——建筑類企業數字化轉型推進重點

【編者按】近日,國務院國資委印發《關于加快推進國有企業數字化轉型工作的通知》(以下簡稱《通知》),開啟了國企數字化轉型的新篇章。近年來,中國電建將數字化轉型融入公司戰略,不斷探索數字化與建造方式、經營理念、市場形態和行業管理的深度融合,充分發揮數字化轉型推動企業轉型的重要作用。經認真學習《通知》要求,結合相關工作實踐,對《通知》有關內容進行解讀。

建筑類企業數字化轉型的背景和意義

世(shi)界正處(chu)在從工(gong)(gong)(gong)業(ye)經(jing)濟向數(shu)字(zi)經(jing)濟加速轉(zhuan)(zhuan)型過(guo)渡的(de)(de)(de)(de)大(da)(da)變革時(shi)(shi)(shi)代,國內(nei)經(jing)濟正處(chu)于新(xin)舊動(dong)能(neng)轉(zhuan)(zhuan)換(huan)的(de)(de)(de)(de)關鍵時(shi)(shi)(shi)期。但當下(xia)(xia),我國建筑(zhu)企(qi)業(ye)工(gong)(gong)(gong)程(cheng)業(ye)務條塊劃分的(de)(de)(de)(de)方式(shi),加大(da)(da)了各專業(ye)間的(de)(de)(de)(de)壁壘,嚴重影(ying)響(xiang)了工(gong)(gong)(gong)程(cheng)的(de)(de)(de)(de)整體(ti)策(ce)劃和(he)(he)資源協(xie)同,對工(gong)(gong)(gong)程(cheng)管理整體(ti)效果的(de)(de)(de)(de)影(ying)響(xiang)越(yue)(yue)來(lai)越(yue)(yue)明顯。建筑(zhu)行(xing)業(ye)項目制為主的(de)(de)(de)(de)管理方式(shi),強調縱向管控,缺乏橫(heng)向溝通(tong),標準化(hua)程(cheng)度(du)(du)低,管理難(nan)(nan)度(du)(du)大(da)(da)。同時(shi)(shi)(shi),建筑(zhu)行(xing)業(ye)存在用(yong)工(gong)(gong)(gong)難(nan)(nan)問題,施工(gong)(gong)(gong)現(xian)場的(de)(de)(de)(de)一(yi)線工(gong)(gong)(gong)人(ren)已(yi)經(jing)老(lao)去,愿意去工(gong)(gong)(gong)地(di)的(de)(de)(de)(de)年(nian)輕人(ren)越(yue)(yue)來(lai)越(yue)(yue)少,隨著(zhu)對建造水平要(yao)求(qiu)的(de)(de)(de)(de)提高,需要(yao)吸納(na)更多(duo)掌(zhang)握新(xin)工(gong)(gong)(gong)藝工(gong)(gong)(gong)法(fa)的(de)(de)(de)(de)工(gong)(gong)(gong)人(ren)。這些建筑(zhu)行(xing)業(ye)發展中(zhong)固有的(de)(de)(de)(de)痛點(dian)難(nan)(nan)點(dian),在數(shu)字(zi)經(jing)濟浪潮(chao)下(xia)(xia)更為凸顯。隨著(zhu)建筑(zhu)業(ye)進(jin)入(ru)(ru)穩(wen)定增長階段,傳統模(mo)式(shi)已(yi)無法(fa)滿足行(xing)業(ye)高質量發展需求(qiu)。面對著(zhu)力推動(dong)互聯網和(he)(he)實(shi)體(ti)經(jing)濟深度(du)(du)融合的(de)(de)(de)(de)機遇,我國大(da)(da)型企(qi)業(ye)發展在數(shu)字(zi)化(hua)轉(zhuan)(zhuan)型的(de)(de)(de)(de)潮(chao)流中(zhong)進(jin)入(ru)(ru)新(xin)階段,建筑(zhu)類(lei)企(qi)業(ye)數(shu)字(zi)化(hua)轉(zhuan)(zhuan)型升級(ji)應運(yun)而生。

(一)數字化轉型是建筑行業轉型升級的核心引擎。新一(yi)代信息技術的(de)全(quan)方(fang)位滲透正深(shen)刻地顛覆著(zhu)建筑(zhu)行業(ye)(ye)(ye)(ye)原有的(de)生(sheng)產方(fang)式(shi)、組(zu)織方(fang)式(shi)、商(shang)業(ye)(ye)(ye)(ye)模(mo)式(shi)、價值鏈分布和(he)競爭格局,數字(zi)化應用在有效推進建筑(zhu)業(ye)(ye)(ye)(ye)供(gong)給側結構(gou)性改革(ge)、推動完善建筑(zhu)市場監管體制和(he)機制、創(chuang)(chuang)新業(ye)(ye)(ye)(ye)務模(mo)式(shi)、創(chuang)(chuang)新商(shang)業(ye)(ye)(ye)(ye)模(mo)式(shi)、提高生(sheng)產力等方(fang)面(mian)發揮(hui)了重要作用,數字(zi)化轉(zhuan)型(xing)已(yi)成為建筑(zhu)行業(ye)(ye)(ye)(ye)進行轉(zhuan)型(xing)升(sheng)級的(de)核心引擎。

(二)數字化轉型是建筑企業高質量發展的內生動力。能(neng)夠多大范(fan)圍(wei)、多高層次、多強密(mi)度(du)去(qu)組織整(zheng)合(he)資源,將決定企業(ye)的(de)價(jia)值創造力和發展(zhan)邊界。現代數字化(hua)技術(shu)應用與(yu)業(ye)務的(de)深度(du)融合(he)正(zheng)在改變,甚(shen)至顛覆(fu)企業(ye)原有的(de)核心能(neng)力和市場競爭(zheng)力。企業(ye)的(de)傳(chuan)統優(you)勢正(zheng)在消解,新的(de)優(you)勢正(zheng)在培育,時代呼喚企業(ye)需(xu)要有更(geng)大的(de)胸懷擁抱新技術(shu)、新產(chan)品、新市場,需(xu)在結合(he)自身業(ye)務特(te)性和長期(qi)優(you)勢的(de)基礎上不斷思考(kao)和探索企業(ye)數字化(hua)轉型,為企業(ye)高質量(liang)發展(zhan)注(zhu)入新動能(neng)。

加快推動建筑類企業數字化轉型的重點內容

(一)搭建以BIM為核心的基礎數字技術平臺

基(ji)(ji)于(yu)行業(ye)(ye)(ye)先進(jin)(jin)的(de)三維圖(tu)形引擎,運(yun)用建(jian)筑信息模(mo)(mo)型(xing)(BIM),結(jie)合GIS、大數(shu)(shu)(shu)(shu)(shu)據、人工(gong)(gong)(gong)智能、虛擬現(xian)實、數(shu)(shu)(shu)(shu)(shu)值(zhi)模(mo)(mo)型(xing)等(deng)先進(jin)(jin)技(ji)術,建(jian)設(she)具(ju)有自(zi)主知識產(chan)權的(de)BIM基(ji)(ji)礎(chu)數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)技(ji)術平(ping)(ping)臺,探(tan)索工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)建(jian)筑行業(ye)(ye)(ye)數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)化規劃、設(she)計、施工(gong)(gong)(gong)的(de)多方協同。同時對多源異(yi)構數(shu)(shu)(shu)(shu)(shu)據與模(mo)(mo)型(xing)進(jin)(jin)行集成,形成勘測、設(she)計一體化服(fu)務支撐(cheng)基(ji)(ji)礎(chu),幫助(zhu)發現(xian)項目設(she)計、施工(gong)(gong)(gong)的(de)潛在性問(wen)題。有利于(yu)解決傳統模(mo)(mo)式下工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)建(jian)設(she)產(chan)業(ye)(ye)(ye)鏈各環節信息割(ge)裂、脫(tuo)節等(deng)問(wen)題,為(wei)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)全壽命(ming)周期數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)化建(jian)造提(ti)供(gong)強有力的(de)底(di)層(ceng)支撐(cheng)。中國電(dian)建(jian)通(tong)過自(zi)主研究的(de)BIM仿真平(ping)(ping)臺系統,為(wei)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)化建(jian)設(she)提(ti)供(gong)底(di)層(ceng)支撐(cheng),成功(gong)應用于(yu)數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)橫琴(qin)、數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)前海、數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)雄(xiong)安等(deng)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng),有效提(ti)升了工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)化水平(ping)(ping),推進(jin)(jin)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)建(jian)筑行業(ye)(ye)(ye)數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)化轉(zhuan)型(xing)。

(二)形成支撐服務工程建管運的大數據平臺

依托(tuo)以BIM為(wei)(wei)核(he)心的(de)(de)(de)(de)信(xin)息技術搭建(jian)(jian)工(gong)程(cheng)大(da)數(shu)(shu)(shu)據(ju)(ju)平(ping)臺(tai),推動(dong)(dong)建(jian)(jian)筑工(gong)程(cheng)從物(wu)理(li)(li)(li)資(zi)產(chan)(chan)到數(shu)(shu)(shu)字資(zi)產(chan)(chan)的(de)(de)(de)(de)轉(zhuan)變(bian)。圍繞(rao)工(gong)程(cheng)環境數(shu)(shu)(shu)據(ju)(ju)、工(gong)程(cheng)產(chan)(chan)品數(shu)(shu)(shu)據(ju)(ju)、工(gong)程(cheng)過程(cheng)數(shu)(shu)(shu)據(ju)(ju)、工(gong)程(cheng)要(yao)素(su)數(shu)(shu)(shu)據(ju)(ju)進行數(shu)(shu)(shu)據(ju)(ju)的(de)(de)(de)(de)采集(ji)、存儲、集(ji)成、共享、分析,借(jie)助大(da)數(shu)(shu)(shu)據(ju)(ju)平(ping)臺(tai)規模化效應將(jiang)低價(jia)值密度的(de)(de)(de)(de)數(shu)(shu)(shu)據(ju)(ju)整合(he)為(wei)(wei)高(gao)價(jia)值密度的(de)(de)(de)(de)信(xin)息資(zi)產(chan)(chan),使(shi)工(gong)程(cheng)建(jian)(jian)造由“經(jing)驗(yan)驅動(dong)(dong)”到“數(shu)(shu)(shu)據(ju)(ju)驅動(dong)(dong)”轉(zhuan)變(bian),從數(shu)(shu)(shu)據(ju)(ju)中提取(qu)知識(shi)、預(yu)測未來(lai),服(fu)務(wu)(wu)(wu)工(gong)程(cheng)優(you)化、風險控制、項(xiang)目(mu)(mu)管(guan)理(li)(li)(li)等,以行為(wei)(wei)數(shu)(shu)(shu)據(ju)(ju)分析實(shi)現(xian)對客戶(hu)的(de)(de)(de)(de)全(quan)面(mian)理(li)(li)(li)解,以大(da)數(shu)(shu)(shu)據(ju)(ju)預(yu)測實(shi)現(xian)敏捷的(de)(de)(de)(de)服(fu)務(wu)(wu)(wu)能(neng)力,以數(shu)(shu)(shu)據(ju)(ju)的(de)(de)(de)(de)互(hu)聯(lian)驅動(dong)(dong)開展個性(xing)化服(fu)務(wu)(wu)(wu),逐步向以客戶(hu)需求為(wei)(wei)主(zhu)要(yao)驅動(dong)(dong)力的(de)(de)(de)(de)模式轉(zhuan)變(bian),支撐(cheng)和(he)快速(su)響應業(ye)務(wu)(wu)(wu)變(bian)化和(he)需求,支撐(cheng)未來(lai)業(ye)務(wu)(wu)(wu)發展各類場景,從而創造數(shu)(shu)(shu)據(ju)(ju)資(zi)產(chan)(chan)價(jia)值和(he)工(gong)程(cheng)業(ye)務(wu)(wu)(wu)價(jia)值。中國電建(jian)(jian)通(tong)過構建(jian)(jian)符合(he)集(ji)團管(guan)理(li)(li)(li)特色的(de)(de)(de)(de)PRP-ERP-GRP項(xiang)目(mu)(mu)管(guan)理(li)(li)(li)體系,形成“項(xiang)目(mu)(mu)-企業(ye)-集(ji)團”三層(ceng)架構的(de)(de)(de)(de)生產(chan)(chan)運營(ying)大(da)數(shu)(shu)(shu)據(ju)(ju)平(ping)臺(tai),不斷加(jia)快工(gong)程(cheng)資(zi)產(chan)(chan)信(xin)息化數(shu)(shu)(shu)字化步伐,創新生產(chan)(chan)和(he)服(fu)務(wu)(wu)(wu)模式,賦(fu)能(neng)企業(ye)提質(zhi)增(zeng)效,提高(gao)工(gong)程(cheng)建(jian)(jian)設(she)質(zhi)量(liang)和(he)效率。

(一)制定總體戰略規劃

戰(zhan)略規(gui)劃(hua)是企(qi)(qi)業(ye)數字(zi)(zi)化轉型(xing)的思(si)想引領。傳統(tong)企(qi)(qi)業(ye)數字(zi)(zi)化轉型(xing)不是一(yi)蹴(cu)而就的事(shi)情,而是一(yi)個長期的艱巨(ju)的工程,要求(qiu)(qiu)企(qi)(qi)業(ye)必須從(cong)戰(zhan)略層面高度(du)關注和重視(shi)數字(zi)(zi)化,正視(shi)自身面臨的競爭環(huan)境和轉型(xing)壓力(li),找(zhao)準自身定位和目標需(xu)求(qiu)(qiu),加強數字(zi)(zi)化統(tong)籌協調和戰(zhan)略規(gui)劃(hua),做好(hao)頂(ding)層架構(gou)和路線(xian)圖(tu)設(she)計,分(fen)(fen)階段分(fen)(fen)步驟進(jin)行實施。中國(guo)電(dian)建成立以來(lai),把(ba)(ba)信息化作(zuo)為集團戰(zhan)略方(fang)針之一(yi),統(tong)籌規(gui)劃(hua)、頂(ding)層設(she)計、系統(tong)推(tui)進(jin),始終(zhong)堅持“一(yi)張藍圖(tu)繪到(dao)底”,“十二五”、“十三五”期間(jian)確定“3521”、“3523”架構(gou)藍圖(tu),“十四五”把(ba)(ba)“數字(zi)(zi)融合能力(li)”作(zuo)為集團總體戰(zhan)略六大能力(li)之一(yi),持續推(tui)進(jin)保障企(qi)(qi)業(ye)數字(zi)(zi)化轉型(xing)。

(二)強化統籌組織領導

組(zu)(zu)織(zhi)(zhi)領(ling)(ling)導是企(qi)業(ye)數(shu)(shu)字(zi)化(hua)(hua)轉(zhuan)型成敗的關(guan)鍵(jian)因素。加強(qiang)組(zu)(zu)織(zhi)(zhi)領(ling)(ling)導,完善(shan)組(zu)(zu)織(zhi)(zhi)體(ti)系,明(ming)確推進(jin)主體(ti),落(luo)實(shi)(shi)“一(yi)把手”負責制。建(jian)立(li)(li)一(yi)把手負責制的企(qi)業(ye)數(shu)(shu)字(zi)化(hua)(hua)轉(zhuan)型領(ling)(ling)導工(gong)作小組(zu)(zu),統攬企(qi)業(ye)數(shu)(shu)字(zi)化(hua)(hua)轉(zhuan)型工(gong)作,研究決定數(shu)(shu)字(zi)化(hua)(hua)轉(zhuan)型路線圖及關(guan)鍵(jian)工(gong)作,協(xie)調解決轉(zhuan)型過程(cheng)中的重大問題。按照“管理、建(jian)設、運維、應用”打造(zao)一(yi)支(zhi)高(gao)素質高(gao)水(shui)平的數(shu)(shu)字(zi)化(hua)(hua)轉(zhuan)型人(ren)才(cai)隊伍(wu),建(jian)立(li)(li)信(xin)息化(hua)(hua)專(zhuan)家、信(xin)息化(hua)(hua)專(zhuan)業(ye)人(ren)才(cai)和信(xin)息化(hua)(hua)從業(ye)人(ren)員三個(ge)(ge)層次(ci)的梯隊,從人(ren)員數(shu)(shu)量和能力(li)結(jie)構兩個(ge)(ge)方面(mian)充實(shi)(shi)和強(qiang)化(hua)(hua)人(ren)才(cai)隊伍(wu),為企(qi)業(ye)數(shu)(shu)字(zi)化(hua)(hua)轉(zhuan)型提供堅實(shi)(shi)的人(ren)才(cai)保(bao)障。中國電建(jian)

通過成立(li)數(shu)字化(hua)轉型(xing)小組,持(chi)續(xu)推進(jin)“數(shu)字電建(jian)”的(de)研究,規劃建(jian)設(she)新(xin)賽道(dao),進(jin)一步(bu)構建(jian)數(shu)字化(hua)轉型(xing)地圖,清晰(xi)實施路(lu)徑,指導公司和子企業(ye)的(de)數(shu)字化(hua)轉型(xing),適應新(xin)型(xing)建(jian)筑工業(ye)化(hua)發展趨勢,打造(zao)公司競爭新(xin)優勢。

(三)建立轉型管理機制

(四)加強人才隊伍培養
