做好“鞏固增強提升暢通”文章 推動省屬企業高質量發展

2018年(nian)中央經濟工作會議明確(que),將“鞏固(gu)、增(zeng)強、提升、暢(chang)通”作為當前和今后一個(ge)時期深化供給側結構性改革(ge)的(de)總要(yao)求。八字(zi)方針注(zhu)重鞏固(gu)存量、增(zeng)強活力、提升水平、暢(chang)通融合,為推動省屬(shu)國有企業高質量發(fa)展指(zhi)明了方向(xiang),對促進國資國企改革(ge)發(fa)展具有重要(yao)意(yi)義。

鞏固“三去一降一補”成果,加大破立降力度

貴在(zai)“破”。要(yao)破除無效供給(gei),提升供給(gei)端產(chan)品服(fu)務質(zhi)量、標(biao)準(zhun)檔次和品牌(pai)影(ying)響力。在(zai)省屬國(guo)有企(qi)(qi)業中樹(shu)立質(zhi)量第一(yi)的(de)強烈意識,在(zai)工業制成(cheng)品、裝備制造、工程建設、服(fu)務業等(deng)(deng)領(ling)域(yu)提高標(biao)準(zhun),加(jia)(jia)強全面質(zhi)量管理(li)。特(te)別是在(zai)品牌(pai)建設方面,結(jie)合(he)企(qi)(qi)業總體發(fa)展戰(zhan)略、內外資源稟賦、免费菠萝视频app下载(zai)傳承等(deng)(deng)因素,制定(ding)適合(he)企(qi)(qi)業的(de)、具有獨創性和吸(xi)引力的(de)品牌(pai)戰(zhan)略,并與(yu)企(qi)(qi)業發(fa)展戰(zhan)略同步實(shi)施、系統推進。要(yao)化解(jie)過剩產(chan)能(neng),促推國(guo)有企(qi)(qi)業卸(xie)下包袱輕裝上(shang)陣。依法依規推動煤(mei)炭、鋼鐵、有色等(deng)(deng)產(chan)能(neng)過剩行業加(jia)(jia)快出(chu)清,做(zuo)到(dao)應停盡(jin)停、應關盡(jin)關。依靠市場化、法治化手段加(jia)(jia)大(da)“僵尸(shi)企(qi)(qi)業”處置力度,完成(cheng)國(guo)有企(qi)(qi)業壓層級、減法人,以及“三供一(yi)業”分離移交、退休人員(yuan)社會化管理(li)等(deng)(deng)任務,積極穩妥處理(li)遺留問題(ti),為國(guo)有企(qi)(qi)業持續(xu)健康發(fa)展創造有利條件。

重(zhong)(zhong)在“立(li)”。建立(li)新(xin)的融(rong)資(zi)方(fang)式(shi),拓展新(xin)的融(rong)資(zi)渠道,切實降(jiang)低企(qi)(qi)業(ye)(ye)資(zi)產負(fu)債(zhai)(zhai)(zhai)率(lv)、減輕企(qi)(qi)業(ye)(ye)資(zi)金(jin)壓(ya)力。一是嚴(yan)(yan)控增量債(zhai)(zhai)(zhai)務。鼓勵省屬國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)綜合(he)利用公司債(zhai)(zhai)(zhai)、中期票據、短融(rong)超短融(rong)等直(zhi)接融(rong)資(zi)工具(ju),通過增資(zi)擴股(gu)(gu)、引(yin)入戰略投資(zi)者、改(gai)制(zhi)上市等方(fang)式(shi)優化(hua)資(zi)本結(jie)構。加強企(qi)(qi)業(ye)(ye)資(zi)產負(fu)債(zhai)(zhai)(zhai)規模和資(zi)產負(fu)債(zhai)(zhai)(zhai)率(lv)雙重(zhong)(zhong)管控,區分不同行(xing)業(ye)(ye)企(qi)(qi)業(ye)(ye)類型,設置資(zi)產負(fu)債(zhai)(zhai)(zhai)率(lv)預警線和重(zhong)(zhong)點監管線,多措并舉推動高(gao)負(fu)債(zhai)(zhai)(zhai)企(qi)(qi)業(ye)(ye)資(zi)產負(fu)債(zhai)(zhai)(zhai)率(lv)回歸(gui)到合(he)理(li)(li)水(shui)平。二是優化(hua)存量債(zhai)(zhai)(zhai)務。推進市場(chang)化(hua)、法治化(hua)債(zhai)(zhai)(zhai)轉股(gu)(gu),將市場(chang)化(hua)債(zhai)(zhai)(zhai)轉股(gu)(gu)與(yu)建立(li)現(xian)代企(qi)(qi)業(ye)(ye)制(zhi)度(du)、國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)混合(he)所(suo)有(you)制(zhi)改(gai)革等有(you)機結(jie)合(he),進一步降(jiang)低企(qi)(qi)業(ye)(ye)資(zi)產負(fu)債(zhai)(zhai)(zhai)率(lv)。引(yin)導企(qi)(qi)業(ye)(ye)加大(da)對(dui)擔保、對(dui)外借款等重(zhong)(zhong)大(da)債(zhai)(zhai)(zhai)項的清理(li)(li)力度(du),加大(da)對(dui)不能產生正(zheng)現(xian)金(jin)流或虧損嚴(yan)(yan)重(zhong)(zhong)的低效無效資(zi)產的處置力度(du),防范資(zi)金(jin)鏈斷裂(lie)等系統(tong)性風(feng)險發(fa)生。

要在(zai)“降(jiang)(jiang)”。降(jiang)(jiang)低(di)(di)實(shi)(shi)(shi)體經(jing)濟成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben),鼓勵企(qi)(qi)(qi)業(ye)實(shi)(shi)(shi)行(xing)(xing)全要素、全過程成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)管(guan)控(kong)(kong)。在(zai)充分利用(yong)中央和省委、省政府(fu)出(chu)臺的(de)一(yi)系列降(jiang)(jiang)低(di)(di)實(shi)(shi)(shi)體經(jing)濟成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)的(de)政策(ce),包括(kuo)降(jiang)(jiang)低(di)(di)稅費負擔、融資(zi)成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)、制度(du)性交(jiao)易成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)、用(yong)能(neng)用(yong)地成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)等(deng)(deng)基礎上,引導省屬國(guo)有企(qi)(qi)(qi)業(ye)進一(yi)步樹立(li)成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)管(guan)控(kong)(kong)意識(shi),堅持“降(jiang)(jiang)成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)就(jiu)是增(zeng)(zeng)效益(yi)”的(de)理念,突(tu)出(chu)國(guo)有企(qi)(qi)(qi)業(ye)經(jing)營(ying)各環節(jie)的(de)成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)控(kong)(kong)制,優化設(she)計、提(ti)高工藝、降(jiang)(jiang)低(di)(di)消耗;進一(yi)步加大(da)降(jiang)(jiang)本(ben)(ben)(ben)(ben)增(zeng)(zeng)效力(li)度(du),對標(biao)行(xing)(xing)業(ye)先進水平(ping),加大(da)壓“兩金(jin)”、控(kong)(kong)費用(yong)力(li)度(du),優化國(guo)有企(qi)(qi)(qi)業(ye)利潤(run)、資(zi)產負債率(lv)、凈資(zi)產收益(yi)率(lv)、成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)費用(yong)利潤(run)率(lv)等(deng)(deng)指標(biao),制定更嚴格的(de)降(jiang)(jiang)本(ben)(ben)(ben)(ben)增(zeng)(zeng)效目標(biao)和激勵約束考核辦法,不斷提(ti)升(sheng)企(qi)(qi)(qi)業(ye)勞動(dong)生產率(lv)水平(ping);進一(yi)步發揮“互(hu)聯網(wang)+”作用(yong),運(yun)用(yong)互(hu)聯網(wang)、物聯網(wang)、云計算等(deng)(deng)新(xin)一(yi)代信息(xi)技術,實(shi)(shi)(shi)施(shi)“互(hu)聯網(wang)+”協(xie)同制造、“互(hu)聯網(wang)+”市(shi)場開拓、“互(hu)聯網(wang)+”高效物流(liu),切實(shi)(shi)(shi)降(jiang)(jiang)低(di)(di)企(qi)(qi)(qi)業(ye)運(yun)營(ying)成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)、營(ying)銷(xiao)成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)和流(liu)通成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)。
