黨(dang)(dang)的(de)十八屆五(wu)(wu)中(zhong)全(quan)會(hui)通過的(de)《中(zhong)共中(zhong)央關于制(zhi)定國民經(jing)濟(ji)(ji)(ji)(ji)和(he)社會(hui)發展第十三(san)個五(wu)(wu)年規(gui)劃的(de)建(jian)議》(以下簡稱《建(jian)議》),再(zai)次重(zhong)申“堅(jian)持(chi)公(gong)有(you)(you)制(zhi)為主體、多種所(suo)有(you)(you)制(zhi)經(jing)濟(ji)(ji)(ji)(ji)共同(tong)發展。毫(hao)(hao)不動搖(yao)鞏固和(he)發展公(gong)有(you)(you)制(zhi)經(jing)濟(ji)(ji)(ji)(ji),毫(hao)(hao)不動搖(yao)鼓勵、支持(chi)、引導非(fei)公(gong)有(you)(you)制(zhi)經(jing)濟(ji)(ji)(ji)(ji)發展”。以公(gong)有(you)(you)制(zhi)為主體、多種所(suo)有(you)(you)制(zhi)經(jing)濟(ji)(ji)(ji)(ji)共同(tong)發展的(de)基(ji)(ji)本(ben)經(jing)濟(ji)(ji)(ji)(ji)制(zhi)度,是中(zhong)國特色(se)社會(hui)主義制(zhi)度的(de)重(zhong)要支柱,也是社會(hui)主義市場(chang)經(jing)濟(ji)(ji)(ji)(ji)體制(zhi)的(de)根基(ji)(ji)。深刻領會(hui)和(he)認真(zhen)貫徹黨(dang)(dang)的(de)十八屆五(wu)(wu)中(zhong)全(quan)會(hui)精神,切實把以公(gong)有(you)(you)制(zhi)為主體、多種所(suo)有(you)(you)制(zhi)經(jing)濟(ji)(ji)(ji)(ji)共同(tong)發展這一基(ji)(ji)本(ben)經(jing)濟(ji)(ji)(ji)(ji)制(zhi)度堅(jian)持(chi)好(hao)(hao)、完(wan)善好(hao)(hao),對(dui)于推動經(jing)濟(ji)(ji)(ji)(ji)社會(hui)持(chi)續健(jian)康(kang)發展、實現(xian)全(quan)面建(jian)成小(xiao)康(kang)社會(hui)具有(you)(you)十分重(zhong)大的(de)意義。
一、深刻認識堅持公有制為主體、多種所有制經濟共同發(fa)展(zhan)的重(zhong)大意義
改(gai)革(ge)(ge)開放以(yi)來,我們黨對社(she)會(hui)(hui)(hui)主(zhu)(zhu)義(yi)(yi)(yi)初級階段基(ji)本(ben)(ben)(ben)經(jing)濟(ji)(ji)制(zhi)度(du)的(de)(de)(de)認(ren)識,隨(sui)著實(shi)(shi)(shi)踐(jian)的(de)(de)(de)探(tan)索不(bu)(bu)(bu)斷深化。黨的(de)(de)(de)十(shi)一(yi)(yi)屆三(san)中全(quan)會(hui)(hui)(hui)提出要根據我國(guo)(guo)(guo)(guo)(guo)(guo)(guo)社(she)會(hui)(hui)(hui)主(zhu)(zhu)義(yi)(yi)(yi)建設的(de)(de)(de)具體實(shi)(shi)(shi)際,改(gai)革(ge)(ge)同(tong)生(sheng)產(chan)力(li)發(fa)展(zhan)(zhan)不(bu)(bu)(bu)相(xiang)適應的(de)(de)(de)生(sheng)產(chan)關系和上(shang)(shang)層建筑。黨的(de)(de)(de)十(shi)四屆三(san)中全(quan)會(hui)(hui)(hui)進一(yi)(yi)步指出,必須(xu)堅持以(yi)公有(you)(you)制(zhi)為主(zhu)(zhu)體、多種(zhong)經(jing)濟(ji)(ji)成分(fen)共(gong)同(tong)發(fa)展(zhan)(zhan)的(de)(de)(de)方針。黨的(de)(de)(de)十(shi)五大(da)(da)(da)第一(yi)(yi)次明確(que)提出,公有(you)(you)制(zhi)為主(zhu)(zhu)體、多種(zhong)所有(you)(you)制(zhi)經(jing)濟(ji)(ji)共(gong)同(tong)發(fa)展(zhan)(zhan),是(shi)(shi)我國(guo)(guo)(guo)(guo)(guo)(guo)(guo)社(she)會(hui)(hui)(hui)主(zhu)(zhu)義(yi)(yi)(yi)初級階段的(de)(de)(de)一(yi)(yi)項基(ji)本(ben)(ben)(ben)經(jing)濟(ji)(ji)制(zhi)度(du)。黨的(de)(de)(de)十(shi)六大(da)(da)(da)、十(shi)七大(da)(da)(da)、十(shi)八大(da)(da)(da)及(ji)有(you)(you)關中央全(quan)會(hui)(hui)(hui)都強(qiang)調要堅持和完善(shan)基(ji)本(ben)(ben)(ben)經(jing)濟(ji)(ji)制(zhi)度(du)。基(ji)本(ben)(ben)(ben)經(jing)濟(ji)(ji)制(zhi)度(du)的(de)(de)(de)提出和不(bu)(bu)(bu)斷豐富(fu)完善(shan),體現了(le)(le)(le)中國(guo)(guo)(guo)(guo)(guo)(guo)(guo)共(gong)產(chan)黨人將馬克思主(zhu)(zhu)義(yi)(yi)(yi)理論(lun)創造性地(di)運用于中國(guo)(guo)(guo)(guo)(guo)(guo)(guo)特色(se)社(she)會(hui)(hui)(hui)主(zhu)(zhu)義(yi)(yi)(yi)的(de)(de)(de)偉(wei)大(da)(da)(da)實(shi)(shi)(shi)踐(jian),豐富(fu)和發(fa)展(zhan)(zhan)了(le)(le)(le)科學社(she)會(hui)(hui)(hui)主(zhu)(zhu)義(yi)(yi)(yi)理論(lun),增(zeng)強(qiang)了(le)(le)(le)道路自信(xin)(xin)、理論(lun)自信(xin)(xin)和制(zhi)度(du)自信(xin)(xin),從(cong)實(shi)(shi)(shi)踐(jian)上(shang)(shang)有(you)(you)力(li)地(di)促(cu)進了(le)(le)(le)我國(guo)(guo)(guo)(guo)(guo)(guo)(guo)公有(you)(you)制(zhi)經(jing)濟(ji)(ji)和非公有(you)(you)制(zhi)經(jing)濟(ji)(ji)的(de)(de)(de)快速發(fa)展(zhan)(zhan)。國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)企(qi)業(ye)(ye)改(gai)革(ge)(ge)發(fa)展(zhan)(zhan)不(bu)(bu)(bu)斷取得重(zhong)大(da)(da)(da)進展(zhan)(zhan),總體上(shang)(shang)已(yi)經(jing)同(tong)市(shi)場經(jing)濟(ji)(ji)相(xiang)融合,規模實(shi)(shi)(shi)力(li)明顯提升,活力(li)進一(yi)(yi)步增(zeng)強(qiang),主(zhu)(zhu)導作(zuo)(zuo)用和影響(xiang)力(li)不(bu)(bu)(bu)斷擴大(da)(da)(da)。2014年,全(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)企(qi)業(ye)(ye)(不(bu)(bu)(bu)包括金融類國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)企(qi)業(ye)(ye))資產(chan)總額102.1萬億元,凈資產(chan)35.6萬億元,實(shi)(shi)(shi)現利潤總額2.5萬億元,上(shang)(shang)交稅(shui)(shui)金3.8萬億元,分(fen)別是(shi)(shi)改(gai)革(ge)(ge)開放之初的(de)(de)(de)141倍(bei)、73倍(bei)、38倍(bei)、65倍(bei),進入世界500強(qiang)的(de)(de)(de)94家(jia)大(da)(da)(da)陸企(qi)業(ye)(ye)中有(you)(you)84家(jia)是(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)企(qi)業(ye)(ye)。同(tong)時,非公有(you)(you)制(zhi)經(jing)濟(ji)(ji)發(fa)展(zhan)(zhan)迅速,占(zhan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)內(nei)生(sheng)產(chan)總值的(de)(de)(de)比(bi)重(zhong)超過60%,稅(shui)(shui)收(shou)超過50%,新增(zeng)就業(ye)(ye)達(da)到(dao)90%,在(zai)支撐增(zeng)長、增(zeng)加稅(shui)(shui)收(shou)、擴大(da)(da)(da)就業(ye)(ye)、促(cu)進創新等方面發(fa)揮(hui)著越(yue)來越(yue)重(zhong)要的(de)(de)(de)作(zuo)(zuo)用。在(zai)中國(guo)(guo)(guo)(guo)(guo)(guo)(guo)特色(se)社(she)會(hui)(hui)(hui)主(zhu)(zhu)義(yi)(yi)(yi)的(de)(de)(de)偉(wei)大(da)(da)(da)實(shi)(shi)(shi)踐(jian)中,基(ji)本(ben)(ben)(ben)經(jing)濟(ji)(ji)制(zhi)度(du)這一(yi)(yi)重(zhong)大(da)(da)(da)理論(lun)和實(shi)(shi)(shi)踐(jian)創新,對建立完善(shan)社(she)會(hui)(hui)(hui)主(zhu)(zhu)義(yi)(yi)(yi)市(shi)場經(jing)濟(ji)(ji)體制(zhi),促(cu)進我國(guo)(guo)(guo)(guo)(guo)(guo)(guo)生(sheng)產(chan)力(li)的(de)(de)(de)發(fa)展(zhan)(zhan)和綜合國(guo)(guo)(guo)(guo)(guo)(guo)(guo)力(li)的(de)(de)(de)迅速增(zeng)強(qiang),發(fa)揮(hui)了(le)(le)(le)不(bu)(bu)(bu)可替(ti)代(dai)的(de)(de)(de)重(zhong)要作(zuo)(zuo)用。
“十(shi)三五”時(shi)期是全(quan)(quan)(quan)面建成小(xiao)康社會(hui)決(jue)(jue)勝(sheng)(sheng)階段。深(shen)刻(ke)認識堅持公(gong)有制為主(zhu)(zhu)體、多種所有制經(jing)濟共同發展(zhan)的重大意義,必須全(quan)(quan)(quan)面領會(hui)以習近平同志為總書記的黨(dang)中(zhong)(zhong)央提(ti)出的一(yi)系列治(zhi)國理政的新理念新思(si)(si)想新戰(zhan)略,準(zhun)確把握戰(zhan)略機遇期內涵的深(shen)刻(ke)變化,認真學習貫徹黨(dang)的十(shi)八屆五中(zhong)(zhong)全(quan)(quan)(quan)會(hui)《建議》的指(zhi)導思(si)(si)想、主(zhu)(zhu)要原則、主(zhu)(zhu)要目(mu)標、基本理念,把思(si)(si)想和行動(dong)統(tong)一(yi)到奪(duo)取全(quan)(quan)(quan)面建成小(xiao)康社會(hui)決(jue)(jue)勝(sheng)(sheng)這一(yi)重大戰(zhan)略部署上來。
(一)堅持(chi)公有(you)制(zhi)為主體(ti)、多種(zhong)所有(you)制(zhi)經濟(ji)共同發展(zhan)是實現好、維護(hu)好、發展(zhan)好最廣大(da)人民根本利益的(de)必(bi)然(ran)要求
人(ren)(ren)(ren)民(min)(min)(min)是(shi)(shi)推動(dong)發(fa)展(zhan)(zhan)的(de)(de)根本(ben)力(li)(li)量(liang),實(shi)現(xian)好(hao)、維護(hu)好(hao)、發(fa)展(zhan)(zhan)好(hao)最(zui)廣大人(ren)(ren)(ren)民(min)(min)(min)根本(ben)利(li)益是(shi)(shi)發(fa)展(zhan)(zhan)的(de)(de)根本(ben)目(mu)的(de)(de)。堅(jian)持(chi)黨的(de)(de)領導(dao),堅(jian)持(chi)國家的(de)(de)社(she)會(hui)主義性(xing)質(zhi),是(shi)(shi)維護(hu)最(zui)廣大人(ren)(ren)(ren)民(min)(min)(min)根本(ben)利(li)益的(de)(de)政治保(bao)證。經(jing)濟(ji)基礎決定上層建(jian)筑(zhu)。必(bi)須毫(hao)不(bu)動(dong)搖鞏固和發(fa)展(zhan)(zhan)公(gong)有(you)(you)制(zhi)經(jing)濟(ji),只有(you)(you)保(bao)持(chi)公(gong)有(you)(you)制(zhi)經(jing)濟(ji)的(de)(de)主體地位(wei),才能保(bao)證社(she)會(hui)主義方(fang)向。國有(you)(you)企業(ye)屬于(yu)全(quan)民(min)(min)(min)所有(you)(you),國有(you)(you)資(zi)產是(shi)(shi)全(quan)體人(ren)(ren)(ren)民(min)(min)(min)的(de)(de)共同財富,是(shi)(shi)推進國家現(xian)代(dai)化、保(bao)障(zhang)人(ren)(ren)(ren)民(min)(min)(min)共同利(li)益的(de)(de)重要力(li)(li)量(liang),必(bi)須堅(jian)定不(bu)移把國有(you)(you)企業(ye)做強做優(you)做大。必(bi)須毫(hao)不(bu)動(dong)搖鼓勵、支持(chi)、引導(dao)非(fei)公(gong)有(you)(you)制(zhi)經(jing)濟(ji)發(fa)展(zhan)(zhan),充(chong)分調動(dong)社(she)會(hui)各方(fang)面的(de)(de)積極性(xing),更(geng)好(hao)激發(fa)非(fei)公(gong)有(you)(you)制(zhi)經(jing)濟(ji)活力(li)(li)和創造(zao)力(li)(li),推動(dong)國民(min)(min)(min)經(jing)濟(ji)持(chi)續健康發(fa)展(zhan)(zhan),促進各項社(she)會(hui)事(shi)業(ye)發(fa)展(zhan)(zhan)和人(ren)(ren)(ren)民(min)(min)(min)群眾(zhong)生活水(shui)平不(bu)斷(duan)提高。
(二)堅持(chi)公有制(zhi)為主體、多種(zhong)所(suo)有制(zhi)經(jing)濟共同發展是社會(hui)主義初級階(jie)段(duan)生(sheng)產力發展的客觀需要
改革開放以來(lai),我(wo)國(guo)經濟(ji)(ji)連(lian)續(xu)30多(duo)年的高速增(zeng)長,在世界(jie)經濟(ji)(ji)發展(zhan)(zhan)(zhan)史上創造了(le)奇(qi)跡。目前(qian)我(wo)國(guo)的經濟(ji)(ji)總(zong)量(liang)已居世界(jie)第二,人(ren)均(jun)國(guo)內(nei)生(sheng)產總(zong)值(zhi)增(zeng)至7800美元左右,常住人(ren)口(kou)城(cheng)鎮(zhen)化率達到55%,成為全(quan)球第一(yi)貨物(wu)貿易大(da)國(guo)和主要(yao)對外投資大(da)國(guo)。也要(yao)看到,我(wo)國(guo)發展(zhan)(zhan)(zhan)不(bu)(bu)平衡、不(bu)(bu)協調、不(bu)(bu)可持續(xu)問(wen)題(ti)仍然(ran)突出,人(ren)均(jun)國(guo)內(nei)生(sheng)產總(zong)值(zhi)在全(quan)球仍排(pai)在第80位左右,發展(zhan)(zhan)(zhan)方(fang)(fang)式粗放,城(cheng)鄉區域發展(zhan)(zhan)(zhan)不(bu)(bu)夠平衡,消除貧(pin)困任務(wu)艱巨。總(zong)體看,我(wo)國(guo)生(sheng)產力(li)水平與發達國(guo)家相比(bi)仍有較大(da)差(cha)距,我(wo)國(guo)仍處于(yu)并將長期處于(yu)社(she)會主義(yi)初級階段。堅持公有制(zhi)為主體、多(duo)種(zhong)所有制(zhi)經濟(ji)(ji)共(gong)同發展(zhan)(zhan)(zhan),發揮多(duo)種(zhong)所有制(zhi)的優(you)勢,充(chong)分調動各(ge)方(fang)(fang)面(mian)積(ji)極性,是解放和發展(zhan)(zhan)(zhan)社(she)會主義(yi)社(she)會生(sheng)產力(li)的客觀(guan)需要(yao)。
(三)堅持公(gong)有制為主體、多種所(suo)有制經濟(ji)共同(tong)發展是完善(shan)中國特色社會(hui)主義制度(du)體系的(de)重大任務
黨的(de)(de)十八屆三中(zhong)全(quan)會提(ti)出,到2020年“形成系統完(wan)備、科(ke)學規范(fan)、運行有(you)(you)(you)效的(de)(de)制(zhi)度體系,使(shi)各方(fang)(fang)面(mian)制(zhi)度更加(jia)成熟更加(jia)定型”。基(ji)本經(jing)濟(ji)制(zhi)度是中(zhong)國特色社會主義制(zhi)度體系的(de)(de)重要支柱。堅持和完(wan)善基(ji)本經(jing)濟(ji)制(zhi)度,首(shou)要的(de)(de)就是堅定制(zhi)度自信,既(ji)不能走(zou)(zou)封閉(bi)僵化(hua)的(de)(de)老(lao)路,決不回頭去(qu)搞(gao)“一大二公(gong)”“純(chun)而(er)又純(chun)”,更不能走(zou)(zou)改旗(qi)易幟的(de)(de)邪路,決不能搞(gao)私有(you)(you)(you)化(hua)、“去(qu)國有(you)(you)(you)化(hua)”。要全(quan)面(mian)深化(hua)國有(you)(you)(you)企(qi)(qi)業改革,破除一切不利(li)于(yu)科(ke)學發(fa)展(zhan)的(de)(de)體制(zhi)機制(zhi)弊端,使(shi)國有(you)(you)(you)企(qi)(qi)業全(quan)方(fang)(fang)位融入市場(chang)經(jing)濟(ji)。要營造公(gong)平競爭、促進企(qi)(qi)業健康發(fa)展(zhan)的(de)(de)市場(chang)環(huan)境和制(zhi)度環(huan)境,實現(xian)多種所有(you)(you)(you)制(zhi)經(jing)濟(ji)共同(tong)發(fa)展(zhan)。
(四)堅持公有制(zhi)為主體、多種(zhong)所(suo)有制(zhi)經濟共同發展是全面(mian)建成小康社(she)會的重要(yao)保障
公(gong)有(you)(you)(you)制經濟和(he)(he)非公(gong)有(you)(you)(you)制經濟都是(shi)我國(guo)(guo)經濟社會發(fa)展的(de)重要基(ji)礎,都是(shi)全面建(jian)成小康社會的(de)重要力量。二者取長(chang)補(bu)短、相互促(cu)進、互利(li)共贏、共同(tong)發(fa)展,有(you)(you)(you)利(li)于(yu)促(cu)進產(chan)業(ye)(ye)(ye)結構優化升級,形(xing)成以大企(qi)業(ye)(ye)(ye)為龍頭(tou)、中(zhong)小企(qi)業(ye)(ye)(ye)為支(zhi)撐、分工協作為基(ji)礎的(de)產(chan)業(ye)(ye)(ye)集群,推動(dong)我國(guo)(guo)產(chan)業(ye)(ye)(ye)邁向中(zhong)高端水(shui)平(ping);有(you)(you)(you)利(li)于(yu)更(geng)好實(shi)施(shi)創(chuang)(chuang)新驅動(dong)發(fa)展戰略(lve)和(he)(he)制造強國(guo)(guo)戰略(lve),發(fa)揮國(guo)(guo)有(you)(you)(you)企(qi)業(ye)(ye)(ye)的(de)骨干和(he)(he)表率作用,促(cu)進科技型中(zhong)小微企(qi)業(ye)(ye)(ye)健康發(fa)展;有(you)(you)(you)利(li)于(yu)推進大眾(zhong)創(chuang)(chuang)業(ye)(ye)(ye)、萬(wan)眾(zhong)創(chuang)(chuang)新,使各類市場(chang)創(chuang)(chuang)業(ye)(ye)(ye)主體如魚得(de)水(shui),實(shi)現創(chuang)(chuang)新支(zhi)持創(chuang)(chuang)業(ye)(ye)(ye)、創(chuang)(chuang)業(ye)(ye)(ye)帶動(dong)就業(ye)(ye)(ye)、就業(ye)(ye)(ye)增加收入的(de)良性(xing)互動(dong)發(fa)展;有(you)(you)(you)利(li)于(yu)實(shi)施(shi)走(zou)出去戰略(lve),推進“一帶一路”建(jian)設,促(cu)進國(guo)(guo)際產(chan)能(neng)合作,提高我國(guo)(guo)國(guo)(guo)際競爭力和(he)(he)話(hua)語(yu)權。
二、深(shen)入推進國有企業改革(ge)發(fa)展,充(chong)分發(fa)揮國有經濟(ji)在國民經濟(ji)發(fa)展中(zhong)的主(zhu)導作用
黨的(de)十八屆五中全(quan)(quan)會(hui)提(ti)出,深化國(guo)(guo)有(you)企業(ye)改(gai)(gai)革(ge),增(zeng)強(qiang)國(guo)(guo)有(you)經(jing)(jing)濟(ji)活力(li)(li)、控制(zhi)力(li)(li)、影(ying)響力(li)(li)、抗風險能力(li)(li)。國(guo)(guo)有(you)經(jing)(jing)濟(ji)是國(guo)(guo)民(min)經(jing)(jing)濟(ji)中的(de)主導力(li)(li)量,對鞏固和(he)完善社(she)會(hui)主義(yi)制(zhi)度,發揮社(she)會(hui)主義(yi)制(zhi)度的(de)優(you)越(yue)性,增(zeng)強(qiang)經(jing)(jing)濟(ji)實(shi)(shi)力(li)(li)、國(guo)(guo)防實(shi)(shi)力(li)(li)和(he)民(min)族凝聚力(li)(li),提(ti)高我國(guo)(guo)國(guo)(guo)際地位,具有(you)重(zhong)要(yao)的(de)作用。以增(zeng)強(qiang)“四力(li)(li)”為目標,不斷(duan)深化國(guo)(guo)有(you)企業(ye)改(gai)(gai)革(ge),搞好國(guo)(guo)有(you)企業(ye),發展壯大國(guo)(guo)有(you)經(jing)(jing)濟(ji),是堅持和(he)完善基(ji)本經(jing)(jing)濟(ji)制(zhi)度的(de)必然(ran)要(yao)求,是全(quan)(quan)面建成小康(kang)社(she)會(hui)的(de)重(zhong)要(yao)保(bao)障(zhang)。

堅(jian)持黨(dang)(dang)對國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)的(de)(de)領導(dao),加強國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)黨(dang)(dang)的(de)(de)建設,是深化(hua)國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)改革(ge)必須堅(jian)守的(de)(de)政治(zhi)(zhi)方(fang)向和政治(zhi)(zhi)原則。要(yao)充(chong)分發(fa)揮(hui)國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)黨(dang)(dang)組(zu)織(zhi)政治(zhi)(zhi)核心(xin)作(zuo)用,把(ba)加強黨(dang)(dang)的(de)(de)領導(dao)和完善公司法人治(zhi)(zhi)理結構(gou)統(tong)一(yi)起來,創新國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)黨(dang)(dang)組(zu)織(zhi)發(fa)揮(hui)政治(zhi)(zhi)核心(xin)作(zuo)用的(de)(de)途徑(jing)和方(fang)式。要(yao)堅(jian)持黨(dang)(dang)要(yao)管黨(dang)(dang)、從嚴治(zhi)(zhi)黨(dang)(dang),嚴格落(luo)實(shi)管黨(dang)(dang)治(zhi)(zhi)黨(dang)(dang)主(zhu)體責(ze)任,完善黨(dang)(dang)組(zu)織(zhi)充(chong)分發(fa)揮(hui)政治(zhi)(zhi)核心(xin)作(zuo)用的(de)(de)體制(zhi)機(ji)制(zhi)。要(yao)夯實(shi)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)黨(dang)(dang)建工(gong)(gong)作(zuo)基礎(chu),強化(hua)黨(dang)(dang)建工(gong)(gong)作(zuo)考核,加強和改進混合所有(you)制(zhi)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)和境外國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)黨(dang)(dang)建工(gong)(gong)作(zuo),確保黨(dang)(dang)建工(gong)(gong)作(zuo)全覆蓋。要(yao)切實(shi)落(luo)實(shi)國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)反腐倡廉“兩個(ge)責(ze)任”,努力構(gou)筑企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領導(dao)人員不敢腐不能腐不想(xiang)腐的(de)(de)有(you)效機(ji)制(zhi)。要(yao)把(ba)“三嚴三實(shi)”要(yao)求(qiu)貫穿(chuan)國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)改革(ge)發(fa)展全過程(cheng),確保國(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)改革(ge)發(fa)展始終(zhong)保持正確的(de)(de)前進方(fang)向。
三(san)、營造公平競爭(zheng)、促進企(qi)業(ye)健康發展的政(zheng)策和(he)制(zhi)(zhi)度環境,實現多種所(suo)有制(zhi)(zhi)經濟共同發展
黨的(de)(de)十八屆五中全會提出,推(tui)進產(chan)權保(bao)護法(fa)(fa)治化,依(yi)法(fa)(fa)保(bao)護各(ge)種(zhong)所(suo)(suo)有制(zhi)(zhi)經(jing)(jing)濟權益。公(gong)有制(zhi)(zhi)經(jing)(jing)濟和(he)非公(gong)有制(zhi)(zhi)經(jing)(jing)濟都是社會主義(yi)市(shi)場經(jing)(jing)濟的(de)(de)重(zhong)要(yao)(yao)組成部分,都是我國經(jing)(jing)濟社會發展的(de)(de)重(zhong)要(yao)(yao)基礎。要(yao)(yao)按照(zhao)市(shi)場在資源配(pei)置中起決定(ding)性(xing)作(zuo)(zuo)用(yong)和(he)更好發揮(hui)政府作(zuo)(zuo)用(yong)的(de)(de)要(yao)(yao)求,加(jia)快形成統一開放、競爭有序的(de)(de)市(shi)場體系,保(bao)證(zheng)各(ge)種(zhong)所(suo)(suo)有制(zhi)(zhi)經(jing)(jing)濟依(yi)法(fa)(fa)平(ping)等(deng)使用(yong)生產(chan)要(yao)(yao)素、公(gong)開公(gong)平(ping)公(gong)正參與市(shi)場競爭、同等(deng)受到法(fa)(fa)律(lv)保(bao)護,依(yi)法(fa)(fa)監管各(ge)種(zhong)所(suo)(suo)有制(zhi)(zhi)經(jing)(jing)濟。
(一)毫不動搖鼓勵、支持(chi)、引導非(fei)(fei)公有(you)(you)制(zhi)經濟(ji)發展,更(geng)好激發非(fei)(fei)公有(you)(you)制(zhi)經濟(ji)活力(li)和創(chuang)造力(li)
非(fei)(fei)公(gong)有(you)制(zhi)經(jing)濟(ji)是發(fa)展(zhan)社會主義市(shi)場經(jing)濟(ji)的(de)(de)(de)重要力量,也是推動我國(guo)(guo)經(jing)濟(ji)轉型(xing)升(sheng)級的(de)(de)(de)重要依托(tuo)。要堅持權利平(ping)等、機會平(ping)等、規則(ze)平(ping)等,進一步破除(chu)影(ying)響非(fei)(fei)公(gong)有(you)制(zhi)經(jing)濟(ji)發(fa)展(zhan)的(de)(de)(de)體制(zhi)機制(zhi)弊端,消除(chu)各種隱性壁壘,營造公(gong)平(ping)競爭、促進企(qi)業(ye)(ye)健(jian)康發(fa)展(zhan)的(de)(de)(de)政策和(he)制(zhi)度環境,為非(fei)(fei)公(gong)有(you)制(zhi)經(jing)濟(ji)的(de)(de)(de)健(jian)康發(fa)展(zhan)鋪平(ping)道路。要引入(ru)非(fei)(fei)國(guo)(guo)有(you)資(zi)(zi)本參與國(guo)(guo)有(you)企(qi)業(ye)(ye)改(gai)革,鼓(gu)勵(li)和(he)規范國(guo)(guo)有(you)企(qi)業(ye)(ye)投資(zi)(zi)項目(mu)引入(ru)非(fei)(fei)國(guo)(guo)有(you)資(zi)(zi)本,鼓(gu)勵(li)民(min)營企(qi)業(ye)(ye)依法進入(ru)更多(duo)領域,更好激發(fa)非(fei)(fei)公(gong)有(you)制(zhi)經(jing)濟(ji)活(huo)力和(he)創(chuang)造力。
(二(er))推進產權(quan)保(bao)護法(fa)(fa)治化,依法(fa)(fa)保(bao)護各種所有制經濟權(quan)益
這(zhe)是營造(zao)公(gong)平競爭、健(jian)康發展環境的(de)法(fa)治保障。公(gong)有制(zhi)(zhi)(zhi)經濟財(cai)(cai)產(chan)(chan)權(quan)(quan)(quan)(quan)不(bu)可(ke)(ke)侵(qin)(qin)犯(fan),非公(gong)有制(zhi)(zhi)(zhi)經濟財(cai)(cai)產(chan)(chan)權(quan)(quan)(quan)(quan)同(tong)樣不(bu)可(ke)(ke)侵(qin)(qin)犯(fan)。要(yao)健(jian)全歸(gui)屬清晰(xi)、權(quan)(quan)(quan)(quan)責明(ming)確、保護嚴格(ge)、流(liu)轉(zhuan)順暢的(de)現代產(chan)(chan)權(quan)(quan)(quan)(quan)制(zhi)(zhi)(zhi)度,依法(fa)嚴格(ge)保護各種產(chan)(chan)權(quan)(quan)(quan)(quan)主體(ti)的(de)資產(chan)(chan)不(bu)受侵(qin)(qin)犯(fan)。要(yao)完(wan)善知(zhi)識產(chan)(chan)權(quan)(quan)(quan)(quan)制(zhi)(zhi)(zhi)度,加大對(dui)侵(qin)(qin)犯(fan)知(zhi)識產(chan)(chan)權(quan)(quan)(quan)(quan)不(bu)正(zheng)當(dang)競爭行為的(de)懲(cheng)戒力度。要(yao)健(jian)全產(chan)(chan)權(quan)(quan)(quan)(quan)保護的(de)法(fa)律(lv)法(fa)規,提高(gao)執法(fa)公(gong)正(zheng)性,推(tui)進產(chan)(chan)權(quan)(quan)(quan)(quan)保護法(fa)治化。要(yao)正(zheng)確認(ren)識和處理產(chan)(chan)權(quan)(quan)(quan)(quan)保護法(fa)治化和企業(ye)(ye)家精神的(de)關系,依法(fa)保護企業(ye)(ye)家財(cai)(cai)產(chan)(chan)權(quan)(quan)(quan)(quan)和創(chuang)新收益(yi),激發企業(ye)(ye)家精神。
(三)加快(kuai)市(shi)場配置要素的改革,加快(kuai)形成全(quan)國統一(yi)開放(fang)、競爭有(you)序(xu)的市(shi)場體系
這是營造(zao)公平競(jing)爭、健康(kang)發展環境的關鍵舉措。要深化資源(yuan)性產品、公共服務(wu)行(xing)業(ye)(ye)等(deng)重點(dian)領域價(jia)格形(xing)成機制(zhi)(zhi)改(gai)革,逐步縮小政府定價(jia)商品的范圍,讓價(jia)格反映市場(chang)供求(qiu)狀(zhuang)況和(he)資源(yuan)稀缺程度(du),充分(fen)(fen)體現生態環境的損害成本(ben)和(he)修復成本(ben)。要加(jia)強社(she)會(hui)信用(yong)體系(xi)建設,建立信用(yong)獎(jiang)懲機制(zhi)(zhi),提(ti)高全社(she)會(hui)的信用(yong)水(shui)平。要打破地域分(fen)(fen)割和(he)行(xing)業(ye)(ye)壟斷(duan),消除“玻(bo)璃門(men)”“彈(dan)簧門(men)”“旋(xuan)轉門(men)”現象,促進各類(lei)所有制(zhi)(zhi)經濟(ji)的人才、資金(jin)、科研成果等(deng)在城鄉、企(qi)業(ye)(ye)、高校、科研機構間(jian)有序流動(dong)。
(四)進一步轉變(bian)政府職(zhi)能,減少涉及企(qi)業的行政審批事項
這是(shi)營造公(gong)平競爭、健(jian)康發展(zhan)環境的(de)(de)重要(yao)(yao)手(shou)(shou)段(duan)。要(yao)(yao)持(chi)續(xu)推進政府(fu)簡(jian)政放(fang)權(quan)、放(fang)管結合、優化服務,切(qie)實(shi)轉變政府(fu)職能(neng),減(jian)(jian)少(shao)審(shen)批(pi)、優化制(zhi)度(du)(du)、簡(jian)化手(shou)(shou)續(xu)、提(ti)(ti)高(gao)效(xiao)率(lv),找準市場(chang)功能(neng)和(he)政府(fu)職能(neng)的(de)(de)最佳結合點,充分發揮市場(chang)和(he)政府(fu)的(de)(de)各(ge)自優勢。要(yao)(yao)統籌推進行(xing)政審(shen)批(pi)、投資審(shen)批(pi)、職業(ye)資格、收費管理、商事(shi)制(zhi)度(du)(du)等領域改革,限制(zhi)政府(fu)對(dui)企(qi)業(ye)經(jing)營決策的(de)(de)干(gan)預(yu)(yu),廢除各(ge)種(zhong)形式的(de)(de)不合理規(gui)定(ding),出(chu)臺一(yi)批(pi)規(gui)范(fan)行(xing)政權(quan)力運(yun)行(xing)、提(ti)(ti)高(gao)行(xing)政審(shen)批(pi)效(xiao)率(lv)的(de)(de)制(zhi)度(du)(du)和(he)措(cuo)施,切(qie)實(shi)為企(qi)業(ye)松(song)綁減(jian)(jian)負。要(yao)(yao)創(chuang)新監(jian)(jian)管機制(zhi)和(he)監(jian)(jian)管方式,整合監(jian)(jian)管資源,減(jian)(jian)少(shao)重復檢查,提(ti)(ti)高(gao)監(jian)(jian)管效(xiao)能(neng)。要(yao)(yao)創(chuang)新政府(fu)管理方式,出(chu)臺權(quan)力清單、責任清單和(he)負面清單,規(gui)范(fan)行(xing)政權(quan)力運(yun)行(xing),減(jian)(jian)少(shao)對(dui)各(ge)類(lei)所(suo)有制(zhi)經(jing)濟的(de)(de)微(wei)觀(guan)干(gan)預(yu)(yu)。
(五)切實(shi)降低實(shi)體經濟企業成本,增強(qiang)實(shi)體經濟盈利能力
這是營(ying)造(zao)(zao)公平競爭、健(jian)(jian)康發展環境的根本(ben)目的。要(yao)開展降(jiang)低實(shi)體經(jing)(jing)濟(ji)企(qi)業成(cheng)(cheng)(cheng)本(ben)行動,切實(shi)降(jiang)低企(qi)業運營(ying)成(cheng)(cheng)(cheng)本(ben)、融資(zi)(zi)成(cheng)(cheng)(cheng)本(ben)和稅費成(cheng)(cheng)(cheng)本(ben)。要(yao)優化(hua)企(qi)業運營(ying)模式,通(tong)過管理提(ti)升、成(cheng)(cheng)(cheng)本(ben)管控(kong)、科技創新、技術改造(zao)(zao)、盤活(huo)存(cun)量等(deng)方式,提(ti)高資(zi)(zi)源利用(yong)效(xiao)(xiao)率,嚴格(ge)控(kong)制(zhi)各(ge)類成(cheng)(cheng)(cheng)本(ben),努力提(ti)升經(jing)(jing)營(ying)效(xiao)(xiao)益。要(yao)提(ti)高金融服務(wu)實(shi)體經(jing)(jing)濟(ji)效(xiao)(xiao)率,完善(shan)境內(nei)外金融支持和服務(wu)功能,健(jian)(jian)全多層次資(zi)(zi)本(ben)市場,降(jiang)低企(qi)業融資(zi)(zi)成(cheng)(cheng)(cheng)本(ben)。要(yao)完善(shan)稅收制(zhi)度,調整不合理的稅費結構,清理和規范涉企(qi)行政事業性收費,有(you)序解決以費代(dai)稅的問題,切實(shi)減輕各(ge)類所(suo)有(you)制(zhi)企(qi)業負(fu)擔(dan)。
黨的十八屆五中全會為實現全面建成小康社會目標描繪了宏偉的發展藍圖。我們要在以習近平同志為總書記的黨中央堅強領導下,堅決貫徹落實《建議》的各項部署要求,堅持和完善公有制為主體、多種所有制經濟共同發展的基本經濟制度,牢牢把握“兩個毫不動搖”方針,更好促進經濟社會持續健康發展,為全面建成小康社會、實現中華民族偉大復興的中國夢作出新的更大貢獻!
