2010年(nian)(nian)以來(lai),廣西建工(gong)集團針對建筑(zhu)行業(ye)進入門檻低、競爭激烈、風險點多等實際,把監督關(guan)口前移、管(guan)(guan)理重(zhong)心下沉(chen),健全六大內部監管(guan)(guan)機制,切實把紀律和規矩(ju)挺在前面(mian),用制度管(guan)(guan)人管(guan)(guan)事(shi)管(guan)(guan)資(zi)產(chan),實現(xian)了國有資(zi)產(chan)監督體(ti)系(xi)、懲治(zhi)和預(yu)防(fang)腐敗體(ti)系(xi)、全面(mian)風險防(fang)控(kong)體(ti)系(xi)的(de)(de)有機融合(he),為企業(ye)持(chi)續健康發展提供(gong)了堅強保(bao)證。營(ying)業(ye)收入、利潤、合(he)同額(e)連續7年(nian)(nian)均保(bao)持(chi)兩位(wei)數增長,2016年(nian)(nian)營(ying)收790億元,是2009年(nian)(nian)的(de)(de)4.5倍;利潤總(zong)額(e)11億元,是2009年(nian)(nian)的(de)(de)39倍;資(zi)產(chan)總(zong)額(e)是2009年(nian)(nian)的(de)(de)6.23倍,凈資(zi)產(chan)是2009年(nian)(nian)的(de)(de)6.98倍;名(ming)列2016年(nian)(nian)度中國企業(ye)500強第195位(wei),比2009年(nian)(nian)提升195位(wei),連續三年(nian)(nian)保(bao)持(chi)在該榜單省(自治(zhi)區(qu)、直轄市(shi))級建工(gong)集團第二位(wei)、西部行業(ye)企業(ye)第一位(wei)。
一(yi)、健全民(min)(min)主科學決(jue)(jue)(jue)策(ce)制度,防范重(zhong)(zhong)大(da)決(jue)(jue)(jue)策(ce)失(shi)誤。出臺《董事會(hui)(hui)議事規則》、《黨(dang)(dang)委會(hui)(hui)議事規則》、《三重(zhong)(zhong)一(yi)大(da)決(jue)(jue)(jue)策(ce)實施辦法(fa)(fa)》等(deng)決(jue)(jue)(jue)策(ce)制度,并(bing)根(gen)據全國國有(you)企業黨(dang)(dang)建(jian)工作會(hui)(hui)議精神,修改(gai)完(wan)善了公司(si)章程,把黨(dang)(dang)的(de)(de)(de)領導(dao)融入公司(si)治(zhi)理各個環(huan)節,把企業黨(dang)(dang)組織內嵌到(dao)(dao)公司(si)治(zhi)理結構之(zhi)中(zhong),明確(que)和(he)落實黨(dang)(dang)組織在公司(si)法(fa)(fa)人(ren)(ren)治(zhi)理結構中(zhong)的(de)(de)(de)法(fa)(fa)定地(di)位,做到(dao)(dao)組織落實、干部到(dao)(dao)位、職責(ze)明確(que)、監(jian)督嚴格;修改(gai)完(wan)善了黨(dang)(dang)委會(hui)(hui)、董事會(hui)(hui)等(deng)議事規則,落實黨(dang)(dang)委會(hui)(hui)研究討論是董事會(hui)(hui)決(jue)(jue)(jue)策(ce)重(zhong)(zhong)大(da)問題(ti)的(de)(de)(de)前置程序的(de)(de)(de)要(yao)求,進一(yi)步厘清了權力運行的(de)(de)(de)范圍和(he)邊界,做到(dao)(dao)無(wu)縫銜接(jie),形成各司(si)其職,各負其責(ze)、協調(diao)運轉、有(you)效制衡的(de)(de)(de)現(xian)代法(fa)(fa)人(ren)(ren)治(zhi)理機制。在重(zhong)(zhong)大(da)決(jue)(jue)(jue)策(ce)、重(zhong)(zhong)要(yao)人(ren)(ren)事任免(mian)、重(zhong)(zhong)大(da)項目投資(zi)和(he)大(da)額資(zi)金使用等(deng)方面,堅持集體領導(dao)、民(min)(min)主集中(zhong)、會(hui)(hui)議決(jue)(jue)(jue)定原則,確(que)保(bao)民(min)(min)主科學決(jue)(jue)(jue)策(ce),幾年來集團公司(si)沒有(you)出現(xian)重(zhong)(zhong)大(da)決(jue)(jue)(jue)策(ce)失(shi)誤問題(ti)。
二、實(shi)行監(jian)(jian)(jian)(jian)(jian)事會派駐(zhu)制(zhi)度(du),積(ji)極(ji)延(yan)(yan)伸(shen)監(jian)(jian)(jian)(jian)(jian)督(du)鏈(lian)(lian)條(tiao)(tiao)。進一步(bu)改進和(he)(he)加強監(jian)(jian)(jian)(jian)(jian)事會工作,成(cheng)(cheng)立(li)集(ji)團(tuan)(tuan)(tuan)公(gong)司(si)(si)監(jian)(jian)(jian)(jian)(jian)事會工作部(bu)和(he)(he)四個(ge)監(jian)(jian)(jian)(jian)(jian)事會辦事處(chu)(chu),優先配足(zu)配強人員,每(mei)個(ge)辦事處(chu)(chu)分(fen)別監(jian)(jian)(jian)(jian)(jian)管4-5家企(qi)(qi)業(ye),做到不漏一戶、不搞例外,實(shi)現對(dui)所(suo)(suo)(suo)屬(shu)企(qi)(qi)業(ye)委派專(zhuan)職全覆蓋。在制(zhi)度(du)設(she)計(ji)上(shang),實(shi)現了“兩個(ge)融(rong)入(ru)”,即:融(rong)入(ru)集(ji)團(tuan)(tuan)(tuan)公(gong)司(si)(si)六大(da)(da)監(jian)(jian)(jian)(jian)(jian)管體系,融(rong)入(ru)所(suo)(suo)(suo)屬(shu)企(qi)(qi)業(ye)法人治理結構。監(jian)(jian)(jian)(jian)(jian)事會堅持監(jian)(jian)(jian)(jian)(jian)管下沉,積(ji)極(ji)延(yan)(yan)伸(shen)監(jian)(jian)(jian)(jian)(jian)督(du)鏈(lian)(lian)條(tiao)(tiao),將所(suo)(suo)(suo)屬(shu)企(qi)(qi)業(ye)分(fen)公(gong)司(si)(si)生產經營(ying)中(zhong)的(de)重大(da)(da)風(feng)險、重大(da)(da)決策等納入(ru)監(jian)(jian)(jian)(jian)(jian)管范(fan)圍,把(ba)防(fang)范(fan)“三重一大(da)(da)”決策風(feng)險的(de)宏觀監(jian)(jian)(jian)(jian)(jian)管和(he)(he)對(dui)分(fen)公(gong)司(si)(si)、項目部(bu)運營(ying)過程的(de)微(wei)觀監(jian)(jian)(jian)(jian)(jian)管結合在一起,進一步(bu)提高(gao)監(jian)(jian)(jian)(jian)(jian)管成(cheng)(cheng)效。2016年累計(ji)開(kai)展專(zhuan)項檢查25次,列席企(qi)(qi)業(ye)重要會議531次,上(shang)報各類(lei)報告419份,提出建議236條(tiao)(tiao),促進子企(qi)(qi)業(ye)完善(shan)制(zhi)度(du)24項,停止或暫停決策項目5個(ge),涉及(ji)金(jin)額6854萬元。集(ji)團(tuan)(tuan)(tuan)公(gong)司(si)(si)高(gao)度(du)重視監(jian)(jian)(jian)(jian)(jian)事會監(jian)(jian)(jian)(jian)(jian)督(du)成(cheng)(cheng)果(guo)運用(yong),集(ji)團(tuan)(tuan)(tuan)公(gong)司(si)(si)領(ling)導先后就(jiu)相關(guan)工作批示49次,就(jiu)監(jian)(jian)(jian)(jian)(jian)督(du)中(zhong)發現的(de)問題(ti),要求有(you)關(guan)單(dan)位深入(ru)抓(zhua)好整改、建立(li)長效機制(zhi),防(fang)止類(lei)似問題(ti)再次發生,有(you)效促進了企(qi)(qi)業(ye)的(de)規范(fan)管理。
三、實(shi)施(shi)財(cai)(cai)(cai)務(wu)(wu)(wu)(wu)(wu)總(zong)監(jian)(jian)(jian)委派(pai)制(zhi)度,強(qiang)化資(zi)(zi)(zi)金管(guan)控。2012年,集團公(gong)(gong)司(si)(si)(si)(si)開(kai)始實(shi)施(shi)財(cai)(cai)(cai)務(wu)(wu)(wu)(wu)(wu)總(zong)監(jian)(jian)(jian)委派(pai)制(zhi),財(cai)(cai)(cai)務(wu)(wu)(wu)(wu)(wu)總(zong)監(jian)(jian)(jian)進入各子(zi)公(gong)(gong)司(si)(si)(si)(si)領導班子(zi)和董事(shi)會,人事(shi)由集團公(gong)(gong)司(si)(si)(si)(si)統一(yi)管(guan)理,業(ye)(ye)(ye)務(wu)(wu)(wu)(wu)(wu)上接受集團公(gong)(gong)司(si)(si)(si)(si)總(zong)部(bu)相關(guan)部(bu)門(men)指導,基薪由集團公(gong)(gong)司(si)(si)(si)(si)發(fa)放,績(ji)效(xiao)經集團公(gong)(gong)司(si)(si)(si)(si)考核(he)后由派(pai)駐企業(ye)(ye)(ye)發(fa)放。財(cai)(cai)(cai)務(wu)(wu)(wu)(wu)(wu)總(zong)監(jian)(jian)(jian)的(de)(de)職能包(bao)括對各子(zi)公(gong)(gong)司(si)(si)(si)(si)財(cai)(cai)(cai)務(wu)(wu)(wu)(wu)(wu)活動的(de)(de)合法性、真實(shi)性、有(you)效(xiao)性等(deng)進行(xing)監(jian)(jian)(jian)督(du),同時提供管(guan)理和服(fu)務(wu)(wu)(wu)(wu)(wu),還履行(xing)財(cai)(cai)(cai)務(wu)(wu)(wu)(wu)(wu)管(guan)理制(zhi)度建(jian)設、資(zi)(zi)(zi)金管(guan)控、成(cheng)本控制(zhi)、會計核(he)算(suan)、財(cai)(cai)(cai)務(wu)(wu)(wu)(wu)(wu)分析(xi)、應收賬款(kuan)清收等(deng)財(cai)(cai)(cai)務(wu)(wu)(wu)(wu)(wu)、會計的(de)(de)具體組織管(guan)理工作(zuo)。集團公(gong)(gong)司(si)(si)(si)(si)對財(cai)(cai)(cai)務(wu)(wu)(wu)(wu)(wu)總(zong)監(jian)(jian)(jian)實(shi)行(xing)統一(yi)考核(he)管(guan)理,定(ding)期(qi)交流(liu),規定(ding)重(zhong)大開(kai)支(zhi)必須經財(cai)(cai)(cai)務(wu)(wu)(wu)(wu)(wu)總(zong)監(jian)(jian)(jian)審批把關(guan)。通過(guo)加強(qiang)對各子(zi)公(gong)(gong)司(si)(si)(si)(si)重(zhong)大經濟活動、資(zi)(zi)(zi)金管(guan)理、資(zi)(zi)(zi)產(chan)處置等(deng)方面的(de)(de)監(jian)(jian)(jian)督(du)、管(guan)理,進一(yi)步增強(qiang)企業(ye)(ye)(ye)風險防控能力。財(cai)(cai)(cai)務(wu)(wu)(wu)(wu)(wu)總(zong)監(jian)(jian)(jian)委派(pai)制(zhi)實(shi)施(shi)以來(lai),共(gong)否決了130個(ge)決策事(shi)項,涉及金額約593億元(yuan),對保障國有(you)資(zi)(zi)(zi)產(chan)安全、提高企業(ye)(ye)(ye)管(guan)理水平、保障企業(ye)(ye)(ye)平穩健康發(fa)展(zhan)發(fa)揮了積極作(zuo)用。
四(si)、建立董(dong)(dong)(dong)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)委(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)(hui)(hui)制(zhi)度,提(ti)高(gao)決(jue)(jue)策效率(lv)(lv)。2012年(nian),集(ji)(ji)(ji)(ji)團(tuan)(tuan)公司(si)成(cheng)(cheng)立了(le)董(dong)(dong)(dong)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)委(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)(hui)(hui),為董(dong)(dong)(dong)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)下設機構,負責統(tong)一組織和(he)(he)協調(diao)全(quan)面風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)和(he)(he)內(nei)部(bu)(bu)控制(zhi)工(gong)作(zuo),從(cong)重(zhong)大(da)(da)(da)項(xiang)(xiang)目決(jue)(jue)策的(de)源頭(tou)進行論(lun)證和(he)(he)把關,向董(dong)(dong)(dong)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)提(ti)供(gong)咨(zi)詢意見(jian)和(he)(he)決(jue)(jue)策參考。風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)委(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)(hui)(hui)主任由集(ji)(ji)(ji)(ji)團(tuan)(tuan)一名董(dong)(dong)(dong)事(shi)(shi)、副總(zong)經(jing)理(li)(li)(li)(li)擔任,集(ji)(ji)(ji)(ji)團(tuan)(tuan)公司(si)董(dong)(dong)(dong)事(shi)(shi)長(chang)、總(zong)經(jing)理(li)(li)(li)(li)和(he)(he)其(qi)(qi)他董(dong)(dong)(dong)事(shi)(shi)不參加會(hui)(hui)(hui)(hui)(hui)議,不干預(yu)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)委(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)(hui)(hui)的(de)工(gong)作(zuo),成(cheng)(cheng)員(yuan)(yuan)由集(ji)(ji)(ji)(ji)團(tuan)(tuan)公司(si)生產經(jing)營(ying)、審計、法(fa)務、財(cai)務、紀(ji)檢(jian)監察、監事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)工(gong)作(zuo)部(bu)(bu)等部(bu)(bu)門主要(yao)負責人組成(cheng)(cheng)。風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)委(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)(hui)(hui)根據董(dong)(dong)(dong)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)的(de)授權(quan)獨立開(kai)展工(gong)作(zuo),凡需提(ti)交集(ji)(ji)(ji)(ji)團(tuan)(tuan)公司(si)董(dong)(dong)(dong)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)研究決(jue)(jue)定的(de)重(zhong)大(da)(da)(da)經(jing)營(ying)及(ji)(ji)投資(zi)等事(shi)(shi)項(xiang)(xiang),必須事(shi)(shi)先經(jing)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)委(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)(hui)(hui)進行風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)評估論(lun)證,風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)委(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)(hui)(hui)未通過(guo)的(de)事(shi)(shi)項(xiang)(xiang)不得提(ti)交董(dong)(dong)(dong)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)研究,從(cong)決(jue)(jue)策源頭(tou)上筑起(qi)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)防范的(de)一道“防火墻”。截至目前,集(ji)(ji)(ji)(ji)團(tuan)(tuan)公司(si)董(dong)(dong)(dong)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)委(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)(hui)(hui)共召開(kai)60次會(hui)(hui)(hui)(hui)(hui)議,總(zong)涉及(ji)(ji)金額約為1426.33億元(yuan)(yuan),其(qi)(qi)中否(fou)決(jue)(jue)事(shi)(shi)項(xiang)(xiang)27項(xiang)(xiang),涉及(ji)(ji)金額約117.7億元(yuan)(yuan)。集(ji)(ji)(ji)(ji)團(tuan)(tuan)所屬各(ge)企業均參照集(ji)(ji)(ji)(ji)團(tuan)(tuan)公司(si)的(de)做法(fa)建立了(le)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)機構并(bing)獨立開(kai)展工(gong)作(zuo),形成(cheng)(cheng)了(le)子(zi)公司(si)職能部(bu)(bu)門—子(zi)公司(si)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)機構—集(ji)(ji)(ji)(ji)團(tuan)(tuan)總(zong)部(bu)(bu)職能部(bu)(bu)門—集(ji)(ji)(ji)(ji)團(tuan)(tuan)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)委(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)(hui)(hui)的(de)四(si)級風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)“濾網(wang)”。幾年(nian)來,全(quan)集(ji)(ji)(ji)(ji)團(tuan)(tuan)范圍(wei)內(nei)沒有(you)出現較大(da)(da)(da)經(jing)營(ying)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian),在提(ti)高(gao)決(jue)(jue)策準確性、科學性的(de)同時,還大(da)(da)(da)大(da)(da)(da)提(ti)高(gao)了(le)決(jue)(jue)策效率(lv)(lv)。
五、建立總法(fa)(fa)律(lv)(lv)(lv)(lv)(lv)顧(gu)問制度(du),深化依(yi)法(fa)(fa)治(zhi)企(qi)。建筑業(ye)(ye)(ye)(ye)產業(ye)(ye)(ye)(ye)鏈長(chang),與多(duo)個行業(ye)(ye)(ye)(ye)高(gao)(gao)度(du)關聯,風(feng)險(xian)點多(duo)。為(wei)此,集(ji)團(tuan)公(gong)司(si)先(xian)后成(cheng)立企(qi)業(ye)(ye)(ye)(ye)律(lv)(lv)(lv)(lv)(lv)師工(gong)(gong)作(zuo)(zuo)辦公(gong)室,建立總法(fa)(fa)律(lv)(lv)(lv)(lv)(lv)顧(gu)問制度(du),建立健全了(le)以(yi)總法(fa)(fa)律(lv)(lv)(lv)(lv)(lv)顧(gu)問制度(du)為(wei)核(he)(he)心的法(fa)(fa)律(lv)(lv)(lv)(lv)(lv)工(gong)(gong)作(zuo)(zuo)體系,推動依(yi)法(fa)(fa)治(zhi)企(qi)、按規經(jing)(jing)營。以(yi)總法(fa)(fa)律(lv)(lv)(lv)(lv)(lv)顧(gu)問為(wei)核(he)(he)心的法(fa)(fa)務(wu)隊(dui)伍加強了(le)重(zhong)大決策前的法(fa)(fa)律(lv)(lv)(lv)(lv)(lv)論(lun)證和審核(he)(he)把關,法(fa)(fa)律(lv)(lv)(lv)(lv)(lv)事務(wu)工(gong)(gong)作(zuo)(zuo)重(zhong)點由(you)處理經(jing)(jing)濟(ji)糾紛為(wei)主擴展延伸到參與企(qi)業(ye)(ye)(ye)(ye)改(gai)制重(zhong)組(zu)、投(tou)融資、招(zhao)標投(tou)標、BT項(xiang)目建設(she)等重(zhong)大決策的法(fa)(fa)律(lv)(lv)(lv)(lv)(lv)論(lun)證上來(lai),在法(fa)(fa)律(lv)(lv)(lv)(lv)(lv)組(zu)織體系建設(she)、規章制度(du)建設(she)、合(he)同管理,法(fa)(fa)律(lv)(lv)(lv)(lv)(lv)風(feng)險(xian)防(fang)控、聯合(he)重(zhong)組(zu)與管理整合(he)、業(ye)(ye)(ye)(ye)務(wu)拓展及轉型升級的法(fa)(fa)律(lv)(lv)(lv)(lv)(lv)保障支持(chi)等方面開展了(le)大量(liang)富工(gong)(gong)作(zuo)(zuo)。目前,集(ji)團(tuan)下屬建筑安裝企(qi)業(ye)(ye)(ye)(ye)均已設(she)立總法(fa)(fa)律(lv)(lv)(lv)(lv)(lv)顧(gu)問制度(du),總法(fa)(fa)律(lv)(lv)(lv)(lv)(lv)顧(gu)問雖然(ran)不進入領導(dao)班子,但比中層正職略高(gao)(gao),較好地保證了(le)法(fa)(fa)務(wu)人(ren)員全程參與生(sheng)產經(jing)(jing)營管理。全集(ji)團(tuan)共有各類(lei)法(fa)(fa)務(wu)人(ren)員161人(ren),其中,專職66人(ren),兼(jian)職95人(ren)。幾年來(lai),集(ji)團(tuan)公(gong)司(si)經(jing)(jing)濟(ji)合(he)同法(fa)(fa)律(lv)(lv)(lv)(lv)(lv)審核(he)(he)率達到100%,企(qi)業(ye)(ye)(ye)(ye)規章制度(du)、重(zhong)要決策審核(he)(he)率接近100%。
六、建立(li)巡察(cha)(cha)工(gong)(gong)(gong)作(zuo)制度,落(luo)實(shi)從嚴(yan)治黨(dang)。制訂《中(zhong)(zhong)共廣西建工(gong)(gong)(gong)集(ji)團(tuan)(tuan)有(you)限責(ze)(ze)任公(gong)(gong)(gong)司委(wei)員會巡察(cha)(cha)工(gong)(gong)(gong)作(zuo)辦(ban)法(fa)(暫行(xing))》,成立(li)巡察(cha)(cha)工(gong)(gong)(gong)作(zuo)領(ling)導小組及其辦(ban)公(gong)(gong)(gong)室,并于2016年開展了第一輪專項(xiang)巡察(cha)(cha),著力發現(xian)違反(fan)“六大紀(ji)(ji)律”方面的(de)突出問(wen)題(ti),特(te)別是違背黨(dang)的(de)路線方針政策(ce),有(you)令不(bu)行(xing)、有(you)禁不(bu)止,陽(yang)奉陰違,拉幫結派的(de)問(wen)題(ti);利(li)用(yong)職(zhi)務便(bian)利(li)通過同業(ye)經營或(huo)關(guan)(guan)聯(lian)交易為本(ben)人或(huo)特(te)定關(guan)(guan)系人謀取利(li)益(yi)的(de)問(wen)題(ti);在資(zi)金(jin)管(guan)理、資(zi)產處置(zhi)、資(zi)源配置(zhi)、資(zi)本(ben)運作(zuo)和工(gong)(gong)(gong)程項(xiang)目中(zhong)(zhong)貪污受賄、以權謀私的(de)問(wen)題(ti);在工(gong)(gong)(gong)作(zuo)中(zhong)(zhong)不(bu)負責(ze)(ze)任或(huo)疏于管(guan)理,給企業(ye)造成損(sun)失的(de)問(wen)題(ti)。針對巡察(cha)(cha)中(zhong)(zhong)發現(xian)的(de)問(wen)題(ti),集(ji)團(tuan)(tuan)公(gong)(gong)(gong)司黨(dang)委(wei)召開全面從嚴(yan)治黨(dang)、從嚴(yan)治企談心談話會,對所屬各公(gong)(gong)(gong)司黨(dang)委(wei)書記、紀(ji)(ji)委(wei)書記、董事長、總經理及集(ji)團(tuan)(tuan)總部(bu)各部(bu)門正職(zhi)等重(zhong)要崗位60多(duo)人進(jin)行(xing)集(ji)體約談。目前,集(ji)團(tuan)(tuan)公(gong)(gong)(gong)司紀(ji)(ji)委(wei)已(yi)責(ze)(ze)成有(you)關(guan)(guan)子公(gong)(gong)(gong)司對第一輪巡察(cha)(cha)工(gong)(gong)(gong)作(zuo)中(zhong)(zhong)發現(xian)的(de)個別人員違紀(ji)(ji)違法(fa)問(wen)題(ti)立(li)案調查(cha),巡察(cha)(cha)的(de)“利(li)劍”作(zuo)用(yong)已(yi)發揮(hui)威力。同時,集(ji)團(tuan)(tuan)公(gong)(gong)(gong)司高(gao)度注重(zhong)成果(guo)運用(yong),把巡察(cha)(cha)結果(guo)作(zuo)為干部(bu)考核評價、選拔任用(yong)、績效獎勵(li)的(de)重(zhong)要依據,增(zeng)強(qiang)巡察(cha)(cha)工(gong)(gong)(gong)作(zuo)的(de)效果(guo)。
