政府與市場形成發展合力

內容提(ti)(ti)要:黨的十八(ba)屆三中(zhong)全會提(ti)(ti)出,“使市場在資源配置中(zhong)起決(jue)定(ding)性(xing)(xing)作(zuo)(zuo)用(yong)和(he)(he)更好發揮政府(fu)(fu)作(zuo)(zuo)用(yong)”。這是我們黨對政府(fu)(fu)和(he)(he)市場關系認識的又一重(zhong)大(da)突破。5年多(duo)來,政府(fu)(fu)和(he)(he)市場作(zuo)(zuo)用(yong)的協同發揮,為我國經濟(ji)結構優化升級、科技創(chuang)新(xin)能力(li)提(ti)(ti)升和(he)(he)現代化經濟(ji)體(ti)系建設提(ti)(ti)供了體(ti)制基礎,保障(zhang)我國經濟(ji)在實(shi)現高質量發展上不斷取得新(xin)進(jin)展;為推(tui)進(jin)供給(gei)側結構性(xing)(xing)改革創(chuang)造了良好環境,保障(zhang)“三去一降(jiang)一補(bu)”取得階段性(xing)(xing)成果,“破”“立”“降(jiang)”成效持續顯現;為跨越(yue)“中(zhong)等收(shou)(shou)入陷阱”提(ti)(ti)供了內生動力(li),必將保障(zhang)我國在未(wei)來順利(li)實(shi)現從上中(zhong)等收(shou)(shou)入階段向高收(shou)(shou)入階段跨越(yue)。

黨(dang)的(de)十(shi)八屆三(san)中(zhong)全(quan)會提出(chu):“經(jing)濟體(ti)制(zhi)改(gai)革是(shi)全(quan)面(mian)深化(hua)改(gai)革的(de)重(zhong)(zhong)點,核心(xin)問題(ti)是(shi)處(chu)理好(hao)政(zheng)府(fu)(fu)和(he)市(shi)(shi)場(chang)的(de)關系,使市(shi)(shi)場(chang)在(zai)資(zi)源配置中(zhong)起決定性作(zuo)用(yong)和(he)更好(hao)發揮政(zheng)府(fu)(fu)作(zuo)用(yong)。”這是(shi)我們(men)黨(dang)對政(zheng)府(fu)(fu)和(he)市(shi)(shi)場(chang)關系認識的(de)又一重(zhong)(zhong)大突破(po)。5年多來,在(zai)以習近平同(tong)志為(wei)核心(xin)的(de)黨(dang)中(zhong)央堅(jian)強領(ling)導下(xia),我國進(jin)(jin)一步推(tui)進(jin)(jin)市(shi)(shi)場(chang)化(hua)改(gai)革,大幅度減(jian)少政(zheng)府(fu)(fu)對資(zi)源的(de)直接配置,推(tui)動(dong)(dong)(dong)資(zi)源配置依據市(shi)(shi)場(chang)規則、市(shi)(shi)場(chang)價格、市(shi)(shi)場(chang)競爭(zheng)實現(xian)效(xiao)益最(zui)大化(hua)和(he)效(xiao)率最(zui)優化(hua);更好(hao)發揮政(zheng)府(fu)(fu)在(zai)保(bao)持宏(hong)觀經(jing)濟穩定、加強和(he)優化(hua)公共服務、保(bao)障公平競爭(zheng)、加強市(shi)(shi)場(chang)監管、維護市(shi)(shi)場(chang)秩序、推(tui)動(dong)(dong)(dong)可持續(xu)發展、促進(jin)(jin)共同(tong)富裕、彌(mi)補市(shi)(shi)場(chang)失(shi)靈等(deng)方面(mian)的(de)作(zuo)用(yong),激發各類市(shi)(shi)場(chang)主(zhu)體(ti)活(huo)力。“看不(bu)見的(de)手”和(he)“看得見的(de)手”的(de)作(zuo)用(yong)有機統(tong)一、相(xiang)互(hu)補充(chong)、相(xiang)互(hu)協調、相(xiang)互(hu)促進(jin)(jin),保(bao)障我國經(jing)濟在(zai)實現(xian)高質量(liang)發展上不(bu)斷取得新進(jin)(jin)展、供給側結構性改(gai)革不(bu)斷取得新成效(xiao),并為(wei)我國順利跨越“中(zhong)等(deng)收入陷阱”提供內(nei)生動(dong)(dong)(dong)力。

保障我國經濟在實現高質量發展上不斷取得新進展

推(tui)動(dong)(dong)高質(zhi)(zhi)量(liang)發(fa)展(zhan)(zhan)是(shi)當前(qian)和(he)今后一個時期確定發(fa)展(zhan)(zhan)思路、制(zhi)(zhi)(zhi)定經(jing)濟政策(ce)、實(shi)施宏觀(guan)(guan)調(diao)控(kong)的根本要(yao)求。推(tui)動(dong)(dong)高質(zhi)(zhi)量(liang)發(fa)展(zhan)(zhan),實(shi)現(xian)質(zhi)(zhi)量(liang)變革(ge)、效(xiao)率變革(ge)、動(dong)(dong)力(li)變革(ge),既(ji)需要(yao)把技(ji)術(shu)創(chuang)新作為轉變發(fa)展(zhan)(zhan)方式、提(ti)高效(xiao)率的基點,又需要(yao)把制(zhi)(zhi)(zhi)度創(chuang)新作為技(ji)術(shu)創(chuang)新、提(ti)質(zhi)(zhi)增效(xiao)的保障。有利于高質(zhi)(zhi)量(liang)發(fa)展(zhan)(zhan)的制(zhi)(zhi)(zhi)度創(chuang)新涉(she)及(ji)完善市(shi)(shi)(shi)場(chang)準(zhun)入負面(mian)清單制(zhi)(zhi)(zhi)度、培育要(yao)素市(shi)(shi)(shi)場(chang)體(ti)系、反壟斷(duan)及(ji)市(shi)(shi)(shi)場(chang)監管等(deng)市(shi)(shi)(shi)場(chang)競爭秩序建設,涉(she)及(ji)財(cai)稅體(ti)制(zhi)(zhi)(zhi)、金(jin)融體(ti)制(zhi)(zhi)(zhi)等(deng)經(jing)濟體(ti)制(zhi)(zhi)(zhi)改革(ge),涉(she)及(ji)貨幣政策(ce)、財(cai)政政策(ce)及(ji)其傳導機制(zhi)(zhi)(zhi)等(deng)宏觀(guan)(guan)調(diao)控(kong)體(ti)系完善。這些制(zhi)(zhi)(zhi)度創(chuang)新的核(he)心就在于處(chu)理好政府和(he)市(shi)(shi)(shi)場(chang)的關(guan)系,使市(shi)(shi)(shi)場(chang)在資(zi)源(yuan)配置中起決定性作用,更好發(fa)揮政府作用,并提(ti)高兩者發(fa)揮作用的協同(tong)性。

5年多(duo)來(lai),我國(guo)(guo)市(shi)場(chang)(chang)(chang)(chang)化(hua)(hua)改革的廣度(du)(du)(du)和深(shen)度(du)(du)(du)不斷拓展:以完善(shan)產權制(zhi)度(du)(du)(du)和要素市(shi)場(chang)(chang)(chang)(chang)化(hua)(hua)配置為(wei)(wei)重點,努力(li)實現產權有效激(ji)勵、要素自由流動、價(jia)格(ge)反應(ying)靈(ling)活、競爭(zheng)公(gong)平有序、企(qi)業優(you)勝(sheng)劣汰;完善(shan)市(shi)場(chang)(chang)(chang)(chang)競爭(zheng)秩序,提高(gao)市(shi)場(chang)(chang)(chang)(chang)競爭(zheng)的充(chong)分性、公(gong)平性,著力(li)使市(shi)場(chang)(chang)(chang)(chang)在(zai)資源配置中起決定(ding)(ding)性作(zuo)用(yong)。與市(shi)場(chang)(chang)(chang)(chang)化(hua)(hua)改革進程相適應(ying),加(jia)快轉變政(zheng)(zheng)府職能(neng),深(shen)化(hua)(hua)商(shang)事制(zhi)度(du)(du)(du)改革,完善(shan)市(shi)場(chang)(chang)(chang)(chang)監(jian)管體(ti)制(zhi);創(chuang)(chuang)新(xin)和完善(shan)宏觀(guan)調(diao)控,發(fa)揮國(guo)(guo)家發(fa)展規劃的戰(zhan)略導向作(zuo)用(yong),健全財政(zheng)(zheng)、貨幣(bi)、產業、區域(yu)等(deng)經(jing)濟(ji)(ji)政(zheng)(zheng)策(ce)協(xie)調(diao)機(ji)制(zhi),有效彌補市(shi)場(chang)(chang)(chang)(chang)失靈(ling)。應(ying)該認識到,無論多(duo)么完善(shan)的市(shi)場(chang)(chang)(chang)(chang)經(jing)濟(ji)(ji),都存(cun)在(zai)市(shi)場(chang)(chang)(chang)(chang)失靈(ling)。通過發(fa)揮政(zheng)(zheng)府作(zuo)用(yong)彌補市(shi)場(chang)(chang)(chang)(chang)失靈(ling),是(shi)市(shi)場(chang)(chang)(chang)(chang)經(jing)濟(ji)(ji)發(fa)展的內在(zai)要求。我國(guo)(guo)社(she)會主義市(shi)場(chang)(chang)(chang)(chang)經(jing)濟(ji)(ji)體(ti)制(zhi)是(shi)社(she)會主義基本制(zhi)度(du)(du)(du)與市(shi)場(chang)(chang)(chang)(chang)經(jing)濟(ji)(ji)有機(ji)結(jie)合的經(jing)濟(ji)(ji)體(ti)制(zhi),為(wei)(wei)處(chu)理好政(zheng)(zheng)府和市(shi)場(chang)(chang)(chang)(chang)關系奠定(ding)(ding)了堅(jian)實制(zhi)度(du)(du)(du)基礎(chu)。5年多(duo)來(lai),政(zheng)(zheng)府和市(shi)場(chang)(chang)(chang)(chang)作(zuo)用(yong)的協(xie)同發(fa)揮,大(da)大(da)促進了我國(guo)(guo)經(jing)濟(ji)(ji)結(jie)構優(you)化(hua)(hua)升級、科技創(chuang)(chuang)新(xin)能(neng)力(li)提升和現代(dai)化(hua)(hua)經(jing)濟(ji)(ji)體(ti)系建設,保(bao)障我國(guo)(guo)經(jing)濟(ji)(ji)在(zai)實現高(gao)質量(liang)發(fa)展上不斷取得(de)新(xin)進展。

保障供給側結構性改革不斷取得新成效

推進(jin)供給(gei)側(ce)(ce)結構(gou)性(xing)(xing)(xing)改(gai)(gai)(gai)革(ge)(ge),是(shi)以習近平同志為核心(xin)的黨中央在全面分析我國(guo)經濟(ji)發(fa)展(zhan)階段性(xing)(xing)(xing)特征的基礎上給(gei)出(chu)(chu)的調整(zheng)經濟(ji)結構(gou)、轉變經濟(ji)發(fa)展(zhan)方(fang)(fang)式(shi)的治本良方(fang)(fang),是(shi)當(dang)前和今后一個(ge)時期我國(guo)經濟(ji)發(fa)展(zhan)和經濟(ji)工作的主線。供給(gei)側(ce)(ce)結構(gou)性(xing)(xing)(xing)改(gai)(gai)(gai)革(ge)(ge)的最終目的是(shi)滿足需求(qiu),主攻方(fang)(fang)向是(shi)提(ti)高供給(gei)質(zhi)量,根(gen)本途(tu)徑是(shi)深化改(gai)(gai)(gai)革(ge)(ge)。習近平同志指出(chu)(chu):“使市(shi)(shi)(shi)場(chang)在資源配置中起決(jue)定性(xing)(xing)(xing)作用(yong)和更(geng)好發(fa)揮政府作用(yong),是(shi)推進(jin)供給(gei)側(ce)(ce)結構(gou)性(xing)(xing)(xing)改(gai)(gai)(gai)革(ge)(ge)的重大原則。”推進(jin)供給(gei)側(ce)(ce)結構(gou)性(xing)(xing)(xing)改(gai)(gai)(gai)革(ge)(ge)對處理(li)好政府和市(shi)(shi)(shi)場(chang)的關系(xi)、發(fa)揮好市(shi)(shi)(shi)場(chang)和政府的作用(yong)提(ti)出(chu)(chu)了更(geng)高要求(qiu)。

推進(jin)供(gong)給(gei)側結構性(xing)(xing)改(gai)革(ge)(ge)對(dui)要(yao)素(su)市(shi)場(chang)化(hua)(hua)(hua)配(pei)(pei)置改(gai)革(ge)(ge)及法(fa)治化(hua)(hua)(hua)建設(she)提(ti)出了更高(gao)(gao)要(yao)求。供(gong)給(gei)側結構性(xing)(xing)改(gai)革(ge)(ge)不(bu)同(tong)于需求側的宏觀調控,其政策的直接作用(yong)對(dui)象是生產(chan)者(zhe),著眼點是提(ti)高(gao)(gao)勞動生產(chan)率(lv)、全要(yao)素(su)生產(chan)率(lv)、企(qi)(qi)(qi)業(ye)競(jing)(jing)爭(zheng)力(li),增強(qiang)(qiang)供(gong)給(gei)結構對(dui)需求變化(hua)(hua)(hua)的適應(ying)性(xing)(xing)和(he)靈活性(xing)(xing),促(cu)進(jin)產(chan)業(ye)結構優化(hua)(hua)(hua)升級。這就要(yao)求進(jin)一(yi)步提(ti)高(gao)(gao)市(shi)場(chang)競(jing)(jing)爭(zheng)的充(chong)分(fen)性(xing)(xing)和(he)公平性(xing)(xing),打破行(xing)業(ye)壟(long)斷、進(jin)入壁(bi)壘(lei)、地(di)方保護(hu),增強(qiang)(qiang)企(qi)(qi)(qi)業(ye)對(dui)市(shi)場(chang)需求變化(hua)(hua)(hua)的反應(ying)能(neng)力(li),提(ti)高(gao)(gao)企(qi)(qi)(qi)業(ye)資源要(yao)素(su)配(pei)(pei)置效率(lv)和(he)競(jing)(jing)爭(zheng)力(li)。推進(jin)供(gong)給(gei)側結構性(xing)(xing)改(gai)革(ge)(ge),還要(yao)求以(yi)法(fa)治化(hua)(hua)(hua)方式保障市(shi)場(chang)健(jian)康發展和(he)公平競(jing)(jing)爭(zheng),規范政府行(xing)為(wei),更多(duo)運(yun)用(yong)市(shi)場(chang)化(hua)(hua)(hua)法(fa)治化(hua)(hua)(hua)手段推進(jin)改(gai)革(ge)(ge),避免不(bu)必(bi)要(yao)的行(xing)政干預。

推(tui)(tui)進供(gong)給(gei)(gei)側結(jie)構(gou)(gou)(gou)性(xing)(xing)改(gai)革(ge)對(dui)提(ti)高政府(fu)作用的科(ke)學性(xing)(xing)和(he)有(you)效(xiao)(xiao)(xiao)(xiao)性(xing)(xing)提(ti)出了更高要(yao)求。供(gong)給(gei)(gei)側結(jie)構(gou)(gou)(gou)性(xing)(xing)改(gai)革(ge)重(zhong)在(zai)解決(jue)結(jie)構(gou)(gou)(gou)性(xing)(xing)問題(ti),注重(zhong)激發(fa)經(jing)(jing)濟增長動(dong)力,主(zhu)要(yao)通過優化(hua)要(yao)素配置和(he)調(diao)整生(sheng)產結(jie)構(gou)(gou)(gou)來提(ti)高供(gong)給(gei)(gei)體系(xi)的質(zhi)量(liang)和(he)效(xiao)(xiao)(xiao)(xiao)率(lv),進而推(tui)(tui)動(dong)經(jing)(jing)濟增長。它對(dui)更好發(fa)揮政府(fu)作用提(ti)出新的要(yao)求,要(yao)求從著力影(ying)響(xiang)(xiang)消費者擴展到著力影(ying)響(xiang)(xiang)生(sheng)產者,從關注總(zong)(zong)量(liang)效(xiao)(xiao)(xiao)(xiao)應擴展到關注結(jie)構(gou)(gou)(gou)效(xiao)(xiao)(xiao)(xiao)應,從強調(diao)短期政策效(xiao)(xiao)(xiao)(xiao)果擴展到強調(diao)中長期政策效(xiao)(xiao)(xiao)(xiao)果。因而,必(bi)須在(zai)管(guan)理(li)(li)和(he)調(diao)控宏觀經(jing)(jing)濟中更好地(di)處理(li)(li)需(xu)求與(yu)供(gong)給(gei)(gei)、總(zong)(zong)量(liang)與(yu)結(jie)構(gou)(gou)(gou)、短期與(yu)長期的關系(xi),提(ti)高宏觀政策的科(ke)學性(xing)(xing)和(he)有(you)效(xiao)(xiao)(xiao)(xiao)性(xing)(xing)。

5年(nian)多來,政府和市場作用的(de)協同發(fa)揮,為(wei)推(tui)進(jin)(jin)供給側結構(gou)性(xing)改(gai)革創造了(le)良好環境,保障“三(san)去一降一補”取(qu)得階段性(xing)成果,“破(po)”“立(li)”“降”成效持(chi)續顯(xian)(xian)現。國(guo)際社會普遍認為(wei),中國(guo)的(de)供給側結構(gou)性(xing)改(gai)革促進(jin)(jin)了(le)經(jing)濟持(chi)續健康(kang)發(fa)展,促使一些過剩領域的(de)價格水(shui)平回歸均衡,供求(qiu)關系明顯(xian)(xian)改(gai)善。

為跨越“中等收入陷阱”提供內生動力

我國自2010年起人均國民(min)總收(shou)入(ru)進(jin)入(ru)上(shang)中等(deng)(deng)收(shou)入(ru)階段,要在未來幾年實(shi)現從上(shang)中等(deng)(deng)收(shou)入(ru)階段邁向高(gao)收(shou)入(ru)階段。實(shi)現這一歷(li)史性跨越,關鍵在于(yu)進(jin)一步深化經濟體制改革(ge),核心問題就(jiu)是處(chu)理(li)好政府和市場的關系。

一些發(fa)(fa)展(zhan)中國家之所以落(luo)入(ru)“中等(deng)收入(ru)陷(xian)阱”,一個重要原因(yin)就是(shi)未(wei)能(neng)處(chu)理好政府和市(shi)場的(de)關(guan)系(xi)。這些國家進入(ru)中等(deng)收入(ru)階(jie)段(duan)后,沒有從根本上轉變發(fa)(fa)展(zhan)方式,也(ye)(ye)沒有推出持續改(gai)善民生的(de)有效政策,資(zi)源(yuan)配置效率低下,既無微(wei)觀競(jing)爭活力也(ye)(ye)無宏觀均(jun)衡協調,既無資(zi)源(yuan)配置的(de)市(shi)場效率也(ye)(ye)無社會發(fa)(fa)展(zhan)的(de)公平和諧,因(yin)而危機不斷,難以實現(xian)持續發(fa)(fa)展(zhan)。

實踐證明,只有(you)(you)使市(shi)(shi)場(chang)(chang)在(zai)(zai)(zai)資(zi)(zi)源(yuan)配(pei)置(zhi)(zhi)中起決(jue)定(ding)(ding)(ding)性(xing)(xing)作(zuo)用,才能(neng)(neng)提高資(zi)(zi)源(yuan)配(pei)置(zhi)(zhi)效率,促(cu)進經(jing)濟(ji)可(ke)持續(xu)發展。習(xi)近(jin)平同志指出:“進一步處理好(hao)政(zheng)府(fu)(fu)和市(shi)(shi)場(chang)(chang)關系,實際上就(jiu)是(shi)要(yao)處理好(hao)在(zai)(zai)(zai)資(zi)(zi)源(yuan)配(pei)置(zhi)(zhi)中市(shi)(shi)場(chang)(chang)起決(jue)定(ding)(ding)(ding)性(xing)(xing)作(zuo)用還是(shi)政(zheng)府(fu)(fu)起決(jue)定(ding)(ding)(ding)性(xing)(xing)作(zuo)用這(zhe)個問題。”“作(zuo)出‘使市(shi)(shi)場(chang)(chang)在(zai)(zai)(zai)資(zi)(zi)源(yuan)配(pei)置(zhi)(zhi)中起決(jue)定(ding)(ding)(ding)性(xing)(xing)作(zuo)用’的定(ding)(ding)(ding)位(wei),有(you)(you)利于(yu)(yu)在(zai)(zai)(zai)全黨全社(she)會(hui)樹立關于(yu)(yu)政(zheng)府(fu)(fu)和市(shi)(shi)場(chang)(chang)關系的正(zheng)確觀念(nian),有(you)(you)利于(yu)(yu)轉(zhuan)變經(jing)濟(ji)發展方式,有(you)(you)利于(yu)(yu)轉(zhuan)變政(zheng)府(fu)(fu)職能(neng)(neng),有(you)(you)利于(yu)(yu)抑(yi)制消極(ji)腐(fu)敗現(xian)象。”正(zheng)是(shi)基于(yu)(yu)這(zhe)一科(ke)學認識,5年多來,我(wo)國著力構建統一開放、競爭有(you)(you)序的市(shi)(shi)場(chang)(chang)體系,努力使市(shi)(shi)場(chang)(chang)在(zai)(zai)(zai)資(zi)(zi)源(yuan)配(pei)置(zhi)(zhi)中起決(jue)定(ding)(ding)(ding)性(xing)(xing)作(zuo)用。

當然,實(shi)現(xian)資源(yuan)有效(xiao)配置、推動經濟可持續發(fa)展(zhan),不能只(zhi)依賴(lai)市場機(ji)制。尤其應看到,市場機(ji)制存(cun)在(zai)失靈問題,比(bi)如(ru)在(zai)信息嚴重(zhong)(zhong)不對稱領域(yu)、產權(quan)無法清(qing)晰界(jie)定領域(yu)、自(zi)然壟(long)斷(duan)領域(yu),很(hen)多資源(yuan)配置活動難以通過市場機(ji)制實(shi)現(xian)。如(ru)果(guo)沒(mei)有政府有效(xiao)的調控和(he)規制,就會(hui)形成突出短板,導致嚴重(zhong)(zhong)的結(jie)構失衡。即使(shi)在(zai)市場機(ji)制能夠有效(xiao)發(fa)揮作用的領域(yu),微觀主體(ti)自(zi)發(fa)分散的競爭行為也(ye)難以自(zi)動達到資源(yuan)配置最優(you)和(he)經濟總體(ti)穩定的均(jun)衡狀態,因而需要更好發(fa)揮政府作用,實(shi)現(xian)宏觀調控有度。

政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)(fu)和市(shi)(shi)(shi)場(chang)作(zuo)(zuo)(zuo)(zuo)用(yong)(yong)(yong)的(de)(de)協(xie)同發(fa)(fa)(fa)(fa)(fa)揮(hui)(hui),為跨(kua)越(yue)“中(zhong)(zhong)(zhong)等收(shou)入(ru)陷阱(jing)”提(ti)(ti)供(gong)內生動力,將(jiang)有(you)力保障我(wo)國順(shun)利實(shi)現(xian)從(cong)上中(zhong)(zhong)(zhong)等收(shou)入(ru)階段(duan)向(xiang)高收(shou)入(ru)階段(duan)跨(kua)越(yue)。從(cong)黨的(de)(de)十八屆三中(zhong)(zhong)(zhong)全會(hui)以來積(ji)累(lei)的(de)(de)經驗看,協(xie)同發(fa)(fa)(fa)(fa)(fa)揮(hui)(hui)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)(fu)和市(shi)(shi)(shi)場(chang)作(zuo)(zuo)(zuo)(zuo)用(yong)(yong)(yong),首先應(ying)讓政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)(fu)作(zuo)(zuo)(zuo)(zuo)用(yong)(yong)(yong)的(de)(de)發(fa)(fa)(fa)(fa)(fa)揮(hui)(hui)建(jian)立在“市(shi)(shi)(shi)場(chang)在資源配置中(zhong)(zhong)(zhong)起決定(ding)(ding)性作(zuo)(zuo)(zuo)(zuo)用(yong)(yong)(yong)”的(de)(de)基礎(chu)上。正如習近平同志所(suo)指出的(de)(de):“更(geng)好(hao)發(fa)(fa)(fa)(fa)(fa)揮(hui)(hui)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)(fu)作(zuo)(zuo)(zuo)(zuo)用(yong)(yong)(yong),不是(shi)要更(geng)多發(fa)(fa)(fa)(fa)(fa)揮(hui)(hui)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)(fu)作(zuo)(zuo)(zuo)(zuo)用(yong)(yong)(yong),而是(shi)要在保證市(shi)(shi)(shi)場(chang)發(fa)(fa)(fa)(fa)(fa)揮(hui)(hui)決定(ding)(ding)性作(zuo)(zuo)(zuo)(zuo)用(yong)(yong)(yong)的(de)(de)前提(ti)(ti)下,管(guan)(guan)好(hao)那些市(shi)(shi)(shi)場(chang)管(guan)(guan)不了或(huo)管(guan)(guan)不好(hao)的(de)(de)事情。”其次(ci)應(ying)加(jia)快(kuai)轉變政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)(fu)職(zhi)能,將(jiang)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)(fu)的(de)(de)作(zuo)(zuo)(zuo)(zuo)用(yong)(yong)(yong)主(zhu)要集中(zhong)(zhong)(zhong)在市(shi)(shi)(shi)場(chang)管(guan)(guan)不了或(huo)管(guan)(guan)不好(hao)的(de)(de)領域,該(gai)放(fang)給市(shi)(shi)(shi)場(chang)和社(she)會(hui)的(de)(de)權(quan)(quan)一定(ding)(ding)要放(fang)足、放(fang)到(dao)位(wei),該(gai)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)(fu)管(guan)(guan)的(de)(de)事一定(ding)(ding)要管(guan)(guan)好(hao)、管(guan)(guan)到(dao)位(wei),堅(jian)決扭轉政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)(fu)職(zhi)能錯位(wei)、越(yue)位(wei)、缺位(wei)現(xian)象。為此,我(wo)們不斷深化(hua)(hua)行政(zheng)(zheng)(zheng)(zheng)審批(pi)制(zhi)(zhi)度改革,推進(jin)簡(jian)政(zheng)(zheng)(zheng)(zheng)放(fang)權(quan)(quan),深化(hua)(hua)權(quan)(quan)力清(qing)單、責任(ren)清(qing)單管(guan)(guan)理,同時強化(hua)(hua)事中(zhong)(zhong)(zhong)事后監管(guan)(guan)。再(zai)次(ci)應(ying)形(xing)成充分發(fa)(fa)(fa)(fa)(fa)揮(hui)(hui)市(shi)(shi)(shi)場(chang)作(zuo)(zuo)(zuo)(zuo)用(yong)(yong)(yong)、更(geng)好(hao)發(fa)(fa)(fa)(fa)(fa)揮(hui)(hui)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)(fu)作(zuo)(zuo)(zuo)(zuo)用(yong)(yong)(yong)的(de)(de)經濟體制(zhi)(zhi),實(shi)現(xian)市(shi)(shi)(shi)場(chang)機制(zhi)(zhi)有(you)效(xiao)、微觀(guan)主(zhu)體有(you)活力、宏(hong)(hong)觀(guan)調控(kong)(kong)有(you)度。重(zhong)點是(shi)構建(jian)統一開放(fang)、競爭(zheng)有(you)序(xu)的(de)(de)市(shi)(shi)(shi)場(chang)體系,深化(hua)(hua)財(cai)稅體制(zhi)(zhi)、投融資體制(zhi)(zhi)和金融體制(zhi)(zhi)改革,健全貨幣政(zheng)(zheng)(zheng)(zheng)策和宏(hong)(hong)觀(guan)審慎(shen)政(zheng)(zheng)(zheng)(zheng)策雙支柱調控(kong)(kong)框架,完(wan)善(shan)宏(hong)(hong)觀(guan)調控(kong)(kong)體系。最后應(ying)推進(jin)與市(shi)(shi)(shi)場(chang)化(hua)(hua)進(jin)程(cheng)相適應(ying)的(de)(de)法治化(hua)(hua)建(jian)設,規范政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)(fu)行為,更(geng)好(hao)發(fa)(fa)(fa)(fa)(fa)揮(hui)(hui)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)(fu)(fu)(fu)作(zuo)(zuo)(zuo)(zuo)用(yong)(yong)(yong)。(劉 偉)
