  新華網北京1月1日電  在《中共中央、國務院關于進一步加強人才工作的決定》(以下簡稱《人才工作決定》)公開發表之際,中央人才工作協調小組負責人就如何學習貫徹《人才工作決定》,回答了記者的提問。

  問(wen):請您介紹一下《人才工(gong)作決定》的主(zhu)要內容和特(te)點?

  答(da):《人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才工(gong)(gong)作(zuo)(zuo)(zuo)決定》共分(fen)8個(ge)(ge)部分(fen),23條,11000余字。8個(ge)(ge)部分(fen)可以(yi)分(fen)為3個(ge)(ge)方(fang)面(mian)內(nei)(nei)容(rong)。第(di)(di)(di)(di)一方(fang)面(mian)內(nei)(nei)容(rong)即(ji)第(di)(di)(di)(di)一部分(fen),提(ti)(ti)出(chu)大力實施(shi)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才強國(guo)戰略(lve)是新世(shi)紀新階(jie)段人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才工(gong)(gong)作(zuo)(zuo)(zuo)的(de)根(gen)本(ben)(ben)(ben)任(ren)(ren)務(wu),闡明了實施(shi)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才強國(guo)戰略(lve)的(de)科(ke)(ke)學(xue)內(nei)(nei)涵、指導思想、根(gen)本(ben)(ben)(ben)原(yuan)則和(he)(he)基本(ben)(ben)(ben)要(yao)求。第(di)(di)(di)(di)二方(fang)面(mian)內(nei)(nei)容(rong)是第(di)(di)(di)(di)二到(dao)第(di)(di)(di)(di)七部分(fen),闡明了人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才工(gong)(gong)作(zuo)(zuo)(zuo)的(de)具體任(ren)(ren)務(wu)和(he)(he)戰略(lve)抓手(shou),包括(kuo)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才培養、人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才評價和(he)(he)使用、人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才市場體系建設、人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才激勵和(he)(he)保障、高層次人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才隊伍建設、人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才工(gong)(gong)作(zuo)(zuo)(zuo)協調(diao)發展等,對當前和(he)(he)今后(hou)一個(ge)(ge)時期(qi)的(de)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才工(gong)(gong)作(zuo)(zuo)(zuo)進(jin)行(xing)了全(quan)面(mian)部署。第(di)(di)(di)(di)三方(fang)面(mian)內(nei)(nei)容(rong)即(ji)第(di)(di)(di)(di)八部分(fen),提(ti)(ti)出(chu)黨管(guan)(guan)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才原(yuan)則是開創人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才工(gong)(gong)作(zuo)(zuo)(zuo)新局(ju)面(mian)的(de)根(gen)本(ben)(ben)(ben)保證,闡明了黨管(guan)(guan)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才的(de)重大意義、科(ke)(ke)學(xue)內(nei)(nei)涵、工(gong)(gong)作(zuo)(zuo)(zuo)要(yao)求和(he)(he)工(gong)(gong)作(zuo)(zuo)(zuo)格局(ju)。

  問:人才(cai)培養是提高人才(cai)資源能力的基礎性、戰略性工(gong)(gong)作,請您介紹(shao)一下《人才(cai)工(gong)(gong)作決定(ding)》在這方面提出了哪些(xie)措施?
