近(jin)日,中(zhong)共(gong)中(zhong)央(yang)辦公廳(ting)(ting)、國(guo)務院辦公廳(ting)(ting)印發《中(zhong)央(yang)企業(ye)領導人員(yuan)(yuan)管理(li)規(gui)定(ding)》(以下簡稱《規(gui)定(ding)》),這(zhe)是貫徹習近(jin)平新時(shi)代中(zhong)國(guo)特(te)色社會主義思想和(he)黨的(de)(de)十九大精神的(de)(de)重要舉措,是多年來(lai)(lai)特(te)別是黨的(de)(de)十八大以來(lai)(lai)中(zhong)央(yang)企業(ye)領導人員(yuan)(yuan)管理(li)經驗的(de)(de)科學總結提升(sheng)。
《規定》適時回應了(le)加強(qiang)中(zhong)(zhong)央(yang)(yang)企(qi)業領導(dao)(dao)人(ren)員管(guan)(guan)理的(de)新(xin)(xin)(xin)(xin)(xin)時代(dai)新(xin)(xin)(xin)(xin)(xin)要(yao)(yao)求。中(zhong)(zhong)央(yang)(yang)企(qi)業的(de)新(xin)(xin)(xin)(xin)(xin)時代(dai)新(xin)(xin)(xin)(xin)(xin)發展,呼喚企(qi)業家的(de)新(xin)(xin)(xin)(xin)(xin)擔(dan)當(dang)新(xin)(xin)(xin)(xin)(xin)作(zuo)為(wei)(wei),亟需(xu)完善培養(yang)造就、吸(xi)引凝聚、用(yong)好用(yong)活優秀企(qi)業家的(de)政策法(fa)規。出臺旨在深入(ru)貫徹以習近平同(tong)志為(wei)(wei)核(he)心的(de)黨(dang)(dang)中(zhong)(zhong)央(yang)(yang)對(dui)(dui)國(guo)有企(qi)業改革發展和黨(dang)(dang)的(de)建設新(xin)(xin)(xin)(xin)(xin)思(si)想新(xin)(xin)(xin)(xin)(xin)要(yao)(yao)求,更(geng)好激發和保(bao)護(hu)企(qi)業家擔(dan)當(dang)創(chuang)新(xin)(xin)(xin)(xin)(xin)有為(wei)(wei)精神,強(qiang)化從嚴從實管(guan)(guan)理中(zhong)(zhong)央(yang)(yang)企(qi)業領導(dao)(dao)人(ren)員的(de)《規定》,對(dui)(dui)于(yu)加強(qiang)黨(dang)(dang)對(dui)(dui)中(zhong)(zhong)央(yang)(yang)企(qi)業的(de)全面領導(dao)(dao),完善適應中(zhong)(zhong)國(guo)特色現(xian)代(dai)國(guo)有企(qi)業制(zhi)度要(yao)(yao)求和市場(chang)競爭(zheng)需(xu)要(yao)(yao)的(de)選人(ren)用(yong)人(ren)機制(zhi),提高中(zhong)(zhong)央(yang)(yang)企(qi)業領導(dao)(dao)人(ren)員管(guan)(guan)理工作(zuo)質量,造就“對(dui)(dui)黨(dang)(dang)忠誠(cheng)、勇(yong)于(yu)創(chuang)新(xin)(xin)(xin)(xin)(xin)、治企(qi)有方、興企(qi)有為(wei)(wei)、清正(zheng)廉潔”的(de)高素質中(zhong)(zhong)央(yang)(yang)企(qi)業領導(dao)(dao)人(ren)員隊伍(wu),進一步激勵中(zhong)(zhong)央(yang)(yang)企(qi)業領導(dao)(dao)人(ren)員新(xin)(xin)(xin)(xin)(xin)時代(dai)新(xin)(xin)(xin)(xin)(xin)擔(dan)當(dang)新(xin)(xin)(xin)(xin)(xin)作(zuo)為(wei)(wei),把(ba)中(zhong)(zhong)央(yang)(yang)企(qi)業建設成為(wei)(wei)黨(dang)(dang)和人(ren)民(min)可信賴、可依靠的(de)“大國(guo)重器”,具有十(shi)分重要(yao)(yao)的(de)意義。
《規(gui)定(ding)》科學(xue)體(ti)現了中(zhong)(zhong)央企(qi)業(ye)領(ling)(ling)導(dao)人員管(guan)理必須堅持黨(dang)管(guan)干(gan)部原則(ze)(ze)。國有(you)企(qi)業(ye)是(shi)(shi)全面建設小康社會(hui)(hui)的(de)(de)(de)重要(yao)(yao)(yao)力量,是(shi)(shi)中(zhong)(zhong)國特色(se)社會(hui)(hui)主義的(de)(de)(de)重要(yao)(yao)(yao)支(zhi)柱,是(shi)(shi)我們黨(dang)執政(zheng)(zheng)的(de)(de)(de)重要(yao)(yao)(yao)基(ji)礎;中(zhong)(zhong)央企(qi)業(ye)領(ling)(ling)導(dao)人員群體(ti)是(shi)(shi)黨(dang)在經濟領(ling)(ling)域的(de)(de)(de)執政(zheng)(zheng)骨干(gan)隊伍,治國理政(zheng)(zheng)復合型人才的(de)(de)(de)重要(yao)(yao)(yao)來源(yuan)。堅持黨(dang)管(guan)干(gan)部原則(ze)(ze),是(shi)(shi)黨(dang)對國有(you)企(qi)業(ye)全面領(ling)(ling)導(dao)的(de)(de)(de)重要(yao)(yao)(yao)體(ti)現,是(shi)(shi)夯實中(zhong)(zhong)國特色(se)社會(hui)(hui)主義重要(yao)(yao)(yao)物質基(ji)礎和政(zheng)(zheng)治基(ji)礎的(de)(de)(de)根本保證。《規(gui)定(ding)》的(de)(de)(de)諸多環(huan)節科學(xue)體(ti)現了黨(dang)管(guan)干(gan)部原則(ze)(ze)。比如,在選拔任用工作(zuo)中(zhong)(zhong),從提(ti)出工作(zuo)方案到(dao)確(que)定(ding)考(kao)察(cha)(cha)對象,從嚴(yan)格考(kao)察(cha)(cha)到(dao)集體(ti)討論決(jue)定(ding)等(deng)各個(ge)環(huan)節,強調都要(yao)(yao)(yao)發(fa)揮黨(dang)組(zu)(zu)織的(de)(de)(de)領(ling)(ling)導(dao)和把關作(zuo)用。再如,在董事(shi)會(hui)(hui)選聘(pin)經理層成員試點工作(zuo)中(zhong)(zhong),強調上(shang)級黨(dang)組(zu)(zu)織要(yao)(yao)(yao)在確(que)定(ding)標準、規(gui)范程序(xu)、參與考(kao)察(cha)(cha)、推薦人選等(deng)方面發(fa)揮作(zuo)用等(deng)等(deng)。
《規(gui)定(ding)》著重(zhong)強調了在(zai)中(zhong)(zhong)(zhong)(zhong)央企業(ye)(ye)領(ling)導(dao)人(ren)(ren)(ren)(ren)員(yuan)管(guan)理(li)(li)中(zhong)(zhong)(zhong)(zhong)的(de)市(shi)場(chang)(chang)(chang)規(gui)律(lv)作(zuo)用(yong)(yong)。《規(gui)定(ding)》強調,對(dui)(dui)(dui)(dui)中(zhong)(zhong)(zhong)(zhong)央企業(ye)(ye)領(ling)導(dao)人(ren)(ren)(ren)(ren)員(yuan)的(de)管(guan)理(li)(li),必須準確(que)(que)(que)把(ba)握(wo)市(shi)場(chang)(chang)(chang)規(gui)律(lv),注(zhu)重(zhong)發(fa)揮(hui)市(shi)場(chang)(chang)(chang)機制作(zuo)用(yong)(yong)。一是(shi)豐(feng)富和完善市(shi)場(chang)(chang)(chang)化選(xuan)(xuan)人(ren)(ren)(ren)(ren)方式(shi),明確(que)(que)(que)將公開遴(lin)選(xuan)(xuan)作(zuo)為選(xuan)(xuan)拔任(ren)用(yong)(yong)中(zhong)(zhong)(zhong)(zhong)央企業(ye)(ye)領(ling)導(dao)人(ren)(ren)(ren)(ren)員(yuan)方式(shi)之一,明確(que)(que)(que)對(dui)(dui)(dui)(dui)經(jing)理(li)(li)層(ceng)(ceng)成員(yuan)的(de)選(xuan)(xuan)拔任(ren)用(yong)(yong)可(ke)以(yi)采取(qu)競聘上崗、公開招聘和委托推(tui)薦等(deng)方式(shi),進一步擴大選(xuan)(xuan)人(ren)(ren)(ren)(ren)用(yong)(yong)人(ren)(ren)(ren)(ren)視野(ye)。二是(shi)明確(que)(que)(que)提(ti)出(chu)對(dui)(dui)(dui)(dui)中(zhong)(zhong)(zhong)(zhong)央企業(ye)(ye)領(ling)導(dao)人(ren)(ren)(ren)(ren)員(yuan)實行(xing)任(ren)期制(聘期制),對(dui)(dui)(dui)(dui)經(jing)理(li)(li)層(ceng)(ceng)成員(yuan)可(ke)以(yi)實行(xing)聘任(ren)制,推(tui)進契約化管(guan)理(li)(li)。三是(shi)強化中(zhong)(zhong)(zhong)(zhong)央企業(ye)(ye)領(ling)導(dao)人(ren)(ren)(ren)(ren)員(yuan)經(jing)營業(ye)(ye)績考核,注(zhu)重(zhong)區(qu)別(bie)企業(ye)(ye)功能定(ding)位,注(zhu)重(zhong)行(xing)業(ye)(ye)對(dui)(dui)(dui)(dui)標(biao),注(zhu)重(zhong)中(zhong)(zhong)(zhong)(zhong)央企業(ye)(ye)領(ling)導(dao)班子成員(yuan)全覆(fu)蓋。四是(shi)強化市(shi)場(chang)(chang)(chang)化退出(chu),包括對(dui)(dui)(dui)(dui)不(bu)適宜(yi)擔任(ren)現職的(de)中(zhong)(zhong)(zhong)(zhong)央企業(ye)(ye)領(ling)導(dao)人(ren)(ren)(ren)(ren)員(yuan)進行(xing)組(zu)織(zhi)調整,以(yi)及因企業(ye)(ye)發(fa)展戰略調整、產業(ye)(ye)轉型、兼并重(zhong)組(zu)等(deng)需要對(dui)(dui)(dui)(dui)中(zhong)(zhong)(zhong)(zhong)央企業(ye)(ye)領(ling)導(dao)人(ren)(ren)(ren)(ren)員(yuan)進行(xing)調整等(deng),形成優(you)勝劣汰、優(you)進絀退的(de)機制。五是(shi)提(ti)出(chu)合(he)理(li)(li)增(zeng)加經(jing)理(li)(li)層(ceng)(ceng)中(zhong)(zhong)(zhong)(zhong)市(shi)場(chang)(chang)(chang)化選(xuan)(xuan)聘職業(ye)(ye)經(jing)理(li)(li)人(ren)(ren)(ren)(ren)比例(li),穩妥推(tui)進職業(ye)(ye)經(jing)理(li)(li)人(ren)(ren)(ren)(ren)制度建設,有(you)序推(tui)進董事會選(xuan)(xuan)聘經(jing)理(li)(li)層(ceng)(ceng)成員(yuan)試(shi)點(dian)工(gong)作(zuo)。
《規(gui)定》更加(jia)明確(que)了對(dui)中(zhong)(zhong)央企(qi)(qi)業(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)(dao)(dao)(dao)人(ren)員(yuan)的(de)高標準嚴(yan)(yan)要求(qiu)。一是(shi)在選拔任用(yong)的(de)基本條件中(zhong)(zhong)逐(zhu)一細化“對(dui)黨(dang)忠誠(cheng)、勇于創新、治企(qi)(qi)有(you)方、興企(qi)(qi)有(you)為(wei)、清正廉潔(jie)”要求(qiu),強(qiang)(qiang)調(diao)中(zhong)(zhong)央企(qi)(qi)業(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)(dao)(dao)(dao)人(ren)員(yuan)必(bi)須(xu)旗幟鮮明講(jiang)政治,牢固(gu)樹立“四個意(yi)識(shi)”,堅決(jue)維護習(xi)近平(ping)總書(shu)記的(de)核(he)心地位,堅決(jue)維護黨(dang)中(zhong)(zhong)央權(quan)威和集中(zhong)(zhong)統(tong)一領(ling)(ling)導(dao)(dao)(dao)(dao),堅決(jue)執行黨(dang)和國(guo)家的(de)方針政策(ce);必(bi)須(xu)具有(you)強(qiang)(qiang)烈的(de)創新意(yi)識(shi)和創新自信,敢(gan)闖敢(gan)試、敢(gan)為(wei)人(ren)先;必(bi)須(xu)具有(you)較強(qiang)(qiang)的(de)治企(qi)(qi)能力,善(shan)(shan)于把握(wo)市場經濟(ji)規(gui)律和企(qi)(qi)業(ye)(ye)(ye)(ye)發展規(gui)律,懂(dong)經營、會管理、善(shan)(shan)決(jue)策(ce);必(bi)須(xu)具有(you)正確(que)的(de)業(ye)(ye)(ye)(ye)績觀,勇擔當,善(shan)(shan)作為(wei),工作業(ye)(ye)(ye)(ye)績突出;必(bi)須(xu)具有(you)良好的(de)職業(ye)(ye)(ye)(ye)操守(shou)(shou)和個人(ren)品(pin)行,嚴(yan)(yan)守(shou)(shou)底(di)線,廉潔(jie)從業(ye)(ye)(ye)(ye)。二是(shi)強(qiang)(qiang)調(diao)加(jia)強(qiang)(qiang)對(dui)中(zhong)(zhong)央企(qi)(qi)業(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)(dao)(dao)(dao)人(ren)員(yuan)綜合(he)考核(he)評(ping)價、經營業(ye)(ye)(ye)(ye)績考核(he)、黨(dang)建(jian)(jian)工作責任制落實(shi)情(qing)況考核(he),強(qiang)(qiang)化抓改革、強(qiang)(qiang)黨(dang)建(jian)(jian)、促發展導(dao)(dao)(dao)(dao)向,引導(dao)(dao)(dao)(dao)中(zhong)(zhong)央企(qi)(qi)業(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)(dao)(dao)(dao)人(ren)員(yuan)做(zuo)到忠誠(cheng)干凈擔當。三(san)是(shi)強(qiang)(qiang)調(diao)以(yi)強(qiang)(qiang)化忠誠(cheng)意(yi)識(shi)、拓展國(guo)際視(shi)野、提高戰略思維、增強(qiang)(qiang)創新精神、提升(sheng)治企(qi)(qi)能力、鍛(duan)(duan)造(zao)優秀(xiu)品(pin)行為(wei)重(zhong)點,加(jia)強(qiang)(qiang)對(dui)中(zhong)(zhong)央企(qi)(qi)業(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)(dao)(dao)(dao)人(ren)員(yuan)的(de)教育培訓(xun)和實(shi)踐鍛(duan)(duan)煉(lian)。
《規(gui)(gui)定(ding)(ding)》突出(chu)了(le)對(dui)中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)(ling)(ling)(ling)導(dao)(dao)人(ren)員的擔(dan)(dan)當(dang)(dang)有為(wei)要(yao)求和(he)(he)(he)正(zheng)向激勵。中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)正(zheng)處在高質量發(fa)展的攻關(guan)期,急需充分調動(dong)中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)(ling)(ling)(ling)導(dao)(dao)人(ren)員干(gan)事創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)的積極(ji)性、主(zhu)動(dong)性、創(chuang)(chuang)(chuang)(chuang)造性。對(dui)此(ci),《規(gui)(gui)定(ding)(ding)》堅持(chi)從實際(ji)出(chu)發(fa),明(ming)確(que)了(le)一些具體要(yao)求。一是發(fa)揮正(zheng)確(que)用人(ren)導(dao)(dao)向的激勵作(zuo)(zuo)用。《規(gui)(gui)定(ding)(ding)》提(ti)(ti)出(chu),對(dui)敢于負責(ze)、勇于擔(dan)(dan)當(dang)(dang)、善(shan)于作(zuo)(zuo)為(wei)、業(ye)(ye)(ye)(ye)(ye)績突出(chu)的中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)(ling)(ling)(ling)導(dao)(dao)人(ren)員,應當(dang)(dang)及(ji)時提(ti)(ti)拔重用,激勵中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)(ling)(ling)(ling)導(dao)(dao)人(ren)員講(jiang)擔(dan)(dan)當(dang)(dang)、重擔(dan)(dan)當(dang)(dang)。二是建立(li)容(rong)錯(cuo)糾錯(cuo)機制(zhi)。《規(gui)(gui)定(ding)(ding)》從目的正(zheng)當(dang)(dang)、禁止排除(chu)、程(cheng)序合(he)規(gui)(gui)、行(xing)為(wei)合(he)法、結(jie)果合(he)理等(deng)五個維度明(ming)確(que)可以容(rong)錯(cuo)的基(ji)本條件,引(yin)導(dao)(dao)中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)(ling)(ling)(ling)導(dao)(dao)人(ren)員爭當(dang)(dang)改(gai)革的促進派、實干(gan)家,專(zhuan)心致志為(wei)黨和(he)(he)(he)人(ren)民干(gan)事創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)、建功立(li)業(ye)(ye)(ye)(ye)(ye)。三是完(wan)善(shan)薪酬分配(pei)和(he)(he)(he)激勵機制(zhi)。《規(gui)(gui)定(ding)(ding)》提(ti)(ti)出(chu)堅持(chi)物質激勵與精神激勵相結(jie)合(he)、短(duan)期激勵與任期激勵相結(jie)合(he),激發(fa)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)(ling)(ling)(ling)導(dao)(dao)人(ren)員創(chuang)(chuang)(chuang)(chuang)新(xin)活力和(he)(he)(he)創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)動(dong)力。四(si)是加大(da)表(biao)彰(zhang)宣(xuan)傳力度。《規(gui)(gui)定(ding)(ding)》提(ti)(ti)出(chu),對(dui)在企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)改(gai)革發(fa)展、黨的建設中(zhong)(zhong)作(zuo)(zuo)出(chu)突出(chu)貢獻,以及(ji)在完(wan)成重大(da)專(zhuan)項和(he)(he)(he)重大(da)改(gai)革任務、處置突發(fa)事件等(deng)工作(zuo)(zuo)中(zhong)(zhong)表(biao)現(xian)突出(chu)的中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)(ling)(ling)(ling)導(dao)(dao)人(ren)員,及(ji)時予以表(biao)彰(zhang)。
《規(gui)定(ding)》切實加(jia)強了對(dui)中(zhong)央(yang)企業(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導人員的(de)(de)從(cong)(cong)嚴管(guan)(guan)(guan)理。堅持問(wen)題(ti)導向,針(zhen)對(dui)一(yi)段時(shi)間以來中(zhong)央(yang)企業(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導人員管(guan)(guan)(guan)理上(shang)(shang)存在的(de)(de)寬(kuan)松軟問(wen)題(ti),《規(gui)定(ding)》提出了黨(dang)要管(guan)(guan)(guan)黨(dang)、全(quan)面從(cong)(cong)嚴治黨(dang)的(de)(de)一(yi)系列措施。一(yi)是(shi)提出完(wan)善中(zhong)央(yang)企業(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導人員管(guan)(guan)(guan)理監(jian)督(du)(du)體(ti)系,進一(yi)步(bu)明確(que)(que)了各管(guan)(guan)(guan)理監(jian)督(du)(du)主體(ti)的(de)(de)基本(ben)要求,有利于優(you)化監(jian)督(du)(du)資源、增強監(jian)督(du)(du)合力、提高監(jian)督(du)(du)效(xiao)能。二是(shi)強調上(shang)(shang)級黨(dang)組(zu)織及其(qi)組(zu)織部門、紀(ji)(ji)檢(jian)監(jian)察機關要全(quan)方(fang)位、多角(jiao)度、近(jin)距離了解識(shi)別(bie)中(zhong)央(yang)企業(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導人員,加(jia)強日常管(guan)(guan)(guan)理監(jian)督(du)(du),把管(guan)(guan)(guan)思(si)想、管(guan)(guan)(guan)工作、管(guan)(guan)(guan)作風(feng)、管(guan)(guan)(guan)紀(ji)(ji)律統(tong)一(yi)起來,做(zuo)到真管(guan)(guan)(guan)真嚴、敢管(guan)(guan)(guan)敢嚴、長(chang)管(guan)(guan)(guan)長(chang)嚴。三是(shi)提出中(zhong)央(yang)企業(ye)(ye)(ye)(ye)(ye)黨(dang)委(黨(dang)組(zu))應(ying)當以黨(dang)章(zhang)為根本(ben)遵(zun)循,加(jia)強和(he)規(gui)范黨(dang)內政(zheng)治生活(huo),增強黨(dang)內政(zheng)治生活(huo)的(de)(de)政(zheng)治性(xing)、時(shi)代(dai)性(xing)、原則性(xing)、戰斗性(xing),營造風(feng)清氣正的(de)(de)良好政(zheng)治生態。四是(shi)對(dui)中(zhong)央(yang)企業(ye)(ye)(ye)(ye)(ye)“三重(zhong)一(yi)大”事項集體(ti)決策和(he)中(zhong)央(yang)企業(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導人員兼職、出國管(guan)(guan)(guan)理、配偶(ou)子女經商辦企業(ye)(ye)(ye)(ye)(ye)等(deng),都作出了明確(que)(que)規(gui)定(ding)。
制度的(de)(de)生命力在(zai)于執(zhi)行。我(wo)們堅信,在(zai)以習近平同志為核心的(de)(de)黨中央堅強(qiang)領導下(xia),隨著《規定》的(de)(de)深入貫徹落實,國(guo)有(you)企業領導人員(yuan)管理工作水(shui)平和質量必(bi)將(jiang)有(you)新的(de)(de)提升,國(guo)有(you)企業領導人員(yuan)隊伍建(jian)設必(bi)將(jiang)有(you)新的(de)(de)加強(qiang),培育具有(you)全球競爭力的(de)(de)世界一流企業目(mu)標(biao)必(bi)將(jiang)有(you)新的(de)(de)突破。(國(guo)務(wu)院國(guo)資委研究中心主任 李(li)明星)
