國(guo)務(wu)院總理(li)李(li)克(ke)強7月19日主持召開國(guo)務(wu)院常務(wu)會議,部署(shu)創建(jian)“中國(guo)制造(zao)2025”國(guo)家(jia)級示范(fan)區,加快制造(zao)業(ye)轉(zhuan)型升級;確定(ding)防控義(yi)(yi)務(wu)教育學(xue)生失學(xue)輟學(xue)的措(cuo)施(shi),確保(bao)實現“十三五”義(yi)(yi)務(wu)教育鞏固(gu)率目標;部署(shu)深入(ru)實施(shi)臨時(shi)救(jiu)助制度,以更有(you)效的救(jiu)急救(jiu)難(nan)(nan)保(bao)障困難(nan)(nan)群眾(zhong)基本生活。

會議指出(chu),創(chuang)(chuang)建“中(zhong)(zhong)(zhong)國(guo)(guo)制(zhi)造2025”國(guo)(guo)家(jia)級(ji)(ji)示范(fan)區(qu)(qu),探索實(shi)體(ti)經(jing)(jing)(jing)濟尤(you)其(qi)是制(zhi)造業(ye)(ye)(ye)(ye)(ye)轉型升級(ji)(ji)新突破,對(dui)于推(tui)(tui)進(jin)供(gong)給(gei)側結構性改革(ge),建設(she)制(zhi)造強國(guo)(guo),保持經(jing)(jing)(jing)濟中(zhong)(zhong)(zhong)高速增長(chang)、邁向中(zhong)(zhong)(zhong)高端水平(ping),具有(you)重(zhong)(zhong)要意義(yi)。會議強調(diao),在(zai)東中(zhong)(zhong)(zhong)西(xi)部選擇部分城(cheng)市或城(cheng)市群(qun)建設(she)國(guo)(guo)家(jia)級(ji)(ji)示范(fan)區(qu)(qu),要聚焦創(chuang)(chuang)新體(ti)制(zhi)機(ji)制(zhi)、深化(hua)(hua)(hua)(hua)開放合(he)(he)作、破解制(zhi)造業(ye)(ye)(ye)(ye)(ye)發展(zhan)瓶頸(jing),與(yu)“互聯(lian)網+”、“雙創(chuang)(chuang)”結合(he)(he),打(da)造先(xian)(xian)(xian)(xian)進(jin)制(zhi)造工(gong)業(ye)(ye)(ye)(ye)(ye)云(yun)平(ping)臺(tai)(tai),在(zai)創(chuang)(chuang)新體(ti)系(xi)建設(she)、智能(neng)和(he)綠色制(zhi)造等方面(mian)(mian)先(xian)(xian)(xian)(xian)行先(xian)(xian)(xian)(xian)試。同時(shi),將(jiang)目前(qian)已在(zai)國(guo)(guo)家(jia)自(zi)主創(chuang)(chuang)新示范(fan)區(qu)(qu)等實(shi)施(shi)的(de)簡(jian)政(zheng)放權(quan)、財稅金融(rong)(rong)、土地供(gong)應、人(ren)才(cai)培養(yang)等有(you)關(guan)政(zheng)策擴展(zhan)到示范(fan)區(qu)(qu),并(bing)對(dui)內(nei)外(wai)資企(qi)業(ye)(ye)(ye)(ye)(ye)一(yi)視同仁。主要有(you):一(yi)是深化(hua)(hua)(hua)(hua)簡(jian)政(zheng)放權(quan)、放管(guan)(guan)(guan)結合(he)(he)、優化(hua)(hua)(hua)(hua)服務(wu)(wu)改革(ge),加快工(gong)業(ye)(ye)(ye)(ye)(ye)產(chan)品(pin)生(sheng)(sheng)產(chan)許可(ke)準入制(zhi)度改革(ge),支(zhi)持示范(fan)區(qu)(qu)出(chu)臺(tai)(tai)制(zhi)造業(ye)(ye)(ye)(ye)(ye)和(he)信息產(chan)業(ye)(ye)(ye)(ye)(ye)市場準入負面(mian)(mian)清單(dan)。經(jing)(jing)(jing)批準可(ke)將(jiang)省(sheng)級(ji)(ji)相關(guan)投資審(shen)批、外(wai)資管(guan)(guan)(guan)理、經(jing)(jing)(jing)貿合(he)(he)作等權(quan)限下(xia)放至(zhi)示范(fan)區(qu)(qu)。全面(mian)(mian)實(shi)行企(qi)業(ye)(ye)(ye)(ye)(ye)“多證(zheng)合(he)(he)一(yi)”。二是積(ji)極為大(da)中(zhong)(zhong)(zhong)小企(qi)業(ye)(ye)(ye)(ye)(ye)融(rong)(rong)通(tong)發展(zhan)、集群(qun)發展(zhan)搭建平(ping)臺(tai)(tai),統籌(chou)用(yong)好各類政(zheng)府資金和(he)產(chan)業(ye)(ye)(ye)(ye)(ye)基金,帶動更多社會資本支(zhi)持先(xian)(xian)(xian)(xian)進(jin)制(zhi)造。實(shi)施(shi)普(pu)惠(hui)(hui)金融(rong)(rong)服務(wu)(wu),國(guo)(guo)有(you)商業(ye)(ye)(ye)(ye)(ye)銀行已經(jing)(jing)(jing)成立的(de)普(pu)惠(hui)(hui)金融(rong)(rong)事業(ye)(ye)(ye)(ye)(ye)部要著力在(zai)示范(fan)區(qu)(qu)探索積(ji)累經(jing)(jing)(jing)驗(yan)。實(shi)行市場主體(ti)信用(yong)評價與(yu)稅收便利服務(wu)(wu)掛(gua)鉤。國(guo)(guo)有(you)科技(ji)(ji)企(qi)業(ye)(ye)(ye)(ye)(ye)可(ke)對(dui)企(qi)業(ye)(ye)(ye)(ye)(ye)重(zhong)(zhong)要技(ji)(ji)術和(he)管(guan)(guan)(guan)理人(ren)員實(shi)施(shi)股(gu)權(quan)等激勵。三是在(zai)安排新增工(gong)業(ye)(ye)(ye)(ye)(ye)用(yong)地時(shi)對(dui)示范(fan)區(qu)(qu)適當傾斜,支(zhi)持利用(yong)老舊(jiu)工(gong)業(ye)(ye)(ye)(ye)(ye)和(he)商業(ye)(ye)(ye)(ye)(ye)設(she)施(shi)等發展(zhan)生(sheng)(sheng)產(chan)性服務(wu)(wu)業(ye)(ye)(ye)(ye)(ye)和(he)眾創(chuang)(chuang)空間。四(si)是鼓勵對(dui)符合(he)(he)條件(jian)的(de)高校(xiao)畢業(ye)(ye)(ye)(ye)(ye)生(sheng)(sheng)、就(jiu)業(ye)(ye)(ye)(ye)(ye)困難人(ren)員給(gei)予(yu)創(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)補貼。允(yun)許科技(ji)(ji)人(ren)才(cai)在(zai)高校(xiao)、科研院所(suo)和(he)企(qi)業(ye)(ye)(ye)(ye)(ye)兼職,推(tui)(tui)廣海(hai)外(wai)人(ren)才(cai)優惠(hui)(hui)便利政(zheng)策。五是深化(hua)(hua)(hua)(hua)制(zhi)造業(ye)(ye)(ye)(ye)(ye)創(chuang)(chuang)新發展(zhan)中(zhong)(zhong)(zhong)外(wai)合(he)(he)作,積(ji)極引(yin)進(jin)國(guo)(guo)外(wai)先(xian)(xian)(xian)(xian)進(jin)技(ji)(ji)術裝備。

為進一步防(fang)控義務教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生失學(xue)(xue)(xue)(xue)(xue)(xue)(xue)輟學(xue)(xue)(xue)(xue)(xue)(xue)(xue),確保實(shi)現到2020年全國(guo)九(jiu)年義務教(jiao)(jiao)育(yu)(yu)鞏固率達95%的目標,會議要求優(you)化(hua)教(jiao)(jiao)育(yu)(yu)支出結構,強化(hua)對(dui)義務教(jiao)(jiao)育(yu)(yu)的投(tou)入保障,提高教(jiao)(jiao)育(yu)(yu)質量,加(jia)快(kuai)改(gai)變農(nong)村教(jiao)(jiao)育(yu)(yu)不(bu)均衡狀況。加(jia)強分類指導,因(yin)地(di)因(yin)人(ren)施策(ce),做(zuo)到“三避免(mian)、一落實(shi)”:一是避免(mian)因(yin)貧(pin)失學(xue)(xue)(xue)(xue)(xue)(xue)(xue)輟學(xue)(xue)(xue)(xue)(xue)(xue)(xue),全面落實(shi)教(jiao)(jiao)育(yu)(yu)扶貧(pin)和資助(zhu)政策(ce),對(dui)殘疾(ji)(ji)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生和殘疾(ji)(ji)人(ren)子女優(you)先予(yu)以資助(zhu)。二(er)是避免(mian)因(yin)上(shang)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)遠(yuan)上(shang)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)難(nan)而輟學(xue)(xue)(xue)(xue)(xue)(xue)(xue),優(you)化(hua)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校布局,規范(fan)撤并(bing)程(cheng)(cheng)序,加(jia)強寄宿制學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校建設,在人(ren)少(shao)路遠(yuan)、交通不(bu)便(bian)的地(di)方適(shi)(shi)當保留或設置教(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)點。用信息化(hua)手段(duan)使農(nong)村獲(huo)得更多優(you)質教(jiao)(jiao)育(yu)(yu)資源(yuan)。三是避免(mian)因(yin)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)習困難(nan)或厭學(xue)(xue)(xue)(xue)(xue)(xue)(xue)輟學(xue)(xue)(xue)(xue)(xue)(xue)(xue),改(gai)善農(nong)村辦學(xue)(xue)(xue)(xue)(xue)(xue)(xue)條(tiao)件,加(jia)大對(dui)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)習困難(nan)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生幫扶力(li)(li)度,豐富(fu)教(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)內容和手段(duan)包(bao)括(kuo)在初中開設職業技術課程(cheng)(cheng)等,讓(rang)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校對(dui)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生更有吸引力(li)(li)。四是落實(shi)政府及社會各方控輟保學(xue)(xue)(xue)(xue)(xue)(xue)(xue)責任。對(dui)父(fu)母(mu)或監護人(ren)無正當理由未送適(shi)(shi)齡少(shao)兒入學(xue)(xue)(xue)(xue)(xue)(xue)(xue)的,政府要責令改(gai)正。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校要做(zuo)好輟學(xue)(xue)(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生勸返復學(xue)(xue)(xue)(xue)(xue)(xue)(xue)工作。

會議指(zhi)出,近年來各地(di)和有(you)(you)關部門按照黨中央、國務(wu)(wu)院部署,大(da)力推進全面建(jian)(jian)立實(shi)施臨(lin)時(shi)救助制度,兜住民(min)生底線救急(ji)難,取(qu)得積極成效(xiao)。下一(yi)步,一(yi)是增強救助可及性(xing)和時(shi)效(xiao)性(xing),完善部門協調(diao)、信(xin)息共享(xiang)等(deng)機(ji)制,簡化救助審(shen)核,落實(shi)“先行(xing)救助”,確(que)保(bao)應救盡救。二(er)是政府(fu)對(dui)臨(lin)時(shi)救助的投入只增不減(jian),鼓(gu)勵(li)地(di)方多方籌集(ji)救助資金,通過上級(ji)財政預撥(bo)資金支持等(deng)方式,推動(dong)(dong)在鄉鎮(街道(dao))建(jian)(jian)立臨(lin)時(shi)救助備(bei)用金制度,提(ti)高(gao)救助水平。三(san)是實(shi)施政府(fu)購買救助服務(wu)(wu),調(diao)動(dong)(dong)社(she)會力量參(can)與(yu)救助積極性(xing),支持和引導公益慈善組(zu)織、企(qi)業等(deng)參(can)與(yu)救助。地(di)方和有(you)(you)關部門要負起責(ze)任,堅決防止沖(chong)擊社(she)會道(dao)德底線的事件屢屢發生。
