全面推動信息化與國資監管深度融合

北京市國資(zi)委(wei)深(shen)入(ru)學習(xi)貫(guan)徹習(xi)近(jin)平新時代(dai)中國特色(se)社會主義(yi)思(si)(si)想,緊緊聚焦以(yi)“管(guan)資(zi)本”為主推(tui)進(jin)職能(neng)轉變和網絡(luo)強(qiang)國思(si)(si)想,不斷推(tui)動國資(zi)監管(guan)與信息(xi)(xi)化深(shen)度融(rong)合,努力推(tui)動國資(zi)國企(qi)治理現(xian)(xian)代(dai)化、智能(neng)化、信息(xi)(xi)化,初步(bu)形成了(le)頂層(ceng)設計引領、應用平臺支(zhi)撐、企(qi)業(ye)信息(xi)(xi)化穩(wen)步(bu)提升的(de)良(liang)好格局,為國有經濟(ji)高質(zhi)量發展增(zeng)(zeng)添(tian)了(le)動力新引擎。今年1-8月份,北京市管(guan)企(qi)業(ye)資(zi)產總(zong)額超過5.3萬億元,累(lei)計實(shi)現(xian)(xian)營(ying)業(ye)收入(ru)10359.9億元,同(tong)比增(zeng)(zeng)長10.2%;實(shi)現(xian)(xian)利(li)潤總(zong)額658.4億元,同(tong)比增(zeng)(zeng)長11.0%; 上交稅費總(zong)額1000.5億元,同(tong)比增(zeng)(zeng)長9.2%。
一、廣泛凝聚共識,統籌構建信息化工作格局
當前,全(quan)(quan)球信(xin)息(xi)化(hua)(hua)進入全(quan)(quan)面滲透、跨(kua)界融合、加(jia)速創新、引領(ling)發展的新階(jie)段。針對“十二五”末期,北京市(shi)(shi)國資委(wei)系統信(xin)息(xi)化(hua)(hua)頂(ding)層設(she)計不足,“數據孤島(dao)”現象(xiang)突(tu)出,數據價值難(nan)以體現,與中央企(qi)(qi)業(ye)、兄弟省市(shi)(shi)企(qi)(qi)業(ye)、行業(ye)標桿企(qi)(qi)業(ye)存(cun)在(zai)較大差距等問(wen)題,北京市(shi)(shi)國資委(wei)不斷完善頂(ding)層設(she)計,強化(hua)(hua)政策引導,推動壓力傳導,倒逼工(gong)(gong)作落實,全(quan)(quan)系統對國資監管信(xin)息(xi)化(hua)(hua)工(gong)(gong)作形成(cheng)廣泛共(gong)識(shi)。
(一(yi)(yi))明確發(fa)(fa)展(zhan)(zhan)(zhan)(zhan)方向,制(zhi)定《“十三五(wu)”信(xin)(xin)(xin)息(xi)化(hua)(hua)發(fa)(fa)展(zhan)(zhan)(zhan)(zhan)專(zhuan)項(xiang)規(gui)劃》。將信(xin)(xin)(xin)息(xi)化(hua)(hua)工作融入《國(guo)有經濟(ji)“十三五(wu)”發(fa)(fa)展(zhan)(zhan)(zhan)(zhan)規(gui)劃》,制(zhi)定信(xin)(xin)(xin)息(xi)化(hua)(hua)發(fa)(fa)展(zhan)(zhan)(zhan)(zhan)專(zhuan)項(xiang)子規(gui)劃,與國(guo)有經濟(ji)整(zheng)體工作統(tong)一(yi)(yi)標準、統(tong)一(yi)(yi)導向、統(tong)一(yi)(yi)謀劃。同步(bu)指(zhi)導各市(shi)管(guan)(guan)(guan)企業同步(bu)制(zhi)定“十三五(wu)”信(xin)(xin)(xin)息(xi)化(hua)(hua)發(fa)(fa)展(zhan)(zhan)(zhan)(zhan)規(gui)劃,將信(xin)(xin)(xin)息(xi)化(hua)(hua)作為加強集團(tuan)管(guan)(guan)(guan)控(kong)、引(yin)領企業戰略實(shi)施的重要抓手。《專(zhuan)項(xiang)規(gui)劃》以(yi)(yi)“統(tong)籌推(tui)進、創(chuang)(chuang)(chuang)新(xin)(xin)引(yin)領、開放共享、安(an)全(quan)可控(kong)”為原則,以(yi)(yi)信(xin)(xin)(xin)息(xi)化(hua)(hua)驅動“轉型、改革、開放、創(chuang)(chuang)(chuang)新(xin)(xin)”為主(zhu)線(xian),系統(tong)提出“135”發(fa)(fa)展(zhan)(zhan)(zhan)(zhan)目標,力(li)爭到“十三五(wu)”末,市(shi)管(guan)(guan)(guan)企業管(guan)(guan)(guan)理(li)(li)信(xin)(xin)(xin)息(xi)化(hua)(hua)水平(ping)全(quan)部達到B級及以(yi)(yi)上(shang),在依托信(xin)(xin)(xin)息(xi)化(hua)(hua)探索創(chuang)(chuang)(chuang)新(xin)(xin)國(guo)資(zi)(zi)監管(guan)(guan)(guan)方式上(shang)走在全(quan)國(guo)前(qian)列。“1”就是通過培育“1”批信(xin)(xin)(xin)息(xi)化(hua)(hua)產(chan)業先(xian)鋒(feng),推(tui)進構建(jian)首都(dou)高精尖經濟(ji)結構;“3”就是推(tui)動建(jian)設3大(da)信(xin)(xin)(xin)息(xi)平(ping)臺,促進京津冀協同發(fa)(fa)展(zhan)(zhan)(zhan)(zhan),提高國(guo)資(zi)(zi)監管(guan)(guan)(guan)綜合效(xiao)能,推(tui)進城市(shi)精細(xi)化(hua)(hua)治理(li)(li);“5”就是積極(ji)踐行(xing)數字化(hua)(hua)管(guan)(guan)(guan)理(li)(li)理(li)(li)念,著力(li)提升(sheng)科(ke)學(xue)決策、集團(tuan)管(guan)(guan)(guan)控(kong)、創(chuang)(chuang)(chuang)新(xin)(xin)發(fa)(fa)展(zhan)(zhan)(zhan)(zhan)、風險(xian)防控(kong)、綜合保障5項(xiang)核心能力(li),推(tui)動實(shi)現國(guo)資(zi)(zi)國(guo)企治理(li)(li)體系和治理(li)(li)能力(li)現代化(hua)(hua)。
(二(er))完善體制機(ji)制,推(tui)(tui)動信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)從(cong)“一把(ba)手(shou)(shou)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)”向“全員(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)”轉(zhuan)變(bian)。一是(shi)建(jian)立(li)(li)健(jian)全網信(xin)(xin)(xin)(xin)領(ling)導(dao)體制,強化(hua)(hua)(hua)主體責(ze)任(ren)(ren)。明確各(ge)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)主要領(ling)導(dao)作(zuo)(zuo)(zuo)為網信(xin)(xin)(xin)(xin)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)的第一責(ze)任(ren)(ren)人,把(ba)推(tui)(tui)動信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)發展(zhan)作(zuo)(zuo)(zuo)為黨組(zu)織把(ba)方向、管大局、保落(luo)實(shi)(shi)的重(zhong)要抓手(shou)(shou),堅決(jue)貫徹(che)落(luo)實(shi)(shi)國家和(he)市(shi)委市(shi)政(zheng)府信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)方針、政(zheng)策,研究決(jue)定企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)發展(zhan)戰略及年度(du)計(ji)劃,親自過問(wen)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)建(jian)設(she)(she)的重(zhong)大事(shi)項。二(er)是(shi)調整優化(hua)(hua)(hua)機(ji)構設(she)(she)置,進(jin)一步明確職責(ze)定位。推(tui)(tui)動企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)網信(xin)(xin)(xin)(xin)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)部門(men)機(ji)構、職能、人員(yuan)和(he)責(ze)任(ren)(ren)“四落(luo)實(shi)(shi)”,多家企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)新設(she)(she)了(le)一級(ji)(ji)信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)獨立(li)(li)部門(men),具有一級(ji)(ji)信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)獨立(li)(li)部門(men)的市(shi)管企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)數(shu)量超過80%。三是(shi)健(jian)全績(ji)效考核(he)機(ji)制,督促責(ze)任(ren)(ren)落(luo)實(shi)(shi)。將企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)納入企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)導(dao)人員(yuan)年度(du)經(jing)營業(ye)(ye)(ye)(ye)(ye)績(ji)考核(he),并由扣分制調整為計(ji)分制,實(shi)(shi)現從(cong)倒逼(bi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)落(luo)實(shi)(shi),到(dao)引導(dao)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)自主對標、主動提(ti)升的轉(zhuan)變(bian)。目前,各(ge)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)同步建(jian)立(li)(li)信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)績(ji)效考核(he)制度(du),加強督查督辦和(he)考核(he)問(wen)責(ze),確保層(ceng)(ceng)層(ceng)(ceng)落(luo)實(shi)(shi)信(xin)(xin)(xin)(xin)息(xi)化(hua)(hua)(hua)建(jian)設(she)(she)、應(ying)用、維護(hu)、升級(ji)(ji)和(he)優化(hua)(hua)(hua)的責(ze)任(ren)(ren),切實(shi)(shi)把(ba)網信(xin)(xin)(xin)(xin)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)的責(ze)任(ren)(ren)傳(chuan)遞到(dao)各(ge)級(ji)(ji)領(ling)導(dao)和(he)基(ji)層(ceng)(ceng)員(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)(gong),企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)考核(he)基(ji)本覆蓋重(zhong)要子企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)。
(三(san))實施“展(zhan)(zhan)(zhan)(zhan)e計(ji)劃”,加快(kuai)推(tui)動市(shi)(shi)(shi)管企(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)發(fa)展(zhan)(zhan)(zhan)(zhan)。落實市(shi)(shi)(shi)委市(shi)(shi)(shi)政府《進一(yi)(yi)(yi)步深化(hua)(hua)市(shi)(shi)(shi)管國資國企(qi)(qi)改革推(tui)動更(geng)高質(zhi)量發(fa)展(zhan)(zhan)(zhan)(zhan)的(de)“三(san)年(nian)行動”方案(an)(2018--2020年(nian))》,組(zu)織企(qi)(qi)業(ye)(ye)制(zhi)定(ding)實施企(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)水平(ping)提(ti)升計(ji)劃(展(zhan)(zhan)(zhan)(zhan)e計(ji)劃)。一(yi)(yi)(yi)是強化(hua)(hua)政策導向,完(wan)(wan)善信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)水平(ping)測評(ping)(ping)指(zhi)標(biao)體系。堅持繼承與發(fa)展(zhan)(zhan)(zhan)(zhan)相(xiang)統一(yi)(yi)(yi),橫縱對(dui)(dui)比相(xiang)統一(yi)(yi)(yi),在2015年(nian)基(ji)礎上(shang)從頂層設(she)計(ji)、集(ji)團管控、網絡安全(quan)、集(ji)約(yue)化(hua)(hua)發(fa)展(zhan)(zhan)(zhan)(zhan)等方面,對(dui)(dui)約(yue)70%的(de)采集(ji)項進行了(le)修改完(wan)(wan)善。從6個(ge)方面精選13項關鍵(jian)指(zhi)標(biao),引(yin)導企(qi)(qi)業(ye)(ye)進一(yi)(yi)(yi)步完(wan)(wan)善體制(zhi)機(ji)制(zhi),加快(kuai)集(ji)約(yue)化(hua)(hua)建(jian)設(she),提(ti)升數(shu)據(ju)治理、風險感(gan)知和應急(ji)處置(zhi)能力。二是立足(zu)客觀(guan)公正,完(wan)(wan)善信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)水平(ping)測評(ping)(ping)機(ji)制(zhi)。在全(quan)系統組(zu)建(jian)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)測評(ping)(ping)專家(jia)組(zu),統一(yi)(yi)(yi)編(bian)組(zu),對(dui)(dui)企(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)建(jian)、用、管、維全(quan)面綜合(he)評(ping)(ping)估,允許(xu)符(fu)合(he)測評(ping)(ping)指(zhi)標(biao)精神、符(fu)合(he)企(qi)(qi)業(ye)(ye)生產經營(ying)的(de)未匹配(pei)指(zhi)標(biao)視同得(de)分(fen),避免信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)建(jian)設(she)與企(qi)(qi)業(ye)(ye)發(fa)展(zhan)(zhan)(zhan)(zhan)“兩張皮”。“不唯分(fen)、不唯排名(ming)”,注(zhu)重(zhong)溝(gou)通交(jiao)流(liu),突出(chu)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)建(jian)設(she)成(cheng)果經驗交(jiao)流(liu)與共享(xiang),推(tui)動由單一(yi)(yi)(yi)測評(ping)(ping)評(ping)(ping)分(fen)工作,逐漸拓展(zhan)(zhan)(zhan)(zhan)為交(jiao)流(liu)、共享(xiang)、互學、互促、互幫、互助共同提(ti)升的(de)一(yi)(yi)(yi)項工作。三(san)是注(zhu)重(zhong)提(ti)升IT績效(xiao),推(tui)動高質(zhi)量發(fa)展(zhan)(zhan)(zhan)(zhan)。將(jiang)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)測評(ping)(ping)納(na)入業(ye)(ye)績考核,分(fen)類評(ping)(ping)價,針(zhen)對(dui)(dui)企(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)水平(ping)級(ji)別合(he)理設(she)置(zhi)工作難度,倒逼發(fa)展(zhan)(zhan)(zhan)(zhan)。設(she)置(zhi)成(cheng)長(chang)因子,在鼓勵企(qi)(qi)業(ye)(ye)系統對(dui)(dui)標(biao)的(de)同時,強化(hua)(hua)自我對(dui)(dui)標(biao),快(kuai)速(su)成(cheng)長(chang),讓優(you)者更(geng)優(you),劣者奮勇,中間加速(su)攀登。通過“展(zhan)(zhan)(zhan)(zhan)e計(ji)劃”探索信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)在引(yin)領(ling)企(qi)(qi)業(ye)(ye)轉型發(fa)展(zhan)(zhan)(zhan)(zhan)、重(zhong)大工程(cheng)項目建(jian)設(she)、城市(shi)(shi)(shi)運行精細化(hua)(hua)管理等方面的(de)應用,涌現(xian)出(chu)一(yi)(yi)(yi)大批優(you)質(zhi)示范項目。
按照(zhao)中央(yang)關于全(quan)面深化國(guo)資國(guo)企改(gai)革(ge)和(he)高(gao)質(zhi)量(liang)發(fa)展的戰略(lve)部署,市(shi)國(guo)資委(wei)構建了“1+31”的改(gai)革(ge)政策(ce)體系(xi)和(he)“1+14”的高(gao)質(zhi)量(liang)發(fa)展政策(ce)體系(xi)。信息化工(gong)作緊緊圍繞“管(guan)資本為主”導向,積極探索打造出資人監管(guan)信息化平(ping)臺(tai),加(jia)快(kuai)推(tui)動國(guo)資監管(guan)流程方式重塑再造。
二、立足職能轉變,探索創新國資監管新方式
圍(wei)繞服務“三歸位(wei)”,著力探索更多市(shi)場化(hua)、法治化(hua)、信(xin)(xin)息化(hua)監(jian)管方(fang)式,通過強化(hua)流(liu)程整合、數據(ju)共享,推動(dong)實現動(dong)態協同監(jian)管,一批立足服務職能轉變的信(xin)(xin)息系統(tong)相繼上線(xian),國(guo)資監(jian)管與信(xin)(xin)息化(hua)深度融合成效(xiao)初顯。
(一)探(tan)索開展(zhan)數(shu)據(ju)匯(hui)聚,促(cu)進監(jian)管共(gong)(gong)享協同。以國(guo)(guo)資(zi)(zi)監(jian)管業務全景(jing)圖(tu)和數(shu)據(ju)視圖(tu)為主線(xian),匯(hui)聚國(guo)(guo)資(zi)(zi)監(jian)管數(shu)據(ju),明(ming)確數(shu)據(ju)標(biao)準,加強數(shu)據(ju)整(zheng)合(he)(he),建立了(le)規劃對標(biao)、財務分析、產(chan)權分析、土(tu)地(di)分析等監(jian)測專題(ti)服務決策支(zhi)持,目前共(gong)(gong)匯(hui)聚14097項數(shu)據(ju),共(gong)(gong)享4760項數(shu)據(ju),為增強國(guo)(guo)資(zi)(zi)監(jian)管合(he)(he)力提供了(le)基礎(chu)支(zhi)撐。
(二)開(kai)展信(xin)息(xi)披(pi)(pi)露試點(dian),探(tan)索推(tui)(tui)進協(xie)同(tong)監(jian)管。落(luo)(luo)實(shi)推(tui)(tui)進依法放權(quan)要(yao)求,探(tan)索創新(xin)市場化監(jian)管方(fang)式,參照(zhao)上(shang)市公(gong)司(si)信(xin)息(xi)披(pi)(pi)露實(shi)踐,開(kai)展市管企業信(xin)息(xi)披(pi)(pi)露工作(zuo)試點(dian)。一是把握國(guo)資國(guo)企改(gai)革要(yao)求,明確(que)(que)信(xin)息(xi)披(pi)(pi)露內(nei)容。從企業法人(ren)治理、重(zhong)大(da)(da)投資行(xing)為、重(zhong)大(da)(da)擔(dan)保(bao)(bao)、落(luo)(luo)實(shi)市委(wei)(wei)市政府重(zhong)大(da)(da)專(zhuan)項(xiang)任務(wu)等方(fang)面,確(que)(que)定28項(xiang)信(xin)息(xi)披(pi)(pi)露事項(xiang),切(qie)實(shi)保(bao)(bao)障出資人(ren)知情權(quan)。二是建立(li)健全運行(xing)機制,推(tui)(tui)動(dong)企業披(pi)(pi)露信(xin)息(xi)共享協(xie)同(tong)應用(yong)。支持(chi)信(xin)息(xi)披(pi)(pi)露報告的在線(xian)報送、委(wei)(wei)內(nei)分(fen)發,打通信(xin)息(xi)披(pi)(pi)露和OA系統的通道,實(shi)現領導批示、會商等功能,支撐基于(yu)信(xin)息(xi)披(pi)(pi)露報告開(kai)展協(xie)同(tong)監(jian)管。

三、倡導統籌共建,推進國資委系統應用建設平臺化
踐行集約(yue)化(hua)發展理(li)念(nian),探(tan)索“共籌、共建(jian)、共享”信息(xi)化(hua)建(jian)設模式,推(tui)動市管企業以市場化(hua)機制推(tui)進云計算、大數(shu)據、社保平臺(tai)、共性應用、信息(xi)化(hua)專家人才等資源(yuan)共享合作(zuo),降低信息(xi)化(hua)建(jian)設成本,提升(sheng)項目質量。
(一)支(zhi)持信(xin)息(xi)服務(wu)業打造國企創新(xin)發展(zhan)云平(ping)臺。支(zhi)持市(shi)(shi)(shi)管(guan)(guan)信(xin)息(xi)化(hua)服務(wu)業企業,建(jian)(jian)設(she)完善“國有(you)企業創新(xin)發展(zhan)云平(ping)臺”,面向市(shi)(shi)(shi)管(guan)(guan)企業提供云計算(suan)、云存儲(chu)和云安全(quan)等基礎性(xing)服務(wu)。引導(dao)北控大數據(ju)集(ji)團公司,探索(suo)匯聚城市(shi)(shi)(shi)運(yun)(yun)行服務(wu)保(bao)障領域關鍵數據(ju)的有(you)效途徑(jing),創新(xin)智慧(hui)城市(shi)(shi)(shi)運(yun)(yun)行云平(ping)臺商(shang)業模(mo)式,搶(qiang)占信(xin)息(xi)服務(wu)業產業鏈制(zhi)高點。鼓勵(li)市(shi)(shi)(shi)管(guan)(guan)企業通過(guo)云平(ping)臺,在資源集(ji)約化(hua)利(li)(li)用(yong)、共性(xing)業務(wu)系統建(jian)(jian)設(she)、網絡(luo)安全(quan)等方面加強合作,推動企業從自(zi)建(jian)(jian)自(zi)運(yun)(yun)維向購買服務(wu)轉變,促進國資系統內資源的優化(hua)配置,加快提升市(shi)(shi)(shi)管(guan)(guan)企業信(xin)息(xi)化(hua)水平(ping),實現(xian)互利(li)(li)共贏。
(二)搭(da)建(jian)“國(guo)資(zi)(zi)(zi)(zi)云通(tong)”移(yi)(yi)動(dong)(dong)平(ping)臺(tai)(tai),培育(yu)國(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)移(yi)(yi)動(dong)(dong)新生態。為(wei)更加(jia)高效地貫徹落實市委(wei)(wei)市政府各(ge)項(xiang)重大決策部(bu)(bu)署,進一(yi)步健全信(xin)息(xi)溝(gou)通(tong)扁平(ping)化(hua)工(gong)(gong)作機(ji)制,增強突發事件應急處置(zhi)能(neng)力(li)(li),加(jia)快提升(sheng)國(guo)資(zi)(zi)(zi)(zi)系統信(xin)息(xi)化(hua)水(shui)平(ping),響應市管(guan)企(qi)業(ye)(ye)廣泛需求,依托國(guo)有(you)企(qi)業(ye)(ye)創新發展云平(ping)臺(tai)(tai),支持建(jian)設(she)了(le)國(guo)資(zi)(zi)(zi)(zi)系統云通(tong)訊(xun)移(yi)(yi)動(dong)(dong)應用平(ping)臺(tai)(tai)(簡稱“國(guo)資(zi)(zi)(zi)(zi)云通(tong)”)。該平(ping)臺(tai)(tai)定位為(wei)北京(jing)市國(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)與(yu)市管(guan)企(qi)業(ye)(ye)及(ji)相關子企(qi)業(ye)(ye)的(de)(de)即時(shi)(shi)通(tong)訊(xun)平(ping)臺(tai)(tai),首批部(bu)(bu)署上線的(de)(de)國(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)移(yi)(yi)動(dong)(dong)應用包括黨(dang)組織換屆督導(dao)、重大活動(dong)(dong)服務保障,及(ji)安(an)全生產(chan)、輿情監(jian)測(ce)信(xin)息(xi)報送等。同時(shi)(shi),該平(ping)臺(tai)(tai)被確定為(wei)移(yi)(yi)動(dong)(dong)應用的(de)(de)發布平(ping)臺(tai)(tai),作為(wei)加(jia)快提升(sheng)服務企(qi)業(ye)(ye)質量,拓寬(kuan)平(ping)臺(tai)(tai)化(hua)發展路徑,努力(li)(li)打(da)造國(guo)資(zi)(zi)(zi)(zi)系統移(yi)(yi)動(dong)(dong)空間新生態,探(tan)索(suo)創新國(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)方式(shi)的(de)(de)重要(yao)嘗試。今年3月試運行以來,委(wei)(wei)內(nei)移(yi)(yi)動(dong)(dong)辦公(gong)OA系統同步上線,文件通(tong)過移(yi)(yi)動(dong)(dong)OA的(de)(de)辦理(li)比例達(da)到50%,有(you)力(li)(li)地支持了(le)重保期各(ge)項(xiang)保障工(gong)(gong)作。
(三)統籌建(jian)設非(fei)經(jing)(jing)資(zi)產(chan)(chan)(chan)管(guan)理平(ping)臺,有(you)效(xiao)提升剝離(li)國(guo)有(you)企業辦社會(hui)職能和解決歷史遺留問題(ti)工作效(xiao)率。通(tong)過非(fei)經(jing)(jing)營性資(zi)產(chan)(chan)(chan)管(guan)理平(ping)臺,實現(xian)非(fei)經(jing)(jing)資(zi)產(chan)(chan)(chan)的(de)接(jie)收管(guan)理、物業服務(wu)、資(zi)產(chan)(chan)(chan)運營數字(zi)化(hua)、自動化(hua),打通(tong)線(xian)上線(xian)下渠道,串聯(lian)危舊(jiu)房(fang)屋綜合整治等關聯(lian)產(chan)(chan)(chan)業,有(you)效(xiao)整合非(fei)經(jing)(jing)資(zi)產(chan)(chan)(chan)處(chu)置全鏈條工作,大幅(fu)提升工作效(xiao)率。目前,除對本市(shi)國(guo)有(you)企業非(fei)經(jing)(jing)資(zi)產(chan)(chan)(chan)實行專業化(hua)管(guan)理外,承接(jie)在(zai)京中(zhong)央企業“三供一業”分離(li)移交任務(wu)也在(zai)快速推(tui)進,已(yi)服務(wu)非(fei)經(jing)(jing)資(zi)產(chan)(chan)(chan)超過2611萬平(ping)米。
信息化(hua)(hua)(hua)(hua)工(gong)作是(shi)(shi)一項復雜的(de)(de)系(xi)統工(gong)程(cheng)(cheng),做(zuo)好(hao)信息化(hua)(hua)(hua)(hua)工(gong)作,一是(shi)(shi)要(yao)(yao)堅(jian)(jian)持(chi)(chi)政策(ce)導(dao)(dao)向、問(wen)題導(dao)(dao)向、需求(qiu)(qiu)(qiu)導(dao)(dao)向、目(mu)標導(dao)(dao)向。突(tu)出解決實際(ji)問(wen)題,不過度追(zhui)求(qiu)(qiu)(qiu)技術突(tu)破,堅(jian)(jian)決不為信息化(hua)(hua)(hua)(hua)而信息化(hua)(hua)(hua)(hua)。二是(shi)(shi)要(yao)(yao)堅(jian)(jian)持(chi)(chi)放管(guan)(guan)(guan)(guan)(guan)服(fu)相結合。通(tong)過信息化(hua)(hua)(hua)(hua)手(shou)段,明(ming)確權(quan)責事(shi)(shi)項,明(ming)確主體責任和管(guan)(guan)(guan)(guan)(guan)理(li)流(liu)程(cheng)(cheng),突(tu)出強化(hua)(hua)(hua)(hua)事(shi)(shi)中(zhong)、事(shi)(shi)后綜合監(jian)(jian)管(guan)(guan)(guan)(guan)(guan),避免重復監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)、多頭監(jian)(jian)管(guan)(guan)(guan)(guan)(guan),確保(bao)權(quan)力(li)放得(de)下,資本(ben)管(guan)(guan)(guan)(guan)(guan)的(de)(de)住(zhu)。三是(shi)(shi)要(yao)(yao)堅(jian)(jian)持(chi)(chi)業務(wu)主導(dao)(dao)、信息化(hua)(hua)(hua)(hua)統籌。聚焦業務(wu)痛點(dian)、難點(dian)、堵點(dian),明(ming)確業務(wu)政策(ce)、需求(qiu)(qiu)(qiu)、數(shu)(shu)據和流(liu)程(cheng)(cheng),信息化(hua)(hua)(hua)(hua)部(bu)門在熟悉業務(wu)和政策(ce)的(de)(de)基(ji)礎上(shang),統籌各方(fang)力(li)量和資源,聚焦協同聯(lian)動、流(liu)程(cheng)(cheng)再(zai)造、系(xi)統整合,從“怎么建(jian)成(cheng)”提升到“怎么建(jian)好(hao)”。四是(shi)(shi)要(yao)(yao)堅(jian)(jian)持(chi)(chi)數(shu)(shu)據資產化(hua)(hua)(hua)(hua)管(guan)(guan)(guan)(guan)(guan)理(li)。改變(bian)傳統思路中(zhong)數(shu)(shu)據附屬(shu)于業務(wu)的(de)(de)設計方(fang)式,推進國(guo)(guo)(guo)資監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)數(shu)(shu)據資產化(hua)(hua)(hua)(hua)、資產服(fu)務(wu)化(hua)(hua)(hua)(hua),進一步發掘(jue)、用好(hao)數(shu)(shu)據價(jia)值,提升國(guo)(guo)(guo)資監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)工(gong)作效能。下一步,北京市國(guo)(guo)(guo)資委(wei)將按照國(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)資委(wei)統一部(bu)署(shu),扎實開展(zhan)好(hao)全(quan)國(guo)(guo)(guo)性國(guo)(guo)(guo)資國(guo)(guo)(guo)企在線系(xi)統建(jian)設工(gong)作,為構建(jian)國(guo)(guo)(guo)資監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)大格(ge)局提供有力(li)支撐。
