中國節能:堅持機制創新與科技創新雙輪驅動

中(zhong)國(guo)節能(neng)環保(bao)集團(tuan)有限公司(以下簡稱中(zhong)國(guo)節能(neng))堅決(jue)貫徹落實國(guo)企(qi)改(gai)革三年行動各(ge)項部(bu)署要求,堅持機制創(chuang)新與科(ke)技創(chuang)新雙輪驅動,不斷完(wan)善市場(chang)化經(jing)營(ying)機制,充分發揮(hui)科(ke)技創(chuang)新的支(zhi)撐引領作用,發展活力動力明顯增(zeng)強,經(jing)營(ying)效益明顯提升。2021年前三季(ji)度(du),營(ying)業收入(ru)和利潤總額(e)同比(bi)分別(bie)增(zeng)長32%和49%,凈利潤超(chao)年度(du)考核目標23%。

健全市場化經營機制,激發微觀主體活力

一是全面(mian)推行經(jing)理層(ceng)成員(yuan)任(ren)(ren)期制和契(qi)約化(hua)管理。按照“一企一策(ce)、一人(ren)(ren)(ren)(ren)一契(qi)”原則,設置具有科學性(xing)(xing)、挑戰性(xing)(xing)的(de)契(qi)約目(mu)標,經(jing)理層(ceng)成員(yuan)績(ji)(ji)效薪(xin)酬(chou)與(yu)經(jing)營業績(ji)(ji)考核結(jie)果“強掛鉤(gou)”,真(zhen)正(zheng)做到憑能(neng)力任(ren)(ren)職(zhi)務,靠(kao)成績(ji)(ji)定(ding)去留。系統內532家(jia)子分(fen)企業在9月底前(qian)100%簽(qian)訂崗(gang)位(wei)(wei)(wei)(wei)聘(pin)任(ren)(ren)協議和經(jing)營業績(ji)(ji)責任(ren)(ren)書。實(shi)現(xian)管理人(ren)(ren)(ren)(ren)員(yuan)“能(neng)上能(neng)下”,今年(nian)以(yi)來(lai)各層(ceng)級(ji)子公(gong)司(si)管理崗(gang)位(wei)(wei)(wei)(wei)人(ren)(ren)(ren)(ren)員(yuan)調(diao)整退(tui)出(chu)(chu)33人(ren)(ren)(ren)(ren),占(zhan)1.36%。二是全面(mian)推行用工(gong)(gong)市場化(hua)。2021年(nian)1-10月,系統內公(gong)開(kai)(kai)(kai)招聘(pin)人(ren)(ren)(ren)(ren)數(shu)達4208人(ren)(ren)(ren)(ren),公(gong)開(kai)(kai)(kai)招聘(pin)比(bi)例接(jie)近(jin)100%。建立基(ji)于(yu)業績(ji)(ji)考核的(de)優化(hua)調(diao)整機制,完善解(jie)聘(pin)標準與(yu)程(cheng)序,暢通員(yuan)工(gong)(gong)退(tui)出(chu)(chu)渠道(dao),促進(jin)員(yuan)工(gong)(gong)合(he)理流(liu)動,實(shi)現(xian)員(yuan)工(gong)(gong)“能(neng)進(jin)能(neng)出(chu)(chu)”,因考核不合(he)格等解(jie)除員(yuan)工(gong)(gong)勞(lao)動合(he)同人(ren)(ren)(ren)(ren)數(shu)280人(ren)(ren)(ren)(ren),占(zhan)企業平均(jun)職(zhi)工(gong)(gong)人(ren)(ren)(ren)(ren)數(shu)0.76%。三是開(kai)(kai)(kai)展(zhan)總(zong)部層(ceng)面(mian)崗(gang)位(wei)(wei)(wei)(wei)公(gong)開(kai)(kai)(kai)競(jing)聘(pin)。上半年(nian),集(ji)團(tuan)總(zong)部啟動7個部門副主任(ren)(ren)崗(gang)位(wei)(wei)(wei)(wei)、43個處(chu)室負(fu)責人(ren)(ren)(ren)(ren)崗(gang)位(wei)(wei)(wei)(wei)公(gong)開(kai)(kai)(kai)競(jing)聘(pin)工(gong)(gong)作,其中(zhong)總(zong)部原處(chu)室負(fu)責人(ren)(ren)(ren)(ren)“全體起立”,參加競(jing)聘(pin)。共(gong)計(ji)103人(ren)(ren)(ren)(ren)報名(ming)參加,經(jing)過員(yuan)工(gong)(gong)報名(ming)、資格審查,78人(ren)(ren)(ren)(ren)進(jin)入面(mian)試,最終45人(ren)(ren)(ren)(ren)競(jing)聘(pin)上崗(gang)(含平級(ji)調(diao)整18人(ren)(ren)(ren)(ren)),其中(zhong)“70后”12人(ren)(ren)(ren)(ren),“80后”33人(ren)(ren)(ren)(ren),處(chu)級(ji)以(yi)上干部的(de)平均(jun)年(nian)齡從48歲降至45歲。

強化人才激勵和培養,培育干事創業團隊

一(yi)是深化(hua)(hua)人(ren)才培養開發機(ji)(ji)制。加(jia)大優秀年(nian)(nian)(nian)(nian)(nian)輕(qing)(qing)干(gan)(gan)(gan)部培養使用力度。開展(zhan)(zhan)優秀年(nian)(nian)(nian)(nian)(nian)輕(qing)(qing)干(gan)(gan)(gan)部調(diao)(diao)研(yan),形成包(bao)含340人(ren)左右(you)的各層級優秀年(nian)(nian)(nian)(nian)(nian)輕(qing)(qing)干(gan)(gan)(gan)部人(ren)才庫(ku),組織實(shi)(shi)施三期(qi)(qi)優秀年(nian)(nian)(nian)(nian)(nian)輕(qing)(qing)干(gan)(gan)(gan)部培訓班,系統內接受優秀年(nian)(nian)(nian)(nian)(nian)輕(qing)(qing)干(gan)(gan)(gan)部轉訓人(ren)數(shu)達(da)13000人(ren)次。建立人(ren)才培訓成長(chang)(chang)(chang)檔案,長(chang)(chang)(chang)期(qi)(qi)跟蹤優秀年(nian)(nian)(nian)(nian)(nian)強干(gan)(gan)(gan)部實(shi)(shi)踐鍛煉、成長(chang)(chang)(chang)發展(zhan)(zhan)情(qing)況。2021年(nian)(nian)(nian)(nian)(nian)以(yi)來,提拔(ba)(ba)使用“80后”年(nian)(nian)(nian)(nian)(nian)輕(qing)(qing)干(gan)(gan)(gan)部占新提拔(ba)(ba)干(gan)(gan)(gan)部總數(shu)的27.3%。二(er)是深化(hua)(hua)收入(ru)(ru)分(fen)配機(ji)(ji)制改革。在(zai)(zai)集團總部,增(zeng)(zeng)加(jia)對員(yuan)工(gong)(gong)的季(ji)(ji)度考(kao)核,優化(hua)(hua)調(diao)(diao)整薪(xin)酬(chou)結構,在(zai)(zai)原(yuan)固定發放的工(gong)(gong)資(zi)中(zhong)(zhong)再(zai)切出(chu)40%與季(ji)(ji)度考(kao)核結果掛(gua)鉤。在(zai)(zai)二(er)級子(zi)公(gong)(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)工(gong)(gong)資(zi)調(diao)(diao)控方(fang)面,利潤(run)指標(biao)(biao)下降(jiang)或連續虧損企業工(gong)(gong)資(zi)總額必(bi)須下降(jiang),最大降(jiang)幅(fu)達(da)到30%,推動(dong)(dong)工(gong)(gong)資(zi)總額按經營(ying)(ying)(ying)業績(ji)(ji)完(wan)成進度實(shi)(shi)現(xian)(xian)動(dong)(dong)態(tai)調(diao)(diao)控管(guan)理(li)。在(zai)(zai)二(er)級子(zi)公(gong)(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)負責(ze)人(ren)薪(xin)酬(chou)管(guan)理(li)方(fang)面,堅(jian)持考(kao)核剛性兌現(xian)(xian),3家二(er)級子(zi)公(gong)(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)因未(wei)完(wan)成考(kao)核目標(biao)(biao),未(wei)兌現(xian)(xian)績(ji)(ji)效年(nian)(nian)(nian)(nian)(nian)薪(xin),企業負責(ze)人(ren)及班子(zi)成員(yuan)僅領取基本(ben)年(nian)(nian)(nian)(nian)(nian)薪(xin)。二(er)級子(zi)公(gong)(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)主要(yao)負責(ze)人(ren)收入(ru)(ru)差距倍數(shu)最高達(da)4.22倍。三是實(shi)(shi)施多種類型(xing)中(zhong)(zhong)長(chang)(chang)(chang)期(qi)(qi)激(ji)(ji)(ji)(ji)勵(li)(li)。截(jie)至10月末,已開展(zhan)(zhan)中(zhong)(zhong)長(chang)(chang)(chang)期(qi)(qi)激(ji)(ji)(ji)(ji)勵(li)(li)的子(zi)企業數(shu)量154戶(hu)。實(shi)(shi)施國有(you)科技型(xing)企業分(fen)紅激(ji)(ji)(ji)(ji)勵(li)(li)的企業3戶(hu),累(lei)計(ji)(ji)激(ji)(ji)(ji)(ji)勵(li)(li)53人(ren),人(ren)均(jun)激(ji)(ji)(ji)(ji)勵(li)(li)4.54萬元;對大地公(gong)(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)、九目化(hua)(hua)學等14家公(gong)(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)實(shi)(shi)施員(yuan)工(gong)(gong)持股,累(lei)計(ji)(ji)激(ji)(ji)(ji)(ji)勵(li)(li)727人(ren),授(shou)(shou)出(chu)1.057億股;在(zai)(zai)太陽能公(gong)(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)、風(feng)電公(gong)(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)、萬潤(run)公(gong)(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)等3家公(gong)(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)實(shi)(shi)施上市公(gong)(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)股權激(ji)(ji)(ji)(ji)勵(li)(li),授(shou)(shou)予股權875人(ren),授(shou)(shou)出(chu)7730.87萬股,人(ren)均(jun)激(ji)(ji)(ji)(ji)勵(li)(li)44.33萬元。太陽能公(gong)(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)通過實(shi)(shi)施股權激(ji)(ji)(ji)(ji)勵(li)(li)充分(fen)激(ji)(ji)(ji)(ji)發了員(yuan)工(gong)(gong)積(ji)極性,帶動(dong)(dong)了公(gong)(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)業績(ji)(ji)增(zeng)(zeng)長(chang)(chang)(chang),截(jie)至2021年(nian)(nian)(nian)(nian)(nian)三季(ji)(ji)度,營(ying)(ying)(ying)業收入(ru)(ru)同(tong)比(bi)增(zeng)(zeng)長(chang)(chang)(chang)38.10%,凈利潤(run)同(tong)比(bi)增(zeng)(zeng)長(chang)(chang)(chang)21.49%。風(feng)電公(gong)(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)通過實(shi)(shi)施股權激(ji)(ji)(ji)(ji)勵(li)(li),公(gong)(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)股價從(cong)2.91元/股上升到6.61元/股,增(zeng)(zeng)幅(fu)達(da)127%,截(jie)至2021年(nian)(nian)(nian)(nian)(nian)三季(ji)(ji)度,營(ying)(ying)(ying)業收入(ru)(ru)同(tong)比(bi)增(zeng)(zeng)長(chang)(chang)(chang)28.91%,歸母凈利潤(run)同(tong)比(bi)增(zeng)(zeng)長(chang)(chang)(chang)38.36%。

加大科技創新力度,打造高質量發展新引擎

一(yi)是(shi)持續加大研(yan)發(fa)(fa)(fa)(fa)(fa)投入(ru)(ru)。中(zhong)國節能(neng)2021年1-11月,研(yan)發(fa)(fa)(fa)(fa)(fa)經費(fei)投入(ru)(ru)為(wei)11.65億(yi)元,研(yan)發(fa)(fa)(fa)(fa)(fa)投入(ru)(ru)強(qiang)(qiang)度為(wei)2.57%;新(xin)增(zeng)授(shou)權專利(li)406項,其中(zhong)發(fa)(fa)(fa)(fa)(fa)明專利(li)93項;獲省部級以(yi)上獎勵3項;綠色發(fa)(fa)(fa)(fa)(fa)電(dian)量(liang)178.66億(yi)千瓦時(shi),相(xiang)當于減排二(er)(er)氧化(hua)碳(tan)1361萬(wan)噸,節約標煤546萬(wan)噸;累計(ji)處理(li)固體廢棄物1549.65萬(wan)噸,穩(wen)居行業(ye)(ye)(ye)第一(yi)陣營;制水(shui)及處理(li)污水(shui)23.97億(yi)噸,同比增(zeng)長(chang)1.2倍。二(er)(er)是(shi)強(qiang)(qiang)化(hua)產(chan)學(xue)研(yan)深(shen)度合(he)作(zuo)。與清(qing)華(hua)大學(xue)等(deng)(deng)(deng)13所高(gao)校和(he)(he)(he)科(ke)(ke)研(yan)院所建立了全(quan)面戰(zhan)略合(he)作(zuo)關系(xi)。子企(qi)(qi)業(ye)(ye)(ye)與清(qing)華(hua)大學(xue)等(deng)(deng)(deng)單(dan)位研(yan)發(fa)(fa)(fa)(fa)(fa)的(de)(de)(de)“工業(ye)(ye)(ye)煙氣多污染物協同深(shen)度治(zhi)理(li)技(ji)(ji)(ji)術與應(ying)用(yong)”等(deng)(deng)(deng)成(cheng)(cheng)果(guo)獲得2020年度國家科(ke)(ke)技(ji)(ji)(ji)進(jin)步(bu)(bu)獎一(yi)等(deng)(deng)(deng)獎1項、二(er)(er)等(deng)(deng)(deng)獎2項。三是(shi)加速科(ke)(ke)研(yan)成(cheng)(cheng)果(guo)產(chan)業(ye)(ye)(ye)轉(zhuan)(zhuan)化(hua)。積極(ji)搭建產(chan)學(xue)研(yan)用(yong)一(yi)體化(hua)的(de)(de)(de)科(ke)(ke)技(ji)(ji)(ji)創(chuang)新(xin)體系(xi),切實(shi)提升(sheng)科(ke)(ke)研(yan)成(cheng)(cheng)果(guo)轉(zhuan)(zhuan)化(hua)的(de)(de)(de)效(xiao)率(lv)(lv)和(he)(he)(he)成(cheng)(cheng)功率(lv)(lv),打(da)通科(ke)(ke)技(ji)(ji)(ji)成(cheng)(cheng)果(guo)轉(zhuan)(zhuan)化(hua)“最后一(yi)公(gong)里”,增(zeng)強(qiang)(qiang)企(qi)(qi)業(ye)(ye)(ye)發(fa)(fa)(fa)(fa)(fa)展原(yuan)動(dong)(dong)力(li)。所屬萬(wan)潤公(gong)司(si)建立了“二(er)(er)級研(yan)發(fa)(fa)(fa)(fa)(fa)管理(li)體系(xi)”,通過(guo)打(da)造開(kai)放(fang)式創(chuang)新(xin)平臺(tai)進(jin)一(yi)步(bu)(bu)激發(fa)(fa)(fa)(fa)(fa)科(ke)(ke)技(ji)(ji)(ji)創(chuang)新(xin)動(dong)(dong)能(neng),公(gong)司(si)的(de)(de)(de)研(yan)發(fa)(fa)(fa)(fa)(fa)能(neng)力(li)更加專業(ye)(ye)(ye)、研(yan)發(fa)(fa)(fa)(fa)(fa)管控(kong)工作(zuo)更加靈活有效(xiao),為(wei)推動(dong)(dong)科(ke)(ke)研(yan)成(cheng)(cheng)果(guo)產(chan)業(ye)(ye)(ye)轉(zhuan)(zhuan)化(hua)、實(shi)現高(gao)質量(liang)發(fa)(fa)(fa)(fa)(fa)展奠(dian)定了堅實(shi)基礎。萬(wan)潤公(gong)司(si)目前已(yi)成(cheng)(cheng)為(wei)世界(jie)上高(gao)端液晶單(dan)體材料和(he)(he)(he)高(gao)端沸石系(xi)列環保材料的(de)(de)(de)第一(yi)大供應(ying)商、OLED(有機發(fa)(fa)(fa)(fa)(fa)光(guang)半導(dao)體)材料的(de)(de)(de)升(sheng)華(hua)前單(dan)體(半成(cheng)(cheng)品)和(he)(he)(he)中(zhong)間(jian)體的(de)(de)(de)第一(yi)大生產(chan)商。2020年以(yi)來,萬(wan)潤公(gong)司(si)營業(ye)(ye)(ye)收入(ru)(ru)增(zeng)長(chang)10.52%,市(shi)值由136.64億(yi)元增(zeng)長(chang)到171.46億(yi)元,增(zeng)長(chang)率(lv)(lv)超(chao)過(guo)25.4%,連(lian)續四年研(yan)發(fa)(fa)(fa)(fa)(fa)投入(ru)(ru)占營業(ye)(ye)(ye)收入(ru)(ru)比重超(chao)過(guo)7%。
