《關于提高國有企業(ye)病退(tui)職工(gong)待(dai)遇修(xiu)改(gai)相關條款的(de)建(jian)議》(第1977號)收(shou)悉,經商人(ren)力(li)資源社(she)會保障部(bu)、財政部(bu),現答復(fu)如下:
一、基本情況
黨中央、國(guo)務院歷來高(gao)(gao)度重視(shi)人(ren)民群眾(zhong)的(de)醫(yi)療(liao)(liao)(liao)(liao)(liao)保(bao)(bao)(bao)障(zhang)(zhang)工(gong)作,《中共中央 國(guo)務院關(guan)于深(shen)化(hua)醫(yi)藥(yao)衛生(sheng)體制改革的(de)意見》(中發〔2009〕6號(hao))提(ti)出,要(yao)(yao)加快(kuai)建立和(he)完善(shan)以基(ji)(ji)(ji)本(ben)(ben)醫(yi)療(liao)(liao)(liao)(liao)(liao)保(bao)(bao)(bao)障(zhang)(zhang)為主(zhu)體,其他多種形式補(bu)充醫(yi)療(liao)(liao)(liao)(liao)(liao)保(bao)(bao)(bao)險(xian)和(he)商業健康保(bao)(bao)(bao)險(xian)為補(bu)充,覆蓋城(cheng)(cheng)鄉(xiang)居民的(de)多層次醫(yi)療(liao)(liao)(liao)(liao)(liao)保(bao)(bao)(bao)障(zhang)(zhang)體系。《國(guo)務院關(guan)于印(yin)發“十三五”深(shen)化(hua)醫(yi)藥(yao)衛生(sheng)體制改革規(gui)(gui)劃的(de)通知(zhi)》(國(guo)發〔2016〕78號(hao))規(gui)(gui)定,要(yao)(yao)按(an)照(zhao)保(bao)(bao)(bao)基(ji)(ji)(ji)本(ben)(ben)、兜(dou)底線、可持(chi)續的(de)原(yuan)則,建立起(qi)較為完善(shan)的(de)基(ji)(ji)(ji)本(ben)(ben)醫(yi)保(bao)(bao)(bao)、大(da)(da)病(bing)(bing)(bing)(bing)(bing)保(bao)(bao)(bao)險(xian)、醫(yi)療(liao)(liao)(liao)(liao)(liao)救(jiu)(jiu)助(zhu)(zhu)、疾病(bing)(bing)(bing)(bing)(bing)應急救(jiu)(jiu)助(zhu)(zhu)、商業健康保(bao)(bao)(bao)險(xian)和(he)慈(ci)善(shan)救(jiu)(jiu)助(zhu)(zhu)銜接互動(dong)、相(xiang)互聯通機制。健全(quan)重特大(da)(da)疾病(bing)(bing)(bing)(bing)(bing)保(bao)(bao)(bao)障(zhang)(zhang)機制,在全(quan)面(mian)實施城(cheng)(cheng)鄉(xiang)居民大(da)(da)病(bing)(bing)(bing)(bing)(bing)保(bao)(bao)(bao)險(xian)基(ji)(ji)(ji)礎(chu)上,采取降低(di)起(qi)付線、提(ti)高(gao)(gao)報銷(xiao)比例、合理確定合規(gui)(gui)醫(yi)療(liao)(liao)(liao)(liao)(liao)費用范圍等(deng)措施,提(ti)高(gao)(gao)大(da)(da)病(bing)(bing)(bing)(bing)(bing)保(bao)(bao)(bao)險(xian)對困難群眾(zhong)支付的(de)精準性。完善(shan)職(zhi)(zhi)工(gong)補(bu)充醫(yi)療(liao)(liao)(liao)(liao)(liao)保(bao)(bao)(bao)險(xian)政(zheng)(zheng)策,全(quan)面(mian)開展(zhan)重特大(da)(da)疾病(bing)(bing)(bing)(bing)(bing)醫(yi)療(liao)(liao)(liao)(liao)(liao)救(jiu)(jiu)助(zhu)(zhu)工(gong)作,將低(di)收入救(jiu)(jiu)助(zhu)(zhu)對象以及因(yin)病(bing)(bing)(bing)(bing)(bing)致貧(pin)家庭重病(bing)(bing)(bing)(bing)(bing)患者納入救(jiu)(jiu)助(zhu)(zhu)范圍,發揮托底保(bao)(bao)(bao)障(zhang)(zhang)作用。在國(guo)家規(gui)(gui)定的(de)政(zheng)(zheng)策范圍內,各(ge)省(區(qu)、市)也出臺了(le)城(cheng)(cheng)鄉(xiang)居民醫(yi)療(liao)(liao)(liao)(liao)(liao)保(bao)(bao)(bao)障(zhang)(zhang)方面(mian)的(de)政(zheng)(zheng)策規(gui)(gui)定。這些政(zheng)(zheng)策也適用于國(guo)有企業職(zhi)(zhi)工(gong),對提(ti)高(gao)(gao)國(guo)有企業職(zhi)(zhi)工(gong)醫(yi)療(liao)(liao)(liao)(liao)(liao)保(bao)(bao)(bao)障(zhang)(zhang)水平,解決因(yin)病(bing)(bing)(bing)(bing)(bing)致貧(pin)等(deng)問題(ti),具有積極作用。
二、關于(yu)國有企業病退職工待遇的有關問題
(一(yi))關于職工(gong)(gong)患(huan)病期間工(gong)(gong)資待遇問題。
根(gen)據(ju)(ju)原勞(lao)(lao)動(dong)(dong)(dong)部(bu)(bu)《關(guan)于(yu)(yu)發(fa)布<企(qi)業(ye)職(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)患(huan)病(bing)或(huo)非(fei)因(yin)工(gong)(gong)(gong)(gong)(gong)(gong)負(fu)傷(shang)(shang)醫療期(qi)(qi)(qi)規(gui)定(ding)(ding)(ding)(ding)>的(de)通(tong)(tong)知》(勞(lao)(lao)部(bu)(bu)發(fa)〔1994〕479號(hao)(hao))和《關(guan)于(yu)(yu)貫徹(che)<企(qi)業(ye)職(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)患(huan)病(bing)或(huo)非(fei)因(yin)工(gong)(gong)(gong)(gong)(gong)(gong)負(fu)傷(shang)(shang)醫療期(qi)(qi)(qi)規(gui)定(ding)(ding)(ding)(ding)>的(de)通(tong)(tong)知》(勞(lao)(lao)部(bu)(bu)發(fa)〔1995〕236號(hao)(hao)),職(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)患(huan)病(bing)或(huo)非(fei)因(yin)工(gong)(gong)(gong)(gong)(gong)(gong)負(fu)傷(shang)(shang),根(gen)據(ju)(ju)本人實際參(can)加(jia)工(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)年(nian)限和本企(qi)業(ye)工(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)年(nian)限長短,享(xiang)受3-24個(ge)月的(de)醫療期(qi)(qi)(qi)。對于(yu)(yu)某些患(huan)特殊疾(ji)(ji)病(bing)(如癌癥、精神(shen)病(bing)、癱瘓等(deng)(deng))的(de)職(zhi)工(gong)(gong)(gong)(gong)(gong)(gong),在(zai)24個(ge)月內尚不能痊愈的(de),經企(qi)業(ye)和當(dang)(dang)地(di)勞(lao)(lao)動(dong)(dong)(dong)部(bu)(bu)門(men)批準(zhun)(zhun),可以適當(dang)(dang)延(yan)長醫療期(qi)(qi)(qi)。根(gen)據(ju)(ju)原勞(lao)(lao)動(dong)(dong)(dong)部(bu)(bu)《關(guan)于(yu)(yu)貫徹(che)執行<中華人民(min)共和國(guo)勞(lao)(lao)動(dong)(dong)(dong)法(fa)>若(ruo)干(gan)問題(ti)的(de)意見》(勞(lao)(lao)部(bu)(bu)發(fa)〔1995〕309號(hao)(hao)),職(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)患(huan)病(bing)或(huo)非(fei)因(yin)工(gong)(gong)(gong)(gong)(gong)(gong)負(fu)傷(shang)(shang)治療期(qi)(qi)(qi)間,在(zai)規(gui)定(ding)(ding)(ding)(ding)的(de)醫療期(qi)(qi)(qi)間由(you)企(qi)業(ye)按有(you)關(guan)規(gui)定(ding)(ding)(ding)(ding)支付其病(bing)假工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)或(huo)疾(ji)(ji)病(bing)救(jiu)濟費(fei),病(bing)假工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)或(huo)疾(ji)(ji)病(bing)救(jiu)濟費(fei)可以低于(yu)(yu)當(dang)(dang)地(di)最低工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)標準(zhun)(zhun)支付,但不能低于(yu)(yu)最低工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)標準(zhun)(zhun)的(de)80%。目(mu)前(qian),病(bing)假期(qi)(qi)(qi)間工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)待遇的(de)具(ju)體(ti)標準(zhun)(zhun),由(you)各地(di)人民(min)政(zheng)府(fu)結(jie)合(he)(he)當(dang)(dang)地(di)實際制定(ding)(ding)(ding)(ding),企(qi)業(ye)可根(gen)據(ju)(ju)自身的(de)經營(ying)情(qing)況,在(zai)不低于(yu)(yu)當(dang)(dang)地(di)法(fa)定(ding)(ding)(ding)(ding)標準(zhun)(zhun)的(de)情(qing)況下,確(que)定(ding)(ding)(ding)(ding)本企(qi)業(ye)的(de)標準(zhun)(zhun),如廣東(dong)省(sheng)、江蘇省(sheng)、北京市(shi)等(deng)(deng)省(sheng)市(shi)規(gui)定(ding)(ding)(ding)(ding),勞(lao)(lao)動(dong)(dong)(dong)者(zhe)(zhe)在(zai)國(guo)家規(gui)定(ding)(ding)(ding)(ding)醫療期(qi)(qi)(qi)內的(de),用(yong)人單位應當(dang)(dang)按照勞(lao)(lao)動(dong)(dong)(dong)合(he)(he)同、集體(ti)合(he)(he)同的(de)約定(ding)(ding)(ding)(ding)或(huo)者(zhe)(zhe)國(guo)家有(you)關(guan)規(gui)定(ding)(ding)(ding)(ding),向勞(lao)(lao)動(dong)(dong)(dong)者(zhe)(zhe)支付病(bing)假工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)或(huo)者(zhe)(zhe)疾(ji)(ji)病(bing)救(jiu)濟費(fei);陜西省(sheng)、深圳市(shi)、青島市(shi)等(deng)(deng)省(sheng)市(shi)規(gui)定(ding)(ding)(ding)(ding)用(yong)人單位應當(dang)(dang)按照不低于(yu)(yu)本人標準(zhun)(zhun)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(或(huo)勞(lao)(lao)動(dong)(dong)(dong)合(he)(he)同約定(ding)(ding)(ding)(ding)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)標準(zhun)(zhun))的(de)60%-70%支付員工(gong)(gong)(gong)(gong)(gong)(gong)病(bing)傷(shang)(shang)假期(qi)(qi)(qi)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)。這些規(gui)定(ding)(ding)(ding)(ding)也適用(yong)于(yu)(yu)國(guo)有(you)企(qi)業(ye)職(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)。您在(zai)建議(yi)(yi)中提出的(de)進(jin)一步(bu)出臺(tai)較為詳細的(de)實施細則和辦法(fa)等(deng)(deng)問題(ti),我們(men)將積極建議(yi)(yi)業(ye)務主(zhu)管部(bu)(bu)門(men)進(jin)行研(yan)究(jiu),在(zai)國(guo)家政(zheng)策范(fan)圍內,指導國(guo)有(you)企(qi)業(ye)合(he)(he)理確(que)定(ding)(ding)(ding)(ding)職(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)患(huan)病(bing)期(qi)(qi)(qi)間工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)待遇。同時(shi),鼓勵企(qi)業(ye)將職(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)患(huan)病(bing)期(qi)(qi)(qi)間工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)標準(zhun)(zhun)作(zuo)為集體(ti)協商的(de)內容。
(二)關于(yu)加(jia)強國有企業患病(bing)職工(gong)醫療(liao)保險保障力(li)度(du)問(wen)題。
按照目前政策(ce),國(guo)(guo)(guo)有企(qi)(qi)業(ye)(ye)職(zhi)(zhi)工(gong)通過(guo)參加(jia)職(zhi)(zhi)工(gong)醫(yi)(yi)(yi)保(bao)(bao)(bao)(bao)獲得(de)基本(ben)(ben)醫(yi)(yi)(yi)療(liao)(liao)(liao)保(bao)(bao)(bao)(bao)障(zhang)。對(dui)(dui)(dui)于(yu)職(zhi)(zhi)工(gong)醫(yi)(yi)(yi)保(bao)(bao)(bao)(bao)報(bao)(bao)銷(xiao)外(wai)的(de)(de)費(fei)(fei)(fei)用(yong),其(qi)所在(zai)(zai)(zai)單位(wei)還可通過(guo)為其(qi)購買(mai)商(shang)業(ye)(ye)醫(yi)(yi)(yi)療(liao)(liao)(liao)保(bao)(bao)(bao)(bao)險(xian)(xian)或(huo)建立(li)補充醫(yi)(yi)(yi)療(liao)(liao)(liao)保(bao)(bao)(bao)(bao)險(xian)(xian)等方(fang)式給予(yu)補充保(bao)(bao)(bao)(bao)障(zhang)。企(qi)(qi)業(ye)(ye)根據(ju)國(guo)(guo)(guo)家有關(guan)政策(ce)規定,為在(zai)(zai)(zai)本(ben)(ben)企(qi)(qi)業(ye)(ye)任職(zhi)(zhi)或(huo)者受雇的(de)(de)全(quan)體(ti)(ti)員工(gong)支付的(de)(de)補充醫(yi)(yi)(yi)療(liao)(liao)(liao)保(bao)(bao)(bao)(bao)險(xian)(xian)費(fei)(fei)(fei),在(zai)(zai)(zai)不超過(guo)職(zhi)(zhi)工(gong)工(gong)資總(zong)額5%標準內的(de)(de)部分,在(zai)(zai)(zai)計算應(ying)納稅所得(de)額時準予(yu)扣除。同時根據(ju)《國(guo)(guo)(guo)務(wu)院辦公廳轉發民(min)政部等部門關(guan)于(yu)進一步完善醫(yi)(yi)(yi)療(liao)(liao)(liao)救(jiu)(jiu)助(zhu)制度(du)(du)全(quan)面(mian)開展(zhan)重(zhong)(zhong)特(te)大(da)疾病(bing)醫(yi)(yi)(yi)療(liao)(liao)(liao)救(jiu)(jiu)助(zhu)工(gong)作意見的(de)(de)通知》(國(guo)(guo)(guo)辦發〔2015〕30號),可對(dui)(dui)(dui)發生(sheng)(sheng)高額醫(yi)(yi)(yi)療(liao)(liao)(liao)費(fei)(fei)(fei)用(yong)、超過(guo)家庭(ting)承受能力、基本(ben)(ben)生(sheng)(sheng)活出(chu)現(xian)嚴重(zhong)(zhong)困難家庭(ting)中的(de)(de)重(zhong)(zhong)病(bing)患(huan)者實施救(jiu)(jiu)助(zhu),對(dui)(dui)(dui)重(zhong)(zhong)點(dian)救(jiu)(jiu)助(zhu)對(dui)(dui)(dui)象和低收入(ru)救(jiu)(jiu)助(zhu)對(dui)(dui)(dui)象經基本(ben)(ben)醫(yi)(yi)(yi)療(liao)(liao)(liao)保(bao)(bao)(bao)(bao)險(xian)(xian)、城鄉居民(min)大(da)病(bing)保(bao)(bao)(bao)(bao)險(xian)(xian)及各類補充醫(yi)(yi)(yi)療(liao)(liao)(liao)保(bao)(bao)(bao)(bao)險(xian)(xian)、商(shang)業(ye)(ye)保(bao)(bao)(bao)(bao)險(xian)(xian)等報(bao)(bao)銷(xiao)后個人負擔(dan)的(de)(de)合規醫(yi)(yi)(yi)療(liao)(liao)(liao)費(fei)(fei)(fei)用(yong),直接予(yu)以救(jiu)(jiu)助(zhu),多數省(區、市)也(ye)相應(ying)出(chu)臺(tai)了(le)因病(bing)致貧家庭(ting)醫(yi)(yi)(yi)療(liao)(liao)(liao)救(jiu)(jiu)助(zhu)辦法。此外(wai),對(dui)(dui)(dui)于(yu)符(fu)合條件的(de)(de)特(te)殊困難職(zhi)(zhi)工(gong),還可申請(qing)全(quan)國(guo)(guo)(guo)總(zong)工(gong)會(hui)等開展(zhan)的(de)(de)職(zhi)(zhi)工(gong)醫(yi)(yi)(yi)療(liao)(liao)(liao)互(hu)助(zhu)幫扶。總(zong)體(ti)(ti)上看(kan),伴隨著(zhu)醫(yi)(yi)(yi)療(liao)(liao)(liao)衛(wei)生(sheng)(sheng)事(shi)業(ye)(ye)的(de)(de)發展(zhan)和醫(yi)(yi)(yi)療(liao)(liao)(liao)改革的(de)(de)深化,我國(guo)(guo)(guo)醫(yi)(yi)(yi)療(liao)(liao)(liao)保(bao)(bao)(bao)(bao)障(zhang)體(ti)(ti)系不斷(duan)完善,現(xian)行(xing)制度(du)(du)已經為國(guo)(guo)(guo)有企(qi)(qi)業(ye)(ye)患(huan)病(bing)職(zhi)(zhi)工(gong)醫(yi)(yi)(yi)療(liao)(liao)(liao)費(fei)(fei)(fei)用(yong)提供了(le)解(jie)決渠道(dao),對(dui)(dui)(dui)保(bao)(bao)(bao)(bao)障(zhang)國(guo)(guo)(guo)有企(qi)(qi)業(ye)(ye)職(zhi)(zhi)工(gong)的(de)(de)身體(ti)(ti)健康(kang)起(qi)到了(le)重(zhong)(zhong)要作用(yong)。您提出(chu)的(de)(de)建立(li)大(da)病(bing)醫(yi)(yi)(yi)療(liao)(liao)(liao)救(jiu)(jiu)助(zhu)基金等建議(yi),我們將積極配(pei)合業(ye)(ye)務(wu)主(zhu)管部門,通過(guo)完善現(xian)有制度(du)(du),提升包括國(guo)(guo)(guo)有企(qi)(qi)業(ye)(ye)患(huan)病(bing)職(zhi)(zhi)工(gong)在(zai)(zai)(zai)內的(de)(de)參保(bao)(bao)(bao)(bao)職(zhi)(zhi)工(gong)基本(ben)(ben)醫(yi)(yi)(yi)療(liao)(liao)(liao)保(bao)(bao)(bao)(bao)障(zhang)水平,將其(qi)個人負擔(dan)控制在(zai)(zai)(zai)家庭(ting)可承受范圍內。
(三)關于完善國有企業職工退休(xiu)政策問題。
社(she)(she)(she)會(hui)(hui)保(bao)(bao)(bao)(bao)險(xian)遵循(xun)權利(li)義務(wu)(wu)(wu)相(xiang)(xiang)對應(ying)的(de)原則,單位和(he)個(ge)人(ren)應(ying)依法繳納(na)社(she)(she)(she)會(hui)(hui)保(bao)(bao)(bao)(bao)險(xian)費(fei),才能(neng)享受相(xiang)(xiang)應(ying)的(de)社(she)(she)(she)會(hui)(hui)保(bao)(bao)(bao)(bao)險(xian)待(dai)遇(yu)。《中華人(ren)民共(gong)和(he)國(guo)社(she)(she)(she)會(hui)(hui)保(bao)(bao)(bao)(bao)險(xian)法》規定,參加基本(ben)養(yang)老保(bao)(bao)(bao)(bao)險(xian)的(de)個(ge)人(ren),達到法定退(tui)(tui)(tui)休(xiu)年齡(ling)時累計繳費(fei)滿十五年的(de),按月領取基本(ben)養(yang)老金。根據1953年修訂的(de)《中華人(ren)民共(gong)和(he)國(guo)勞(lao)動(dong)(dong)保(bao)(bao)(bao)(bao)險(xian)條例》和(he)《國(guo)務(wu)(wu)(wu)院(yuan)(yuan)關(guan)于(yu)頒發(fa)(fa)<國(guo)務(wu)(wu)(wu)院(yuan)(yuan)關(guan)于(yu)安置老弱病(bing)(bing)殘(can)干部(bu)暫(zan)(zan)行(xing)(xing)辦法>和(he)<國(guo)務(wu)(wu)(wu)院(yuan)(yuan)關(guan)于(yu)工(gong)人(ren)退(tui)(tui)(tui)休(xiu)、退(tui)(tui)(tui)職(zhi)(zhi)的(de)暫(zan)(zan)行(xing)(xing)辦法>的(de)通知》(國(guo)發(fa)(fa)〔1978〕104號),企業(ye)職(zhi)(zhi)工(gong)男(nan)60周歲(sui)、女干部(bu)55周歲(sui)、女工(gong)人(ren)50周歲(sui)應(ying)當退(tui)(tui)(tui)休(xiu);同時,因病(bing)(bing)或非(fei)因工(gong)致殘(can)、由醫(yi)(yi)院(yuan)(yuan)證(zheng)明(ming)(ming)并經勞(lao)動(dong)(dong)鑒(jian)定委員會(hui)(hui)確認完全(quan)喪失(shi)勞(lao)動(dong)(dong)能(neng)力的(de),退(tui)(tui)(tui)休(xiu)年齡(ling)為男(nan)滿50周歲(sui)、女滿45周歲(sui)。參加企業(ye)職(zhi)(zhi)工(gong)基本(ben)養(yang)老保(bao)(bao)(bao)(bao)險(xian)的(de)國(guo)有企業(ye)職(zhi)(zhi)工(gong),符合條件的(de)可以辦理(li)病(bing)(bing)退(tui)(tui)(tui),按月領取基本(ben)養(yang)老金。關(guan)于(yu)病(bing)(bing)退(tui)(tui)(tui)鑒(jian)定問題,根據原勞(lao)動(dong)(dong)部(bu)《關(guan)于(yu)印(yin)發(fa)(fa)<職(zhi)(zhi)工(gong)非(fei)因工(gong)傷(shang)殘(can)或因病(bing)(bing)喪失(shi)勞(lao)動(dong)(dong)能(neng)力程度鑒(jian)定標準(試行(xing)(xing))>的(de)通知》(勞(lao)社(she)(she)(she)部(bu)發(fa)(fa)〔2002〕8號),勞(lao)動(dong)(dong)者由于(yu)非(fei)因工(gong)傷(shang)殘(can)或因病(bing)(bing)后,于(yu)醫(yi)(yi)療期滿或醫(yi)(yi)療終結時對傷(shang)殘(can)失(shi)能(neng)程度做出判定結論的(de)準則和(he)依據,統一(yi)了分類標準,明(ming)(ming)確了病(bing)(bing)退(tui)(tui)(tui)條件,規范了病(bing)(bing)退(tui)(tui)(tui)鑒(jian)定工(gong)作。您提出的(de)建(jian)立養(yang)老保(bao)(bao)(bao)(bao)險(xian)基金補償機制、改革(ge)病(bing)(bing)退(tui)(tui)(tui)工(gong)作管理(li)模式(shi)等建(jian)議(yi),我們(men)將積極(ji)配合業(ye)務(wu)(wu)(wu)主管部(bu)門(men),進一(yi)步研究完善相(xiang)(xiang)關(guan)政策。
