經濟日報:不斷完善國有資產管理體制

  完(wan)(wan)善(shan)國(guo)(guo)(guo)有(you)資產(chan)(chan)(chan)管(guan)(guan)(guan)理體制是深化(hua)經濟(ji)體制改(gai)革(ge)的(de)(de)一項重要(yao)任務,是推進行政體制改(gai)革(ge)的(de)(de)重要(yao)組成部(bu)分(fen)。有(you)效的(de)(de)國(guo)(guo)(guo)有(you)資產(chan)(chan)(chan)管(guan)(guan)(guan)理體制是增強國(guo)(guo)(guo)有(you)經濟(ji)活(huo)力(li)和(he)競(jing)爭力(li)、實現國(guo)(guo)(guo)有(you)企(qi)業持續健康發展(zhan)、防止國(guo)(guo)(guo)有(you)資產(chan)(chan)(chan)流失的(de)(de)制度(du)保障。黨(dang)的(de)(de)十(shi)八屆三中全會(hui)從積極發展(zhan)混合所有(you)制經濟(ji)的(de)(de)要(yao)求出(chu)發強調(diao),完(wan)(wan)善(shan)國(guo)(guo)(guo)有(you)資產(chan)(chan)(chan)管(guan)(guan)(guan)理體制,以管(guan)(guan)(guan)資本為(wei)主加強國(guo)(guo)(guo)有(you)資產(chan)(chan)(chan)監(jian)管(guan)(guan)(guan)。這既是對國(guo)(guo)(guo)有(you)資產(chan)(chan)(chan)管(guan)(guan)(guan)理體制改(gai)革(ge)已經取得成效的(de)(de)充(chong)分(fen)肯定,也是對加強國(guo)(guo)(guo)有(you)資產(chan)(chan)(chan)監(jian)管(guan)(guan)(guan)作出(chu)的(de)(de)新的(de)(de)部(bu)署。我(wo)們要(yao)深刻領會(hui)和(he)認真貫徹這一精神(shen),以改(gai)革(ge)創新的(de)(de)精神(shen)不(bu)斷(duan)完(wan)(wan)善(shan)國(guo)(guo)(guo)有(you)資產(chan)(chan)(chan)管(guan)(guan)(guan)理體制。


  完善國有資產管理體制的意義


  我們(men)黨歷來十(shi)分重(zhong)視國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)管(guan)理(li)(li)(li)體(ti)制的(de)(de)改(gai)革和(he)完(wan)(wan)(wan)善。黨的(de)(de)十(shi)七大(da)報告提出(chu),加(jia)快建(jian)設(she)國(guo)(guo)(guo)有(you)資(zi)(zi)本經(jing)(jing)營預算制度(du)。黨的(de)(de)十(shi)八(ba)大(da)報告再次強調,完(wan)(wan)(wan)善各(ge)類國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)管(guan)理(li)(li)(li)體(ti)制。黨的(de)(de)十(shi)八(ba)屆(jie)三中全會(hui)從(cong)積極發(fa)展混合所有(you)制經(jing)(jing)濟(ji)出(chu)發(fa),對完(wan)(wan)(wan)善國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)管(guan)理(li)(li)(li)體(ti)制作出(chu)了新的(de)(de)部署。完(wan)(wan)(wan)善國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)管(guan)理(li)(li)(li)體(ti)制,就是(shi)要在國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)改(gai)革已經(jing)(jing)取得成效的(de)(de)基礎上(shang),認(ren)真(zhen)總結經(jing)(jing)驗,分析不足(zu),進一(yi)步健全適應社會(hui)主義市場經(jing)(jing)濟(ji)要求(qiu)的(de)(de)國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)管(guan)理(li)(li)(li)體(ti)制,為保護(hu)好(hao)(hao)、利(li)用(yong)好(hao)(hao)、經(jing)(jing)營好(hao)(hao)各(ge)類國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)提供可靠的(de)(de)制度(du)保障,以最大(da)限度(du)地發(fa)揮(hui)好(hao)(hao)各(ge)類國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)的(de)(de)作用(yong),創造更好(hao)(hao)的(de)(de)經(jing)(jing)濟(ji)效益(yi)和(he)社會(hui)效益(yi),為建(jian)設(she)中國(guo)(guo)(guo)特色社會(hui)主義提供堅(jian)實(shi)的(de)(de)基礎。


  第一,完善(shan)國(guo)有資產管(guan)理(li)(li)(li)體(ti)(ti)制(zhi)是(shi)(shi)健(jian)全(quan)(quan)社(she)(she)會(hui)主(zhu)義(yi)市(shi)場(chang)(chang)經(jing)濟(ji)(ji)(ji)(ji)體(ti)(ti)制(zhi)的(de)必然選擇。完善(shan)國(guo)有資產管(guan)理(li)(li)(li)體(ti)(ti)制(zhi)既(ji)是(shi)(shi)經(jing)濟(ji)(ji)(ji)(ji)體(ti)(ti)制(zhi)改(gai)革的(de)重要(yao)(yao)(yao)內容(rong),也是(shi)(shi)深化行政體(ti)(ti)制(zhi)改(gai)革的(de)重要(yao)(yao)(yao)組(zu)成(cheng)部(bu)分,是(shi)(shi)理(li)(li)(li)順政府與市(shi)場(chang)(chang)關系的(de)一個(ge)重要(yao)(yao)(yao)方面。完善(shan)國(guo)有資產管(guan)理(li)(li)(li)體(ti)(ti)制(zhi),重點就(jiu)在于使國(guo)有資產管(guan)理(li)(li)(li)更好地適應健(jian)全(quan)(quan)社(she)(she)會(hui)主(zhu)義(yi)市(shi)場(chang)(chang)經(jing)濟(ji)(ji)(ji)(ji)體(ti)(ti)制(zhi)的(de)要(yao)(yao)(yao)求(qiu)。健(jian)全(quan)(quan)社(she)(she)會(hui)主(zhu)義(yi)市(shi)場(chang)(chang)經(jing)濟(ji)(ji)(ji)(ji)體(ti)(ti)制(zhi),要(yao)(yao)(yao)求(qiu)公(gong)有制(zhi)與市(shi)場(chang)(chang)經(jing)濟(ji)(ji)(ji)(ji)更好結合,要(yao)(yao)(yao)求(qiu)更好發揮國(guo)有經(jing)濟(ji)(ji)(ji)(ji)的(de)主(zhu)導作用,要(yao)(yao)(yao)求(qiu)國(guo)有企業更好適應市(shi)場(chang)(chang)化和國(guo)際化的(de)要(yao)(yao)(yao)求(qiu),這(zhe)些都(dou)需要(yao)(yao)(yao)以(yi)完善(shan)的(de)國(guo)有資產管(guan)理(li)(li)(li)體(ti)(ti)制(zhi)為保(bao)障。


  第二,完善(shan)(shan)國有(you)(you)資(zi)產(chan)管理(li)體制(zhi)(zhi)是堅(jian)持和(he)完善(shan)(shan)基本經(jing)濟(ji)制(zhi)(zhi)度(du)(du)的必(bi)(bi)然(ran)要求(qiu)。堅(jian)持和(he)完善(shan)(shan)公有(you)(you)制(zhi)(zhi)為(wei)主(zhu)體、多(duo)種所有(you)(you)制(zhi)(zhi)經(jing)濟(ji)共同發(fa)展(zhan)的基本經(jing)濟(ji)制(zhi)(zhi)度(du)(du),必(bi)(bi)須保護好(hao)、利用好(hao)、經(jing)營好(hao)全國人民多(duo)年發(fa)展(zhan)和(he)積累(lei)的國有(you)(you)資(zi)產(chan)。能否通過體制(zhi)(zhi)改革和(he)制(zhi)(zhi)度(du)(du)創新,進一步提高國有(you)(you)資(zi)產(chan)的質量和(he)效益,直接關(guan)(guan)系(xi)到國有(you)(you)經(jing)濟(ji)主(zhu)導作用的發(fa)揮,關(guan)(guan)系(xi)到公有(you)(you)制(zhi)(zhi)主(zhu)體地位的堅(jian)持,關(guan)(guan)系(xi)到基本經(jing)濟(ji)制(zhi)(zhi)度(du)(du)的完善(shan)(shan),關(guan)(guan)系(xi)到社會主(zhu)義制(zhi)(zhi)度(du)(du)優越性的更好(hao)發(fa)揮。


  第三(san),完善國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)管(guan)(guan)理(li)體制是(shi)深(shen)化(hua)行(xing)政(zheng)(zheng)體制改(gai)革(ge)(ge)、轉變政(zheng)(zheng)府職(zhi)能的(de)客觀需要(yao)(yao)。深(shen)化(hua)行(xing)政(zheng)(zheng)體制改(gai)革(ge)(ge),轉變政(zheng)(zheng)府職(zhi)能,是(shi)全(quan)面(mian)深(shen)化(hua)改(gai)革(ge)(ge)的(de)一(yi)項重要(yao)(yao)內容,深(shen)入推進(jin)(jin)政(zheng)(zheng)企分開、政(zheng)(zheng)資(zi)(zi)分開、政(zheng)(zheng)事分開、政(zheng)(zheng)社分開,對完善國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)管(guan)(guan)理(li)體制提出(chu)了(le)新(xin)的(de)要(yao)(yao)求(qiu)。近年來,我國(guo)行(xing)政(zheng)(zheng)體制改(gai)革(ge)(ge)、政(zheng)(zheng)府職(zhi)能轉變取(qu)得積極進(jin)(jin)展(zhan),但(dan)目(mu)前(qian)很(hen)多改(gai)革(ge)(ge)措施還(huan)不(bu)到位,在國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)管(guan)(guan)理(li)體制方面(mian)亦(yi)有(you)(you)一(yi)些政(zheng)(zheng)企不(bu)分的(de)現象存在。從根(gen)本上解決這些問題,需要(yao)(yao)進(jin)(jin)一(yi)步(bu)完善國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)管(guan)(guan)理(li)體制,進(jin)(jin)一(yi)步(bu)促(cu)進(jin)(jin)行(xing)政(zheng)(zheng)體制改(gai)革(ge)(ge)和政(zheng)(zheng)府職(zhi)能轉變,推動各級政(zheng)(zheng)府公(gong)共(gong)管(guan)(guan)理(li)部門與所屬(shu)企業脫鉤,把(ba)精力集(ji)中到社會公(gong)共(gong)管(guan)(guan)理(li)上來。


  第四,完善國(guo)(guo)(guo)有(you)資產(chan)管(guan)(guan)理(li)(li)體(ti)(ti)制是深(shen)化(hua)國(guo)(guo)(guo)有(you)企(qi)(qi)業改(gai)革(ge)的(de)(de)迫切要(yao)求。完善國(guo)(guo)(guo)有(you)資產(chan)管(guan)(guan)理(li)(li)體(ti)(ti)制與深(shen)化(hua)國(guo)(guo)(guo)有(you)企(qi)(qi)業改(gai)革(ge)具(ju)有(you)內在(zai)的(de)(de)緊密聯系,國(guo)(guo)(guo)有(you)企(qi)(qi)業要(yao)適應市(shi)場化(hua)、國(guo)(guo)(guo)際(ji)化(hua)新(xin)形勢,在(zai)作為(wei)(wei)獨立法人和市(shi)場競爭主體(ti)(ti)方面(mian)必(bi)須更進(jin)一步,這就要(yao)求進(jin)一步做到政企(qi)(qi)分開(kai)、政資分開(kai),相(xiang)(xiang)應地(di)必(bi)須完善國(guo)(guo)(guo)有(you)資產(chan)管(guan)(guan)理(li)(li)體(ti)(ti)制。而且,完善國(guo)(guo)(guo)有(you)資產(chan)管(guan)(guan)理(li)(li)體(ti)(ti)制對突破國(guo)(guo)(guo)有(you)企(qi)(qi)業體(ti)(ti)制障礙(ai)具(ju)有(you)較強的(de)(de)牽引作用,遇到的(de)(de)障礙(ai)和阻(zu)力相(xiang)(xiang)對較小,成為(wei)(wei)深(shen)化(hua)國(guo)(guo)(guo)有(you)企(qi)(qi)業改(gai)革(ge)的(de)(de)推進(jin)器和加(jia)速器。從這些意義(yi)上(shang)講,完善國(guo)(guo)(guo)有(you)資產(chan)管(guan)(guan)理(li)(li)體(ti)(ti)制是深(shen)化(hua)國(guo)(guo)(guo)有(you)企(qi)(qi)業改(gai)革(ge)的(de)(de)一個重要(yao)條件,構成了深(shen)化(hua)國(guo)(guo)(guo)有(you)企(qi)(qi)業市(shi)場化(hua)改(gai)革(ge)的(de)(de)重要(yao)基礎。


  第五,完(wan)善(shan)國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產管(guan)(guan)理(li)(li)體(ti)制(zhi)(zhi)(zhi)(zhi)是(shi)積極(ji)發展(zhan)混(hun)(hun)合所有(you)制(zhi)(zhi)(zhi)(zhi)經(jing)(jing)濟的內在要(yao)(yao)(yao)求(qiu)。積極(ji)發展(zhan)“國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)本(ben)、集體(ti)資(zi)(zi)(zi)本(ben)、非公有(you)資(zi)(zi)(zi)本(ben)等交叉持(chi)股(gu)、相互融合的混(hun)(hun)合所有(you)制(zhi)(zhi)(zhi)(zhi)經(jing)(jing)濟,”必然要(yao)(yao)(yao)求(qiu)完(wan)善(shan)國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產管(guan)(guan)理(li)(li)體(ti)制(zhi)(zhi)(zhi)(zhi)。隨著(zhu)混(hun)(hun)合所有(you)制(zhi)(zhi)(zhi)(zhi)經(jing)(jing)濟的發展(zhan),國(guo)(guo)(guo)有(you)企(qi)業(ye)的產權制(zhi)(zhi)(zhi)(zhi)度和(he)(he)產權結構必然發生重(zhong)大調(diao)整(zheng)和(he)(he)變化,對(dui)現有(you)的國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產管(guan)(guan)理(li)(li)體(ti)制(zhi)(zhi)(zhi)(zhi)會帶來新的挑(tiao)戰和(he)(he)問題,要(yao)(yao)(yao)求(qiu)各級國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產出資(zi)(zi)(zi)人機構與國(guo)(guo)(guo)有(you)企(qi)業(ye)的關系(xi)進行(xing)調(diao)整(zheng),要(yao)(yao)(yao)求(qiu)國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產監管(guan)(guan)機構承擔的職責任(ren)務(wu)、組織(zhi)設置等進行(xing)變動,要(yao)(yao)(yao)求(qiu)現行(xing)的管(guan)(guan)理(li)(li)國(guo)(guo)(guo)有(you)企(qi)業(ye)的方式和(he)(he)方法進行(xing)改變,原來以(yi)管(guan)(guan)資(zi)(zi)(zi)產為主的監管(guan)(guan)方式已無法滿足和(he)(he)適應發展(zhan)混(hun)(hun)合所有(you)制(zhi)(zhi)(zhi)(zhi)經(jing)(jing)濟的需要(yao)(yao)(yao),迫(po)切要(yao)(yao)(yao)求(qiu)轉(zhuan)到以(yi)管(guan)(guan)資(zi)(zi)(zi)本(ben)為主加強國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產監管(guan)(guan)上(shang)來。


  當前及今后的重點工作任務


  黨的(de)(de)十(shi)八屆三中全會(hui)總結國(guo)有(you)(you)資(zi)(zi)產(chan)管(guan)(guan)理(li)體(ti)制(zhi)(zhi)改革(ge)的(de)(de)經(jing)驗并根據新的(de)(de)形勢(shi)強調完(wan)善(shan)國(guo)有(you)(you)資(zi)(zi)產(chan)管(guan)(guan)理(li)體(ti)制(zhi)(zhi),并提出(chu)以管(guan)(guan)資(zi)(zi)本為主(zhu)加強國(guo)有(you)(you)資(zi)(zi)產(chan)監管(guan)(guan)。貫徹落實(shi)中央關于完(wan)善(shan)國(guo)有(you)(you)資(zi)(zi)產(chan)管(guan)(guan)理(li)體(ti)制(zhi)(zhi)的(de)(de)要求,必須堅(jian)持社會(hui)主(zhu)義市(shi)場經(jing)濟(ji)改革(ge)方向和(he)堅(jian)持社會(hui)主(zhu)義基本經(jing)濟(ji)制(zhi)(zhi)度,充(chong)分(fen)發揮市(shi)場在國(guo)有(you)(you)資(zi)(zi)產(chan)資(zi)(zi)源(yuan)配置(zhi)(zhi)中的(de)(de)決定性作(zuo)用(yong),遵循市(shi)場經(jing)濟(ji)規律(lv)經(jing)營管(guan)(guan)理(li)國(guo)有(you)(you)資(zi)(zi)產(chan),推動國(guo)有(you)(you)資(zi)(zi)本優化配置(zhi)(zhi),實(shi)現(xian)國(guo)有(you)(you)資(zi)(zi)產(chan)的(de)(de)保值增值,同時,努(nu)力使(shi)各(ge)類國(guo)有(you)(you)資(zi)(zi)產(chan)實(shi)現(xian)最優化配置(zhi)(zhi)、最充(chong)分(fen)使(shi)用(yong),爭取(qu)經(jing)濟(ji)效(xiao)益和(he)社會(hui)效(xiao)益的(de)(de)統(tong)一(yi),更(geng)好發揮國(guo)有(you)(you)經(jing)濟(ji)的(de)(de)主(zhu)導作(zuo)用(yong)。當(dang)前和(he)今后一(yi)個時期,完(wan)善(shan)國(guo)有(you)(you)資(zi)(zi)產(chan)管(guan)(guan)理(li)體(ti)制(zhi)(zhi)必須在以下幾個方面取(qu)得實(shi)質性進(jin)展(zhan)。


  一是完(wan)善(shan)國(guo)有(you)資(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)機(ji)(ji)構和職(zhi)能(neng)。進(jin)(jin)一步(bu)明(ming)確各類國(guo)有(you)資(zi)(zi)產(chan)(chan)的責(ze)任主體,明(ming)晰產(chan)(chan)權(quan)關系,建立(li)(li)(li)體制(zhi)機(ji)(ji)制(zhi),落實監(jian)管(guan)(guan)(guan)責(ze)任。進(jin)(jin)一步(bu)完(wan)善(shan)中央、省(區、市)、市(地)三(san)級經營(ying)(ying)性(xing)國(guo)有(you)資(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)機(ji)(ji)構,經營(ying)(ying)性(xing)國(guo)有(you)資(zi)(zi)產(chan)(chan)規(gui)(gui)模較大的縣(xian)(市)可探索(suo)設(she)立(li)(li)(li)獨立(li)(li)(li)的監(jian)管(guan)(guan)(guan)機(ji)(ji)構。進(jin)(jin)一步(bu)落實“上(shang)級政府國(guo)有(you)資(zi)(zi)產(chan)(chan)監(jian)督管(guan)(guan)(guan)理機(ji)(ji)構依法對下級政府的國(guo)有(you)資(zi)(zi)產(chan)(chan)監(jian)督管(guan)(guan)(guan)理工作進(jin)(jin)行指導和監(jian)督”的規(gui)(gui)定,各級國(guo)有(you)資(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)機(ji)(ji)構在依法履行職(zhi)責(ze)的基礎上(shang),深入開展國(guo)有(you)資(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan),防(fang)止將國(guo)有(you)資(zi)(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)職(zhi)責(ze)混(hun)同于行政管(guan)(guan)(guan)理職(zhi)能(neng),形成新的國(guo)有(you)資(zi)(zi)產(chan)(chan)多(duo)頭監(jian)管(guan)(guan)(guan)。

  三是推進經營(ying)(ying)性國(guo)有(you)(you)(you)資(zi)產(chan)(chan)集中統一(yi)(yi)監(jian)管(guan)(guan)(guan)。明確國(guo)有(you)(you)(you)資(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)政策制(zhi)度的統一(yi)(yi)性。經營(ying)(ying)性國(guo)有(you)(you)(you)資(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)要(yao)堅持已(yi)形(xing)成并(bing)在實踐中證明行之有(you)(you)(you)效的國(guo)有(you)(you)(you)資(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)法律法規的基本(ben)原則(ze),要(yao)有(you)(you)(you)明確的出資(zi)主體,要(yao)落實保(bao)值增值責任(ren),要(yao)建立(li)考(kao)核與薪酬掛(gua)鉤的激(ji)勵(li)約(yue)束機制(zhi),提高國(guo)有(you)(you)(you)資(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)效能。總結推廣部分(fen)地(di)方開展(zhan)集中統一(yi)(yi)監(jian)管(guan)(guan)(guan)的經驗,充(chong)分(fen)發揮各(ge)級(ji)國(guo)資(zi)委的專(zhuan)業化(hua)監(jian)管(guan)(guan)(guan)優(you)勢,探索實現國(guo)有(you)(you)(you)資(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)的全覆蓋,防(fang)止經營(ying)(ying)性國(guo)有(you)(you)(you)資(zi)產(chan)(chan)監(jian)管(guan)(guan)(guan)條塊分(fen)割,為在更大(da)范圍優(you)化(hua)配置(zhi)資(zi)源、提高國(guo)有(you)(you)(you)資(zi)本(ben)運行效率、加快資(zi)源整合和企業重(zhong)組、培育具有(you)(you)(you)核心競爭力的企業集團創造有(you)(you)(you)利條件。
