全面推動信息化與國資監管深度融合

北京(jing)市國(guo)(guo)資(zi)委深(shen)入(ru)學習貫徹習近平新時代(dai)中國(guo)(guo)特色社(she)會主義思想,緊緊聚焦以“管資(zi)本”為主推進職能(neng)轉變和網絡強國(guo)(guo)思想,不斷推動國(guo)(guo)資(zi)監管與信息化深(shen)度融合,努力推動國(guo)(guo)資(zi)國(guo)(guo)企(qi)(qi)治理現(xian)代(dai)化、智能(neng)化、信息化,初步形(xing)成了(le)頂層(ceng)設計(ji)引(yin)領、應用(yong)平臺支撐(cheng)、企(qi)(qi)業(ye)信息化穩步提升的良好格局,為國(guo)(guo)有經濟高質(zhi)量發展增(zeng)添了(le)動力新引(yin)擎(qing)。今年1-8月份,北京(jing)市管企(qi)(qi)業(ye)資(zi)產總額(e)(e)(e)超過5.3萬億元(yuan),累計(ji)實現(xian)營業(ye)收入(ru)10359.9億元(yuan),同比(bi)增(zeng)長10.2%;實現(xian)利(li)潤總額(e)(e)(e)658.4億元(yuan),同比(bi)增(zeng)長11.0%; 上交稅費總額(e)(e)(e)1000.5億元(yuan),同比(bi)增(zeng)長9.2%。
一、廣泛凝聚共識,統籌構建信息化工作格局
當前,全(quan)球信(xin)息化(hua)進入全(quan)面滲透、跨界(jie)融合、加速創新(xin)、引領發展的(de)新(xin)階段。針對“十二五”末(mo)期,北京市(shi)國(guo)資(zi)(zi)委系(xi)(xi)統(tong)信(xin)息化(hua)頂(ding)層(ceng)設(she)計(ji)不(bu)(bu)足,“數據(ju)孤島(dao)”現象突(tu)出,數據(ju)價值難以體現,與中(zhong)央(yang)企業、兄弟(di)省市(shi)企業、行(xing)業標桿企業存(cun)在較(jiao)大(da)差距等(deng)問(wen)題,北京市(shi)國(guo)資(zi)(zi)委不(bu)(bu)斷完善頂(ding)層(ceng)設(she)計(ji),強化(hua)政策引導,推動壓(ya)力(li)傳導,倒(dao)逼工作(zuo)落(luo)實,全(quan)系(xi)(xi)統(tong)對國(guo)資(zi)(zi)監管信(xin)息化(hua)工作(zuo)形成廣泛共識。
(一(yi)(yi))明確(que)發(fa)(fa)展(zhan)方(fang)向,制(zhi)定(ding)《“十三五(wu)(wu)”信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)發(fa)(fa)展(zhan)專(zhuan)項(xiang)(xiang)(xiang)規(gui)(gui)劃(hua)》。將信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工(gong)作融入《國(guo)有經(jing)濟“十三五(wu)(wu)”發(fa)(fa)展(zhan)規(gui)(gui)劃(hua)》,制(zhi)定(ding)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)發(fa)(fa)展(zhan)專(zhuan)項(xiang)(xiang)(xiang)子規(gui)(gui)劃(hua),與國(guo)有經(jing)濟整體(ti)工(gong)作統(tong)一(yi)(yi)標準、統(tong)一(yi)(yi)導向、統(tong)一(yi)(yi)謀劃(hua)。同步指導各市(shi)管(guan)企(qi)(qi)業(ye)同步制(zhi)定(ding)“十三五(wu)(wu)”信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)發(fa)(fa)展(zhan)規(gui)(gui)劃(hua),將信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)作為(wei)(wei)加強(qiang)集(ji)團管(guan)控、引領企(qi)(qi)業(ye)戰略實施的重要抓手。《專(zhuan)項(xiang)(xiang)(xiang)規(gui)(gui)劃(hua)》以(yi)“統(tong)籌推(tui)(tui)進、創(chuang)新(xin)引領、開放(fang)共享、安全(quan)(quan)可控”為(wei)(wei)原(yuan)則,以(yi)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)驅動“轉型、改革、開放(fang)、創(chuang)新(xin)”為(wei)(wei)主線(xian),系統(tong)提出“135”發(fa)(fa)展(zhan)目標,力(li)(li)爭到“十三五(wu)(wu)”末(mo),市(shi)管(guan)企(qi)(qi)業(ye)管(guan)理(li)(li)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)水(shui)平全(quan)(quan)部達(da)到B級及以(yi)上,在依(yi)托信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)探索創(chuang)新(xin)國(guo)資(zi)監管(guan)方(fang)式上走在全(quan)(quan)國(guo)前(qian)列(lie)。“1”就(jiu)是通(tong)過培(pei)育“1”批信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)產業(ye)先(xian)鋒,推(tui)(tui)進構(gou)(gou)建首(shou)都高精尖(jian)經(jing)濟結構(gou)(gou);“3”就(jiu)是推(tui)(tui)動建設3大信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)平臺(tai),促(cu)進京津冀協同發(fa)(fa)展(zhan),提高國(guo)資(zi)監管(guan)綜合效能,推(tui)(tui)進城市(shi)精細化(hua)(hua)(hua)(hua)治理(li)(li);“5”就(jiu)是積極(ji)踐行數字化(hua)(hua)(hua)(hua)管(guan)理(li)(li)理(li)(li)念(nian),著力(li)(li)提升科學(xue)決策、集(ji)團管(guan)控、創(chuang)新(xin)發(fa)(fa)展(zhan)、風險防控、綜合保(bao)障5項(xiang)(xiang)(xiang)核(he)心能力(li)(li),推(tui)(tui)動實現國(guo)資(zi)國(guo)企(qi)(qi)治理(li)(li)體(ti)系和治理(li)(li)能力(li)(li)現代(dai)化(hua)(hua)(hua)(hua)。
(二)完善體制(zhi)(zhi)機(ji)制(zhi)(zhi),推(tui)動(dong)(dong)(dong)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)從“一把手工(gong)(gong)(gong)(gong)(gong)程”向“全員(yuan)工(gong)(gong)(gong)(gong)(gong)程”轉變(bian)。一是建(jian)立健全網信(xin)(xin)(xin)(xin)領導體制(zhi)(zhi),強化(hua)(hua)(hua)主體責任(ren)。明(ming)(ming)確各(ge)企(qi)(qi)(qi)業(ye)(ye)(ye)主要(yao)領導作(zuo)(zuo)為(wei)(wei)網信(xin)(xin)(xin)(xin)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)第一責任(ren)人(ren),把推(tui)動(dong)(dong)(dong)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)發展作(zuo)(zuo)為(wei)(wei)黨組織把方向、管大(da)局、保落(luo)(luo)實的(de)(de)重(zhong)要(yao)抓(zhua)手,堅(jian)決(jue)貫(guan)徹落(luo)(luo)實國家(jia)和(he)市委市政(zheng)府信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)方針、政(zheng)策,研究決(jue)定(ding)企(qi)(qi)(qi)業(ye)(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)發展戰略及年度計劃,親自過問(wen)(wen)企(qi)(qi)(qi)業(ye)(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)建(jian)設(she)的(de)(de)重(zhong)大(da)事項。二是調整優化(hua)(hua)(hua)機(ji)構(gou)設(she)置,進一步明(ming)(ming)確職責定(ding)位(wei)。推(tui)動(dong)(dong)(dong)企(qi)(qi)(qi)業(ye)(ye)(ye)網信(xin)(xin)(xin)(xin)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)部(bu)門機(ji)構(gou)、職能、人(ren)員(yuan)和(he)責任(ren)“四(si)落(luo)(luo)實”,多(duo)家(jia)企(qi)(qi)(qi)業(ye)(ye)(ye)新(xin)設(she)了一級(ji)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)獨立部(bu)門,具(ju)有一級(ji)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)獨立部(bu)門的(de)(de)市管企(qi)(qi)(qi)業(ye)(ye)(ye)數量(liang)超過80%。三是健全績效(xiao)(xiao)考(kao)(kao)核(he)機(ji)制(zhi)(zhi),督促責任(ren)落(luo)(luo)實。將企(qi)(qi)(qi)業(ye)(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)納入企(qi)(qi)(qi)業(ye)(ye)(ye)領導人(ren)員(yuan)年度經營業(ye)(ye)(ye)績考(kao)(kao)核(he),并由扣(kou)分制(zhi)(zhi)調整為(wei)(wei)計分制(zhi)(zhi),實現從倒逼企(qi)(qi)(qi)業(ye)(ye)(ye)落(luo)(luo)實,到引導企(qi)(qi)(qi)業(ye)(ye)(ye)自主對標、主動(dong)(dong)(dong)提(ti)升的(de)(de)轉變(bian)。目(mu)前,各(ge)企(qi)(qi)(qi)業(ye)(ye)(ye)同(tong)步建(jian)立信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)績效(xiao)(xiao)考(kao)(kao)核(he)制(zhi)(zhi)度,加強督查督辦(ban)和(he)考(kao)(kao)核(he)問(wen)(wen)責,確保層層落(luo)(luo)實信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)建(jian)設(she)、應用(yong)、維護、升級(ji)和(he)優化(hua)(hua)(hua)的(de)(de)責任(ren),切實把網信(xin)(xin)(xin)(xin)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)責任(ren)傳(chuan)遞到各(ge)級(ji)領導和(he)基(ji)層員(yuan)工(gong)(gong)(gong)(gong)(gong),企(qi)(qi)(qi)業(ye)(ye)(ye)考(kao)(kao)核(he)基(ji)本覆蓋重(zhong)要(yao)子(zi)企(qi)(qi)(qi)業(ye)(ye)(ye)。
(三(san))實(shi)施“展(zhan)(zhan)(zhan)(zhan)e計(ji)劃”,加快(kuai)推動(dong)市(shi)管(guan)(guan)企(qi)(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)。落實(shi)市(shi)委(wei)市(shi)政府《進一(yi)(yi)步深化(hua)(hua)(hua)(hua)(hua)市(shi)管(guan)(guan)國資國企(qi)(qi)(qi)(qi)改(gai)革(ge)推動(dong)更(geng)高(gao)質(zhi)量發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)的(de)“三(san)年行(xing)動(dong)”方(fang)(fang)案(2018--2020年)》,組織(zhi)企(qi)(qi)(qi)(qi)業(ye)(ye)制定實(shi)施企(qi)(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)水(shui)平提升(sheng)(sheng)計(ji)劃(展(zhan)(zhan)(zhan)(zhan)e計(ji)劃)。一(yi)(yi)是(shi)強化(hua)(hua)(hua)(hua)(hua)政策導(dao)向(xiang),完(wan)善(shan)信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)水(shui)平測(ce)評(ping)(ping)(ping)指標(biao)體系。堅持繼承(cheng)與(yu)(yu)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)相(xiang)(xiang)統(tong)一(yi)(yi),橫縱對比相(xiang)(xiang)統(tong)一(yi)(yi),在(zai)2015年基礎上(shang)從(cong)頂(ding)層設(she)(she)計(ji)、集(ji)(ji)團(tuan)管(guan)(guan)控(kong)、網絡安全(quan)、集(ji)(ji)約(yue)化(hua)(hua)(hua)(hua)(hua)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)等(deng)方(fang)(fang)面(mian),對約(yue)70%的(de)采集(ji)(ji)項(xiang)(xiang)進行(xing)了修(xiu)改(gai)完(wan)善(shan)。從(cong)6個方(fang)(fang)面(mian)精選13項(xiang)(xiang)關鍵指標(biao),引導(dao)企(qi)(qi)(qi)(qi)業(ye)(ye)進一(yi)(yi)步完(wan)善(shan)體制機制,加快(kuai)集(ji)(ji)約(yue)化(hua)(hua)(hua)(hua)(hua)建設(she)(she),提升(sheng)(sheng)數據治理、風險感知(zhi)和應(ying)急處(chu)置(zhi)能(neng)力。二是(shi)立足客觀公(gong)正,完(wan)善(shan)信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)水(shui)平測(ce)評(ping)(ping)(ping)機制。在(zai)全(quan)系統(tong)組建信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)測(ce)評(ping)(ping)(ping)專(zhuan)家組,統(tong)一(yi)(yi)編組,對企(qi)(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)建、用、管(guan)(guan)、維全(quan)面(mian)綜合評(ping)(ping)(ping)估,允許符(fu)合測(ce)評(ping)(ping)(ping)指標(biao)精神、符(fu)合企(qi)(qi)(qi)(qi)業(ye)(ye)生產經營的(de)未(wei)匹配指標(biao)視同得分,避免信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)建設(she)(she)與(yu)(yu)企(qi)(qi)(qi)(qi)業(ye)(ye)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)“兩(liang)張皮”。“不(bu)唯分、不(bu)唯排(pai)名”,注重溝通交流,突(tu)出信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)建設(she)(she)成(cheng)果經驗交流與(yu)(yu)共(gong)享(xiang),推動(dong)由(you)單一(yi)(yi)測(ce)評(ping)(ping)(ping)評(ping)(ping)(ping)分工(gong)(gong)作(zuo),逐漸拓展(zhan)(zhan)(zhan)(zhan)為(wei)交流、共(gong)享(xiang)、互學、互促、互幫(bang)、互助共(gong)同提升(sheng)(sheng)的(de)一(yi)(yi)項(xiang)(xiang)工(gong)(gong)作(zuo)。三(san)是(shi)注重提升(sheng)(sheng)IT績效,推動(dong)高(gao)質(zhi)量發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)。將信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)測(ce)評(ping)(ping)(ping)納入業(ye)(ye)績考核,分類(lei)評(ping)(ping)(ping)價,針對企(qi)(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)水(shui)平級別合理設(she)(she)置(zhi)工(gong)(gong)作(zuo)難度,倒逼發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)。設(she)(she)置(zhi)成(cheng)長因子,在(zai)鼓勵企(qi)(qi)(qi)(qi)業(ye)(ye)系統(tong)對標(biao)的(de)同時,強化(hua)(hua)(hua)(hua)(hua)自我對標(biao),快(kuai)速成(cheng)長,讓(rang)優者(zhe)更(geng)優,劣者(zhe)奮勇(yong),中間(jian)加速攀登。通過(guo)“展(zhan)(zhan)(zhan)(zhan)e計(ji)劃”探索信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)在(zai)引領企(qi)(qi)(qi)(qi)業(ye)(ye)轉型(xing)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)、重大工(gong)(gong)程項(xiang)(xiang)目(mu)建設(she)(she)、城市(shi)運行(xing)精細化(hua)(hua)(hua)(hua)(hua)管(guan)(guan)理等(deng)方(fang)(fang)面(mian)的(de)應(ying)用,涌現出一(yi)(yi)大批優質(zhi)示(shi)范項(xiang)(xiang)目(mu)。
按照中央(yang)關于全面深化(hua)國(guo)(guo)資(zi)(zi)國(guo)(guo)企(qi)改革(ge)(ge)和高質量(liang)發展(zhan)的(de)戰(zhan)略部署(shu),市國(guo)(guo)資(zi)(zi)委構建了(le)“1+31”的(de)改革(ge)(ge)政策體系和“1+14”的(de)高質量(liang)發展(zhan)政策體系。信息化(hua)工作緊緊圍(wei)繞“管資(zi)(zi)本為主”導向,積極探索打造(zao)出資(zi)(zi)人監管信息化(hua)平臺,加快(kuai)推(tui)動國(guo)(guo)資(zi)(zi)監管流程方式重(zhong)塑再造(zao)。
二、立足職能轉變,探索創新國資監管新方式
圍繞服務“三歸位(wei)”,著力探(tan)索更多市(shi)場化(hua)、法治化(hua)、信息(xi)化(hua)監管方式,通(tong)過強化(hua)流(liu)程整合(he)(he)、數據共享,推動實現動態協同監管,一批立足(zu)服務職能轉變的信息(xi)系(xi)統相繼(ji)上線,國資(zi)監管與信息(xi)化(hua)深度融合(he)(he)成效初顯。
(一)探索開展數(shu)(shu)據(ju)(ju)匯(hui)聚(ju),促進監(jian)管共享協同。以國資監(jian)管業務全景(jing)圖和數(shu)(shu)據(ju)(ju)視圖為(wei)主線,匯(hui)聚(ju)國資監(jian)管數(shu)(shu)據(ju)(ju),明確數(shu)(shu)據(ju)(ju)標準,加強數(shu)(shu)據(ju)(ju)整合(he)(he),建立(li)了規(gui)劃(hua)對標、財(cai)務分析(xi)、產權分析(xi)、土地分析(xi)等監(jian)測專題(ti)服(fu)務決(jue)策支持,目前共匯(hui)聚(ju)14097項數(shu)(shu)據(ju)(ju),共享4760項數(shu)(shu)據(ju)(ju),為(wei)增強國資監(jian)管合(he)(he)力提供了基礎支撐(cheng)。
(二)開展(zhan)(zhan)信息(xi)(xi)披露(lu)試點,探(tan)索(suo)推(tui)(tui)進(jin)協(xie)(xie)同監(jian)管。落實(shi)(shi)(shi)推(tui)(tui)進(jin)依(yi)法放權(quan)要求(qiu),探(tan)索(suo)創新市(shi)場化監(jian)管方式,參照(zhao)上(shang)市(shi)公司信息(xi)(xi)披露(lu)實(shi)(shi)(shi)踐,開展(zhan)(zhan)市(shi)管企(qi)(qi)業(ye)信息(xi)(xi)披露(lu)工作試點。一是把握國(guo)資國(guo)企(qi)(qi)改革(ge)要求(qiu),明確信息(xi)(xi)披露(lu)內(nei)容。從企(qi)(qi)業(ye)法人(ren)治理、重(zhong)大投資行(xing)為、重(zhong)大擔(dan)保、落實(shi)(shi)(shi)市(shi)委(wei)市(shi)政府(fu)重(zhong)大專項(xiang)任務(wu)等(deng)方面,確定28項(xiang)信息(xi)(xi)披露(lu)事項(xiang),切實(shi)(shi)(shi)保障出資人(ren)知情權(quan)。二是建立健(jian)全運行(xing)機制,推(tui)(tui)動企(qi)(qi)業(ye)披露(lu)信息(xi)(xi)共享協(xie)(xie)同應用。支持信息(xi)(xi)披露(lu)報(bao)告的在線報(bao)送、委(wei)內(nei)分發,打通信息(xi)(xi)披露(lu)和OA系統的通道,實(shi)(shi)(shi)現領導批示、會(hui)商等(deng)功能,支撐基于信息(xi)(xi)披露(lu)報(bao)告開展(zhan)(zhan)協(xie)(xie)同監(jian)管。

三、倡導統籌共建,推進國資委系統應用建設平臺化
踐行集約化(hua)發展理念(nian),探索(suo)“共籌(chou)、共建、共享”信(xin)息化(hua)建設模式,推(tui)動市管企(qi)業(ye)以市場化(hua)機制推(tui)進(jin)云計(ji)算、大數據(ju)、社保平臺、共性應用、信(xin)息化(hua)專家人才等(deng)資(zi)源共享合(he)作,降低信(xin)息化(hua)建設成本,提升項目質量。
(一)支(zhi)持(chi)信息服務(wu)(wu)(wu)業(ye)(ye)(ye)打(da)造國(guo)企創(chuang)新發展(zhan)云(yun)(yun)平(ping)(ping)(ping)(ping)臺(tai)(tai)。支(zhi)持(chi)市(shi)(shi)(shi)(shi)管信息化(hua)服務(wu)(wu)(wu)業(ye)(ye)(ye)企業(ye)(ye)(ye),建設完善“國(guo)有企業(ye)(ye)(ye)創(chuang)新發展(zhan)云(yun)(yun)平(ping)(ping)(ping)(ping)臺(tai)(tai)”,面向市(shi)(shi)(shi)(shi)管企業(ye)(ye)(ye)提供(gong)云(yun)(yun)計算、云(yun)(yun)存儲和云(yun)(yun)安全(quan)等基礎性服務(wu)(wu)(wu)。引導北控(kong)大數(shu)據(ju)集(ji)團(tuan)公(gong)司(si),探索匯聚城市(shi)(shi)(shi)(shi)運(yun)行(xing)服務(wu)(wu)(wu)保障領域關(guan)鍵數(shu)據(ju)的有效途徑,創(chuang)新智慧城市(shi)(shi)(shi)(shi)運(yun)行(xing)云(yun)(yun)平(ping)(ping)(ping)(ping)臺(tai)(tai)商業(ye)(ye)(ye)模式,搶(qiang)占信息服務(wu)(wu)(wu)業(ye)(ye)(ye)產(chan)業(ye)(ye)(ye)鏈(lian)制高(gao)點(dian)。鼓(gu)勵市(shi)(shi)(shi)(shi)管企業(ye)(ye)(ye)通過(guo)云(yun)(yun)平(ping)(ping)(ping)(ping)臺(tai)(tai),在資源集(ji)約化(hua)利用、共性業(ye)(ye)(ye)務(wu)(wu)(wu)系統(tong)建設、網(wang)絡(luo)安全(quan)等方(fang)面加強合(he)作,推動(dong)企業(ye)(ye)(ye)從自建自運(yun)維向購買服務(wu)(wu)(wu)轉變,促(cu)進國(guo)資系統(tong)內(nei)資源的優化(hua)配置,加快(kuai)提升市(shi)(shi)(shi)(shi)管企業(ye)(ye)(ye)信息化(hua)水平(ping)(ping)(ping)(ping),實現(xian)互利共贏。
(二)搭建“國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)云(yun)通(tong)(tong)”移(yi)動(dong)(dong)(dong)平(ping)(ping)(ping)臺(tai)(tai),培育國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)移(yi)動(dong)(dong)(dong)新生(sheng)(sheng)態(tai)。為(wei)更加(jia)高效地貫徹落實市(shi)委(wei)市(shi)政(zheng)府各(ge)項(xiang)重大決策部(bu)署,進一步(bu)健(jian)全(quan)信息(xi)溝通(tong)(tong)扁平(ping)(ping)(ping)化(hua)工作(zuo)機制,增(zeng)強突發(fa)(fa)事件(jian)應(ying)(ying)急處置能力,加(jia)快(kuai)提(ti)升(sheng)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)系(xi)統信息(xi)化(hua)水平(ping)(ping)(ping),響應(ying)(ying)市(shi)管(guan)(guan)(guan)企(qi)業(ye)廣泛需求(qiu),依托(tuo)國(guo)(guo)(guo)(guo)(guo)有企(qi)業(ye)創(chuang)新發(fa)(fa)展云(yun)平(ping)(ping)(ping)臺(tai)(tai),支持建設了國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)系(xi)統云(yun)通(tong)(tong)訊(xun)移(yi)動(dong)(dong)(dong)應(ying)(ying)用平(ping)(ping)(ping)臺(tai)(tai)(簡稱“國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)云(yun)通(tong)(tong)”)。該平(ping)(ping)(ping)臺(tai)(tai)定位為(wei)北(bei)京市(shi)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)與市(shi)管(guan)(guan)(guan)企(qi)業(ye)及相關子企(qi)業(ye)的(de)即時通(tong)(tong)訊(xun)平(ping)(ping)(ping)臺(tai)(tai),首(shou)批部(bu)署上線的(de)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)移(yi)動(dong)(dong)(dong)應(ying)(ying)用包括黨組(zu)織換屆督導(dao)、重大活(huo)動(dong)(dong)(dong)服務(wu)保(bao)障(zhang),及安(an)全(quan)生(sheng)(sheng)產(chan)、輿情監(jian)測信息(xi)報(bao)送等。同時,該平(ping)(ping)(ping)臺(tai)(tai)被確定為(wei)移(yi)動(dong)(dong)(dong)應(ying)(ying)用的(de)發(fa)(fa)布平(ping)(ping)(ping)臺(tai)(tai),作(zuo)為(wei)加(jia)快(kuai)提(ti)升(sheng)服務(wu)企(qi)業(ye)質量,拓寬平(ping)(ping)(ping)臺(tai)(tai)化(hua)發(fa)(fa)展路徑,努(nu)力打(da)造國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)系(xi)統移(yi)動(dong)(dong)(dong)空間新生(sheng)(sheng)態(tai),探索(suo)創(chuang)新國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)方式的(de)重要嘗(chang)試(shi)。今年3月(yue)試(shi)運行以來,委(wei)內移(yi)動(dong)(dong)(dong)辦公(gong)OA系(xi)統同步(bu)上線,文件(jian)通(tong)(tong)過移(yi)動(dong)(dong)(dong)OA的(de)辦理比例達到50%,有力地支持了重保(bao)期各(ge)項(xiang)保(bao)障(zhang)工作(zuo)。
(三)統籌建設非(fei)(fei)(fei)經(jing)(jing)(jing)(jing)資(zi)產(chan)(chan)(chan)管(guan)理(li)平(ping)(ping)臺,有效(xiao)提(ti)升(sheng)剝離(li)國有企業(ye)辦社會(hui)職能(neng)和(he)解決歷史遺留問題工(gong)(gong)作(zuo)(zuo)效(xiao)率。通過非(fei)(fei)(fei)經(jing)(jing)(jing)(jing)營(ying)性資(zi)產(chan)(chan)(chan)管(guan)理(li)平(ping)(ping)臺,實現非(fei)(fei)(fei)經(jing)(jing)(jing)(jing)資(zi)產(chan)(chan)(chan)的接收管(guan)理(li)、物業(ye)服(fu)務、資(zi)產(chan)(chan)(chan)運營(ying)數(shu)字化(hua)(hua)、自(zi)動化(hua)(hua),打通線(xian)上線(xian)下渠道(dao),串聯危舊房屋綜合整治等(deng)關聯產(chan)(chan)(chan)業(ye),有效(xiao)整合非(fei)(fei)(fei)經(jing)(jing)(jing)(jing)資(zi)產(chan)(chan)(chan)處置全鏈條(tiao)工(gong)(gong)作(zuo)(zuo),大幅提(ti)升(sheng)工(gong)(gong)作(zuo)(zuo)效(xiao)率。目前,除對(dui)本市國有企業(ye)非(fei)(fei)(fei)經(jing)(jing)(jing)(jing)資(zi)產(chan)(chan)(chan)實行專業(ye)化(hua)(hua)管(guan)理(li)外,承接在京中央企業(ye)“三供一業(ye)”分離(li)移交(jiao)任務也在快速(su)推(tui)進(jin),已服(fu)務非(fei)(fei)(fei)經(jing)(jing)(jing)(jing)資(zi)產(chan)(chan)(chan)超過2611萬平(ping)(ping)米。
信息化工作(zuo)是一項復雜的系(xi)統(tong)(tong)工程(cheng)(cheng),做好(hao)信息化工作(zuo),一是要堅(jian)(jian)(jian)持政(zheng)策(ce)導向、問(wen)題導向、需(xu)求導向、目標導向。突出(chu)解(jie)決實際問(wen)題,不(bu)過(guo)度追求技(ji)術(shu)突破,堅(jian)(jian)(jian)決不(bu)為信息化而信息化。二是要堅(jian)(jian)(jian)持放管(guan)服相結合。通過(guo)信息化手段,明(ming)確(que)(que)權責事項,明(ming)確(que)(que)主(zhu)體責任和管(guan)理流(liu)(liu)程(cheng)(cheng),突出(chu)強化事中(zhong)、事后綜合監管(guan),避免重復監管(guan)、多頭監管(guan),確(que)(que)保權力(li)放得(de)下(xia),資(zi)(zi)(zi)本管(guan)的住。三(san)是要堅(jian)(jian)(jian)持業務(wu)主(zhu)導、信息化統(tong)(tong)籌。聚(ju)焦(jiao)業務(wu)痛點、難點、堵點,明(ming)確(que)(que)業務(wu)政(zheng)策(ce)、需(xu)求、數(shu)(shu)據(ju)和流(liu)(liu)程(cheng)(cheng),信息化部(bu)門在熟悉業務(wu)和政(zheng)策(ce)的基礎上,統(tong)(tong)籌各方力(li)量和資(zi)(zi)(zi)源,聚(ju)焦(jiao)協同聯動、流(liu)(liu)程(cheng)(cheng)再造、系(xi)統(tong)(tong)整合,從(cong)“怎(zen)么建(jian)成”提升到“怎(zen)么建(jian)好(hao)”。四(si)是要堅(jian)(jian)(jian)持數(shu)(shu)據(ju)資(zi)(zi)(zi)產化管(guan)理。改變(bian)傳統(tong)(tong)思(si)路中(zhong)數(shu)(shu)據(ju)附(fu)屬于業務(wu)的設計(ji)方式,推進(jin)(jin)國資(zi)(zi)(zi)監管(guan)數(shu)(shu)據(ju)資(zi)(zi)(zi)產化、資(zi)(zi)(zi)產服務(wu)化,進(jin)(jin)一步(bu)發掘、用好(hao)數(shu)(shu)據(ju)價(jia)值,提升國資(zi)(zi)(zi)監管(guan)工作(zuo)效(xiao)能。下(xia)一步(bu),北京(jing)市國資(zi)(zi)(zi)委(wei)將(jiang)按照(zhao)國務(wu)院國資(zi)(zi)(zi)委(wei)統(tong)(tong)一部(bu)署,扎實開(kai)展好(hao)全國性國資(zi)(zi)(zi)國企(qi)在線系(xi)統(tong)(tong)建(jian)設工作(zuo),為構(gou)建(jian)國資(zi)(zi)(zi)監管(guan)大格局提供(gong)有(you)力(li)支(zhi)撐(cheng)。
