剛剛閉幕的(de)(de)(de)(de)中(zhong)央經濟(ji)工(gong)作(zuo)(zuo)會議進一(yi)步強調(diao)(diao)要堅持穩(wen)中(zhong)求(qiu)(qiu)進的(de)(de)(de)(de)工(gong)作(zuo)(zuo)總基(ji)調(diao)(diao),并將(jiang)之上升為(wei)治國(guo)理(li)(li)政的(de)(de)(de)(de)重(zhong)要原則和(he)做好經濟(ji)工(gong)作(zuo)(zuo)的(de)(de)(de)(de)方(fang)法論。堅持穩(wen)中(zhong)求(qiu)(qiu)進工(gong)作(zuo)(zuo)總基(ji)調(diao)(diao),體現(xian)了(le)以習近平同志為(wei)核心的(de)(de)(de)(de)黨中(zhong)央在復(fu)雜局面(mian)下駕馭經濟(ji)發展的(de)(de)(de)(de)理(li)(li)念和(he)方(fang)法創新。貫徹(che)穩(wen)中(zhong)求(qiu)(qiu)進工(gong)作(zuo)(zuo)總基(ji)調(diao)(diao),認識(shi)“穩(wen)”的(de)(de)(de)(de)方(fang)向和(he)重(zhong)點,把握“進”的(de)(de)(de)(de)領域和(he)任務,在把握好度的(de)(de)(de)(de)前提下奮發有為(wei),是鞏固經濟(ji)趨穩(wen)向好基(ji)本面(mian)、開創發展新局面(mian)的(de)(de)(de)(de)基(ji)本要求(qiu)(qiu)。
充分認(ren)識貫徹穩中求(qiu)進(jin)工作總基調的重要意義(yi)
明年是實施“十三五”規劃的(de)重要一(yi)年和推(tui)進供給側結構(gou)性改(gai)革的(de)深化之年,還將(jiang)召開黨的(de)十九大。貫(guan)徹穩(wen)中求進工作總基調,對(dui)于應對(dui)復(fu)雜變化的(de)內(nei)外(wai)部環(huan)境(jing)、更好適應和引(yin)領經濟發展新常態、深入(ru)推(tui)進供給側結構(gou)性改(gai)革等,都具有(you)特別重要的(de)意(yi)義。
穩(wen)中(zhong)(zhong)(zhong)求進(jin)(jin)才能從(cong)(cong)(cong)容不迫應(ying)(ying)對內外(wai)部(bu)(bu)(bu)環境的(de)(de)(de)復(fu)雜(za)變化。從(cong)(cong)(cong)外(wai)部(bu)(bu)(bu)看,世界經(jing)(jing)濟(ji)(ji)(ji)(ji)深(shen)度調整(zheng)(zheng),國(guo)(guo)(guo)際政(zheng)治環境復(fu)雜(za)變化對經(jing)(jing)濟(ji)(ji)(ji)(ji)的(de)(de)(de)影響增(zeng)(zeng)大(da)。美(mei)國(guo)(guo)(guo)新(xin)政(zheng)府上(shang)(shang)臺后內外(wai)政(zheng)策(ce)將會(hui)調整(zheng)(zheng),德、法(fa)等主要國(guo)(guo)(guo)家進(jin)(jin)入大(da)選周期,加之(zhi)難民事件和英國(guo)(guo)(guo)脫歐的(de)(de)(de)后續(xu)發(fa)(fa)酵,增(zeng)(zeng)大(da)了(le)全球(qiu)經(jing)(jing)濟(ji)(ji)(ji)(ji)復(fu)蘇進(jin)(jin)程的(de)(de)(de)不確定(ding)(ding)性。美(mei)聯儲利率調整(zheng)(zheng)的(de)(de)(de)外(wai)溢效(xiao)(xiao)應(ying)(ying)將繼續(xu)影響國(guo)(guo)(guo)際金融(rong)(rong)市場,持續(xu)多(duo)年(nian)的(de)(de)(de)低利率如果(guo)出(chu)現逆向調整(zheng)(zheng)還可能引發(fa)(fa)大(da)規模(mo)跨(kua)境資本流動。從(cong)(cong)(cong)國(guo)(guo)(guo)內看,今年(nian)以來我國(guo)(guo)(guo)經(jing)(jing)濟(ji)(ji)(ji)(ji)緩中(zhong)(zhong)(zhong)趨穩(wen)、穩(wen)中(zhong)(zhong)(zhong)向好,經(jing)(jing)濟(ji)(ji)(ji)(ji)運行保(bao)(bao)(bao)持在合理(li)區間,質量和效(xiao)(xiao)益提(ti)高(gao),服務業占比上(shang)(shang)升(sheng),消費對經(jing)(jing)濟(ji)(ji)(ji)(ji)增(zeng)(zeng)長的(de)(de)(de)貢獻提(ti)高(gao),創新(xin)的(de)(de)(de)支(zhi)撐作用增(zeng)(zeng)強,經(jing)(jing)濟(ji)(ji)(ji)(ji)由降轉穩(wen)的(de)(de)(de)條(tiao)件逐步具備。但也應(ying)(ying)看到,經(jing)(jing)濟(ji)(ji)(ji)(ji)增(zeng)(zeng)長內生動力仍然不足,中(zhong)(zhong)(zhong)低端(duan)產能過剩(sheng)和需求結構升(sheng)級矛盾突(tu)出(chu),金融(rong)(rong)風(feng)險有所積聚,部(bu)(bu)(bu)分地區困難增(zeng)(zeng)多(duo)。在這種(zhong)情況下(xia),最(zui)需要的(de)(de)(de)就是保(bao)(bao)(bao)持戰(zhan)略定(ding)(ding)力,堅(jian)定(ding)(ding)信心,從(cong)(cong)(cong)容不迫應(ying)(ying)對內外(wai)部(bu)(bu)(bu)環境的(de)(de)(de)復(fu)雜(za)變化,保(bao)(bao)(bao)持宏觀經(jing)(jing)濟(ji)(ji)(ji)(ji)政(zheng)策(ce)穩(wen)定(ding)(ding)性和連續(xu)性,增(zeng)(zeng)強針對性和有效(xiao)(xiao)性,穩(wen)定(ding)(ding)經(jing)(jing)濟(ji)(ji)(ji)(ji)運行大(da)局,穩(wen)定(ding)(ding)市場主體預(yu)期,避免經(jing)(jing)濟(ji)(ji)(ji)(ji)出(chu)現大(da)的(de)(de)(de)波動,促進(jin)(jin)經(jing)(jing)濟(ji)(ji)(ji)(ji)筑底(di)企穩(wen),促進(jin)(jin)經(jing)(jing)濟(ji)(ji)(ji)(ji)平穩(wen)健康發(fa)(fa)展(zhan)和社會(hui)和諧穩(wen)定(ding)(ding)。
穩中求進才能(neng)持之以恒適應和(he)(he)引領經濟發(fa)展(zhan)新常態(tai)。我國(guo)經濟發(fa)展(zhan)進入(ru)新常態(tai),在(zai)增速(su)換(huan)擋過程中實現結構(gou)調(diao)整和(he)(he)動(dong)力(li)轉(zhuan)換(huan)將(jiang)是一(yi)個(ge)(ge)艱難(nan)復雜的過程,不可能(neng)一(yi)蹴而就(jiu)。2008年國(guo)際(ji)金(jin)融危機(ji)爆(bao)發(fa)后(hou)(hou),世界經濟進入(ru)長(chang)周期調(diao)整階段(duan)(duan),目前(qian)仍(reng)處在(zai)深度調(diao)整中,短(duan)期內(nei)難(nan)以擺脫(tuo)低增長(chang)困境(jing)。我國(guo)經濟在(zai)經過多年快速(su)增長(chang)后(hou)(hou),主要經濟變(bian)(bian)量關(guan)系發(fa)生(sheng)深刻(ke)變(bian)(bian)化,新常態(tai)的特征更(geng)加(jia)明(ming)顯,投資(zi)和(he)(he)工(gong)業(ye)對經濟增長(chang)的貢(gong)獻(xian)減弱,消(xiao)費(fei)和(he)(he)服務業(ye)的貢(gong)獻(xian)提高。新動(dong)力(li)加(jia)快成長(chang),但(dan)規模(mo)總體偏小(xiao),舊動(dong)力(li)“唱主角”的格局尚未改變(bian)(bian),新舊動(dong)力(li)接續將(jiang)是一(yi)個(ge)(ge)長(chang)期過程。在(zai)這個(ge)(ge)階段(duan)(duan),工(gong)作重心要從(cong)拼速(su)度轉(zhuan)向(xiang)提質量、從(cong)鋪攤子(zi)轉(zhuan)向(xiang)上臺階、從(cong)要素驅動(dong)轉(zhuan)向(xiang)創新驅動(dong)。因此,要轉(zhuan)變(bian)(bian)急于求成的思想觀念和(he)(he)操(cao)之過急的工(gong)作方法,發(fa)揚釘釘子(zi)精神,一(yi)步一(yi)個(ge)(ge)腳(jiao)印向(xiang)前(qian)邁進。
穩(wen)中求(qiu)(qiu)進才能堅定不(bu)移推進供(gong)給(gei)(gei)側(ce)結(jie)構(gou)(gou)性(xing)(xing)(xing)(xing)改(gai)(gai)革。當前,我國經濟運(yun)行出現(xian)的(de)問題(ti),雖然有(you)周期性(xing)(xing)(xing)(xing)、總量性(xing)(xing)(xing)(xing)因(yin)素(su),但(dan)根源是重大結(jie)構(gou)(gou)性(xing)(xing)(xing)(xing)失衡。這主要表(biao)現(xian)為供(gong)需(xu)(xu)結(jie)構(gou)(gou)失衡,供(gong)給(gei)(gei)結(jie)構(gou)(gou)不(bu)適應需(xu)(xu)求(qiu)(qiu)結(jie)構(gou)(gou)向(xiang)高端化、個性(xing)(xing)(xing)(xing)化、服(fu)務化升(sheng)級趨勢,形(xing)成(cheng)無效(xiao)供(gong)給(gei)(gei)過(guo)多和(he)(he)有(you)效(xiao)需(xu)(xu)求(qiu)(qiu)難以得到滿足的(de)局面。與此同時,在實體經濟盈利(li)能力下降(jiang)的(de)情況下,資金“脫實向(xiang)虛”,大量涌入房(fang)地產領(ling)域,或者在金融領(ling)域內循環,增大了資產泡沫和(he)(he)風險隱患。經濟結(jie)構(gou)(gou)性(xing)(xing)(xing)(xing)失衡的(de)根本原因(yin)是體制機(ji)制性(xing)(xing)(xing)(xing)問題(ti),因(yin)而要從供(gong)給(gei)(gei)側(ce)、結(jie)構(gou)(gou)性(xing)(xing)(xing)(xing)改(gai)(gai)革上找出路、想(xiang)辦法,通過(guo)深化改(gai)(gai)革健全要素(su)市場,增強價(jia)格機(ji)制引導資源配置的(de)作用(yong),實現(xian)供(gong)需(xu)(xu)在更高水平(ping)上的(de)新(xin)平(ping)衡。這既需(xu)(xu)要勇氣和(he)(he)決(jue)心,更需(xu)(xu)要耐心和(he)(he)耐力。要堅持不(bu)懈、久久為功,在實踐中不(bu)斷探索和(he)(he)創(chuang)新(xin),堅決(jue)避(bi)免簡(jian)單使用(yong)行政手段或做表(biao)面文章(zhang),真正達(da)到提升(sheng)供(gong)給(gei)(gei)體系質量、提高供(gong)給(gei)(gei)結(jie)構(gou)(gou)對需(xu)(xu)求(qiu)(qiu)結(jie)構(gou)(gou)適應性(xing)(xing)(xing)(xing)的(de)目(mu)的(de)。
“穩”的重點(dian):穩政(zheng)策、穩環(huan)境、穩預期、守底線
穩(wen)中(zhong)求進,穩(wen)是主基調,穩(wen)是大局。只有穩(wen),才能更好地進。穩(wen)的重點是穩(wen)定(ding)宏觀經濟政策,穩(wen)定(ding)經濟運行環境,穩(wen)定(ding)市(shi)場主體預期(qi),做好社會托底工作。
保(bao)(bao)持(chi)(chi)宏觀(guan)(guan)經(jing)(jing)濟政(zheng)策(ce)穩(wen)定(ding)性(xing)(xing)(xing)連續(xu)性(xing)(xing)(xing)。保(bao)(bao)持(chi)(chi)宏觀(guan)(guan)經(jing)(jing)濟政(zheng)策(ce)穩(wen)定(ding)性(xing)(xing)(xing)連續(xu)性(xing)(xing)(xing),是穩(wen)定(ding)經(jing)(jing)濟運(yun)行環(huan)境和(he)(he)市(shi)場主(zhu)體(ti)預期(qi)的重要條件。要繼續(xu)實(shi)施積(ji)極的財政(zheng)政(zheng)策(ce)和(he)(he)穩(wen)健的貨(huo)幣(bi)政(zheng)策(ce),適(shi)度擴大總需(xu)(xu)求(qiu),促進經(jing)(jing)濟持(chi)(chi)續(xu)穩(wen)定(ding)增(zeng)長,避免大的波動,為供(gong)給側結(jie)(jie)(jie)構(gou)性(xing)(xing)(xing)改(gai)革和(he)(he)防控金融(rong)風(feng)險創(chuang)造(zao)良好(hao)的宏觀(guan)(guan)環(huan)境。財政(zheng)政(zheng)策(ce)要更加積(ji)極有效,預算安排(pai)要適(shi)應推進供(gong)給側結(jie)(jie)(jie)構(gou)性(xing)(xing)(xing)改(gai)革、降(jiang)低(di)企業(ye)稅(shui)費負(fu)擔、保(bao)(bao)障民生兜底的需(xu)(xu)要。這就需(xu)(xu)要強化(hua)財政(zheng)資金統(tong)籌、優(you)化(hua)支出結(jie)(jie)(jie)構(gou),繼續(xu)落實(shi)和(he)(he)完善營改(gai)增(zeng)等政(zheng)策(ce),進一步推進減稅(shui)降(jiang)費,并加大對(dui)社(she)會民生和(he)(he)生態環(huan)境建(jian)設的投入。貨(huo)幣(bi)政(zheng)策(ce)要保(bao)(bao)持(chi)(chi)穩(wen)健中性(xing)(xing)(xing),適(shi)應貨(huo)幣(bi)供(gong)應方式新(xin)變化(hua),調節好(hao)貨(huo)幣(bi)供(gong)應量,既(ji)保(bao)(bao)持(chi)(chi)流動性(xing)(xing)(xing)基本穩(wen)定(ding),又避免杠桿率過快上(shang)升。特別是注(zhu)重暢通(tong)貨(huo)幣(bi)政(zheng)策(ce)傳導(dao)渠道和(he)(he)機制,引導(dao)金融(rong)機構(gou)加大對(dui)實(shi)體(ti)經(jing)(jing)濟的支持(chi)(chi),降(jiang)低(di)實(shi)體(ti)經(jing)(jing)濟融(rong)資成本,增(zeng)強實(shi)體(ti)經(jing)(jing)濟活力(li)和(he)(he)競(jing)爭(zheng)力(li)。
保(bao)持經濟運行(xing)環境(jing)(jing)穩(wen)定。在結構(gou)調整(zheng)和(he)動力(li)(li)轉換期,主(zhu)要(yao)經濟變(bian)(bian)量關(guan)系將繼續調整(zheng)變(bian)(bian)化,這些變(bian)(bian)化會折射(she)到房市、股市、債市、匯(hui)市,市場波動性有可能增大并相互傳導。因(yin)而,應(ying)把(ba)防控金(jin)(jin)(jin)融(rong)風(feng)(feng)險(xian)(xian)放到更加重要(yao)的(de)位置,堅(jian)持疏堵結合(he),把(ba)握好力(li)(li)度、節奏,在保(bao)持經濟和(he)金(jin)(jin)(jin)融(rong)總體穩(wen)定的(de)前(qian)提(ti)下,下決(jue)心處置一批風(feng)(feng)險(xian)(xian)點,著力(li)(li)防控資產泡沫。應(ying)完善宏觀(guan)審慎管(guan)理框架,加強和(he)改進監管(guan)能力(li)(li),強化底線思維,加強重點領域風(feng)(feng)險(xian)(xian)排查,避免風(feng)(feng)險(xian)(xian)積累和(he)擴散,確保(bao)不發生(sheng)系統性金(jin)(jin)(jin)融(rong)風(feng)(feng)險(xian)(xian)。在人民幣(bi)匯(hui)率(lv)(lv)方面,面對外(wai)部環境(jing)(jing)的(de)明顯變(bian)(bian)化,應(ying)在增強匯(hui)率(lv)(lv)彈性的(de)同時(shi),保(bao)持匯(hui)率(lv)(lv)在合(he)理均衡水平(ping)上(shang)基本(ben)穩(wen)定。
有效(xiao)穩定(ding)市(shi)(shi)場(chang)預(yu)(yu)期。隨著社(she)會主(zhu)義市(shi)(shi)場(chang)經濟不斷發展(zhan),市(shi)(shi)場(chang)主(zhu)體對(dui)政(zheng)(zheng)策信(xin)號更加敏感(gan),管理市(shi)(shi)場(chang)預(yu)(yu)期的重要性(xing)明顯上(shang)升(sheng),增強預(yu)(yu)期管理能(neng)(neng)力更加緊迫(po),管理預(yu)(yu)期已成為宏觀調控的重要內容。能(neng)(neng)否(fou)穩定(ding)預(yu)(yu)期,取決于(yu)宏觀政(zheng)(zheng)策穩定(ding)性(xing),因而要提(ti)高政(zheng)(zheng)策透(tou)明度(du),加強同市(shi)(shi)場(chang)主(zhu)體的溝通。能(neng)(neng)否(fou)穩定(ding)預(yu)(yu)期,還取決于(yu)社(she)會對(dui)經濟發展(zhan)的信(xin)心,因而要用重大改革(ge)舉措落地增強市(shi)(shi)場(chang)主(zhu)體信(xin)心;堅(jian)持基本(ben)經濟制度(du),堅(jian)持社(she)會主(zhu)義市(shi)(shi)場(chang)經濟改革(ge)方(fang)向,堅(jian)持擴大開放(fang),加強產(chan)權保護,維護法治環境(jing),穩定(ding)民營企(qi)業家信(xin)心。
保(bao)持(chi)社(she)會(hui)(hui)(hui)和(he)諧(xie)穩定(ding)。在(zai)產(chan)(chan)業結(jie)構(gou)加快調整、經濟結(jie)構(gou)發生重大變化的時期(qi),部分(fen)社(she)會(hui)(hui)(hui)群體會(hui)(hui)(hui)受到影(ying)響。比如,去產(chan)(chan)能會(hui)(hui)(hui)涉及(ji)一(yi)些(xie)職工(gong)(gong)(gong)轉(zhuan)崗下崗,一(yi)些(xie)群體收入增(zeng)長(chang)會(hui)(hui)(hui)放(fang)慢(man)。在(zai)這種情況下,保(bao)持(chi)社(she)會(hui)(hui)(hui)和(he)諧(xie)穩定(ding)就顯得尤為重要。要按照守(shou)住底線、突出重點、完(wan)善(shan)(shan)制度(du)(du)、引導輿論的思路,深入細致(zhi)地做(zuo)好(hao)社(she)會(hui)(hui)(hui)托底工(gong)(gong)(gong)作。全(quan)力做(zuo)好(hao)就業托底工(gong)(gong)(gong)作,拓寬去產(chan)(chan)能職工(gong)(gong)(gong)多元(yuan)化安置渠(qu)道(dao);扎實做(zuo)好(hao)社(she)保(bao)托底工(gong)(gong)(gong)作,通(tong)過財政(zheng)政(zheng)策工(gong)(gong)(gong)具和(he)完(wan)善(shan)(shan)社(she)會(hui)(hui)(hui)保(bao)障(zhang)制度(du)(du),加強對(dui)特定(ding)人群特殊困(kun)難的扶持(chi),織(zhi)牢社(she)會(hui)(hui)(hui)安全(quan)網(wang)。
“進(jin)”的(de)任務:在關鍵(jian)領域取得(de)實(shi)質性進(jin)展
穩中求(qiu)進,不是(shi)無所(suo)作為(wei),而是(shi)要(yao)在穩的前提下(xia)(xia)在關鍵領域有(you)所(suo)進取,在把握(wo)好度的前提下(xia)(xia)奮發有(you)為(wei)。“進”主(zhu)要(yao)體(ti)現(xian)在“三去(qu)一降一補”要(yao)有(you)實質性進展,農業供給(gei)側(ce)結構(gou)性改革和關鍵領域改革要(yao)有(you)新(xin)突破(po),振興實體(ti)經(jing)濟(ji)要(yao)有(you)新(xin)舉措,創(chuang)新(xin)驅動(dong)發展要(yao)開創(chuang)新(xin)局面。
深(shen)入推(tui)進(jin)“三去一(yi)(yi)降一(yi)(yi)補”。今年,供給(gei)側(ce)結(jie)構性(xing)(xing)(xing)改(gai)革(ge)(ge)重(zhong)點(dian)推(tui)進(jin)“三去一(yi)(yi)降一(yi)(yi)補”五大(da)任務,提振了(le)市(shi)場預期和信心,大(da)宗(zong)商品價(jia)格回升,工業(ye)(ye)品價(jia)格在(zai)連續54個月負增長后由負轉正,工業(ye)(ye)企(qi)業(ye)(ye)利潤狀況持續改(gai)善(shan),部(bu)分行(xing)業(ye)(ye)供求關(guan)系改(gai)善(shan),政府和企(qi)業(ye)(ye)的(de)理念和行(xing)為發生了(le)積極變化。與此同時(shi),供給(gei)側(ce)結(jie)構性(xing)(xing)(xing)改(gai)革(ge)(ge)進(jin)展仍不平(ping)衡,還面(mian)臨許多體制性(xing)(xing)(xing)機制性(xing)(xing)(xing)問題。明年是供給(gei)側(ce)結(jie)構性(xing)(xing)(xing)改(gai)革(ge)(ge)深(shen)化之年,“三去一(yi)(yi)降一(yi)(yi)補”要進(jin)一(yi)(yi)步突(tu)出重(zhong)點(dian),增強(qiang)契合度和協同性(xing)(xing)(xing),努力取得實質(zhi)性(xing)(xing)(xing)進(jin)展。
去(qu)產(chan)(chan)能要與建立過(guo)剩產(chan)(chan)能市場化出清(qing)機制結(jie)合起來。以鋼鐵(tie)、煤炭行業(ye)為(wei)重點,以處(chu)置“僵尸企業(ye)”為(wei)突破口,通過(guo)嚴格(ge)執行環保(bao)、能耗、質量、安全等(deng)相關法律(lv)法規和標準,推動企業(ye)兼并重組,妥善處(chu)置企業(ye)債(zhai)務,盤活沉淀的(de)(de)土地、廠房、設備等(deng)各種資源。防止已經化解(jie)的(de)(de)過(guo)剩產(chan)(chan)能死灰復燃,同(tong)時按照市場化法治化原則做好其他產(chan)(chan)能嚴重過(guo)剩行業(ye)的(de)(de)去(qu)產(chan)(chan)能工作。
去庫存(cun)要以化解三(san)(san)四(si)線城(cheng)市(shi)房(fang)地(di)(di)產庫存(cun)為重點。堅持分(fen)類調控(kong)、因城(cheng)施策(ce),通(tong)過推進人(ren)的城(cheng)鎮化減少房(fang)地(di)(di)產庫存(cun),繼續提高棚改貨(huo)幣(bi)化安置比例,提高三(san)(san)四(si)線城(cheng)市(shi)教育、醫療等公共服務水平(ping),鼓(gu)勵農業轉移人(ren)口購買三(san)(san)四(si)線城(cheng)市(shi)商(shang)品房(fang)。在人(ren)口凈流出地(di)(di)區,要控(kong)制房(fang)地(di)(di)產用地(di)(di)供應量。
去杠(gang)桿要把降低企業杠(gang)桿率(lv)(lv)(lv)作(zuo)為重(zhong)中(zhong)之重(zhong)。按照市(shi)場(chang)化(hua)法(fa)治(zhi)化(hua)原(yuan)則,有(you)序(xu)推進(jin)資(zi)(zi)(zi)產(chan)(chan)(chan)重(zhong)組和(he)債務處置,開展市(shi)場(chang)化(hua)債轉股,更多發揮國家和(he)地方(fang)資(zi)(zi)(zi)產(chan)(chan)(chan)管理公司(si)作(zuo)用(yong),建立不(bu)良資(zi)(zi)(zi)產(chan)(chan)(chan)交易(yi)平臺,推進(jin)不(bu)良資(zi)(zi)(zi)產(chan)(chan)(chan)證券化(hua)試點,設(she)立快速清算(suan)通道,提高資(zi)(zi)(zi)產(chan)(chan)(chan)處置效(xiao)率(lv)(lv)(lv)。同時,分階段有(you)序(xu)控制總杠(gang)桿率(lv)(lv)(lv),先控制杠(gang)桿率(lv)(lv)(lv)增速,再(zai)穩定杠(gang)桿率(lv)(lv)(lv)水(shui)平并優化(hua)杠(gang)桿結(jie)構,最后達到降低總杠(gang)桿率(lv)(lv)(lv)的(de)目(mu)的(de)。
降(jiang)成(cheng)本要著力(li)降(jiang)低(di)制度(du)性交(jiao)易成(cheng)本。深入推(tui)進(jin)放(fang)管服(fu)改革,減少審批(pi)事項,在(zai)降(jiang)低(di)顯性門檻(jian)后進(jin)一(yi)步消除(chu)隱性障礙,優化政府服(fu)務(wu)(wu),提(ti)高(gao)辦(ban)事效率,放(fang)開(kai)中介服(fu)務(wu)(wu)市(shi)場(chang)(chang),降(jiang)低(di)各類中介評估(gu)費用和服(fu)務(wu)(wu)收費,降(jiang)低(di)企業用能成(cheng)本和物流成(cheng)本,提(ti)高(gao)勞動(dong)力(li)市(shi)場(chang)(chang)靈(ling)活性。建立新型激勵機制,強化對干(gan)部的(de)有效激勵,提(ti)高(gao)為市(shi)場(chang)(chang)主體提(ti)供服(fu)務(wu)(wu)的(de)效率。
補(bu)(bu)短(duan)板(ban)重在補(bu)(bu)軟(ruan)短(duan)板(ban)和(he)制度(du)性(xing)(xing)短(duan)板(ban)。隨著基(ji)礎(chu)設施等硬件(jian)明(ming)顯改(gai)善(shan),創新(xin)能力(li)、人力(li)資(zi)本、征(zheng)信(xin)體(ti)系、市場監管和(he)服(fu)務等軟(ruan)件(jian)不足的(de)矛(mao)盾更(geng)加(jia)突出(chu),對經(jing)濟社會(hui)發展的(de)制約明(ming)顯強化(hua),這就迫切要(yao)求補(bu)(bu)齊軟(ruan)短(duan)板(ban)和(he)制度(du)性(xing)(xing)短(duan)板(ban)。與此同時,事關人民(min)群(qun)眾(zhong)生活的(de)脫(tuo)貧(pin)攻堅、社會(hui)保障體(ti)系建設也需要(yao)加(jia)快推進。要(yao)優化(hua)財(cai)政支出(chu)結(jie)構和(he)投(tou)資(zi)結(jie)構,集中(zhong)力(li)量攻克薄弱環節,增加(jia)改(gai)善(shan)民(min)生和(he)生態環境的(de)投(tou)入(ru),增強人民(min)群(qun)眾(zhong)的(de)獲得感。
