近日,中(zhong)共中(zhong)央辦公廳、國(guo)務(wu)院(yuan)辦公廳印發《中(zhong)央企業領導人(ren)員(yuan)管(guan)理規(gui)(gui)定》(以下簡稱《規(gui)(gui)定》),這是貫徹習近平新時代中(zhong)國(guo)特色社會(hui)主義思(si)想和黨的(de)(de)(de)十九大(da)精神的(de)(de)(de)重要舉措,是多年來特別(bie)是黨的(de)(de)(de)十八大(da)以來中(zhong)央企業領導人(ren)員(yuan)管(guan)理經(jing)驗(yan)的(de)(de)(de)科學總結提(ti)升。
《規(gui)(gui)定(ding)》適時(shi)(shi)回應(ying)了加強中(zhong)央(yang)企業(ye)(ye)領(ling)導人員管(guan)理(li)(li)的(de)(de)(de)新(xin)(xin)(xin)(xin)時(shi)(shi)代新(xin)(xin)(xin)(xin)要(yao)求(qiu)。中(zhong)央(yang)企業(ye)(ye)的(de)(de)(de)新(xin)(xin)(xin)(xin)時(shi)(shi)代新(xin)(xin)(xin)(xin)發展(zhan),呼喚企業(ye)(ye)家的(de)(de)(de)新(xin)(xin)(xin)(xin)擔(dan)當(dang)(dang)新(xin)(xin)(xin)(xin)作為(wei)(wei),亟需(xu)完善培養造(zao)就(jiu)、吸引凝聚、用好用活優秀企業(ye)(ye)家的(de)(de)(de)政策法規(gui)(gui)。出(chu)臺(tai)旨在深(shen)入貫徹以習近平同志為(wei)(wei)核心(xin)的(de)(de)(de)黨中(zhong)央(yang)對國(guo)(guo)有企業(ye)(ye)改革發展(zhan)和(he)黨的(de)(de)(de)建設新(xin)(xin)(xin)(xin)思想新(xin)(xin)(xin)(xin)要(yao)求(qiu),更好激發和(he)保(bao)護企業(ye)(ye)家擔(dan)當(dang)(dang)創(chuang)新(xin)(xin)(xin)(xin)有為(wei)(wei)精神(shen),強化(hua)從嚴(yan)從實管(guan)理(li)(li)中(zhong)央(yang)企業(ye)(ye)領(ling)導人員的(de)(de)(de)《規(gui)(gui)定(ding)》,對于加強黨對中(zhong)央(yang)企業(ye)(ye)的(de)(de)(de)全面領(ling)導,完善適應(ying)中(zhong)國(guo)(guo)特色現代國(guo)(guo)有企業(ye)(ye)制度要(yao)求(qiu)和(he)市(shi)場競爭需(xu)要(yao)的(de)(de)(de)選(xuan)人用人機制,提高(gao)中(zhong)央(yang)企業(ye)(ye)領(ling)導人員管(guan)理(li)(li)工作質(zhi)量(liang),造(zao)就(jiu)“對黨忠誠、勇于創(chuang)新(xin)(xin)(xin)(xin)、治企有方、興企有為(wei)(wei)、清正廉潔”的(de)(de)(de)高(gao)素(su)質(zhi)中(zhong)央(yang)企業(ye)(ye)領(ling)導人員隊伍,進(jin)一步激勵中(zhong)央(yang)企業(ye)(ye)領(ling)導人員新(xin)(xin)(xin)(xin)時(shi)(shi)代新(xin)(xin)(xin)(xin)擔(dan)當(dang)(dang)新(xin)(xin)(xin)(xin)作為(wei)(wei),把中(zhong)央(yang)企業(ye)(ye)建設成為(wei)(wei)黨和(he)人民可(ke)信(xin)賴、可(ke)依靠的(de)(de)(de)“大國(guo)(guo)重器(qi)”,具(ju)有十分重要(yao)的(de)(de)(de)意義。
《規定(ding)(ding)(ding)(ding)》科(ke)學(xue)體(ti)現(xian)了(le)中央企(qi)(qi)業(ye)領(ling)導(dao)人(ren)員(yuan)管(guan)理(li)(li)(li)必須堅持黨(dang)(dang)(dang)(dang)管(guan)干部(bu)原(yuan)則。國(guo)有(you)企(qi)(qi)業(ye)是全(quan)面建設(she)小(xiao)康社會的(de)重(zhong)(zhong)要(yao)(yao)力量,是中國(guo)特(te)(te)色(se)社會主義(yi)的(de)重(zhong)(zhong)要(yao)(yao)支柱,是我(wo)們黨(dang)(dang)(dang)(dang)執政(zheng)(zheng)的(de)重(zhong)(zhong)要(yao)(yao)基礎(chu);中央企(qi)(qi)業(ye)領(ling)導(dao)人(ren)員(yuan)群(qun)體(ti)是黨(dang)(dang)(dang)(dang)在經濟領(ling)域的(de)執政(zheng)(zheng)骨(gu)干隊伍,治國(guo)理(li)(li)(li)政(zheng)(zheng)復合型人(ren)才的(de)重(zhong)(zhong)要(yao)(yao)來源。堅持黨(dang)(dang)(dang)(dang)管(guan)干部(bu)原(yuan)則,是黨(dang)(dang)(dang)(dang)對國(guo)有(you)企(qi)(qi)業(ye)全(quan)面領(ling)導(dao)的(de)重(zhong)(zhong)要(yao)(yao)體(ti)現(xian),是夯實中國(guo)特(te)(te)色(se)社會主義(yi)重(zhong)(zhong)要(yao)(yao)物質基礎(chu)和(he)政(zheng)(zheng)治基礎(chu)的(de)根(gen)本保(bao)證。《規定(ding)(ding)(ding)(ding)》的(de)諸多(duo)環(huan)(huan)節科(ke)學(xue)體(ti)現(xian)了(le)黨(dang)(dang)(dang)(dang)管(guan)干部(bu)原(yuan)則。比如(ru),在選(xuan)拔任用(yong)(yong)(yong)工(gong)作(zuo)(zuo)中,從(cong)提出工(gong)作(zuo)(zuo)方(fang)(fang)案到確(que)定(ding)(ding)(ding)(ding)考察對象,從(cong)嚴格考察到集體(ti)討論決(jue)定(ding)(ding)(ding)(ding)等(deng)(deng)各(ge)個環(huan)(huan)節,強調(diao)都要(yao)(yao)發揮黨(dang)(dang)(dang)(dang)組(zu)(zu)織的(de)領(ling)導(dao)和(he)把關作(zuo)(zuo)用(yong)(yong)(yong)。再(zai)如(ru),在董事會選(xuan)聘經理(li)(li)(li)層成員(yuan)試點工(gong)作(zuo)(zuo)中,強調(diao)上(shang)級黨(dang)(dang)(dang)(dang)組(zu)(zu)織要(yao)(yao)在確(que)定(ding)(ding)(ding)(ding)標準(zhun)、規范程序(xu)、參與考察、推薦人(ren)選(xuan)等(deng)(deng)方(fang)(fang)面發揮作(zuo)(zuo)用(yong)(yong)(yong)等(deng)(deng)等(deng)(deng)。
《規(gui)(gui)定》著重(zhong)強(qiang)調了在中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)領(ling)(ling)(ling)導(dao)人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)管理(li)中(zhong)(zhong)的(de)市(shi)場(chang)規(gui)(gui)律(lv)作(zuo)(zuo)用(yong)。《規(gui)(gui)定》強(qiang)調,對(dui)中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)領(ling)(ling)(ling)導(dao)人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)的(de)管理(li),必須準確把握(wo)市(shi)場(chang)規(gui)(gui)律(lv),注(zhu)重(zhong)發(fa)揮市(shi)場(chang)機制作(zuo)(zuo)用(yong)。一是豐富和完善市(shi)場(chang)化(hua)(hua)(hua)選人(ren)(ren)方式(shi)(shi),明(ming)(ming)確將公開(kai)遴選作(zuo)(zuo)為(wei)選拔任(ren)用(yong)中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)領(ling)(ling)(ling)導(dao)人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)方式(shi)(shi)之一,明(ming)(ming)確對(dui)經(jing)理(li)層(ceng)成員(yuan)(yuan)(yuan)(yuan)的(de)選拔任(ren)用(yong)可以采取(qu)競聘(pin)(pin)(pin)上崗、公開(kai)招聘(pin)(pin)(pin)和委托推(tui)薦(jian)等(deng)方式(shi)(shi),進(jin)(jin)一步擴大(da)選人(ren)(ren)用(yong)人(ren)(ren)視野。二是明(ming)(ming)確提出(chu)(chu)對(dui)中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)領(ling)(ling)(ling)導(dao)人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)實(shi)行任(ren)期(qi)制(聘(pin)(pin)(pin)期(qi)制),對(dui)經(jing)理(li)層(ceng)成員(yuan)(yuan)(yuan)(yuan)可以實(shi)行聘(pin)(pin)(pin)任(ren)制,推(tui)進(jin)(jin)契(qi)約(yue)化(hua)(hua)(hua)管理(li)。三(san)是強(qiang)化(hua)(hua)(hua)中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)領(ling)(ling)(ling)導(dao)人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)經(jing)營(ying)業(ye)(ye)(ye)績考核,注(zhu)重(zhong)區別企(qi)(qi)業(ye)(ye)(ye)功(gong)能(neng)定位,注(zhu)重(zhong)行業(ye)(ye)(ye)對(dui)標,注(zhu)重(zhong)中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)領(ling)(ling)(ling)導(dao)班子成員(yuan)(yuan)(yuan)(yuan)全覆蓋(gai)。四是強(qiang)化(hua)(hua)(hua)市(shi)場(chang)化(hua)(hua)(hua)退出(chu)(chu),包括(kuo)對(dui)不適宜擔任(ren)現職的(de)中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)領(ling)(ling)(ling)導(dao)人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)進(jin)(jin)行組織調整,以及因企(qi)(qi)業(ye)(ye)(ye)發(fa)展戰略調整、產業(ye)(ye)(ye)轉型、兼并重(zhong)組等(deng)需(xu)要(yao)對(dui)中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)領(ling)(ling)(ling)導(dao)人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)進(jin)(jin)行調整等(deng),形成優(you)勝劣汰、優(you)進(jin)(jin)絀(chu)退的(de)機制。五是提出(chu)(chu)合理(li)增加經(jing)理(li)層(ceng)中(zhong)(zhong)市(shi)場(chang)化(hua)(hua)(hua)選聘(pin)(pin)(pin)職業(ye)(ye)(ye)經(jing)理(li)人(ren)(ren)比(bi)例,穩妥推(tui)進(jin)(jin)職業(ye)(ye)(ye)經(jing)理(li)人(ren)(ren)制度(du)建設,有序推(tui)進(jin)(jin)董事會(hui)選聘(pin)(pin)(pin)經(jing)理(li)層(ceng)成員(yuan)(yuan)(yuan)(yuan)試點工(gong)作(zuo)(zuo)。
《規定》更(geng)加(jia)明確了對(dui)(dui)中(zhong)(zhong)央(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)領(ling)(ling)導(dao)人(ren)(ren)員(yuan)(yuan)的(de)高標(biao)準嚴(yan)要(yao)求。一是在(zai)選(xuan)拔任用(yong)的(de)基本(ben)條件中(zhong)(zhong)逐一細化(hua)“對(dui)(dui)黨(dang)忠(zhong)(zhong)誠、勇于創(chuang)新(xin)、治企(qi)(qi)(qi)(qi)(qi)有方、興企(qi)(qi)(qi)(qi)(qi)有為(wei)、清正(zheng)廉(lian)潔(jie)”要(yao)求,強(qiang)調中(zhong)(zhong)央(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)領(ling)(ling)導(dao)人(ren)(ren)員(yuan)(yuan)必(bi)須(xu)旗(qi)幟鮮明講政治,牢固樹立“四個意識”,堅(jian)(jian)決維(wei)(wei)護習近平(ping)總書記的(de)核(he)(he)心地位(wei),堅(jian)(jian)決維(wei)(wei)護黨(dang)中(zhong)(zhong)央(yang)權(quan)威和(he)(he)(he)集(ji)中(zhong)(zhong)統一領(ling)(ling)導(dao),堅(jian)(jian)決執行(xing)黨(dang)和(he)(he)(he)國(guo)家的(de)方針政策;必(bi)須(xu)具有強(qiang)烈(lie)的(de)創(chuang)新(xin)意識和(he)(he)(he)創(chuang)新(xin)自信,敢闖敢試、敢為(wei)人(ren)(ren)先;必(bi)須(xu)具有較強(qiang)的(de)治企(qi)(qi)(qi)(qi)(qi)能(neng)(neng)力,善(shan)于把握市場(chang)經濟規律和(he)(he)(he)企(qi)(qi)(qi)(qi)(qi)業(ye)發展規律,懂經營、會(hui)管理、善(shan)決策;必(bi)須(xu)具有正(zheng)確的(de)業(ye)績(ji)觀,勇擔當(dang),善(shan)作為(wei),工(gong)作業(ye)績(ji)突(tu)出;必(bi)須(xu)具有良好的(de)職業(ye)操守和(he)(he)(he)個人(ren)(ren)品(pin)行(xing),嚴(yan)守底線(xian),廉(lian)潔(jie)從業(ye)。二是強(qiang)調加(jia)強(qiang)對(dui)(dui)中(zhong)(zhong)央(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)領(ling)(ling)導(dao)人(ren)(ren)員(yuan)(yuan)綜(zong)合考(kao)核(he)(he)評價、經營業(ye)績(ji)考(kao)核(he)(he)、黨(dang)建工(gong)作責(ze)任制落實情況考(kao)核(he)(he),強(qiang)化(hua)抓改革、強(qiang)黨(dang)建、促發展導(dao)向,引(yin)導(dao)中(zhong)(zhong)央(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)領(ling)(ling)導(dao)人(ren)(ren)員(yuan)(yuan)做(zuo)到忠(zhong)(zhong)誠干凈擔當(dang)。三是強(qiang)調以強(qiang)化(hua)忠(zhong)(zhong)誠意識、拓(tuo)展國(guo)際視(shi)野、提(ti)高戰略(lve)思(si)維(wei)(wei)、增強(qiang)創(chuang)新(xin)精(jing)神、提(ti)升(sheng)治企(qi)(qi)(qi)(qi)(qi)能(neng)(neng)力、鍛造優秀品(pin)行(xing)為(wei)重點,加(jia)強(qiang)對(dui)(dui)中(zhong)(zhong)央(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)領(ling)(ling)導(dao)人(ren)(ren)員(yuan)(yuan)的(de)教育培(pei)訓(xun)和(he)(he)(he)實踐鍛煉。
《規(gui)(gui)(gui)定(ding)》突(tu)出了(le)對中(zhong)央企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)人(ren)(ren)員(yuan)的(de)擔(dan)(dan)(dan)當(dang)有為(wei)(wei)要求(qiu)和(he)正(zheng)向激(ji)(ji)(ji)勵。中(zhong)央企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)正(zheng)處(chu)(chu)在(zai)(zai)高質量(liang)發(fa)展(zhan)的(de)攻關期,急需(xu)充分(fen)調動中(zhong)央企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)人(ren)(ren)員(yuan)干(gan)(gan)事創(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)的(de)積極性、主(zhu)動性、創(chuang)(chuang)造性。對此,《規(gui)(gui)(gui)定(ding)》堅持從實(shi)際出發(fa),明確(que)(que)了(le)一些(xie)具體要求(qiu)。一是(shi)發(fa)揮(hui)正(zheng)確(que)(que)用人(ren)(ren)導(dao)向的(de)激(ji)(ji)(ji)勵作(zuo)用。《規(gui)(gui)(gui)定(ding)》提(ti)出,對敢于(yu)負(fu)責、勇于(yu)擔(dan)(dan)(dan)當(dang)、善(shan)于(yu)作(zuo)為(wei)(wei)、業(ye)(ye)(ye)(ye)(ye)(ye)(ye)績突(tu)出的(de)中(zhong)央企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)人(ren)(ren)員(yuan),應當(dang)及(ji)時提(ti)拔重用,激(ji)(ji)(ji)勵中(zhong)央企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)人(ren)(ren)員(yuan)講(jiang)擔(dan)(dan)(dan)當(dang)、重擔(dan)(dan)(dan)當(dang)。二是(shi)建(jian)立容錯(cuo)糾錯(cuo)機制。《規(gui)(gui)(gui)定(ding)》從目的(de)正(zheng)當(dang)、禁(jin)止(zhi)排(pai)除、程序(xu)合規(gui)(gui)(gui)、行為(wei)(wei)合法、結果(guo)合理等五個維度明確(que)(que)可(ke)以(yi)容錯(cuo)的(de)基(ji)本條件,引導(dao)中(zhong)央企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)人(ren)(ren)員(yuan)爭(zheng)當(dang)改革的(de)促進派、實(shi)干(gan)(gan)家,專(zhuan)心致(zhi)志為(wei)(wei)黨和(he)人(ren)(ren)民(min)干(gan)(gan)事創(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)、建(jian)功立業(ye)(ye)(ye)(ye)(ye)(ye)(ye)。三是(shi)完善(shan)薪酬分(fen)配和(he)激(ji)(ji)(ji)勵機制。《規(gui)(gui)(gui)定(ding)》提(ti)出堅持物質激(ji)(ji)(ji)勵與精神激(ji)(ji)(ji)勵相結合、短期激(ji)(ji)(ji)勵與任期激(ji)(ji)(ji)勵相結合,激(ji)(ji)(ji)發(fa)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)人(ren)(ren)員(yuan)創(chuang)(chuang)新活(huo)力和(he)創(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)動力。四是(shi)加大表(biao)彰宣傳力度。《規(gui)(gui)(gui)定(ding)》提(ti)出,對在(zai)(zai)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)改革發(fa)展(zhan)、黨的(de)建(jian)設中(zhong)作(zuo)出突(tu)出貢獻,以(yi)及(ji)在(zai)(zai)完成重大專(zhuan)項和(he)重大改革任務、處(chu)(chu)置(zhi)突(tu)發(fa)事件等工作(zuo)中(zhong)表(biao)現(xian)突(tu)出的(de)中(zhong)央企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)人(ren)(ren)員(yuan),及(ji)時予以(yi)表(biao)彰。
《規(gui)定》切(qie)實加強(qiang)了(le)(le)(le)對中(zhong)(zhong)(zhong)央企(qi)業領導(dao)人(ren)員(yuan)的從嚴(yan)管(guan)(guan)理(li)(li)。堅持問題導(dao)向,針(zhen)對一(yi)(yi)(yi)段時(shi)間以(yi)(yi)來中(zhong)(zhong)(zhong)央企(qi)業領導(dao)人(ren)員(yuan)管(guan)(guan)理(li)(li)上(shang)(shang)存在的寬松軟(ruan)問題,《規(gui)定》提(ti)出(chu)了(le)(le)(le)黨(dang)(dang)要(yao)管(guan)(guan)黨(dang)(dang)、全(quan)(quan)面從嚴(yan)治(zhi)(zhi)黨(dang)(dang)的一(yi)(yi)(yi)系(xi)(xi)列措施。一(yi)(yi)(yi)是提(ti)出(chu)完善中(zhong)(zhong)(zhong)央企(qi)業領導(dao)人(ren)員(yuan)管(guan)(guan)理(li)(li)監(jian)督(du)體(ti)系(xi)(xi),進(jin)一(yi)(yi)(yi)步明確了(le)(le)(le)各(ge)管(guan)(guan)理(li)(li)監(jian)督(du)主(zhu)體(ti)的基本要(yao)求(qiu),有利于(yu)優化監(jian)督(du)資源、增(zeng)強(qiang)監(jian)督(du)合力(li)、提(ti)高監(jian)督(du)效(xiao)能。二是強(qiang)調上(shang)(shang)級黨(dang)(dang)組織(zhi)(zhi)及其組織(zhi)(zhi)部門、紀(ji)檢監(jian)察(cha)機關要(yao)全(quan)(quan)方位、多(duo)角度(du)、近(jin)距離了(le)(le)(le)解識別中(zhong)(zhong)(zhong)央企(qi)業領導(dao)人(ren)員(yuan),加強(qiang)日常管(guan)(guan)理(li)(li)監(jian)督(du),把管(guan)(guan)思(si)想、管(guan)(guan)工作、管(guan)(guan)作風、管(guan)(guan)紀(ji)律統一(yi)(yi)(yi)起來,做到真管(guan)(guan)真嚴(yan)、敢(gan)管(guan)(guan)敢(gan)嚴(yan)、長管(guan)(guan)長嚴(yan)。三是提(ti)出(chu)中(zhong)(zhong)(zhong)央企(qi)業黨(dang)(dang)委(wei)(黨(dang)(dang)組)應當以(yi)(yi)黨(dang)(dang)章為根本遵循,加強(qiang)和規(gui)范黨(dang)(dang)內(nei)政(zheng)(zheng)治(zhi)(zhi)生活(huo),增(zeng)強(qiang)黨(dang)(dang)內(nei)政(zheng)(zheng)治(zhi)(zhi)生活(huo)的政(zheng)(zheng)治(zhi)(zhi)性(xing)(xing)、時(shi)代(dai)性(xing)(xing)、原則(ze)性(xing)(xing)、戰(zhan)斗性(xing)(xing),營造風清氣正的良好政(zheng)(zheng)治(zhi)(zhi)生態。四(si)是對中(zhong)(zhong)(zhong)央企(qi)業“三重一(yi)(yi)(yi)大”事項集體(ti)決(jue)策和中(zhong)(zhong)(zhong)央企(qi)業領導(dao)人(ren)員(yuan)兼職(zhi)、出(chu)國管(guan)(guan)理(li)(li)、配偶(ou)子女經商辦企(qi)業等,都作出(chu)了(le)(le)(le)明確規(gui)定。
