經濟日報:正確理解市場決定性作用

    使(shi)市場在(zai)資源配置中起決定性作用是新(xin)提(ti)法、新(xin)論(lun)斷,是我(wo)國全面建成小(xiao)康(kang)社會新(xin)階(jie)段為進一步積極穩妥從廣(guang)度和深度上推(tui)進市場化改革而提(ti)出的(de)新(xin)指(zhi)針(zhen),具有(you)重大(da)的(de)理論(lun)和實踐意(yi)義。


    基礎性作用提法的繼承和發展


  《決定》用(yong)市(shi)場(chang)在資源配(pei)置中起決定性作(zuo)用(yong)代替原來的基礎(chu)性作(zuo)用(yong),主(zhu)要原因有(you)以(yi)下(xia)三點(dian)。


  第一(yi)(yi),這是我(wo)們黨對社會主(zhu)義市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)經(jing)濟(ji)體(ti)制(zhi)(zhi)改(gai)革認識不斷(duan)深化的(de)(de)結果。1992年,黨的(de)(de)十(shi)四大(da)確(que)立社會主(zhu)義市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)經(jing)濟(ji)體(ti)制(zhi)(zhi)改(gai)革目標時,就(jiu)提(ti)出(chu)了使市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)在社會主(zhu)義國家宏觀調控下對資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)配(pei)置起基(ji)礎(chu)性作用。2002年,黨的(de)(de)十(shi)六大(da)進一(yi)(yi)歩提(ti)出(chu),在更(geng)大(da)程(cheng)度(du)上發揮市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)在資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)配(pei)置中(zhong)的(de)(de)基(ji)礎(chu)性作用,健全(quan)統(tong)一(yi)(yi)、開放、競(jing)爭有序的(de)(de)現代市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)體(ti)系。2012年黨的(de)(de)十(shi)八大(da)更(geng)進一(yi)(yi)步提(ti)出(chu),更(geng)大(da)程(cheng)度(du)更(geng)廣范圍發揮市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)在資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)配(pei)置中(zhong)的(de)(de)基(ji)礎(chu)性作用。可(ke)以看出(chu),20年來(lai),對市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)機(ji)制(zhi)(zhi)作用的(de)(de)認識是逐步往前走的(de)(de)。人們越來(lai)越深切(qie)地感(gan)受到,資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)的(de)(de)稀(xi)缺(que)性要求不斷(duan)提(ti)高資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)配(pei)置效(xiao)率(lv),而(er)迄今(jin)為止的(de)(de)中(zhong)外實踐表(biao)明,市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)配(pei)置資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)是最為有效(xiao)率(lv)的(de)(de),市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)經(jing)濟(ji)就(jiu)是市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)配(pei)置資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)的(de)(de)經(jing)濟(ji)。《決(jue)定》指出(chu),市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)決(jue)定資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)配(pei)置是市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)經(jing)濟(ji)的(de)(de)一(yi)(yi)般規律(lv),健全(quan)社會主(zhu)義市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)經(jing)濟(ji)體(ti)制(zhi)(zhi)必須遵循這條(tiao)規律(lv)。能夠更(geng)加確(que)切(qie)和鮮明地反映市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)機(ji)制(zhi)(zhi)對資(zi)(zi)源(yuan)(yuan)(yuan)(yuan)配(pei)置的(de)(de)支配(pei)作用,反映市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)經(jing)濟(ji)的(de)(de)基(ji)本規律(lv)價值規律(lv)的(de)(de)內在要求。


  第二,這(zhe)是(shi)經濟(ji)改革(ge)實踐發展的(de)必然選擇。黨的(de)十四(si)大確立社(she)(she)(she)會(hui)(hui)(hui)主義市場(chang)(chang)經濟(ji)體制(zhi)改革(ge)目(mu)標后,在市場(chang)(chang)化(hua)改革(ge)推(tui)動下,比較(jiao)快地初(chu)步(bu)建立起社(she)(she)(she)會(hui)(hui)(hui)主義市場(chang)(chang)經濟(ji)體制(zhi)。但是(shi)還不(bu)(bu)完善,還存在不(bu)(bu)少體制(zhi)性弊端,突出地表現(xian)在政府(fu)直接配(pei)置(zhi)資(zi)源過(guo)多,政府(fu)對(dui)社(she)(she)(she)會(hui)(hui)(hui)經濟(ji)活動干預過(guo)多,存在多種形式的(de)行政壟(long)斷。這(zhe)說明(ming),在政府(fu)和市場(chang)(chang)的(de)關系方面存在政府(fu)越位(wei)和缺位(wei)現(xian)象,從而(er)在相當程度上(shang)影響市場(chang)(chang)機(ji)制(zhi)對(dui)于社(she)(she)(she)會(hui)(hui)(hui)經濟(ji)活動的(de)調(diao)節作(zuo)用。《決定》提出市場(chang)(chang)在資(zi)源配(pei)置(zhi)中起決定性作(zuo)用,意(yi)味著凡是(shi)依(yi)靠市場(chang)(chang)機(ji)制(zhi)能(neng)夠帶來較(jiao)高(gao)(gao)效(xiao)率和效(xiao)益,并且(qie)不(bu)(bu)會(hui)(hui)(hui)損害社(she)(she)(she)會(hui)(hui)(hui)公平(ping)和正(zheng)義的(de),都要(yao)交給市場(chang)(chang),政府(fu)和社(she)(she)(she)會(hui)(hui)(hui)組織(zhi)都不(bu)(bu)要(yao)干預。各(ge)個市場(chang)(chang)主體在遵從市場(chang)(chang)規則范圍(wei)內(nei),根據市場(chang)(chang)價格信號,通過(guo)技術進步(bu)、勞動者素(su)質(zhi)提高(gao)(gao)、管理創(chuang)新,努力(li)(li)提高(gao)(gao)產品和服務(wu)質(zhi)量,降(jiang)低成本,在公平(ping)的(de)市場(chang)(chang)競爭中求生(sheng)存求發展,優勝(sheng)劣汰,從而(er)不(bu)(bu)斷提高(gao)(gao)社(she)(she)(she)會(hui)(hui)(hui)生(sheng)產力(li)(li)。


  第三,可(ke)(ke)以(yi)更好發(fa)揮(hui)政(zheng)(zheng)府(fu)作用(yong)。市(shi)場(chang)在資源配置(zhi)中起決定(ding)性(xing)作用(yong)并(bing)不意味著不重視政(zheng)(zheng)府(fu)的作用(yong),而是(shi)要(yao)(yao)(yao)明確(que)政(zheng)(zheng)府(fu)職能,更好發(fa)揮(hui)政(zheng)(zheng)府(fu)作用(yong)。《決定(ding)》明確(que)指出(chu),政(zheng)(zheng)府(fu)的職責(ze)和(he)(he)作用(yong)主(zhu)要(yao)(yao)(yao)是(shi)保(bao)持(chi)宏觀經(jing)(jing)(jing)濟穩定(ding),加強(qiang)和(he)(he)優化公(gong)共(gong)服(fu)務,保(bao)障公(gong)平(ping)競(jing)爭,加強(qiang)市(shi)場(chang)監管,維護市(shi)場(chang)秩序,推動可(ke)(ke)持(chi)續(xu)發(fa)展,促(cu)進(jin)共(gong)同富裕,彌補(bu)市(shi)場(chang)失靈。具體(ti)(ti)來說包括:一(yi)是(shi)要(yao)(yao)(yao)搞好宏觀經(jing)(jing)(jing)濟調(diao)控,保(bao)持(chi)宏觀經(jing)(jing)(jing)濟穩定(ding)運(yun)行,防止大起大落(luo)。二是(shi)要(yao)(yao)(yao)加強(qiang)市(shi)場(chang)監管,維護市(shi)場(chang)公(gong)平(ping)競(jing)爭秩序,政(zheng)(zheng)府(fu)主(zhu)要(yao)(yao)(yao)是(shi)裁(cai)判員而不是(shi)運(yun)動員,即使對國有企(qi)業也要(yao)(yao)(yao)實行政(zheng)(zheng)企(qi)分開政(zheng)(zheng)資分開。三是(shi)要(yao)(yao)(yao)做(zuo)好公(gong)共(gong)服(fu)務,這(zhe)方面現(xian)在做(zuo)得很(hen)不到(dao)位,需要(yao)(yao)(yao)加快(kuai)補(bu)上去(qu)。四(si)是(shi)完(wan)善社會治理,加強(qiang)社會管理,促(cu)進(jin)社會和(he)(he)諧和(he)(he)全面進(jin)步。五(wu)是(shi)保(bao)護環境和(he)(he)生態(tai),這(zhe)是(shi)針對進(jin)入新(xin)世紀(ji)后(hou)我國環境生態(tai)問題突出(chu)而對政(zheng)(zheng)府(fu)提出(chu)的新(xin)要(yao)(yao)(yao)求(qiu),也是(shi)我國五(wu)位一(yi)體(ti)(ti)建(jian)設(she)對政(zheng)(zheng)府(fu)提出(chu)的新(xin)要(yao)(yao)(yao)求(qiu)。


  決定性作用的三個指向


  第一,解決政(zheng)府(fu)對資源(yuan)配置(zhi)(zhi)干(gan)預過多問題。《決定》指出,必須積極(ji)穩妥從廣度(du)和(he)深度(du)上(shang)推進市(shi)(shi)場(chang)(chang)化(hua)改革(ge),大幅度(du)減少(shao)政(zheng)府(fu)對資源(yuan)的直接配置(zhi)(zhi),推動資源(yuan)配置(zhi)(zhi)依據市(shi)(shi)場(chang)(chang)規則、市(shi)(shi)場(chang)(chang)價格、市(shi)(shi)場(chang)(chang)競爭實現效(xiao)益(yi)最大化(hua)和(he)效(xiao)率最優化(hua)。政(zheng)府(fu)的職責(ze)和(he)作(zuo)用(yong)主要是(shi)保持宏觀經濟穩定,加強和(he)優化(hua)公共(gong)服務,保障市(shi)(shi)場(chang)(chang)公平(ping)競爭,加強市(shi)(shi)場(chang)(chang)監管,維護市(shi)(shi)場(chang)(chang)秩序,推動可(ke)持續發展,促進共(gong)同(tong)富裕,彌補(bu)市(shi)(shi)場(chang)(chang)失靈。因此,政(zheng)府(fu)改革(ge)、政(zheng)府(fu)職能轉換是(shi)目前經濟改革(ge)的關鍵,全面深化(hua)改革(ge)的關鍵,也是(shi)市(shi)(shi)場(chang)(chang)在資源(yuan)配置(zhi)(zhi)中起(qi)決定性作(zuo)用(yong)的關鍵。


  第二,解決(jue)市場(chang)(chang)(chang)體系(xi)不(bu)(bu)(bu)(bu)健全、真正形成(cheng)公(gong)平(ping)競(jing)爭(zheng)的(de)(de)市場(chang)(chang)(chang)環(huan)境(jing)問題。要使市場(chang)(chang)(chang)在(zai)資源配置中起(qi)決(jue)定(ding)性作用,需(xu)要有全國統一開(kai)放的(de)(de)市場(chang)(chang)(chang)體系(xi)和(he)公(gong)平(ping)競(jing)爭(zheng)的(de)(de)環(huan)境(jing)。目前我(wo)國的(de)(de)市場(chang)(chang)(chang)體系(xi)還不(bu)(bu)(bu)(bu)夠完善,主(zhu)要表現在(zai)生產(chan)要素和(he)資源產(chan)品價格(ge)市場(chang)(chang)(chang)化程度(du)不(bu)(bu)(bu)(bu)高,存(cun)在(zai)不(bu)(bu)(bu)(bu)同程度(du)的(de)(de)扭曲,這同政府不(bu)(bu)(bu)(bu)當(dang)干預過多(duo)有關(guan),也同市場(chang)(chang)(chang)發(fa)育(yu)不(bu)(bu)(bu)(bu)夠成(cheng)熟有關(guan)。所(suo)以,我(wo)們必須加快建立現代市場(chang)(chang)(chang)體系(xi),政府要加強市場(chang)(chang)(chang)監管,營造公(gong)平(ping)競(jing)爭(zheng)的(de)(de)環(huan)境(jing),使各個(ge)市場(chang)(chang)(chang)競(jing)爭(zheng)主(zhu)體在(zai)公(gong)平(ping)的(de)(de)舞臺(tai)上平(ping)等競(jing)爭(zheng),優(you)勝劣汰,不(bu)(bu)(bu)(bu)斷提高效率。

  與此同時,要繼(ji)續推進國(guo)有(you)大中型企(qi)業(ye)公司制(zhi)(zhi)股份制(zhi)(zhi)改革,完(wan)善(shan)公司法人治理結構;完(wan)善(shan)國(guo)有(you)資(zi)產監(jian)管(guan)體制(zhi)(zhi),國(guo)資(zi)監(jian)管(guan)機構從管(guan)企(qi)業(ye)向管(guan)資(zi)本(ben)為主轉變,優(you)化資(zi)本(ben)配置,提高國(guo)有(you)資(zi)本(ben)收(shou)益上繳公共財政比例,2020年(nian)提高到占30%,更多用于保障(zhang)和改善(shan)民(min)生(sheng)。繼(ji)續支持(chi)非(fei)公有(you)制(zhi)(zhi)經濟(ji)發展,激發非(fei)公有(you)制(zhi)(zhi)經濟(ji)活(huo)力(li)和創造(zao)力(li)。


  著(zhu)力(li)清(qing)(qing)除市(shi)(shi)(shi)場(chang)(chang)壁壘,加快(kuai)完善現代市(shi)(shi)(shi)場(chang)(chang)體系。《決定(ding)(ding)》第一(yi)(yi)次提出要(yao)探(tan)索在(zai)市(shi)(shi)(shi)場(chang)(chang)準(zhun)入(ru)(ru)方面(mian)實(shi)行(xing)負(fu)(fu)面(mian)清(qing)(qing)單的(de)(de)(de)管理模(mo)式(shi),提出,實(shi)行(xing)統一(yi)(yi)的(de)(de)(de)市(shi)(shi)(shi)場(chang)(chang)準(zhun)入(ru)(ru)制(zhi)度,在(zai)制(zhi)定(ding)(ding)負(fu)(fu)面(mian)清(qing)(qing)單基礎(chu)上,各(ge)類市(shi)(shi)(shi)場(chang)(chang)主(zhu)體可依法平等(deng)進(jin)入(ru)(ru)清(qing)(qing)單之外(wai)領(ling)域。探(tan)索對外(wai)商投(tou)資實(shi)行(xing)準(zhun)入(ru)(ru)前國民待遇加負(fu)(fu)面(mian)清(qing)(qing)單的(de)(de)(de)管理模(mo)式(shi)。針(zhen)對一(yi)(yi)個時(shi)期以來一(yi)(yi)些地方競(jing)相出臺(tai)優惠政策招商引(yin)資進(jin)行(xing)惡性競(jing)爭,造成產能嚴(yan)重過剩(sheng)等(deng)問題。今(jin)后,要(yao)實(shi)行(xing)統一(yi)(yi)的(de)(de)(de)市(shi)(shi)(shi)場(chang)(chang)監管,清(qing)(qing)理和(he)廢除妨(fang)礙(ai)全國統一(yi)(yi)市(shi)(shi)(shi)場(chang)(chang)和(he)公平競(jing)爭的(de)(de)(de)各(ge)種(zhong)規定(ding)(ding)和(he)做法,建立健全社會征(zheng)信體系。與此同(tong)時(shi),著(zhu)力(li)深化市(shi)(shi)(shi)場(chang)(chang)化價(jia)格改革(ge),《決定(ding)(ding)》提出,完善主(zhu)要(yao)由市(shi)(shi)(shi)場(chang)(chang)決定(ding)(ding)價(jia)格的(de)(de)(de)機制(zhi),推進(jin)水、石油、天然氣、電(dian)力(li)、交通、電(dian)信等(deng)領(ling)域價(jia)格改革(ge),放開競(jing)爭性環(huan)節(jie)價(jia)格。同(tong)時(shi)明確(que)政府定(ding)(ding)價(jia)范圍主(zhu)要(yao)限(xian)定(ding)(ding)在(zai)重要(yao)公用事業、公益性服務、網絡(luo)型自(zi)然壟斷環(huan)節(jie),提高透明度,接受社會監督(du)。
