中交集團交通災害評估預警及服務關鍵技術取得重大突破

我(wo)國交(jiao)通運輸干線面臨的自然災害種類多、頻率(lv)高(gao)、范圍廣(guang),給(gei)國民經(jing)濟(ji)發(fa)展和人民生命財產安全帶來嚴重危害。切實提高(gao)災害監測(ce)預警時效性(xing)、風險評估精準性(xing),降(jiang)低重大交(jiao)通自然災害對社(she)會經(jing)濟(ji)健康(kang)發(fa)展的沖擊和影響,是(shi)我(wo)國亟待解決(jue)的重大問(wen)題。

中交(jiao)集(ji)團牽頭開展(zhan)技(ji)(ji)術(shu)攻關,通(tong)(tong)(tong)過產學(xue)研(yan)合(he)作,取得重要(yao)技(ji)(ji)術(shu)突破。一是提(ti)出基(ji)(ji)于云(yun)計(ji)算(suan)的交(jiao)通(tong)(tong)(tong)災(zai)(zai)(zai)害(hai)時(shi)(shi)(shi)(shi)空(kong)(kong)(kong)大數據(ju)(ju)存(cun)儲理(li)論(lun)與協(xie)同(tong)(tong)處理(li)方法,在不同(tong)(tong)時(shi)(shi)(shi)(shi)空(kong)(kong)(kong)尺度突破交(jiao)通(tong)(tong)(tong)干(gan)線(xian)(xian)(xian)空(kong)(kong)(kong)間(jian)信(xin)息與地面傳感網數據(ju)(ju)的動(dong)(dong)(dong)(dong)態更(geng)新(xin)和協(xie)同(tong)(tong)計(ji)算(suan)技(ji)(ji)術(shu),研(yan)制(zhi)完全自主可控交(jiao)通(tong)(tong)(tong)災(zai)(zai)(zai)害(hai)時(shi)(shi)(shi)(shi)空(kong)(kong)(kong)大數據(ju)(ju)系統。二是開發出區(qu)(qu)域-單點(dian)聯動(dong)(dong)(dong)(dong)交(jiao)通(tong)(tong)(tong)干(gan)線(xian)(xian)(xian)災(zai)(zai)(zai)害(hai)定量(liang)風險(xian)評估(gu)(gu)技(ji)(ji)術(shu),以(yi)時(shi)(shi)(shi)(shi)空(kong)(kong)(kong)大數據(ju)(ju)為(wei)基(ji)(ji)礎,建立交(jiao)通(tong)(tong)(tong)干(gan)線(xian)(xian)(xian)區(qu)(qu)域災(zai)(zai)(zai)害(hai)風險(xian)判識(shi)模(mo)(mo)型,研(yan)發了基(ji)(ji)于災(zai)(zai)(zai)害(hai)動(dong)(dong)(dong)(dong)力學(xue)模(mo)(mo)擬技(ji)(ji)術(shu)的重點(dian)路段單點(dian)交(jiao)通(tong)(tong)(tong)風險(xian)評估(gu)(gu)軟件,支撐了交(jiao)通(tong)(tong)(tong)災(zai)(zai)(zai)害(hai)風險(xian)評估(gu)(gu)從(cong)(cong)靜態到(dao)動(dong)(dong)(dong)(dong)態、從(cong)(cong)定性(xing)到(dao)定量(liang)的重大跨越。三是率先(xian)提(ti)出動(dong)(dong)(dong)(dong)態數據(ju)(ju)模(mo)(mo)型驅(qu)動(dong)(dong)(dong)(dong)的交(jiao)通(tong)(tong)(tong)災(zai)(zai)(zai)害(hai)立體(ti)監(jian)測與融合(he)方法,創(chuang)立交(jiao)通(tong)(tong)(tong)災(zai)(zai)(zai)害(hai)時(shi)(shi)(shi)(shi)空(kong)(kong)(kong)數據(ju)(ju)實(shi)時(shi)(shi)(shi)(shi)采集(ji)與匯聚技(ji)(ji)術(shu)體(ti)系,從(cong)(cong)源頭解(jie)決單一交(jiao)通(tong)(tong)(tong)災(zai)(zai)(zai)害(hai)監(jian)測預警方法覆蓋面積不大、采樣頻(pin)度不高(gao)、數據(ju)(ju)精度不足的難題。四是基(ji)(ji)于交(jiao)通(tong)(tong)(tong)災(zai)(zai)(zai)害(hai)形(xing)成時(shi)(shi)(shi)(shi)的物(wu)理(li)量(liang)特(te)征,建立臨界閾值計(ji)算(suan)理(li)論(lun),形(xing)成時(shi)(shi)(shi)(shi)空(kong)(kong)(kong)大數據(ju)(ju)驅(qu)動(dong)(dong)(dong)(dong)的交(jiao)通(tong)(tong)(tong)災(zai)(zai)(zai)害(hai)監(jian)測預警評估(gu)(gu)成套技(ji)(ji)術(shu),研(yan)制(zhi)了具有自主知識(shi)產權的交(jiao)通(tong)(tong)(tong)災(zai)(zai)(zai)害(hai)監(jian)測預警云(yun)平臺,預警準確率達87%,災(zai)(zai)(zai)后(hou)損毀評估(gu)(gu)精度達93%。

該項成果獲(huo)得國家授權(quan)專利8項、軟件著作權(quan)18項,獲(huo)得省(sheng)部(bu)級特等獎1項、一等獎2項。該成果應用(yong)于浙江(jiang)、云(yun)南(nan)和新疆等9個(ge)省(sheng)市的交通基礎(chu)設施建設,提高(gao)了(le)交通災(zai)害(hai)防御能(neng)(neng)力,提升了(le)道路環(huan)境安全性能(neng)(neng),為建設全國、區域、重點路段三級災(zai)害(hai)防治體系奠定了(le)重要基礎(chu)。
