一、堅持市場化、法治化、專業化監管路徑,把準職能轉變總方向
深化國資監管法治機構建設,強化“六位一體”綜合監管。深圳(zhen)(zhen)國(guo)資(zi)委堅持制度(du)先行(xing)、規(gui)則引領,加快完(wan)善(shan)國(guo)資(zi)改革(ge)重(zhong)點(dian)領域和依(yi)法(fa)(fa)監(jian)管關(guan)鍵環節的(de)(de)(de)頂層設計,出臺《關(guan)于進一(yi)步(bu)加強國(guo)資(zi)監(jian)管法(fa)(fa)治機(ji)構建設的(de)(de)(de)實(shi)施方案》,聚焦依(yi)法(fa)(fa)履職(zhi)(zhi)、制度(du)體(ti)(ti)系(xi)、決策程序、權(quan)力監(jian)督(du)、矛(mao)盾化解、文化建設和保(bao)障措(cuo)施等多方位多領域,落細落小落實(shi)責(ze)(ze)任分工(gong),實(shi)現依(yi)法(fa)(fa)履行(xing)職(zhi)(zhi)責(ze)(ze)、依(yi)法(fa)(fa)建章(zhang)立制、依(yi)法(fa)(fa)規(gui)范決策協同(tong)并進,推動建成(cheng)權(quan)責(ze)(ze)法(fa)(fa)定、職(zhi)(zhi)能(neng)科學、履職(zhi)(zhi)規(gui)范、透明高(gao)效(xiao)的(de)(de)(de)國(guo)資(zi)監(jian)管法(fa)(fa)治機(ji)構。國(guo)資(zi)監(jian)管制度(du)體(ti)(ti)系(xi)的(de)(de)(de)“四(si)梁八柱”初步(bu)成(cheng)型(xing),有效(xiao)護航改革(ge)發展行(xing)穩致遠(yuan)。扎實(shi)推進紀檢監(jian)察體(ti)(ti)制改革(ge),為(wei)全(quan)國(guo)破解國(guo)企(qi)(qi)同(tong)級監(jian)督(du)難題(ti)提供深圳(zhen)(zhen)經(jing)驗(yan)。整合黨的(de)(de)(de)監(jian)督(du)、出資(zi)人(ren)監(jian)督(du)、企(qi)(qi)業(ye)內部(bu)監(jian)督(du)三(san)方資(zi)源(yuan),構建企(qi)(qi)業(ye)黨委領導、紀委統籌,紀檢監(jian)察、監(jian)事會、財務總監(jian)、內審、內控、風控協同(tong)聯動的(de)(de)(de)“六位一(yi)體(ti)(ti)”大(da)監(jian)督(du)體(ti)(ti)系(xi),形(xing)成(cheng)“職(zhi)(zhi)責(ze)(ze)統一(yi)行(xing)使、資(zi)源(yuan)集(ji)中調度(du)、內容全(quan)面覆蓋、成(cheng)果開放共(gong)享”的(de)(de)(de)監(jian)督(du)閉環。

加快簡政放權步伐。2015年以來(lai)深圳國(guo)(guo)(guo)(guo)資委(wei)(wei)率先(xian)下放(fang)(取消)22項事權,抓緊對標(biao)《國(guo)(guo)(guo)(guo)務(wu)(wu)院(yuan)(yuan)國(guo)(guo)(guo)(guo)資委(wei)(wei)授權放(fang)權清單(2019年版(ban))》和《國(guo)(guo)(guo)(guo)務(wu)(wu)院(yuan)(yuan)國(guo)(guo)(guo)(guo)資委(wei)(wei)以管資本為主推進職能(neng)轉變方(fang)案》研究(jiu)擴大授權放(fang)權的紅利新空間,推動實現(xian)國(guo)(guo)(guo)(guo)資委(wei)(wei)機關自(zi)我革命(ming),層層“松綁”激(ji)發企(qi)業(ye)自(zi)我發展活力(li)。在投(tou)(tou)控對標(biao)淡(dan)馬錫總體藍圖下配套(tao)形成(cheng)7個(ge)對標(biao)專題,努(nu)力(li)在監(jian)管體制、經營機制、風險管控、投(tou)(tou)資管理等方(fang)面實現(xian)系(xi)統性突破,確保國(guo)(guo)(guo)(guo)資監(jian)管放(fang)權縱向到底(di)、責任層層落實、動力(li)持續釋(shi)放(fang)。
二、加快完善現代國有企業制度,打通職能轉變“最后一公里”

三、充分發揮黨建引領作用,強化職能轉變政治保證
