盡(jin)管(guan)我國保持著良好(hao)的核安(an)全紀錄,但核電與核安(an)全監(jian)(jian)管(guan)尚不(bu)適應核電發(fa)展需要,存在法律法規(gui)體(ti)系不(bu)完整、監(jian)(jian)管(guan)體(ti)制不(bu)完善、監(jian)(jian)管(guan)隊伍(wu)規(gui)模與能力不(bu)足、監(jian)(jian)管(guan)經費保障較弱、信息化與信息公開程(cheng)度仍嚴重不(bu)足等諸多問題。
我國核電監管面臨新形勢
(一)安(an)全核電(dian)是(shi)我國能源可持續(xu)發展(zhan)的重要(yao)選擇
核(he)電在我國中長(chang)期能源(yuan)戰略中具(ju)有(you)重要地位。發展核(he)電是(shi)(shi)保障我國能源(yuan)安(an)全的(de)戰略需要,是(shi)(shi)實現能源(yuan)可持(chi)續發展的(de)重要措施,是(shi)(shi)能源(yuan)科技重大(da)創新的(de)重要支(zhi)撐,是(shi)(shi)實現能源(yuan)與(yu)環(huan)境協調發展的(de)有(you)效途徑。
核電(dian)(dian)(dian)在建(jian)規模巨大(da),發展(zhan)潛(qian)力可待。積極(ji)發展(zhan)核電(dian)(dian)(dian)是我(wo)(wo)國(guo)(guo)能源(yuan)(yuan)的(de)長期重大(da)戰略(lve)選擇,核電(dian)(dian)(dian)可以(yi)成為我(wo)(wo)國(guo)(guo)能源(yuan)(yuan)的(de)一個綠色(se)支柱 ,可以(yi)預見,核電(dian)(dian)(dian)將成為我(wo)(wo)國(guo)(guo)未來的(de)主要能源(yuan)(yuan)之(zhi)一。2020年(nian)核電(dian)(dian)(dian)可望(wang)建(jian)成7000萬千(qian)(qian)瓦,使核能與(yu)可再生能源(yuan)(yuan)的(de)總和占到總能源(yuan)(yuan)的(de)15%以(yi)上(shang)。2030年(nian)核電(dian)(dian)(dian)達(da)到2億千(qian)(qian)瓦,2050年(nian)達(da)到4億千(qian)(qian)瓦以(yi)上(shang)。2050年(nian),核能將可以(yi)提供15%以(yi)上(shang)的(de)一次能源(yuan)(yuan)。目前,我(wo)(wo)國(guo)(guo)在建(jian)和規劃(hua)核電(dian)(dian)(dian)機組規模大(da)約占世界的(de)一半,既為實現戰略(lve)夯(hang)實了(le)基(ji)礎,又為監管留(liu)下了(le)艱巨任務。
核(he)電(dian)運行(xing)安(an)(an)全(quan)有保障(zhang)。技(ji)術進步和(he)(he)有效(xiao)監管(guan)(guan)可(ke)以保障(zhang)核(he)電(dian)的(de)安(an)(an)全(quan)運行(xing)。我國的(de)核(he)電(dian)技(ji)術已初步實(shi)現自主化,基本(ben)形成了技(ji)術創新體系(xi)。與能源監管(guan)(guan)、環境監管(guan)(guan)和(he)(he)生產安(an)(an)全(quan)監管(guan)(guan)相比,我國的(de)核(he)電(dian)與核(he)安(an)(an)全(quan)監管(guan)(guan)與國際先進水平的(de)差(cha)距相對(dui)較小。我國具有安(an)(an)全(quan)高效(xiao)發展核(he)電(dian)的(de)良好基礎,重視(shi)核(he)能領域(yu)政府監管(guan)(guan),一直保持著優良的(de)核(he)安(an)(an)全(quan)紀錄。
(二)監管是保障核電(dian)安全高效可(ke)持續的(de)重要保障
有必要對核(he)能利(li)用(yong)實行(xing)特殊監(jian)管。核(he)能利(li)用(yong)涉及重(zhong)大公(gong)共利(li)益(yi)與(yu)公(gong)共安(an)全(quan),需(xu)要在包括(kuo)核(he)電(dian)廠在內的(de)(de)所有核(he)設(she)施與(yu)核(he)活動的(de)(de)選址、建設(she)、調試、運(yun)營、退役、廢料處(chu)置、應急響應與(yu)事故處(chu)理(li)等各個環(huan)節(jie)確保“安(an)全(quan)第(di)一(yi)”。核(he)能領域的(de)(de)技術(shu)經濟(ji)特征決定了(le)核(he)能領域監(jian)管的(de)(de)特殊性,要求(qiu)國家(jia)進行(xing)統一(yi)的(de)(de)專門監(jian)管,并實行(xing)點對點的(de)(de)垂直監(jian)管和(he)一(yi)體化的(de)(de)全(quan)程監(jian)管。
監(jian)(jian)(jian)(jian)管(guan)(guan)將(jiang)為核(he)(he)(he)電(dian)(dian)安全(quan)高效(xiao)提供保障。監(jian)(jian)(jian)(jian)管(guan)(guan)是權(quan)威(wei)機(ji)構(gou)對(dui)核(he)(he)(he)電(dian)(dian)安全(quan)、健康運行(xing)的主動(dong)干預。技(ji)(ji)術(shu)進(jin)步(bu)(bu)和有效(xiao)監(jian)(jian)(jian)(jian)管(guan)(guan)都是為核(he)(he)(he)電(dian)(dian)保駕護航(hang)的重要(yao)途(tu)徑(jing),二者相輔相成(cheng)、缺一不可(ke)(ke)。技(ji)(ji)術(shu)進(jin)步(bu)(bu)可(ke)(ke)以提高核(he)(he)(he)電(dian)(dian)技(ji)(ji)術(shu)本身(shen)的可(ke)(ke)靠性(xing),降低(di)事故發生(sheng)概率;社(she)會(hui)性(xing)監(jian)(jian)(jian)(jian)管(guan)(guan)可(ke)(ke)以約束(shu)人的行(xing)為和結果,降低(di)因(yin)人為出錯(cuo)而產(chan)生(sheng)錯(cuo)誤(wu)的概率并及(ji)時防控風險;經(jing)濟(ji)性(xing)監(jian)(jian)(jian)(jian)管(guan)(guan)主要(yao)是為防止信息不對(dui)稱或壟斷而產(chan)生(sheng)的市場失靈;公(gong)眾參與可(ke)(ke)以更(geng)多(duo)(duo)地(di)為防止政府(fu)失靈并對(dui)監(jian)(jian)(jian)(jian)管(guan)(guan)和核(he)(he)(he)電(dian)(dian)廠形(xing)成(cheng)社(she)會(hui)監(jian)(jian)(jian)(jian)督。從動(dong)力源泉上看,技(ji)(ji)術(shu)進(jin)步(bu)(bu)更(geng)多(duo)(duo)地(di)依賴創新,而監(jian)(jian)(jian)(jian)管(guan)(guan)主要(yao)依靠對(dui)核(he)(he)(he)電(dian)(dian)廠進(jin)行(xing)獨立、權(quan)威(wei)的主動(dong)干預。從對(dui)象上看,監(jian)(jian)(jian)(jian)管(guan)(guan)比(bi)技(ji)(ji)術(shu)包(bao)容了更(geng)多(duo)(duo)的人及(ji)人機(ji)互動(dong)的內容。核(he)(he)(he)電(dian)(dian)與核(he)(he)(he)安全(quan)監(jian)(jian)(jian)(jian)管(guan)(guan)中的社(she)會(hui)性(xing)監(jian)(jian)(jian)(jian)管(guan)(guan),主要(yao)通過技(ji)(ji)術(shu)驗證,確(que)保關鍵(jian)指標限值(zhi)和程序符(fu)合規劃;經(jing)濟(ji)性(xing)監(jian)(jian)(jian)(jian)管(guan)(guan)主要(yao)通過審(shen)批等進(jin)行(xing)許可(ke)(ke),確(que)保重大生(sheng)產(chan)力布局(ju)和經(jing)濟(ji)安全(quan)。
既(ji)有(you)(you)(you)核電(dian)(dian)(dian)廠(chang)(chang)需(xu)要(yao)有(you)(you)(you)力(li)監管(guan)。我(wo)國(guo)有(you)(you)(you)著(zhu)全(quan)世(shi)界(jie)一(yi)半的(de)(de)(de)在(zai)建(jian)核電(dian)(dian)(dian)廠(chang)(chang),在(zai)運核電(dian)(dian)(dian)廠(chang)(chang)分布與(yu)(yu)沿(yan)海人口稠密地區,即(ji)便維持目(mu)前核電(dian)(dian)(dian)規模,也需(xu)要(yao)可靠的(de)(de)(de)監管(guan)確保(bao)核電(dian)(dian)(dian)的(de)(de)(de)安全(quan)、環保(bao)、健康和經(jing)濟(ji)(ji)高(gao)效。技術經(jing)濟(ji)(ji)特征決定了核電(dian)(dian)(dian)的(de)(de)(de)長(chang)周期性(xing),即(ji)便不(bu)(bu)再新建(jian)核電(dian)(dian)(dian)機組,也需(xu)要(yao)有(you)(you)(you)力(li)監管(guan)來保(bao)障既(ji)有(you)(you)(you)核電(dian)(dian)(dian)廠(chang)(chang)安全(quan),未來二十年,我(wo)國(guo)初期建(jian)設(she)的(de)(de)(de)核電(dian)(dian)(dian)機組將到(dao)壽(shou)命末期,不(bu)(bu)論技改延壽(shou)還是廢棄(qi)處置,都需(xu)要(yao)有(you)(you)(you)力(li)的(de)(de)(de)監管(guan),這兩個環節(jie)的(de)(de)(de)監管(guan)重(zhong)點將與(yu)(yu)目(mu)前的(de)(de)(de)建(jian)設(she)與(yu)(yu)運行監管(guan)有(you)(you)(you)所不(bu)(bu)同。
(三)后福島時代國(guo)內外更加重(zhong)視核電與核安全監(jian)管
IAEA將持續(xu)發揮核(he)(he)(he)心指導作用。2011年9月通過的(de)《核(he)(he)(he)安(an)全行(xing)動計劃》為(wei)鞏固全球核(he)(he)(he)安(an)全框架(jia)確定了(le)工作安(an)排,2012年以(yi)推進落實該(gai)行(xing)動計劃為(wei)核(he)(he)(he)心,在(zai)核(he)(he)(he)安(an)全領域開展了(le)大量(liang)卓有成效的(de)工作。
主(zhu)要(yao)(yao)核電(dian)(dian)國(guo)家紛(fen)紛(fen)出(chu)臺(tai)安(an)全(quan)(quan)(quan)(quan)改進措(cuo)(cuo)(cuo)施。福(fu)島核事故促(cu)使主(zhu)要(yao)(yao)核電(dian)(dian)國(guo)家加(jia)(jia)強(qiang)(qiang)反思,推動了核安(an)全(quan)(quan)(quan)(quan)監(jian)管(guan)體(ti)制改革(ge)并采取有效措(cuo)(cuo)(cuo)施提升核安(an)全(quan)(quan)(quan)(quan)水平(ping)。日本方面,對核電(dian)(dian)與核安(an)全(quan)(quan)(quan)(quan)監(jian)管(guan)體(ti)制進行了深刻改革(ge),首次設立了獨(du)立的(de)監(jian)管(guan)機構——原子能規制委員會及其執行機構原子能規制廳,統(tong)一(yi)負責全(quan)(quan)(quan)(quan)部(bu)核安(an)全(quan)(quan)(quan)(quan)監(jian)管(guan)。美國(guo)方面,發布指令要(yao)(yao)求2016年年底內(nei)完成有加(jia)(jia)強(qiang)(qiang)安(an)全(quan)(quan)(quan)(quan)的(de)整改要(yao)(yao)求,包括(kuo)合理配置足(zu)量(liang)的(de)安(an)全(quan)(quan)(quan)(quan)設備、安(an)裝加(jia)(jia)強(qiang)(qiang)型設備等。歐盟方面,認(ren)為歐盟核電(dian)(dian)廠安(an)全(quan)(quan)(quan)(quan)標準很高,不(bu)需關停,但(dan)對每一(yi)座核電(dian)(dian)廠提出(chu)了加(jia)(jia)強(qiang)(qiang)安(an)全(quan)(quan)(quan)(quan)的(de)具(ju)體(ti)措(cuo)(cuo)(cuo)施,包括(kuo)加(jia)(jia)強(qiang)(qiang)風險(xian)評估、建立應急指揮系統(tong)等。
我國進行(xing)全面檢(jian)查(cha)(cha)并控(kong)(kong)制核(he)電(dian)(dian)發展速度。福(fu)島(dao)核(he)事故后,我國及(ji)時對全部在建(jian)和(he)在運核(he)電(dian)(dian)廠開展了(le)(le)全面審(shen)查(cha)(cha),出臺了(le)(le)檢(jian)查(cha)(cha)報告(gao)和(he)規劃文件(jian)。我國暫(zan)停審(shen)批(pi)核(he)電(dian)(dian)項目,控(kong)(kong)制了(le)(le)核(he)電(dian)(dian)建(jian)設的節奏與規模,以緩解核(he)電(dian)(dian)安全的巨(ju)大壓力(li),為改善核(he)安全監(jian)管(guan)(guan)與進行(xing)技(ji)術驗證(zheng)贏得時間。在此期間,核(he)電(dian)(dian)與核(he)安全監(jian)管(guan)(guan)能(neng)力(li)建(jian)設得到了(le)(le)較大加強。
(四(si))核(he)安全新形勢對我國核(he)電監管提(ti)出新要求
發展(zhan)和安(an)全(quan)(quan)(quan)(quan)并重,以(yi)(yi)確保(bao)安(an)全(quan)(quan)(quan)(quan)為(wei)(wei)前提。我國(guo)的核(he)(he)(he)安(an)全(quan)(quan)(quan)(quan)觀,明確對未(wei)來(lai)我國(guo)核(he)(he)(he)電(dian)及核(he)(he)(he)安(an)全(quan)(quan)(quan)(quan)監管的更高(gao)要求——安(an)全(quan)(quan)(quan)(quan)第一(yi)、自主治(zhi)(zhi)理、國(guo)際合作(zuo)、消滅(mie)根(gen)(gen)源,同時(shi)這(zhe)也是(shi)(shi)我國(guo)核(he)(he)(he)電(dian)及核(he)(he)(he)安(an)全(quan)(quan)(quan)(quan)監管的重要目標(biao),具有(you)全(quan)(quan)(quan)(quan)局性、戰(zhan)略性、持久性等特征。我國(guo)核(he)(he)(he)電(dian)的發展(zhan)與監管將依據以(yi)(yi)下(xia)原則進(jin)行:一(yi)是(shi)(shi)發展(zhan)和安(an)全(quan)(quan)(quan)(quan)并重,以(yi)(yi)確保(bao)安(an)全(quan)(quan)(quan)(quan)為(wei)(wei)前提發展(zhan)核(he)(he)(he)能;二是(shi)(shi)權利和義(yi)務并重,以(yi)(yi)尊(zun)重各(ge)國(guo)權益為(wei)(wei)基礎推進(jin)國(guo)際核(he)(he)(he)安(an)全(quan)(quan)(quan)(quan)進(jin)程;三是(shi)(shi)自主和協作(zuo)并重,以(yi)(yi)互利共贏為(wei)(wei)途徑尋(xun)求普遍核(he)(he)(he)安(an)全(quan)(quan)(quan)(quan);四是(shi)(shi)治(zhi)(zhi)標(biao)和治(zhi)(zhi)本并重,以(yi)(yi)消除根(gen)(gen)源為(wei)(wei)目標(biao)為(wei)(wei)全(quan)(quan)(quan)(quan)面(mian)推進(jin)核(he)(he)(he)安(an)全(quan)(quan)(quan)(quan)努力。
應急響(xiang)應已(yi)成為(wei)監管的重要(yao)延伸(shen)。主(zhu)要(yao)核電國家均在(zai)(zai)不同程度上擁有重大(da)事(shi)故的應急預案,并通過信息系統將在(zai)(zai)線監測、實時預警、應急響(xiang)應進(jin)行一(yi)體化(hua)實時關聯,大(da)幅降低了(le)響(xiang)應時間(jian),有利于減少損失。福島(dao)核事(shi)故后(hou),各國普遍加強了(le)應急響(xiang)應工作(zuo)。
監(jian)(jian)(jian)管(guan)體系與(yu)(yu)能(neng)力(li)進一步(bu)適(shi)應(ying)核(he)(he)電發展。福島核(he)(he)事故(gu)(gu)后,主(zhu)要核(he)(he)電國家通過整改(gai)行動使核(he)(he)電與(yu)(yu)核(he)(he)安全監(jian)(jian)(jian)管(guan)體系與(yu)(yu)能(neng)力(li)建設進一步(bu)與(yu)(yu)核(he)(he)電發展的(de)規模(mo)和速(su)度相適(shi)應(ying),表現在:監(jian)(jian)(jian)管(guan)依據(ju)、監(jian)(jian)(jian)管(guan)機制隨(sui)事故(gu)(gu)經驗(yan)的(de)積累(lei)不斷完善;監(jian)(jian)(jian)管(guan)體制獨立性進一步(bu)加強(qiang),對核(he)(he)能(neng)利用(yong)領(ling)域的(de)干預程度不斷加深(shen);監(jian)(jian)(jian)管(guan)經費保障與(yu)(yu)機組規模(mo)的(de)匹配程度提(ti)升;監(jian)(jian)(jian)測設備與(yu)(yu)信息化隨(sui)著技術進步(bu)不斷升級(ji);加強(qiang)人員資質(zhi)管(guan)理,通過核(he)(he)安全文化更強(qiang)調人的(de)進步(bu)。
核電監管的改進方向與對策建議
(一)加快核(he)能(neng)基(ji)本法(fa)與(yu)核(he)安(an)全專門法(fa)制定
優(you)先(xian)制定核(he)(he)能領域基(ji)本法。建議積極推進核(he)(he)能領域基(ji)礎性法規的立法工作,優(you)先(xian)制定“原子能法”等基(ji)本法,重點明(ming)確核(he)(he)能領域相關主體(ti)權責,為(wei)監管(guan)(guan)機構提供(gong)監管(guan)(guan)依據,為(wei)核(he)(he)能利用提供(gong)行為(wei)準則,為(wei)加快核(he)(he)電及核(he)(he)安全監管(guan)(guan)法律法規體(ti)系建設和完善(shan)奠定基(ji)礎。
加(jia)快核(he)安全(quan)(quan)(quan)專門法(fa)(fa)(fa)立法(fa)(fa)(fa)進(jin)程(cheng)。建議加(jia)快“核(he)安全(quan)(quan)(quan)法(fa)(fa)(fa)”立法(fa)(fa)(fa)進(jin)程(cheng),以應對核(he)安全(quan)(quan)(quan)與(yu)核(he)安保的(de)新(xin)形勢。該(gai)法(fa)(fa)(fa)應重點明確各部門和相關主體(ti)在核(he)安全(quan)(quan)(quan)方面的(de)責任(ren)和安全(quan)(quan)(quan)要求,保障核(he)安全(quan)(quan)(quan)信(xin)(xin)息暢通與(yu)透明,確立信(xin)(xin)息溝通、應急處理、責任(ren)追究等機制的(de)重要地位。
整合、優化核安全(quan)的法(fa)(fa)規(gui)標(biao)(biao)(biao)準。建(jian)議在(zai)(zai)目前的監管依據框架下(xia),整合、優化涉及(ji)各領域、各環節(jie)的法(fa)(fa)律、法(fa)(fa)規(gui)、標(biao)(biao)(biao)準、規(gui)章,出臺執行細(xi)則。在(zai)(zai)這個過程中,應注重(zhong)基本法(fa)(fa)、專門(men)法(fa)(fa)、配(pei)套(tao)法(fa)(fa)規(gui)、標(biao)(biao)(biao)準的立(li)法(fa)(fa)優先序及(ji)內(nei)容上的匹配(pei),力(li)爭在(zai)(zai)“十三五”期末建(jian)成比較完整的核與輻射安全(quan)法(fa)(fa)規(gui)標(biao)(biao)(biao)準體系(xi)。
(二)建立(li)高(gao)層級、獨立(li)、統一(yi)的監(jian)管體制
建立(li)高(gao)(gao)層(ceng)(ceng)級、獨立(li)、權(quan)威(wei)、統一(yi)(yi)(yi)、有(you)效(xiao)的(de)監(jian)(jian)(jian)(jian)管(guan)(guan)體(ti)(ti)(ti)制(zhi)。我國(guo)(guo)的(de)核能(neng)(neng)監(jian)(jian)(jian)(jian)管(guan)(guan)體(ti)(ti)(ti)制(zhi)應從(cong)分散監(jian)(jian)(jian)(jian)管(guan)(guan)向獨立(li)、統一(yi)(yi)(yi)監(jian)(jian)(jian)(jian)管(guan)(guan)過(guo)渡,由國(guo)(guo)家(jia)專(zhuan)門(men)(men)(men)監(jian)(jian)(jian)(jian)管(guan)(guan)機構統一(yi)(yi)(yi)行使核能(neng)(neng)利(li)用的(de)全(quan)部(bu)(bu)監(jian)(jian)(jian)(jian)管(guan)(guan)職能(neng)(neng)。對(dui)應的(de)監(jian)(jian)(jian)(jian)管(guan)(guan)體(ti)(ti)(ti)制(zhi)具有(you)以(yi)(yi)下特(te)征:高(gao)(gao)層(ceng)(ceng)級,國(guo)(guo)家(jia)直接領導,統籌并(bing)有(you)效(xiao)協(xie)調能(neng)(neng)源、環(huan)(huan)保(bao)等(deng)部(bu)(bu)門(men)(men)(men)和地方政府;獨立(li),獨立(li)開展活動,在(zai)安(an)(an)(an)全(quan)問題上(shang)(shang)的(de)決定不受(shou)其他部(bu)(bu)門(men)(men)(men)和地方政府影響;權(quan)威(wei),具有(you)專(zhuan)業技術性,對(dui)一(yi)(yi)(yi)切與(yu)安(an)(an)(an)全(quan)相(xiang)關的(de)決策具有(you)最(zui)終決定權(quan);統一(yi)(yi)(yi),避免社會性監(jian)(jian)(jian)(jian)管(guan)(guan)與(yu)經濟性監(jian)(jian)(jian)(jian)管(guan)(guan)的(de)分離,尤(you)其是在(zai)核電(dian)廠(chang)這(zhe)(zhe)個(ge)核心監(jian)(jian)(jian)(jian)管(guan)(guan)領域;有(you)效(xiao),以(yi)(yi)高(gao)(gao)效(xiao)的(de)體(ti)(ti)(ti)制(zhi)、科學(xue)的(de)機制(zhi)、足夠的(de)能(neng)(neng)力確(que)保(bao)有(you)效(xiao)監(jian)(jian)(jian)(jian)管(guan)(guan)。這(zhe)(zhe)樣的(de)監(jian)(jian)(jian)(jian)管(guan)(guan)體(ti)(ti)(ti)制(zhi),既可(ke)以(yi)(yi)有(you)效(xiao)處理好(hao)核能(neng)(neng)利(li)用領域在(zai)安(an)(an)(an)全(quan)、能(neng)(neng)源和環(huan)(huan)境(jing)上(shang)(shang)的(de)關系,又(you)可(ke)以(yi)(yi)在(zai)涉及安(an)(an)(an)全(quan)等(deng)重大問題上(shang)(shang)保(bao)持獨立(li)的(de)判(pan)斷和決策。
統一行(xing)使(shi)核(he)(he)(he)能(neng)利用的(de)(de)(de)全(quan)部(bu)監(jian)(jian)管(guan)(guan)職(zhi)能(neng)。中短期內,可首先將分(fen)散于不同部(bu)門(men)涉及(ji)核(he)(he)(he)安(an)(an)全(quan)與(yu)核(he)(he)(he)應急(ji)的(de)(de)(de)社會性監(jian)(jian)管(guan)(guan)職(zhi)能(neng)劃(hua)歸同一部(bu)門(men),并實(shi)行(xing)高度(du)統一的(de)(de)(de)垂直(zhi)監(jian)(jian)管(guan)(guan)。其次將核(he)(he)(he)電(dian)(dian)規(gui)劃(hua)建設、核(he)(he)(he)材(cai)料(liao)流通等經濟性監(jian)(jian)管(guan)(guan)職(zhi)能(neng)劃(hua)歸至該(gai)部(bu)門(men),力爭由該(gai)部(bu)門(men)實(shi)現(xian)核(he)(he)(he)物質流各環節(jie)各領域的(de)(de)(de)全(quan)程監(jian)(jian)管(guan)(guan)。在(zai)內容上(shang),應由以(yi)(yi)核(he)(he)(he)電(dian)(dian)廠(chang)為核(he)(he)(he)心(xin)環節(jie),向前端(duan)和后(hou)(hou)端(duan)延伸,重視后(hou)(hou)端(duan)的(de)(de)(de)核(he)(he)(he)電(dian)(dian)廠(chang)退役及(ji)核(he)(he)(he)廢料(liao)處(chu)置環節(jie)的(de)(de)(de)監(jian)(jian)管(guan)(guan)。在(zai)此期間,應建立有效的(de)(de)(de)協調機(ji)制,處(chu)理好(hao)過渡(du)期仍分(fen)散于不同部(bu)門(men)間的(de)(de)(de)社會性監(jian)(jian)管(guan)(guan)與(yu)經濟性監(jian)(jian)管(guan)(guan)的(de)(de)(de)關系。從長(chang)期看(kan),獨立的(de)(de)(de)核(he)(he)(he)監(jian)(jian)管(guan)(guan)機(ji)構承擔核(he)(he)(he)電(dian)(dian)乃至核(he)(he)(he)能(neng)領域的(de)(de)(de)全(quan)部(bu)監(jian)(jian)管(guan)(guan)職(zhi)能(neng),以(yi)(yi)便在(zai)核(he)(he)(he)安(an)(an)全(quan)形勢、能(neng)源形勢的(de)(de)(de)變化下(xia),更好(hao)地對核(he)(he)(he)電(dian)(dian)這個特(te)殊領域實(shi)現(xian)全(quan)方位監(jian)(jian)管(guan)(guan)。
建立并完善對(dui)(dui)監(jian)管(guan)(guan)機(ji)(ji)(ji)構進(jin)行監(jian)督(du)與(yu)(yu)考(kao)核(he)(he)的(de)(de)長效(xiao)機(ji)(ji)(ji)制。建議(yi)建立針對(dui)(dui)國家專門監(jian)管(guan)(guan)機(ji)(ji)(ji)構的(de)(de)監(jian)督(du)與(yu)(yu)考(kao)核(he)(he)制度,加強(qiang)最高決策層對(dui)(dui)特(te)殊領域的(de)(de)了(le)解,加強(qiang)對(dui)(dui)專門監(jian)管(guan)(guan)機(ji)(ji)(ji)構的(de)(de)監(jian)督(du)與(yu)(yu)考(kao)核(he)(he);制定(ding)核(he)(he)安(an)全(quan)信息公開機(ji)(ji)(ji)制,加強(qiang)與(yu)(yu)公眾溝通,自覺(jue)接(jie)受社會監(jian)督(du);接(jie)受同業國際機(ji)(ji)(ji)構的(de)(de)評(ping)議(yi),汲取先進(jin)經驗,彌補監(jian)管(guan)(guan)缺陷;健(jian)全(quan)我(wo)(wo)國核(he)(he)安(an)全(quan)監(jian)管(guan)(guan)體系內部(bu)的(de)(de)自我(wo)(wo)評(ping)價與(yu)(yu)改進(jin)的(de)(de)長效(xiao)機(ji)(ji)(ji)制。
(三)增強監(jian)管保障(zhang),加強監(jian)管能力建設
提(ti)升專(zhuan)業(ye)監(jian)(jian)(jian)管(guan)(guan)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)的(de)(de)數量(liang)與素質。一是(shi)建立人(ren)(ren)(ren)才(cai)激勵和(he)考核(he)(he)(he)(he)評價體(ti)系,提(ti)高核(he)(he)(he)(he)安全(quan)監(jian)(jian)(jian)管(guan)(guan)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)的(de)(de)薪酬(chou)待遇,吸引優(you)秀人(ren)(ren)(ren)才(cai)進(jin)入核(he)(he)(he)(he)安全(quan)監(jian)(jian)(jian)管(guan)(guan)機(ji)構和(he)核(he)(he)(he)(he)行業(ye)安全(quan)關鍵崗位(wei),促進(jin)人(ren)(ren)(ren)才(cai)均衡(heng)流(liu)動,保(bao)證核(he)(he)(he)(he)安全(quan)監(jian)(jian)(jian)督(du)、評價和(he)科(ke)研的(de)(de)智力(li)資源。二(er)是(shi)加強(qiang)對核(he)(he)(he)(he)電(dian)(dian)廠(chang)持證人(ren)(ren)(ren)員(yuan)(yuan)(yuan)的(de)(de)業(ye)務(wu)培(pei)訓(xun)與資質檢驗(yan),完(wan)善監(jian)(jian)(jian)管(guan)(guan)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)錄用機(ji)制(zhi),強(qiang)制(zhi)監(jian)(jian)(jian)管(guan)(guan)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)到核(he)(he)(he)(he)電(dian)(dian)廠(chang)掛職,不(bu)斷增強(qiang)監(jian)(jian)(jian)管(guan)(guan)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)的(de)(de)實踐經驗(yan)。三是(shi)完(wan)善注冊(ce)核(he)(he)(he)(he)安全(quan)工程師(shi)制(zhi)度、核(he)(he)(he)(he)安全(quan)監(jian)(jian)(jian)督(du)和(he)審(shen)評人(ren)(ren)(ren)員(yuan)(yuan)(yuan)資格管(guan)(guan)理制(zhi)度和(he)培(pei)訓(xun)體(ti)系,加強(qiang)核(he)(he)(he)(he)安全(quan)關鍵崗位(wei)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)繼(ji)續(xu)教育和(he)培(pei)訓(xun)工作。四是(shi)建立核(he)(he)(he)(he)電(dian)(dian)從業(ye)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)交流(liu)機(ji)制(zhi),選擇(ze)核(he)(he)(he)(he)電(dian)(dian)廠(chang)優(you)秀人(ren)(ren)(ren)員(yuan)(yuan)(yuan)經培(pei)訓(xun)后(hou)進(jin)入監(jian)(jian)(jian)管(guan)(guan)崗位(wei),選送優(you)秀核(he)(he)(he)(he)電(dian)(dian)及監(jian)(jian)(jian)管(guan)(guan)從業(ye)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)到先進(jin)國家核(he)(he)(he)(he)電(dian)(dian)廠(chang)或監(jian)(jian)(jian)管(guan)(guan)機(ji)構任職或培(pei)訓(xun)。
加強(qiang)監(jian)(jian)(jian)管(guan)經費保(bao)障(zhang),提高單臺機(ji)組(zu)(zu)平(ping)均(jun)監(jian)(jian)(jian)管(guan)經費。一是(shi)加大監(jian)(jian)(jian)管(guan)能力建設經費投入(ru),包括監(jian)(jian)(jian)管(guan)裝(zhuang)備配備與更新、人員培訓(xun)、監(jian)(jian)(jian)管(guan)技術引(yin)進等。二是(shi)加大核電(dian)機(ji)組(zu)(zu)監(jian)(jian)(jian)管(guan)項目(mu)經費的財(cai)政(zheng)投入(ru),建立有效(xiao)的經費保(bao)障(zhang)機(ji)制,確保(bao)監(jian)(jian)(jian)管(guan)經費有效(xiao)落(luo)(luo)實到核電(dian)機(ji)組(zu)(zu)監(jian)(jian)(jian)管(guan)項目(mu)。三是(shi)完善核電(dian)安全監(jian)(jian)(jian)管(guan)的資(zi)金管(guan)控(kong)模式,落(luo)(luo)實每臺機(ji)組(zu)(zu)的項目(mu)監(jian)(jian)(jian)管(guan)經費,應分別明(ming)確規定資(zi)金來源、出資(zi)方式、審批(pi)流(liu)程、資(zi)金用途,嚴格審查(cha)資(zi)金流(liu)向。
構(gou)建(jian)(jian)(jian)實時監(jian)(jian)控(kong)、信息(xi)(xi)(xi)公(gong)(gong)開(kai)的信息(xi)(xi)(xi)系統(tong)。中(zhong)短(duan)期內,一是建(jian)(jian)(jian)立(li)核(he)電(dian)信息(xi)(xi)(xi)滾動公(gong)(gong)布(bu)機制,制定詳(xiang)細的核(he)電(dian)廠(chang)(chang)(運行、在(zai)建(jian)(jian)(jian))安全(quan)評(ping)價(jia)工作路線(xian)圖(tu)并(bing)實施。二是建(jian)(jian)(jian)立(li)核(he)電(dian)廠(chang)(chang)工程項目(mu)數據(ju)庫,定期向社(she)會(hui)公(gong)(gong)布(bu)核(he)電(dian)廠(chang)(chang)安全(quan)信息(xi)(xi)(xi)。三(san)是建(jian)(jian)(jian)立(li)在(zai)運與(yu)(yu)在(zai)建(jian)(jian)(jian)核(he)電(dian)廠(chang)(chang)在(zai)線(xian)監(jian)(jian)控(kong)系統(tong),力爭實時掌握核(he)電(dian)廠(chang)(chang)運行與(yu)(yu)建(jian)(jian)(jian)設(she)情(qing)況,優先對在(zai)運核(he)電(dian)機組(zu)進行在(zai)線(xian)自動監(jian)(jian)控(kong)監(jian)(jian)測。四是建(jian)(jian)(jian)立(li)核(he)電(dian)及核(he)安全(quan)監(jian)(jian)管信息(xi)(xi)(xi)公(gong)(gong)開(kai)平臺,及時公(gong)(gong)布(bu)相關信息(xi)(xi)(xi)。從(cong)中(zhong)長期看,應完(wan)善核(he)電(dian)在(zai)線(xian)監(jian)(jian)測系統(tong),覆蓋全(quan)部在(zai)運和在(zai)建(jian)(jian)(jian)核(he)電(dian)廠(chang)(chang),實現自動預警(jing)功能(neng)。以法(fa)規形式制定高(gao)層(ceng)級的信息(xi)(xi)(xi)公(gong)(gong)開(kai)規則(ze),是關鍵時刻(ke)降低(di)損(sun)失的有力保證和執行依據(ju)。
(四)加強國(guo)際合(he)作,積極參與國(guo)際治理
加強(qiang)與(yu)(yu)國(guo)(guo)(guo)際組織的(de)交流與(yu)(yu)合(he)(he)作(zuo)。應(ying)加強(qiang)我國(guo)(guo)(guo)核(he)(he)(he)安(an)(an)全(quan)(quan)監管機(ji)構與(yu)(yu)IAEA等國(guo)(guo)(guo)際機(ji)構的(de)核(he)(he)(he)安(an)(an)全(quan)(quan)、核(he)(he)(he)安(an)(an)保國(guo)(guo)(guo)際合(he)(he)作(zuo)。開展合(he)(he)作(zuo)研究、信息共享(xiang)、經驗反饋、培(pei)訓交流、同(tong)行(xing)評估(gu)、應(ying)急響應(ying)與(yu)(yu)援助(zhu)等領域的(de)國(guo)(guo)(guo)際合(he)(he)作(zuo);加強(qiang)核(he)(he)(he)安(an)(an)全(quan)(quan)技術(shu)、裝(zhuang)備的(de)引(yin)進與(yu)(yu)合(he)(he)作(zuo)開發。積極參與(yu)(yu)統一的(de)國(guo)(guo)(guo)際核(he)(he)(he)安(an)(an)全(quan)(quan)標準的(de)研究與(yu)(yu)制定,參照執行(xing)IAEA制定的(de)《核(he)(he)(he)安(an)(an)全(quan)(quan)行(xing)動計(ji)劃》。積極履行(xing)國(guo)(guo)(guo)際公約,擇(ze)機(ji)參與(yu)(yu)優化核(he)(he)(he)安(an)(an)全(quan)(quan)國(guo)(guo)(guo)際合(he)(he)作(zuo)體系。
積(ji)極開展雙(shuang)邊(bian)、多邊(bian)和區域間交流與合作。應密切跟蹤國(guo)際核(he)安全及核(he)電(dian)(dian)發展趨(qu)勢,汲取國(guo)外(wai)先進(jin)經驗,推進(jin)國(guo)際國(guo)內核(he)安全監管的協調統一,促進(jin)我(wo)國(guo)核(he)安全管理水(shui)平不斷提(ti)高(gao),進(jin)一步縮短我(wo)國(guo)核(he)電(dian)(dian)與核(he)安全監管與國(guo)際先進(jin)水(shui)平的差距。
