盡管我國保持(chi)著良好(hao)的(de)核安全(quan)紀錄,但核電(dian)與核安全(quan)監(jian)(jian)管尚不(bu)(bu)適應核電(dian)發展(zhan)需要,存在(zai)法律法規體系不(bu)(bu)完整、監(jian)(jian)管體制不(bu)(bu)完善、監(jian)(jian)管隊伍規模與能(neng)力不(bu)(bu)足、監(jian)(jian)管經費保障(zhang)較弱、信息化與信息公開程度仍嚴重(zhong)不(bu)(bu)足等諸(zhu)多問題。
我國核電監管面臨新形勢
(一)安全核(he)電是我國能(neng)源可持續發(fa)展的重要選擇
核電在我國(guo)中(zhong)長期能(neng)源(yuan)戰略中(zhong)具有(you)重要地位(wei)。發展(zhan)核電是保障我國(guo)能(neng)源(yuan)安全的戰略需(xu)要,是實(shi)現能(neng)源(yuan)可持續發展(zhan)的重要措施,是能(neng)源(yuan)科技重大(da)創新的重要支撐,是實(shi)現能(neng)源(yuan)與環(huan)境協調發展(zhan)的有(you)效途徑。
核(he)(he)(he)電(dian)(dian)(dian)(dian)在(zai)建(jian)(jian)規(gui)(gui)模巨大(da),發展潛力可待。積極發展核(he)(he)(he)電(dian)(dian)(dian)(dian)是我國(guo)能源的(de)長期重(zhong)大(da)戰(zhan)略選擇,核(he)(he)(he)電(dian)(dian)(dian)(dian)可以成(cheng)為(wei)(wei)我國(guo)能源的(de)一(yi)(yi)個綠色支柱 ,可以預見,核(he)(he)(he)電(dian)(dian)(dian)(dian)將成(cheng)為(wei)(wei)我國(guo)未來(lai)的(de)主(zhu)要能源之一(yi)(yi)。2020年核(he)(he)(he)電(dian)(dian)(dian)(dian)可望建(jian)(jian)成(cheng)7000萬千瓦(wa)(wa),使核(he)(he)(he)能與(yu)可再生能源的(de)總(zong)和占(zhan)(zhan)到(dao)(dao)總(zong)能源的(de)15%以上(shang)。2030年核(he)(he)(he)電(dian)(dian)(dian)(dian)達到(dao)(dao)2億千瓦(wa)(wa),2050年達到(dao)(dao)4億千瓦(wa)(wa)以上(shang)。2050年,核(he)(he)(he)能將可以提供15%以上(shang)的(de)一(yi)(yi)次能源。目前,我國(guo)在(zai)建(jian)(jian)和規(gui)(gui)劃核(he)(he)(he)電(dian)(dian)(dian)(dian)機組規(gui)(gui)模大(da)約(yue)占(zhan)(zhan)世界的(de)一(yi)(yi)半,既為(wei)(wei)實現戰(zhan)略夯(hang)實了(le)基礎,又為(wei)(wei)監管留(liu)下了(le)艱(jian)巨任務。
核(he)電(dian)(dian)運(yun)行安(an)全有(you)(you)保障。技術進(jin)步(bu)和有(you)(you)效監(jian)管(guan)可以保障核(he)電(dian)(dian)的(de)安(an)全運(yun)行。我(wo)國的(de)核(he)電(dian)(dian)技術已(yi)初步(bu)實現(xian)自主化(hua),基(ji)本形成了技術創新體系。與能源(yuan)監(jian)管(guan)、環(huan)境監(jian)管(guan)和生產安(an)全監(jian)管(guan)相比(bi),我(wo)國的(de)核(he)電(dian)(dian)與核(he)安(an)全監(jian)管(guan)與國際先進(jin)水(shui)平的(de)差距相對較小。我(wo)國具有(you)(you)安(an)全高效發展核(he)電(dian)(dian)的(de)良好基(ji)礎,重視核(he)能領域政府監(jian)管(guan),一直保持著優良的(de)核(he)安(an)全紀錄。
(二)監管(guan)是(shi)保障(zhang)核電安全高效(xiao)可(ke)持續的(de)重要(yao)保障(zhang)
有必要對(dui)核(he)能(neng)利用(yong)實(shi)行(xing)特(te)殊(shu)監管。核(he)能(neng)利用(yong)涉及(ji)重大公共利益與公共安全,需(xu)要在包括核(he)電(dian)廠在內的(de)所有核(he)設(she)施與核(he)活動的(de)選址(zhi)、建設(she)、調試、運營、退(tui)役(yi)、廢料處(chu)置、應急響(xiang)應與事故處(chu)理等各個環節確保“安全第一(yi)”。核(he)能(neng)領域(yu)的(de)技術經(jing)濟特(te)征決定了核(he)能(neng)領域(yu)監管的(de)特(te)殊(shu)性,要求國家進(jin)行(xing)統一(yi)的(de)專門(men)監管,并實(shi)行(xing)點(dian)(dian)對(dui)點(dian)(dian)的(de)垂直監管和一(yi)體化的(de)全程監管。
監(jian)(jian)(jian)管(guan)(guan)(guan)將為核(he)(he)電(dian)(dian)(dian)安全高效(xiao)提供保(bao)(bao)障。監(jian)(jian)(jian)管(guan)(guan)(guan)是(shi)權威(wei)機構對(dui)核(he)(he)電(dian)(dian)(dian)安全、健康運行(xing)的(de)(de)(de)主(zhu)動(dong)干預。技(ji)術(shu)進(jin)步和(he)(he)有效(xiao)監(jian)(jian)(jian)管(guan)(guan)(guan)都(dou)是(shi)為核(he)(he)電(dian)(dian)(dian)保(bao)(bao)駕護航的(de)(de)(de)重要(yao)(yao)途徑,二者相(xiang)輔相(xiang)成(cheng)、缺一不可。技(ji)術(shu)進(jin)步可以提高核(he)(he)電(dian)(dian)(dian)技(ji)術(shu)本(ben)身的(de)(de)(de)可靠性,降低事故發生概率(lv);社(she)(she)會(hui)性監(jian)(jian)(jian)管(guan)(guan)(guan)可以約束(shu)人(ren)(ren)的(de)(de)(de)行(xing)為和(he)(he)結果,降低因人(ren)(ren)為出錯而(er)產(chan)生錯誤的(de)(de)(de)概率(lv)并及(ji)時(shi)防(fang)控(kong)風險;經濟(ji)性監(jian)(jian)(jian)管(guan)(guan)(guan)主(zhu)要(yao)(yao)是(shi)為防(fang)止(zhi)信息不對(dui)稱或壟斷(duan)而(er)產(chan)生的(de)(de)(de)市場失(shi)靈;公眾參與(yu)可以更(geng)多地為防(fang)止(zhi)政(zheng)府失(shi)靈并對(dui)監(jian)(jian)(jian)管(guan)(guan)(guan)和(he)(he)核(he)(he)電(dian)(dian)(dian)廠形(xing)成(cheng)社(she)(she)會(hui)監(jian)(jian)(jian)督。從動(dong)力(li)源泉上看,技(ji)術(shu)進(jin)步更(geng)多地依(yi)(yi)賴(lai)創(chuang)新,而(er)監(jian)(jian)(jian)管(guan)(guan)(guan)主(zhu)要(yao)(yao)依(yi)(yi)靠對(dui)核(he)(he)電(dian)(dian)(dian)廠進(jin)行(xing)獨立、權威(wei)的(de)(de)(de)主(zhu)動(dong)干預。從對(dui)象上看,監(jian)(jian)(jian)管(guan)(guan)(guan)比技(ji)術(shu)包容了更(geng)多的(de)(de)(de)人(ren)(ren)及(ji)人(ren)(ren)機互動(dong)的(de)(de)(de)內容。核(he)(he)電(dian)(dian)(dian)與(yu)核(he)(he)安全監(jian)(jian)(jian)管(guan)(guan)(guan)中的(de)(de)(de)社(she)(she)會(hui)性監(jian)(jian)(jian)管(guan)(guan)(guan),主(zhu)要(yao)(yao)通過(guo)技(ji)術(shu)驗證,確保(bao)(bao)關鍵指(zhi)標(biao)限值和(he)(he)程序(xu)符(fu)合規劃;經濟(ji)性監(jian)(jian)(jian)管(guan)(guan)(guan)主(zhu)要(yao)(yao)通過(guo)審批等進(jin)行(xing)許可,確保(bao)(bao)重大生產(chan)力(li)布局和(he)(he)經濟(ji)安全。
既(ji)有(you)核電(dian)(dian)廠(chang)需要(yao)(yao)有(you)力(li)監(jian)管(guan)(guan)。我國(guo)有(you)著全(quan)世界一半的(de)(de)在(zai)建(jian)核電(dian)(dian)廠(chang),在(zai)運(yun)核電(dian)(dian)廠(chang)分布(bu)與(yu)(yu)沿海人口稠密地區,即(ji)便(bian)維持目(mu)前(qian)(qian)核電(dian)(dian)規模,也(ye)需要(yao)(yao)可靠(kao)的(de)(de)監(jian)管(guan)(guan)確保核電(dian)(dian)的(de)(de)安全(quan)、環(huan)保、健康和經濟(ji)高效。技術經濟(ji)特征決定了核電(dian)(dian)的(de)(de)長周期性,即(ji)便(bian)不再新(xin)建(jian)核電(dian)(dian)機(ji)組,也(ye)需要(yao)(yao)有(you)力(li)監(jian)管(guan)(guan)來保障(zhang)既(ji)有(you)核電(dian)(dian)廠(chang)安全(quan),未來二十(shi)年,我國(guo)初期建(jian)設(she)的(de)(de)核電(dian)(dian)機(ji)組將到壽(shou)命末(mo)期,不論(lun)技改延(yan)壽(shou)還是(shi)廢棄處置(zhi),都(dou)需要(yao)(yao)有(you)力(li)的(de)(de)監(jian)管(guan)(guan),這(zhe)兩個(ge)環(huan)節的(de)(de)監(jian)管(guan)(guan)重點將與(yu)(yu)目(mu)前(qian)(qian)的(de)(de)建(jian)設(she)與(yu)(yu)運(yun)行監(jian)管(guan)(guan)有(you)所不同。
(三(san))后福島時代國內外更加重視核(he)電與核(he)安全監管(guan)
IAEA將持續發揮核心(xin)指導作(zuo)用。2011年(nian)9月通過的《核安(an)全(quan)(quan)行(xing)動(dong)計劃》為鞏(gong)固全(quan)(quan)球核安(an)全(quan)(quan)框架確(que)定(ding)了工(gong)作(zuo)安(an)排(pai),2012年(nian)以推進(jin)落(luo)實該行(xing)動(dong)計劃為核心(xin),在(zai)核安(an)全(quan)(quan)領域開展了大量卓有成效的工(gong)作(zuo)。
主要核(he)(he)(he)(he)電(dian)(dian)國家(jia)紛紛出臺安(an)全(quan)改進(jin)措施。福島核(he)(he)(he)(he)事故(gu)促使主要核(he)(he)(he)(he)電(dian)(dian)國家(jia)加強(qiang)(qiang)反思,推動了核(he)(he)(he)(he)安(an)全(quan)監(jian)管體制(zhi)改革(ge)并采取(qu)有效措施提(ti)升核(he)(he)(he)(he)安(an)全(quan)水平。日本方面(mian),對核(he)(he)(he)(he)電(dian)(dian)與核(he)(he)(he)(he)安(an)全(quan)監(jian)管體制(zhi)進(jin)行了深(shen)刻改革(ge),首次設立(li)了獨立(li)的(de)監(jian)管機(ji)構——原(yuan)子(zi)能規(gui)制(zhi)委員會及(ji)其執(zhi)行機(ji)構原(yuan)子(zi)能規(gui)制(zhi)廳,統(tong)一負責全(quan)部核(he)(he)(he)(he)安(an)全(quan)監(jian)管。美(mei)國方面(mian),發布指令要求(qiu)2016年(nian)年(nian)底(di)內完成(cheng)有加強(qiang)(qiang)安(an)全(quan)的(de)整改要求(qiu),包(bao)括合理(li)配(pei)置足量的(de)安(an)全(quan)設備、安(an)裝加強(qiang)(qiang)型設備等。歐盟(meng)方面(mian),認為歐盟(meng)核(he)(he)(he)(he)電(dian)(dian)廠安(an)全(quan)標準很高,不需關停,但對每一座核(he)(he)(he)(he)電(dian)(dian)廠提(ti)出了加強(qiang)(qiang)安(an)全(quan)的(de)具體措施,包(bao)括加強(qiang)(qiang)風(feng)險(xian)評(ping)估(gu)、建立(li)應急(ji)指揮系統(tong)等。
我國(guo)進行全(quan)(quan)(quan)面(mian)檢(jian)(jian)查(cha)(cha)并控(kong)制(zhi)核電發展速度。福島核事故后,我國(guo)及時(shi)對全(quan)(quan)(quan)部在(zai)建和(he)在(zai)運核電廠(chang)開展了(le)全(quan)(quan)(quan)面(mian)審(shen)查(cha)(cha),出(chu)臺了(le)檢(jian)(jian)查(cha)(cha)報(bao)告和(he)規劃文件(jian)。我國(guo)暫(zan)停(ting)審(shen)批核電項目,控(kong)制(zhi)了(le)核電建設(she)的節(jie)奏與(yu)規模,以緩解核電安全(quan)(quan)(quan)的巨大(da)壓力(li),為改善核安全(quan)(quan)(quan)監管與(yu)進行技術驗證贏得(de)時(shi)間(jian)。在(zai)此期間(jian),核電與(yu)核安全(quan)(quan)(quan)監管能力(li)建設(she)得(de)到了(le)較大(da)加強。
(四)核(he)安全新形勢(shi)對我國核(he)電監(jian)管提出(chu)新要求
發(fa)(fa)(fa)展(zhan)和(he)安全(quan)(quan)(quan)(quan)(quan)并(bing)(bing)重(zhong)(zhong)(zhong),以(yi)確保安全(quan)(quan)(quan)(quan)(quan)為(wei)前(qian)提。我國(guo)的(de)核(he)(he)(he)安全(quan)(quan)(quan)(quan)(quan)觀,明確對未(wei)來我國(guo)核(he)(he)(he)電(dian)及核(he)(he)(he)安全(quan)(quan)(quan)(quan)(quan)監(jian)管(guan)(guan)的(de)更高要求——安全(quan)(quan)(quan)(quan)(quan)第一、自(zi)主治(zhi)(zhi)理(li)、國(guo)際(ji)(ji)合作(zuo)(zuo)、消(xiao)滅(mie)根源(yuan),同時這(zhe)也是(shi)我國(guo)核(he)(he)(he)電(dian)及核(he)(he)(he)安全(quan)(quan)(quan)(quan)(quan)監(jian)管(guan)(guan)的(de)重(zhong)(zhong)(zhong)要目標(biao),具有(you)全(quan)(quan)(quan)(quan)(quan)局性(xing)、戰略性(xing)、持久(jiu)性(xing)等特征。我國(guo)核(he)(he)(he)電(dian)的(de)發(fa)(fa)(fa)展(zhan)與監(jian)管(guan)(guan)將(jiang)依據(ju)以(yi)下(xia)原則(ze)進行:一是(shi)發(fa)(fa)(fa)展(zhan)和(he)安全(quan)(quan)(quan)(quan)(quan)并(bing)(bing)重(zhong)(zhong)(zhong),以(yi)確保安全(quan)(quan)(quan)(quan)(quan)為(wei)前(qian)提發(fa)(fa)(fa)展(zhan)核(he)(he)(he)能;二是(shi)權(quan)利和(he)義務(wu)并(bing)(bing)重(zhong)(zhong)(zhong),以(yi)尊重(zhong)(zhong)(zhong)各(ge)國(guo)權(quan)益(yi)為(wei)基礎推進國(guo)際(ji)(ji)核(he)(he)(he)安全(quan)(quan)(quan)(quan)(quan)進程;三是(shi)自(zi)主和(he)協作(zuo)(zuo)并(bing)(bing)重(zhong)(zhong)(zhong),以(yi)互(hu)利共贏為(wei)途徑尋(xun)求普遍核(he)(he)(he)安全(quan)(quan)(quan)(quan)(quan);四是(shi)治(zhi)(zhi)標(biao)和(he)治(zhi)(zhi)本并(bing)(bing)重(zhong)(zhong)(zhong),以(yi)消(xiao)除根源(yuan)為(wei)目標(biao)為(wei)全(quan)(quan)(quan)(quan)(quan)面(mian)推進核(he)(he)(he)安全(quan)(quan)(quan)(quan)(quan)努力。
應(ying)急(ji)響應(ying)已成為監(jian)管的重要延(yan)伸。主(zhu)要核(he)電國(guo)家均在不同(tong)程度上擁有重大事故的應(ying)急(ji)預案,并通過(guo)信息系統將(jiang)在線監(jian)測、實時(shi)預警、應(ying)急(ji)響應(ying)進行一體化(hua)實時(shi)關聯,大幅降低了響應(ying)時(shi)間(jian),有利于減少損(sun)失。福島核(he)事故后(hou),各國(guo)普遍加強了應(ying)急(ji)響應(ying)工作。
監管體(ti)系(xi)與(yu)(yu)能(neng)力(li)進(jin)一(yi)步(bu)(bu)適應(ying)核(he)(he)電發(fa)展。福島(dao)核(he)(he)事故(gu)后,主(zhu)要核(he)(he)電國(guo)家(jia)通過整改行動使核(he)(he)電與(yu)(yu)核(he)(he)安全監管體(ti)系(xi)與(yu)(yu)能(neng)力(li)建設(she)進(jin)一(yi)步(bu)(bu)與(yu)(yu)核(he)(he)電發(fa)展的規(gui)模(mo)和速(su)度相(xiang)適應(ying),表現在:監管依據(ju)、監管機(ji)制隨事故(gu)經驗的積累不(bu)(bu)(bu)斷完善;監管體(ti)制獨立(li)性進(jin)一(yi)步(bu)(bu)加(jia)強(qiang),對核(he)(he)能(neng)利用(yong)領域(yu)的干預程(cheng)度不(bu)(bu)(bu)斷加(jia)深;監管經費保障與(yu)(yu)機(ji)組規(gui)模(mo)的匹配(pei)程(cheng)度提升;監測設(she)備與(yu)(yu)信息化隨著技術進(jin)步(bu)(bu)不(bu)(bu)(bu)斷升級;加(jia)強(qiang)人員資質管理,通過核(he)(he)安全文(wen)化更強(qiang)調人的進(jin)步(bu)(bu)。
核電監管的改進方向與對策建議
(一(yi))加快(kuai)核能基本法(fa)與核安全(quan)專門法(fa)制(zhi)定
優(you)先(xian)制定(ding)核(he)(he)(he)能(neng)(neng)領(ling)(ling)域(yu)基本法(fa)(fa)(fa)。建議積極(ji)推進核(he)(he)(he)能(neng)(neng)領(ling)(ling)域(yu)基礎(chu)性法(fa)(fa)(fa)規的(de)立(li)法(fa)(fa)(fa)工(gong)作,優(you)先(xian)制定(ding)“原子(zi)能(neng)(neng)法(fa)(fa)(fa)”等基本法(fa)(fa)(fa),重點明(ming)確(que)核(he)(he)(he)能(neng)(neng)領(ling)(ling)域(yu)相關主體權責,為(wei)(wei)監管機(ji)構提供(gong)監管依據(ju),為(wei)(wei)核(he)(he)(he)能(neng)(neng)利用提供(gong)行為(wei)(wei)準則,為(wei)(wei)加快核(he)(he)(he)電及核(he)(he)(he)安(an)全(quan)監管法(fa)(fa)(fa)律(lv)法(fa)(fa)(fa)規體系建設和完(wan)善奠(dian)定(ding)基礎(chu)。
加快(kuai)核(he)(he)安(an)(an)(an)全(quan)(quan)專(zhuan)門(men)法立法進(jin)程。建議加快(kuai)“核(he)(he)安(an)(an)(an)全(quan)(quan)法”立法進(jin)程,以應(ying)對核(he)(he)安(an)(an)(an)全(quan)(quan)與核(he)(he)安(an)(an)(an)保的(de)新形勢(shi)。該法應(ying)重點明確(que)各部門(men)和相關主體(ti)在核(he)(he)安(an)(an)(an)全(quan)(quan)方面的(de)責任和安(an)(an)(an)全(quan)(quan)要求,保障核(he)(he)安(an)(an)(an)全(quan)(quan)信息暢通與透明,確(que)立信息溝通、應(ying)急處理(li)、責任追究等機(ji)制的(de)重要地位。
整合、優化(hua)核(he)安全(quan)的(de)(de)法(fa)規標準(zhun)。建(jian)議在目前(qian)的(de)(de)監管依據框架下,整合、優化(hua)涉及各領(ling)域、各環節的(de)(de)法(fa)律、法(fa)規、標準(zhun)、規章,出臺執行(xing)細則。在這個(ge)過(guo)程中(zhong),應注重基本法(fa)、專門法(fa)、配(pei)套法(fa)規、標準(zhun)的(de)(de)立(li)法(fa)優先序及內容上的(de)(de)匹配(pei),力爭在“十三五”期(qi)末建(jian)成(cheng)比較(jiao)完整的(de)(de)核(he)與輻(fu)射(she)安全(quan)法(fa)規標準(zhun)體系。
(二)建立(li)高層級、獨立(li)、統(tong)一的監管體制
建立(li)(li)(li)高層級、獨(du)(du)立(li)(li)(li)、權威(wei)、統一、有(you)(you)效的(de)(de)(de)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)體(ti)(ti)(ti)制(zhi)。我(wo)國的(de)(de)(de)核(he)能監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)體(ti)(ti)(ti)制(zhi)應從分散監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)向獨(du)(du)立(li)(li)(li)、統一監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)過渡,由(you)國家專(zhuan)門(men)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)構統一行使核(he)能利用(yong)的(de)(de)(de)全(quan)(quan)部監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)職能。對應的(de)(de)(de)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)體(ti)(ti)(ti)制(zhi)具(ju)有(you)(you)以(yi)下特征:高層級,國家直接(jie)領導,統籌(chou)并有(you)(you)效協調能源、環保等部門(men)和(he)地方(fang)政(zheng)府(fu);獨(du)(du)立(li)(li)(li),獨(du)(du)立(li)(li)(li)開展活(huo)動,在(zai)安(an)全(quan)(quan)問(wen)(wen)題上(shang)(shang)的(de)(de)(de)決定(ding)不受其他部門(men)和(he)地方(fang)政(zheng)府(fu)影響;權威(wei),具(ju)有(you)(you)專(zhuan)業技術(shu)性,對一切與(yu)安(an)全(quan)(quan)相關的(de)(de)(de)決策具(ju)有(you)(you)最(zui)終決定(ding)權;統一,避免社會性監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)與(yu)經(jing)濟性監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)的(de)(de)(de)分離,尤其是在(zai)核(he)電廠這個核(he)心監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)領域;有(you)(you)效,以(yi)高效的(de)(de)(de)體(ti)(ti)(ti)制(zhi)、科學的(de)(de)(de)機(ji)制(zhi)、足夠的(de)(de)(de)能力確(que)保有(you)(you)效監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)。這樣(yang)的(de)(de)(de)監(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)體(ti)(ti)(ti)制(zhi),既可以(yi)有(you)(you)效處理(li)好(hao)核(he)能利用(yong)領域在(zai)安(an)全(quan)(quan)、能源和(he)環境上(shang)(shang)的(de)(de)(de)關系,又可以(yi)在(zai)涉(she)及安(an)全(quan)(quan)等重大問(wen)(wen)題上(shang)(shang)保持獨(du)(du)立(li)(li)(li)的(de)(de)(de)判斷和(he)決策。
統一(yi)行使核(he)(he)能利用的(de)(de)(de)全(quan)(quan)(quan)部(bu)監管(guan)(guan)(guan)職(zhi)能。中短(duan)期內(nei),可首(shou)先(xian)將(jiang)分散(san)(san)于(yu)不同部(bu)門涉(she)及核(he)(he)安(an)全(quan)(quan)(quan)與核(he)(he)應急的(de)(de)(de)社會(hui)性(xing)監管(guan)(guan)(guan)職(zhi)能劃歸同一(yi)部(bu)門,并實(shi)(shi)(shi)行高度統一(yi)的(de)(de)(de)垂(chui)直監管(guan)(guan)(guan)。其(qi)次(ci)將(jiang)核(he)(he)電(dian)(dian)(dian)(dian)規劃建設(she)、核(he)(he)材料(liao)流通等經濟性(xing)監管(guan)(guan)(guan)職(zhi)能劃歸至(zhi)該部(bu)門,力爭由該部(bu)門實(shi)(shi)(shi)現核(he)(he)物質流各環節各領域的(de)(de)(de)全(quan)(quan)(quan)程監管(guan)(guan)(guan)。在(zai)(zai)內(nei)容上,應由以核(he)(he)電(dian)(dian)(dian)(dian)廠為核(he)(he)心環節,向前端(duan)和后(hou)端(duan)延伸,重視后(hou)端(duan)的(de)(de)(de)核(he)(he)電(dian)(dian)(dian)(dian)廠退(tui)役及核(he)(he)廢料(liao)處置環節的(de)(de)(de)監管(guan)(guan)(guan)。在(zai)(zai)此(ci)期間,應建立有(you)效的(de)(de)(de)協調機制(zhi),處理好過(guo)渡(du)期仍分散(san)(san)于(yu)不同部(bu)門間的(de)(de)(de)社會(hui)性(xing)監管(guan)(guan)(guan)與經濟性(xing)監管(guan)(guan)(guan)的(de)(de)(de)關系。從(cong)長期看,獨立的(de)(de)(de)核(he)(he)監管(guan)(guan)(guan)機構承(cheng)擔核(he)(he)電(dian)(dian)(dian)(dian)乃至(zhi)核(he)(he)能領域的(de)(de)(de)全(quan)(quan)(quan)部(bu)監管(guan)(guan)(guan)職(zhi)能,以便(bian)在(zai)(zai)核(he)(he)安(an)全(quan)(quan)(quan)形勢、能源形勢的(de)(de)(de)變化下,更(geng)好地對核(he)(he)電(dian)(dian)(dian)(dian)這個特殊領域實(shi)(shi)(shi)現全(quan)(quan)(quan)方位監管(guan)(guan)(guan)。
建立并完善對(dui)(dui)監(jian)管(guan)(guan)機構(gou)進(jin)行監(jian)督(du)與(yu)考核的長效機制(zhi)(zhi)。建議(yi)建立針對(dui)(dui)國(guo)家專門監(jian)管(guan)(guan)機構(gou)的監(jian)督(du)與(yu)考核制(zhi)(zhi)度,加強最高(gao)決策(ce)層(ceng)對(dui)(dui)特殊(shu)領域的了解,加強對(dui)(dui)專門監(jian)管(guan)(guan)機構(gou)的監(jian)督(du)與(yu)考核;制(zhi)(zhi)定核安全信息公(gong)開機制(zhi)(zhi),加強與(yu)公(gong)眾(zhong)溝通,自(zi)覺接(jie)受(shou)社會監(jian)督(du);接(jie)受(shou)同(tong)業國(guo)際機構(gou)的評(ping)議(yi),汲取先進(jin)經驗(yan),彌補監(jian)管(guan)(guan)缺陷(xian);健全我國(guo)核安全監(jian)管(guan)(guan)體系內部的自(zi)我評(ping)價(jia)與(yu)改(gai)進(jin)的長效機制(zhi)(zhi)。
(三(san))增強(qiang)監管保障,加強(qiang)監管能力建設
提升專業(ye)(ye)監(jian)(jian)(jian)管(guan)(guan)人員(yuan)(yuan)(yuan)的數量與(yu)素質。一是(shi)(shi)(shi)建立人才激(ji)勵和考(kao)核(he)(he)(he)(he)(he)評(ping)價體系(xi),提高(gao)核(he)(he)(he)(he)(he)安全(quan)(quan)監(jian)(jian)(jian)管(guan)(guan)人員(yuan)(yuan)(yuan)的薪(xin)酬待遇,吸引(yin)優(you)(you)秀(xiu)人才進(jin)(jin)入核(he)(he)(he)(he)(he)安全(quan)(quan)監(jian)(jian)(jian)管(guan)(guan)機(ji)(ji)構和核(he)(he)(he)(he)(he)行業(ye)(ye)安全(quan)(quan)關鍵崗位,促進(jin)(jin)人才均衡流(liu)動,保證核(he)(he)(he)(he)(he)安全(quan)(quan)監(jian)(jian)(jian)督(du)、評(ping)價和科研的智力資源。二是(shi)(shi)(shi)加強(qiang)對核(he)(he)(he)(he)(he)電廠(chang)(chang)(chang)持(chi)證人員(yuan)(yuan)(yuan)的業(ye)(ye)務培訓與(yu)資質檢驗,完善監(jian)(jian)(jian)管(guan)(guan)人員(yuan)(yuan)(yuan)錄用(yong)機(ji)(ji)制(zhi),強(qiang)制(zhi)監(jian)(jian)(jian)管(guan)(guan)人員(yuan)(yuan)(yuan)到核(he)(he)(he)(he)(he)電廠(chang)(chang)(chang)掛職,不斷增強(qiang)監(jian)(jian)(jian)管(guan)(guan)人員(yuan)(yuan)(yuan)的實踐經驗。三是(shi)(shi)(shi)完善注冊核(he)(he)(he)(he)(he)安全(quan)(quan)工(gong)程師制(zhi)度(du)、核(he)(he)(he)(he)(he)安全(quan)(quan)監(jian)(jian)(jian)督(du)和審評(ping)人員(yuan)(yuan)(yuan)資格管(guan)(guan)理制(zhi)度(du)和培訓體系(xi),加強(qiang)核(he)(he)(he)(he)(he)安全(quan)(quan)關鍵崗位人員(yuan)(yuan)(yuan)繼續教育和培訓工(gong)作。四是(shi)(shi)(shi)建立核(he)(he)(he)(he)(he)電從業(ye)(ye)人員(yuan)(yuan)(yuan)交流(liu)機(ji)(ji)制(zhi),選擇核(he)(he)(he)(he)(he)電廠(chang)(chang)(chang)優(you)(you)秀(xiu)人員(yuan)(yuan)(yuan)經培訓后進(jin)(jin)入監(jian)(jian)(jian)管(guan)(guan)崗位,選送優(you)(you)秀(xiu)核(he)(he)(he)(he)(he)電及監(jian)(jian)(jian)管(guan)(guan)從業(ye)(ye)人員(yuan)(yuan)(yuan)到先進(jin)(jin)國家核(he)(he)(he)(he)(he)電廠(chang)(chang)(chang)或監(jian)(jian)(jian)管(guan)(guan)機(ji)(ji)構任職或培訓。
加強(qiang)監管(guan)(guan)(guan)經(jing)費(fei)保(bao)障,提(ti)高(gao)單(dan)臺(tai)機(ji)組平均監管(guan)(guan)(guan)經(jing)費(fei)。一是加大監管(guan)(guan)(guan)能(neng)力(li)建設經(jing)費(fei)投(tou)入(ru)(ru),包括(kuo)監管(guan)(guan)(guan)裝備配備與更新、人員培(pei)訓、監管(guan)(guan)(guan)技術引進等。二是加大核(he)電(dian)機(ji)組監管(guan)(guan)(guan)項(xiang)(xiang)目經(jing)費(fei)的財政投(tou)入(ru)(ru),建立有效的經(jing)費(fei)保(bao)障機(ji)制,確保(bao)監管(guan)(guan)(guan)經(jing)費(fei)有效落(luo)(luo)實(shi)到核(he)電(dian)機(ji)組監管(guan)(guan)(guan)項(xiang)(xiang)目。三是完善核(he)電(dian)安全(quan)監管(guan)(guan)(guan)的資(zi)金管(guan)(guan)(guan)控(kong)模式,落(luo)(luo)實(shi)每臺(tai)機(ji)組的項(xiang)(xiang)目監管(guan)(guan)(guan)經(jing)費(fei),應分別(bie)明確規定(ding)資(zi)金來源、出資(zi)方式、審(shen)(shen)批流(liu)程、資(zi)金用途,嚴格審(shen)(shen)查資(zi)金流(liu)向。
構建(jian)(jian)(jian)實(shi)(shi)時(shi)(shi)監(jian)控(kong)、信(xin)息(xi)公(gong)開的信(xin)息(xi)系統。中短(duan)期(qi)內,一是(shi)(shi)建(jian)(jian)(jian)立核(he)(he)(he)電(dian)信(xin)息(xi)滾動公(gong)布(bu)(bu)機制,制定詳細的核(he)(he)(he)電(dian)廠(運(yun)(yun)行(xing)(xing)、在(zai)建(jian)(jian)(jian))安(an)全評價工(gong)作路線(xian)圖并實(shi)(shi)施。二是(shi)(shi)建(jian)(jian)(jian)立核(he)(he)(he)電(dian)廠工(gong)程項目數據庫(ku),定期(qi)向社(she)會(hui)公(gong)布(bu)(bu)核(he)(he)(he)電(dian)廠安(an)全信(xin)息(xi)。三是(shi)(shi)建(jian)(jian)(jian)立在(zai)運(yun)(yun)與(yu)在(zai)建(jian)(jian)(jian)核(he)(he)(he)電(dian)廠在(zai)線(xian)監(jian)控(kong)系統,力爭(zheng)實(shi)(shi)時(shi)(shi)掌握核(he)(he)(he)電(dian)廠運(yun)(yun)行(xing)(xing)與(yu)建(jian)(jian)(jian)設情況,優先對在(zai)運(yun)(yun)核(he)(he)(he)電(dian)機組(zu)進行(xing)(xing)在(zai)線(xian)自(zi)(zi)動監(jian)控(kong)監(jian)測(ce)。四是(shi)(shi)建(jian)(jian)(jian)立核(he)(he)(he)電(dian)及核(he)(he)(he)安(an)全監(jian)管信(xin)息(xi)公(gong)開平臺(tai),及時(shi)(shi)公(gong)布(bu)(bu)相關(guan)(guan)信(xin)息(xi)。從中長期(qi)看,應完(wan)善核(he)(he)(he)電(dian)在(zai)線(xian)監(jian)測(ce)系統,覆蓋全部在(zai)運(yun)(yun)和在(zai)建(jian)(jian)(jian)核(he)(he)(he)電(dian)廠,實(shi)(shi)現自(zi)(zi)動預警功能。以法規(gui)形(xing)式制定高層級的信(xin)息(xi)公(gong)開規(gui)則,是(shi)(shi)關(guan)(guan)鍵(jian)時(shi)(shi)刻降低損失的有力保證和執行(xing)(xing)依(yi)據。
(四(si))加強(qiang)國際合作(zuo),積(ji)極(ji)參(can)與國際治(zhi)理
加強與(yu)(yu)(yu)國(guo)(guo)(guo)際(ji)組(zu)織的(de)交流與(yu)(yu)(yu)合(he)(he)作(zuo)(zuo)(zuo)。應(ying)加強我國(guo)(guo)(guo)核(he)安(an)(an)全(quan)監管(guan)機構與(yu)(yu)(yu)IAEA等國(guo)(guo)(guo)際(ji)機構的(de)核(he)安(an)(an)全(quan)、核(he)安(an)(an)保國(guo)(guo)(guo)際(ji)合(he)(he)作(zuo)(zuo)(zuo)。開展(zhan)合(he)(he)作(zuo)(zuo)(zuo)研究、信息共享、經驗(yan)反饋、培訓交流、同行(xing)(xing)評(ping)估、應(ying)急響應(ying)與(yu)(yu)(yu)援(yuan)助等領域的(de)國(guo)(guo)(guo)際(ji)合(he)(he)作(zuo)(zuo)(zuo);加強核(he)安(an)(an)全(quan)技術(shu)、裝備的(de)引進與(yu)(yu)(yu)合(he)(he)作(zuo)(zuo)(zuo)開發(fa)。積極參(can)與(yu)(yu)(yu)統一的(de)國(guo)(guo)(guo)際(ji)核(he)安(an)(an)全(quan)標準的(de)研究與(yu)(yu)(yu)制定,參(can)照執行(xing)(xing)IAEA制定的(de)《核(he)安(an)(an)全(quan)行(xing)(xing)動計劃》。積極履(lv)行(xing)(xing)國(guo)(guo)(guo)際(ji)公約,擇機參(can)與(yu)(yu)(yu)優化核(he)安(an)(an)全(quan)國(guo)(guo)(guo)際(ji)合(he)(he)作(zuo)(zuo)(zuo)體系。
積極開展雙邊(bian)(bian)、多(duo)邊(bian)(bian)和區域間交(jiao)流與(yu)(yu)合作。應密切跟(gen)蹤國際(ji)核(he)(he)安全及核(he)(he)電(dian)發展趨(qu)勢,汲取(qu)國外先(xian)進經驗,推進國際(ji)國內(nei)核(he)(he)安全監管的協調統一(yi)(yi),促進我國核(he)(he)安全管理水平(ping)不(bu)斷提高,進一(yi)(yi)步縮短我國核(he)(he)電(dian)與(yu)(yu)核(he)(he)安全監管與(yu)(yu)國際(ji)先(xian)進水平(ping)的差距。
