【構建國資監管大格局】之一:深入開展指導監督工作
積極構建遼寧國資監管大格局

近年來,遼寧省國(guo)(guo)(guo)資(zi)委深入貫徹落(luo)實中央推(tui)進國(guo)(guo)(guo)資(zi)國(guo)(guo)(guo)企改革的(de)重大(da)決(jue)策(ce)部(bu)署,高度重視(shi)國(guo)(guo)(guo)資(zi)系統指導監督工作,堅持國(guo)(guo)(guo)資(zi)系統上下聯動,牢固樹立(li)“大(da)國(guo)(guo)(guo)資(zi)、一(yi)盤棋”價值理念,積極構建(jian)遼寧國(guo)(guo)(guo)資(zi)監管(guan)大(da)格局,在推(tui)動全省“國(guo)(guo)(guo)資(zi)監管(guan)上新水平、國(guo)(guo)(guo)企發展上新臺階”中發揮了重要作用。

一、堅持立法引領,全面規范國資監管體制制度

完善國資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)法(fa)規體系,是構(gou)建國資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)大(da)格局的法(fa)治基礎。遼寧(ning)省國資(zi)(zi)(zi)(zi)委(wei)以地方性(xing)法(fa)規為龍頭,積(ji)極推(tui)(tui)進《遼寧(ning)省企業國有(you)(you)資(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)督管(guan)理(li)條(tiao)例(li)》立法(fa)。《條(tiao)例(li)》在2018年和2019年分別列入(ru)了省人大(da)常委(wei)會(hui)立法(fa)計劃論(lun)證(zheng)項目和完成項目。《條(tiao)例(li)草案》發至省直(zhi)有(you)(you)關部門和14個市政府征求(qiu)意(yi)見(jian),利用政府網絡(luo)平臺向(xiang)社會(hui)公開發布并(bing)征求(qiu)意(yi)見(jian)。在反復論(lun)證(zheng)修改基礎上(shang),經過各方共同(tong)努力,2019年7月30日,《條(tiao)例(li)》由(you)遼寧(ning)省第(di)十三屆人大(da)常委(wei)會(hui)第(di)十二(er)次會(hui)議審議通(tong)過,自10月1日起施行(xing)。作為遼寧(ning)首部全(quan)面系統(tong)規范國資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)的地方性(xing)法(fa)規,《條(tiao)例(li)》的出臺,對于遼寧(ning)深入(ru)貫徹(che)中央決策部署,以管(guan)資(zi)(zi)(zi)(zi)本為主加強國資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)具有(you)(you)重要意(yi)義,也為新形(xing)勢下遼寧(ning)貫徹(che)落(luo)實(shi)黨的十九大(da)精神,依法(fa)規范、保(bao)障(zhang)和推(tui)(tui)進全(quan)省國資(zi)(zi)(zi)(zi)國企工(gong)作提供了法(fa)治保(bao)障(zhang)。《條(tiao)例(li)》的創新主要體現在“五個明確”:

一是(shi)(shi)(shi)明(ming)(ming)確(que)了(le)(le)以管(guan)(guan)(guan)(guan)(guan)(guan)(guan)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)為主(zhu)(zhu)的(de)(de)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)體(ti)制。《條(tiao)例(li)(li)》規(gui)(gui)定(ding)(ding)省(sheng)、市(shi)、縣(xian)人(ren)民政府(fu)應當以管(guan)(guan)(guan)(guan)(guan)(guan)(guan)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)為主(zhu)(zhu)加(jia)強(qiang)(qiang)企(qi)(qi)業(ye)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)督管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li),改革(ge)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)授權(quan)(quan)經(jing)營體(ti)制,創新國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)方式。二是(shi)(shi)(shi)明(ming)(ming)確(que)了(le)(le)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)機(ji)構的(de)(de)特設性(xing)質和(he)(he)出(chu)資(zi)(zi)(zi)(zi)(zi)(zi)人(ren)職(zhi)(zhi)責(ze)定(ding)(ding)位(wei)。《條(tiao)例(li)(li)》規(gui)(gui)定(ding)(ding)省(sheng)、市(shi)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委為直(zhi)屬特設機(ji)構,代表政府(fu)履(lv)行(xing)出(chu)資(zi)(zi)(zi)(zi)(zi)(zi)人(ren)職(zhi)(zhi)責(ze),專(zhuan)司(si)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan),并要求(qiu)縣(xian)區明(ming)(ming)確(que)統一的(de)(de)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)主(zhu)(zhu)體(ti),為省(sheng)、市(shi)、縣(xian)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)機(ji)構設置(zhi)和(he)(he)職(zhi)(zhi)責(ze)定(ding)(ding)位(wei)提供了(le)(le)有(you)(you)(you)力指引。三是(shi)(shi)(shi)明(ming)(ming)確(que)了(le)(le)企(qi)(qi)業(ye)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產基礎管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)。《條(tiao)例(li)(li)》專(zhuan)章規(gui)(gui)定(ding)(ding)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產基礎管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)內容,推進(jin)建立監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)信息平臺,在保障國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)機(ji)構依法履(lv)行(xing)出(chu)資(zi)(zi)(zi)(zi)(zi)(zi)人(ren)職(zhi)(zhi)責(ze)的(de)(de)同時(shi)進(jin)一步落(luo)實全(quan)口(kou)徑(jing)、全(quan)覆蓋的(de)(de)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)職(zhi)(zhi)責(ze)。四是(shi)(shi)(shi)明(ming)(ming)確(que)了(le)(le)分(fen)(fen)類(lei)(lei)(lei)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)制度。《條(tiao)例(li)(li)》規(gui)(gui)定(ding)(ding)建立完善企(qi)(qi)業(ye)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)者分(fen)(fen)類(lei)(lei)(lei)分(fen)(fen)層管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)制度,結(jie)合企(qi)(qi)業(ye)功(gong)能定(ding)(ding)位(wei),推行(xing)分(fen)(fen)類(lei)(lei)(lei)考核、分(fen)(fen)類(lei)(lei)(lei)定(ding)(ding)薪管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li),科學(xue)界定(ding)(ding)權(quan)(quan)責(ze)邊界,根據(ju)企(qi)(qi)業(ye)類(lei)(lei)(lei)型(xing)開展授權(quan)(quan)和(he)(he)放權(quan)(quan)。五是(shi)(shi)(shi)明(ming)(ming)確(que)了(le)(le)改革(ge)容錯機(ji)制。《條(tiao)例(li)(li)》規(gui)(gui)定(ding)(ding)企(qi)(qi)業(ye)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)者在改革(ge)發(fa)展中(zhong)所出(chu)現的(de)(de)失(shi)誤,不屬于有(you)(you)(you)令(ling)不行(xing)、有(you)(you)(you)禁不止、不當謀利、主(zhu)(zhu)觀故意(yi)、獨斷專(zhuan)行(xing)等(deng)情(qing)形的(de)(de),根據(ju)有(you)(you)(you)關規(gui)(gui)定(ding)(ding)和(he)(he)程序予(yu)以容錯,激(ji)勵國(guo)(guo)企(qi)(qi)管(guan)(guan)(guan)(guan)(guan)(guan)(guan)理(li)者干事(shi)創業(ye)、擔當作(zuo)(zuo)為。遼寧(ning)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委向(xiang)全(quan)省(sheng)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)系統下發(fa)了(le)(le)學(xue)習貫徹《條(tiao)例(li)(li)》通知,下一步將(jiang)持續推進(jin)《條(tiao)例(li)(li)》貫徹落(luo)實,加(jia)強(qiang)(qiang)指導監(jian)(jian)(jian)督培訓(xun)工作(zuo)(zuo)。

二、健全工作機制,積極搭建指導監督工作平臺

建立(li)上下聯動(dong)、規范有序的(de)(de)(de)指導監督機(ji)制(zhi),是構建國資監管大格局的(de)(de)(de)工作(zuo)保障。遼寧國資委加強統籌(chou)謀劃,完善(shan)制(zhi)度機(ji)制(zhi),建立(li)了一套(tao)運轉有效的(de)(de)(de)指導監督工作(zuo)體系。主要體現在“三化(hua)”:

一是(shi)組織領導(dao)(dao)(dao)(dao)專門(men)化(hua)。成立(li)(li)了(le)省(sheng)國(guo)(guo)(guo)資(zi)(zi)委指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)監督(du)工(gong)作(zuo)領導(dao)(dao)(dao)(dao)小(xiao)組。由主要(yao)領導(dao)(dao)(dao)(dao)任(ren)組長,分(fen)(fen)管(guan)領導(dao)(dao)(dao)(dao)和其他委領導(dao)(dao)(dao)(dao)任(ren)副組長,各(ge)(ge)處室負責(ze)(ze)人為(wei)成員,政策法(fa)(fa)規(gui)處作(zuo)為(wei)小(xiao)組辦公室負責(ze)(ze)綜(zong)合(he)歸口協調,并確(que)(que)定了(le)聯絡(luo)員;各(ge)(ge)市(shi)按省(sheng)里要(yao)求也(ye)都明確(que)(que)了(le)機構(gou),落實了(le)相關職責(ze)(ze),實現了(le)省(sheng)、市(shi)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)監督(du)領導(dao)(dao)(dao)(dao)機構(gou)和工(gong)作(zuo)機構(gou)專門(men)化(hua)。二是(shi)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)監督(du)規(gui)范化(hua)。建立(li)(li)制度(du)。修訂(ding)出臺(tai)了(le)《遼寧省(sheng)國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)監管(guan)工(gong)作(zuo)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)監督(du)實施(shi)辦法(fa)(fa)》,使省(sheng)、市(shi)、縣指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)監督(du)工(gong)作(zuo)有(you)(you)(you)據可(ke)依(yi)。確(que)(que)立(li)(li)機制。每年(nian)向(xiang)(xiang)各(ge)(ge)市(shi)印發“省(sheng)國(guo)(guo)(guo)資(zi)(zi)委年(nian)度(du)國(guo)(guo)(guo)資(zi)(zi)國(guo)(guo)(guo)企改(gai)革任(ren)務(wu)(wu)分(fen)(fen)解(jie)(jie)、年(nian)度(du)指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)監督(du)工(gong)作(zuo)計(ji)劃、年(nian)度(du)法(fa)(fa)治工(gong)作(zuo)要(yao)點(dian)”等,形成了(le)“一分(fen)(fen)解(jie)(jie)、一計(ji)劃、一要(yao)點(dian)”的指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)模式(shi)。建立(li)(li)聯系(xi)點(dian)。根(gen)據省(sheng)實際和工(gong)作(zuo)需要(yao),建立(li)(li)了(le)4個市(shi)縣指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)監督(du)聯系(xi)點(dian),同時確(que)(que)立(li)(li)國(guo)(guo)(guo)務(wu)(wu)院(yuan)國(guo)(guo)(guo)資(zi)(zi)委聯系(xi)點(dian),以點(dian)帶面(mian),輻射市(shi)縣國(guo)(guo)(guo)資(zi)(zi)工(gong)作(zuo)。三是(shi)溝(gou)通交(jiao)流常態化(hua)。建立(li)(li)了(le)遼寧國(guo)(guo)(guo)資(zi)(zi)工(gong)作(zuo)群,及時發布通知(zhi),共享國(guo)(guo)(guo)資(zi)(zi)信(xin)息,搭建交(jiao)流平臺(tai)。定期更新指(zhi)(zhi)(zhi)(zhi)導(dao)(dao)(dao)(dao)監督(du)各(ge)(ge)項政策、工(gong)作(zuo)任(ren)務(wu)(wu)等有(you)(you)(you)關內容(rong),方便工(gong)作(zuo)聯系(xi)對(dui)接。建立(li)(li)了(le)重大事項報告(gao)機制。明確(que)(que)要(yao)求各(ge)(ge)市(shi)涉及機構(gou)設置、管(guan)理體制和國(guo)(guo)(guo)企改(gai)革重大事項要(yao)及時向(xiang)(xiang)省(sheng)國(guo)(guo)(guo)資(zi)(zi)委報告(gao),加強溝(gou)通協調,及時掌(zhang)握信(xin)息,分(fen)(fen)類應(ying)對(dui)處理。

三、加強改革指導,深化推動全省國資國企改革

全面深(shen)化國資(zi)國企(qi)(qi)改(gai)革、推(tui)動(dong)全省國資(zi)國企(qi)(qi)發(fa)展,是構(gou)建(jian)國資(zi)監管大(da)格局(ju)的核(he)心目標。在(zai)(zai)深(shen)入(ru)學習(xi)黨(dang)的十(shi)九(jiu)大(da)、十(shi)九(jiu)屆二中(zhong)、三中(zhong)全會精神、習(xi)近平(ping)總書記在(zai)(zai)遼寧考察時和在(zai)(zai)深(shen)入(ru)推(tui)進(jin)東北振興(xing)座談會上的重要講話精神基礎上,緊密結合地(di)方國有企(qi)(qi)業實際,堅(jian)持問題(ti)導向,指導各市深(shen)化改(gai)革,推(tui)動(dong)全省改(gai)革發(fa)展目標落實落地(di)。主要體現在(zai)(zai)“四個推(tui)進(jin)”:

一(yi)是(shi)推(tui)(tui)進(jin)(jin)(jin)(jin)經(jing)營性國(guo)(guo)有(you)(you)(you)資產(chan)(chan)集(ji)(ji)中(zhong)統(tong)(tong)(tong)(tong)一(yi)監管(guan)(guan)(guan)。堅持(chi)政(zheng)企(qi)(qi)(qi)(qi)分(fen)(fen)開、分(fen)(fen)步推(tui)(tui)進(jin)(jin)(jin)(jin)、集(ji)(ji)中(zhong)整(zheng)合,在省(sheng)(sheng)級層面制(zhi)定(ding)了《遼寧省(sheng)(sheng)經(jing)營性國(guo)(guo)有(you)(you)(you)資產(chan)(chan)集(ji)(ji)中(zhong)統(tong)(tong)(tong)(tong)一(yi)監管(guan)(guan)(guan)實(shi)(shi)施(shi)方案(an)》,落實(shi)(shi)黨政(zheng)機(ji)關辦企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)脫鉤、事業(ye)(ye)(ye)單位轉制(zhi)和企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)集(ji)(ji)團(tuan)組(zu)建等(deng)工(gong)作。在省(sheng)(sheng)里強力指(zhi)導(dao)推(tui)(tui)動(dong)(dong)下,各(ge)(ge)市(shi)積極主(zhu)動(dong)(dong)落實(shi)(shi),全(quan)省(sheng)(sheng)累(lei)計新組(zu)建125戶(hu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)集(ji)(ji)團(tuan),都交(jiao)(jiao)由各(ge)(ge)級國(guo)(guo)資委履行(xing)出資人職(zhi)責,鞍山(shan)、營口、錦(jin)州等(deng)市(shi)還(huan)出臺了國(guo)(guo)資委與行(xing)政(zheng)主(zhu)管(guan)(guan)(guan)部門職(zhi)責劃分(fen)(fen)意見,做到政(zheng)資分(fen)(fen)開。目前(qian),全(quan)省(sheng)(sheng)除部分(fen)(fen)金融文化(hua)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)外(wai),經(jing)營性國(guo)(guo)有(you)(you)(you)資產(chan)(chan)集(ji)(ji)中(zhong)統(tong)(tong)(tong)(tong)一(yi)監管(guan)(guan)(guan)工(gong)作基(ji)本(ben)(ben)完(wan)(wan)成。二(er)是(shi)推(tui)(tui)進(jin)(jin)(jin)(jin)歷史遺留問(wen)題解決。全(quan)省(sheng)(sheng)國(guo)(guo)有(you)(you)(you)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)“三供一(yi)業(ye)(ye)(ye)”分(fen)(fen)離移交(jiao)(jiao)工(gong)作圓滿畫上句號。截止2018年(nian)底,駐遼央企(qi)(qi)(qi)(qi)486個和省(sheng)(sheng)屬(shu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)74個項(xiang)(xiang)目,分(fen)(fen)離移交(jiao)(jiao)全(quan)面完(wan)(wan)成。地(di)方國(guo)(guo)有(you)(you)(you)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)廠辦大(da)集(ji)(ji)體改革全(quan)面啟動(dong)(dong)。各(ge)(ge)市(shi)已全(quan)部進(jin)(jin)(jin)(jin)入實(shi)(shi)質性操作階段,力爭在今(jin)年(nian)底前(qian)基(ji)本(ben)(ben)完(wan)(wan)成。處置國(guo)(guo)有(you)(you)(you)“僵尸(shi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)”加(jia)(jia)快推(tui)(tui)進(jin)(jin)(jin)(jin)。全(quan)省(sheng)(sheng)積極開展(zhan)工(gong)作,已處置300戶(hu),占總任務(wu)的94%,預計今(jin)年(nian)年(nian)底全(quan)面完(wan)(wan)成。指(zhi)導(dao)推(tui)(tui)動(dong)(dong)各(ge)(ge)市(shi)啟動(dong)(dong)國(guo)(guo)有(you)(you)(you)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)退休人員社會化(hua)管(guan)(guan)(guan)理(li)工(gong)作。三是(shi)推(tui)(tui)進(jin)(jin)(jin)(jin)國(guo)(guo)有(you)(you)(you)經(jing)濟布局(ju)結構優(you)化(hua)。深化(hua)央地(di)對接合作,遼寧港口集(ji)(ji)團(tuan)掛(gua)牌(pai)組(zu)建,實(shi)(shi)現央企(qi)(qi)(qi)(qi)、省(sheng)(sheng)企(qi)(qi)(qi)(qi)和大(da)連、營口市(shi)企(qi)(qi)(qi)(qi)聯合重(zhong)組(zu),打造東(dong)北亞國(guo)(guo)際航運(yun)中(zhong)心(xin)。防控債(zhai)務(wu)風險,指(zhi)導(dao)國(guo)(guo)企(qi)(qi)(qi)(qi)累(lei)計實(shi)(shi)施(shi)債(zhai)轉股820億元。加(jia)(jia)強省(sheng)(sheng)內(nei)戰略重(zhong)組(zu),本(ben)(ben)鋼、北鋼重(zhong)組(zu)實(shi)(shi)現省(sheng)(sheng)企(qi)(qi)(qi)(qi)和本(ben)(ben)溪(xi)市(shi)共贏。加(jia)(jia)快推(tui)(tui)進(jin)(jin)(jin)(jin)混合所有(you)(you)(you)制(zhi)改革,沈陽、大(da)連混改比例達到54.8%和57%。全(quan)省(sheng)(sheng)7戶(hu)國(guo)(guo)家“雙(shuang)百行(xing)動(dong)(dong)”企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)綜(zong)合改革加(jia)(jia)速推(tui)(tui)進(jin)(jin)(jin)(jin)。四是(shi)推(tui)(tui)進(jin)(jin)(jin)(jin)國(guo)(guo)資監管(guan)(guan)(guan)體制(zhi)機(ji)制(zhi)完(wan)(wan)善。指(zhi)導(dao)推(tui)(tui)進(jin)(jin)(jin)(jin)國(guo)(guo)資監管(guan)(guan)(guan)機(ji)構職(zhi)能(neng)轉變,精簡監管(guan)(guan)(guan)事項(xiang)(xiang)。明確出資人監管(guan)(guan)(guan)權責邊界,對11個市(shi)的權責清單或(huo)履職(zhi)清單進(jin)(jin)(jin)(jin)行(xing)了指(zhi)導(dao)把關。加(jia)(jia)強基(ji)礎管(guan)(guan)(guan)理(li),搭建統(tong)(tong)(tong)(tong)一(yi)的產(chan)(chan)權、財務(wu)管(guan)(guan)(guan)理(li)系(xi)統(tong)(tong)(tong)(tong),利用信息化(hua)手段加(jia)(jia)強國(guo)(guo)有(you)(you)(you)資產(chan)(chan)和經(jing)濟運(yun)行(xing)監測,密切國(guo)(guo)資系(xi)統(tong)(tong)(tong)(tong)縱(zong)向聯系(xi),形成統(tong)(tong)(tong)(tong)一(yi)監管(guan)(guan)(guan)合力。

四、豐富指導方式,堅持寓指導監督于服務之中

豐富指(zhi)(zhi)導監(jian)(jian)督(du)(du)方(fang)式、創新指(zhi)(zhi)導監(jian)(jian)督(du)(du)手(shou)段、服(fu)務市(shi)縣工作(zuo)需要,是構建國(guo)資監(jian)(jian)管大格局的有效抓手(shou)。遼寧國(guo)資委堅持(chi)多措并舉,不斷探(tan)索創新工作(zuo)方(fang)式,寓指(zhi)(zhi)導監(jian)(jian)督(du)(du)于服(fu)務中,有力(li)推動了指(zhi)(zhi)導監(jian)(jian)督(du)(du)工作(zuo)深入開展。主要體現在“五個指(zhi)(zhi)導”:

一是(shi)政(zheng)(zheng)(zheng)策(ce)指(zhi)(zhi)(zhi)導(dao)。省(sheng)(sheng)里出臺的(de)(de)國(guo)(guo)(guo)(guo)資(zi)(zi)國(guo)(guo)(guo)(guo)企(qi)(qi)(qi)(qi)1+N改(gai)(gai)革(ge)文(wen)(wen)件及(ji)時印(yin)發或抄送(song)各(ge)(ge)市(shi)(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei),并開展(zhan)政(zheng)(zheng)(zheng)策(ce)解讀(du),加(jia)(jia)強(qiang)政(zheng)(zheng)(zheng)策(ce)頂層設計指(zhi)(zhi)(zhi)引。印(yin)發了(le)(le)《關(guan)(guan)于(yu)(yu)做好規(gui)范性文(wen)(wen)件備案(an)工作(zuo)(zuo)的(de)(de)通(tong)(tong)知》,對(dui)(dui)各(ge)(ge)市(shi)(shi)重(zhong)要政(zheng)(zheng)(zheng)策(ce)文(wen)(wen)件進行(xing)備案(an)審查,指(zhi)(zhi)(zhi)導(dao)各(ge)(ge)市(shi)(shi)把握(wo)改(gai)(gai)革(ge)方向。先后編印(yin)改(gai)(gai)革(ge)文(wen)(wen)件匯編、政(zheng)(zheng)(zheng)策(ce)法(fa)(fa)規(gui)匯編5套,方便市(shi)(shi)縣(xian)國(guo)(guo)(guo)(guo)資(zi)(zi)機構學(xue)(xue)(xue)習使用。二是(shi)調(diao)研(yan)指(zhi)(zhi)(zhi)導(dao)。印(yin)發了(le)(le)《關(guan)(guan)于(yu)(yu)開展(zhan)改(gai)(gai)革(ge)工作(zuo)(zuo)調(diao)研(yan)的(de)(de)通(tong)(tong)知》等(deng)文(wen)(wen)件,明確(que)省(sheng)(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)領導(dao)分(fen)(fen)包(bao)到(dao)各(ge)(ge)市(shi)(shi),實(shi)(shi)現包(bao)市(shi)(shi)到(dao)人(ren)。通(tong)(tong)過委(wei)(wei)領導(dao)專項調(diao)研(yan),分(fen)(fen)管處室業務(wu)(wu)(wu)調(diao)研(yan),有針對(dui)(dui)性的(de)(de)對(dui)(dui)各(ge)(ge)市(shi)(shi)進行(xing)指(zhi)(zhi)(zhi)導(dao)幫助(zhu),已形(xing)成(cheng)調(diao)研(yan)報告35份,歸納問(wen)題75項,逐一推動(dong)解決(jue)。三是(shi)會(hui)議指(zhi)(zhi)(zhi)導(dao)。通(tong)(tong)過各(ge)(ge)市(shi)(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)負責(ze)人(ren)工作(zuo)(zuo)會(hui)、政(zheng)(zheng)(zheng)策(ce)法(fa)(fa)規(gui)和(he)指(zhi)(zhi)(zhi)導(dao)監督工作(zuo)(zuo)會(hui)、分(fen)(fen)片區座談會(hui)、各(ge)(ge)業務(wu)(wu)(wu)口專項工作(zuo)(zuo)會(hui)等(deng)形(xing)式,集中(zhong)統一或分(fen)(fen)片分(fen)(fen)類進行(xing)會(hui)議指(zhi)(zhi)(zhi)導(dao),交流工作(zuo)(zuo)經驗,部署安排(pai)工作(zuo)(zuo)。四是(shi)培(pei)(pei)訓(xun)(xun)(xun)指(zhi)(zhi)(zhi)導(dao)。除部分(fen)(fen)會(hui)議中(zhong)安排(pai)培(pei)(pei)訓(xun)(xun)(xun)交流外,近(jin)年(nian)來(lai)還(huan)單獨或聯合東北大學(xue)(xue)(xue)、省(sheng)(sheng)委(wei)(wei)黨校、遼寧(ning)行(xing)政(zheng)(zheng)(zheng)學(xue)(xue)(xue)院舉辦了(le)(le)“全省(sheng)(sheng)國(guo)(guo)(guo)(guo)企(qi)(qi)(qi)(qi)改(gai)(gai)革(ge)與(yu)依法(fa)(fa)治企(qi)(qi)(qi)(qi)專題研(yan)討班(ban)(ban)”、“推進混合所有制改(gai)(gai)革(ge)研(yan)討班(ban)(ban)”、“國(guo)(guo)(guo)(guo)企(qi)(qi)(qi)(qi)大講(jiang)堂”等(deng)層次(ci)(ci)高(gao)(gao)、內容新、研(yan)討深(shen)(shen)的(de)(de)培(pei)(pei)訓(xun)(xun)(xun),先后培(pei)(pei)訓(xun)(xun)(xun)1800人(ren)次(ci)(ci),取得了(le)(le)良好效(xiao)果。特別是(shi)國(guo)(guo)(guo)(guo)務(wu)(wu)(wu)院國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)政(zheng)(zheng)(zheng)策(ce)法(fa)(fa)規(gui)局舉辦的(de)(de)政(zheng)(zheng)(zheng)策(ce)法(fa)(fa)規(gui)和(he)指(zhi)(zhi)(zhi)導(dao)監督研(yan)討班(ban)(ban)、法(fa)(fa)治講(jiang)堂等(deng)高(gao)(gao)層次(ci)(ci)研(yan)討培(pei)(pei)訓(xun)(xun)(xun),有力提高(gao)(gao)了(le)(le)我們(men)的(de)(de)政(zheng)(zheng)(zheng)策(ce)法(fa)(fa)規(gui)和(he)指(zhi)(zhi)(zhi)導(dao)監督水平,深(shen)(shen)受全省(sheng)(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)國(guo)(guo)(guo)(guo)企(qi)(qi)(qi)(qi)系統歡迎。五(wu)是(shi)考核(he)(he)(he)指(zhi)(zhi)(zhi)導(dao)。以考核(he)(he)(he)為(wei)抓手,加(jia)(jia)大指(zhi)(zhi)(zhi)導(dao)監督力度。2014年(nian)以來(lai),先后印(yin)發了(le)(le)《關(guan)(guan)于(yu)(yu)做好各(ge)(ge)市(shi)(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)領導(dao)班(ban)(ban)子和(he)領導(dao)干部深(shen)(shen)化國(guo)(guo)(guo)(guo)企(qi)(qi)(qi)(qi)改(gai)(gai)革(ge)工作(zuo)(zuo)實(shi)(shi)績考核(he)(he)(he)的(de)(de)通(tong)(tong)知》、《關(guan)(guan)于(yu)(yu)做好各(ge)(ge)市(shi)(shi)國(guo)(guo)(guo)(guo)企(qi)(qi)(qi)(qi)改(gai)(gai)革(ge)發展(zhan)績效(xiao)考核(he)(he)(he)工作(zuo)(zuo)的(de)(de)通(tong)(tong)知》、《關(guan)(guan)于(yu)(yu)做好重(zhong)點工作(zuo)(zuo)任務(wu)(wu)(wu)督查的(de)(de)通(tong)(tong)知》等(deng)文(wen)(wen)件,除對(dui)(dui)市(shi)(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)進行(xing)考核(he)(he)(he)外,還(huan)代表省(sheng)(sheng)政(zheng)(zheng)(zheng)府(fu)對(dui)(dui)各(ge)(ge)市(shi)(shi)政(zheng)(zheng)(zheng)府(fu)國(guo)(guo)(guo)(guo)企(qi)(qi)(qi)(qi)改(gai)(gai)革(ge)工作(zuo)(zuo)進行(xing)考核(he)(he)(he),通(tong)(tong)過督促檢查、定期通(tong)(tong)報、將考核(he)(he)(he)結果與(yu)各(ge)(ge)市(shi)(shi)政(zheng)(zheng)(zheng)府(fu)績效(xiao)掛鉤,顯著提高(gao)(gao)了(le)(le)指(zhi)(zhi)(zhi)導(dao)監督的(de)(de)有效(xiao)性。

經過全(quan)省上(shang)下共同努力(li),遼(liao)寧指導監督(du)工作取(qu)得了(le)一定成(cheng)(cheng)效,國資系統(tong)上(shang)下聯系更(geng)加(jia)緊密,國資監管大(da)格(ge)局、一盤棋的局面已初步形(xing)成(cheng)(cheng)。
