中央企業電子商(shang)務聯(lian)盟(以下簡稱“聯(lian)盟”)成(cheng)立(li)于2017年7月,是由國家(jia)(jia)(jia)電網等14家(jia)(jia)(jia)中央企業所屬電商(shang)平臺共同發(fa)起成(cheng)立(li)的行業性組織。目前,聯(lian)盟已組建了(le)31省地方(fang)工委(wei)會,成(cheng)員單位210家(jia)(jia)(jia),覆蓋能源、通(tong)信、制(zhi)造(zao)、軍(jun)工等行業。兩年多來,聯(lian)盟圍繞電子商(shang)務協同創(chuang)(chuang)新(xin)、模式(shi)創(chuang)(chuang)新(xin)、技術創(chuang)(chuang)新(xin)和(he)渠道創(chuang)(chuang)新(xin),建立(li)了(le)數(shu)據共享、聚(ju)攏采(cai)購、聯(lian)合營銷三大(da)合作機制(zhi),形成(cheng)了(le)跨界融合新(xin)平臺,在服(fu)務中央企業數(shu)字化轉型升(sheng)級、促進產業鏈協同發(fa)展、服(fu)務“一帶一路(lu)”建設等方(fang)面取(qu)得了(le)顯著(zhu)成(cheng)效。
新冠肺炎(yan)疫(yi)情(qing)發(fa)生以來,聯盟堅決貫徹(che)落實習近平總書(shu)記(ji)重要指(zhi)示(shi)批示(shi)精神(shen),在國務院國資委的(de)指(zhi)導(dao)下,第(di)一時間發(fa)起“擔使命、戰疫(yi)情(qing)”聯合行動倡議,推(tui)動建(jian)立成員單位聯防聯控機制,保應急(ji)防護物資供應,開發(fa)上線企業復工(gong)復產(chan)供需(xu)對接平臺,精準匹配打通(tong)供應鏈(lian)堵點,在關(guan)鍵時期助推(tui)相關(guan)中央企業服務不(bu)斷(duan)線、生產(chan)不(bu)掉鏈(lian),在堅決打贏疫(yi)情(qing)防控的(de)人(ren)民戰爭(zheng)、總體戰、阻擊(ji)戰中彰顯(xian)了央企責任擔當和骨干力(li)量。
全方面打響聯合戰疫
從發起倡議聯合作(zuo)戰、到搭建廣泛的供(gong)需(xu)對接平臺,央企(qi)電商矩陣全方(fang)位出擊,成為抗疫(yi)戰線上一支中堅力量。

深化資(zi)源共(gong)享機制建(jian)設,提(ti)升服務(wu)政府決(jue)策(ce)和(he)治理能力。一(yi)方面(mian)(mian),要全面(mian)(mian)推進大數(shu)據(ju)共(gong)享應用(yong),促進各電(dian)(dian)商(shang)平臺間互(hu)聯(lian)互(hu)通,集聚更(geng)(geng)多數(shu)據(ju)資(zi)源,形成公共(gong)數(shu)據(ju)服務(wu)能力,全面(mian)(mian)助力“數(shu)字中國”“信(xin)用(yong)中國”建(jian)設。另(ling)一(yi)方面(mian)(mian),要更(geng)(geng)好地發(fa)(fa)揮政企溝通橋(qiao)梁作用(yong),為國家(jia)電(dian)(dian)子商(shang)務(wu)發(fa)(fa)展政策(ce)制定提(ti)供支撐(cheng);進一(yi)步吸納(na)地方國企參與(yu)聯(lian)盟合(he)作,為地方國企發(fa)(fa)展電(dian)(dian)子商(shang)務(wu)提(ti)供經驗(yan)支撐(cheng)與(yu)協作渠道,更(geng)(geng)好地服務(wu)地方電(dian)(dian)子商(shang)務(wu)產業發(fa)(fa)展。

深化(hua)(hua)協同(tong)運作(zuo)機制建設,提升聯盟合(he)作(zuo)層次(ci)和服務水平(ping)。一方面(mian),加快拓展(zhan)地方國(guo)企(qi)、自貿區(qu)等系統,遴選(xuan)重點院校、航空公司(si)、金融機構加入聯盟,全(quan)面(mian)推進央地合(he)作(zuo)、區(qu)域內經貿合(he)作(zuo)、產融協同(tong)等多維(wei)度合(he)作(zuo)。同(tong)時,加快完善技(ji)(ji)術創(chuang)(chuang)新(xin)及孵化(hua)(hua)轉化(hua)(hua)合(he)作(zuo)機制,引導聯盟企(qi)業聯合(he)開展(zhan)共性關鍵技(ji)(ji)術攻(gong)關、新(xin)技(ji)(ji)術研究,完善價值(zhi)評估、成(cheng)果孵化(hua)(hua)轉化(hua)(hua)等支撐服務能力,推動建立技(ji)(ji)術創(chuang)(chuang)新(xin)引領(ling)新(xin)格局(ju)。
