根(gen)據國(guo)資委(wei)(wei)(wei)黨委(wei)(wei)(wei)統一部署,2016年3月2日至4月30日,國(guo)資委(wei)(wei)(wei)黨委(wei)(wei)(wei)第四巡(xun)(xun)視(shi)組對中國(guo)林業集團公(gong)司(以下簡稱中林集團)進行了巡(xun)(xun)視(shi)。6月24日,國(guo)資委(wei)(wei)(wei)黨委(wei)(wei)(wei)巡(xun)(xun)視(shi)組向中林集團黨委(wei)(wei)(wei)反饋(kui)了巡(xun)(xun)視(shi)意(yi)見。按照《中國(guo)共(gong)產黨巡(xun)(xun)視(shi)工作(zuo)條例(li)》《國(guo)資委(wei)(wei)(wei)黨委(wei)(wei)(wei)關于貫徹落實(shi)<中國(guo)共(gong)產黨巡(xun)(xun)視(shi)工作(zuo)條例(li)>的實(shi)施辦(ban)法》等有關規定,現將(jiang)巡(xun)(xun)視(shi)整改情況予以公(gong)布。
一(yi)、堅(jian)決把(ba)巡視整(zheng)改作為一(yi)項重大政治(zhi)任務抓(zhua)緊抓(zhua)好抓(zhua)出成效
(一(yi))統一(yi)思想認識,全(quan)(quan)面(mian)系統部署(shu),把整(zheng)(zheng)改(gai)任務作為當前頭(tou)等大事(shi)來(lai)抓(zhua)。巡(xun)視組反(fan)饋(kui)意見(jian)后,集(ji)團(tuan)黨(dang)(dang)委(wei)(wei)迅速行動,于6月27日(ri)召開黨(dang)(dang)委(wei)(wei)(擴大)會,專題研究整(zheng)(zheng)改(gai)落(luo)實(shi)(shi)工(gong)(gong)作,聚(ju)焦巡(xun)視反(fan)饋(kui)意見(jian),逐項逐條(tiao)反(fan)復學習、梳理分析,吃透(tou)精神、領會實(shi)(shi)質,深入反(fan)省集(ji)團(tuan)黨(dang)(dang)委(wei)(wei)在管黨(dang)(dang)治黨(dang)(dang)不(bu)嚴(yan)、“兩(liang)個責任”落(luo)實(shi)(shi)不(bu)力(li)(li)、企(qi)業管理基礎薄弱、人才隊伍建設滯(zhi)后等方面(mian)的(de)(de)(de)(de)(de)主要問(wen)題和(he)集(ji)中(zhong)表現,舉一(yi)反(fan)三剖析問(wen)題原因,研究整(zheng)(zheng)改(gai)落(luo)實(shi)(shi)工(gong)(gong)作的(de)(de)(de)(de)(de)總體(ti)思路和(he)辦法(fa)。為確保整(zheng)(zheng)改(gai)工(gong)(gong)作落(luo)到(dao)實(shi)(shi)處,6月30日(ri)下發(fa)(fa)(fa)了(le)(le)《關(guan)于落(luo)實(shi)(shi)國(guo)資委(wei)(wei)黨(dang)(dang)委(wei)(wei)第四(si)巡(xun)視組巡(xun)視反(fan)饋(kui)意見(jian)整(zheng)(zheng)改(gai)工(gong)(gong)作的(de)(de)(de)(de)(de)通知》,轉發(fa)(fa)(fa)了(le)(le)《關(guan)于印發(fa)(fa)(fa)國(guo)資委(wei)(wei)黨(dang)(dang)委(wei)(wei)第四(si)巡(xun)視組<關(guan)于對中(zhong)國(guo)林業集(ji)團(tuan)公(gong)司(si)黨(dang)(dang)委(wei)(wei)巡(xun)視情(qing)況的(de)(de)(de)(de)(de)反(fan)饋(kui)意見(jian)>的(de)(de)(de)(de)(de)通知》,要求層層傳(chuan)達學習,增強抓(zhua)好巡(xun)視整(zheng)(zheng)改(gai)的(de)(de)(de)(de)(de)緊迫感(gan)和(he)責任感(gan)。集(ji)團(tuan)廣大黨(dang)(dang)員(yuan)干部特別是(shi)領導干部,深切感(gan)受(shou)到(dao)了(le)(le)巨大責任和(he)壓力(li)(li),認識到(dao)了(le)(le)抓(zhua)好巡(xun)視整(zheng)(zheng)改(gai)是(shi)落(luo)實(shi)(shi)全(quan)(quan)面(mian)從嚴(yan)治黨(dang)(dang)要求的(de)(de)(de)(de)(de)重要舉措,是(shi)促進(jin)集(ji)團(tuan)公(gong)司(si)依法(fa)治企(qi)、持續健康(kang)發(fa)(fa)(fa)展的(de)(de)(de)(de)(de)重要機遇,也是(shi)對領導班子和(he)各級干部政治素質、能(neng)力(li)(li)水平的(de)(de)(de)(de)(de)全(quan)(quan)面(mian)考驗(yan),大家一(yi)致表示要以最(zui)堅(jian)決的(de)(de)(de)(de)(de)態(tai)度、最(zui)堅(jian)定的(de)(de)(de)(de)(de)決心、最(zui)有力(li)(li)的(de)(de)(de)(de)(de)措施,不(bu)折不(bu)扣、全(quan)(quan)力(li)(li)以赴抓(zhua)好巡(xun)視整(zheng)(zheng)改(gai)工(gong)(gong)作。
(二)強化組織(zhi)領(ling)(ling)導,靠實(shi)(shi)(shi)(shi)主體(ti)責(ze)任(ren)(ren)(ren)(ren),確保整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)任(ren)(ren)(ren)(ren)務不(bu)折不(bu)扣落(luo)(luo)到(dao)實(shi)(shi)(shi)(shi)處。集(ji)團(tuan)(tuan)黨(dang)委(wei)(wei)認(ren)真落(luo)(luo)實(shi)(shi)(shi)(shi)巡視整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)的(de)主體(ti)責(ze)任(ren)(ren)(ren)(ren),黨(dang)委(wei)(wei)主要(yao)(yao)領(ling)(ling)導親(qin)自謀劃(hua)、親(qin)自部署,堅(jian)持站在(zai)一線全(quan)力推(tui)(tui)動整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)落(luo)(luo)實(shi)(shi)(shi)(shi)。成(cheng)(cheng)立(li)了(le)(le)以黨(dang)委(wei)(wei)書記、總經理宋權(quan)禮(li)任(ren)(ren)(ren)(ren)組長,黨(dang)委(wei)(wei)副(fu)書記、紀委(wei)(wei)書記王榮斌任(ren)(ren)(ren)(ren)副(fu)組長,班(ban)子其(qi)他領(ling)(ling)導為成(cheng)(cheng)員(yuan)(yuan)的(de)巡視整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)領(ling)(ling)導小組,下(xia)設(she)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)辦(ban)(ban)公(gong)室,負責(ze)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)的(de)協調、推(tui)(tui)進(jin)、督辦(ban)(ban)等工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)。各所屬(shu)單(dan)(dan)位也相(xiang)應(ying)成(cheng)(cheng)立(li)了(le)(le)巡視整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)領(ling)(ling)導機構和(he)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)機構,將整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)列入班(ban)子的(de)議(yi)事(shi)(shi)日程(cheng)。按(an)照“班(ban)子成(cheng)(cheng)員(yuan)(yuan)親(qin)自督辦(ban)(ban)、職能部門牽頭(tou)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)、相(xiang)關(guan)單(dan)(dan)位積極配合”的(de)要(yao)(yao)求落(luo)(luo)實(shi)(shi)(shi)(shi)責(ze)任(ren)(ren)(ren)(ren),對(dui)(dui)(dui)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)任(ren)(ren)(ren)(ren)務逐(zhu)一明確責(ze)任(ren)(ren)(ren)(ren)領(ling)(ling)導和(he)責(ze)任(ren)(ren)(ren)(ren)部門,確保事(shi)(shi)事(shi)(shi)有人抓(zhua)、件件有落(luo)(luo)實(shi)(shi)(shi)(shi)。在(zai)健(jian)全(quan)組織(zhi)機構的(de)基礎上,將整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)落(luo)(luo)實(shi)(shi)(shi)(shi)劃(hua)分為反(fan)饋意見、制(zhi)定方案,落(luo)(luo)實(shi)(shi)(shi)(shi)責(ze)任(ren)(ren)(ren)(ren)、全(quan)面整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai),提交報告、鞏固提高(gao)(gao)三個階段,建立(li)了(le)(le)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)落(luo)(luo)實(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)推(tui)(tui)進(jin)會(hui)(hui)和(he)周報告制(zhi)度(du)。集(ji)團(tuan)(tuan)公(gong)司先后召(zhao)(zhao)(zhao)開3次黨(dang)委(wei)(wei)(擴大(da))會(hui)(hui),深入研究(jiu)和(he)統籌推(tui)(tui)進(jin)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)。根據整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)情況(kuang)及時召(zhao)(zhao)(zhao)開整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)推(tui)(tui)進(jin)會(hui)(hui),落(luo)(luo)實(shi)(shi)(shi)(shi)集(ji)團(tuan)(tuan)黨(dang)委(wei)(wei)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)要(yao)(yao)求,溝通情況(kuang)、聽(ting)取匯報,促進(jin)思(si)想(xiang)認(ren)識再提高(gao)(gao)、整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)力度(du)再加大(da)、時間進(jin)度(du)再抓(zhua)緊(jin)。整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)辦(ban)(ban)公(gong)室對(dui)(dui)(dui)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)進(jin)度(du)、質量、效果(guo)進(jin)行全(quan)程(cheng)監督,每周召(zhao)(zhao)(zhao)開一次工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)例會(hui)(hui),對(dui)(dui)(dui)各單(dan)(dan)位(部門)提交的(de)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)措(cuo)施(shi)進(jin)行逐(zhu)項核對(dui)(dui)(dui)、反(fan)復修改(gai)(gai)(gai)(gai)(gai)(gai)(gai),確保整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)始(shi)終按(an)要(yao)(yao)求有序推(tui)(tui)進(jin)。同(tong)時,對(dui)(dui)(dui)問題反(fan)映比(bi)較(jiao)突出、整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)難度(du)較(jiao)大(da)的(de)單(dan)(dan)位進(jin)行了(le)(le)專項督導調研,重點推(tui)(tui)動落(luo)(luo)實(shi)(shi)(shi)(shi)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)任(ren)(ren)(ren)(ren)務。整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)過程(cheng)中,集(ji)團(tuan)(tuan)黨(dang)委(wei)(wei)嚴(yan)格(ge)把握整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)落(luo)(luo)實(shi)(shi)(shi)(shi)的(de)系(xi)統性、整(zheng)(zheng)(zheng)體(ti)性、協同(tong)性,形(xing)成(cheng)(cheng)了(le)(le)統一領(ling)(ling)導、上下(xia)聯動、合力整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)的(de)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)格(ge)局(ju),確保了(le)(le)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)任(ren)(ren)(ren)(ren)務不(bu)折不(bu)扣落(luo)(luo)到(dao)實(shi)(shi)(shi)(shi)處,實(shi)(shi)(shi)(shi)現了(le)(le)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)(gai)(gai)(gai)時限(xian)和(he)整(zhen (三)明(ming)確任(ren)務目標(biao),細化(hua)具(ju)(ju)體(ti)措(cuo)施(shi),穩(wen)步推進巡視(shi)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)取(qu)得實(shi)(shi)實(shi)(shi)在在成效。集(ji)團黨(dang)委書記(ji)、總經理宋權禮作(zuo)為第一責(ze)任(ren)人(ren),著力(li)(li)抓好《落(luo)(luo)實(shi)(shi)國資委黨(dang)委第四(si)巡視(shi)組巡視(shi)反饋(kui)(kui)(kui)意(yi)見整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)工作(zuo)方案(an)》的制定和落(luo)(luo)實(shi)(shi),以(yi)巡視(shi)反饋(kui)(kui)(kui)的兩大類四(si)個(ge)方面問(wen)(wen)題(ti)和四(si)條(tiao)(tiao)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)意(yi)見建(jian)議為主干,進一步梳理出20條(tiao)(tiao)具(ju)(ju)體(ti)問(wen)(wen)題(ti)的86項(xiang)(xiang)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)措(cuo)施(shi),并(bing)按(an)照輕重緩急程度將整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)措(cuo)施(shi)劃(hua)分為短、中、長期(qi)三項(xiang)(xiang):對已具(ju)(ju)備條(tiao)(tiao)件且短期(qi)內(nei)能夠整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)的問(wen)(wen)題(ti),立(li)行立(li)改(gai)(gai);對難度較大但通過(guo)努(nu)力(li)(li)能夠解(jie)決的問(wen)(wen)題(ti),采(cai)(cai)取(qu)先剎車(che)、后完(wan)善的辦法,綜合施(shi)策(ce)、集(ji)中發力(li)(li),從制度、機制上(shang)查找漏洞、分析原因,限期(qi)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai);對涉及(ji)面廣、情況(kuang)復雜,一時(shi)難以(yi)解(jie)決的個(ge)別問(wen)(wen)題(ti),采(cai)(cai)取(qu)逐步消化(hua)的方式,創(chuang)造條(tiao)(tiao)件分步整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai),力(li)(li)爭(zheng)在2個(ge)月內(nei)見到(dao)階段成效,6個(ge)月內(nei)基(ji)本整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)到(dao)位。按(an)照整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)內(nei)容、整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)責(ze)任(ren)人(ren)、整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)責(ze)任(ren)單位、整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)措(cuo)施(shi)、整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)時(shi)限“五要素”填寫了(le)《中國林業集(ji)團公(gong)司巡視(shi)反饋(kui)(kui)(kui)問(wen)(wen)題(ti)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)事項(xiang)(xiang)一覽表》,實(shi)(shi)行臺賬管理、動態更新、辦結銷號。截止目前,整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)措(cuo)施(shi)中有8項(xiang)(xiang)已全部(bu)落(luo)(luo)實(shi)(shi),15項(xiang)(xiang)已基(ji)本落(luo)(luo)實(shi)(shi),45項(xiang)(xiang)正抓緊(jin)推進,還有18項(xiang)(xiang)需長期(qi)堅(jian)持。同時(shi),集(ji)團黨(dang)委堅(jian)持著眼(yan)(yan)長遠,在解(jie)決普遍問(wen)(wen)題(ti)的同時(shi)深挖問(wen)(wen)題(ti)根源(yuan),在優化(hua)規章(zhang)制度的同時(shi)著眼(yan)(yan)建(jian)立(li)長效機制,在解(jie)決具(ju)(ju)體(ti)問(wen)(wen)題(ti)的同時(shi)開展綜合治理,保(bao)證了(le)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)工作(zuo)取(qu)得實(shi)(shi)際效果。
二、集中精力抓好(hao)巡視反饋意見的整改(gai)落實
第一類:領導班子存在的(de)問題
(一)關于黨(dang)的建設存(cun)在薄弱環節問題(ti)的整(zheng)改情況

19.關于(yu)考(kao)核激(ji)(ji)勵制(zhi)(zhi)度不(bu)夠健全的(de)(de)問題(ti)。一是修訂《集團公(gong)(gong)司(si)總部(bu)員(yuan)(yuan)工(gong)考(kao)核暫行辦(ban)法》,優(you)化(hua)考(kao)核評價體(ti)系,突出品德、能力和(he)業(ye)(ye)績評價。二是修訂《集團公(gong)(gong)司(si)總部(bu)勞動工(gong)資分(fen)(fen)(fen)(fen)配(pei)方案(an)》,合(he)理(li)設置崗位(wei)(wei)序列,優(you)化(hua)薪(xin)(xin)酬(chou)結構(gou),進一步(bu)激(ji)(ji)發總部(bu)員(yuan)(yuan)工(gong)工(gong)作積(ji)極性。三(san)是督促(cu)各子公(gong)(gong)司(si)進一步(bu)健全完善全員(yuan)(yuan)績效(xiao)管(guan)(guan)理(li)制(zhi)(zhi)度,優(you)化(hua)“分(fen)(fen)(fen)(fen)級管(guan)(guan)理(li)、分(fen)(fen)(fen)(fen)類考(kao)核”的(de)(de)績效(xiao)管(guan)(guan)理(li)體(ti)系。四是已著手研究建立企(qi)業(ye)(ye)年金制(zhi)(zhi)度,增強薪(xin)(xin)酬(chou)的(de)(de)長期激(ji)(ji)勵作用,提高企(qi)業(ye)(ye)凝聚力、競爭(zheng)力。五是探索建立中(zhong)長期激(ji)(ji)勵機制(zhi)(zhi)。鼓(gu)勵在(zai)市場化(hua)程度較高的(de)(de)下(xia)屬企(qi)業(ye)(ye)或(huo)混合(he)所有制(zhi)(zhi)企(qi)業(ye)(ye),對于(yu)關鍵崗位(wei)(wei)、核心員(yuan)(yuan)工(gong)采取年薪(xin)(xin)制(zhi)(zhi)、協議工(gong)資制(zhi)(zhi)、股權(quan)、期權(quan)、項目分(fen)(fen)(fen)(fen)紅(hong)等(deng)中(zhong)長期激(ji)(ji)勵措施,實行“特(te)才特(te)薪(xin)(xin)”,有效(xiao)地吸引、留(liu)住外部(bu)優(you)秀人(ren)才,激(ji)(ji)發人(ren)才創(chuang)造(zao)力和(he)干部(bu)隊伍活(huo)力。

20.關于巡視(shi)移交問(wen)題(ti)(ti)(ti)線(xian)索辦理(li)情況。集團黨(dang)委(wei)、紀(ji)委(wei)高度(du)重視(shi)巡視(shi)移交問(wen)題(ti)(ti)(ti)線(xian)索,及(ji)時成立了(le)調查(cha)工作組(zu),由黨(dang)委(wei)副書記、紀(ji)委(wei)書記王榮斌主抓,對巡視(shi)移交的(de)8件問(wen)題(ti)(ti)(ti)線(xian)索進行了(le)認真排查(cha)和初核,嚴格按(an)照五類方式進行處(chu)置(zhi)。目(mu)前(qian),核查(cha)工作已(yi)完(wan)成,8件問(wen)題(ti)(ti)(ti)線(xian)索全部辦結。下(xia)一(yi)步(bu),將從制度(du)和管理(li)上(shang)進一(yi)步(bu)完(wan)善,著力構建(jian)長效(xiao)機制,確保反映問(wen)題(ti)(ti)(ti)不再發(fa)生。
三、強(qiang)化(hua)巡視成果運用,為集團公司持續健康(kang)發(fa)展提供(gong)保障
集(ji)團黨委十分珍視并充(chong)分利用此次國資委黨委巡(xun)視創造(zao)出的(de)(de)(de)良好環境,整(zheng)改過程中始終按照“劍指問題、倒逼改革”的(de)(de)(de)要求,以系統的(de)(de)(de)思(si)維和全局的(de)(de)(de)觀念抓整(zheng)改,舉一反三、深挖細研、標(biao)本兼治,著力建(jian)(jian)章立制,構建(jian)(jian)長效機制,不斷鞏固和拓(tuo)展巡(xun)視整(zheng)改成(cheng)(cheng)(cheng)果(guo),避免“一巡(xun)了之”,全面推動(dong)集(ji)團公(gong)(gong)司(si)黨的(de)(de)(de)建(jian)(jian)設、廉政(zheng)建(jian)(jian)設、管理能力建(jian)(jian)設和人才隊伍建(jian)(jian)設,真正把巡(xun)視成(cheng)(cheng)(cheng)果(guo)轉換為促(cu)進集(ji)團公(gong)(gong)司(si)持續健康(kang)發展的(de)(de)(de)實(shi)際成(cheng)(cheng)(cheng)效。
一(yi)(yi)是繼續(xu)深入(ru)推(tui)進(jin)(jin)整(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)、加強跟(gen)(gen)蹤督(du)導(dao)。經過前一(yi)(yi)階段(duan)的努力(li)(li),巡視(shi)整(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)工作雖然取得了階段(duan)性成(cheng)(cheng)效(xiao),但基(ji)礎還(huan)不夠扎實(shi)(shi),有(you)些問(wen)題(ti)尚(shang)沒有(you)得到根(gen)本(ben)和(he)徹(che)底解決(jue)(jue),還(huan)需要(yao)更(geng)長(chang)時間,進(jin)(jin)一(yi)(yi)步深化整(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)。集(ji)團黨委將堅(jian)持(chi)(chi)“整(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)機(ji)構(gou)不撤、工作力(li)(li)度(du)不減、目標要(yao)求(qiu)不變”的原則,對(dui)(dui)整(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)工作緊抓(zhua)不放。對(dui)(dui)已(yi)基(ji)本(ben)完成(cheng)(cheng)的整(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)任(ren)務(wu),及時組織“回頭看”,跟(gen)(gen)蹤檢查(cha)整(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)事項落實(shi)(shi)情(qing)況和(he)相關制(zhi)度(du)修訂執行情(qing)況,堅(jian)決(jue)(jue)防止(zhi)問(wen)題(ti)反彈;對(dui)(dui)正在(zai)進(jin)(jin)行的整(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)任(ren)務(wu),緊盯不放,督(du)促有(you)關部門(men)和(he)單(dan)位嚴格按照(zhao)既(ji)定整(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)時限(xian)加以推(tui)進(jin)(jin),堅(jian)決(jue)(jue)杜絕虎頭蛇尾;對(dui)(dui)長(chang)期(qi)堅(jian)持(chi)(chi)的整(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)任(ren)務(wu),立足當(dang)前、著(zhu)眼長(chang)遠、統籌考慮,著(zhu)力(li)(li)構(gou)建長(chang)效(xiao)機(ji)制(zhi),加強跟(gen)(gen)蹤督(du)導(dao),確(que)保(bao)取得實(shi)(shi)效(xiao)。通過持(chi)(chi)續(xu)努力(li)(li),將整(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)落實(shi)(shi)推(tui)向深入(ru),高(gao)標準、嚴要(yao)求(qiu)地完成(cheng)(cheng)全部整(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)任(ren)務(wu),真正做到整(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)工作不留死角、成(cheng)(cheng)效(xiao)永固。
二是著力構(gou)建(jian)長效機(ji)制(zhi)(zhi)、推進依法(fa)(fa)治(zhi)企。充分運用(yong)(yong)巡視成(cheng)果,將巡視整改與完(wan)善(shan)(shan)公司治(zhi)理(li)和(he)現代企業制(zhi)(zhi)度(du)建(jian)設緊密結合(he)起來,制(zhi)(zhi)定(ding)和(he)完(wan)善(shan)(shan)一批管(guan)長遠、治(zhi)根(gen)本的有效制(zhi)(zhi)度(du),用(yong)(yong)制(zhi)(zhi)度(du)和(he)機(ji)制(zhi)(zhi)規范權力運行(xing),提升公司管(guan)控水平,推進依法(fa)(fa)治(zhi)企、從嚴治(zhi)企。認真查(cha)找深(shen)層次原(yuan)因,從完(wan)善(shan)(shan)體(ti)制(zhi)(zhi)機(ji)制(zhi)(zhi)、健(jian)全制(zhi)(zhi)度(du)體(ti)系、創新(xin)管(guan)理(li)方(fang)式、夯實基(ji)礎工作(zuo)等方(fang)面(mian)(mian),突出建(jian)立黨建(jian)責(ze)任制(zhi)(zhi)、強(qiang)化監(jian)督執紀問責(ze)、加強(qiang)“三重(zhong)一大”決(jue)策、完(wan)善(shan)(shan)企業內控機(ji)制(zhi)(zhi)、匡正選人(ren)(ren)用(yong)(yong)人(ren)(ren)風氣等重(zhong)點(dian)領域和(he)環節,充實組織力量(liang),健(jian)全工作(zuo)機(ji)制(zhi)(zhi),進一步扎緊制(zhi)(zhi)度(du)的“籬笆”,構(gou)建(jian)堵塞(sai)漏洞、解決(jue)問題的長效機(ji)制(zhi)(zhi)。同(tong)時,在(zai)提高制(zhi)(zhi)度(du)執行(xing)力上(shang)狠下功夫,堅持按級負責(ze),分層次抓管(guan)理(li)、抓執行(xing)力,切實把依法(fa)(fa)治(zhi)企貫徹落實到集團(tuan)建(jian)設的方(fang)方(fang)面(mian)(mian)面(mian)(mian),努力形成(cheng)企業領導依法(fa)(fa)決(jue)策、管(guan)理(li)人(ren)(ren)員依法(fa)(fa)辦事、員工依法(fa)(fa)履職的良好局(ju)面(mian)(mian)。
