中國節能:堅持機制創新與科技創新雙輪驅動
全面激發企業動力活力 推動經濟效益逆勢增長

中國節能(neng)環保集團有限(xian)公(gong)司(以下簡(jian)稱(cheng)中國節能(neng))堅(jian)決貫(guan)徹落實國企(qi)改(gai)革三年行動各項部(bu)署要求,堅(jian)持機制(zhi)創新與科(ke)技創新雙(shuang)輪驅動,不斷完善(shan)市場化經營機制(zhi),充分發揮(hui)科(ke)技創新的支撐引(yin)領作用,發展活力動力明顯增強,經營效益明顯提升。2021年前三季度,營業(ye)收入和(he)利潤總(zong)額同比(bi)分別增長32%和(he)49%,凈利潤超(chao)年度考核目標23%。

健全市場化經營機制,激發微觀主體活力

一(yi)是全面(mian)推(tui)行經(jing)(jing)理(li)層(ceng)成(cheng)(cheng)員任(ren)(ren)期制和(he)(he)契(qi)約化管理(li)。按照“一(yi)企一(yi)策(ce)、一(yi)人(ren)(ren)(ren)一(yi)契(qi)”原則,設置(zhi)具有科學性、挑戰性的(de)契(qi)約目標,經(jing)(jing)理(li)層(ceng)成(cheng)(cheng)員績(ji)效(xiao)薪(xin)酬(chou)與(yu)經(jing)(jing)營業績(ji)考核(he)結(jie)果“強掛鉤(gou)”,真正做到憑能(neng)力任(ren)(ren)職(zhi)(zhi)務,靠成(cheng)(cheng)績(ji)定(ding)去留(liu)。系(xi)統內532家子分企業在(zai)9月底前100%簽訂崗位(wei)聘(pin)任(ren)(ren)協議和(he)(he)經(jing)(jing)營業績(ji)責任(ren)(ren)書(shu)。實現管理(li)人(ren)(ren)(ren)員“能(neng)上(shang)能(neng)下(xia)”,今年以來各層(ceng)級子公(gong)(gong)司管理(li)崗位(wei)人(ren)(ren)(ren)員調(diao)整(zheng)退(tui)(tui)出(chu)(chu)33人(ren)(ren)(ren),占1.36%。二是全面(mian)推(tui)行用工市場化。2021年1-10月,系(xi)統內公(gong)(gong)開(kai)(kai)招聘(pin)人(ren)(ren)(ren)數(shu)(shu)達4208人(ren)(ren)(ren),公(gong)(gong)開(kai)(kai)招聘(pin)比例接近100%。建(jian)立基(ji)于業績(ji)考核(he)的(de)優化調(diao)整(zheng)機制,完(wan)善(shan)解聘(pin)標準(zhun)與(yu)程序,暢(chang)通員工退(tui)(tui)出(chu)(chu)渠(qu)道,促進員工合理(li)流動,實現員工“能(neng)進能(neng)出(chu)(chu)”,因考核(he)不合格等解除員工勞(lao)動合同人(ren)(ren)(ren)數(shu)(shu)280人(ren)(ren)(ren),占企業平(ping)均職(zhi)(zhi)工人(ren)(ren)(ren)數(shu)(shu)0.76%。三是開(kai)(kai)展(zhan)總部層(ceng)面(mian)崗位(wei)公(gong)(gong)開(kai)(kai)競聘(pin)。上(shang)半年,集團總部啟動7個部門副主任(ren)(ren)崗位(wei)、43個處(chu)室負(fu)責人(ren)(ren)(ren)崗位(wei)公(gong)(gong)開(kai)(kai)競聘(pin)工作,其(qi)中總部原處(chu)室負(fu)責人(ren)(ren)(ren)“全體起立”,參(can)加競聘(pin)。共計103人(ren)(ren)(ren)報(bao)名參(can)加,經(jing)(jing)過員工報(bao)名、資格審(shen)查,78人(ren)(ren)(ren)進入面(mian)試,最終45人(ren)(ren)(ren)競聘(pin)上(shang)崗(含平(ping)級調(diao)整(zheng)18人(ren)(ren)(ren)),其(qi)中“70后”12人(ren)(ren)(ren),“80后”33人(ren)(ren)(ren),處(chu)級以上(shang)干部的(de)平(ping)均年齡從48歲降至45歲。

強化人才激勵和培養,培育干事創業團隊

一(yi)是(shi)(shi)深化(hua)人(ren)才培(pei)養開(kai)(kai)(kai)發機(ji)制。加大優(you)(you)秀年(nian)(nian)(nian)(nian)輕(qing)干(gan)部(bu)(bu)培(pei)養使(shi)用(yong)力度(du)(du)。開(kai)(kai)(kai)展優(you)(you)秀年(nian)(nian)(nian)(nian)輕(qing)干(gan)部(bu)(bu)調研,形成(cheng)(cheng)包含340人(ren)左右的(de)各層級(ji)(ji)優(you)(you)秀年(nian)(nian)(nian)(nian)輕(qing)干(gan)部(bu)(bu)人(ren)才庫,組織實(shi)施(shi)三期優(you)(you)秀年(nian)(nian)(nian)(nian)輕(qing)干(gan)部(bu)(bu)培(pei)訓(xun)班,系(xi)統內接受優(you)(you)秀年(nian)(nian)(nian)(nian)輕(qing)干(gan)部(bu)(bu)轉(zhuan)訓(xun)人(ren)數達13000人(ren)次。建立人(ren)才培(pei)訓(xun)成(cheng)(cheng)長(chang)檔(dang)案,長(chang)期跟蹤優(you)(you)秀年(nian)(nian)(nian)(nian)強(qiang)干(gan)部(bu)(bu)實(shi)踐(jian)鍛煉、成(cheng)(cheng)長(chang)發展情(qing)況。2021年(nian)(nian)(nian)(nian)以來,提拔使(shi)用(yong)“80后”年(nian)(nian)(nian)(nian)輕(qing)干(gan)部(bu)(bu)占(zhan)新提拔干(gan)部(bu)(bu)總(zong)數的(de)27.3%。二是(shi)(shi)深化(hua)收入分(fen)(fen)配機(ji)制改革。在(zai)集團總(zong)部(bu)(bu),增加對員工(gong)(gong)(gong)的(de)季(ji)度(du)(du)考核(he)(he)(he),優(you)(you)化(hua)調整薪(xin)酬結(jie)構(gou),在(zai)原固定發放的(de)工(gong)(gong)(gong)資(zi)中(zhong)再切出(chu)(chu)40%與季(ji)度(du)(du)考核(he)(he)(he)結(jie)果掛(gua)鉤。在(zai)二級(ji)(ji)子(zi)(zi)(zi)公(gong)司(si)(si)工(gong)(gong)(gong)資(zi)調控方面,利潤(run)指標下降(jiang)或連續(xu)虧損企(qi)業(ye)(ye)(ye)工(gong)(gong)(gong)資(zi)總(zong)額必須下降(jiang),最大降(jiang)幅(fu)達到30%,推(tui)動(dong)(dong)工(gong)(gong)(gong)資(zi)總(zong)額按經(jing)營業(ye)(ye)(ye)績完成(cheng)(cheng)進度(du)(du)實(shi)現動(dong)(dong)態調控管理。在(zai)二級(ji)(ji)子(zi)(zi)(zi)公(gong)司(si)(si)負責(ze)人(ren)薪(xin)酬管理方面,堅持(chi)考核(he)(he)(he)剛性(xing)兌(dui)現,3家(jia)二級(ji)(ji)子(zi)(zi)(zi)公(gong)司(si)(si)因(yin)未(wei)完成(cheng)(cheng)考核(he)(he)(he)目(mu)(mu)標,未(wei)兌(dui)現績效(xiao)年(nian)(nian)(nian)(nian)薪(xin),企(qi)業(ye)(ye)(ye)負責(ze)人(ren)及班子(zi)(zi)(zi)成(cheng)(cheng)員僅領取基本年(nian)(nian)(nian)(nian)薪(xin)。二級(ji)(ji)子(zi)(zi)(zi)公(gong)司(si)(si)主要負責(ze)人(ren)收入差距倍數最高達4.22倍。三是(shi)(shi)實(shi)施(shi)多種類型中(zhong)長(chang)期激(ji)(ji)(ji)勵(li)(li)(li)。截至10月(yue)末(mo),已開(kai)(kai)(kai)展中(zhong)長(chang)期激(ji)(ji)(ji)勵(li)(li)(li)的(de)子(zi)(zi)(zi)企(qi)業(ye)(ye)(ye)數量154戶。實(shi)施(shi)國有科技型企(qi)業(ye)(ye)(ye)分(fen)(fen)紅激(ji)(ji)(ji)勵(li)(li)(li)的(de)企(qi)業(ye)(ye)(ye)3戶,累(lei)計(ji)激(ji)(ji)(ji)勵(li)(li)(li)53人(ren),人(ren)均激(ji)(ji)(ji)勵(li)(li)(li)4.54萬元(yuan);對大地(di)公(gong)司(si)(si)、九(jiu)目(mu)(mu)化(hua)學等14家(jia)公(gong)司(si)(si)實(shi)施(shi)員工(gong)(gong)(gong)持(chi)股(gu)(gu)(gu),累(lei)計(ji)激(ji)(ji)(ji)勵(li)(li)(li)727人(ren),授出(chu)(chu)1.057億股(gu)(gu)(gu);在(zai)太(tai)陽能公(gong)司(si)(si)、風電公(gong)司(si)(si)、萬潤(run)公(gong)司(si)(si)等3家(jia)公(gong)司(si)(si)實(shi)施(shi)上市公(gong)司(si)(si)股(gu)(gu)(gu)權激(ji)(ji)(ji)勵(li)(li)(li),授予股(gu)(gu)(gu)權875人(ren),授出(chu)(chu)7730.87萬股(gu)(gu)(gu),人(ren)均激(ji)(ji)(ji)勵(li)(li)(li)44.33萬元(yuan)。太(tai)陽能公(gong)司(si)(si)通過(guo)實(shi)施(shi)股(gu)(gu)(gu)權激(ji)(ji)(ji)勵(li)(li)(li)充分(fen)(fen)激(ji)(ji)(ji)發了(le)員工(gong)(gong)(gong)積極性(xing),帶動(dong)(dong)了(le)公(gong)司(si)(si)業(ye)(ye)(ye)績增長(chang),截至2021年(nian)(nian)(nian)(nian)三季(ji)度(du)(du),營業(ye)(ye)(ye)收入同比(bi)增長(chang)38.10%,凈利潤(run)同比(bi)增長(chang)21.49%。風電公(gong)司(si)(si)通過(guo)實(shi)施(shi)股(gu)(gu)(gu)權激(ji)(ji)(ji)勵(li)(li)(li),公(gong)司(si)(si)股(gu)(gu)(gu)價從2.91元(yuan)/股(gu)(gu)(gu)上升到6.61元(yuan)/股(gu)(gu)(gu),增幅(fu)達127%,截至2021年(nian)(nian)(nian)(nian)三季(ji)度(du)(du),營業(ye)(ye)(ye)收入同比(bi)增長(chang)28.91%,歸(gui)母凈利潤(run)同比(bi)增長(chang)38.36%。

加大科技創新力度,打造高質量發展新引擎

一(yi)(yi)是持(chi)續加大(da)研(yan)(yan)(yan)(yan)發(fa)(fa)投(tou)入(ru)(ru)。中(zhong)國(guo)節(jie)能(neng)2021年(nian)1-11月,研(yan)(yan)(yan)(yan)發(fa)(fa)經費投(tou)入(ru)(ru)為(wei)11.65億元,研(yan)(yan)(yan)(yan)發(fa)(fa)投(tou)入(ru)(ru)強(qiang)(qiang)度為(wei)2.57%;新(xin)增(zeng)(zeng)(zeng)授權專(zhuan)利406項,其中(zhong)發(fa)(fa)明專(zhuan)利93項;獲省部級以(yi)上(shang)獎勵(li)3項;綠色發(fa)(fa)電量178.66億千(qian)瓦時,相當于(yu)減排二(er)(er)氧化(hua)(hua)碳1361萬(wan)(wan)噸(dun)(dun),節(jie)約標煤546萬(wan)(wan)噸(dun)(dun);累(lei)計(ji)處理(li)固(gu)體(ti)(ti)廢棄物(wu)(wu)1549.65萬(wan)(wan)噸(dun)(dun),穩(wen)居行業(ye)(ye)(ye)(ye)第(di)一(yi)(yi)陣營;制水及處理(li)污(wu)水23.97億噸(dun)(dun),同(tong)比(bi)增(zeng)(zeng)(zeng)長(chang)(chang)1.2倍(bei)。二(er)(er)是強(qiang)(qiang)化(hua)(hua)產學(xue)研(yan)(yan)(yan)(yan)深度合(he)作(zuo)。與(yu)清華大(da)學(xue)等(deng)13所高(gao)校和科研(yan)(yan)(yan)(yan)院所建(jian)立了(le)全面戰略(lve)合(he)作(zuo)關系(xi)(xi)。子企業(ye)(ye)(ye)(ye)與(yu)清華大(da)學(xue)等(deng)單(dan)位(wei)研(yan)(yan)(yan)(yan)發(fa)(fa)的(de)“工業(ye)(ye)(ye)(ye)煙氣多污(wu)染(ran)物(wu)(wu)協同(tong)深度治理(li)技(ji)(ji)術與(yu)應用(yong)”等(deng)成(cheng)果獲得2020年(nian)度國(guo)家科技(ji)(ji)進(jin)步(bu)獎一(yi)(yi)等(deng)獎1項、二(er)(er)等(deng)獎2項。三(san)是加速科研(yan)(yan)(yan)(yan)成(cheng)果產業(ye)(ye)(ye)(ye)轉(zhuan)化(hua)(hua)。積極搭(da)建(jian)產學(xue)研(yan)(yan)(yan)(yan)用(yong)一(yi)(yi)體(ti)(ti)化(hua)(hua)的(de)科技(ji)(ji)創(chuang)新(xin)體(ti)(ti)系(xi)(xi),切實(shi)提升科研(yan)(yan)(yan)(yan)成(cheng)果轉(zhuan)化(hua)(hua)的(de)效(xiao)率(lv)和成(cheng)功(gong)率(lv),打通(tong)(tong)科技(ji)(ji)成(cheng)果轉(zhuan)化(hua)(hua)“最后(hou)一(yi)(yi)公(gong)里”,增(zeng)(zeng)(zeng)強(qiang)(qiang)企業(ye)(ye)(ye)(ye)發(fa)(fa)展原動(dong)力。所屬萬(wan)(wan)潤公(gong)司(si)建(jian)立了(le)“二(er)(er)級研(yan)(yan)(yan)(yan)發(fa)(fa)管理(li)體(ti)(ti)系(xi)(xi)”,通(tong)(tong)過打造開放式創(chuang)新(xin)平臺(tai)進(jin)一(yi)(yi)步(bu)激發(fa)(fa)科技(ji)(ji)創(chuang)新(xin)動(dong)能(neng),公(gong)司(si)的(de)研(yan)(yan)(yan)(yan)發(fa)(fa)能(neng)力更加專(zhuan)業(ye)(ye)(ye)(ye)、研(yan)(yan)(yan)(yan)發(fa)(fa)管控工作(zuo)更加靈(ling)活(huo)有效(xiao),為(wei)推動(dong)科研(yan)(yan)(yan)(yan)成(cheng)果產業(ye)(ye)(ye)(ye)轉(zhuan)化(hua)(hua)、實(shi)現高(gao)質量發(fa)(fa)展奠(dian)定(ding)了(le)堅實(shi)基礎(chu)。萬(wan)(wan)潤公(gong)司(si)目前(qian)(qian)已成(cheng)為(wei)世(shi)界(jie)上(shang)高(gao)端液晶(jing)單(dan)體(ti)(ti)材料和高(gao)端沸石系(xi)(xi)列(lie)環(huan)保材料的(de)第(di)一(yi)(yi)大(da)供(gong)應商(shang)、OLED(有機發(fa)(fa)光半導體(ti)(ti))材料的(de)升華前(qian)(qian)單(dan)體(ti)(ti)(半成(cheng)品)和中(zhong)間體(ti)(ti)的(de)第(di)一(yi)(yi)大(da)生產商(shang)。2020年(nian)以(yi)來(lai),萬(wan)(wan)潤公(gong)司(si)營業(ye)(ye)(ye)(ye)收入(ru)(ru)增(zeng)(zeng)(zeng)長(chang)(chang)10.52%,市值由136.64億元增(zeng)(zeng)(zeng)長(chang)(chang)到171.46億元,增(zeng)(zeng)(zeng)長(chang)(chang)率(lv)超(chao)過25.4%,連續四(si)年(nian)研(yan)(yan)(yan)(yan)發(fa)(fa)投(tou)入(ru)(ru)占營業(ye)(ye)(ye)(ye)收入(ru)(ru)比(bi)重超(chao)過7%。
