【構建國資監管大格局】之一:深入開展指導監督工作
積極構建遼寧國資監管大格局

近年來,遼(liao)寧(ning)省國(guo)(guo)資(zi)委(wei)深(shen)入(ru)貫徹(che)落實中央推進國(guo)(guo)資(zi)國(guo)(guo)企改革的重(zhong)大(da)決策部署,高度重(zhong)視國(guo)(guo)資(zi)系(xi)(xi)統(tong)指導監(jian)督工作,堅持國(guo)(guo)資(zi)系(xi)(xi)統(tong)上(shang)下聯動,牢固樹立“大(da)國(guo)(guo)資(zi)、一盤棋”價值理(li)念,積極構建(jian)遼(liao)寧(ning)國(guo)(guo)資(zi)監(jian)管(guan)大(da)格局,在推動全省“國(guo)(guo)資(zi)監(jian)管(guan)上(shang)新水(shui)平(ping)、國(guo)(guo)企發(fa)展上(shang)新臺(tai)階”中發(fa)揮了重(zhong)要作用。

一、堅持立法引領,全面規范國資監管體制制度

完善國資(zi)監(jian)(jian)管(guan)法(fa)(fa)規體(ti)系(xi),是構建(jian)國資(zi)監(jian)(jian)管(guan)大格局的法(fa)(fa)治基(ji)礎。遼寧省(sheng)國資(zi)委(wei)以(yi)地(di)方性(xing)法(fa)(fa)規為龍頭,積極(ji)推(tui)(tui)進《遼寧省(sheng)企業國有資(zi)產監(jian)(jian)督管(guan)理條(tiao)例(li)》立法(fa)(fa)。《條(tiao)例(li)》在2018年(nian)(nian)和2019年(nian)(nian)分別列入(ru)了(le)省(sheng)人大常委(wei)會(hui)(hui)(hui)立法(fa)(fa)計劃論證項(xiang)(xiang)目和完成項(xiang)(xiang)目。《條(tiao)例(li)草(cao)案(an)》發(fa)(fa)至(zhi)省(sheng)直有關部門(men)和14個市(shi)政府(fu)征(zheng)求(qiu)意見,利(li)用政府(fu)網絡平臺向社會(hui)(hui)(hui)公開發(fa)(fa)布并征(zheng)求(qiu)意見。在反復論證修改基(ji)礎上,經(jing)過各(ge)方共同努力,2019年(nian)(nian)7月30日,《條(tiao)例(li)》由遼寧省(sheng)第十(shi)三(san)屆人大常委(wei)會(hui)(hui)(hui)第十(shi)二次會(hui)(hui)(hui)議審(shen)議通(tong)過,自10月1日起(qi)施行。作(zuo)為遼寧首部全面(mian)系(xi)統規范(fan)國資(zi)監(jian)(jian)管(guan)的地(di)方性(xing)法(fa)(fa)規,《條(tiao)例(li)》的出(chu)臺,對(dui)于(yu)遼寧深入(ru)貫徹(che)中央決策部署,以(yi)管(guan)資(zi)本為主加(jia)強國資(zi)監(jian)(jian)管(guan)具(ju)有重要意義,也為新形勢下遼寧貫徹(che)落實黨的十(shi)九大精神,依(yi)法(fa)(fa)規范(fan)、保障和推(tui)(tui)進全省(sheng)國資(zi)國企工作(zuo)提供了(le)法(fa)(fa)治保障。《條(tiao)例(li)》的創新主要體(ti)現在“五個明確”:

一(yi)是明(ming)確(que)(que)(que)了(le)(le)以(yi)管(guan)(guan)(guan)(guan)(guan)資(zi)本(ben)(ben)為(wei)(wei)(wei)主(zhu)的(de)國(guo)(guo)有(you)資(zi)產(chan)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)體(ti)制(zhi)(zhi)。《條(tiao)(tiao)例》規(gui)(gui)定(ding)(ding)(ding)(ding)省、市(shi)、縣人(ren)民政府應當以(yi)管(guan)(guan)(guan)(guan)(guan)資(zi)本(ben)(ben)為(wei)(wei)(wei)主(zhu)加(jia)強(qiang)企(qi)業(ye)(ye)(ye)國(guo)(guo)有(you)資(zi)產(chan)監(jian)(jian)(jian)(jian)(jian)督管(guan)(guan)(guan)(guan)(guan)理(li)(li),改革國(guo)(guo)有(you)資(zi)本(ben)(ben)授權(quan)經營體(ti)制(zhi)(zhi),創新(xin)國(guo)(guo)有(you)資(zi)產(chan)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)方(fang)式。二是明(ming)確(que)(que)(que)了(le)(le)國(guo)(guo)資(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)(ji)(ji)構(gou)(gou)的(de)特設性質和(he)出(chu)資(zi)人(ren)職(zhi)責(ze)(ze)(ze)定(ding)(ding)(ding)(ding)位(wei)。《條(tiao)(tiao)例》規(gui)(gui)定(ding)(ding)(ding)(ding)省、市(shi)國(guo)(guo)資(zi)委為(wei)(wei)(wei)直屬特設機(ji)(ji)(ji)構(gou)(gou),代表政府履(lv)(lv)行(xing)出(chu)資(zi)人(ren)職(zhi)責(ze)(ze)(ze),專(zhuan)司(si)國(guo)(guo)有(you)資(zi)產(chan)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan),并(bing)要求縣區明(ming)確(que)(que)(que)統(tong)一(yi)的(de)國(guo)(guo)資(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)主(zhu)體(ti),為(wei)(wei)(wei)省、市(shi)、縣國(guo)(guo)資(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)(ji)(ji)構(gou)(gou)設置和(he)職(zhi)責(ze)(ze)(ze)定(ding)(ding)(ding)(ding)位(wei)提供了(le)(le)有(you)力指引(yin)。三(san)是明(ming)確(que)(que)(que)了(le)(le)企(qi)業(ye)(ye)(ye)國(guo)(guo)有(you)資(zi)產(chan)基(ji)礎管(guan)(guan)(guan)(guan)(guan)理(li)(li)。《條(tiao)(tiao)例》專(zhuan)章規(gui)(gui)定(ding)(ding)(ding)(ding)國(guo)(guo)有(you)資(zi)產(chan)基(ji)礎管(guan)(guan)(guan)(guan)(guan)理(li)(li)內容,推(tui)進(jin)建立監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)信息平臺(tai),在保(bao)障國(guo)(guo)資(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)(ji)(ji)構(gou)(gou)依法履(lv)(lv)行(xing)出(chu)資(zi)人(ren)職(zhi)責(ze)(ze)(ze)的(de)同時(shi)進(jin)一(yi)步落(luo)實(shi)全口(kou)徑、全覆蓋的(de)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)職(zhi)責(ze)(ze)(ze)。四是明(ming)確(que)(que)(que)了(le)(le)分類(lei)(lei)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)制(zhi)(zhi)度(du)。《條(tiao)(tiao)例》規(gui)(gui)定(ding)(ding)(ding)(ding)建立完(wan)善企(qi)業(ye)(ye)(ye)管(guan)(guan)(guan)(guan)(guan)理(li)(li)者分類(lei)(lei)分層管(guan)(guan)(guan)(guan)(guan)理(li)(li)制(zhi)(zhi)度(du),結(jie)合企(qi)業(ye)(ye)(ye)功(gong)能定(ding)(ding)(ding)(ding)位(wei),推(tui)行(xing)分類(lei)(lei)考(kao)核、分類(lei)(lei)定(ding)(ding)(ding)(ding)薪(xin)管(guan)(guan)(guan)(guan)(guan)理(li)(li),科學界定(ding)(ding)(ding)(ding)權(quan)責(ze)(ze)(ze)邊界,根據企(qi)業(ye)(ye)(ye)類(lei)(lei)型開(kai)展授權(quan)和(he)放權(quan)。五是明(ming)確(que)(que)(que)了(le)(le)改革容錯機(ji)(ji)(ji)制(zhi)(zhi)。《條(tiao)(tiao)例》規(gui)(gui)定(ding)(ding)(ding)(ding)企(qi)業(ye)(ye)(ye)管(guan)(guan)(guan)(guan)(guan)理(li)(li)者在改革發展中(zhong)所出(chu)現的(de)失誤,不屬于有(you)令不行(xing)、有(you)禁不止、不當謀利、主(zhu)觀故意、獨斷(duan)專(zhuan)行(xing)等(deng)情形的(de),根據有(you)關規(gui)(gui)定(ding)(ding)(ding)(ding)和(he)程序予以(yi)容錯,激勵國(guo)(guo)企(qi)管(guan)(guan)(guan)(guan)(guan)理(li)(li)者干事(shi)創業(ye)(ye)(ye)、擔(dan)當作(zuo)為(wei)(wei)(wei)。遼(liao)寧國(guo)(guo)資(zi)委向(xiang)全省國(guo)(guo)資(zi)系統(tong)下(xia)發了(le)(le)學習貫徹《條(tiao)(tiao)例》通知,下(xia)一(yi)步將持續推(tui)進(jin)《條(tiao)(tiao)例》貫徹落(luo)實(shi),加(jia)強(qiang)指導監(jian)(jian)(jian)(jian)(jian)督培訓工作(zuo)。

二、健全工作機制,積極搭建指導監督工作平臺

建立上(shang)下聯動、規(gui)范有序的(de)指導監(jian)督機制(zhi),是構建國資(zi)監(jian)管大格(ge)局的(de)工作(zuo)保障(zhang)。遼寧(ning)國資(zi)委加強統籌謀劃,完善制(zhi)度機制(zhi),建立了一(yi)套運轉有效的(de)指導監(jian)督工作(zuo)體系。主要體現(xian)在“三(san)化(hua)”:

一(yi)是(shi)組織領導(dao)(dao)(dao)(dao)(dao)專(zhuan)門化(hua)(hua)。成立(li)(li)(li)(li)了(le)省(sheng)(sheng)國(guo)(guo)資(zi)(zi)委指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)領導(dao)(dao)(dao)(dao)(dao)小(xiao)組。由主要領導(dao)(dao)(dao)(dao)(dao)任組長,分(fen)管領導(dao)(dao)(dao)(dao)(dao)和其(qi)他委領導(dao)(dao)(dao)(dao)(dao)任副(fu)組長,各(ge)(ge)處室負(fu)責人(ren)為成員(yuan),政(zheng)策法(fa)規(gui)(gui)處作(zuo)(zuo)(zuo)(zuo)(zuo)為小(xiao)組辦(ban)公(gong)室負(fu)責綜(zong)合歸口協(xie)調,并(bing)確(que)(que)定了(le)聯(lian)(lian)絡員(yuan);各(ge)(ge)市(shi)(shi)按省(sheng)(sheng)里要求(qiu)也都(dou)明確(que)(que)了(le)機(ji)構,落實(shi)了(le)相關職責,實(shi)現了(le)省(sheng)(sheng)、市(shi)(shi)指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)(du)領導(dao)(dao)(dao)(dao)(dao)機(ji)構和工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)機(ji)構專(zhuan)門化(hua)(hua)。二(er)是(shi)指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)(du)規(gui)(gui)范化(hua)(hua)。建(jian)(jian)立(li)(li)(li)(li)制(zhi)度。修訂出臺了(le)《遼(liao)(liao)寧(ning)省(sheng)(sheng)國(guo)(guo)有資(zi)(zi)產(chan)監(jian)(jian)管工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)(du)實(shi)施辦(ban)法(fa)》,使省(sheng)(sheng)、市(shi)(shi)、縣指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)有據可依。確(que)(que)立(li)(li)(li)(li)機(ji)制(zhi)。每年(nian)(nian)向(xiang)各(ge)(ge)市(shi)(shi)印(yin)發“省(sheng)(sheng)國(guo)(guo)資(zi)(zi)委年(nian)(nian)度國(guo)(guo)資(zi)(zi)國(guo)(guo)企改革任務分(fen)解、年(nian)(nian)度指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)計(ji)(ji)劃(hua)、年(nian)(nian)度法(fa)治工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)要點”等(deng),形成了(le)“一(yi)分(fen)解、一(yi)計(ji)(ji)劃(hua)、一(yi)要點”的指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)模式。建(jian)(jian)立(li)(li)(li)(li)聯(lian)(lian)系點。根(gen)據省(sheng)(sheng)實(shi)際(ji)和工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)需要,建(jian)(jian)立(li)(li)(li)(li)了(le)4個市(shi)(shi)縣指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)(du)聯(lian)(lian)系點,同時確(que)(que)立(li)(li)(li)(li)國(guo)(guo)務院國(guo)(guo)資(zi)(zi)委聯(lian)(lian)系點,以(yi)點帶面,輻射市(shi)(shi)縣國(guo)(guo)資(zi)(zi)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)。三是(shi)溝通交流常(chang)態化(hua)(hua)。建(jian)(jian)立(li)(li)(li)(li)了(le)遼(liao)(liao)寧(ning)國(guo)(guo)資(zi)(zi)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)群,及(ji)(ji)(ji)時發布通知,共享國(guo)(guo)資(zi)(zi)信(xin)息(xi),搭建(jian)(jian)交流平(ping)臺。定期更新指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)(du)各(ge)(ge)項政(zheng)策、工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)任務等(deng)有關內容(rong),方便工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)聯(lian)(lian)系對(dui)接(jie)。建(jian)(jian)立(li)(li)(li)(li)了(le)重(zhong)大(da)事項報(bao)告機(ji)制(zhi)。明確(que)(que)要求(qiu)各(ge)(ge)市(shi)(shi)涉及(ji)(ji)(ji)機(ji)構設置、管理(li)體制(zhi)和國(guo)(guo)企改革重(zhong)大(da)事項要及(ji)(ji)(ji)時向(xiang)省(sheng)(sheng)國(guo)(guo)資(zi)(zi)委報(bao)告,加強(qiang)溝通協(xie)調,及(ji)(ji)(ji)時掌握信(xin)息(xi),分(fen)類應對(dui)處理(li)。

三、加強改革指導,深化推動全省國資國企改革

全面(mian)深(shen)(shen)化(hua)(hua)國(guo)(guo)(guo)資國(guo)(guo)(guo)企改(gai)革、推(tui)動(dong)全省國(guo)(guo)(guo)資國(guo)(guo)(guo)企發展,是(shi)構建國(guo)(guo)(guo)資監管大格局的核心目(mu)標(biao)(biao)。在(zai)(zai)(zai)(zai)深(shen)(shen)入(ru)學習黨的十九(jiu)大、十九(jiu)屆二中(zhong)、三中(zhong)全會(hui)精(jing)(jing)神(shen)(shen)、習近平總書(shu)記在(zai)(zai)(zai)(zai)遼寧考察時和在(zai)(zai)(zai)(zai)深(shen)(shen)入(ru)推(tui)進東北振(zhen)興(xing)座談會(hui)上的重要講話精(jing)(jing)神(shen)(shen)基礎上,緊(jin)密結合地(di)方國(guo)(guo)(guo)有企業實際,堅(jian)持問題導向,指導各市深(shen)(shen)化(hua)(hua)改(gai)革,推(tui)動(dong)全省改(gai)革發展目(mu)標(biao)(biao)落實落地(di)。主要體(ti)現(xian)在(zai)(zai)(zai)(zai)“四個推(tui)進”:

一(yi)(yi)(yi)是(shi)(shi)推(tui)(tui)進(jin)(jin)(jin)經營(ying)性(xing)國(guo)(guo)(guo)(guo)有資(zi)產集(ji)(ji)中統(tong)一(yi)(yi)(yi)監(jian)(jian)管(guan)(guan)。堅持政企(qi)(qi)(qi)分(fen)(fen)開、分(fen)(fen)步(bu)推(tui)(tui)進(jin)(jin)(jin)、集(ji)(ji)中整合(he),在(zai)省(sheng)(sheng)級(ji)層面(mian)制定了(le)《遼(liao)寧省(sheng)(sheng)經營(ying)性(xing)國(guo)(guo)(guo)(guo)有資(zi)產集(ji)(ji)中統(tong)一(yi)(yi)(yi)監(jian)(jian)管(guan)(guan)實(shi)(shi)(shi)施(shi)方(fang)案》,落實(shi)(shi)(shi)黨政機關辦(ban)企(qi)(qi)(qi)業(ye)(ye)脫(tuo)鉤、事(shi)業(ye)(ye)單(dan)位轉制和企(qi)(qi)(qi)業(ye)(ye)集(ji)(ji)團(tuan)組(zu)建(jian)(jian)等(deng)工(gong)作(zuo)(zuo)(zuo)。在(zai)省(sheng)(sheng)里強力(li)(li)指(zhi)導(dao)(dao)推(tui)(tui)動(dong)下,各市積極主(zhu)動(dong)落實(shi)(shi)(shi),全(quan)(quan)(quan)省(sheng)(sheng)累(lei)計(ji)(ji)新組(zu)建(jian)(jian)125戶(hu)企(qi)(qi)(qi)業(ye)(ye)集(ji)(ji)團(tuan),都交由各級(ji)國(guo)(guo)(guo)(guo)資(zi)委(wei)履行(xing)出資(zi)人職(zhi)(zhi)責(ze),鞍山、營(ying)口(kou)(kou)、錦州等(deng)市還出臺了(le)國(guo)(guo)(guo)(guo)資(zi)委(wei)與(yu)行(xing)政主(zhu)管(guan)(guan)部(bu)門職(zhi)(zhi)責(ze)劃分(fen)(fen)意見,做(zuo)到政資(zi)分(fen)(fen)開。目前,全(quan)(quan)(quan)省(sheng)(sheng)除部(bu)分(fen)(fen)金融文化(hua)(hua)(hua)企(qi)(qi)(qi)業(ye)(ye)外,經營(ying)性(xing)國(guo)(guo)(guo)(guo)有資(zi)產集(ji)(ji)中統(tong)一(yi)(yi)(yi)監(jian)(jian)管(guan)(guan)工(gong)作(zuo)(zuo)(zuo)基本完(wan)成。二是(shi)(shi)推(tui)(tui)進(jin)(jin)(jin)歷史(shi)遺(yi)留問題解(jie)決(jue)。全(quan)(quan)(quan)省(sheng)(sheng)國(guo)(guo)(guo)(guo)有企(qi)(qi)(qi)業(ye)(ye)“三(san)(san)供一(yi)(yi)(yi)業(ye)(ye)”分(fen)(fen)離移(yi)交工(gong)作(zuo)(zuo)(zuo)圓滿畫上句(ju)號。截止(zhi)2018年(nian)底,駐遼(liao)央(yang)企(qi)(qi)(qi)486個(ge)(ge)和省(sheng)(sheng)屬企(qi)(qi)(qi)業(ye)(ye)74個(ge)(ge)項目,分(fen)(fen)離移(yi)交全(quan)(quan)(quan)面(mian)完(wan)成。地方(fang)國(guo)(guo)(guo)(guo)有企(qi)(qi)(qi)業(ye)(ye)廠辦(ban)大(da)(da)集(ji)(ji)體(ti)改革(ge)全(quan)(quan)(quan)面(mian)啟動(dong)。各市已全(quan)(quan)(quan)部(bu)進(jin)(jin)(jin)入實(shi)(shi)(shi)質(zhi)性(xing)操(cao)作(zuo)(zuo)(zuo)階段,力(li)(li)爭在(zai)今(jin)年(nian)底前基本完(wan)成。處置國(guo)(guo)(guo)(guo)有“僵尸企(qi)(qi)(qi)業(ye)(ye)”加(jia)快(kuai)推(tui)(tui)進(jin)(jin)(jin)。全(quan)(quan)(quan)省(sheng)(sheng)積極開展(zhan)工(gong)作(zuo)(zuo)(zuo),已處置300戶(hu),占總任(ren)務的94%,預計(ji)(ji)今(jin)年(nian)年(nian)底全(quan)(quan)(quan)面(mian)完(wan)成。指(zhi)導(dao)(dao)推(tui)(tui)動(dong)各市啟動(dong)國(guo)(guo)(guo)(guo)有企(qi)(qi)(qi)業(ye)(ye)退休人員社會化(hua)(hua)(hua)管(guan)(guan)理(li)工(gong)作(zuo)(zuo)(zuo)。三(san)(san)是(shi)(shi)推(tui)(tui)進(jin)(jin)(jin)國(guo)(guo)(guo)(guo)有經濟布局結構優化(hua)(hua)(hua)。深化(hua)(hua)(hua)央(yang)地對(dui)接合(he)作(zuo)(zuo)(zuo),遼(liao)寧港口(kou)(kou)集(ji)(ji)團(tuan)掛牌組(zu)建(jian)(jian),實(shi)(shi)(shi)現央(yang)企(qi)(qi)(qi)、省(sheng)(sheng)企(qi)(qi)(qi)和大(da)(da)連、營(ying)口(kou)(kou)市企(qi)(qi)(qi)聯(lian)合(he)重(zhong)(zhong)組(zu),打造東北亞國(guo)(guo)(guo)(guo)際航運中心。防控債務風險,指(zhi)導(dao)(dao)國(guo)(guo)(guo)(guo)企(qi)(qi)(qi)累(lei)計(ji)(ji)實(shi)(shi)(shi)施(shi)債轉股(gu)820億元(yuan)。加(jia)強省(sheng)(sheng)內戰略(lve)重(zhong)(zhong)組(zu),本鋼(gang)、北鋼(gang)重(zhong)(zhong)組(zu)實(shi)(shi)(shi)現省(sheng)(sheng)企(qi)(qi)(qi)和本溪市共贏。加(jia)快(kuai)推(tui)(tui)進(jin)(jin)(jin)混(hun)合(he)所(suo)有制改革(ge),沈陽(yang)、大(da)(da)連混(hun)改比(bi)例達到54.8%和57%。全(quan)(quan)(quan)省(sheng)(sheng)7戶(hu)國(guo)(guo)(guo)(guo)家“雙百行(xing)動(dong)”企(qi)(qi)(qi)業(ye)(ye)綜合(he)改革(ge)加(jia)速推(tui)(tui)進(jin)(jin)(jin)。四(si)是(shi)(shi)推(tui)(tui)進(jin)(jin)(jin)國(guo)(guo)(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)體(ti)制機制完(wan)善。指(zhi)導(dao)(dao)推(tui)(tui)進(jin)(jin)(jin)國(guo)(guo)(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)機構職(zhi)(zhi)能轉變,精簡(jian)監(jian)(jian)管(guan)(guan)事(shi)項。明確出資(zi)人監(jian)(jian)管(guan)(guan)權(quan)責(ze)邊界,對(dui)11個(ge)(ge)市的權(quan)責(ze)清單(dan)或履職(zhi)(zhi)清單(dan)進(jin)(jin)(jin)行(xing)了(le)指(zhi)導(dao)(dao)把關。加(jia)強基礎(chu)管(guan)(guan)理(li),搭建(jian)(jian)統(tong)一(yi)(yi)(yi)的產權(quan)、財務管(guan)(guan)理(li)系(xi)(xi)統(tong),利用信息化(hua)(hua)(hua)手段加(jia)強國(guo)(guo)(guo)(guo)有資(zi)產和經濟運行(xing)監(jian)(jian)測(ce),密切國(guo)(guo)(guo)(guo)資(zi)系(xi)(xi)統(tong)縱向(xiang)聯(lian)系(xi)(xi),形成統(tong)一(yi)(yi)(yi)監(jian)(jian)管(guan)(guan)合(he)力(li)(li)。

四、豐富指導方式,堅持寓指導監督于服務之中

豐富指(zhi)導(dao)監(jian)督方式(shi)、創新(xin)指(zhi)導(dao)監(jian)督手段、服務市縣工作(zuo)需要,是構建國資監(jian)管大(da)格(ge)局的有(you)效抓手。遼寧國資委堅持多措并舉(ju),不斷探索(suo)創新(xin)工作(zuo)方式(shi),寓(yu)指(zhi)導(dao)監(jian)督于服務中,有(you)力推動(dong)了指(zhi)導(dao)監(jian)督工作(zuo)深入(ru)開展。主要體現在(zai)“五個指(zhi)導(dao)”:

一是(shi)政(zheng)(zheng)策指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)。省(sheng)里出臺的(de)(de)(de)(de)國(guo)(guo)(guo)資(zi)國(guo)(guo)(guo)企1+N改(gai)革(ge)(ge)文(wen)件及(ji)時印發或(huo)抄送各(ge)市(shi)(shi)國(guo)(guo)(guo)資(zi)委(wei),并開展(zhan)政(zheng)(zheng)策解(jie)讀,加(jia)強(qiang)政(zheng)(zheng)策頂(ding)層(ceng)設(she)計指(zhi)(zhi)(zhi)(zhi)引。印發了(le)(le)(le)《關(guan)于(yu)做好(hao)(hao)規(gui)(gui)范性(xing)(xing)文(wen)件備(bei)案工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)通知(zhi)》,對各(ge)市(shi)(shi)重要(yao)政(zheng)(zheng)策文(wen)件進行備(bei)案審查(cha),指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)各(ge)市(shi)(shi)把握改(gai)革(ge)(ge)方向(xiang)。先后編印改(gai)革(ge)(ge)文(wen)件匯(hui)(hui)編、政(zheng)(zheng)策法(fa)規(gui)(gui)匯(hui)(hui)編5套,方便市(shi)(shi)縣國(guo)(guo)(guo)資(zi)機構(gou)學(xue)習使(shi)用。二是(shi)調研(yan)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)。印發了(le)(le)(le)《關(guan)于(yu)開展(zhan)改(gai)革(ge)(ge)工(gong)(gong)(gong)(gong)作(zuo)(zuo)調研(yan)的(de)(de)(de)(de)通知(zhi)》等(deng)文(wen)件,明(ming)確省(sheng)國(guo)(guo)(guo)資(zi)委(wei)領(ling)導(dao)(dao)(dao)(dao)分(fen)(fen)包到各(ge)市(shi)(shi),實現包市(shi)(shi)到人(ren)。通過(guo)(guo)委(wei)領(ling)導(dao)(dao)(dao)(dao)專(zhuan)項調研(yan),分(fen)(fen)管處室業(ye)務(wu)調研(yan),有(you)針對性(xing)(xing)的(de)(de)(de)(de)對各(ge)市(shi)(shi)進行指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)幫(bang)助,已形(xing)成調研(yan)報(bao)告35份(fen),歸納問題75項,逐一推動解(jie)決。三是(shi)會議(yi)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)。通過(guo)(guo)各(ge)市(shi)(shi)國(guo)(guo)(guo)資(zi)委(wei)負(fu)責人(ren)工(gong)(gong)(gong)(gong)作(zuo)(zuo)會、政(zheng)(zheng)策法(fa)規(gui)(gui)和(he)(he)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)監(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)會、分(fen)(fen)片(pian)區座談會、各(ge)業(ye)務(wu)口(kou)專(zhuan)項工(gong)(gong)(gong)(gong)作(zuo)(zuo)會等(deng)形(xing)式(shi),集中統一或(huo)分(fen)(fen)片(pian)分(fen)(fen)類進行會議(yi)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao),交(jiao)流工(gong)(gong)(gong)(gong)作(zuo)(zuo)經驗,部署安排工(gong)(gong)(gong)(gong)作(zuo)(zuo)。四是(shi)培訓(xun)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)。除部分(fen)(fen)會議(yi)中安排培訓(xun)交(jiao)流外,近年(nian)來還(huan)單獨(du)或(huo)聯合東(dong)北大(da)學(xue)、省(sheng)委(wei)黨校、遼寧行政(zheng)(zheng)學(xue)院舉辦了(le)(le)(le)“全省(sheng)國(guo)(guo)(guo)企改(gai)革(ge)(ge)與(yu)依法(fa)治(zhi)(zhi)企專(zhuan)題研(yan)討班(ban)”、“推進混合所有(you)制改(gai)革(ge)(ge)研(yan)討班(ban)”、“國(guo)(guo)(guo)企大(da)講堂”等(deng)層(ceng)次高(gao)、內(nei)容新、研(yan)討深(shen)的(de)(de)(de)(de)培訓(xun),先后培訓(xun)1800人(ren)次,取得了(le)(le)(le)良好(hao)(hao)效(xiao)果。特別(bie)是(shi)國(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)資(zi)委(wei)政(zheng)(zheng)策法(fa)規(gui)(gui)局(ju)舉辦的(de)(de)(de)(de)政(zheng)(zheng)策法(fa)規(gui)(gui)和(he)(he)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)監(jian)督(du)研(yan)討班(ban)、法(fa)治(zhi)(zhi)講堂等(deng)高(gao)層(ceng)次研(yan)討培訓(xun),有(you)力提高(gao)了(le)(le)(le)我們(men)的(de)(de)(de)(de)政(zheng)(zheng)策法(fa)規(gui)(gui)和(he)(he)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)監(jian)督(du)水平(ping),深(shen)受全省(sheng)國(guo)(guo)(guo)資(zi)國(guo)(guo)(guo)企系統歡迎。五是(shi)考(kao)核(he)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)。以(yi)考(kao)核(he)為抓(zhua)手,加(jia)大(da)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)監(jian)督(du)力度(du)。2014年(nian)以(yi)來,先后印發了(le)(le)(le)《關(guan)于(yu)做好(hao)(hao)各(ge)市(shi)(shi)國(guo)(guo)(guo)資(zi)委(wei)領(ling)導(dao)(dao)(dao)(dao)班(ban)子和(he)(he)領(ling)導(dao)(dao)(dao)(dao)干部深(shen)化國(guo)(guo)(guo)企改(gai)革(ge)(ge)工(gong)(gong)(gong)(gong)作(zuo)(zuo)實績(ji)考(kao)核(he)的(de)(de)(de)(de)通知(zhi)》、《關(guan)于(yu)做好(hao)(hao)各(ge)市(shi)(shi)國(guo)(guo)(guo)企改(gai)革(ge)(ge)發展(zhan)績(ji)效(xiao)考(kao)核(he)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)通知(zhi)》、《關(guan)于(yu)做好(hao)(hao)重點工(gong)(gong)(gong)(gong)作(zuo)(zuo)任務(wu)督(du)查(cha)的(de)(de)(de)(de)通知(zhi)》等(deng)文(wen)件,除對市(shi)(shi)國(guo)(guo)(guo)資(zi)委(wei)進行考(kao)核(he)外,還(huan)代表省(sheng)政(zheng)(zheng)府對各(ge)市(shi)(shi)政(zheng)(zheng)府國(guo)(guo)(guo)企改(gai)革(ge)(ge)工(gong)(gong)(gong)(gong)作(zuo)(zuo)進行考(kao)核(he),通過(guo)(guo)督(du)促檢(jian)查(cha)、定期通報(bao)、將(jiang)考(kao)核(he)結果與(yu)各(ge)市(shi)(shi)政(zheng)(zheng)府績(ji)效(xiao)掛鉤,顯著提高(gao)了(le)(le)(le)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)監(jian)督(du)的(de)(de)(de)(de)有(you)效(xiao)性(xing)(xing)。

經(jing)過(guo)全省上下(xia)共同努力,遼寧(ning)指導(dao)監(jian)督工(gong)作取得了(le)一(yi)定成效,國(guo)資系統上下(xia)聯系更加(jia)緊密,國(guo)資監(jian)管大(da)格(ge)局、一(yi)盤棋(qi)的(de)局面已初步形(xing)成。
