為(wei)(wei)(wei)貫徹(che)黨的(de)十九屆四(si)(si)中全會(hui)關于(yu)形(xing)成以(yi)管(guan)(guan)(guan)資(zi)本(ben)(ben)為(wei)(wei)(wei)主(zhu)(zhu)的(de)國(guo)(guo)(guo)有資(zi)產(chan)(chan)監管(guan)(guan)(guan)體制(zhi)的(de)決(jue)策部(bu)署,落(luo)實(shi)(shi)習近平總書記關于(yu)加快實(shi)(shi)現從(cong)管(guan)(guan)(guan)企(qi)業向管(guan)(guan)(guan)資(zi)本(ben)(ben)轉(zhuan)變(bian)的(de)重(zhong)要指示,國(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)資(zi)委近日印(yin)發《關于(yu)以(yi)管(guan)(guan)(guan)資(zi)本(ben)(ben)為(wei)(wei)(wei)主(zhu)(zhu)加快國(guo)(guo)(guo)有資(zi)產(chan)(chan)監管(guan)(guan)(guan)職(zhi)(zhi)能(neng)轉(zhuan)變(bian)的(de)實(shi)(shi)施(shi)意(yi)見(jian)》(以(yi)下簡稱《實(shi)(shi)施(shi)意(yi)見(jian)》)。《實(shi)(shi)施(shi)意(yi)見(jian)》緊緊圍(wei)繞“管(guan)(guan)(guan)資(zi)本(ben)(ben)”這條(tiao)主(zhu)(zhu)線,從(cong)總體要求、重(zhong)點措施(shi)、主(zhu)(zhu)要路徑、支撐(cheng)保障四(si)(si)個維度,以(yi)管(guan)(guan)(guan)資(zi)本(ben)(ben)為(wei)(wei)(wei)主(zhu)(zhu)加快推進國(guo)(guo)(guo)有資(zi)產(chan)(chan)監管(guan)(guan)(guan)職(zhi)(zhi)能(neng)轉(zhuan)變(bian)。
以(yi)管(guan)(guan)(guan)資(zi)本為主轉(zhuan)變(bian)國(guo)(guo)有(you)資(zi)產監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)職能。適應國(guo)(guo)有(you)資(zi)產資(zi)本化(hua)(hua)(hua)(hua)、國(guo)(guo)有(you)企(qi)業(ye)股權多元化(hua)(hua)(hua)(hua)的發展(zhan)階(jie)段(duan)和(he)市場化(hua)(hua)(hua)(hua)、法治化(hua)(hua)(hua)(hua)、國(guo)(guo)際化(hua)(hua)(hua)(hua)發展(zhan)趨勢(shi),針(zhen)對(dui)當(dang)前國(guo)(guo)有(you)資(zi)產監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)越(yue)位(wei)、缺位(wei)、錯位(wei)問題(ti),《實施(shi)意見(jian)》從監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)理(li)念(nian)、監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)重點、監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)方(fang)式、監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)導向等方(fang)面作出(chu)全方(fang)位(wei)、根本性轉(zhuan)變(bian)。包(bao)括從對(dui)企(qi)業(ye)的直接管(guan)(guan)(guan)理(li)轉(zhuan)向更(geng)(geng)(geng)加強調(diao)基于(yu)(yu)出(chu)資(zi)關(guan)系的監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan),從關(guan)注企(qi)業(ye)個體(ti)發展(zhan)轉(zhuan)向更(geng)(geng)(geng)加注重國(guo)(guo)有(you)資(zi)本整體(ti)功能,從習(xi)慣于(yu)(yu)行政化(hua)(hua)(hua)(hua)管(guan)(guan)(guan)理(li)轉(zhuan)向更(geng)(geng)(geng)多運用市場化(hua)(hua)(hua)(hua)法治化(hua)(hua)(hua)(hua)手段(duan),從關(guan)注規模(mo)速度轉(zhuan)向更(geng)(geng)(geng)加注重提升(sheng)質量效(xiao)益。
突出管資(zi)(zi)本(ben)(ben)的(de)重要(yao)內(nei)容。按(an)照管資(zi)(zi)本(ben)(ben)的(de)內(nei)涵要(yao)求,《實施(shi)意(yi)見》明(ming)確了五項履(lv)職重點:加(jia)強(qiang)資(zi)(zi)本(ben)(ben)布局整體調控,進(jin)一步發揮(hui)國(guo)有資(zi)(zi)本(ben)(ben)功能作用;強(qiang)化資(zi)(zi)本(ben)(ben)運作,進(jin)一步提高(gao)國(guo)有資(zi)(zi)本(ben)(ben)運營效率(lv);優化資(zi)(zi)本(ben)(ben)收(shou)益管理,進(jin)一步促進(jin)國(guo)有資(zi)(zi)本(ben)(ben)保值(zhi)增(zeng)值(zhi);維護國(guo)有資(zi)(zi)本(ben)(ben)安全,進(jin)一步筑(zhu)牢防止(zhi)國(guo)有資(zi)(zi)產(chan)流失的(de)底(di)線;全面(mian)加(jia)強(qiang)黨的(de)領導,進(jin)一步以(yi)高(gao)質量黨建(jian)引領國(guo)有企業高(gao)質量發展(zhan)。
優化管資(zi)(zi)本的(de)方(fang)式(shi)手段(duan)。《實(shi)施意(yi)見》強(qiang)(qiang)調堅(jian)持(chi)授(shou)權與監(jian)管相結(jie)合、放(fang)活(huo)與管好相統(tong)(tong)一,在明(ming)確管資(zi)(zi)本重點內(nei)容(rong)的(de)基礎上(shang),同步調整優化監(jian)管方(fang)式(shi),實(shi)現(xian)監(jian)管職能(neng)與方(fang)式(shi)相互融合、相互促進(jin),增強(qiang)(qiang)向管資(zi)(zi)本轉變(bian)的(de)系統(tong)(tong)性和有效性。主(zhu)要包括以國資(zi)(zi)委權力(li)(li)責任清(qing)單(dan)為(wei)基礎,厘清(qing)職責邊界;以法(fa)人治理結(jie)構為(wei)載體(ti),規范行權履職;以分(fen)類授(shou)權放(fang)權為(wei)手段(duan),激發(fa)企(qi)業活(huo)力(li)(li);以加強(qiang)(qiang)事中事后監(jian)管為(wei)重點,提高監(jian)管效能(neng)。
強化管(guan)(guan)資(zi)(zi)本(ben)的支撐保(bao)障。圍繞以管(guan)(guan)資(zi)(zi)本(ben)為主的目標任務,《實(shi)施意見(jian)》提出要(yao)從四個方面著手,為形成以管(guan)(guan)資(zi)(zi)本(ben)為主的國(guo)有(you)資(zi)(zi)產監(jian)管(guan)(guan)體制(zhi)(zhi)提供(gong)堅實(shi)保(bao)障。統(tong)(tong)一思(si)想(xiang)認(ren)識(shi)(shi),凝聚系(xi)統(tong)(tong)共識(shi)(shi),構建(jian)(jian)國(guo)資(zi)(zi)監(jian)管(guan)(guan)大格局;加強組(zu)織領導,有(you)效(xiao)落實(shi)責任,確保(bao)改(gai)革要(yao)求落地;完善制(zhi)(zhi)度體系(xi),強化法治保(bao)障,推動(dong)將(jiang)管(guan)(guan)資(zi)(zi)本(ben)有(you)關要(yao)求體現(xian)到(dao)有(you)關法律法規修(xiu)訂中;改(gai)進工作作風,提升隊伍素質,建(jian)(jian)設一支高素質專業化國(guo)資(zi)(zi)監(jian)管(guan)(guan)干部(bu)隊伍。
《實施意見》的(de)出臺,進一(yi)步明確了(le)管(guan)資本(ben)的(de)重點內容和路徑方式(shi),有利于深化(hua)放管(guan)結(jie)合(he)、充分(fen)激發微觀主體(ti)活力,為(wei)進一(yi)步完(wan)善國資監(jian)管(guan)制(zhi)度體(ti)系、全面推進國資國企治理體(ti)系和治理能力現代化(hua)、加快形成(cheng)以(yi)管(guan)資本(ben)為(wei)主的(de)國有資產監(jian)管(guan)體(ti)制(zhi)奠(dian)定了(le)基礎。
