杭州國資委構筑國資監管“預警員”和“護航者”

2012年,經杭(hang)州市委、市政府(fu)決定(ding),由杭(hang)州市國(guo)(guo)(guo)資(zi)委作(zuo)為監(jian)(jian)事(shi)會(hui)(hui)管(guan)(guan)理機構,統一(yi)向(xiang)16家(jia)市屬(shu)國(guo)(guo)(guo)有(you)企業派駐監(jian)(jian)事(shi)會(hui)(hui),在浙江(jiang)省(sheng)乃(nai)至(zhi)全(quan)國(guo)(guo)(guo)范(fan)(fan)圍內(nei)率先實(shi)現了監(jian)(jian)事(shi)會(hui)(hui)組織全(quan)覆(fu)蓋。此后,在杭(hang)州市委市政府(fu)的(de)(de)(de)高度(du)重(zhong)視和浙江(jiang)省(sheng)國(guo)(guo)(guo)資(zi)委的(de)(de)(de)悉心指導下,杭(hang)州市國(guo)(guo)(guo)資(zi)委從監(jian)(jian)事(shi)會(hui)(hui)的(de)(de)(de)組織架構、制(zhi)(zhi)度(du)建(jian)設(she)、履職保(bao)障等基礎工作(zuo)著手(shou),積極探索監(jian)(jian)事(shi)會(hui)(hui)隊伍(wu)建(jian)設(she)的(de)(de)(de)有(you)效機制(zhi)(zhi),逐漸形成一(yi)支業務精(jing)、作(zuo)風硬(ying)、工作(zuo)實(shi)的(de)(de)(de)監(jian)(jian)事(shi)會(hui)(hui)隊伍(wu),為加強國(guo)(guo)(guo)資(zi)監(jian)(jian)管(guan)(guan)、有(you)效防范(fan)(fan)風險(xian)扮演了“預(yu)警(jing)員(yuan)”和“護(hu)航者”的(de)(de)(de)重(zhong)要(yao)角色。

一、科學(xue)配備人員(yuan),不斷完善(shan)監事會(hui)組織(zhi)架構

選好(hao)人(ren)(ren)(ren)(ren)、用(yong)好(hao)人(ren)(ren)(ren)(ren)是(shi)(shi)提升監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)監(jian)(jian)(jian)(jian)督效(xiao)(xiao)能(neng)的(de)(de)(de)(de)(de)關鍵。杭(hang)州(zhou)市(shi)(shi)國(guo)資(zi)委(wei)(wei)在嚴(yan)格(ge)執行《公司法(fa)》、《企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)國(guo)有(you)資(zi)產(chan)法(fa)》等法(fa)律法(fa)規(gui)的(de)(de)(de)(de)(de)基礎(chu)上(shang),經(jing)(jing)過不斷調整和(he)(he)優化(hua)(hua)(hua),形(xing)成(cheng)了(le)富(fu)有(you)“杭(hang)州(zhou)特色”的(de)(de)(de)(de)(de)國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)模(mo)式(shi)。目前,杭(hang)州(zhou)市(shi)(shi)國(guo)資(zi)委(wei)(wei)共設立6個(ge)外派(pai)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)組(zu)(zu),每組(zu)(zu)包括1名(ming)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)主(zhu)(zhu)席(xi)和(he)(he)2名(ming)專(zhuan)(zhuan)(zhuan)(zhuan)職(zhi)(zhi)(zhi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi),按(an)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)規(gui)模(mo)、功能(neng)等派(pai)駐3家企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye),與職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)共同(tong)組(zu)(zu)成(cheng)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)。在監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)人(ren)(ren)(ren)(ren)員(yuan)的(de)(de)(de)(de)(de)配備(bei)上(shang),堅持角色互補(bu)原則,使(shi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)每一名(ming)成(cheng)員(yuan)都能(neng)發揮自身優勢(shi)和(he)(he)特長(chang),實現(xian)“1+1>2”的(de)(de)(de)(de)(de)效(xiao)(xiao)果。一是(shi)(shi)優化(hua)(hua)(hua)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)主(zhu)(zhu)席(xi)選拔模(mo)式(shi)。監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)主(zhu)(zhu)席(xi)是(shi)(shi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)的(de)(de)(de)(de)(de)靈(ling)魂人(ren)(ren)(ren)(ren)物,作為市(shi)(shi)管干(gan)部,主(zhu)(zhu)要承擔(dan)領(ling)(ling)導(dao)、組(zu)(zu)織、協調職(zhi)(zhi)(zhi)能(neng),保(bao)(bao)障了(le)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)與企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)班子地位(wei)對(dui)等。杭(hang)州(zhou)市(shi)(shi)積極(ji)探索(suo)優化(hua)(hua)(hua)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)主(zhu)(zhu)席(xi)選拔模(mo)式(shi),先后實施多次改革,主(zhu)(zhu)席(xi)的(de)(de)(de)(de)(de)來源逐步(bu)從退居二(er)線的(de)(de)(de)(de)(de)廳局級領(ling)(ling)導(dao)兼任,到(dao)市(shi)(shi)級有(you)關經(jing)(jing)濟(ji)管理(li)(li)部門領(ling)(ling)導(dao)平調或(huo)處長(chang)實職(zhi)(zhi)(zhi)提拔,再到(dao)市(shi)(shi)管國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)領(ling)(ling)導(dao)人(ren)(ren)(ren)(ren)員(yuan)轉任,選拔標(biao)(biao)準(zhun)逐步(bu)向專(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)化(hua)(hua)(hua)、年(nian)輕化(hua)(hua)(hua)、職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)化(hua)(hua)(hua)轉變(bian)。良(liang)好(hao)的(de)(de)(de)(de)(de)專(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)背景和(he)(he)豐富(fu)的(de)(de)(de)(de)(de)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)工(gong)(gong)(gong)(gong)(gong)作經(jing)(jing)歷,使(shi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)主(zhu)(zhu)席(xi)能(neng)更好(hao)地適應崗(gang)位(wei);而企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)化(hua)(hua)(hua)、年(nian)薪制的(de)(de)(de)(de)(de)管理(li)(li)模(mo)式(shi),也使(shi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)主(zhu)(zhu)席(xi)更有(you)熱情和(he)(he)干(gan)勁。二(er)是(shi)(shi)高(gao)標(biao)(biao)準(zhun)招聘專(zhuan)(zhuan)(zhuan)(zhuan)職(zhi)(zhi)(zhi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)。專(zhuan)(zhuan)(zhuan)(zhuan)職(zhi)(zhi)(zhi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)是(shi)(shi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)的(de)(de)(de)(de)(de)核(he)心成(cheng)員(yuan),掌握財務、審(shen)計(ji)等專(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)技能(neng),承擔(dan)監(jian)(jian)(jian)(jian)督檢查具體工(gong)(gong)(gong)(gong)(gong)作。市(shi)(shi)國(guo)資(zi)委(wei)(wei)在聘用(yong)專(zhuan)(zhuan)(zhuan)(zhuan)職(zhi)(zhi)(zhi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)時設置(zhi)了(le)較高(gao)的(de)(de)(de)(de)(de)準(zhun)入條(tiao)件,高(gao)標(biao)(biao)準(zhun)、嚴(yan)要求選拔專(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)人(ren)(ren)(ren)(ren)才(cai);同(tong)時,穩步(bu)提高(gao)專(zhuan)(zhuan)(zhuan)(zhuan)職(zhi)(zhi)(zhi)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)的(de)(de)(de)(de)(de)薪酬(chou)和(he)(he)待(dai)遇,與市(shi)(shi)屬(shu)國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye) 二、堅(jian)持獎優罰劣,不斷完善(shan)外派監事(shi)激勵約束機(ji)制

外(wai)(wai)派監(jian)(jian)事(shi)(shi)雖(sui)由杭州市國資(zi)(zi)委考(kao)(kao)核管理,具體(ti)工(gong)作(zuo)(zuo)(zuo)卻在(zai)企(qi)(qi)業(ye)一線(xian),只有建(jian)立合(he)理有效的激勵約束機制,才能(neng)最(zui)大(da)限度地發揮個人主觀能(neng)動性(xing)(xing)。一是完善績效考(kao)(kao)核辦法。杭州市國資(zi)(zi)委的外(wai)(wai)派監(jian)(jian)事(shi)(shi)會主席和專(zhuan)(zhuan)(zhuan)職(zhi)(zhi)監(jian)(jian)事(shi)(shi)均實行年薪制,年薪與(yu)工(gong)作(zuo)(zuo)(zuo)績效緊(jin)密掛(gua)鉤。為(wei)鼓勵先進、鞭策(ce)后(hou)進,結(jie)合(he)實際不斷優化(hua)考(kao)(kao)核內容和評分標準,突出(chu)對工(gong)作(zuo)(zuo)(zuo)作(zuo)(zuo)(zuo)風、工(gong)作(zuo)(zuo)(zuo)能(neng)力和工(gong)作(zuo)(zuo)(zuo)實績的考(kao)(kao)核,合(he)理拉開年薪差距,形成倒(dao)逼機制和競爭(zheng)機制。二是構建(jian)專(zhuan)(zhuan)(zhuan)職(zhi)(zhi)監(jian)(jian)事(shi)(shi)職(zhi)(zhi)業(ye)通道。良好的職(zhi)(zhi)業(ye)前景有助于專(zhuan)(zhuan)(zhuan)職(zhi)(zhi)監(jian)(jian)事(shi)(shi)解除(chu)后(hou)顧(gu)之(zhi)憂(you),全(quan)身心投(tou)入工(gong)作(zuo)(zuo)(zuo)。近年來,通過述(shu)職(zhi)(zhi)、評分、征求(qiu)企(qi)(qi)業(ye)意見等(deng)程序,先后(hou)推薦3名優秀專(zhuan)(zhuan)(zhuan)職(zhi)(zhi)監(jian)(jian)事(shi)(shi)到市屬國有企(qi)(qi)業(ye)擔(dan)任中層(ceng),既正(zheng)向調(diao)動了(le)專(zhuan)(zhuan)(zhuan)職(zhi)(zhi)監(jian)(jian)事(shi)(shi)的工(gong)作(zuo)(zuo)(zuo)積極性(xing)(xing),也(ye)為(wei)企(qi)(qi)業(ye)輸送了(le)熟悉(xi)國資(zi)(zi)管理政策(ce)的專(zhuan)(zhuan)(zhuan)業(ye)人才,受到企(qi)(qi)業(ye)的歡(huan)迎。三是探(tan)索交(jiao)叉(cha)擔(dan)任外(wai)(wai)部董事(shi)(shi)。對工(gong)作(zuo)(zuo)(zuo)能(neng)力特(te)別強(qiang)、表現特(te)別優異的專(zhuan)(zhuan)(zhuan)職(zhi)(zhi)監(jian)(jian)事(shi)(shi),還給予交(jiao)叉(cha)擔(dan)任國有全(quan)資(zi)(zi)企(qi)(qi)業(ye)外(wai)(wai)部董事(shi)(shi)的機會,一方面(mian)提高了(le)收入水平,另(ling)一方面(mian)也(ye)有利(li)于增強(qiang)換位(wei)思考(kao)(kao)意識,全(quan)面(mian)鍛煉(lian)工(gong)作(zuo)(zuo)(zuo)能(neng)力。

三(san)、注重工(gong)作指導,不斷提升監事會履(lv)職(zhi)能力

監(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)的(de)監(jian)(jian)(jian)督對象(xiang)是(shi)復(fu)雜(za)龐大的(de)國(guo)有(you)集團公司(si),要做好這項工(gong)(gong)(gong)作(zuo)(zuo),良好的(de)溝(gou)通(tong)協調能(neng)力(li)、分析判斷能(neng)力(li)、寫作(zuo)(zuo)能(neng)力(li)和(he)專(zhuan)業水平缺一(yi)不可。杭州市(shi)(shi)國(guo)資委非常重視監(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)成(cheng)員(yuan)(yuan)的(de)工(gong)(gong)(gong)作(zuo)(zuo)指導(dao)(dao),多(duo)角度、多(duo)層(ceng)次(ci)、多(duo)渠道(dao)創造學(xue)(xue)(xue)習(xi)機會(hui)(hui),促進(jin)提(ti)(ti)升(sheng)監(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)履職能(neng)力(li)。一(yi)是(shi)精心組(zu)(zu)織新(xin)任監(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)培訓(xun)。邀(yao)請杭州市(shi)(shi)國(guo)資委業務(wu)處室(shi)處長擔(dan)任授課老師,就國(guo)資監(jian)(jian)(jian)管(guan)政策、監(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)業務(wu)等開展(zhan)培訓(xun),幫(bang)助(zhu)新(xin)人理(li)清工(gong)(gong)(gong)作(zuo)(zuo)思(si)路(lu),熟悉(xi)工(gong)(gong)(gong)作(zuo)(zuo)內容。新(xin)任監(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)正(zheng)式投入(ru)工(gong)(gong)(gong)作(zuo)(zuo)后,安(an)排一(yi)對一(yi)的(de)指導(dao)(dao)和(he)答疑,幫(bang)助(zhu)他們盡快適(shi)應新(xin)的(de)崗位。二(er)是(shi)重視日常工(gong)(gong)(gong)作(zuo)(zuo)指導(dao)(dao)。平時(shi)工(gong)(gong)(gong)作(zuo)(zuo)中(zhong),經常與監(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)主席(xi)、專(zhuan)職監(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)溝(gou)通(tong)交(jiao)(jiao)流(liu),引(yin)導(dao)(dao)監(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)跟蹤(zong)關注企業“三重一(yi)大”事(shi)(shi)(shi)(shi)(shi)(shi)項,有(you)針對性地開展(zhan)當(dang)期和(he)事(shi)(shi)(shi)(shi)(shi)(shi)中(zhong)監(jian)(jian)(jian)督;當(dang)外(wai)(wai)派(pai)監(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)遇(yu)到業務(wu)問題和(he)困難(nan)時(shi),耐心給予解答和(he)指導(dao)(dao)。安(an)排監(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)主席(xi)每(mei)周一(yi)天到我委集中(zhong)辦公、每(mei)月列(lie)席(xi)委務(wu)會(hui)(hui),增進(jin)主席(xi)與委領導(dao)(dao)及(ji)各處室(shi)的(de)溝(gou)通(tong)交(jiao)(jiao)流(liu),從(cong)而統一(yi)監(jian)(jian)(jian)管(guan)立(li)場,避免對某些(xie)事(shi)(shi)(shi)(shi)(shi)(shi)項在理(li)解和(he)把(ba)握上不一(yi)致。三是(shi)積極創造學(xue)(xue)(xue)習(xi)機會(hui)(hui)。爭取(qu)各種渠道(dao),組(zu)(zu)織監(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)成(cheng)員(yuan)(yuan)參加考察學(xue)(xue)(xue)習(xi)、業務(wu)培訓(xun)和(he)講座等,拓(tuo)寬(kuan)思(si)路(lu)視野,更新(xin)知識儲(chu)備。經常組(zu)(zu)織監(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)成(cheng)員(yuan)(yuan)集中(zhong)學(xue)(xue)(xue)習(xi)討(tao)論(lun),開展(zhan)頭(tou)腦(nao)風暴,實現(xian)共同提(ti)(ti)高。鼓勵專(zhuan)職監(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)報考省、市(shi)(shi)會(hui)(hui)計領軍人才(cai)培訓(xun)班,對學(xue)(xue)(xue)費和(he)交(jiao)(jiao)通(tong)費予以補(bu)助(zhu),借助(zhu)外(wai)(wai)界優(you)質(zhi)資源(yuan),提(ti)(ti)升(sheng)專(zhuan)職監(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)綜合素質(zhi)與能(neng)力(li)。

四、堅持以人為本,不斷優化監(jian)事會服務保障

監(jian)事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)工(gong)(gong)作(zuo)(zuo)(zuo)的(de)核(he)心(xin)在于(yu)人(ren),我(wo)委認(ren)真寫好服務(wu)(wu)保(bao)障這篇大文(wen)章,使外派監(jian)事(shi)(shi)(shi)(shi)(shi)能夠心(xin)無旁騖地投入工(gong)(gong)作(zuo)(zuo)(zuo)。一是強化管(guan)(guan)理(li)服務(wu)(wu)。積極爭(zheng)取設立全額撥款事(shi)(shi)(shi)(shi)(shi)業(ye)(ye)單位——杭州市屬(shu)國有企業(ye)(ye)監(jian)事(shi)(shi)(shi)(shi)(shi)服務(wu)(wu)中心(xin),專(zhuan)門負責監(jian)事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)成員的(de)日常管(guan)(guan)理(li)、業(ye)(ye)務(wu)(wu)培(pei)訓與后勤服務(wu)(wu)等(deng)(deng)工(gong)(gong)作(zuo)(zuo)(zuo),為外派監(jian)事(shi)(shi)(shi)(shi)(shi)履職(zhi)提供(gong)多(duo)重保(bao)障。二是實行統一管(guan)(guan)理(li)。監(jian)事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)主席、專(zhuan)職(zhi)監(jian)事(shi)(shi)(shi)(shi)(shi)的(de)人(ren)事(shi)(shi)(shi)(shi)(shi)關(guan)系(xi)、黨員組(zu)織(zhi)關(guan)系(xi)和(he)工(gong)(gong)會(hui)(hui)關(guan)系(xi)等(deng)(deng)等(deng)(deng)統一劃歸(gui)市國資委,參加活(huo)動(dong)、工(gong)(gong)會(hui)(hui)福(fu)利等(deng)(deng)都與委機關(guan)工(gong)(gong)作(zuo)(zuo)(zuo)人(ren)員相同(tong),增強了外派監(jian)事(shi)(shi)(shi)(shi)(shi)的(de)歸(gui)屬(shu)感和(he)凝聚(ju)力。三是注重人(ren)文(wen)關(guan)懷。關(guan)心(xin)監(jian)事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)主席、專(zhuan)職(zhi)監(jian)事(shi)(shi)(shi)(shi)(shi)的(de)思想(xiang)和(he)生(sheng)(sheng)活(huo),經常開展談心(xin)談話,主動(dong)探望(wang)生(sheng)(sheng)病(bing)的(de)同(tong)志和(he)家屬(shu),切實讓(rang)他們(men)感受到組(zu)織(zhi)的(de)溫(wen)暖。

經過多年的(de)發展,市(shi)屬(shu)國有企(qi)(qi)(qi)業(ye)監(jian)事(shi)會(hui)(hui)隊伍(wu)越(yue)來越(yue)強大,不斷煥發出新的(de)生機和活力。通過列席會(hui)(hui)議(yi)(yi)、開展調研、溝通約(yue)談、實施檢查、撰寫報(bao)(bao)告等多種形式,對企(qi)(qi)(qi)業(ye)財務狀況、經營管(guan)理情(qing)況和董(dong)事(shi)高管(guan)履職情(qing)況等進行(xing)監(jian)督,并及(ji)時向出資(zi)人反映。據(ju)統計(ji),17家市(shi)屬(shu)國有企(qi)(qi)(qi)業(ye)監(jian)事(shi)會(hui)(hui)2016年共列席企(qi)(qi)(qi)業(ye)會(hui)(hui)議(yi)(yi)500余(yu)次,提(ti)出建議(yi)(yi)1000余(yu)條,向市(shi)國資(zi)委報(bao)(bao)送(song)各類報(bao)(bao)告99份、動態(tai)信息528條、重要會(hui)(hui)議(yi)(yi)記錄(lu)236份,在堵塞企(qi)(qi)(qi)業(ye)經營管(guan)理漏洞(dong)、促進企(qi)(qi)(qi)業(ye)健康發展等方(fang)面發揮了重要作(zuo)用(yong)。
