打(da)造時(shi)(shi)代國有企(qi)業(ye)(ye),讓國有企(qi)業(ye)(ye)“跟上時(shi)(shi)代”“在時(shi)(shi)代里”,以此(ci)實現國有企(qi)業(ye)(ye)的高質量(liang)發展,是新時(shi)(shi)代國有企(qi)業(ye)(ye)面臨的重大抉(jue)擇(ze)。
打(da)造時代國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye),一是(shi)從生(sheng)(sheng)產關系視角推(tui)進(jin),二是(shi)從生(sheng)(sheng)產力(li)(li)的視角推(tui)進(jin)。兩者(zhe)融合推(tui)進(jin),這是(shi)推(tui)進(jin)國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)改革(ge)“系統(tong)性(xing)、整體性(xing)和協同性(xing)”的根本(ben)要(yao)求。基(ji)于(yu)“競爭中性(xing)”“所有制(zhi)中立(li)”理(li)念,基(ji)于(yu)“生(sheng)(sheng)產力(li)(li)優(you)先(xian)標準”,基(ji)于(yu)國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)“轉型升級”要(yao)求,基(ji)于(yu)國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)“做(zuo)強(qiang)做(zuo)優(you)做(zuo)大”思路。國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)首先(xian)是(shi)企(qi)(qi)(qi)(qi)業(ye)(ye),國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)必須(xu)按照(zhao)市場經(jing)濟規律(lv)導(dao)向運(yun)行。因此,從生(sheng)(sheng)產力(li)(li)的視角,按照(zhao)時代特征要(yao)求重構現代國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)成為客觀必然(ran)。
按照融合發展思想
推進國有企業高質量發展
當(dang)今社會,融(rong)(rong)(rong)合(he)(he)發(fa)展(zhan)成為(wei)時(shi)代特征。例如,制(zhi)造業(ye)(ye)和(he)(he)服務業(ye)(ye)的(de)融(rong)(rong)(rong)合(he)(he),工業(ye)(ye)化和(he)(he)信息化的(de)融(rong)(rong)(rong)合(he)(he),實(shi)體經濟和(he)(he)金融(rong)(rong)(rong)的(de)融(rong)(rong)(rong)合(he)(he),線上和(he)(he)線下的(de)融(rong)(rong)(rong)合(he)(he),一二(er)三次產業(ye)(ye)的(de)融(rong)(rong)(rong)合(he)(he),軍(jun)民(min)融(rong)(rong)(rong)合(he)(he)發(fa)展(zhan),等等。目前正在(zai)(zai)推(tui)進的(de)混合(he)(he)所有制(zhi)改革(ge),即“混改”,其實(shi)質是國(guo)有企(qi)業(ye)(ye)和(he)(he)民(min)營(ying)企(qi)業(ye)(ye)在(zai)(zai)產權方(fang)面的(de)融(rong)(rong)(rong)合(he)(he)。今后,根據大融(rong)(rong)(rong)合(he)(he)、廣義(yi)融(rong)(rong)(rong)合(he)(he)的(de)思想(xiang),國(guo)有企(qi)業(ye)(ye)和(he)(he)民(min)營(ying)企(qi)業(ye)(ye)可在(zai)(zai)更(geng)大范圍、更(geng)多方(fang)面實(shi)行深度融(rong)(rong)(rong)合(he)(he)。通過深度融(rong)(rong)(rong)合(he)(he),國(guo)有企(qi)業(ye)(ye)和(he)(he)民(min)營(ying)企(qi)業(ye)(ye)可以(yi)“取長(chang)補短、相互(hu)促進、共同發(fa)展(zhan)”。
按此理念(nian),除產(chan)權融合(he)外,首當其沖的是國(guo)有(you)(you)(you)企業(ye)和民營(ying)企業(ye)的產(chan)業(ye)融合(he)。經(jing)過40多年的改革(ge)開放,在(zai)宏觀(guan)布局上(shang),我(wo)們(men)著重(zhong)解決了國(guo)有(you)(you)(you)經(jing)濟整體“有(you)(you)(you)進有(you)(you)(you)退(tui)”問(wen)(wen)題,即國(guo)有(you)(you)(you)經(jing)濟的戰略性布局;今后(hou),在(zai)微觀(guan)業(ye)務上(shang),我(wo)們(men)應該著重(zhong)解決國(guo)有(you)(you)(you)企業(ye)內部“有(you)(you)(you)進有(you)(you)(you)出”問(wen)(wen)題,即國(guo)有(you)(you)(you)企業(ye)自身(shen)的產(chan)業(ye)結構優化配置問(wen)(wen)題。

當今(jin)時(shi)(shi)代,共(gong)享經(jing)(jing)濟(ji)成為(wei)(wei)時(shi)(shi)代特征。即:從過去以(yi)追(zhui)求(qiu)(qiu)所(suo)有(you)(you)權(quan)為(wei)(wei)核心的(de)經(jing)(jing)濟(ji)體系,轉(zhuan)向(xiang)現在(zai)以(yi)追(zhui)求(qiu)(qiu)使(shi)用(yong)權(quan)為(wei)(wei)核心的(de)經(jing)(jing)濟(ji)體系。以(yi)汽(qi)車為(wei)(wei)例,追(zhui)求(qiu)(qiu)所(suo)有(you)(you)權(quan)的(de)成本(ben)(ben)(ben)(ben)可概括為(wei)(wei)“四高(gao)(gao)(gao)”:購(gou)置(zhi)(zhi)成本(ben)(ben)(ben)(ben)很(hen)高(gao)(gao)(gao)、使(shi)用(yong)成本(ben)(ben)(ben)(ben)很(hen)高(gao)(gao)(gao)、閑置(zhi)(zhi)成本(ben)(ben)(ben)(ben)很(hen)高(gao)(gao)(gao)、機(ji)會成本(ben)(ben)(ben)(ben)很(hen)高(gao)(gao)(gao);而(er)追(zhui)求(qiu)(qiu)使(shi)用(yong)權(quan)的(de)成本(ben)(ben)(ben)(ben)可概括為(wei)(wei)“三(san)零(ling)(ling)(ling)一低”:購(gou)置(zhi)(zhi)成本(ben)(ben)(ben)(ben)為(wei)(wei)零(ling)(ling)(ling)、使(shi)用(yong)成本(ben)(ben)(ben)(ben)很(hen)低(碎片化(hua)支付)、閑置(zhi)(zhi)成本(ben)(ben)(ben)(ben)為(wei)(wei)零(ling)(ling)(ling)、機(ji)會成本(ben)(ben)(ben)(ben)為(wei)(wei)零(ling)(ling)(ling)。總之,共(gong)享經(jing)(jing)濟(ji)可在(zai)更(geng)大范圍、更(geng)高(gao)(gao)(gao)層次、更(geng)深程度上推動各類要素(su)資源開放、協(xie)同,旨在(zai)最大限(xian)度優(you)化(hua)資源配(pei)置(zhi)(zhi)方式、提高(gao)(gao)(gao)資源配(pei)置(zhi)(zhi)效率。

這里,特別提(ti)出“共享組織”問題。當前,組織資(zi)源(yuan)成為(wei)(wei)國(guo)(guo)(guo)有(you)企(qi)業(ye)(ye)最(zui)大閑(xian)置資(zi)源(yuan)。尤其是(shi)職(zhi)(zhi)能(neng)部(bu)(bu)門,諸(zhu)如戰略規(gui)劃部(bu)(bu)、投資(zi)融(rong)資(zi)部(bu)(bu)、財務(wu)(wu)會(hui)計部(bu)(bu)、人力(li)(li)資(zi)源(yuan)部(bu)(bu)、教育(yu)培訓部(bu)(bu)、審(shen)計監(jian)察部(bu)(bu)等,作為(wei)(wei)國(guo)(guo)(guo)有(you)企(qi)業(ye)(ye)的(de)最(zui)大資(zi)源(yuan)集中之地,不僅大量閑(xian)置浪費,甚(shen)至產生內(nei)耗。以(yi)人力(li)(li)資(zi)源(yuan)部(bu)(bu)為(wei)(wei)例(li),搞得好了(le),某一國(guo)(guo)(guo)有(you)企(qi)業(ye)(ye)的(de)人力(li)(li)資(zi)源(yuan)部(bu)(bu)可(ke)為(wei)(wei)全(quan)社(she)(she)會(hui)提(ti)供服務(wu)(wu);搞得不好,全(quan)社(she)(she)會(hui)都是(shi)某一國(guo)(guo)(guo)有(you)企(qi)業(ye)(ye)的(de)人力(li)(li)資(zi)源(yuan)部(bu)(bu)。即國(guo)(guo)(guo)有(you)企(qi)業(ye)(ye)人力(li)(li)資(zi)源(yuan)部(bu)(bu)門無論全(quan)社(she)(she)會(hui)“共享”或是(shi)全(quan)社(she)(she)會(hui)“眾包(bao)”,都能(neng)降(jiang)低成本、提(ti)高收(shou)益。其他(ta)職(zhi)(zhi)能(neng)部(bu)(bu)門也是(shi)如此(ci)。這樣一來,同業(ye)(ye)務(wu)(wu)部(bu)(bu)門獲取(qu)收(shou)益一樣,職(zhi)(zhi)能(neng)部(bu)(bu)門通過公(gong)司化、市場化、平臺(tai)化、網絡化同樣可(ke)以(yi)獲取(qu)收(shou)益。比(bi)較而言(yan),國(guo)(guo)(guo)有(you)企(qi)業(ye)(ye)的(de)職(zhi)(zhi)能(neng)部(bu)(bu)門比(bi)業(ye)(ye)務(wu)(wu)部(bu)(bu)門在某種程度上更具(ju)競(jing)爭優勢。由此(ci)可(ke)見,在新時(shi)代突出國(guo)(guo)(guo)有(you)企(qi)業(ye)(ye)職(zhi)(zhi)能(neng)部(bu)(bu)門“社(she)(she)會(hui)共享”是(shi)其關(guan)鍵所在。

當(dang)今社會,價值共創成為時代(dai)特征(zheng)。過(guo)去,倡導(dao)(dao)顧(gu)(gu)客概念(nian),顧(gu)(gu)客是企(qi)(qi)(qi)業(ye)的(de)購買者(zhe)(zhe)(zhe)、消費者(zhe)(zhe)(zhe),處于(yu)企(qi)(qi)(qi)業(ye)外部(bu),企(qi)(qi)(qi)業(ye)與顧(gu)(gu)客間是一次(ci)性(xing)的(de)交(jiao)易關系;現在,倡導(dao)(dao)用(yong)(yong)戶(hu)(hu)概念(nian),用(yong)(yong)戶(hu)(hu)是企(qi)(qi)(qi)業(ye)的(de)合(he)作者(zhe)(zhe)(zhe)、生產者(zhe)(zhe)(zhe),進(jin)入企(qi)(qi)(qi)業(ye)內部(bu),企(qi)(qi)(qi)業(ye)與用(yong)(yong)戶(hu)(hu)間是連續性(xing)的(de)交(jiao)互關系。國(guo)內領航企(qi)(qi)(qi)業(ye),已將(jiang)企(qi)(qi)(qi)業(ye)用(yong)(yong)戶(hu)(hu)一體化(hua),內部(bu)外部(bu)一體化(hua),包括:創新來自(zi)用(yong)(yong)戶(hu)(hu)、資(zi)金來自(zi)用(yong)(yong)戶(hu)(hu)、制作來自(zi)用(yong)(yong)戶(hu)(hu)、銷(xiao)售(shou)來自(zi)用(yong)(yong)戶(hu)(hu)、定價來自(zi)用(yong)(yong)戶(hu)(hu)、管理來自(zi)用(yong)(yong)戶(hu)(hu)、薪酬(chou)來自(zi)用(yong)(yong)戶(hu)(hu)、思想來自(zi)用(yong)(yong)戶(hu)(hu)。目前看來,用(yong)(yong)戶(hu)(hu)作為一種(zhong)戰(zhan)略性(xing)資(zi)源(yuan)融入企(qi)(qi)(qi)業(ye),其融入程度可有(you)三種(zhong):用(yong)(yong)戶(hu)(hu)參與企(qi)(qi)(qi)業(ye)、用(yong)(yong)戶(hu)(hu)引導(dao)(dao)企(qi)(qi)(qi)業(ye)、用(yong)(yong)戶(hu)(hu)主導(dao)(dao)企(qi)(qi)(qi)業(ye),最終(zhong)形成企(qi)(qi)(qi)業(ye)、用(yong)(yong)戶(hu)(hu)價值共創。
企業(ye)(ye)、用(yong)戶(hu)價(jia)(jia)值(zhi)共創(chuang)(chuang),實為(wei)(wei)企業(ye)(ye)價(jia)(jia)值(zhi)創(chuang)(chuang)造活動(dong)的“部(bu)分社會化”。在(zai)實踐中,還產(chan)生(sheng)了企業(ye)(ye)、社會價(jia)(jia)值(zhi)共創(chuang)(chuang),即把大(da)量社會創(chuang)(chuang)客變(bian)為(wei)(wei)企業(ye)(ye)在(zai)線(xian)員(yuan)工,由此實現企業(ye)(ye)價(jia)(jia)值(zhi)創(chuang)(chuang)造活動(dong)的“完(wan)全社會化”。例(li)如海(hai)爾,一方面把在(zai)職員(yuan)工變(bian)為(wei)(wei)企業(ye)(ye)創(chuang)(chuang)客,人(ren)人(ren)成為(wei)(wei)創(chuang)(chuang)客;另一方面把社會創(chuang)(chuang)客變(bian)為(wei)(wei)在(zai)線(xian)員(yuan)工,或(huo)稱U盤(pan)式員(yuan)工,即需即插,即插即用(yong)。
目前看來,國有(you)企(qi)(qi)(qi)業(ye)(ye)大多還處(chu)在“單(dan)價(jia)值創(chuang)(chuang)造(zao)(zao)”階段(duan),即(ji)單(dan)純依(yi)賴(lai)(lai)企(qi)(qi)(qi)業(ye)(ye)員工創(chuang)(chuang)造(zao)(zao)企(qi)(qi)(qi)業(ye)(ye)價(jia)值。今后,一是轉(zhuan)向(xiang)“雙價(jia)值創(chuang)(chuang)造(zao)(zao)”階段(duan),即(ji)不僅依(yi)賴(lai)(lai)員工而且(qie)依(yi)賴(lai)(lai)用(yong)戶(hu),實現企(qi)(qi)(qi)業(ye)(ye)、用(yong)戶(hu)價(jia)值共(gong)創(chuang)(chuang);二是轉(zhuan)向(xiang)“多價(jia)值創(chuang)(chuang)造(zao)(zao)”階段(duan),即(ji)把“社會創(chuang)(chuang)客”同樣納入國有(you)企(qi)(qi)(qi)業(ye)(ye)價(jia)值創(chuang)(chuang)造(zao)(zao)活動之(zhi)中,由此實現國有(you)企(qi)(qi)(qi)業(ye)(ye)價(jia)值創(chuang)(chuang)造(zao)(zao)的“完全社會化”,最終將國有(you)企(qi)(qi)(qi)業(ye)(ye)改造(zao)(zao)成為“思想眾智(zhi)、資金眾籌(chou)、業(ye)(ye)務(wu)眾包、企(qi)(qi)(qi)業(ye)(ye)眾創(chuang)(chuang)”,以此跟上(shang)時(shi)代(dai)發展、引領時(shi)代(dai)發展。

當今(jin)社會,把企業(ye)打造(zao)成商業(ye)生(sheng)態系統(tong)成為時代要求。無論融合發展、共(gong)享經濟,還是價值共(gong)創,其最(zui)終都致力于打造(zao)商業(ye)生(sheng)態系統(tong)。因此(ci),向商業(ye)生(sheng)態系統(tong)演(yan)進,是國有企業(ye)“組織架(jia)構、運營模(mo)式(shi)、經營機(ji)制(zhi)”演(yan)化的不二選擇。

國有企(qi)業(ye)成(cheng)(cheng)為(wei)商(shang)業(ye)生(sheng)態系統,基于(yu)外(wai)部(bu)(bu)共(gong)(gong)建(jian)(jian)、共(gong)(gong)生(sheng)、共(gong)(gong)享(xiang)、共(gong)(gong)榮,與外(wai)部(bu)(bu)進行能(neng)量(liang)(liang)交(jiao)換,包括能(neng)量(liang)(liang)輸出、能(neng)量(liang)(liang)輸入。國有企(qi)業(ye)之所以要和(he)外(wai)部(bu)(bu)共(gong)(gong)建(jian)(jian)、共(gong)(gong)生(sheng)、共(gong)(gong)享(xiang)、共(gong)(gong)榮組(zu)建(jian)(jian)商(shang)業(ye)生(sheng)態系統,這是因為(wei),以互聯網、物聯網、大數據、云計算(suan)、區塊鏈、人工智能(neng)為(wei)代(dai)表的新一(yi)代(dai)技術群的出現,導(dao)致外(wai)部(bu)(bu)交(jiao)易成(cheng)(cheng)本(包括搜索成(cheng)(cheng)本、信任成(cheng)(cheng)本、簽(qian)約成(cheng)(cheng)本、履約成(cheng)(cheng)本等)大大降(jiang)低,特別是虛擬(ni)空間的出現,導(dao)致了“零(ling)時間、零(ling)距離、零(ling)成(cheng)(cheng)本、無邊(bian)界”的連接,這樣一(yi)來,以外(wai)部(bu)(bu)為(wei)重(zhong)心重(zhong)構國有企(qi)業(ye)成(cheng)(cheng)為(wei)一(yi)種必然(ran)選擇。
