近(jin)年(nian)來(lai),四(si)川省按照黨(dang)中央(yang)關于加(jia)強國有企業黨(dang)的建設的部署要(yao)求,結合實際建立(li)“兩清單一臺賬(zhang)”,強化(hua)(hua)跟蹤(zong)督察,著(zhu)力解決國企黨(dang)建弱化(hua)(hua)淡化(hua)(hua)虛化(hua)(hua)邊緣化(hua)(hua)問題,進一步提升(sheng)黨(dang)建工作整體水平,推動了國有企業的健康發展。
建(jian)(jian)立(li)任(ren)(ren)(ren)務(wu)清單,明(ming)晰目標(biao)(biao)責(ze)(ze)任(ren)(ren)(ren)。緊扣中央要(yao)求(qiu),制定“任(ren)(ren)(ren)務(wu)清單”,細化(hua)任(ren)(ren)(ren)務(wu)、量化(hua)目標(biao)(biao),“掛圖作(zuo)戰”、狠抓(zhua)落(luo)實(shi)。一(yi)是結合實(shi)際明(ming)確(que)(que)任(ren)(ren)(ren)務(wu)。從完(wan)善公司(si)治理結構、領導人(ren)員(yuan)(yuan)隊伍建(jian)(jian)設(she)、基(ji)(ji)層黨(dang)組(zu)(zu)織(zhi)建(jian)(jian)設(she)、落(luo)實(shi)黨(dang)建(jian)(jian)責(ze)(ze)任(ren)(ren)(ren)4個方(fang)面提出(chu)39項具體任(ren)(ren)(ren)務(wu),認(ren)真落(luo)實(shi)完(wan)善“雙向進(jin)(jin)(jin)入、交叉任(ren)(ren)(ren)職”領導體制、選好(hao)配強(qiang)黨(dang)委(wei)書(shu)(shu)記(ji)、加強(qiang)黨(dang)建(jian)(jian)工(gong)作(zuo)基(ji)(ji)本保障(zhang)等(deng)(deng)基(ji)(ji)本要(yao)求(qiu),探索(suo)開展“領導帶黨(dang)員(yuan)(yuan)、支部帶班(ban)組(zu)(zu)、黨(dang)員(yuan)(yuan)帶職工(gong),促改(gai)(gai)革、促創新、促發展”活動。二是分層分類確(que)(que)定重(zhong)點(dian)。省委(wei)組(zu)(zu)織(zhi)部主要(yao)抓(zhua)好(hao)省屬企(qi)業領導人(ren)員(yuan)(yuan)履職能力測(ce)評和(he)談心談話,舉辦國(guo)企(qi)黨(dang)建(jian)(jian)暨改(gai)(gai)革創新研(yan)討(tao)班(ban)、現代(dai)產業發展系列(lie)專題培訓班(ban),設(she)立(li)國(guo)企(qi)經(jing)營管理人(ren)才(cai)遞進(jin)(jin)(jin)培養項目等(deng)(deng)工(gong)作(zuo),目前(qian)已培訓企(qi)業中高級管理人(ren)才(cai)1300名(ming)。地(di)方(fang)黨(dang)委(wei)切實(shi)加強(qiang)對(dui)國(guo)企(qi)黨(dang)建(jian)(jian)的工(gong)作(zuo)指導,1201家國(guo)企(qi)嚴格落(luo)實(shi)黨(dang)組(zu)(zu)織(zhi)研(yan)究討(tao)論作(zuo)為董事會(hui)決(jue)策(ce)前(qian)置(zhi)程(cheng)序的要(yao)求(qiu),在(zai)車間班(ban)組(zu)(zu)、經(jing)營網點(dian)、服(fu)務(wu)窗(chuang)口等(deng)(deng)新建(jian)(jian)1148個基(ji)(ji)層黨(dang)組(zu)(zu)織(zhi)。三(san)是強(qiang)化(hua)責(ze)(ze)任(ren)(ren)(ren)推(tui)動落(luo)實(shi)。各地(di)各部門各企(qi)業對(dui)照“任(ren)(ren)(ren)務(wu)清單”進(jin)(jin)(jin)行細化(hua)充(chong)實(shi),重(zhong)點(dian)任(ren)(ren)(ren)務(wu)明(ming)確(que)(que)責(ze)(ze)任(ren)(ren)(ren)人(ren)和(he)完(wan)成時限(xian),省委(wei)組(zu)(zu)織(zhi)部每(mei)半年對(dui)完(wan)成情(qing)況(kuang)進(jin)(jin)(jin)行督(du)促檢查。通過上下聯動、齊抓(zhua)共管,省屬企(qi)業黨(dang)建(jian)(jian)工(gong)作(zuo)進(jin)(jin)(jin)公司(si)章程(cheng)、黨(dang)委(wei)書(shu)(shu)記(ji)和(he)董事長(chang)“一(yi)肩挑”、專職副書(shu)(shu)記(ji)配備等(deng)(deng)工(gong)作(zuo)任(ren)(ren)(ren)務(wu)已全面完(wan)成,健全完(wan)善了省屬國(guo)有企(qi)業“三(san)重(zhong)一(yi)大”事項決(jue)策(ce)、負責(ze)(ze)人(ren)經(jing)營業績考(kao)核(he)等(deng)(deng)制度和(he)辦法。
建(jian)(jian)立問(wen)題(ti)(ti)(ti)清單,層層傳導(dao)壓力。堅持(chi)問(wen)題(ti)(ti)(ti)導(dao)向,列(lie)出“問(wen)題(ti)(ti)(ti)清單”,通過“全(quan)面(mian)查、對照改(gai)、回(hui)頭(tou)看”,確保(bao)突(tu)出問(wen)題(ti)(ti)(ti)整(zheng)(zheng)改(gai)到位。一(yi)是(shi)點(dian)面(mian)結(jie)(jie)合(he)全(quan)面(mian)查。省(sheng)委(wei)(wei)(wei)組(zu)織(zhi)部區分工(gong)作(zuo)內(nei)容和(he)評(ping)價方式,分別確定地方黨委(wei)(wei)(wei)和(he)國(guo)(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)督察(cha)(cha)重點(dian)任(ren)務,成立6個(ge)督導(dao)組(zu)開展(zhan)專(zhuan)項(xiang)督察(cha)(cha)。目(mu)前,已(yi)對第一(yi)批21家省(sheng)屬國(guo)(guo)(guo)企(qi)(qi)(qi)(qi)和(he)5個(ge)市(shi)州(zhou)國(guo)(guo)(guo)企(qi)(qi)(qi)(qi)黨建(jian)(jian)工(gong)作(zuo)進(jin)行了督察(cha)(cha),延(yan)伸抽查省(sheng)市(shi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)下屬二(er)、三級子(zi)公司及縣屬企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)96家,查找并梳理具體問(wen)題(ti)(ti)(ti)30項(xiang)540個(ge)。二(er)是(shi)精(jing)準施(shi)策(ce)對照改(gai)。結(jie)(jie)合(he)省(sheng)委(wei)(wei)(wei)對國(guo)(guo)(guo)企(qi)(qi)(qi)(qi)專(zhuan)項(xiang)巡視、黨建(jian)(jian)述(shu)職評(ping)議考核(he)發現的(de)(de)問(wen)題(ti)(ti)(ti),逐(zhu)一(yi)形成“問(wen)題(ti)(ti)(ti)清單”。各(ge)地各(ge)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)逐(zhu)項(xiang)對照剖析(xi),明確整(zheng)(zheng)改(gai)責任(ren)人、措施(shi)和(he)期限。針對黨建(jian)(jian)主(zhu)體責任(ren)落實不(bu)(bu)到位的(de)(de)問(wen)題(ti)(ti)(ti),進(jin)一(yi)步完(wan)善國(guo)(guo)(guo)企(qi)(qi)(qi)(qi)黨委(wei)(wei)(wei)書記抓黨建(jian)(jian)工(gong)作(zuo)述(shu)職評(ping)議制(zhi)度;針對議事決策(ce)機制(zhi)不(bu)(bu)健全(quan)的(de)(de)問(wen)題(ti)(ti)(ti),研究制(zhi)定《省(sheng)屬國(guo)(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)黨委(wei)(wei)(wei)會議事規(gui)則》;針對黨建(jian)(jian)管(guan)理體制(zhi)不(bu)(bu)順(shun)的(de)(de)問(wen)題(ti)(ti)(ti),研究制(zhi)定《省(sheng)管(guan)國(guo)(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)領(ling)導(dao)人員選任(ren)管(guan)理意見(jian)》《省(sheng)管(guan)國(guo)(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)序列(lie)動態調整(zheng)(zheng)管(guan)理暫行辦(ban)法》。三是(shi)固化成果(guo)回(hui)頭(tou)看。實行階段回(hui)頭(tou)看和(he)全(quan)年(nian)回(hui)頭(tou)看相結(jie)(jie)合(he),省(sheng)督導(dao)組(zu)在(zai)開展(zhan)國(guo)(guo)(guo)企(qi)(qi)(qi)(qi)黨建(jian)(jian)工(gong)作(zuo)專(zhuan)項(xiang)督察(cha)(cha)時,對已(yi)督察(cha)(cha)單位按照一(yi)定比例開展(zhan)跟蹤回(hui)查;將問(wen)題(ti)(ti)(ti)整(zheng)(zheng)改(gai)情況(kuang)作(zuo)為黨組(zu)織(zhi)書記年(nian)度述(shu)職評(ping)議的(de)(de)重要內(nei)容,評(ping)議結(jie)(jie)果(guo)在(zai)一(yi)定范圍內(nei)通報(bao),對問(wen)題(ti)(ti)(ti)整(zheng)(zheng)改(gai)不(bu)(bu)到位、考核(he)排名靠后的(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)黨組(zu)織(zhi)書記進(jin)行約(yue)談。
建(jian)立工(gong)(gong)(gong)(gong)作(zuo)臺(tai)賬(zhang),實(shi)(shi)施動態監管(guan)。對(dui)國企(qi)(qi)(qi)黨(dang)(dang)(dang)建(jian)工(gong)(gong)(gong)(gong)作(zuo)實(shi)(shi)行臺(tai)賬(zhang)管(guan)理(li)(li),探索形成信(xin)息收集(ji)(ji)、情(qing)(qing)況(kuang)分析(xi)、工(gong)(gong)(gong)(gong)作(zuo)決策(ce)一體(ti)化的動態管(guan)理(li)(li)模式。一是科學建(jian)賬(zhang)。以兩(liang)個“清單”為(wei)基(ji)(ji)礎,開(kai)展集(ji)(ji)中(zhong)性(xing)調(diao)研(yan)摸(mo)排,實(shi)(shi)地走訪中(zhong)央駐川企(qi)(qi)(qi)業(ye)、地方國企(qi)(qi)(qi)66家,訪談(tan)企(qi)(qi)(qi)業(ye)黨(dang)(dang)(dang)委(wei)書(shu)記、高管(guan)、黨(dang)(dang)(dang)務(wu)工(gong)(gong)(gong)(gong)作(zuo)人(ren)(ren)員(yuan)260人(ren)(ren),召開(kai)不同類型座談(tan)會39次(ci),發放調(diao)查(cha)問卷2500余份,收集(ji)(ji)匯總8個方面意見(jian)建(jian)議600多條。以企(qi)(qi)(qi)業(ye)基(ji)(ji)本情(qing)(qing)況(kuang)、領導(dao)人(ren)(ren)員(yuan)隊伍建(jian)設情(qing)(qing)況(kuang)、公司治理(li)(li)情(qing)(qing)況(kuang)、基(ji)(ji)層(ceng)黨(dang)(dang)(dang)建(jian)工(gong)(gong)(gong)(gong)作(zuo)情(qing)(qing)況(kuang)、落實(shi)(shi)黨(dang)(dang)(dang)建(jian)責任(ren)情(qing)(qing)況(kuang)等為(wei)主(zhu)要內(nei)容,全覆蓋建(jian)立國企(qi)(qi)(qi)工(gong)(gong)(gong)(gong)作(zuo)臺(tai)賬(zhang)。二是分級(ji)管(guan)賬(zhang)。細化明(ming)確各(ge)級(ji)組(zu)織人(ren)(ren)事(shi)部門(men)、國資委(wei)黨(dang)(dang)(dang)委(wei)、國企(qi)(qi)(qi)黨(dang)(dang)(dang)委(wei)和(he)(he)(he)基(ji)(ji)層(ceng)黨(dang)(dang)(dang)支(zhi)部的職(zhi)責,形成黨(dang)(dang)(dang)委(wei)統一領導(dao)、組(zu)織部門(men)牽頭抓總、職(zhi)能單位(wei)密切(qie)配合(he)、國企(qi)(qi)(qi)黨(dang)(dang)(dang)委(wei)統籌(chou)推進、基(ji)(ji)層(ceng)支(zhi)部主(zhu)抓落實(shi)(shi)的責任(ren)體(ti)系。各(ge)地各(ge)部門(men)各(ge)企(qi)(qi)(qi)業(ye)根據實(shi)(shi)際情(qing)(qing)況(kuang),制定(ding)操作(zuo)流(liu)程和(he)(he)(he)管(guan)理(li)(li)規范,落實(shi)(shi)專人(ren)(ren)負責臺(tai)賬(zhang)管(guan)理(li)(li)。三是精準(zhun)用賬(zhang)。把工(gong)(gong)(gong)(gong)作(zuo)臺(tai)賬(zhang)作(zuo)為(wei)實(shi)(shi)時(shi)監控國企(qi)(qi)(qi)黨(dang)(dang)(dang)建(jian)工(gong)(gong)(gong)(gong)作(zuo)的“晴雨表”,及時(shi)更新臺(tai)賬(zhang)信(xin)息和(he)(he)(he)數(shu)據,加(jia)強分析(xi)研(yan)判,掌握工(gong)(gong)(gong)(gong)作(zuo)趨(qu)勢,發現苗頭性(xing)問題(ti),有針對(dui)性(xing)地調(diao)整(zheng)工(gong)(gong)(gong)(gong)作(zuo)思路和(he)(he)(he)措施。
