經濟日報:正確理解市場決定性作用

    使市場在資源配置中(zhong)起決定性作用是新(xin)提(ti)法、新(xin)論斷,是我國全面建成(cheng)小康(kang)社(she)會新(xin)階段為進(jin)一步積(ji)極穩妥從(cong)廣度(du)和深度(du)上推進(jin)市場化(hua)改革而提(ti)出的新(xin)指針(zhen),具有重大的理論和實踐意義。


    基礎性作用提法的繼承和發展


  《決定》用(yong)市場在資源配置中起決定性作(zuo)用(yong)代替原來的(de)基礎性作(zuo)用(yong),主要(yao)原因有以下三點。


  第一(yi),這(zhe)是(shi)(shi)我們黨(dang)對(dui)社(she)會主(zhu)義市(shi)場(chang)(chang)(chang)(chang)經(jing)濟(ji)體(ti)制(zhi)(zhi)(zhi)改(gai)革認(ren)識不(bu)斷(duan)深(shen)化的(de)(de)結果。1992年(nian),黨(dang)的(de)(de)十四大確立社(she)會主(zhu)義市(shi)場(chang)(chang)(chang)(chang)經(jing)濟(ji)體(ti)制(zhi)(zhi)(zhi)改(gai)革目標(biao)時,就提(ti)出了(le)使市(shi)場(chang)(chang)(chang)(chang)在社(she)會主(zhu)義國(guo)家宏觀調控下對(dui)資源(yuan)(yuan)配(pei)(pei)置起基(ji)礎(chu)(chu)性作(zuo)(zuo)(zuo)用。2002年(nian),黨(dang)的(de)(de)十六大進(jin)一(yi)歩提(ti)出,在更(geng)大程度上(shang)發揮市(shi)場(chang)(chang)(chang)(chang)在資源(yuan)(yuan)配(pei)(pei)置中(zhong)的(de)(de)基(ji)礎(chu)(chu)性作(zuo)(zuo)(zuo)用,健(jian)(jian)全統一(yi)、開放、競爭有序的(de)(de)現(xian)代市(shi)場(chang)(chang)(chang)(chang)體(ti)系。2012年(nian)黨(dang)的(de)(de)十八大更(geng)進(jin)一(yi)步(bu)提(ti)出,更(geng)大程度更(geng)廣范圍發揮市(shi)場(chang)(chang)(chang)(chang)在資源(yuan)(yuan)配(pei)(pei)置中(zhong)的(de)(de)基(ji)礎(chu)(chu)性作(zuo)(zuo)(zuo)用。可(ke)以看出,20年(nian)來,對(dui)市(shi)場(chang)(chang)(chang)(chang)機制(zhi)(zhi)(zhi)作(zuo)(zuo)(zuo)用的(de)(de)認(ren)識是(shi)(shi)逐步(bu)往前走(zou)的(de)(de)。人們越(yue)來越(yue)深(shen)切地感受(shou)到(dao),資源(yuan)(yuan)的(de)(de)稀缺性要(yao)求不(bu)斷(duan)提(ti)高資源(yuan)(yuan)配(pei)(pei)置效率,而迄今為(wei)(wei)止(zhi)的(de)(de)中(zhong)外實踐表明(ming),市(shi)場(chang)(chang)(chang)(chang)配(pei)(pei)置資源(yuan)(yuan)是(shi)(shi)最為(wei)(wei)有效率的(de)(de),市(shi)場(chang)(chang)(chang)(chang)經(jing)濟(ji)就是(shi)(shi)市(shi)場(chang)(chang)(chang)(chang)配(pei)(pei)置資源(yuan)(yuan)的(de)(de)經(jing)濟(ji)。《決(jue)(jue)定》指(zhi)出,市(shi)場(chang)(chang)(chang)(chang)決(jue)(jue)定資源(yuan)(yuan)配(pei)(pei)置是(shi)(shi)市(shi)場(chang)(chang)(chang)(chang)經(jing)濟(ji)的(de)(de)一(yi)般規(gui)律,健(jian)(jian)全社(she)會主(zhu)義市(shi)場(chang)(chang)(chang)(chang)經(jing)濟(ji)體(ti)制(zhi)(zhi)(zhi)必須遵(zun)循這(zhe)條規(gui)律。能夠更(geng)加確切和(he)鮮(xian)明(ming)地反映(ying)市(shi)場(chang)(chang)(chang)(chang)機制(zhi)(zhi)(zhi)對(dui)資源(yuan)(yuan)配(pei)(pei)置的(de)(de)支配(pei)(pei)作(zuo)(zuo)(zuo)用,反映(ying)市(shi)場(chang)(chang)(chang)(chang)經(jing)濟(ji)的(de)(de)基(ji)本規(gui)律價(jia)值規(gui)律的(de)(de)內在要(yao)求。


  第二,這是經(jing)濟(ji)(ji)(ji)改(gai)革(ge)實(shi)踐發展的(de)(de)必(bi)然選(xuan)擇(ze)。黨(dang)的(de)(de)十四(si)大(da)確立社(she)(she)會(hui)主義(yi)市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)經(jing)濟(ji)(ji)(ji)體(ti)制(zhi)(zhi)改(gai)革(ge)目標(biao)后,在(zai)(zai)市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)化(hua)改(gai)革(ge)推動下,比較(jiao)快地(di)初步(bu)建立起社(she)(she)會(hui)主義(yi)市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)經(jing)濟(ji)(ji)(ji)體(ti)制(zhi)(zhi)。但是還不(bu)(bu)完善,還存(cun)在(zai)(zai)不(bu)(bu)少體(ti)制(zhi)(zhi)性(xing)弊(bi)端,突(tu)出(chu)(chu)地(di)表現(xian)在(zai)(zai)政府(fu)直(zhi)接(jie)配(pei)(pei)置(zhi)資(zi)源(yuan)過多,政府(fu)對社(she)(she)會(hui)經(jing)濟(ji)(ji)(ji)活動干預(yu)過多,存(cun)在(zai)(zai)多種形(xing)式的(de)(de)行(xing)政壟斷(duan)。這說明,在(zai)(zai)政府(fu)和(he)(he)市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)的(de)(de)關(guan)系方面存(cun)在(zai)(zai)政府(fu)越位(wei)和(he)(he)缺位(wei)現(xian)象,從而(er)在(zai)(zai)相當程度上影響(xiang)市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)機(ji)制(zhi)(zhi)對于社(she)(she)會(hui)經(jing)濟(ji)(ji)(ji)活動的(de)(de)調節(jie)作用。《決定》提(ti)出(chu)(chu)市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)在(zai)(zai)資(zi)源(yuan)配(pei)(pei)置(zhi)中起決定性(xing)作用,意味著凡是依靠市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)機(ji)制(zhi)(zhi)能夠帶來較(jiao)高效率和(he)(he)效益(yi),并(bing)且(qie)不(bu)(bu)會(hui)損害社(she)(she)會(hui)公平和(he)(he)正義(yi)的(de)(de),都(dou)要交給市(shi)(shi)場(chang)(chang)(chang)(chang)(chang),政府(fu)和(he)(he)社(she)(she)會(hui)組織都(dou)不(bu)(bu)要干預(yu)。各個市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)主體(ti)在(zai)(zai)遵從市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)規(gui)則(ze)范圍內,根(gen)據市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)價格信號,通過技(ji)術進步(bu)、勞動者素質提(ti)高、管理創新,努力提(ti)高產品(pin)和(he)(he)服務質量,降低成本,在(zai)(zai)公平的(de)(de)市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)競(jing)爭中求生存(cun)求發展,優勝劣汰(tai),從而(er)不(bu)(bu)斷(duan)提(ti)高社(she)(she)會(hui)生產力。


  第三,可以更好(hao)發(fa)揮(hui)政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府作(zuo)用。市(shi)場(chang)(chang)在資(zi)源(yuan)配置中(zhong)起(qi)(qi)決(jue)定(ding)性作(zuo)用并不(bu)(bu)意味著不(bu)(bu)重視政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府的(de)作(zuo)用,而(er)是(shi)要(yao)(yao)(yao)(yao)(yao)明確政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府職能,更好(hao)發(fa)揮(hui)政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府作(zuo)用。《決(jue)定(ding)》明確指出(chu),政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府的(de)職責和作(zuo)用主要(yao)(yao)(yao)(yao)(yao)是(shi)保(bao)持宏觀經濟穩定(ding),加(jia)(jia)強(qiang)和優化公(gong)共服務(wu),保(bao)障公(gong)平(ping)競爭(zheng),加(jia)(jia)強(qiang)市(shi)場(chang)(chang)監管(guan),維護(hu)(hu)市(shi)場(chang)(chang)秩序(xu),推(tui)動可持續發(fa)展,促進共同富裕,彌補市(shi)場(chang)(chang)失靈。具體來說包括:一(yi)是(shi)要(yao)(yao)(yao)(yao)(yao)搞好(hao)宏觀經濟調控(kong),保(bao)持宏觀經濟穩定(ding)運(yun)行(xing),防(fang)止大起(qi)(qi)大落。二(er)是(shi)要(yao)(yao)(yao)(yao)(yao)加(jia)(jia)強(qiang)市(shi)場(chang)(chang)監管(guan),維護(hu)(hu)市(shi)場(chang)(chang)公(gong)平(ping)競爭(zheng)秩序(xu),政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府主要(yao)(yao)(yao)(yao)(yao)是(shi)裁判員而(er)不(bu)(bu)是(shi)運(yun)動員,即使對(dui)國(guo)有企業也要(yao)(yao)(yao)(yao)(yao)實行(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)企分(fen)開(kai)政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)資(zi)分(fen)開(kai)。三是(shi)要(yao)(yao)(yao)(yao)(yao)做好(hao)公(gong)共服務(wu),這方面(mian)現在做得很(hen)不(bu)(bu)到位,需要(yao)(yao)(yao)(yao)(yao)加(jia)(jia)快補上去(qu)。四是(shi)完(wan)善社會(hui)治理(li)(li),加(jia)(jia)強(qiang)社會(hui)管(guan)理(li)(li),促進社會(hui)和諧和全面(mian)進步。五是(shi)保(bao)護(hu)(hu)環境和生態,這是(shi)針(zhen)對(dui)進入新世紀后我國(guo)環境生態問題突(tu)出(chu)而(er)對(dui)政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府提出(chu)的(de)新要(yao)(yao)(yao)(yao)(yao)求,也是(shi)我國(guo)五位一(yi)體建設(she)對(dui)政(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)府提出(chu)的(de)新要(yao)(yao)(yao)(yao)(yao)求。


  決定性作用的三個指向


  第(di)一(yi),解決政府(fu)對(dui)資(zi)源配(pei)置(zhi)干預過(guo)多問(wen)題。《決定(ding)》指出,必須積(ji)極(ji)穩妥從廣度和深度上推(tui)進市(shi)(shi)(shi)場化(hua)(hua)(hua)改(gai)(gai)革(ge),大幅(fu)度減少政府(fu)對(dui)資(zi)源的直接(jie)配(pei)置(zhi),推(tui)動(dong)資(zi)源配(pei)置(zhi)依據市(shi)(shi)(shi)場規(gui)則、市(shi)(shi)(shi)場價格、市(shi)(shi)(shi)場競(jing)爭實現效益最(zui)大化(hua)(hua)(hua)和效率最(zui)優化(hua)(hua)(hua)。政府(fu)的職責和作用主要是保持(chi)宏觀經濟穩定(ding),加(jia)強和優化(hua)(hua)(hua)公共服務,保障(zhang)市(shi)(shi)(shi)場公平(ping)競(jing)爭,加(jia)強市(shi)(shi)(shi)場監管(guan),維(wei)護市(shi)(shi)(shi)場秩序,推(tui)動(dong)可(ke)持(chi)續發展(zhan),促進共同富裕(yu),彌補市(shi)(shi)(shi)場失(shi)靈。因此(ci),政府(fu)改(gai)(gai)革(ge)、政府(fu)職能轉換是目前經濟改(gai)(gai)革(ge)的關(guan)(guan)鍵(jian),全面深化(hua)(hua)(hua)改(gai)(gai)革(ge)的關(guan)(guan)鍵(jian),也是市(shi)(shi)(shi)場在(zai)資(zi)源配(pei)置(zhi)中(zhong)起決定(ding)性作用的關(guan)(guan)鍵(jian)。


  第二,解決市場(chang)體系不(bu)健全、真正形(xing)成(cheng)公(gong)(gong)平競(jing)(jing)(jing)(jing)爭(zheng)的(de)(de)市場(chang)環(huan)境問題。要使市場(chang)在資(zi)源配置中(zhong)起(qi)決定(ding)性(xing)作用(yong),需要有(you)(you)全國統一開(kai)放的(de)(de)市場(chang)體系和(he)公(gong)(gong)平競(jing)(jing)(jing)(jing)爭(zheng)的(de)(de)環(huan)境。目前(qian)我國的(de)(de)市場(chang)體系還不(bu)夠(gou)完善,主(zhu)要表(biao)現在生產要素和(he)資(zi)源產品價格(ge)市場(chang)化程度(du)不(bu)高,存(cun)在不(bu)同程度(du)的(de)(de)扭曲,這(zhe)同政府(fu)不(bu)當干預過多有(you)(you)關,也同市場(chang)發育不(bu)夠(gou)成(cheng)熟有(you)(you)關。所以,我們必須(xu)加快建立(li)現代市場(chang)體系,政府(fu)要加強市場(chang)監管(guan),營造公(gong)(gong)平競(jing)(jing)(jing)(jing)爭(zheng)的(de)(de)環(huan)境,使各個(ge)市場(chang)競(jing)(jing)(jing)(jing)爭(zheng)主(zhu)體在公(gong)(gong)平的(de)(de)舞(wu)臺上平等競(jing)(jing)(jing)(jing)爭(zheng),優(you)勝劣(lie)汰,不(bu)斷提高效(xiao)率。


  第三,解決(jue)對(dui)非(fei)(fei)公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)的(de)(de)一(yi)些歧(qi)視性(xing)(xing)規(gui)定,包括(kuo)消除(chu)各種隱性(xing)(xing)壁(bi)壘設(she)置等(deng)(deng)問(wen)題(ti)。首先是認(ren)識問(wen)題(ti)。一(yi)個時期以來,無論是理論界還是經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)界,總有(you)(you)(you)人對(dui)非(fei)(fei)公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)在(zai)社(she)會(hui)主義(yi)(yi)市(shi)場(chang)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)中的(de)(de)地位和作用(yong)估計不(bu)足(zu),不(bu)承認(ren)非(fei)(fei)公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)同公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)一(yi)樣都(dou)(dou)(dou)是我(wo)國經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)社(she)會(hui)發展(zhan)的(de)(de)重(zhong)要(yao)基礎。《決(jue)定》對(dui)此作出了明確的(de)(de)肯(ken)定的(de)(de)回答,指(zhi)(zhi)(zhi)出,公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)和非(fei)(fei)公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)都(dou)(dou)(dou)是社(she)會(hui)主義(yi)(yi)市(shi)場(chang)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)的(de)(de)重(zhong)要(yao)組成(cheng)部分,都(dou)(dou)(dou)是我(wo)國經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)社(she)會(hui)發展(zhan)的(de)(de)重(zhong)要(yao)基礎。這(zhe)是《決(jue)定》的(de)(de)一(yi)個亮點。《決(jue)定》進一(yi)步明確指(zhi)(zhi)(zhi)出,支(zhi)持(chi)(chi)非(fei)(fei)公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)健康發展(zhan)。非(fei)(fei)公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)在(zai)支(zhi)撐增(zeng)長、促進創新、擴大就業(ye)、增(zeng)加(jia)稅收等(deng)(deng)方面具(ju)有(you)(you)(you)重(zhong)要(yao)作用(yong)。堅持(chi)(chi)權利平等(deng)(deng)、機會(hui)平等(deng)(deng)、規(gui)則平等(deng)(deng),廢除(chu)對(dui)非(fei)(fei)公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)各種形(xing)式(shi)的(de)(de)不(bu)合理規(gui)定,消除(chu)各種隱性(xing)(xing)壁(bi)壘,制(zhi)(zhi)定非(fei)(fei)公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)制(zhi)(zhi)企業(ye)進入特許經(jing)(jing)(jing)(jing)(jing)(jing)營領域(yu)具(ju)體辦法。鼓(gu)勵非(fei)(fei)公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)制(zhi)(zhi)企業(ye)參與國有(you)(you)(you)企業(ye)改革,鼓(gu)勵發展(zhan)非(fei)(fei)公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)資本控股的(de)(de)混(hun)合所(suo)有(you)(you)(you)制(zhi)(zhi)企業(ye),鼓(gu)勵有(you)(you)(you)條件的(de)(de)私營企業(ye)建立現(xian)代企業(ye)制(zhi)(zhi)度。可以預(yu)見(jian),在(zai)《決(jue)定》指(zhi)(zhi)(zhi)引下(xia),我(wo)國非(fei)(fei)公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)將會(hui)有(you)(you)(you)更好(hao)更快的(de)(de)發展(zhan)。


  圍繞決定性作用深化經濟體制改革


  深(shen)化經濟體制(zhi)改(gai)革(ge),要緊緊圍(wei)繞(rao)使市場在(zai)資源(yuan)配置中起決定性作用展開。

  著(zhu)力(li)(li)清(qing)(qing)(qing)除市(shi)(shi)(shi)場(chang)壁壘,加(jia)快(kuai)完善現代市(shi)(shi)(shi)場(chang)體(ti)系。《決定(ding)(ding)》第一(yi)次提(ti)出要探索在市(shi)(shi)(shi)場(chang)準入(ru)(ru)方面實(shi)(shi)行(xing)負(fu)面清(qing)(qing)(qing)單的(de)(de)(de)管理模(mo)式,提(ti)出,實(shi)(shi)行(xing)統一(yi)的(de)(de)(de)市(shi)(shi)(shi)場(chang)準入(ru)(ru)制度,在制定(ding)(ding)負(fu)面清(qing)(qing)(qing)單基(ji)礎上,各類市(shi)(shi)(shi)場(chang)主體(ti)可依法(fa)平等進入(ru)(ru)清(qing)(qing)(qing)單之外(wai)領域。探索對(dui)外(wai)商(shang)投資實(shi)(shi)行(xing)準入(ru)(ru)前(qian)國民待遇加(jia)負(fu)面清(qing)(qing)(qing)單的(de)(de)(de)管理模(mo)式。針(zhen)對(dui)一(yi)個(ge)時(shi)(shi)(shi)期以(yi)來一(yi)些地方競相出臺優(you)惠(hui)政(zheng)策招商(shang)引資進行(xing)惡性(xing)競爭,造成產能嚴重過剩等問(wen)題(ti)。今后,要實(shi)(shi)行(xing)統一(yi)的(de)(de)(de)市(shi)(shi)(shi)場(chang)監(jian)管,清(qing)(qing)(qing)理和(he)廢除妨(fang)礙全(quan)國統一(yi)市(shi)(shi)(shi)場(chang)和(he)公平競爭的(de)(de)(de)各種(zhong)規定(ding)(ding)和(he)做法(fa),建(jian)立(li)健全(quan)社會征信體(ti)系。與此同時(shi)(shi)(shi),著(zhu)力(li)(li)深化市(shi)(shi)(shi)場(chang)化價(jia)格改(gai)革,《決定(ding)(ding)》提(ti)出,完善主要由市(shi)(shi)(shi)場(chang)決定(ding)(ding)價(jia)格的(de)(de)(de)機制,推進水、石(shi)油、天然氣、電(dian)力(li)(li)、交(jiao)通、電(dian)信等領域價(jia)格改(gai)革,放(fang)開競爭性(xing)環節價(jia)格。同時(shi)(shi)(shi)明(ming)確政(zheng)府定(ding)(ding)價(jia)范(fan)圍主要限定(ding)(ding)在重要公用事業、公益性(xing)服務、網絡型(xing)自然壟(long)斷環節,提(ti)高透明(ming)度,接受(shou)社會監(jian)督。
