【特別策劃——國有經濟半年報(地方案例②)】以改革創新的辦法 保持國有企業平穩健康發展

今年以來,江蘇省國(guo)資(zi)系統(tong)堅持(chi)以習近平新時代(dai)中國(guo)特色社會主(zhu)義思想為指導,堅決貫徹黨中央、國(guo)務(wu)(wu)院決策部署,認真落實郝鵬(peng)書記在年初地(di)方(fang)國(guo)資(zi)委負責(ze)人會議(yi)和2月(yue)(yue)5日(ri)、4月(yue)(yue)24日(ri)視頻會等會議(yi)上(shang)的講(jiang)話精神,咬(yao)定全(quan)年目(mu)標不(bu)放松,迎(ying)難而上(shang),主(zhu)動作為,做好(hao)“六穩”工作、落實“六保”任務(wu)(wu),奮力奪取疫(yi)情(qing)防控和改革發展(zhan)“雙勝利(li)”,全(quan)省國(guo)有企業(ye)主(zhu)要(yao)經營指標持(chi)續改善,發展(zhan)勢頭持(chi)續向好(hao)。1-6月(yue)(yue),省市國(guo)資(zi)委監管(guan)企業(ye)實現營業(ye)收入4312.73億元,同比增長0.6%;實現利(li)潤460.39億元,同比下降12.9%。

一(yi)、以改(gai)革(ge)促發展(zhan),創新經營(ying)(ying)(ying)方式(shi)(shi),拓(tuo)展(zhan)市(shi)場(chang)(chang)(chang)增(zeng)(zeng)(zeng)量。一(yi)是(shi)(shi)著力(li)(li)深化(hua)國(guo)資(zi)國(guo)企(qi)(qi)(qi)改(gai)革(ge)。依(yi)靠改(gai)革(ge)應對變局,對沖(chong)疫情帶來的(de)沖(chong)擊和(he)影(ying)響。啟動(dong)(dong)(dong)編(bian)制全(quan)省(sheng)國(guo)有資(zi)本(ben)布局和(he)結構戰略(lve)(lve)性調(diao)整“十四(si)五”規劃,推(tui)動(dong)(dong)(dong)省(sheng)屬(shu)(shu)(shu)企(qi)(qi)(qi)業(ye)(ye)(ye)全(quan)力(li)(li)打好(hao)(hao)創建(jian)(jian)(jian)一(yi)流企(qi)(qi)(qi)業(ye)(ye)(ye)三年行(xing)動(dong)(dong)(dong)計(ji)劃收(shou)(shou)官戰。持(chi)續推(tui)進(jin)戰略(lve)(lve)性重(zhong)組(zu),整合組(zu)建(jian)(jian)(jian)省(sheng)環(huan)保集團,今(jin)年5月(yue)掛牌運營(ying)(ying)(ying)。初步遴選9戶省(sheng)市(shi)國(guo)有企(qi)(qi)(qi)業(ye)(ye)(ye)納入全(quan)省(sheng)第二(er)批混改(gai)試點。持(chi)續推(tui)進(jin)經理層成(cheng)員任期制與契約化(hua)管理。省(sheng)屬(shu)(shu)(shu)商(shang)(shang)業(ye)(ye)(ye)一(yi)類二(er)級(ji)企(qi)(qi)(qi)業(ye)(ye)(ye)70戶于(yu)2019年先(xian)行(xing)啟動(dong)(dong)(dong),今(jin)年又選擇89戶企(qi)(qi)(qi)業(ye)(ye)(ye)繼續實施,在(zai)(zai)省(sheng)屬(shu)(shu)(shu)企(qi)(qi)(qi)業(ye)(ye)(ye)建(jian)(jian)(jian)立(li)董事會的(de)商(shang)(shang)業(ye)(ye)(ye)一(yi)類二(er)級(ji)企(qi)(qi)(qi)業(ye)(ye)(ye)中(zhong)占比(bi)(bi)達77.5%。深入推(tui)進(jin)改(gai)革(ge)專項工(gong)(gong)(gong)程,加(jia)快4戶市(shi)屬(shu)(shu)(shu)國(guo)有資(zi)本(ben)投(tou)(tou)資(zi)運營(ying)(ying)(ying)公司(si)試點,指導6戶“雙(shuang)百企(qi)(qi)(qi)業(ye)(ye)(ye)”、2戶“科改(gai)示(shi)范企(qi)(qi)(qi)業(ye)(ye)(ye)”、8戶參照“雙(shuang)百行(xing)動(dong)(dong)(dong)”企(qi)(qi)(qi)業(ye)(ye)(ye)實施綜合改(gai)革(ge),打通(tong)政策落(luo)地(di)“最后(hou)一(yi)公里”。二(er)是(shi)(shi)著力(li)(li)拓(tuo)展(zhan)外(wai)貿業(ye)(ye)(ye)務(wu)新模式(shi)(shi)。加(jia)快國(guo)際營(ying)(ying)(ying)銷(xiao)網絡(luo)建(jian)(jian)(jian)設(she),布局海(hai)(hai)外(wai)生產基(ji)地(di)和(he)“海(hai)(hai)外(wai)倉”,增(zeng)(zeng)(zeng)強承接國(guo)內外(wai)訂單(dan)和(he)提供(gong)優質服(fu)務(wu)能(neng)(neng)力(li)(li),推(tui)動(dong)(dong)(dong)跨(kua)境電商(shang)(shang)出口(kou)業(ye)(ye)(ye)務(wu)發展(zhan),積極參加(jia)首屆線上(shang)(shang)廣交(jiao)會,增(zeng)(zeng)(zeng)設(she)展(zhan)區(qu),通(tong)過三維展(zhan)示(shi)、直播等(deng)多(duo)種網絡(luo)宣傳形式(shi)(shi)擴(kuo)大貿易(yi)量。6月(yue)份,省(sheng)屬(shu)(shu)(shu)外(wai)貿企(qi)(qi)(qi)業(ye)(ye)(ye)進(jin)出口(kou)總額(e)8.92億(yi)美(mei)元(yuan),同(tong)比(bi)(bi)增(zeng)(zeng)(zeng)長5.72%。三是(shi)(shi)著力(li)(li)鞏固(gu)和(he)開拓(tuo)市(shi)場(chang)(chang)(chang)。交(jiao)通(tong)運輸類企(qi)(qi)(qi)業(ye)(ye)(ye)通(tong)過“客改(gai)貨”等(deng)方式(shi)(shi),積極開辟航空貨運市(shi)場(chang)(chang)(chang),上(shang)(shang)線港口(kou)物流電商(shang)(shang)平臺,營(ying)(ying)(ying)收(shou)(shou)實現正(zheng)增(zeng)(zeng)(zeng)長。旅游(you)類企(qi)(qi)(qi)業(ye)(ye)(ye)提供(gong)“云(yun)游(you)”產品、舉辦超級(ji)品牌周線上(shang)(shang)營(ying)(ying)(ying)銷(xiao)活動(dong)(dong)(dong),擴(kuo)大品牌影(ying)響力(li)(li),保持(chi)游(you)客黏性。醫藥板塊企(qi)(qi)(qi)業(ye)(ye)(ye)充(chong)分釋放產能(neng)(neng),全(quan)力(li)(li)做好(hao)(hao)抗疫物資(zi)生產調(diao)度和(he)國(guo)內外(wai)市(shi)場(chang)(chang)(chang)投(tou)(tou)放,營(ying)(ying)(ying)收(shou)(shou)和(he)利潤實現大幅增(zeng)(zeng)(zeng)長。四(si)是(shi)(shi)著力(li)(li)擴(kuo)大有效投(tou)(tou)資(zi),抓(zhua)好(hao)(hao)重(zhong)大項目建(jian)(jian)(jian)設(she)。上(shang)(shang)半年省(sheng)屬(shu)(shu)(shu)企(qi)(qi)(qi)業(ye)(ye)(ye)實現投(tou)(tou)資(zi)總額(e)達577.3億(yi)元(yuan),同(tong)比(bi)(bi)增(zeng)(zeng)(zeng)長53.9%。省(sheng)屬(shu)(shu)(shu)企(qi)(qi)(qi)業(ye)(ye)(ye)承擔的(de)重(zhong)點工(gong)(gong)(gong)程項目建(jian)(jian)(jian)設(she)已全(quan)部復工(gong)(gong)(gong)并加(jia)快推(tui)進(jin)。其中(zhong),在(zai)(zai)建(jian)(jian)(jian)6條高鐵線路于(yu)2月(yue)底全(quan)面復工(gong)(gong)(gong),滬蘇(su)通(tong)長江公鐵大橋如期通(tong)車。南京(jing)祿口(kou)國(guo)際機場(chang)(chang)(chang)T1航站樓改(gai)擴(kuo)建(jian)(jian)(jian)工(gong)(gong)(gong)程已通(tong)過行(xing)業(ye)(ye)(ye)驗收(shou)(shou),即將投(tou)(tou)運。江蘇(su)高投(tou)(tou)集團逆勢發力(li)(li),上(shang)(shang)半年新募基(ji)金5支,投(tou)(tou)資(zi)項目達44個,同(tong)比(bi)(bi)增(zeng)(zeng)(zeng)長22.2%,有力(li)(li)推(tui)動(dong)(dong)(dong)創新型(xing)中(zhong)小型(xing)企(qi)(qi)(qi)業(ye)(ye)(ye)成(cheng)長壯大。

二(er)(er)、大(da)力提質(zhi)增(zeng)效(xiao),優(you)(you)化(hua)負(fu)(fu)債(zhai)結構,降(jiang)低(di)(di)資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)成本(ben)。一是(shi)(shi)持(chi)(chi)續瘦身健體。聚焦(jiao)主業(ye)(ye)(ye)(ye)(ye)(ye)發(fa)展,省(sheng)屬(shu)(shu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)主業(ye)(ye)(ye)(ye)(ye)(ye)全(quan)部(bu)(bu)控(kong)制(zhi)(zhi)在3個以內(nei)(nei),96%的增(zeng)量(liang)投資(zi)(zi)(zi)(zi)(zi)聚焦(jiao)主業(ye)(ye)(ye)(ye)(ye)(ye)。加(jia)快處僵退劣,已全(quan)部(bu)(bu)出清(qing)118戶(hu)“僵尸企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)”,還清(qing)理(li)(li)(li)退出劣勢企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)和低(di)(di)效(xiao)無(wu)效(xiao)投資(zi)(zi)(zi)(zi)(zi)累計(ji)443戶(hu)(項),止住了(le)“出血點(dian)”。壓(ya)縮管(guan)理(li)(li)(li)層級(ji),除國有(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)投資(zi)(zi)(zi)(zi)(zi)運營(ying)公司(si)及二(er)(er)三(san)(san)級(ji)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)有(you)(you)上市公司(si)外(wai)(wai),省(sheng)屬(shu)(shu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)管(guan)理(li)(li)(li)層級(ji)基本(ben)壓(ya)縮至3級(ji)以內(nei)(nei),實(shi)現(xian)了(le)“扁平(ping)(ping)化(hua)”高(gao)效(xiao)管(guan)理(li)(li)(li)。二(er)(er)是(shi)(shi)搶抓機遇(yu)降(jiang)低(di)(di)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)融資(zi)(zi)(zi)(zi)(zi)成本(ben)。鼓勵(li)支(zhi)持(chi)(chi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)充分(fen)(fen)利用(yong)國家貨幣政(zheng)策窗口期,通(tong)過(guo)提升信(xin)用(yong)等(deng)級(ji)、擴大(da)直接融資(zi)(zi)(zi)(zi)(zi)、置換高(gao)利率(lv)債(zhai)務等(deng)方式,優(you)(you)化(hua)債(zhai)務結構。上半年(nian),省(sheng)屬(shu)(shu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)帶息負(fu)(fu)債(zhai)規(gui)模增(zeng)長(chang)12.5%,利息支(zhi)出僅增(zeng)長(chang)3.4%。積極爭取疫(yi)情(qing)期間優(you)(you)惠政(zheng)策流動資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)貸款(kuan),推進(jin)集(ji)團(tuan)公司(si)存量(liang)貸款(kuan)定(ding)價基準(zhun)向LPR轉化(hua),貸款(kuan)利率(lv)水平(ping)(ping)明顯下(xia)調(diao)。支(zhi)持(chi)(chi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)發(fa)行(xing)綠色中(zhong)(zhong)票,降(jiang)低(di)(di)同類債(zhai)券利率(lv)。舉辦國有(you)(you)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)與銀行(xing)機構融資(zi)(zi)(zi)(zi)(zi)洽談會,支(zhi)持(chi)(chi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)置換高(gao)息貸款(kuan)。三(san)(san)是(shi)(shi)加(jia)強(qiang)資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)管(guan)控(kong)、提高(gao)資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)使用(yong)效(xiao)率(lv)。推動企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)深化(hua)內(nei)(nei)部(bu)(bu)挖(wa)潛,選擇適合本(ben)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)特(te)點(dian)的資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)集(ji)中(zhong)(zhong)管(guan)理(li)(li)(li)模式,強(qiang)化(hua)集(ji)團(tuan)內(nei)(nei)部(bu)(bu)資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)調(diao)配,控(kong)制(zhi)(zhi)債(zhai)務規(gui)模,降(jiang)低(di)(di)對外(wai)(wai)部(bu)(bu)融資(zi)(zi)(zi)(zi)(zi)的依賴(lai)。充分(fen)(fen)發(fa)揮集(ji)團(tuan)財務公司(si)內(nei)(nei)部(bu)(bu)資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)管(guan)理(li)(li)(li)平(ping)(ping)臺(tai)作(zuo)用(yong),通(tong)過(guo)對歸(gui)集(ji)資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)管(guan)理(li)(li)(li)、發(fa)放(fang)優(you)(you)惠貸款(kuan)、提供(gong)優(you)(you)惠存款(kuan)利率(lv)、提供(gong)供(gong)應鏈金(jin)(jin)融等(deng)創新產(chan)品方式,節約大(da)量(liang)財務費用(yong)。制(zhi)(zhi)定(ding)《2020年(nian)度(du)省(sheng)屬(shu)(shu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)負(fu)(fu)責(ze)人經(jing)營(ying)業(ye)(ye)(ye)(ye)(ye)(ye)績(ji)考核(he)約束(shu)性指標計(ji)分(fen)(fen)辦法》,將資(zi)(zi)(zi)(zi)(zi)產(chan)負(fu)(fu)債(zhai)約束(shu)等(deng)重點(dian)工(gong)作(zuo)納入企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)負(fu)(fu)責(ze)人經(jing)營(ying)業(ye)(ye)(ye)(ye)(ye)(ye)績(ji)考核(he)。樹(shu)立(li)過(guo)緊日子(zi)思想,全(quan)面壓(ya)縮非生產(chan)性開支(zhi)。

三(san)、嚴(yan)格制(zhi)(zhi)度(du)執行(xing),強化問(wen)(wen)(wen)題(ti)(ti)整(zheng)改(gai),構建國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)大(da)格局。一是組(zu)織(zhi)開展國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)制(zhi)(zhi)度(du)執行(xing)情況排查(cha)。組(zu)成(cheng)8個督查(cha)組(zu),采取企(qi)業(ye)(ye)自查(cha)、現(xian)場核(he)查(cha)、跟蹤督辦等方式,深(shen)(shen)入(ru)(ru)查(cha)找糾治省屬(shu)(shu)企(qi)業(ye)(ye)有(you)章不(bu)循、有(you)規(gui)不(bu)依問(wen)(wen)(wen)題(ti)(ti),“一企(qi)一單(dan)(dan)”下發問(wen)(wen)(wen)題(ti)(ti)整(zheng)改(gai)提(ti)醒函(han),督促落(luo)實,嚴(yan)肅制(zhi)(zhi)度(du)執行(xing),阻斷違規(gui)決策的風險(xian)源頭。二(er)是完(wan)善(shan)落(luo)實國(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)督閉(bi)環機制(zhi)(zhi)。重新修(xiu)訂《省屬(shu)(shu)企(qi)業(ye)(ye)問(wen)(wen)(wen)題(ti)(ti)整(zheng)改(gai)監(jian)(jian)(jian)督閉(bi)環管(guan)(guan)理(li)(li)實施辦法(fa)》,提(ti)高“發現(xian)問(wen)(wen)(wen)題(ti)(ti)、整(zheng)改(gai)落(luo)實、檢查(cha)驗收(shou)(shou)、追(zhui)責問(wen)(wen)(wen)責”閉(bi)環機制(zhi)(zhi)效(xiao)能。現(xian)已推(tui)動(dong)省屬(shu)(shu)企(qi)業(ye)(ye)累計修(xiu)訂制(zhi)(zhi)度(du)或業(ye)(ye)務規(gui)程(cheng)512項,清(qing)收(shou)(shou)到賬(zhang)應收(shou)(shou)款(kuan)項7.85億元,并對(dui)7.48億元各類債權(quan)進(jin)(jin)行(xing)資(zi)(zi)(zi)(zi)產(chan)保全,追(zhui)責問(wen)(wen)(wen)責116人。三(san)是鞏固擴大(da)制(zhi)(zhi)度(du)創新成(cheng)果。推(tui)動(dong)企(qi)業(ye)(ye)全面建立重大(da)事項清(qing)單(dan)(dan),明確“哪些事項上(shang)什么會、履行(xing)什么程(cheng)序(xu)”。實施對(dui)非主業(ye)(ye)投(tou)資(zi)(zi)(zi)(zi)項目(mu)(mu)由(you)企(qi)業(ye)(ye)與國(guo)(guo)資(zi)(zi)(zi)(zi)委分別(bie)組(zu)織(zhi)第三(san)方論證的“雙重論證”制(zhi)(zhi)度(du),防(fang)止企(qi)業(ye)(ye)盲目(mu)(mu)投(tou)資(zi)(zi)(zi)(zi)非主業(ye)(ye)高風險(xian)項目(mu)(mu)。近年(nian)來,省屬(shu)(shu)企(qi)業(ye)(ye)沒有(you)發生(sheng)一次較大(da)以上(shang)投(tou)資(zi)(zi)(zi)(zi)損失。推(tui)行(xing)企(qi)業(ye)(ye)重大(da)決策由(you)企(qi)業(ye)(ye)內、外(wai)部法(fa)律(lv)顧問(wen)(wen)(wen)進(jin)(jin)行(xing)“雙重法(fa)律(lv)審核(he)”,有(you)效(xiao)防(fang)止了(le)重大(da)法(fa)律(lv)風險(xian)事件的發生(sheng)。深(shen)(shen)入(ru)(ru)宣貫《省屬(shu)(shu)企(qi)業(ye)(ye)風險(xian)管(guan)(guan)理(li)(li)應用指(zhi)(zhi)引》,出(chu)臺《省屬(shu)(shu)企(qi)業(ye)(ye)合規(gui)管(guan)(guan)理(li)(li)指(zhi)(zhi)引》,完(wan)善(shan)了(le)風險(xian)防(fang)控體系(xi)。四(si)是構建全省國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)大(da)格局。將(jiang)省級層面行(xing)之有(you)效(xiao)的國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)制(zhi)(zhi)度(du)、做法(fa),向市(shi)(shi)縣(xian)國(guo)(guo)資(zi)(zi)(zi)(zi)系(xi)統延伸;制(zhi)(zhi)定指(zhi)(zhi)導市(shi)(shi)縣(xian)國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)年(nian)度(du)工(gong)作要點,深(shen)(shen)入(ru)(ru)市(shi)(shi)縣(xian)調(diao)研指(zhi)(zhi)導;組(zu)織(zhi)省屬(shu)(shu)企(qi)業(ye)(ye)與市(shi)(shi)縣(xian)國(guo)(guo)有(you)企(qi)業(ye)(ye)合資(zi)(zi)(zi)(zi)合作,推(tui)進(jin)(jin)融合發展。

四、全面從(cong)嚴(yan)治(zhi)黨,健全“三(san)(san)項(xiang)機(ji)制”,優化(hua)(hua)發(fa)展(zhan)環(huan)境。堅持全面從(cong)嚴(yan)治(zhi)黨與敞開正(zheng)向激勵(li)大門(men)“雙管齊下”,通過發(fa)揮查辦(ban)案件功能(neng)作用,保持反腐敗高壓(ya)態勢;推行員工(gong)薪(xin)酬市場化(hua)(hua)制度(du),落實(shi)“鼓勵(li)激勵(li)、能(neng)上能(neng)下、容錯糾錯”三(san)(san)項(xiang)機(ji)制,充分調動(dong)廣(guang)大干部職工(gong)干事創(chuang)業積極性。省國資委黨委現已總(zong)結推廣(guang)落實(shi)“三(san)(san)項(xiang)機(ji)制”典型案例46個,進一步營造(zao)了風清氣(qi)正(zheng)的政治(zhi)生態和良好的發(fa)展(zhan)環(huan)境。

下(xia)一(yi)步,我們將按照國(guo)(guo)務院(yuan)國(guo)(guo)資(zi)委的統一(yi)部署和郝(hao)鵬書記的講話(hua)要(yao)求,以(yi)管資(zi)本(ben)為主加強國(guo)(guo)資(zi)監(jian)管,進一(yi)步做(zuo)好(hao)發(fa)展(zhan)(zhan)、改(gai)革、監(jian)管和黨建各項(xiang)工作(zuo),做(zuo)強做(zuo)優(you)做(zuo)大(da)國(guo)(guo)有資(zi)本(ben),努力推(tui)動江蘇國(guo)(guo)有企業高(gao)質量(liang)發(fa)展(zhan)(zhan)走在前列。(江蘇省國(guo)(guo)資(zi)委)
