2018年中央經濟工作會議(yi)明確(que),將“鞏固、增(zeng)強、提(ti)升、暢(chang)通”作為當前和今后(hou)一(yi)個時(shi)期深化供給側(ce)結構性改革的總要(yao)求。八(ba)字(zi)方(fang)(fang)針注重(zhong)鞏固存量、增(zeng)強活力、提(ti)升水平、暢(chang)通融合(he),為推動(dong)省屬國(guo)有(you)企(qi)業高(gao)質量發展指(zhi)明了方(fang)(fang)向,對促進國(guo)資(zi)國(guo)企(qi)改革發展具有(you)重(zhong)要(yao)意(yi)義。
鞏固“三去一降一補”成果,加大破立降力度
貴在“破”。要破除無效供(gong)給,提(ti)升供(gong)給端(duan)產品(pin)服務(wu)質(zhi)量(liang)、標(biao)準(zhun)檔次(ci)和(he)品(pin)牌(pai)影響(xiang)力。在省屬國(guo)有(you)(you)企(qi)業(ye)(ye)(ye)(ye)中樹(shu)立質(zhi)量(liang)第一的強(qiang)(qiang)烈(lie)意識,在工(gong)業(ye)(ye)(ye)(ye)制(zhi)成(cheng)品(pin)、裝備(bei)制(zhi)造(zao)、工(gong)程建設、服務(wu)業(ye)(ye)(ye)(ye)等(deng)領域提(ti)高標(biao)準(zhun),加強(qiang)(qiang)全面質(zhi)量(liang)管理。特別是在品(pin)牌(pai)建設方面,結合(he)企(qi)業(ye)(ye)(ye)(ye)總體(ti)發(fa)展戰略、內外(wai)資源稟賦、免(mian)费(fei)菠萝视频app下(xia)载傳(chuan)承(cheng)等(deng)因(yin)素,制(zhi)定(ding)適合(he)企(qi)業(ye)(ye)(ye)(ye)的、具有(you)(you)獨創(chuang)性和(he)吸(xi)引力的品(pin)牌(pai)戰略,并(bing)與企(qi)業(ye)(ye)(ye)(ye)發(fa)展戰略同步實(shi)施(shi)、系統(tong)推(tui)進。要化(hua)解過剩產能,促(cu)推(tui)國(guo)有(you)(you)企(qi)業(ye)(ye)(ye)(ye)卸下(xia)包(bao)袱輕裝上陣(zhen)。依(yi)法(fa)依(yi)規推(tui)動煤炭(tan)、鋼鐵、有(you)(you)色等(deng)產能過剩行業(ye)(ye)(ye)(ye)加快出清,做到應(ying)停(ting)(ting)盡停(ting)(ting)、應(ying)關(guan)盡關(guan)。依(yi)靠市場化(hua)、法(fa)治化(hua)手段加大(da)“僵尸企(qi)業(ye)(ye)(ye)(ye)”處(chu)置(zhi)力度,完(wan)成(cheng)國(guo)有(you)(you)企(qi)業(ye)(ye)(ye)(ye)壓(ya)層級、減(jian)法(fa)人,以及“三供(gong)一業(ye)(ye)(ye)(ye)”分離移(yi)交、退休人員社會化(hua)管理等(deng)任務(wu),積極穩(wen)妥處(chu)理遺留問題,為國(guo)有(you)(you)企(qi)業(ye)(ye)(ye)(ye)持續健康發(fa)展創(chuang)造(zao)有(you)(you)利條件。
重在“立(li)”。建立(li)新(xin)的(de)(de)融(rong)(rong)資(zi)(zi)方式,拓展(zhan)新(xin)的(de)(de)融(rong)(rong)資(zi)(zi)渠道(dao),切實降低(di)(di)企(qi)(qi)業(ye)(ye)資(zi)(zi)產(chan)(chan)(chan)(chan)負債(zhai)(zhai)(zhai)(zhai)率、減(jian)輕企(qi)(qi)業(ye)(ye)資(zi)(zi)金(jin)壓(ya)力(li)。一是嚴(yan)控增(zeng)量(liang)債(zhai)(zhai)(zhai)(zhai)務。鼓勵省(sheng)屬國有企(qi)(qi)業(ye)(ye)綜合利用公司債(zhai)(zhai)(zhai)(zhai)、中期票據、短融(rong)(rong)超短融(rong)(rong)等(deng)(deng)直(zhi)接(jie)融(rong)(rong)資(zi)(zi)工具,通(tong)過增(zeng)資(zi)(zi)擴股、引(yin)入戰略投(tou)資(zi)(zi)者、改制(zhi)上市(shi)(shi)等(deng)(deng)方式優化(hua)資(zi)(zi)本結構。加強企(qi)(qi)業(ye)(ye)資(zi)(zi)產(chan)(chan)(chan)(chan)負債(zhai)(zhai)(zhai)(zhai)規模和(he)(he)資(zi)(zi)產(chan)(chan)(chan)(chan)負債(zhai)(zhai)(zhai)(zhai)率雙(shuang)重管控,區分不(bu)同行(xing)業(ye)(ye)企(qi)(qi)業(ye)(ye)類型,設置資(zi)(zi)產(chan)(chan)(chan)(chan)負債(zhai)(zhai)(zhai)(zhai)率預警線和(he)(he)重點監管線,多(duo)措(cuo)并舉(ju)推(tui)(tui)動高負債(zhai)(zhai)(zhai)(zhai)企(qi)(qi)業(ye)(ye)資(zi)(zi)產(chan)(chan)(chan)(chan)負債(zhai)(zhai)(zhai)(zhai)率回歸到合理水平。二是優化(hua)存量(liang)債(zhai)(zhai)(zhai)(zhai)務。推(tui)(tui)進(jin)市(shi)(shi)場化(hua)、法治化(hua)債(zhai)(zhai)(zhai)(zhai)轉股,將市(shi)(shi)場化(hua)債(zhai)(zhai)(zhai)(zhai)轉股與建立(li)現代企(qi)(qi)業(ye)(ye)制(zhi)度(du)、國有企(qi)(qi)業(ye)(ye)混合所有制(zhi)改革(ge)等(deng)(deng)有機結合,進(jin)一步降低(di)(di)企(qi)(qi)業(ye)(ye)資(zi)(zi)產(chan)(chan)(chan)(chan)負債(zhai)(zhai)(zhai)(zhai)率。引(yin)導企(qi)(qi)業(ye)(ye)加大對擔保、對外借款等(deng)(deng)重大債(zhai)(zhai)(zhai)(zhai)項的(de)(de)清理力(li)度(du),加大對不(bu)能(neng)產(chan)(chan)(chan)(chan)生(sheng)正現金(jin)流或(huo)虧損嚴(yan)重的(de)(de)低(di)(di)效(xiao)無效(xiao)資(zi)(zi)產(chan)(chan)(chan)(chan)的(de)(de)處(chu)置力(li)度(du),防(fang)范資(zi)(zi)金(jin)鏈(lian)斷裂等(deng)(deng)系統性風險發生(sheng)。
要在“降(jiang)”。降(jiang)低(di)(di)(di)實(shi)(shi)(shi)體經濟成(cheng)(cheng)本(ben)(ben)(ben)(ben)(ben),鼓勵企(qi)(qi)(qi)業(ye)實(shi)(shi)(shi)行全(quan)要素、全(quan)過程(cheng)成(cheng)(cheng)本(ben)(ben)(ben)(ben)(ben)管(guan)控(kong)。在充分(fen)利(li)用(yong)(yong)(yong)中(zhong)央(yang)和(he)省(sheng)委、省(sheng)政(zheng)(zheng)府(fu)出臺的(de)一系列降(jiang)低(di)(di)(di)實(shi)(shi)(shi)體經濟成(cheng)(cheng)本(ben)(ben)(ben)(ben)(ben)的(de)政(zheng)(zheng)策,包括降(jiang)低(di)(di)(di)稅費負(fu)擔、融資成(cheng)(cheng)本(ben)(ben)(ben)(ben)(ben)、制(zhi)度(du)性交(jiao)易成(cheng)(cheng)本(ben)(ben)(ben)(ben)(ben)、用(yong)(yong)(yong)能用(yong)(yong)(yong)地(di)成(cheng)(cheng)本(ben)(ben)(ben)(ben)(ben)等基(ji)礎上,引導省(sheng)屬國(guo)有(you)企(qi)(qi)(qi)業(ye)進(jin)一步(bu)樹(shu)立成(cheng)(cheng)本(ben)(ben)(ben)(ben)(ben)管(guan)控(kong)意識,堅(jian)持“降(jiang)成(cheng)(cheng)本(ben)(ben)(ben)(ben)(ben)就(jiu)是增(zeng)效(xiao)(xiao)益”的(de)理念,突出國(guo)有(you)企(qi)(qi)(qi)業(ye)經營各(ge)環節的(de)成(cheng)(cheng)本(ben)(ben)(ben)(ben)(ben)控(kong)制(zhi),優化設計、提高工藝、降(jiang)低(di)(di)(di)消耗;進(jin)一步(bu)加大(da)降(jiang)本(ben)(ben)(ben)(ben)(ben)增(zeng)效(xiao)(xiao)力度(du),對標(biao)行業(ye)先進(jin)水平(ping),加大(da)壓(ya)“兩金”、控(kong)費用(yong)(yong)(yong)力度(du),優化國(guo)有(you)企(qi)(qi)(qi)業(ye)利(li)潤(run)、資產(chan)負(fu)債率(lv)(lv)、凈資產(chan)收益率(lv)(lv)、成(cheng)(cheng)本(ben)(ben)(ben)(ben)(ben)費用(yong)(yong)(yong)利(li)潤(run)率(lv)(lv)等指標(biao),制(zhi)定更嚴(yan)格的(de)降(jiang)本(ben)(ben)(ben)(ben)(ben)增(zeng)效(xiao)(xiao)目(mu)標(biao)和(he)激勵約束考核辦法,不斷提升(sheng)企(qi)(qi)(qi)業(ye)勞(lao)動生產(chan)率(lv)(lv)水平(ping);進(jin)一步(bu)發(fa)揮“互聯(lian)網(wang)(wang)+”作(zuo)用(yong)(yong)(yong),運(yun)用(yong)(yong)(yong)互聯(lian)網(wang)(wang)、物聯(lian)網(wang)(wang)、云計算(suan)等新一代(dai)信息技(ji)術,實(shi)(shi)(shi)施(shi)“互聯(lian)網(wang)(wang)+”協同制(zhi)造、“互聯(lian)網(wang)(wang)+”市場開(kai)拓、“互聯(lian)網(wang)(wang)+”高效(xiao)(xiao)物流,切實(shi)(shi)(shi)降(jiang)低(di)(di)(di)企(qi)(qi)(qi)業(ye)運(yun)營成(cheng)(cheng)本(ben)(ben)(ben)(ben)(ben)、營銷成(cheng)(cheng)本(ben)(ben)(ben)(ben)(ben)和(he)流通成(cheng)(cheng)本(ben)(ben)(ben)(ben)(ben)。
