新(xin)基(ji)建風口下,各路資本、各方(fang)人馬涌(yong)入充電樁行(xing)(xing)業,能(neng)否(fou)破(po)解其盈利困(kun)境?未來行(xing)(xing)業發展的方(fang)向(xiang)是(shi)什(shen)么?近日,國(guo)(guo)網(wang)電動汽(qi)車服務有限公司(si)(si)(以(yi)下簡稱國(guo)(guo)網(wang)電動汽(qi)車公司(si)(si))董(dong)事長、黨委書記(ji)全生明表(biao)示,今年以(yi)來,疫情加劇了(le)(le)充電樁行(xing)(xing)業的盈利難度(du),但新(xin)基(ji)建等一(yi)系列政策出臺給這一(yi)行(xing)(xing)業打了(le)(le)一(yi)針(zhen)強心劑。
據透露,作為(wei)充(chong)換電(dian)行(xing)業的國(guo)家隊,國(guo)網(wang)電(dian)動汽車公司正在加快構建“全國(guo)充(chong)電(dian)一張網(wang)”。預計到2020年(nian)底,平臺(tai)將實現注冊用戶數突破500萬,累計接(jie)入充(chong)電(dian)樁100萬根,年(nian)充(chong)電(dian)量(liang)達到15億千瓦時。
充換電行業盈利難度加大
近(jin)年來,在各(ge)方(fang)共同努力下,我國(guo)新能(neng)源汽車進入加(jia)速發展的新階段。作(zuo)為(wei)其不可(ke)或缺(que)的配套產(chan)業,充(chong)換電行業也取得了(le)巨大進步(bu)。
根據中(zhong)國(guo)電(dian)(dian)動汽車充(chong)電(dian)(dian)基礎設施(shi)促進聯盟統計,截至今年5月,全國(guo)充(chong)電(dian)(dian)基礎設施(shi)累計數量為129.9萬臺(tai),同比增加33.1%。其(qi)中(zhong)公(gong)共(gong)充(chong)電(dian)(dian)樁保(bao)有(you)(you)(you)量55萬臺(tai),私人充(chong)電(dian)(dian)樁保(bao)有(you)(you)(you)量74.9萬臺(tai)。“可以(yi)說,充(chong)換電(dian)(dian)基礎設施(shi)的建設為滿足(zu)充(chong)電(dian)(dian)需求(qiu)做(zuo)出(chu)(chu)了突出(chu)(chu)貢(gong)獻,有(you)(you)(you)力保(bao)障了我國(guo)新能源汽車產業的快速(su)發展。”全生(sheng)明稱。
但他(ta)表示,由于目前(qian)新(xin)能源汽車(che)在整(zheng)體(ti)汽車(che)存(cun)量中占比仍(reng)然(ran)較小,充(chong)(chong)換電(dian)行業(ye)普遍(bian)存(cun)在項目投(tou)入大、落(luo)地難(nan)、回(hui)收(shou)周期長(chang)等問題,加之設施平均利(li)用率(lv)低、市場競(jing)爭(zheng)激(ji)烈(lie),各(ge)(ge)平臺尚(shang)未實(shi)現(xian)(xian)完全互聯(lian)互通,運營(ying)商缺乏(fa)流量變現(xian)(xian)手段等因素,導致(zhi)充(chong)(chong)換電(dian)行業(ye)盈利(li)比較困難(nan)。特別是今年以來,受(shou)疫(yi)情(qing)(qing)影響,私家(jia)車(che)、運營(ying)車(che)等各(ge)(ge)類車(che)輛充(chong)(chong)電(dian)需(xu)求驟(zou)降,各(ge)(ge)充(chong)(chong)換電(dian)運營(ying)商上半年的充(chong)(chong)電(dian)電(dian)量、服(fu)務(wu)費收(shou)入顯著降低,在盈利(li)方(fang)式(shi)單一、缺乏(fa)其他(ta)增(zeng)值(zhi)服(fu)務(wu)收(shou)入的情(qing)(qing)況下,進一步加劇了行業(ye)盈利(li)難(nan)度。
全(quan)生(sheng)明說,目前充換電(dian)行(xing)(xing)業(ye)還存在設(she)施分布不均(jun)衡、互(hu)(hu)聯互(hu)(hu)通廣度(du)和深度(du)不夠、智能化(hua)和互(hu)(hu)動(dong)化(hua)水平不高等問題,同時(shi)社區建樁難、數(shu)量少、利用率(lv)低,影響了新能源車(che)(che)主(zhu)用車(che)(che)體驗和獲(huo)得感,充電(dian)樁體系建設(she)亟(ji)待加強,充換電(dian)行(xing)(xing)業(ye)亟(ji)須更多的政策支持和指導。
迎來新基建政策春風
全生(sheng)(sheng)明認為,充電(dian)樁被納入新基建(jian)及一系列相(xiang)關支(zhi)持(chi)政策的出臺,彰顯了國(guo)家支(zhi)持(chi)新能(neng)源汽(qi)(qi)車(che)及充換(huan)電(dian)產(chan)業(ye)(ye)(ye)發展(zhan)(zhan)的決(jue)心(xin)(xin),這(zhe)將有(you)(you)效解決(jue)電(dian)動汽(qi)(qi)車(che)充電(dian)難題、促進(jin)電(dian)動汽(qi)(qi)車(che)產(chan)業(ye)(ye)(ye)加快發展(zhan)(zhan),對拉動電(dian)動汽(qi)(qi)車(che)產(chan)業(ye)(ye)(ye)走出短(duan)期底部、保障行(xing)業(ye)(ye)(ye)行(xing)穩致遠、更(geng)好滿足人民美好生(sheng)(sheng)活需要,具有(you)(you)重要意義。同時(shi),這(zhe)也給充換(huan)電(dian)行(xing)業(ye)(ye)(ye)打了一針強心(xin)(xin)劑,有(you)(you)利于設備制(zhi)造商、運營商等產(chan)業(ye)(ye)(ye)鏈上下游(you)企業(ye)(ye)(ye)發展(zhan)(zhan),提升核心(xin)(xin)技術與創新能(neng)力;有(you)(you)利于吸(xi)引更(geng)多(duo)的社會(hui)資本進(jin)入充換(huan)電(dian)領域,營造共(gong)建(jian)共(gong)營的良好發展(zhan)(zhan)局面;有(you)(you)利于補齊行(xing)業(ye)(ye)(ye)發展(zhan)(zhan)短(duan)板,提振老(lao)百姓對新能(neng)源汽(qi)(qi)車(che)的消(xiao)費(fei)信心(xin)(xin),助力行(xing)業(ye)(ye)(ye)長遠發展(zhan)(zhan)和國(guo)家戰(zhan)略(lve)落地。
注意(yi)到(dao),最終表決通過的《政(zheng)府工作(zuo)報告(gao)》將此前(qian)“建設(she)充(chong)電(dian)樁”的表述(shu)修改為“增加充(chong)電(dian)樁、換電(dian)站等設(she)施”。
在(zai)全生明看(kan)來,換(huan)電(dian)(dian)(dian)站作為新(xin)基建的(de)重要組成部分第一次(ci)被寫入(ru)《政府工作報告(gao)》,一方面意(yi)味著國家對(dui)(dui)換(huan)電(dian)(dian)(dian)技術創新(xin)的(de)認(ren)可(ke),對(dui)(dui)車(che)電(dian)(dian)(dian)分離發展道(dao)路的(de)肯定;另一方面,就電(dian)(dian)(dian)動(dong)車(che)使(shi)用而言,換(huan)電(dian)(dian)(dian)不(bu)僅是相同規格電(dian)(dian)(dian)池的(de)快速(su)(su)更(geng)換(huan),更(geng)緩解了(le)當(dang)下電(dian)(dian)(dian)動(dong)車(che)補能速(su)(su)度慢、續(xu)航不(bu)可(ke)升級、二手車(che)殘值低等問題。

加快打造“全國充電一張網”
近期以來,北京、上海、江(jiang)蘇等多個地(di)方(fang)都先后(hou)出臺了充電樁建(jian)設方(fang)案。而(er)國網電動汽車公司也在加(jia)碼布局這一賽(sai)道,今(jin)年(nian)將安排27億元(yuan)投(tou)資充電設施建(jian)設,新(xin)增充電樁7.8萬個。
“爭做投資建設(she)的帶(dai)動(dong)者,主動(dong)對接各地方新能源汽車產業發(fa)展(zhan)需(xu)求,持續完善公共、專用充(chong)電(dian)設(she)施建設(she)布局,加(jia)快社區智能有序充(chong)電(dian)設(she)施發(fa)展(zhan),多措并舉引導社會資本積極參(can)與充(chong)電(dian)設(she)施建設(she)。” 全生(sheng)明表示。
