【編者按】近日,國務院國資委印發《關于加快推進國有企業數字化轉型工作的通知》(以下簡稱《通知》),開啟了國企數字化轉型的新篇章。近年來,中國電建將數字化轉型融入公司戰略,不斷探索數字化與建造方式、經營理念、市場形態和行業管理的深度融合,充分發揮數字化轉型推動企業轉型的重要作用。經認真學習《通知》要求,結合相關工作實踐,對《通知》有關內容進行解讀。
建筑類企業數字化轉型的背景和意義
世界正(zheng)處(chu)在(zai)從工(gong)(gong)(gong)業(ye)(ye)經(jing)濟向(xiang)數(shu)(shu)字經(jing)濟加(jia)速(su)轉型(xing)過渡的(de)(de)(de)(de)(de)(de)大(da)變(bian)革時代,國內經(jing)濟正(zheng)處(chu)于新(xin)舊動能轉換的(de)(de)(de)(de)(de)(de)關(guan)鍵(jian)時期。但當(dang)下,我(wo)國建(jian)(jian)筑(zhu)企業(ye)(ye)工(gong)(gong)(gong)程業(ye)(ye)務條塊劃(hua)分的(de)(de)(de)(de)(de)(de)方(fang)式(shi),加(jia)大(da)了各專業(ye)(ye)間的(de)(de)(de)(de)(de)(de)壁壘,嚴重影響了工(gong)(gong)(gong)程的(de)(de)(de)(de)(de)(de)整體策劃(hua)和(he)資源(yuan)協(xie)同(tong),對工(gong)(gong)(gong)程管(guan)理(li)(li)(li)整體效(xiao)果的(de)(de)(de)(de)(de)(de)影響越(yue)來越(yue)明(ming)顯(xian)。建(jian)(jian)筑(zhu)行業(ye)(ye)項(xiang)目制(zhi)為(wei)主的(de)(de)(de)(de)(de)(de)管(guan)理(li)(li)(li)方(fang)式(shi),強調縱向(xiang)管(guan)控(kong),缺乏橫向(xiang)溝通,標準化程度低,管(guan)理(li)(li)(li)難(nan)(nan)度大(da)。同(tong)時,建(jian)(jian)筑(zhu)行業(ye)(ye)存在(zai)用工(gong)(gong)(gong)難(nan)(nan)問題,施(shi)工(gong)(gong)(gong)現(xian)場(chang)的(de)(de)(de)(de)(de)(de)一線工(gong)(gong)(gong)人已經(jing)老去,愿(yuan)意去工(gong)(gong)(gong)地的(de)(de)(de)(de)(de)(de)年輕人越(yue)來越(yue)少,隨著(zhu)(zhu)對建(jian)(jian)造水平(ping)要求的(de)(de)(de)(de)(de)(de)提高,需(xu)要吸納更多掌握新(xin)工(gong)(gong)(gong)藝工(gong)(gong)(gong)法的(de)(de)(de)(de)(de)(de)工(gong)(gong)(gong)人。這些建(jian)(jian)筑(zhu)行業(ye)(ye)發(fa)展中(zhong)固有的(de)(de)(de)(de)(de)(de)痛點(dian)難(nan)(nan)點(dian),在(zai)數(shu)(shu)字經(jing)濟浪潮下更為(wei)凸顯(xian)。隨著(zhu)(zhu)建(jian)(jian)筑(zhu)業(ye)(ye)進(jin)入(ru)(ru)穩定(ding)增長階(jie)段,傳統模式(shi)已無法滿足行業(ye)(ye)高質量發(fa)展需(xu)求。面對著(zhu)(zhu)力推(tui)動互(hu)聯網和(he)實體經(jing)濟深(shen)度融合(he)的(de)(de)(de)(de)(de)(de)機遇(yu),我(wo)國大(da)型(xing)企業(ye)(ye)發(fa)展在(zai)數(shu)(shu)字化轉型(xing)的(de)(de)(de)(de)(de)(de)潮流中(zhong)進(jin)入(ru)(ru)新(xin)階(jie)段,建(jian)(jian)筑(zhu)類企業(ye)(ye)數(shu)(shu)字化轉型(xing)升級應運而生。
(一)數字化轉型是建筑行業轉型升級的核心引擎。新一代信息技術的全(quan)方(fang)位(wei)滲透正深刻地顛(dian)覆(fu)著建(jian)筑(zhu)行(xing)業原(yuan)有的生產方(fang)式(shi)、組織方(fang)式(shi)、商業模(mo)式(shi)、價值鏈分布和(he)競爭格局,數字(zi)化應用在有效(xiao)推進建(jian)筑(zhu)業供給(gei)側結構(gou)性(xing)改革(ge)、推動完(wan)善建(jian)筑(zhu)市場監管體制(zhi)和(he)機制(zhi)、創新業務模(mo)式(shi)、創新商業模(mo)式(shi)、提高(gao)生產力等方(fang)面(mian)發揮了重要作用,數字(zi)化轉型(xing)已成為(wei)建(jian)筑(zhu)行(xing)業進行(xing)轉型(xing)升(sheng)級的核心引(yin)擎。
(二)數字化轉型是建筑企業高質量發展的內生動力。能(neng)(neng)夠多(duo)(duo)大(da)范圍(wei)、多(duo)(duo)高層次(ci)、多(duo)(duo)強密度(du)去組織(zhi)整合(he)資源,將決定企(qi)(qi)業(ye)的價值創造力和(he)發展邊界。現代(dai)數字化技術應用與業(ye)務(wu)的深(shen)度(du)融合(he)正在改變,甚(shen)至顛覆(fu)企(qi)(qi)業(ye)原有的核心(xin)能(neng)(neng)力和(he)市(shi)場(chang)競爭力。企(qi)(qi)業(ye)的傳統優(you)勢(shi)正在消解,新(xin)的優(you)勢(shi)正在培育,時代(dai)呼喚(huan)企(qi)(qi)業(ye)需要有更(geng)大(da)的胸懷擁抱新(xin)技術、新(xin)產品、新(xin)市(shi)場(chang),需在結(jie)合(he)自身業(ye)務(wu)特性(xing)和(he)長期優(you)勢(shi)的基礎(chu)上不斷思考和(he)探索企(qi)(qi)業(ye)數字化轉型,為企(qi)(qi)業(ye)高質量(liang)發展注入新(xin)動能(neng)(neng)。
加快推動建筑類企業數字化轉型的重點內容
(一)搭建以BIM為核心的基礎數字技術平臺
基(ji)于行(xing)業(ye)先進(jin)的(de)三維圖形引擎,運用建(jian)(jian)(jian)(jian)筑(zhu)信(xin)息模型(BIM),結合GIS、大數(shu)(shu)(shu)據、人工(gong)智能、虛(xu)擬(ni)現實、數(shu)(shu)(shu)值模型等(deng)(deng)先進(jin)技術(shu),建(jian)(jian)(jian)(jian)設(she)具有自(zi)主知識(shi)產權(quan)的(de)BIM基(ji)礎(chu)數(shu)(shu)(shu)字(zi)(zi)技術(shu)平臺,探(tan)索工(gong)程建(jian)(jian)(jian)(jian)筑(zhu)行(xing)業(ye)數(shu)(shu)(shu)字(zi)(zi)化(hua)(hua)規劃、設(she)計(ji)、施工(gong)的(de)多方協(xie)同。同時對(dui)多源異構數(shu)(shu)(shu)據與(yu)模型進(jin)行(xing)集成(cheng)(cheng),形成(cheng)(cheng)勘測、設(she)計(ji)一體化(hua)(hua)服務支撐(cheng)基(ji)礎(chu),幫助發現項目(mu)設(she)計(ji)、施工(gong)的(de)潛在性問題(ti)(ti)。有利于解決傳(chuan)統模式下工(gong)程建(jian)(jian)(jian)(jian)設(she)產業(ye)鏈各環(huan)節信(xin)息割裂(lie)、脫節等(deng)(deng)問題(ti)(ti),為工(gong)程全壽命周期數(shu)(shu)(shu)字(zi)(zi)化(hua)(hua)建(jian)(jian)(jian)(jian)造提(ti)供(gong)強有力的(de)底層(ceng)支撐(cheng)。中國(guo)電建(jian)(jian)(jian)(jian)通過自(zi)主研(yan)究的(de)BIM仿真平臺系統,為工(gong)程數(shu)(shu)(shu)字(zi)(zi)化(hua)(hua)建(jian)(jian)(jian)(jian)設(she)提(ti)供(gong)底層(ceng)支撐(cheng),成(cheng)(cheng)功應用于數(shu)(shu)(shu)字(zi)(zi)橫琴、數(shu)(shu)(shu)字(zi)(zi)前海(hai)、數(shu)(shu)(shu)字(zi)(zi)雄安等(deng)(deng)工(gong)程,有效提(ti)升了工(gong)程數(shu)(shu)(shu)字(zi)(zi)化(hua)(hua)水平,推進(jin)工(gong)程建(jian)(jian)(jian)(jian)筑(zhu)行(xing)業(ye)數(shu)(shu)(shu)字(zi)(zi)化(hua)(hua)轉型。

(三)通過“工程產品+服務”推動建造服務化轉型

保障措施
企(qi)業數字化轉型(xing)的(de)推(tui)進(jin)是(shi)一(yi)項系(xi)統工程,企(qi)業要(yao)結合自身特點(dian),重點(dian)從規劃牽(qian)引、管理機制、組織保(bao)(bao)障、人才培養、資(zi)金投入(ru)等(deng)五個方面提供保(bao)(bao)障措施,持(chi)續夯實企(qi)業數字化轉型(xing)基礎,為(wei)企(qi)業數字化轉型(xing)的(de)持(chi)續推(tui)進(jin)與落地實施保(bao)(bao)駕(jia)護航。
(一)制定總體戰略規劃

(二)強化統籌組織領導
