2012年,經杭州市(shi)委(wei)、市(shi)政府決定,由(you)杭州市(shi)國(guo)資委(wei)作為監(jian)事(shi)會(hui)(hui)管理(li)機構(gou),統一向(xiang)16家市(shi)屬國(guo)有(you)企業派駐監(jian)事(shi)會(hui)(hui),在浙(zhe)江省乃至全國(guo)范圍內率先實現了監(jian)事(shi)會(hui)(hui)組織全覆蓋。此后,在杭州市(shi)委(wei)市(shi)政府的(de)(de)(de)高度重(zhong)視和浙(zhe)江省國(guo)資委(wei)的(de)(de)(de)悉心指導下,杭州市(shi)國(guo)資委(wei)從(cong)監(jian)事(shi)會(hui)(hui)的(de)(de)(de)組織架構(gou)、制度建設、履職保障等基礎工(gong)作著手,積(ji)極(ji)探(tan)索監(jian)事(shi)會(hui)(hui)隊(dui)伍建設的(de)(de)(de)有(you)效(xiao)機制,逐(zhu)漸(jian)形成一支(zhi)業務(wu)精、作風(feng)硬、工(gong)作實的(de)(de)(de)監(jian)事(shi)會(hui)(hui)隊(dui)伍,為加(jia)強國(guo)資監(jian)管、有(you)效(xiao)防范風(feng)險扮演了“預警員(yuan)”和“護航者”的(de)(de)(de)重(zhong)要(yao)角色。
一、科學配備人員,不(bu)斷完善(shan)監事會(hui)組(zu)織架構
選(xuan)(xuan)好(hao)(hao)人(ren)(ren)(ren)、用(yong)好(hao)(hao)人(ren)(ren)(ren)是(shi)(shi)(shi)提(ti)升監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)監(jian)(jian)(jian)(jian)督效能(neng)的(de)(de)(de)關(guan)鍵。杭(hang)州市(shi)(shi)(shi)(shi)(shi)(shi)國(guo)(guo)資委(wei)(wei)在(zai)(zai)(zai)嚴格執行《公司法》、《企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)國(guo)(guo)有(you)(you)資產(chan)法》等(deng)(deng)法律法規(gui)的(de)(de)(de)基礎上(shang),經(jing)過不(bu)斷(duan)調(diao)整和(he)(he)(he)優(you)(you)化(hua),形成(cheng)(cheng)了(le)富(fu)有(you)(you)“杭(hang)州特色”的(de)(de)(de)國(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)模式。目前,杭(hang)州市(shi)(shi)(shi)(shi)(shi)(shi)國(guo)(guo)資委(wei)(wei)共設立(li)6個外派監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)組(zu),每組(zu)包括1名(ming)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)主(zhu)席(xi)(xi)(xi)和(he)(he)(he)2名(ming)專(zhuan)(zhuan)(zhuan)職(zhi)(zhi)(zhi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi),按企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)規(gui)模、功能(neng)等(deng)(deng)派駐(zhu)3家企(qi)(qi)業(ye)(ye)(ye)(ye)(ye),與(yu)(yu)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)共同組(zu)成(cheng)(cheng)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)。在(zai)(zai)(zai)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)人(ren)(ren)(ren)員的(de)(de)(de)配(pei)備上(shang),堅持角色互補(bu)原則,使(shi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)每一名(ming)成(cheng)(cheng)員都能(neng)發(fa)(fa)揮自身優(you)(you)勢和(he)(he)(he)特長,實現“1+1>2”的(de)(de)(de)效果。一是(shi)(shi)(shi)優(you)(you)化(hua)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)主(zhu)席(xi)(xi)(xi)選(xuan)(xuan)拔(ba)模式。監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)主(zhu)席(xi)(xi)(xi)是(shi)(shi)(shi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)的(de)(de)(de)靈(ling)魂人(ren)(ren)(ren)物,作(zuo)為市(shi)(shi)(shi)(shi)(shi)(shi)管(guan)干(gan)部(bu)(bu)(bu),主(zhu)要(yao)承擔(dan)(dan)領(ling)導(dao)(dao)、組(zu)織、協調(diao)職(zhi)(zhi)(zhi)能(neng),保(bao)(bao)障了(le)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)與(yu)(yu)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)導(dao)(dao)班(ban)子地位(wei)(wei)對等(deng)(deng)。杭(hang)州市(shi)(shi)(shi)(shi)(shi)(shi)積極探索優(you)(you)化(hua)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)主(zhu)席(xi)(xi)(xi)選(xuan)(xuan)拔(ba)模式,先后實施多次改革,主(zhu)席(xi)(xi)(xi)的(de)(de)(de)來源逐步(bu)從(cong)退居(ju)二(er)線的(de)(de)(de)廳局(ju)級領(ling)導(dao)(dao)兼任,到市(shi)(shi)(shi)(shi)(shi)(shi)級有(you)(you)關(guan)經(jing)濟(ji)管(guan)理(li)部(bu)(bu)(bu)門領(ling)導(dao)(dao)平調(diao)或處長實職(zhi)(zhi)(zhi)提(ti)拔(ba),再到市(shi)(shi)(shi)(shi)(shi)(shi)管(guan)國(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)導(dao)(dao)人(ren)(ren)(ren)員轉任,選(xuan)(xuan)拔(ba)標(biao)準(zhun)逐步(bu)向專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)化(hua)、年輕化(hua)、職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)化(hua)轉變。良好(hao)(hao)的(de)(de)(de)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)背景(jing)和(he)(he)(he)豐富(fu)的(de)(de)(de)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)工(gong)(gong)(gong)作(zuo)經(jing)歷,使(shi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)主(zhu)席(xi)(xi)(xi)能(neng)更(geng)好(hao)(hao)地適應崗位(wei)(wei);而(er)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)化(hua)、年薪制的(de)(de)(de)管(guan)理(li)模式,也使(shi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)主(zhu)席(xi)(xi)(xi)更(geng)有(you)(you)熱情(qing)和(he)(he)(he)干(gan)勁(jing)。二(er)是(shi)(shi)(shi)高(gao)標(biao)準(zhun)招聘專(zhuan)(zhuan)(zhuan)職(zhi)(zhi)(zhi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)。專(zhuan)(zhuan)(zhuan)職(zhi)(zhi)(zhi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)是(shi)(shi)(shi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)的(de)(de)(de)核心成(cheng)(cheng)員,掌(zhang)握財務、審(shen)計(ji)(ji)等(deng)(deng)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)技能(neng),承擔(dan)(dan)監(jian)(jian)(jian)(jian)督檢查具體工(gong)(gong)(gong)作(zuo)。市(shi)(shi)(shi)(shi)(shi)(shi)國(guo)(guo)資委(wei)(wei)在(zai)(zai)(zai)聘用(yong)專(zhuan)(zhuan)(zhuan)職(zhi)(zhi)(zhi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)時設置(zhi)了(le)較高(gao)的(de)(de)(de)準(zhun)入條件,高(gao)標(biao)準(zhun)、嚴要(yao)求選(xuan)(xuan)拔(ba)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)人(ren)(ren)(ren)才;同時,穩(wen)步(bu)提(ti)高(gao)專(zhuan)(zhuan)(zhuan)職(zhi)(zhi)(zhi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)的(de)(de)(de)薪酬和(he)(he)(he)待遇,與(yu)(yu)市(shi)(shi)(shi)(shi)(shi)(shi)屬國(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)中層(ceng)管(guan)理(li)崗位(wei)(we 監(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)的(de)監(jian)(jian)督對象是(shi)復(fu)雜龐大(da)的(de)國有(you)(you)集團公(gong)司,要做好這(zhe)項(xiang)工作(zuo),良好的(de)溝通(tong)協調能力(li)、分(fen)析判(pan)斷(duan)能力(li)、寫作(zuo)能力(li)和(he)(he)(he)(he)專業(ye)水平(ping)缺一不(bu)可。杭州市國資(zi)委(wei)非常(chang)(chang)重視監(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)成(cheng)員(yuan)的(de)工作(zuo)指(zhi)(zhi)導(dao),多(duo)(duo)角度、多(duo)(duo)層次(ci)、多(duo)(duo)渠(qu)(qu)道創造學習(xi)機會(hui)(hui)(hui),促進(jin)(jin)提升監(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)履職(zhi)能力(li)。一是(shi)精心組(zu)(zu)織新任(ren)(ren)監(jian)(jian)事(shi)(shi)(shi)培(pei)訓(xun)。邀請杭州市國資(zi)委(wei)業(ye)務(wu)處(chu)室處(chu)長擔任(ren)(ren)授課老師,就國資(zi)監(jian)(jian)管政策(ce)、監(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)業(ye)務(wu)等開展(zhan)培(pei)訓(xun),幫助新人(ren)理(li)清工作(zuo)思路(lu),熟悉工作(zuo)內(nei)容。新任(ren)(ren)監(jian)(jian)事(shi)(shi)(shi)正式投入(ru)工作(zuo)后,安(an)排一對一的(de)指(zhi)(zhi)導(dao)和(he)(he)(he)(he)答疑,幫助他們盡(jin)快(kuai)適應(ying)新的(de)崗位。二是(shi)重視日常(chang)(chang)工作(zuo)指(zhi)(zhi)導(dao)。平(ping)時(shi)工作(zuo)中(zhong),經常(chang)(chang)與監(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)主(zhu)(zhu)席、專職(zhi)監(jian)(jian)事(shi)(shi)(shi)溝通(tong)交(jiao)(jiao)流(liu),引導(dao)監(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)跟蹤關注企業(ye)“三重一大(da)”事(shi)(shi)(shi)項(xiang),有(you)(you)針對性(xing)地開展(zhan)當(dang)期(qi)和(he)(he)(he)(he)事(shi)(shi)(shi)中(zhong)監(jian)(jian)督;當(dang)外派監(jian)(jian)事(shi)(shi)(shi)遇到業(ye)務(wu)問題和(he)(he)(he)(he)困難時(shi),耐心給(gei)予解(jie)答和(he)(he)(he)(he)指(zhi)(zhi)導(dao)。安(an)排監(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)主(zhu)(zhu)席每周一天(tian)到我(wo)委(wei)集中(zhong)辦公(gong)、每月列(lie)席委(wei)務(wu)會(hui)(hui)(hui),增(zeng)進(jin)(jin)主(zhu)(zhu)席與委(wei)領(ling)導(dao)及(ji)各處(chu)室的(de)溝通(tong)交(jiao)(jiao)流(liu),從而(er)統一監(jian)(jian)管立場(chang),避免對某些(xie)事(shi)(shi)(shi)項(xiang)在理(li)解(jie)和(he)(he)(he)(he)把握上不(bu)一致。三是(shi)積極創造學習(xi)機會(hui)(hui)(hui)。爭取各種渠(qu)(qu)道,組(zu)(zu)織監(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)成(cheng)員(yuan)參(can)加考察學習(xi)、業(ye)務(wu)培(pei)訓(xun)和(he)(he)(he)(he)講座等,拓寬(kuan)思路(lu)視野,更新知識儲備(bei)。經常(chang)(chang)組(zu)(zu)織監(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)成(cheng)員(yuan)集中(zhong)學習(xi)討論,開展(zhan)頭腦風暴,實(shi)現共(gong)同提高(gao)。鼓勵(li)專職(zhi)監(jian)(jian)事(shi)(shi)(shi)報考省、市會(hui)(hui)(hui)計領(ling)軍(jun)人(ren)才培(pei)訓(xun)班(ban),對學費和(he)(he)(he)(he)交(jiao)(jiao)通(tong)費予以補助,借(jie)助外界優(you)質資(zi)源,提升專職(zhi)監(jian)(jian)事(shi)(shi)(shi)綜合素質與能力(li)。
四、堅持以人(ren)為本(ben),不斷優(you)化監事(shi)會服務(wu)保障(zhang)
監(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)工(gong)(gong)(gong)(gong)(gong)作(zuo)的(de)核心(xin)(xin)在于人,我(wo)委(wei)(wei)(wei)認真(zhen)寫好服務保障(zhang)這篇大(da)文(wen)章,使外(wai)派監(jian)(jian)事(shi)(shi)(shi)能夠心(xin)(xin)無(wu)旁騖地投(tou)入(ru)工(gong)(gong)(gong)(gong)(gong)作(zuo)。一(yi)是強化管理服務。積極爭取設(she)立全額撥款事(shi)(shi)(shi)業單位(wei)——杭州市(shi)屬國有企業監(jian)(jian)事(shi)(shi)(shi)服務中心(xin)(xin),專(zhuan)門負責監(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)成員(yuan)的(de)日(ri)常管理、業務培訓(xun)與后勤(qin)服務等(deng)工(gong)(gong)(gong)(gong)(gong)作(zuo),為(wei)外(wai)派監(jian)(jian)事(shi)(shi)(shi)履(lv)職提供多重保障(zhang)。二(er)是實(shi)行統(tong)(tong)一(yi)管理。監(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)主(zhu)(zhu)席、專(zhuan)職監(jian)(jian)事(shi)(shi)(shi)的(de)人事(shi)(shi)(shi)關(guan)系(xi)、黨員(yuan)組(zu)織(zhi)關(guan)系(xi)和(he)工(gong)(gong)(gong)(gong)(gong)會(hui)(hui)關(guan)系(xi)等(deng)等(deng)統(tong)(tong)一(yi)劃歸市(shi)國資委(wei)(wei)(wei),參加活動、工(gong)(gong)(gong)(gong)(gong)會(hui)(hui)福利等(deng)都與委(wei)(wei)(wei)機(ji)關(guan)工(gong)(gong)(gong)(gong)(gong)作(zuo)人員(yuan)相同(tong),增強了外(wai)派監(jian)(jian)事(shi)(shi)(shi)的(de)歸屬感和(he)凝聚力。三(san)是注重人文(wen)關(guan)懷。關(guan)心(xin)(xin)監(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)主(zhu)(zhu)席、專(zhuan)職監(jian)(jian)事(shi)(shi)(shi)的(de)思想和(he)生活,經常開展談(tan)心(xin)(xin)談(tan)話,主(zhu)(zhu)動探(tan)望生病的(de)同(tong)志和(he)家屬,切實(shi)讓他們(men)感受到組(zu)織(zhi)的(de)溫暖。
經過多年的(de)發(fa)展,市屬國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)監事會(hui)隊伍(wu)越來越強大,不(bu)斷煥發(fa)出新的(de)生(sheng)機(ji)和活力。通(tong)(tong)過列(lie)席會(hui)議、開展調研、溝通(tong)(tong)約談、實施檢查、撰寫(xie)報(bao)告(gao)等多種形(xing)式,對企(qi)(qi)(qi)業(ye)(ye)(ye)財務狀(zhuang)況、經營管理情況和董(dong)事高管履(lv)職(zhi)情況等進(jin)行(xing)監督,并及(ji)時(shi)向出資人(ren)反映。據(ju)統計,17家(jia)市屬國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)監事會(hui)2016年共列(lie)席企(qi)(qi)(qi)業(ye)(ye)(ye)會(hui)議500余次,提出建(jian)議1000余條,向市國(guo)資委報(bao)送(song)各類(lei)報(bao)告(gao)99份、動(dong)態信息528條、重(zhong)(zhong)要會(hui)議記錄236份,在堵(du)塞企(qi)(qi)(qi)業(ye)(ye)(ye)經營管理漏洞、促(cu)進(jin)企(qi)(qi)(qi)業(ye)(ye)(ye)健康發(fa)展等方面發(fa)揮(hui)了重(zhong)(zhong)要作(zuo)用。
