石玉東代表:深化電能替代 助力打贏污染防治攻堅戰

全(quan)國人大(da)代表,國網遼寧省(sheng)電(dian)(dian)力有限公司董事長、黨委書記石玉東(dong)在今年全(quan)國兩會上帶來(lai)《深化電(dian)(dian)能(neng)(neng)(neng)替代 助(zhu)力打(da)贏污染(ran)防治攻堅戰》議案。他說,推進能(neng)(neng)(neng)源生(sheng)產和消費革命,構建清(qing)潔低(di)碳、安全(quan)高效(xiao)(xiao)的能(neng)(neng)(neng)源體系,是實現(xian)綠(lv)色發展的重(zhong)中之(zhi)重(zhong),對于(yu)污染(ran)防治意義重(zhong)大(da)。將清(qing)潔能(neng)(neng)(neng)源特別是風能(neng)(neng)(neng)、太陽能(neng)(neng)(neng)等新能(neng)(neng)(neng)源轉化為(wei)電(dian)(dian)能(neng)(neng)(neng)加以利用,已成(cheng)為(wei)當前能(neng)(neng)(neng)源清(qing)潔低(di)碳轉型的重(zhong)要趨(qu)勢。而電(dian)(dian)能(neng)(neng)(neng)作(zuo)為(wei)清(qing)潔、高效(xiao)(xiao)、便捷的二次能(neng)(neng)(neng)源,終端利用效(xiao)(xiao)率(lv)在90%以上,創(chuang)造經(jing)濟價(jia)值(zhi)的效(xiao)(xiao)率(lv)為(wei)石油的3倍、煤炭的17倍。

石玉東說,近年(nian)(nian)來(lai)國家多次(ci)出臺政策(ce)推動電(dian)能替(ti)代工作,電(dian)能替(ti)代助力(li)污(wu)染防治效果顯(xian)著。以遼寧(ning)為例,2018年(nian)(nian)累計完成“煤改電(dian)”替(ti)代項(xiang)目1885個,相當(dang)于在能源(yuan)消(xiao)費終端減少燃(ran)燒標準(zhun)煤29.2萬(wan)噸,減排二氧(yang)化碳73萬(wan)噸,城(cheng)市空(kong)氣污(wu)染指數大(da)幅(fu)降低。同時,國網遼寧(ning)電(dian)力(li)完成替(ti)代電(dian)量7.29億(yi)千(qian)瓦時,在解決清(qing)潔(jie)能源(yuan)棄電(dian)問題中的貢(gong)獻率(lv)超(chao)過10%。推進電(dian)能替(ti)代有效促進了清(qing)潔(jie)能源(yuan)消(xiao)納,2018年(nian)(nian),遼寧(ning)省在清(qing)潔(jie)能源(yuan)發電(dian)裝(zhuang)機占(zhan)比已經達到35%的情況下(xia),棄風率(lv)僅(jin)為1%。

石玉東建(jian)(jian)(jian)議,結合(he)電(dian)(dian)(dian)能的特點和未來的發展(zhan)前(qian)景,應該(gai)深化電(dian)(dian)(dian)能替(ti)(ti)代(dai)工作(zuo)。一是(shi)加強(qiang)電(dian)(dian)(dian)能替(ti)(ti)代(dai)政策(ce)引導。總結“煤改(gai)(gai)電(dian)(dian)(dian)”、北(bei)(bei)方清(qing)潔取(qu)(qu)暖(nuan)等(deng)實施經驗,加大對電(dian)(dian)(dian)能替(ti)(ti)代(dai)投資、電(dian)(dian)(dian)價(jia)、交易等(deng)各方面(mian)的政策(ce)支(zhi)(zhi)持力度(du);將電(dian)(dian)(dian)能替(ti)(ti)代(dai)及(ji)電(dian)(dian)(dian)網(wang)(wang)建(jian)(jian)(jian)設(she)規(gui)劃與各地(di)行業發展(zhan)規(gui)劃、城市總體規(gui)劃、城鎮(zhen)化建(jian)(jian)(jian)設(she)規(gui)劃等(deng)有機結合(he)。二是(shi)加快建(jian)(jian)(jian)立電(dian)(dian)(dian)取(qu)(qu)暖(nuan)相關標準(zhun)。建(jian)(jian)(jian)立包括電(dian)(dian)(dian)取(qu)(qu)暖(nuan)設(she)備(bei)、工程(cheng)、溫度(du)、環(huan)保(bao)等(deng)方面(mian)有關技(ji)術、施工、運維(wei)等(deng)標準(zhun);同時,大力推(tui)廣(guang)蓄熱式(shi)、集(ji)中(zhong)式(shi)電(dian)(dian)(dian)取(qu)(qu)暖(nuan)設(she)備(bei),提高(gao)電(dian)(dian)(dian)取(qu)(qu)暖(nuan)可靠性和舒適性。三(san)(san)是(shi)國家(jia)、地(di)方政府、用(yong)戶(hu)(hu)合(he)理分攤電(dian)(dian)(dian)取(qu)(qu)暖(nuan)成(cheng)(cheng)本(ben)(ben)(ben)費用(yong)。給予(yu)居(ju)民(min)房屋(wu)節能保(bao)溫、電(dian)(dian)(dian)取(qu)(qu)暖(nuan)設(she)備(bei)購置、戶(hu)(hu)線改(gai)(gai)造、電(dian)(dian)(dian)費支(zhi)(zhi)出等(deng)補貼;給予(yu)工業鍋爐、煤鍋爐改(gai)(gai)電(dian)(dian)(dian)鍋爐補貼;將“煤改(gai)(gai)電(dian)(dian)(dian)”配套(tao)電(dian)(dian)(dian)網(wang)(wang)投資按照高(gao)可靠用(yong)戶(hu)(hu)標準(zhun)核(he)算準(zhun)許成(cheng)(cheng)本(ben)(ben)(ben)和收益,通過輸(shu)配電(dian)(dian)(dian)價(jia)疏導成(cheng)(cheng)本(ben)(ben)(ben);比(bi)照農網(wang)(wang)建(jian)(jian)(jian)設(she)資本(ben)(ben)(ben)金補貼標準(zhun),給予(yu)“煤改(gai)(gai)電(dian)(dian)(dian)”配套(tao)電(dian)(dian)(dian)網(wang)(wang)建(jian)(jian)(jian)設(she)補貼支(zhi)(zhi)持,確保(bao)完成(cheng)(cheng)“十三(san)(san)五”壓減散燒煤1.5億噸、到2021年北(bei)(bei)方清(qing)潔取(qu)(qu)暖(nuan)面(mian)積達到15億平方米的目標。

張凡華代表:以電為中心 加快能源清潔低碳轉型

全國(guo)(guo)人大代表(biao),國(guo)(guo)網安(an)徽(hui)省(sheng)電(dian)力有限公司總(zong)經理、黨委副(fu)書記張凡華表(biao)示(shi),根(gen)據國(guo)(guo)家能源(yuan)(yuan)戰(zhan)略(lve)發展目標要求(qiu),我(wo)國(guo)(guo)在(zai)2030年(nian)前非化石能源(yuan)(yuan)占一次能源(yuan)(yuan)消費比例將(jiang)進(jin)一步提升至20%,到2050年(nian)比重超過50%。加快能源(yuan)(yuan)清潔低碳轉型,以電(dian)為中心的(de)特(te)征將(jiang)越(yue)發凸(tu)顯(xian)。

張凡華認為(wei),加快能源(yuan)清(qing)潔(jie)低(di)碳轉(zhuan)型,客觀技術上需(xu)要以(yi)(yi)電(dian)(dian)為(wei)中心(xin)。從(cong)能源(yuan)生產環(huan)節看(kan),可(ke)以(yi)(yi)充分發揮電(dian)(dian)網(wang)的(de)功能和作用(yong),加快構建以(yi)(yi)特高壓為(wei)骨干網(wang)架、各(ge)級電(dian)(dian)網(wang)協調發展的(de)堅(jian)強智能電(dian)(dian)網(wang),促進我國加快清(qing)潔(jie)替(ti)代(dai)、實現清(qing)潔(jie)低(di)碳轉(zhuan)型的(de)步伐。以(yi)(yi)電(dian)(dian)為(wei)中心(xin),助力打贏(ying)藍天(tian)保衛戰(zhan),促進能源(yuan)清(qing)潔(jie)低(di)碳轉(zhuan)型,涉及基礎(chu)設施、技術進步、產業創新、標準建設等(deng)多方面,同(tong)時(shi)也給電(dian)(dian)力系(xi)統(tong)平衡(heng)調節、靈活(huo)控制、安全穩(wen)定、優(you)化(hua)配置等(deng)環(huan)節帶(dai)來(lai)新挑戰(zhan)。

張(zhang)凡華建議,加(jia)(jia)快(kuai)構建以電(dian)為中心(xin)的能(neng)(neng)(neng)(neng)源(yuan)(yuan)生產消費模(mo)式(shi)。一是著力(li)(li)推動(dong)(dong)網(wang)源(yuan)(yuan)協調(diao)發(fa)(fa)展(zhan),在國家(jia)層(ceng)面加(jia)(jia)強對(dui)電(dian)源(yuan)(yuan)電(dian)網(wang)及配(pei)(pei)(pei)套(tao)工(gong)(gong)程(cheng)(cheng)(cheng)發(fa)(fa)展(zhan)規(gui)(gui)模(mo)、結構、布局(ju)、時(shi)序(xu)等統(tong)一規(gui)(gui)劃(hua),統(tong)籌安排特高壓工(gong)(gong)程(cheng)(cheng)(cheng)及其送端(duan)配(pei)(pei)(pei)套(tao)電(dian)源(yuan)(yuan)項(xiang)目,統(tong)籌清潔(jie)(jie)能(neng)(neng)(neng)(neng)源(yuan)(yuan)發(fa)(fa)展(zhan)和(he)電(dian)網(wang)調(diao)峰能(neng)(neng)(neng)(neng)力(li)(li)建設(she)。按規(gui)(gui)劃(hua)規(gui)(gui)模(mo)和(he)消納(na)目標確定清潔(jie)(jie)能(neng)(neng)(neng)(neng)源(yuan)(yuan)建設(she)時(shi)序(xu)和(he)并網(wang)容量(liang),提高電(dian)網(wang)利(li)用(yong)效率(lv)和(he)配(pei)(pei)(pei)置能(neng)(neng)(neng)(neng)力(li)(li),滿足清潔(jie)(jie)能(neng)(neng)(neng)(neng)源(yuan)(yuan)開(kai)(kai)發(fa)(fa)消納(na)和(he)用(yong)電(dian)增(zeng)長(chang)需求(qiu)。二是完善市場(chang)機(ji)制和(he)配(pei)(pei)(pei)套(tao)政策,發(fa)(fa)揮市場(chang)對(dui)能(neng)(neng)(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)開(kai)(kai)發(fa)(fa)利(li)用(yong)、優化(hua)配(pei)(pei)(pei)置、節(jie)能(neng)(neng)(neng)(neng)增(zeng)效等方面的調(diao)節(jie)作用(yong),支持(chi)各(ge)級電(dian)網(wang)發(fa)(fa)展(zhan),引(yin)導(dao)社會(hui)各(ge)方多用(yong)電(dian)、用(yong)綠(lv)色電(dian),促進可(ke)再(zai)(zai)生能(neng)(neng)(neng)(neng)源(yuan)(yuan)持(chi)續(xu)健康發(fa)(fa)展(zhan),加(jia)(jia)快(kuai)能(neng)(neng)(neng)(neng)源(yuan)(yuan)清潔(jie)(jie)低(di)碳(tan)轉型。三是充分調(diao)動(dong)(dong)各(ge)方力(li)(li)量(liang),共同推動(dong)(dong)儲能(neng)(neng)(neng)(neng)、蓄能(neng)(neng)(neng)(neng)技術創新,加(jia)(jia)快(kuai)建設(she)抽水蓄能(neng)(neng)(neng)(neng)工(gong)(gong)程(cheng)(cheng)(cheng)和(he)用(yong)戶側儲能(neng)(neng)(neng)(neng)、蓄能(neng)(neng)(neng)(neng)設(she)施,加(jia)(jia)快(kuai)火(huo)電(dian)機(ji)組靈(ling)活性改造,加(jia)(jia)快(kuai)推廣(guang)“清潔(jie)(jie)能(neng)(neng)(neng)(neng)源(yuan)(yuan)+儲能(neng)(neng)(neng)(neng)”聯合建設(she)模(mo)式(shi),平衡(heng)可(ke)再(zai)(zai)生能(neng)(neng)(neng)(neng)源(yuan)(yuan)出力(li)(li)波動(dong)(dong),降低(di)系統(tong)運(yun)行風險(xian),提高可(ke)再(zai)(zai)生能(neng)(neng)(neng)(neng)源(yuan)(yuan)利(li)用(yong)效率(lv)。四是進一步(bu)壓減東中部(bu)特別(bie)是重(zhong)污染地(di)(di)(di)區(qu)的煤(mei)電(dian)項(xiang)目和(he)已有煤(mei)電(dian)產能(neng)(neng)(neng)(neng),通過受入西部(bu)、北部(bu)地(di)(di)(di)區(qu)清潔(jie)(jie)能(neng)(neng)(neng)(neng)源(yuan)(yuan),解決東中部(bu)地(di)(di)(di)區(qu)新增(zeng)、替代電(dian)力(li)(li)需求(qiu)和(he)西部(bu)、北部(bu)地(di)(di)(di)區(qu)清潔(jie)(jie)能(neng)(neng)(neng)(neng)源(yuan)(yuan)消納(na)問題。

陳修言委員:加快充電基礎設施建設 促進新能源汽車健康發展

全(quan)國政(zheng)協委員,國網(wang)(wang)福建(jian)省電(dian)(dian)(dian)(dian)力有限(xian)公司董事長、黨委書記陳修言認為,制(zhi)約新能源汽(qi)車尤其是(shi)電(dian)(dian)(dian)(dian)動汽(qi)車產業(ye)發(fa)展(zhan)的(de)(de)(de)主(zhu)要(yao)(yao)(yao)問(wen)(wen)題(ti),一(yi)(yi)是(shi)社會資本缺乏投資充(chong)電(dian)(dian)(dian)(dian)設(she)(she)施的(de)(de)(de)積極性。公共充(chong)電(dian)(dian)(dian)(dian)設(she)(she)施利用(yong)(yong)率偏低,尚未(wei)形成(cheng)(cheng)(cheng)規范、穩定的(de)(de)(de)投資回報機制(zhi);用(yong)(yong)地(di)(di)(di)缺少(shao)政(zheng)策支持,建(jian)設(she)(she)方(fang)多以租賃、分成(cheng)(cheng)(cheng)等(deng)方(fang)式與(yu)場(chang)地(di)(di)(di)方(fang)合作,成(cheng)(cheng)(cheng)本高(gao)、風險大,社會資本的(de)(de)(de)投資意愿不強(qiang),目前主(zhu)要(yao)(yao)(yao)依(yi)靠電(dian)(dian)(dian)(dian)網(wang)(wang)企業(ye)推(tui)動。二是(shi)充(chong)電(dian)(dian)(dian)(dian)設(she)(she)施“落地(di)(di)(di)難”問(wen)(wen)題(ti)不同程度存在。各地(di)(di)(di)的(de)(de)(de)市(shi)政(zheng)建(jian)設(she)(she)規劃(hua)較(jiao)少(shao)考慮充(chong)電(dian)(dian)(dian)(dian)設(she)(she)施的(de)(de)(de)布局和用(yong)(yong)地(di)(di)(di)等(deng)事宜(yi),充(chong)電(dian)(dian)(dian)(dian)設(she)(she)施的(de)(de)(de)建(jian)設(she)(she)規劃(hua)與(yu)實(shi)際(ji)執行情況偏差(cha)較(jiao)大,老舊小區加裝充(chong)電(dian)(dian)(dian)(dian)設(she)(she)施的(de)(de)(de)難度更(geng)(geng)大。充(chong)電(dian)(dian)(dian)(dian)設(she)(she)施數量(liang)偏少(shao),車樁比(bi)例僅為3.6∶1,使用(yong)(yong)的(de)(de)(de)便捷性有待提(ti)高(gao)。三(san)是(shi)相關(guan)新技(ji)術(shu)的(de)(de)(de)科研攻(gong)關(guan)力度需要(yao)(yao)(yao)進(jin)一(yi)(yi)步加大。充(chong)電(dian)(dian)(dian)(dian)設(she)(she)施沒有統(tong)一(yi)(yi)的(de)(de)(de)互(hu)聯互(hu)通規范,數據聯通共享機制(zhi)尚未(wei)完全(quan)建(jian)立,用(yong)(yong)戶面臨現場(chang)找樁難、支付(fu)渠(qu)道雜等(deng)問(wen)(wen)題(ti)。此(ci)外,動力電(dian)(dian)(dian)(dian)池組的(de)(de)(de)使用(yong)(yong)壽命偏短,更(geng)(geng)換(huan)維(wei)護費用(yong)(yong)較(jiao)高(gao)。

陳(chen)修言建(jian)議,大力推(tui)(tui)進泛(fan)在(zai)電(dian)力物聯(lian)(lian)網的研發(fa)應用(yong)。泛(fan)在(zai)電(dian)力物聯(lian)(lian)網旨(zhi)在(zai)通過(guo)大數據、移動互(hu)聯(lian)(lian)等新技術,推(tui)(tui)動電(dian)力系(xi)統各個環節萬物互(hu)聯(lian)(lian)、人機交(jiao)(jiao)互(hu),實現數據資(zi)源(yuan)的匯(hui)聚、共(gong)享和挖掘。重(zhong)點應用(yong)領域在(zai)客戶側,服務新能源(yuan)汽車(che)發(fa)展是重(zhong)要方(fang)面,能夠(gou)提(ti)供(gong)充電(dian)方(fang)案智能匹配等智慧出行服務,并能夠(gou)為智慧交(jiao)(jiao)通、智慧城(cheng)市發(fa)展提(ti)供(gong)整體用(yong)能解決方(fang)案,提(ti)高綜合(he)能源(yuan)利用(yong)效率。綜合(he)施(shi)策促進充電(dian)設(she)施(shi)的便捷使(shi)用(yong)。

他建(jian)(jian)議,依托全(quan)(quan)球規(gui)模最大(da)的(de)(de)(de)國家電(dian)(dian)(dian)網(wang)智慧(hui)車聯網(wang)平臺,構(gou)建(jian)(jian)覆蓋全(quan)(quan)國范圍的(de)(de)(de)充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)設施(shi)(shi)(shi)(shi)公共(gong)服務“一張(zhang)網(wang)”,促進互聯互通,實現充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)設施(shi)(shi)(shi)(shi)位(wei)置、狀態、參數等數據共(gong)享(xiang)和(he)(he)跨交易平臺、跨運營商的(de)(de)(de)無障礙充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)支付。全(quan)(quan)面推行(xing)新建(jian)(jian)住宅小區配(pei)建(jian)(jian)充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)樁等政(zheng)策。加快(kuai)電(dian)(dian)(dian)動汽車動力電(dian)(dian)(dian)池組(zu)等關(guan)鍵技(ji)術創新。引(yin)導(dao)(dao)全(quan)(quan)社會共(gong)同加快(kuai)充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)設施(shi)(shi)(shi)(shi)建(jian)(jian)設。規(gui)劃上,及時滾動修編充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)設施(shi)(shi)(shi)(shi)建(jian)(jian)設規(gui)劃,并納入城鄉整體(ti)規(gui)劃;將充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)設施(shi)(shi)(shi)(shi)建(jian)(jian)設用(yong)(yong)地納入土地利用(yong)(yong)總體(ti)規(gui)劃。價(jia)(jia)格上,根(gen)據產業發展需求,完善充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)電(dian)(dian)(dian)價(jia)(jia)和(he)(he)充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)服務費政(zheng)策,出臺峰谷分時電(dian)(dian)(dian)價(jia)(jia)和(he)(he)激勵措施(shi)(shi)(shi)(shi)引(yin)導(dao)(dao)有序充(chong)(chong)(chong)(chong)(chong)電(dian)(dian)(dian)。同時,對高速公路服務區等重點場所,由(you)政(zheng)府引(yin)導(dao)(dao)優化投資合作模式,對場地租(zu)金(jin)等執行(xing)政(zheng)府指導(dao)(dao)價(jia)(jia)。

潘敬東代表:深化電網投資與電價改革 保障雄安新區發展

設(she)立河北(bei)雄(xiong)安新區,是以習(xi)近平同志為核心的黨中(zhong)(zhong)央作出的重大戰略部(bu)署,是千年大計(ji)、國家大事。雄(xiong)安新區將堅持“世界眼光、國際標準、中(zhong)(zhong)國特色、高點定位”,打造高質量發展的全國樣(yang)板。

全國(guo)人大代表,國(guo)網河北(bei)省電(dian)(dian)力有限公司董(dong)事(shi)長(chang)、黨委書記潘敬東介紹,根據《河北(bei)雄安新(xin)區(qu)電(dian)(dian)力專項規劃(hua)》,新(xin)區(qu)將(jiang)形成(cheng)“北(bei)交南(nan)(nan)直(zhi)、北(bei)風(feng)南(nan)(nan)水”特高壓受電(dian)(dian)格局,實現區(qu)內100%清潔(jie)供電(dian)(dian);城市電(dian)(dian)網將(jiang)采用世(shi)界最先進的網架(jia)結構(gou)和技術,全部敷(fu)設地(di)下電(dian)(dian)纜(lan),起步區(qu)重點區(qu)域供電(dian)(dian)可靠率達(da)到99.9999%。按此標準,雄安新(xin)區(qu)電(dian)(dian)網建設需(xu)要巨大規模的投(tou)資(zi)(zi)。到2035年,電(dian)(dian)網規劃(hua)靜態(tai)投(tou)資(zi)(zi)近1000億元,相(xiang)當于(yu)利用十幾(ji)年時間再(zai)造一個河北(bei)南(nan)(nan)網。

首先,中央(yang)(yang)資(zi)(zi)金與財稅(shui)支持(chi)對(dui)電網建設(she)(she)具有(you)重要(yao)支撐作(zuo)用。目前,針對(dui)農網改造升級工程,中央(yang)(yang)將部分項目列入預算內投(tou)資(zi)(zi),提供定量(liang)資(zi)(zi)金,協調國有(you)銀行(xing)給予(yu)一(yi)定免息或低息貸款額度(du),緩(huan)解地方政府和企業投(tou)資(zi)(zi)壓力;充分考慮雄安新區(qu)電網設(she)(she)備和技術研發投(tou)入大、可靠(kao)性裕(yu)度(du)高等因素,由中央(yang)(yang)給予(yu)一(yi)定財稅(shui)優惠,增強服務(wu)新區(qu)建設(she)(she)能力。近年來各地已有(you)典型實(shi)踐(jian)。這為(wei)支持(chi)雄安新區(qu)電網建設(she)(she)發展提供了借鑒(jian)。

其次,深(shen)化(hua)電(dian)價(jia)改革(ge)對(dui)雄(xiong)安電(dian)網(wang)建設(she)發(fa)展(zhan)具有(you)重大意義。雄(xiong)安新(xin)區未(wei)來產業結構(gou)決定(ding)了電(dian)量基數將(jiang)處于較(jiao)低水(shui)(shui)平,河北電(dian)網(wang)實(shi)際輸配(pei)(pei)電(dian)價(jia)在全國處于中下(xia)游水(shui)(shui)平,一般工(gong)商業銷售電(dian)價(jia)全國排名倒數第6位,電(dian)網(wang)收益(yi)降低、可(ke)持(chi)續發(fa)展(zhan)能力減弱與投入需(xu)求(qiu)增大不匹配(pei)(pei)的問題日益(yi)突出。加強頂層(ceng)統籌(chou)協(xie)調,保(bao)持(chi)合理輸配(pei)(pei)電(dian)價(jia)水(shui)(shui)平,多(duo)渠道(dao)籌(chou)集降低電(dian)價(jia)的資金來源,對(dui)確保(bao)雄(xiong)安新(xin)區電(dian)網(wang)健康發(fa)展(zhan)、服務新(xin)區建設(she)具有(you)重大意義。

最后,深化(hua)電(dian)(dian)價(jia)改革,完善輸配電(dian)(dian)價(jia)定價(jia)機制,在即將(jiang)啟動的第(di)二輪輸配電(dian)(dian)價(jia)核(he)價(jia)中,通盤考(kao)慮電(dian)(dian)網(wang)企業承擔(dan)的雄安(an)電(dian)(dian)網(wang)建設投入和保(bao)障電(dian)(dian)網(wang)安(an)全、履(lv)行(xing)普遍(bian)服務、落(luo)實政策要求等方(fang)面責任,確(que)保(bao)電(dian)(dian)網(wang)環節合(he)理(li)(li)收(shou)益水平。同時,降低電(dian)(dian)力行(xing)業增值稅率和政府(fu)性基(ji)金,加大清理(li)(li)相關(guan)稅費和轉供電(dian)(dian)加價(jia)力度,推動市場(chang)化(hua)客戶、增量(liang)配電(dian)(dian)、自備電(dian)(dian)廠等足(zu)額承擔(dan)電(dian)(dian)價(jia)交叉補貼,由各(ge)電(dian)(dian)力市場(chang)主(zhu)體共同分攤電(dian)(dian)價(jia)下降空間。

肖黎春代表:推進港口岸電建設 助力長江大保護

全國人(ren)大(da)代表(biao),國網(wang)湖(hu)北省電(dian)(dian)力(li)有(you)限公(gong)司董事(shi)長(chang)、黨委書記(ji)肖黎(li)春介(jie)紹,當前長(chang)江(jiang)航運船(chuan)舶(bo)污染問題日(ri)益(yi)突出,嚴重威(wei)脅長(chang)江(jiang)生態環境。以三峽(xia)壩區為(wei)例,待(dai)閘船(chuan)舶(bo)每年使用(yong)燃油約2500噸(dun)(dun),排放二氧化(hua)碳7965.75噸(dun)(dun)、一氧化(hua)碳4.52噸(dun)(dun)、氮氧化(hua)物7.62噸(dun)(dun)、二氧化(hua)硫約12噸(dun)(dun)、煙塵(chen)2.13噸(dun)(dun)。截至2018年年底(di),國網(wang)湖(hu)北電(dian)(dian)力(li)已推動(dong)長(chang)江(jiang)流域湖(hu)北境內94個港(gang)口進行岸(an)電(dian)(dian)改造,建(jian)成投運總容量11.22萬千(qian)伏(fu)安的岸(an)電(dian)(dian)設施,年用(yong)電(dian)(dian)量近2100萬千(qian)瓦時,相(xiang)當于(yu)替代燃油4463噸(dun)(dun),減少各類氣(qi)體(ti)排放1.2萬余噸(dun)(dun)。

當前長江(jiang)流域港(gang)口岸(an)(an)電建(jian)(jian)設推進(jin)順利,但仍存在三(san)方面問題(ti):一是(shi)(shi)協同機(ji)制(zhi)不完善。國家層(ceng)面協同推進(jin)長江(jiang)岸(an)(an)電建(jian)(jian)設的聯動機(ji)制(zhi)已初步建(jian)(jian)立,部(bu)(bu)分沿江(jiang)省(sheng)市(shi)(shi)的落實(shi)措施不具體、各地相關部(bu)(bu)門(men)的職責(ze)分工(gong)不明確。二是(shi)(shi)配套政(zheng)策(ce)不健(jian)全。交通運輸部(bu)(bu)靠港(gang)船(chuan)舶(bo)使用岸(an)(an)電獎(jiang)勵政(zheng)策(ce)已于2018年3月到期,后續(xu)獎(jiang)勵政(zheng)策(ce)尚(shang)未出臺。三(san)是(shi)(shi)標(biao)(biao)準規范(fan)不統(tong)(tong)一。技(ji)術應用方面,船(chuan)舶(bo)岸(an)(an)電設施改造(zao)標(biao)(biao)準、驗收(shou)(shou)檢測標(biao)(biao)準和船(chuan)岸(an)(an)接口標(biao)(biao)準尚(shang)不完善;經營管理方面,大多數沿江(jiang)省(sheng)市(shi)(shi)未出臺成本(ben)核(he)定(ding)、服務(wu)收(shou)(shou)費標(biao)(biao)準,不同區域、不同主體之間缺乏(fa)統(tong)(tong)一的交費平(ping)臺。

推進(jin)長(chang)江流域港(gang)口(kou)(kou)岸(an)(an)電(dian)(dian)(dian)建(jian)設全(quan)覆蓋,沿江省(sheng)市成立岸(an)(an)電(dian)(dian)(dian)建(jian)設工作組織機(ji)構,明確各地(di)(di)(di)、各部門(men)具體職責分工。岸(an)(an)電(dian)(dian)(dian)建(jian)設方面(mian),建(jian)議(yi)各地(di)(di)(di)、各部門(men)精簡港(gang)口(kou)(kou)、碼頭(tou)岸(an)(an)電(dian)(dian)(dian)設施(shi)(shi)和(he)(he)船舶(bo)受電(dian)(dian)(dian)設施(shi)(shi)改造(zao)項(xiang)(xiang)目立項(xiang)(xiang)、審批手續(xu);沿江省(sheng)市出臺(tai)相應的強制性法規文件,加(jia)強沿江停靠(kao)船舶(bo)污染問題專項(xiang)(xiang)監(jian)(jian)測監(jian)(jian)督(du)和(he)(he)剛性執(zhi)法;港(gang)口(kou)(kou)企業(ye)實(shi)施(shi)(shi)使用岸(an)(an)電(dian)(dian)(dian)的船舶(bo)優先離泊等(deng)激勵(li)(li)措施(shi)(shi)。岸(an)(an)電(dian)(dian)(dian)運(yun)營(ying)方面(mian),建(jian)議(yi)交通運(yun)輸部盡快出臺(tai)岸(an)(an)電(dian)(dian)(dian)項(xiang)(xiang)目建(jian)設和(he)(he)船舶(bo)受電(dian)(dian)(dian)設施(shi)(shi)改造(zao)補貼(tie)獎勵(li)(li)政策(ce),完(wan)善各地(di)(di)(di)岸(an)(an)電(dian)(dian)(dian)服務標(biao)準(zhun)(zhun)和(he)(he)定價政策(ce)。統一(yi)標(biao)準(zhun)(zhun)體系,建(jian)立涵蓋岸(an)(an)電(dian)(dian)(dian)設施(shi)(shi)建(jian)設、設備(bei)配置、運(yun)營(ying)操作、檢(jian)驗檢(jian)測、信(xin)息交換等(deng)全(quan)鏈條(tiao)的岸(an)(an)電(dian)(dian)(dian)標(biao)準(zhun)(zhun)體系。建(jian)設基于國(guo)家電(dian)(dian)(dian)網(wang)智慧(hui)車聯(lian)網(wang)平臺(tai)的港(gang)口(kou)(kou)岸(an)(an)電(dian)(dian)(dian)互聯(lian)互通運(yun)營(ying)服務平臺(tai)。

王金行代表:優化營商環境 當好電力先行官

過(guo)(guo)去一(yi)年(nian),吉(ji)林省電力(li)(li)(li)營商環(huan)境(jing)得到明顯優化。在(zai)30項(xiang)常用(yong)辦(ban)(用(yong))電業(ye)(ye)務(wu)(wu)中,24項(xiang)實(shi)現“一(yi)次(ci)(ci)都(dou)不跑”,4項(xiang)實(shi)現“只(zhi)跑一(yi)次(ci)(ci)”,93%以上(shang)的辦(ban)電業(ye)(ye)務(wu)(wu)實(shi)現“最多跑一(yi)次(ci)(ci)”,高于吉(ji)林省政府2018年(nian)提出的“只(zhi)跑一(yi)次(ci)(ci)”工作(zuo)目標13個百分(fen)點。國網(wang)吉(ji)林電力(li)(li)(li)將(jiang)以“三型企業(ye)(ye)”建設(she)優化營商環(huan)境(jing),服(fu)務(wu)(wu)帶動(dong)上(shang)下游產業(ye)(ye)共同(tong)發(fa)展。具體(ti)(ti)(ti)來說,就是通過(guo)(guo)推動(dong)能(neng)(neng)源流(liu)(liu)、信息流(liu)(liu)、價值(zhi)流(liu)(liu)匯集(ji)和轉換作(zuo)用(yong),體(ti)(ti)(ti)現樞紐功(gong)能(neng)(neng);通過(guo)(guo)為各(ge)類(lei)電力(li)(li)(li)市場主體(ti)(ti)(ti)提供安全、快(kuai)捷、高效的供電服(fu)務(wu)(wu),體(ti)(ti)(ti)現平臺功(gong)能(neng)(neng);通過(guo)(guo)提升服(fu)務(wu)(wu)客戶用(yong)能(neng)(neng)需求的水(shui)平和能(neng)(neng)力(li)(li)(li),整合(he)上(shang)下游企業(ye)(ye)信息服(fu)務(wu)(wu)各(ge)方(fang)需求,充(chong)分(fen)體(ti)(ti)(ti)現共享功(gong)能(neng)(neng)。
