當前(qian),我國經濟(ji)已由高(gao)速增(zeng)長(chang)階段轉向高(gao)質(zhi)量發(fa)展(zhan)階段,正處在(zai)轉變發(fa)展(zhan)方式、優化經濟(ji)結構、轉換增(zeng)長(chang)動(dong)力的攻關期。推動(dong)經濟(ji)實現可持續發(fa)展(zhan),需要新的動(dong)力支撐。如何(he)激(ji)發(fa)發(fa)展(zhan)新動(dong)能,實現更高(gao)質(zhi)量、更有效率(lv)、更加公平(ping)、更可持續的發(fa)展(zhan),是一(yi)個非常重要的問題。
今(jin)年的《政府工作報告》強調,堅持創(chuang)(chuang)新(xin)引領發展,培育(yu)壯大新(xin)動(dong)(dong)(dong)能(neng)。發揮我(wo)國(guo)(guo)人(ren)力(li)(li)人(ren)才資源豐富、國(guo)(guo)內市場巨(ju)大等綜合優勢,改革創(chuang)(chuang)新(xin)科技研發和產(chan)業(ye)化應用機制,大力(li)(li)培育(yu)專業(ye)精(jing)神,促進新(xin)舊動(dong)(dong)(dong)能(neng)接續轉換。這(zhe)為(wei)加快培育(yu)新(xin)動(dong)(dong)(dong)能(neng),推動(dong)(dong)(dong)經(jing)(jing)濟高(gao)質量(liang)發展,指明了方向和路徑。當前和今(jin)后(hou)一個時期,要通(tong)過堅持創(chuang)(chuang)新(xin)引領,優化制度供(gong)給(gei),借(jie)力(li)(li)消費升級,培育(yu)新(xin)增長點,更充分地激發市場主體活力(li)(li),盡快培育(yu)形成(cheng)經(jing)(jing)濟發展新(xin)動(dong)(dong)(dong)能(neng),推動(dong)(dong)(dong)我(wo)國(guo)(guo)經(jing)(jing)濟在實現高(gao)質量(liang)發展方面不斷取得(de)新(xin)進展。
堅持創新引領,提升全球價值鏈地位

優化制度供給,營造公平市場環境
制(zhi)(zhi)度(du)(du)(du)供(gong)(gong)給是(shi)一系列促(cu)進(jin)要(yao)素資源(yuan)(yuan)有效配(pei)置的(de)(de)制(zhi)(zhi)度(du)(du)(du)集成(cheng),這個集成(cheng)制(zhi)(zhi)度(du)(du)(du)的(de)(de)根本點(dian)就(jiu)是(shi)讓(rang)市(shi)場(chang)在(zai)資源(yuan)(yuan)配(pei)置中起決定性(xing)作用(yong)。激(ji)發新動能(neng),離(li)不(bu)開制(zhi)(zhi)度(du)(du)(du)供(gong)(gong)給優化(hua)的(de)(de)支撐。當前(qian)和(he)今后(hou)一個時期,要(yao)優化(hua)制(zhi)(zhi)度(du)(du)(du)供(gong)(gong)給,營造(zao)公(gong)平市(shi)場(chang)環境,就(jiu)要(yao)不(bu)斷(duan)減少行政(zheng)干(gan)預,堅持包容審(shen)慎監管,支持新業態新模式發展,促(cu)進(jin)平臺經(jing)濟、共享經(jing)濟健康成(cheng)長(chang);就(jiu)要(yao)進(jin)一步(bu)深化(hua)科研管理(li)體(ti)制(zhi)(zhi)機制(zhi)(zhi)改革,開展項(xiang)目經(jing)費(fei)使(shi)用(yong)“包干(gan)制(zhi)(zhi)”改革試點(dian),給予科研人才和(he)團隊更大的(de)(de)科研權限;就(jiu)要(yao)打破在(zai)一些(xie)領域仍然存在(zai)的(de)(de)行政(zheng)壟斷(duan)和(he)流(liu)動壁壘,積極引(yin)入社會資本參與,形(xing)成(cheng)市(shi)場(chang)競(jing)爭(zheng)新格局;就(jiu)要(yao)改革完善公(gong)平競(jing)爭(zheng)審(shen)查和(he)公(gong)正(zheng)監管制(zhi)(zhi)度(du)(du)(du),加快清理(li)妨礙統一市(shi)場(chang)和(he)公(gong)平競(jing)爭(zheng)的(de)(de)各種(zhong)規定和(he)做法,用(yong)公(gong)正(zheng)監管管出公(gong)平、管出效率(lv)、管出活力。總之(zhi),要(yao)通過破解體(ti)制(zhi)(zhi)機制(zhi)(zhi)障礙,優化(hua)制(zhi)(zhi)度(du)(du)(du)供(gong)(gong)給,激(ji)發市(shi)場(chang)主體(ti)活力,從(cong)而為培育新動能(neng)營造(zao)良好的(de)(de)制(zhi)(zhi)度(du)(du)(du)環境。
借力消費升級,持續釋放內需潛力

培育新增長點,實現重點行業新突破
培(pei)育壯(zhuang)大經濟發(fa)(fa)展(zhan)(zhan)新動(dong)能(neng)(neng)、加(jia)快(kuai)新舊動(dong)能(neng)(neng)接續轉換,必須(xu)采取(qu)有(you)針對性(xing)的(de)(de)政(zheng)策措(cuo)施,努力(li)(li)打造(zao)(zao)新的(de)(de)經濟增(zeng)長點(dian)(dian)。今年的(de)(de)《政(zheng)府(fu)工(gong)作報(bao)告》指出,促進新興產(chan)(chan)業(ye)(ye)加(jia)快(kuai)發(fa)(fa)展(zhan)(zhan)。深化大數據、人(ren)工(gong)智能(neng)(neng)等(deng)(deng)研發(fa)(fa)應(ying)(ying)(ying)用(yong),培(pei)育新一代信息技術、高(gao)端裝備、生物醫(yi)藥、新能(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)車(che)(che)、新材(cai)料等(deng)(deng)新興產(chan)(chan)業(ye)(ye)集群(qun)。這為(wei)培(pei)育新增(zeng)長點(dian)(dian)、推(tui)動(dong)重(zhong)點(dian)(dian)行業(ye)(ye)實現新突破指明了方向(xiang)。以(yi)新能(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)車(che)(che)發(fa)(fa)展(zhan)(zhan)為(wei)例,新能(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)車(che)(che)是(shi)我國(guo)(guo)產(chan)(chan)業(ye)(ye)提(ti)質(zhi)增(zeng)效的(de)(de)重(zhong)要突破口,也(ye)是(shi)推(tui)動(dong)制造(zao)(zao)業(ye)(ye)高(gao)質(zhi)量發(fa)(fa)展(zhan)(zhan)的(de)(de)重(zhong)要抓手。2018年,我國(guo)(guo)新能(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)車(che)(che)產(chan)(chan)銷為(wei)127萬(wan)輛和125.6萬(wan)輛,比上年同(tong)期分別增(zeng)長59.9%和61.7%。但依然存在核(he)心技術依賴國(guo)(guo)外、產(chan)(chan)業(ye)(ye)鏈(lian)上下游延(yan)伸不夠(gou)等(deng)(deng)問(wen)題。推(tui)動(dong)新能(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)車(che)(che)產(chan)(chan)業(ye)(ye)高(gao)質(zhi)量發(fa)(fa)展(zhan)(zhan),要集中優勢(shi)資源(yuan)(yuan)(yuan)突破一批關鍵核(he)心技術,圍(wei)繞續航(hang)、動(dong)力(li)(li)等(deng)(deng)問(wen)題,鼓勵企業(ye)(ye)提(ti)升自主研發(fa)(fa)、技術創新能(neng)(neng)力(li)(li),創造(zao)(zao)出質(zhi)量更高(gao)的(de)(de)產(chan)(chan)品滿足用(yong)戶需求;要加(jia)快(kuai)新能(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)車(che)(che)基礎設(she)(she)施建(jian)(jian)(jian)設(she)(she),圍(wei)繞“電力(li)(li)供(gong)應(ying)(ying)(ying)、場地供(gong)應(ying)(ying)(ying)、設(she)(she)備供(gong)應(ying)(ying)(ying)”三大問(wen)題,建(jian)(jian)(jian)立(li)(li)相關申報(bao)建(jian)(jian)(jian)設(she)(she)制度,使充電樁(zhuang)建(jian)(jian)(jian)設(she)(she)有(you)法可依,簡化報(bao)建(jian)(jian)(jian)程序,減少(shao)報(bao)建(jian)(jian)(jian)費(fei)用(yong);要大力(li)(li)開拓新能(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)車(che)(che)國(guo)(guo)內外市(shi)場,建(jian)(jian)(jian)議(yi)完善新能(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)車(che)(che)推(tui)廣應(ying)(ying)(ying)用(yong)扶持(chi)政(zheng)策,加(jia)快(kuai)出臺(tai)促進新能(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)車(che)(che)消費(fei)的(de)(de)具體措(cuo)施,加(jia)快(kuai)建(jian)(jian)(jian)立(li)(li)開放、有(you)序競爭的(de)(de)新能(neng)(neng)源(yuan)(yuan)(yuan)汽(qi)(qi)車(che)(che)消費(fei)市(shi)場,營造(zao)(zao)良好的(de)(de)可持(chi)續發(fa)(fa)展(zhan)(zhan)的(de)(de)消費(fei)環境。(鄧子綱)
