央企總部“去機關化”取得積極成效 下一階段要加快轉變職能、落實授權放權
——中央企業“總部機關化”問題專項整改工作推進會側記

2019年(nian)12月11日,國(guo)務院國(guo)資委組織召開中央企業(ye)“總部機關化”問題(ti)專(zhuan)項整改工(gong)作推進(jin)會,認真(zhen)總結(jie)(jie)專(zhuan)項整改工(gong)作成果,交(jiao)流好的做法(fa)和(he)經(jing)驗,并結(jie)(jie)合(he)《改革(ge)國(guo)有(you)資本授(shou)權(quan)經(jing)營體制方(fang)案》的貫徹落實(shi),對下一步(bu)工(gong)作進(jin)行安排(pai)部署。

當前,國(guo)有企(qi)(qi)業特別是中央(yang)企(qi)(qi)業的“總(zong)部機關化”問題,一定程度上(shang)制約了新(xin)形(xing)勢下(xia)企(qi)(qi)業的高(gao)質量發展,必須深(shen)化認識并切實加(jia)以解(jie)決(jue)。

對此,國務院國資(zi)委高(gao)度重視。國資(zi)委黨(dang)委書記、主任郝鵬(peng)先(xian)后三(san)次主持召(zhao)開(kai)黨(dang)委會(hui),要(yao)求進一步提高(gao)政治站位,采(cai)取切(qie)實有效(xiao)措(cuo)施,全面開(kai)展“總部機關化”問題專項整(zheng)改工(gong)(gong)作(zuo)。國資(zi)委成立(li)了(le)由國資(zi)委副主任翁杰明(ming)任組(zu)(zu)(zu)長的(de)專項整(zheng)改工(gong)(gong)作(zuo)組(zu)(zu)(zu),統籌推進具體工(gong)(gong)作(zuo)。2019年10月31日,翁杰明(ming)組(zu)(zu)(zu)織召(zhao)開(kai)了(le)第一次工(gong)(gong)作(zuo)啟動(dong)會(hui),對相關工(gong)(gong)作(zuo)進行了(le)全面部署(shu)。

時隔一個多月,國資委再次召(zhao)開的(de)這次工(gong)作推進(jin)(jin)會上,國家(jia)電投(tou)、東方(fang)電氣集團(tuan)、中(zhong)國遠洋海運、國投(tou)、中(zhong)煤集團(tuan)、中(zhong)廣核6家(jia)企(qi)業負(fu)責同志就所在企(qi)業的(de)整(zheng)改工(gong)作,尤(you)其是多年來探索出(chu)來的(de)“去機關化”經驗進(jin)(jin)行了交流(liu)發言。

國(guo)家電投黨組(zu)(zu)副(fu)書記時(shi)家林在(zai)(zai)(zai)發(fa)(fa)言(yan)中(zhong)表(biao)示,在(zai)(zai)(zai)解決“總(zong)部機關化(hua)”這(zhe)個問題上(shang),國(guo)家電投黨組(zu)(zu)思(si)想認識高(gao)度(du)統一(yi),在(zai)(zai)(zai)國(guo)資(zi)(zi)委(wei)領(ling)導下(xia),結(jie)合國(guo)有(you)資(zi)(zi)本(ben)(ben)(ben)投資(zi)(zi)公司(si)(si)改(gai)(gai)革,自(zi)發(fa)(fa)地、主(zhu)動地采取(qu)了(le)(le)一(yi)系列整(zheng)改(gai)(gai)措(cuo)施,取(qu)得了(le)(le)階段性整(zheng)改(gai)(gai)成(cheng)果。一(yi)是(shi)明(ming)(ming)確(que)總(zong)部職(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)(neng)定(ding)位(wei),推進組(zu)(zu)織結(jie)構精(jing)(jing)簡(jian)(jian)優化(hua)。國(guo)家電投將集團(tuan)總(zong)部定(ding)位(wei)為(wei)戰略管(guan)理(li)(li)(li)中(zhong)心和資(zi)(zi)本(ben)(ben)(ben)運作主(zhu)體(ti)(ti),聚(ju)焦黨建統領(ling)、戰略管(guan)控、資(zi)(zi)本(ben)(ben)(ben)運營、資(zi)(zi)源統籌、干部管(guan)理(li)(li)(li)和風險監控六項(xiang)(xiang)職(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)(neng)。總(zong)部不再從(cong)事(shi)(shi)具(ju)體(ti)(ti)生(sheng)產經(jing)(jing)營活動,下(xia)放生(sheng)產運營管(guan)理(li)(li)(li)職(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)(neng),總(zong)部人(ren)員大幅精(jing)(jing)簡(jian)(jian)。11月初總(zong)部機構已經(jing)(jing)全(quan)部調整(zheng)到位(wei),目前已經(jing)(jing)按(an)照新(xin)的(de)職(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)(neng)運轉。二級(ji)單(dan)位(wei)不斷加大專業化(hua)整(zheng)合力度(du)。二是(shi)發(fa)(fa)布權(quan)責清單(dan)C版(ban),大幅度(du)精(jing)(jing)簡(jian)(jian)審(shen)批(pi)事(shi)(shi)項(xiang)(xiang)。與(yu)B版(ban)相比,C版(ban)權(quan)責事(shi)(shi)項(xiang)(xiang)由(you)646項(xiang)(xiang)減少到129項(xiang)(xiang),審(shen)批(pi)事(shi)(shi)項(xiang)(xiang)由(you)197項(xiang)(xiang)減少到40項(xiang)(xiang),精(jing)(jing)簡(jian)(jian)權(quan)責、審(shen)批(pi)事(shi)(shi)項(xiang)(xiang)達80%以上(shang)。三是(shi)以建設(she)國(guo)有(you)資(zi)(zi)本(ben)(ben)(ben)投資(zi)(zi)公司(si)(si)為(wei)方向,推進公司(si)(si)治理(li)(li)(li)體(ti)(ti)系和治理(li)(li)(li)能(neng)(neng)(neng)力現(xian)代化(hua)。為(wei)提高(gao)決策效率,建立董(dong)事(shi)(shi)會(hui)(hui)(hui)執行(xing)委(wei)員會(hui)(hui)(hui),董(dong)事(shi)(shi)會(hui)(hui)(hui)授權(quan)一(yi)般性事(shi)(shi)項(xiang)(xiang)由(you)執委(wei)會(hui)(hui)(hui)決策。梳(shu)理(li)(li)(li)黨組(zu)(zu)、董(dong)事(shi)(shi)會(hui)(hui)(hui)、經(jing)(jing)理(li)(li)(li)層的(de)職(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)(neng)權(quan)限、決策邊界,明(ming)(ming)確(que)了(le)(le)黨組(zu)(zu)、董(dong)事(shi)(shi)會(hui)(hui)(hui)、經(jing)(jing)理(li)(li)(li)層各自(zi)的(de)權(quan)限和程(cheng)序(xu)。對(dui)“三重(zhong)一(yi)大”事(shi)(shi)項(xiang)(xiang)等制(zhi)度(du)全(quan)面(mian)(mian)修(xiu)訂,既體(ti)(ti)現(xian)了(le)(le)國(guo)企堅持黨的(de)領(ling)導這(zhe)一(yi)重(zhong)大政(zheng)治原則,又保證(zheng)了(le)(le)其(qi)他治理(li)(li)(li)主(zhu)體(ti)(ti)依法行(xing)使職(zhi)(zhi)(zhi)(zhi)(zhi)權(quan)。在(zai)(zai)(zai)二級(ji)企業層面(mian)(mian),開展了(le)(le)落(luo)實董(dong)事(shi)(shi)會(hui)(hui)(hui)職(zhi)(zhi)(zhi)(zhi)(zhi)權(quan)試點改(gai)(gai)革,組(zu)(zu)建了(le)(le)一(yi)支20人(ren)的(de)專職(zhi)(zhi)(zhi)(zhi)(zhi)董(dong)監事(shi)(shi)隊伍,實現(xian)二級(ji)單(dan)位(wei)董(dong)事(shi)(shi)會(hui)(hui)(hui)統一(yi)管(guan)理(li)(li)(li)。

東(dong)方電(dian)氣(qi)總(zong)(zong)(zong)(zong)經理(li)、黨組(zu)副書記俞培根(gen)在發言中(zhong)提(ti)到(dao),要堅持(chi)主動改(gai)(gai)革(ge)、積極作為(wei),著力補(bu)齊管理(li)短(duan)板。要堅持(chi)解(jie)放思(si)想、不(bu)破不(bu)立,徹底重(zhong)建(jian)組(zu)織(zhi)(zhi)結(jie)構(gou)。要堅持(chi)下(xia)(xia)細功夫策劃、花大(da)力氣(qi)實(shi)施、以(yi)快節奏推動,確(que)保改(gai)(gai)革(ge)落實(shi)落地。通過整改(gai)(gai),全(quan)(quan)力打造(zao)(zao)“一(yi)個(ge)(ge)體(ti)系、一(yi)個(ge)(ge)總(zong)(zong)(zong)(zong)部(bu)(bu)(bu)、一(yi)支隊伍(wu)”。一(yi)是全(quan)(quan)力打造(zao)(zao)高效(xiao)率(lv)戰(zhan)(zhan)略(lve)(lve)管控(kong)(kong)(kong)體(ti)系。將集(ji)團(tuan)(tuan)管控(kong)(kong)(kong)模式由(you)“戰(zhan)(zhan)略(lve)(lve)運營型”調整為(wei)“戰(zhan)(zhan)略(lve)(lve)管控(kong)(kong)(kong)型”,明確(que)了(le)(le)以(yi)戰(zhan)(zhan)略(lve)(lve)落地為(wei)目(mu)標、以(yi)法(fa)人(ren)治理(li)為(wei)基礎、以(yi)價值創造(zao)(zao)為(wei)重(zhong)點、以(yi)績效(xiao)評(ping)價為(wei)導向、以(yi)改(gai)(gai)革(ge)創新(xin)為(wei)動力、以(yi)預(yu)算管理(li)為(wei)抓手、以(yi)加(jia)(jia)強監管為(wei)保障(zhang)、以(yi)優化服務為(wei)支撐的(de)(de)集(ji)團(tuan)(tuan)管控(kong)(kong)(kong)體(ti)系。二(er)是全(quan)(quan)力打造(zao)(zao)高水平(ping)戰(zhan)(zhan)略(lve)(lve)管控(kong)(kong)(kong)型總(zong)(zong)(zong)(zong)部(bu)(bu)(bu)。將集(ji)團(tuan)(tuan)總(zong)(zong)(zong)(zong)部(bu)(bu)(bu)明確(que)為(wei)全(quan)(quan)集(ji)團(tuan)(tuan)的(de)(de)戰(zhan)(zhan)略(lve)(lve)管控(kong)(kong)(kong)中(zhong)心(xin)、投資決策中(zhong)心(xin)、內(nei)控(kong)(kong)(kong)監督中(zhong)心(xin)、績效(xiao)評(ping)價中(zhong)心(xin)、黨的(de)(de)建(jian)設中(zhong)心(xin)。厘清(qing)了(le)(le)總(zong)(zong)(zong)(zong)部(bu)(bu)(bu)權(quan)責,從(cong)“零”開始(shi)全(quan)(quan)面重(zhong)建(jian)了(le)(le)總(zong)(zong)(zong)(zong)部(bu)(bu)(bu)組(zu)織(zhi)(zhi)結(jie)構(gou)。改(gai)(gai)革(ge)后,東(dong)方電(dian)氣(qi)集(ji)團(tuan)(tuan)總(zong)(zong)(zong)(zong)部(bu)(bu)(bu)部(bu)(bu)(bu)門(men)數量由(you)15個(ge)(ge)減少到(dao)了(le)(le)11個(ge)(ge),其中(zhong)黨的(de)(de)工作機構(gou)以(yi)外的(de)(de)職能部(bu)(bu)(bu)門(men)僅有7個(ge)(ge);總(zong)(zong)(zong)(zong)部(bu)(bu)(bu)部(bu)(bu)(bu)門(men)內(nei)設機構(gou)數量由(you)50個(ge)(ge)減少到(dao)了(le)(le)39個(ge)(ge);集(ji)團(tuan)(tuan)總(zong)(zong)(zong)(zong)部(bu)(bu)(bu)人(ren)員編制由(you)414人(ren)減少到(dao)154人(ren),下(xia)(xia)降幅度(du)達(da)63%。三是全(quan)(quan)力打造(zao)(zao)高素質(zhi)總(zong)(zong)(zong)(zong)部(bu)(bu)(bu)員工隊伍(wu)。集(ji)團(tuan)(tuan)總(zong)(zong)(zong)(zong)部(bu)(bu)(bu)各部(bu)(bu)(bu)門(men)基于職責定位的(de)(de)調整進行了(le)(le)全(quan)(quan)部(bu)(bu)(bu)重(zhong)新(xin)定編,總(zong)(zong)(zong)(zong)部(bu)(bu)(bu)全(quan)(quan)體(ti)員工“原地起立”,按(an)照“擇(ze)優配(pei)置(zhi)(zhi)(zhi)、雙(shuang)向選擇(ze)、公平(ping)競爭”的(de)(de)原則(ze),根(gen)據員工績效(xiao)考核結(jie)果(guo)及個(ge)(ge)人(ren)意愿進行人(ren)崗適配(pei)。通過本次(ci)改(gai)(gai)革(ge),東(dong)方電(dian)氣(qi)集(ji)團(tuan)(tuan)管控(kong)(kong)(kong)模式更加(jia)(jia)明確(que)、總(zong)(zong)(zong)(zong)部(bu)(bu)(bu)定位更加(jia)(jia)清(qing)晰、機構(gou)設置(zhi)(zhi)(zhi)更加(jia)(jia)精干、職能配(pei)置(zhi)(zhi)(zhi)更加(jia)(jia)合理(li),從(cong)組(zu)織(zhi)(zhi)結(jie)構(gou)上避免了(le)(le)“總(zong)(zong)(zong)(zong)部(bu)(bu)(bu)機關化”問題的(de)(de)滋生,為(wei)高質(zhi)量發展奠定了(le)(le)基礎。

記(ji)者(zhe)注意(yi)到,在此次整改過程中,國資(zi)委(wei)也(ye)將把自身(shen)擺進(jin)(jin)去——這兩次工作(zuo)啟動會(hui)和推進(jin)(jin)會(hui)都是通過視頻形式召開的,明顯減輕了(le)央企的負擔(dan)。

翁杰明表示(shi),央企“總部機關化”整改(gai)的(de)各項工作已取得積極成(cheng)效,第一階(jie)段(duan)的(de)目標任(ren)務順利(li)完成(cheng),原因主要(yao)是三個方面:

一是(shi)高度重(zhong)(zhong)視,及時部(bu)(bu)署(shu)推進。各中央企業(ye)黨委(wei)(黨組)將專項整改作(zuo)(zuo)為當前(qian)重(zhong)(zhong)要(yao)的(de)政(zheng)治責任和政(zheng)治任務,切實加強組織(zhi)領(ling)導,主要(yao)負責同志均在第一時間作(zuo)(zuo)出批示(shi)(shi),并(bing)召開黨委(wei)(黨組)會(hui)(hui)議、專題動員部(bu)(bu)署(shu)會(hui)(hui)議,認(ren)真學習傳(chuan)達習近平總書(shu)記(ji)重(zhong)(zhong)要(yao)指示(shi)(shi)批示(shi)(shi)精神,全面部(bu)(bu)署(shu)整改工(gong)作(zuo)(zuo)。

二是(shi)精心組織,研究制定(ding)整(zheng)改(gai)方(fang)案(an)。各企業對“總部(bu)機關化(hua)”問(wen)題深入研究,明確(que)整(zheng)改(gai)措(cuo)施、完成時限和(he)任(ren)務(wu)分工。截(jie)至11月30日(ri),中央企業已(yi)全(quan)部(bu)制定(ding)了(le)專項整(zheng)改(gai)實施方(fang)案(an),并正式(shi)上報(bao)國資委(wei)備案(an)。

三(san)是(shi)突(tu)出(chu)重點,抓緊落實立(li)(li)行(xing)(xing)立(li)(li)改(gai)任(ren)務。按照立(li)(li)行(xing)(xing)立(li)(li)改(gai)清單要求,各(ge)企(qi)業快速行(xing)(xing)動,及時(shi)調(diao)整(zheng)“廳、局”等(deng)機構名稱,以及“局長、巡視員、調(diao)研(yan)員”等(deng)職務稱謂。目前,67家(jia)(jia)設置“辦公(gong)廳”的企(qi)業全(quan)部完成了名稱調(diao)整(zheng),其中,48家(jia)(jia)改(gai)為辦公(gong)室、19家(jia)(jia)改(gai)為綜合(管(guan)理)部。14家(jia)(jia)設置“局”的企(qi)業也(ye)全(quan)部調(diao)整(zheng)了名稱。

翁(weng)杰明表示,在充分肯定成績的同時,我們也要清醒地看到,各企業(ye)整改工作(zuo)還(huan)不(bu)平衡,仍存在一(yi)些問題(ti)和不(bu)足(zu)。

翁杰明強(qiang)(qiang)調,黨的(de)十九(jiu)屆四中全會對國資國企治理體(ti)系和治理能(neng)力(li)(li)現(xian)代(dai)化(hua)提出了新的(de)要求。隨著(zhu)專項整改工作(zuo)的(de)深化(hua),越(yue)來越(yue)多的(de)企業(ye)領導認識到,扎實做好(hao)“總部機關化(hua)”問題(ti)專項整改,是(shi)(shi)深入貫徹落實習近平總書記重要指示(shi)批示(shi)、增強(qiang)(qiang)“四個意識”、做到“兩個維護”的(de)具體(ti)表現(xian)和實際行動(dong),是(shi)(shi)推進市場化(hua)改革、增強(qiang)(qiang)企業(ye)活力(li)(li)動(dong)力(li)(li)的(de)內在需求,也是(shi)(shi)凝聚共識、攻(gong)堅(jian)克(ke)難(nan),解決長期(qi)想解決而難(nan)以解決突出問題(ti)的(de)難(nan)得契機。

翁杰明表示,專項(xiang)整(zheng)改(gai)工作才(cai)剛(gang)剛(gang)起步,下一(yi)步的首要任務(wu)是加(jia)快(kuai)轉(zhuan)變職能、落實授(shou)(shou)權放(fang)權。他強調,“加(jia)快(kuai)轉(zhuan)變職能、落實授(shou)(shou)權放(fang)權,既是深(shen)入推進‘總部機關化’專項(xiang)整(zheng)改(gai)的核心內容,更是認真落實《改(gai)革國有資(zi)本(ben)授(shou)(shou)權經(jing)營(ying)體制(zhi)方案(an)》的重要舉措。”

針(zhen)對下(xia)一步工作,翁杰明提出了三點要求。

在加快轉變職能(neng)(neng)上(shang)狠下功夫,突出(chu)總(zong)部價值(zhi)創(chuang)造功能(neng)(neng)。要按照專項整(zheng)改立(li)行立(li)改清單,抓緊研究提出(chu)總(zong)部職能(neng)(neng)、機(ji)構、崗位(wei)等調整(zheng)優化的思路和措施。

在(zai)推動授(shou)權(quan)放(fang)權(quan)上狠下功夫,不斷(duan)增強企業(ye)內生動力(li)和發展活力(li)。加快研究制定總部權(quan)責事項清(qing)(qing)單、授(shou)權(quan)放(fang)權(quan)事項清(qing)(qing)單,加大授(shou)權(quan)放(fang)權(quan)力(li)度。

在(zai)全面(mian)落(luo)(luo)實(shi)(shi)專(zhuan)項(xiang)(xiang)整(zheng)改(gai)(gai)實(shi)(shi)施(shi)方案上狠下功夫,確保(bao)(bao)各項(xiang)(xiang)整(zheng)改(gai)(gai)措施(shi)落(luo)(luo)實(shi)(shi)落(luo)(luo)地。在(zai)聚焦轉變總部職能和落(luo)(luo)實(shi)(shi)授權放權兩(liang)項(xiang)(xiang)重點工作的(de)同時,同步推進立行立改(gai)(gai)各項(xiang)(xiang)任務,完善工作措施(shi),加強指導推動,確保(bao)(bao)專(zhuan)項(xiang)(xiang)整(zheng)改(gai)(gai)各項(xiang)(xiang)工作取得實(shi)(shi)效。
