近日,國(guo)(guo)務院印發《關于改革(ge)國(guo)(guo)有(you)企(qi)(qi)業工(gong)(gong)(gong)資決定機制的(de)意見》(以(yi)(yi)下(xia)簡(jian)稱《意見》),對(dui)國(guo)(guo)有(you)企(qi)(qi)業工(gong)(gong)(gong)資分配管理辦法進行重大改革(ge)。政策出臺背景是什么?相較以(yi)(yi)往(wang),本次改革(ge)有(you)哪些突出特點(dian)?對(dui)國(guo)(guo)企(qi)(qi)員工(gong)(gong)(gong)有(you)何(he)影響?針(zhen)對(dui)相關熱點(dian)問題(ti),記者采訪了人(ren)力(li)資源和社會(hui)保障部(bu)副部(bu)長邱小平。
標志著國有企業工資分配制度體系基本形成
1985年以來,國家對國有(you)(you)大中(zhong)型企(qi)業(ye)實(shi)行工(gong)(gong)(gong)資總額同(tong)經(jing)(jing)濟效益(yi)掛鉤(gou)辦法(fa),職工(gong)(gong)(gong)工(gong)(gong)(gong)資總額增長(chang)按經(jing)(jing)濟效益(yi)增長(chang)的(de)一定比(bi)例浮動,對促進國有(you)(you)企(qi)業(ye)提(ti)高(gao)經(jing)(jing)濟效益(yi)和調動國有(you)(you)企(qi)業(ye)職工(gong)(gong)(gong)積極(ji)性發(fa)揮了重要作(zuo)用。但隨(sui)著社會主(zhu)義市場(chang)經(jing)(jing)濟體制(zhi)逐步健全(quan)和國有(you)(you)企(qi)業(ye)改(gai)(gai)革不斷深化(hua),現行國有(you)(you)企(qi)業(ye)工(gong)(gong)(gong)資決(jue)定機制(zhi)還存在市場(chang)化(hua)分配程度(du)不高(gao)、分配秩序(xu)不夠規范、監管(guan)體制(zhi)尚(shang)不健全(quan)等(deng)問題,難以適(shi)應改(gai)(gai)革發(fa)展需要。這次國有(you)(you)企(qi)業(ye)工(gong)(gong)(gong)資決(jue)定機制(zhi)改(gai)(gai)革舉措的(de)出(chu)臺(tai),標志(zhi)著與中(zhong)國特色現代國有(you)(you)企(qi)業(ye)制(zhi)度(du)相適(shi)應的(de)國有(you)(you)企(qi)業(ye)工(gong)(gong)(gong)資分配制(zhi)度(du)體系基本形成(cheng)。
“本次改(gai)(gai)革遵(zun)循4個主要原則:堅(jian)持(chi)(chi)建立(li)中(zhong)國(guo)特(te)(te)色現(xian)代國(guo)有(you)企(qi)(qi)業(ye)(ye)制度(du)改(gai)(gai)革方(fang)向(xiang),堅(jian)持(chi)(chi)效(xiao)益(yi)導(dao)向(xiang)與維護公平相(xiang)統一(yi)(yi),堅(jian)持(chi)(chi)市場(chang)(chang)決定與政府監(jian)管(guan)(guan)(guan)相(xiang)結合(he),堅(jian)持(chi)(chi)分類(lei)分級管(guan)(guan)(guan)理。”邱(qiu)小平介紹,改(gai)(gai)革將以國(guo)有(you)企(qi)(qi)業(ye)(ye)工資總(zong)額分配(pei)為重點,兼(jian)顧國(guo)有(you)企(qi)(qi)業(ye)(ye)內部分配(pei),堅(jian)持(chi)(chi)問題(ti)導(dao)向(xiang)和目標導(dao)向(xiang),按照工資分配(pei)市場(chang)(chang)化改(gai)(gai)革方(fang)向(xiang),改(gai)(gai)革企(qi)(qi)業(ye)(ye)工資總(zong)額確定辦法和管(guan)(guan)(guan)理方(fang)式,進(jin)一(yi)(yi)步落實企(qi)(qi)業(ye)(ye)工資分配(pei)自主權。同時,改(gai)(gai)進(jin)和加強政府對企(qi)(qi)業(ye)(ye)工資分配(pei)的(de)監(jian)管(guan)(guan)(guan),強化事前引導(dao)和事中(zhong)事后監(jian)督。通過(guo)改(gai)(gai)革,完善既有(you)激勵又(you)有(you)約(yue)束(shu)、既講效(xiao)率又(you)講公平、既符合(he)企(qi)(qi)業(ye)(ye)一(yi)(yi)般(ban)規(gui)律又(you)體現(xian)國(guo)有(you)企(qi)(qi)業(ye)(ye)特(te)(te)點的(de)分配(pei)機制。
市場決定、政府監管“兩只手”相結合
《意見(jian)》重(zhong)點圍繞國有企業工資總(zong)額分配,對(dui)決定機制(zhi)、管(guan)理方式(shi)和監管(guan)體制(zhi)機制(zhi)進(jin)行了改革完善。本次改革主要特點包(bao)括:
第一(yi)(yi),突出國有(you)企業(ye)工資(zi)(zi)分(fen)(fen)配的市場化(hua)方(fang)(fang)向。在(zai)工資(zi)(zi)總(zong)(zong)額確(que)定(ding)辦(ban)法(fa)上(shang),《意(yi)見(jian)》改(gai)變了過去國有(you)企業(ye)工資(zi)(zi)總(zong)(zong)額增長同經濟效益單一(yi)(yi)指標掛鉤的辦(ban)法(fa),要求統(tong)籌考(kao)慮一(yi)(yi)攬子因素(su)合(he)理(li)確(que)定(ding)工資(zi)(zi)總(zong)(zong)額,更加符(fu)合(he)市場經濟規律(lv)和企業(ye)發展規律(lv)。在(zai)工資(zi)(zi)水(shui)(shui)平決定(ding)機制上(shang),《意(yi)見(jian)》強調要加強人工成本投入產出率和職工工資(zi)(zi)水(shui)(shui)平的市場對標,使工資(zi)(zi)水(shui)(shui)平是否合(he)理(li)更多由市場決定(ding)。在(zai)工資(zi)(zi)分(fen)(fen)配主體(ti)上(shang),《意(yi)見(jian)》對政府有(you)關部(bu)門每年核定(ding)國有(you)企業(ye)上(shang)年度工效掛鉤方(fang)(fang)案(an)的做法(fa)進(jin)行(xing)了改(gai)革,采取更加符(fu)合(he)市場規律(lv)的預(yu)算(suan)管(guan)(guan)理(li)辦(ban)法(fa),工資(zi)(zi)總(zong)(zong)額預(yu)算(suan)方(fang)(fang)案(an)由企業(ye)自(zi)主編制,并對主業(ye)處于充(chong)分(fen)(fen)競爭行(xing)業(ye)和領域的商業(ye)類國有(you)企業(ye)原則上(shang)實行(xing)備案(an)制,從(cong)而使國有(you)企業(ye)的市場主體(ti)地位(wei)更加突出,企業(ye)的工資(zi)(zi)分(fen)(fen)配管(guan)(guan)理(li)權得到進(jin)一(yi)(yi)步落實。
第二,突出(chu)對國有企(qi)業(ye)(ye)工(gong)(gong)資(zi)(zi)分配的(de)分類管理。在(zai)工(gong)(gong)資(zi)(zi)與效益(yi)聯(lian)動上,《意見》允許符合(he)條件的(de)企(qi)業(ye)(ye)特別是主業(ye)(ye)處于(yu)充(chong)分競爭行(xing)業(ye)(ye)和(he)領(ling)域的(de)企(qi)業(ye)(ye)工(gong)(gong)資(zi)(zi)總(zong)額增(zeng)長與經濟效益(yi)增(zeng)長同步,對主業(ye)(ye)不(bu)(bu)處于(yu)充(chong)分競爭行(xing)業(ye)(ye)和(he)領(ling)域的(de)企(qi)業(ye)(ye),則繼續實行(xing)工(gong)(gong)資(zi)(zi)總(zong)額和(he)工(gong)(gong)資(zi)(zi)水平雙重調(diao)控,從而有利于(yu)統籌處理好(hao)(hao)不(bu)(bu)同行(xing)業(ye)(ye)、不(bu)(bu)同企(qi)業(ye)(ye)之間的(de)工(gong)(gong)資(zi)(zi)分配關系,解決目前國有企(qi)業(ye)(ye)工(gong)(gong)資(zi)(zi)分配中(zhong)一定程度存在(zai)的(de)職(zhi)工(gong)(gong)工(gong)(gong)資(zi)(zi)該(gai)高不(bu)(bu)高、該(gai)低(di)不(bu)(bu)低(di)問題,既(ji)保證國有企(qi)業(ye)(ye)職(zhi)工(gong)(gong)更好(hao)(hao)分享企(qi)業(ye)(ye)發展成(cheng)果和(he)改革紅利,又有效調(diao)節過高收入,規范工(gong)(gong)資(zi)(zi)分配秩序。
第(di)三,突出(chu)增(zeng)強(qiang)活力(li)與加(jia)強(qiang)監管相統一。《意見》強(qiang)化(hua)了(le)(le)政府職能部(bu)門對(dui)國(guo)有(you)企(qi)(qi)業(ye)工(gong)(gong)資(zi)(zi)分(fen)(fen)(fen)配的(de)(de)(de)(de)宏觀指(zhi)導(dao)調(diao)(diao)控(kong)職責,要求人力(li)資(zi)(zi)源和社(she)會(hui)保障部(bu)門會(hui)同(tong)有(you)關(guan)部(bu)門,定期發(fa)布勞動力(li)市場(chang)工(gong)(gong)資(zi)(zi)價位、行(xing)(xing)業(ye)人工(gong)(gong)成本信(xin)息、工(gong)(gong)資(zi)(zi)指(zhi)導(dao)線(xian)和非競爭類(lei)國(guo)有(you)企(qi)(qi)業(ye)工(gong)(gong)資(zi)(zi)增(zeng)長調(diao)(diao)控(kong)目標,更(geng)好引(yin)導(dao)國(guo)有(you)企(qi)(qi)業(ye)搞好工(gong)(gong)資(zi)(zi)分(fen)(fen)(fen)配。強(qiang)化(hua)了(le)(le)履行(xing)(xing)出(chu)資(zi)(zi)人職責機(ji)構(gou)的(de)(de)(de)(de)國(guo)有(you)企(qi)(qi)業(ye)工(gong)(gong)資(zi)(zi)分(fen)(fen)(fen)配監管職責,對(dui)做好所監管企(qi)(qi)業(ye)工(gong)(gong)資(zi)(zi)總額(e)預算方案備案或核準工(gong)(gong)作(zuo)、加(jia)強(qiang)預算執行(xing)(xing)情況監控(kong)和清算等(deng)提(ti)出(chu)明(ming)確(que)(que)要求。強(qiang)化(hua)了(le)(le)對(dui)國(guo)有(you)企(qi)(qi)業(ye)工(gong)(gong)資(zi)(zi)收(shou)入(ru)(ru)(ru)分(fen)(fen)(fen)配的(de)(de)(de)(de)監督檢(jian)(jian)查(cha)(cha),明(ming)確(que)(que)要健全國(guo)有(you)企(qi)(qi)業(ye)工(gong)(gong)資(zi)(zi)內外收(shou)入(ru)(ru)(ru)監督檢(jian)(jian)查(cha)(cha)制度,定期開展(zhan)監督檢(jian)(jian)查(cha)(cha),同(tong)時(shi)引(yin)入(ru)(ru)(ru)社(she)會(hui)監督機(ji)制。強(qiang)化(hua)了(le)(le)對(dui)國(guo)有(you)企(qi)(qi)業(ye)工(gong)(gong)資(zi)(zi)收(shou)入(ru)(ru)(ru)分(fen)(fen)(fen)配違(wei)規(gui)問題的(de)(de)(de)(de)責任(ren)追究,要求及時(shi)查(cha)(cha)處違(wei)規(gui)發(fa)放(fang)工(gong)(gong)資(zi)(zi)、濫發(fa)工(gong)(gong)資(zi)(zi)外收(shou)入(ru)(ru)(ru)等(deng)行(xing)(xing)為,并(bing)明(ming)確(que)(que)了(le)(le)對(dui)違(wei)規(gui)行(xing)(xing)為的(de)(de)(de)(de)處理(li)措施。
工資指導線制度等配套政策將陸續出臺
《意見》已經正式出(chu)臺,下(xia)一步(bu)關鍵是要抓好(hao)(hao)落(luo)實(shi)(shi)。這項改革涉及面廣、政策性強,直接關系到(dao)廣大國(guo)有(you)企業持續(xu)健康發展和職工(gong)切身(shen)利益,需(xu)要各地區、各有(you)關部門進(jin)一步(bu)統一思想認識(shi),切實(shi)(shi)加強組織領導(dao),共(gong)同抓好(hao)(hao)貫徹落(luo)實(shi)(shi),形成推(tui)進(jin)改革的(de)合力。
人力資源和社會(hui)保障(zhang)部(bu)作為指(zhi)導(dao)和監(jian)督國(guo)有(you)(you)企(qi)業(ye)工資分(fen)配的職能部(bu)門,將會(hui)同有(you)(you)關(guan)部(bu)門認真抓(zhua)(zhua)好(hao)改(gai)革(ge)實(shi)施(shi)(shi)(shi)工作,推動改(gai)革(ge)順利進行。一是(shi)(shi)加(jia)強(qiang)政(zheng)策(ce)宣傳解讀和培訓工作,引(yin)導(dao)全社會(hui)正確(que)理解和支持這(zhe)項改(gai)革(ge),為改(gai)革(ge)營造(zao)良好(hao)社會(hui)環境。二是(shi)(shi)抓(zhua)(zhua)緊研(yan)究(jiu)制定(ding)完(wan)善工資指(zhi)導(dao)線制度的意(yi)(yi)見、國(guo)有(you)(you)企(qi)業(ye)工資內外收(shou)入(ru)監(jian)督檢查(cha)(cha)辦(ban)法等改(gai)革(ge)配套(tao)政(zheng)策(ce),指(zhi)導(dao)各(ge)地和各(ge)有(you)(you)關(guan)部(bu)門結合(he)實(shi)際抓(zhua)(zhua)緊制定(ding)實(shi)施(shi)(shi)(shi)意(yi)(yi)見或(huo)實(shi)施(shi)(shi)(shi)辦(ban)法,認真組織實(shi)施(shi)(shi)(shi)。三是(shi)(shi)加(jia)強(qiang)調查(cha)(cha)研(yan)究(jiu)和跟蹤督導(dao),動態掌(zhang)握改(gai)革(ge)進展(zhan)情(qing)況,適(shi)時開展(zhan)督促檢查(cha)(cha),及時研(yan)究(jiu)解決(jue)改(gai)革(ge)中出現(xian)的新(xin)問題(ti),推動各(ge)有(you)(you)關(guan)方面抓(zhua)(zhua)好(hao)落(luo)實(shi),確(que)保改(gai)革(ge)政(zheng)策(ce)落(luo)實(shi)落(luo)地、取得實(shi)效(xiao)。
