電(dian)(dian)(dian)網(wang)(wang)之間的(de)(de)(de)(de)(de)互聯(lian)(lian)是(shi)(shi)世(shi)(shi)(shi)界各(ge)國(guo)發展電(dian)(dian)(dian)網(wang)(wang)的(de)(de)(de)(de)(de)主要(yao)經驗,跨(kua)區聯(lian)(lian)網(wang)(wang)和(he)跨(kua)國(guo)聯(lian)(lian)網(wang)(wang)是(shi)(shi)實現更(geng)大(da)范圍內能源資源優化配置和(he)提高電(dian)(dian)(dian)網(wang)(wang)整體(ti)經濟效(xiao)益(yi)的(de)(de)(de)(de)(de)重要(yao)途徑。互聯(lian)(lian)電(dian)(dian)(dian)網(wang)(wang)作為(wei)一個動(dong)態(tai)(tai)平衡系統(tong)(tong),故(gu)障發生時,原有平衡被打(da)破,故(gu)障能量瞬間傳(chuan)至整個電(dian)(dian)(dian)網(wang)(wang),系統(tong)(tong)狀態(tai)(tai)迅速惡化,防御不當將(jiang)導致故(gu)障范圍迅速擴大(da),甚至發生大(da)停電(dian)(dian)(dian)。據統(tong)(tong)計,21世(shi)(shi)(shi)紀發生的(de)(de)(de)(de)(de)負荷損失(shi)超過300萬千瓦的(de)(de)(de)(de)(de)大(da)停電(dian)(dian)(dian)事故(gu)中,90%以上與故(gu)障后動(dong)態(tai)(tai)過程中輸電(dian)(dian)(dian)斷(duan)面連鎖斷(duan)開和(he)受端電(dian)(dian)(dian)網(wang)(wang)電(dian)(dian)(dian)壓崩潰相(xiang)關,造成的(de)(de)(de)(de)(de)總經濟損失(shi)超過1000億美元。與國(guo)外(wai)相(xiang)比,我國(guo)電(dian)(dian)(dian)網(wang)(wang)輸電(dian)(dian)(dian)規(gui)模、輸電(dian)(dian)(dian)距離(li)、電(dian)(dian)(dian)壓等(deng)級均居世(shi)(shi)(shi)界第一,電(dian)(dian)(dian)網(wang)(wang)運行面臨的(de)(de)(de)(de)(de)輸電(dian)(dian)(dian)安全(quan)運行、電(dian)(dian)(dian)網(wang)(wang)電(dian)(dian)(dian)壓穩定等(deng)問題更(geng)為(wei)嚴(yan)峻(jun),建立可(ke)靠(kao)的(de)(de)(de)(de)(de)互聯(lian)(lian)電(dian)(dian)(dian)網(wang)(wang)動(dong)態(tai)(tai)過程安全(quan)防御體(ti)系成為(wei)亟需解決的(de)(de)(de)(de)(de)任務。
國(guo)(guo)(guo)家(jia)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)所屬中國(guo)(guo)(guo)電(dian)(dian)(dian)(dian)(dian)(dian)力(li)科學研究院(yuan)歷(li)時14年,一(yi)是(shi)(shi)建(jian)立(li)了(le)電(dian)(dian)(dian)(dian)(dian)(dian)力(li)系統(tong)強迫振蕩理(li)論,攻克了(le)輸電(dian)(dian)(dian)(dian)(dian)(dian)斷(duan)面動(dong)態功(gong)率分(fen)析(xi)與(yu)控制(zhi)技(ji)術(shu),研制(zhi)出分(fen)類(lei)分(fen)時聯合(he)控制(zhi)系統(tong),解決了(le)輸電(dian)(dian)(dian)(dian)(dian)(dian)斷(duan)面功(gong)率波動(dong)和振蕩“預測、辨(bian)識、定(ding)(ding)位、控制(zhi)”4項(xiang)難題;二是(shi)(shi)突破(po)了(le)受端(duan)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)全(quan)(quan)過(guo)程電(dian)(dian)(dian)(dian)(dian)(dian)壓穩(wen)(wen)定(ding)(ding)評(ping)估與(yu)控制(zhi)技(ji)術(shu),制(zhi)定(ding)(ding)了(le)我國(guo)(guo)(guo)首個(ge)電(dian)(dian)(dian)(dian)(dian)(dian)壓穩(wen)(wen)定(ding)(ding)評(ping)價標準,研制(zhi)出電(dian)(dian)(dian)(dian)(dian)(dian)壓穩(wen)(wen)定(ding)(ding)全(quan)(quan)過(guo)程防控系統(tong),提(ti)出了(le)國(guo)(guo)(guo)家(jia)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)動(dong)態電(dian)(dian)(dian)(dian)(dian)(dian)壓支(zhi)撐能力(li)提(ti)升(sheng)方案,大幅提(ti)升(sheng)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)電(dian)(dian)(dian)(dian)(dian)(dian)壓穩(wen)(wen)定(ding)(ding)水平;三是(shi)(shi)研發出世界首套(tao)“毫秒級(ji)-秒級(ji)-分(fen)鐘級(ji)”多時間尺度統(tong)一(yi)仿真的電(dian)(dian)(dian)(dian)(dian)(dian)力(li)系統(tong)全(quan)(quan)過(guo)程動(dong)態仿真軟(ruan)件,實現(xian)了(le)國(guo)(guo)(guo)家(jia)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(約50000節點)數十分(fen)鐘乃至數小時動(dong)態過(guo)程的準確仿真。
該(gai)項目產(chan)生(sheng)直(zhi)接經濟效益11.6億元(yuan),成(cheng)果應(ying)用于(yu)34個省級及以(yi)上電(dian)(dian)網規劃調度運行(xing),有力保障了西南水電(dian)(dian)大規模送(song)出,近三(san)年減少(shao)長江上游棄水電(dian)(dian)量533億千(qian)(qian)瓦(wa)時。成(cheng)果應(ying)用于(yu)22個輸電(dian)(dian)工程、45套動(dong)態無功補償設備,累計(ji)提升(sheng)輸電(dian)(dian)能力約(yue)1600萬千(qian)(qian)瓦(wa)。成(cheng)果還應(ying)用于(yu)巴(ba)西、葡萄牙等國(guo)(guo)家的(de)電(dian)(dian)網安全分析中,大幅提升(sheng)我(wo)國(guo)(guo)在相關領(ling)域(yu)的(de)國(guo)(guo)際影響力。
