進入新世(shi)紀(ji)特別是近(jin)10年(nian)來,我國(guo)電(dian)(dian)(dian)(dian)力(li)(li)和(he)能(neng)(neng)(neng)源(yuan)發(fa)展(zhan)走出了一條立(li)足(zu)國(guo)情、獨具特色(se)的(de)路子,取(qu)得了舉世(shi)矚目的(de)成(cheng)就:發(fa)展(zhan)規模(mo)(mo)持續擴(kuo)大,2013年(nian)我國(guo)發(fa)電(dian)(dian)(dian)(dian)裝(zhuang)機(ji)、電(dian)(dian)(dian)(dian)網總規模(mo)(mo)均居世(shi)界(jie)第(di)一位(wei);結構優(you)化(hua)穩步推(tui)(tui)進,電(dian)(dian)(dian)(dian)力(li)(li)在(zai)(zai)終端能(neng)(neng)(neng)源(yuan)消費(fei)中的(de)比(bi)重從(cong)2000年(nian)的(de)14.8%提高到(dao)2013年(nian)的(de)22.6%,水電(dian)(dian)(dian)(dian)、風電(dian)(dian)(dian)(dian)裝(zhuang)機(ji)和(he)核(he)電(dian)(dian)(dian)(dian)在(zai)(zai)建規模(mo)(mo)均為(wei)世(shi)界(jie)第(di)一,電(dian)(dian)(dian)(dian)力(li)(li)綠色(se)發(fa)展(zhan)成(cheng)為(wei)主流(liu);技(ji)術水平(ping)顯著提升,火(huo)電(dian)(dian)(dian)(dian)超(超)臨界(jie)、大型空冷燃(ran)煤機(ji)組、特高壓(ya)交(jiao)流(liu)全(quan)套設(she)備(bei)、直流(liu)關(guan)鍵設(she)備(bei)和(he)智能(neng)(neng)(neng)電(dian)(dian)(dian)(dian)網技(ji)術均為(wei)世(shi)界(jie)領(ling)先(xian);建設(she)實力(li)(li)日(ri)(ri)益增(zeng)強(qiang),通(tong)過一系列重大能(neng)(neng)(neng)源(yuan)工程建設(she),實現電(dian)(dian)(dian)(dian)力(li)(li)和(he)能(neng)(neng)(neng)源(yuan)建設(she)的(de)“中國(guo)創造”和(he)“中國(guo)引領(ling)”。今年(nian)6月13日(ri)(ri),習近(jin)平(ping)同志在(zai)(zai)中央財經領(ling)導小(xiao)組第(di)六次會議上強(qiang)調,保障國(guo)家能(neng)(neng)(neng)源(yuan)安全(quan),必須推(tui)(tui)動能(neng)(neng)(neng)源(yuan)生產(chan)和(he)消費(fei)革(ge)命(ming)。在(zai)(zai)這(zhe)一重要精神指導下,我國(guo)電(dian)(dian)(dian)(dian)力(li)(li)工業將進入新的(de)發(fa)展(zhan)階段。在(zai)(zai)保證適度發(fa)展(zhan)規模(mo)(mo)、速(su)度的(de)同時不斷(duan)提高發(fa)展(zhan)水平(ping)、質量,需要超前(qian)謀劃(hua)、深入研究、科學規劃(hua)、積極實踐(jian)。
以(yi)合(he)理需求引(yin)導供應(ying),促(cu)進(jin)電(dian)力節能(neng)提(ti)效。目前,我(wo)國(guo)單位GDP能(neng)耗相當于(yu)(yu)美國(guo)的(de)(de)2.3倍(bei)、日本的(de)(de)3.8倍(bei),也高于(yu)(yu)巴(ba)西(xi)和(he)墨西(xi)哥等發展中國(guo)家,反映(ying)我(wo)國(guo)經濟(ji)(ji)發展和(he)能(neng)源消(xiao)(xiao)費方式仍然相對粗放。應(ying)充分發揮(hui)電(dian)力工(gong)業在經濟(ji)(ji)發展中的(de)(de)先(xian)行作用(yong)(yong),以(yi)合(he)理需求引(yin)導供應(ying),采用(yong)(yong)價格(ge)杠桿(gan)等手段抑制不合(he)理消(xiao)(xiao)費,建立提(ti)高能(neng)源利(li)用(yong)(yong)效率的(de)(de)倒(dao)逼機制,努力實現以(yi)較低的(de)(de)電(dian)力彈性系(xi)數支持較快的(de)(de)經濟(ji)(ji)增長。
優(you)化調整電(dian)(dian)(dian)(dian)力結構,實現(xian)化石(shi)(shi)、非(fei)化石(shi)(shi)能(neng)(neng)源(yuan)并舉。立足我國(guo)國(guo)情,著眼可持續(xu)發(fa)展,必須以水資源(yuan)、生態(tai)環(huan)境(jing)(jing)承(cheng)載能(neng)(neng)力為硬約束,堅持非(fei)化石(shi)(shi)能(neng)(neng)源(yuan)發(fa)展和(he)(he)化石(shi)(shi)能(neng)(neng)源(yuan)高(gao)(gao)(gao)(gao)效清(qing)潔(jie)利(li)用并舉,堅持清(qing)潔(jie)煤電(dian)(dian)(dian)(dian)、水電(dian)(dian)(dian)(dian)、核(he)(he)電(dian)(dian)(dian)(dian)、氣(qi)電(dian)(dian)(dian)(dian)和(he)(he)太陽能(neng)(neng)、風電(dian)(dian)(dian)(dian)、生物質發(fa)電(dian)(dian)(dian)(dian)、垃圾發(fa)電(dian)(dian)(dian)(dian)、分布式能(neng)(neng)源(yuan)等(deng)各類能(neng)(neng)源(yuan)協調發(fa)展,提(ti)高(gao)(gao)(gao)(gao)資源(yuan)利(li)用效率和(he)(he)生態(tai)環(huan)境(jing)(jing)效益。在非(fei)化石(shi)(shi)能(neng)(neng)源(yuan)領域,應(ying)深入開(kai)展西南水電(dian)(dian)(dian)(dian)開(kai)發(fa)總體(ti)規劃研(yan)究(jiu)和(he)(he)前期工作,加快大中型水電(dian)(dian)(dian)(dian)站建設;堅持集中式和(he)(he)分布式發(fa)展并重(zhong),大力推(tui)進可再(zai)生能(neng)(neng)源(yuan)開(kai)發(fa)、送出、消納等(deng)相關工作;在采取國(guo)際最高(gao)(gao)(gao)(gao)安(an)全(quan)標準、確保安(an)全(quan)的(de)前提(ti)下,啟動東部沿(yan)海地(di)區(qu)新的(de)核(he)(he)電(dian)(dian)(dian)(dian)項目(mu)建設。在化石(shi)(shi)能(neng)(neng)源(yuan)領域,繼(ji)續(xu)發(fa)揮燃煤發(fa)電(dian)(dian)(dian)(dian)的(de)主力軍作用,著力提(ti)高(gao)(gao)(gao)(gao)大容量、高(gao)(gao)(gao)(gao)參數、清(qing)潔(jie)化、低(di)排放的(de)煤電(dian)(dian)(dian)(dian)比重(zhong),促進煤炭高(gao)(gao)(gao)(gao)效、清(qing)潔(jie)利(li)用;在京津冀魯(lu)、長三(san)角(jiao)、珠三(san)角(jiao)等(deng)大氣(qi)污染(ran)重(zhong)點防控區(qu),有序發(fa)展天(tian)然氣(qi)調峰電(dian)(dian)(dian)(dian)站,結合熱(re)負荷需(xu)求適度(du)發(fa)展燃氣(qi)—蒸(zheng)汽聯合循(xun)環(huan)熱(re)電(dian)(dian)(dian)(dian)聯產。在輸(shu)電(dian)(dian)(dian)(dian)領域,積極配(pei)合大型電(dian)(dian)(dian)(dian)源(yuan)基地(di)建設,推(tui)進遠距離大容量輸(shu)電(dian)(dian)(dian)(dian)通道建設,繼(ji)續(xu)推(tui)進特高(gao)(gao)(gao)(gao)壓交直(zhi)流工程建設。
加(jia)快電(dian)力(li)科(ke)技(ji)(ji)創(chuang)(chuang)新(xin),提高(gao)能源產(chan)(chan)業(ye)核心競爭力(li)。應(ying)以(yi)節(jie)(jie)能、高(gao)效、清潔(jie)、環保、智(zhi)能為重點(dian),圍繞保障安(an)全、優化(hua)結構、節(jie)(jie)能減(jian)排等長期目標(biao)(biao),扎實推(tui)進電(dian)力(li)科(ke)技(ji)(ji)創(chuang)(chuang)新(xin),打(da)造我國能源產(chan)(chan)業(ye)升級版。加(jia)快超低(di)排放、高(gao)度節(jie)(jie)水清潔(jie)煤電(dian)技(ji)(ji)術(shu)(shu)的(de)推(tui)廣應(ying)用,加(jia)強700℃超超臨界、IGCC(整體煤氣化(hua)聯合循(xun)環)、燃機等技(ji)(ji)術(shu)(shu)攻(gong)關(guan)和試驗示(shi)范。加(jia)快第(di)三(san)代(dai)、第(di)四代(dai)核電(dian)及相關(guan)技(ji)(ji)術(shu)(shu)引進創(chuang)(chuang)新(xin)和核電(dian)建設自主(zhu)化(hua)。提高(gao)水電(dian)站壩(ba)工(gong)技(ji)(ji)術(shu)(shu)水平。提高(gao)特(te)高(gao)壓交直流(liu)輸(shu)電(dian)技(ji)(ji)術(shu)(shu)水平。以(yi)滿(man)足新(xin)能源和分布式發電(dian)并網要求、實現(xian)雙向互動(dong)為主(zhu)要目標(biao)(biao),推(tui)進智(zhi)能電(dian)網關(guan)鍵(jian)技(ji)(ji)術(shu)(shu)試點(dian)示(shi)范。加(jia)快電(dian)動(dong)汽車充電(dian)設施(shi)建設。努力(li)使科(ke)技(ji)(ji)創(chuang)(chuang)新(xin)成(cheng)為電(dian)力(li)工(gong)業(ye)發展的(de)主(zhu)動(dong)力(li)。
