負責“荊(jing)(jing)品(pin)(pin)(pin)(pin)名(ming)門(men)(men)(men)(men)”品(pin)(pin)(pin)(pin)牌(pai)建(jian)設(she)與市(shi)場營運(yun)。為(wei)(wei)(wei)更好地(di)推(tui)(tui)進“荊(jing)(jing)品(pin)(pin)(pin)(pin)名(ming)門(men)(men)(men)(men)”建(jian)設(she),農(nong)(nong)谷(gu)實(shi)業(ye)集(ji)團(tuan)強力推(tui)(tui)動“四梁八(ba)柱(zhu)”品(pin)(pin)(pin)(pin)牌(pai)體(ti)(ti)(ti)系建(jian)設(she),即(ji)識(shi)別體(ti)(ti)(ti)系(傳(chuan)播(bo)推(tui)(tui)介、形象(xiang)導入),產(chan)(chan)品(pin)(pin)(pin)(pin)體(ti)(ti)(ti)系(標準認證、質量追溯(su)),渠道(dao)體(ti)(ti)(ti)系(線(xian)上線(xian)下、農(nong)(nong)旅融合),管理體(ti)(ti)(ti)系(運(yun)營管理、政策引導),擬通過四梁八(ba)柱(zhu)體(ti)(ti)(ti)系,推(tui)(tui)動荊(jing)(jing)門(men)(men)(men)(men)市(shi)八(ba)大(da)農(nong)(nong)業(ye)產(chan)(chan)業(ye)、品(pin)(pin)(pin)(pin)牌(pai)、平(ping)臺等資源的整合重(zhong)組,完善全(quan)市(shi)農(nong)(nong)業(ye)產(chan)(chan)業(ye)價值鏈,培育鄉村振興發展新動能。
現階段,已建(jian)(jian)成“荊(jing)(jing)品名門(men)(men)”APP2.0,是“荊(jing)(jing)品名門(men)(men)”優(you)質(zhi)農(nong)(nong)產(chan)(chan)(chan)品銷售(shou)(shou)商城,同時集(ji)農(nong)(nong)業(ye)(ye)(ye)政(zheng)策信息發布(bu)、農(nong)(nong)產(chan)(chan)(chan)品質(zhi)量(liang)溯源(yuan)、便民生活服務(wu)于(yu)(yu)一體的綜合銷售(shou)(shou)平臺(tai)(tai)。農(nong)(nong)谷(gu)(gu)實業(ye)(ye)(ye)集(ji)團(tuan)以“荊(jing)(jing)品名門(men)(men)”APP2.0為基礎,通過整合各部門(men)(men)涉農(nong)(nong)信息平臺(tai)(tai)資源(yuan),引進“互(hu)聯網+”產(chan)(chan)(chan)業(ye)(ye)(ye)優(you)勢資源(yuan),優(you)化提(ti)升荊(jing)(jing)門(men)(men)市(shi)農(nong)(nong)業(ye)(ye)(ye)大數(shu)據平臺(tai)(tai)功(gong)能。一方面有利于(yu)(yu)市(shi)委、市(shi)政(zheng)府(fu)統籌荊(jing)(jing)門(men)(men)市(shi)數(shu)字農(nong)(nong)業(ye)(ye)(ye)資源(yuan),為全市(shi)農(nong)(nong)業(ye)(ye)(ye)供給(gei)側結構(gou)性改革決策提(ti)供數(shu)據支撐;另(ling)一方面為“荊(jing)(jing)品名門(men)(men)”品牌建(jian)(jian)設搭(da)建(jian)(jian)“新(xin)(xin)銷售(shou)(shou)+新(xin)(xin)金融+新(xin)(xin)產(chan)(chan)(chan)業(ye)(ye)(ye)”平臺(tai)(tai),提(ti)升農(nong)(nong)谷(gu)(gu)實業(ye)(ye)(ye)集(ji)團(tuan)服務(wu)鄉(xiang)村(cun)振興戰略實施的能力(li)。此項目實施,預計三(san)年內培育數(shu)字農(nong)(nong)業(ye)(ye)(ye)經(jing)濟產(chan)(chan)(chan)值(zhi)100億元,帶動相關(guan)數(shu)字農(nong)(nong)業(ye)(ye)(ye)經(jing)濟產(chan)(chan)(chan)值(zhi)400億元。
以打造湖北眾農聯總部平臺經濟為重點,推進數字化轉型產業整合
眾(zhong)農(nong)聯(lian)項目(mu)由浙江(jiang)藍源(yuan)資(zi)(zi)本(ben)頂(ding)層設(she)計,是基于數字農(nong)業(ye)(ye)發展的(de)(de)總部平臺經濟模式。此前設(she)計的(de)(de)佛山陶瓷產業(ye)(ye)鏈整合(he)服務(wu)平臺“眾(zhong)陶聯(lian)”,作為供給側結構性改革唯一實體案例,收錄進(jin)黨的(de)(de)十九大獻禮政論片《將改革進(jin)行到底》中;眾(zhong)農(nong)聯(lian)落戶黑龍江(jiang),有效地降低了糧(liang)食種植和加工企業(ye)(ye)的(de)(de)成本(ben),一年半內在(zai)(zai)平臺上(shang)實現(xian)糧(liang)食交易(yi)額240億元,受到黑龍江(jiang)省委、省政府(fu)的(de)(de)高度評價。7月14日,浙江(jiang)省委書記車(che)俊調研藍源(yuan)資(zi)(zi)本(ben)在(zai)(zai)寧(ning)波實施的(de)(de)“眾(zhong)車(che)聯(lian)”項目(mu),推(tui)廣(guang)“眾(zhong)車(che)聯(lian)”產業(ye)(ye)互聯(lian)網平臺新模式。
農(nong)(nong)(nong)谷(gu)實(shi)業(ye)(ye)集(ji)團現已與眾農(nong)(nong)(nong)聯(lian)(lian)(lian)集(ji)團合(he)(he)作(zuo)成立了湖北(bei)農(nong)(nong)(nong)谷(gu)眾聯(lian)(lian)(lian)網絡科技有限公司,在荊(jing)門(men)建(jian)設湖北(bei)眾農(nong)(nong)(nong)聯(lian)(lian)(lian)總部平(ping)臺。該項(xiang)目(mu)以“農(nong)(nong)(nong)業(ye)(ye)產業(ye)(ye)鏈(lian)+產業(ye)(ye)互聯(lian)(lian)(lian)網+多重賦能(neng)”的(de)核心模式和“B2B+O2O”的(de)整體解決方案,聯(lian)(lian)(lian)合(he)(he)湖北(bei)省農(nong)(nong)(nong)業(ye)(ye)產業(ye)(ye)龍頭企(qi)業(ye)(ye),以數字農(nong)(nong)(nong)業(ye)(ye)、總部平(ping)臺經(jing)濟(ji)(ji)的(de)方式面(mian)向(xiang)全省發起(qi)糧(liang)食、畜牧、油菜(cai)等8-10個子品類(lei)平(ping)臺,并(bing)搭建(jian)云農(nong)(nong)(nong)大數據、惠(hui)農(nong)(nong)(nong)供應鏈(lian)金融、樂農(nong)(nong)(nong)城(cheng)市(shi)營(ying)銷(xiao)、城(cheng)市(shi)中(zhong)央廚房、農(nong)(nong)(nong)嘀嗒智慧(hui)物流等3-5個產業(ye)(ye)賦能(neng)平(ping)臺,共(gong)同打(da)造(zao)立足(zu)荊(jing)門(men)、服(fu)務(wu)湖北(bei)、面(mian)向(xiang)全國乃至國際(ji)的(de)農(nong)(nong)(nong)業(ye)(ye)產業(ye)(ye)互聯(lian)(lian)(lian)網平(ping)臺型總部經(jing)濟(ji)(ji)。此項(xiang)目(mu)實(shi)施,預(yu)計三至五年內實(shi)現自(zi)身銷(xiao)售收入(ru)500億(yi)元(yuan),依托平(ping)臺吸引(yin)1500億(yi)以上(shang)流量,年上(shang)繳(jiao)稅收2000萬元(yuan)以上(shang),培(pei)育打(da)造(zao)1-2家農(nong)(nong)(nong)業(ye)(ye)科技類(lei)上(shang)市(shi)公司。
以建設豬八戒網數字農業經濟總部為核心,優化數字化轉型要素配置
豬八戒網由豬八戒網絡(luo)科(ke)(ke)技公(gong)司(si)運(yun)營,建(jian)立了(le)網上服(fu)務交易市(shi)(shi)場(chang),解決(jue)企(qi)業全生命周期(qi)1000多種服(fu)務,擁有共享人(ren)才1400萬,全球雇主1000萬,在全國(guo)打造了(le)133個數字科(ke)(ke)創(chuang)園區,一(yi)線和新一(yi)線城市(shi)(shi)覆蓋率(lv)100%。
為(wei)引進和利(li)用豬(zhu)八戒網公(gong)司(si)長(chang)期積淀的(de)(de)業(ye)(ye)務(wu)體系,優(you)化配置資(zi)(zi)源(yuan),農(nong)(nong)(nong)谷(gu)實(shi)(shi)(shi)(shi)業(ye)(ye)集團與(yu)豬(zhu)八戒網達成合作意向,在荊門市設(she)立豬(zhu)八戒網(荊門)公(gong)司(si),建(jian)設(she)豬(zhu)八戒網數字(zi)(zi)農(nong)(nong)(nong)業(ye)(ye)經(jing)(jing)濟總部項(xiang)目。該項(xiang)目主(zhu)要通過“1+2+1”模式建(jian)設(she),其中(zhong)“1”指一(yi)個核心主(zhu)導:導入智慧農(nong)(nong)(nong)業(ye)(ye)、農(nong)(nong)(nong)業(ye)(ye)服務(wu)、農(nong)(nong)(nong)業(ye)(ye)金(jin)融等(deng)產(chan)業(ye)(ye)資(zi)(zi)源(yuan);“2”指“數字(zi)(zi)文(wen)創+數字(zi)(zi)科技”;最后一(yi)個“1”指發(fa)揮歷史文(wen)化、自然資(zi)(zi)源(yuan)等(deng)優(you)勢,利(li)用科技手(shou)段和服務(wu)產(chan)品進行產(chan)業(ye)(ye)重塑,為(wei)荊門數字(zi)(zi)產(chan)業(ye)(ye)的(de)(de)發(fa)展充實(shi)(shi)(shi)(shi)要素保障。此項(xiang)目實(shi)(shi)(shi)(shi)施,豬(zhu)八戒網(荊門)公(gong)司(si)正式營運后可(ke)實(shi)(shi)(shi)(shi)現(xian)(xian)年(nian)經(jing)(jing)濟增加(jia)值逾5億(yi)元,帶動(dong)數字(zi)(zi)經(jing)(jing)濟產(chan)值100億(yi)元,實(shi)(shi)(shi)(shi)現(xian)(xian)和帶動(dong)稅收3000萬元,帶動(dong)上(shang)下游(you)產(chan)業(ye)(ye)生態鏈(lian)企業(ye)(ye)180家左右,實(shi)(shi)(shi)(shi)現(xian)(xian)直接就業(ye)(ye)800人以(yi)上(shang)。
