2010年以來,廣(guang)西(xi)建工集團(tuan)針對建筑(zhu)行業(ye)(ye)進入(ru)門檻(jian)低、競爭激烈(lie)、風(feng)險點(dian)多(duo)等實際,把監督(du)關口(kou)前移、管(guan)理重心下沉,健全六(liu)大內部(bu)監管(guan)機制,切實把紀律和規矩挺在前面,用制度管(guan)人管(guan)事管(guan)資(zi)產,實現了(le)(le)國(guo)有(you)資(zi)產監督(du)體系、懲治(zhi)和預防(fang)腐敗體系、全面風(feng)險防(fang)控體系的有(you)機融合,為企(qi)(qi)業(ye)(ye)持續健康(kang)發展(zhan)提供了(le)(le)堅強保(bao)證(zheng)。營業(ye)(ye)收(shou)入(ru)、利潤、合同額連續7年均保(bao)持兩(liang)位(wei)數增長(chang),2016年營收(shou)790億元,是2009年的4.5倍;利潤總(zong)額11億元,是2009年的39倍;資(zi)產總(zong)額是2009年的6.23倍,凈資(zi)產是2009年的6.98倍;名列2016年度中國(guo)企(qi)(qi)業(ye)(ye)500強第(di)195位(wei),比2009年提升195位(wei),連續三(san)年保(bao)持在該榜單(dan)省(自治(zhi)區、直轄市)級(ji)建工集團(tuan)第(di)二(er)位(wei)、西(xi)部(bu)行業(ye)(ye)企(qi)(qi)業(ye)(ye)第(di)一(yi)位(wei)。
一、健(jian)全(quan)民主科學決(jue)(jue)(jue)(jue)策(ce)制度(du),防(fang)范重(zhong)大(da)(da)決(jue)(jue)(jue)(jue)策(ce)失誤。出臺《董(dong)事(shi)會議事(shi)規則(ze)》、《黨(dang)(dang)委(wei)會議事(shi)規則(ze)》、《三重(zhong)一大(da)(da)決(jue)(jue)(jue)(jue)策(ce)實(shi)施辦法》等(deng)(deng)決(jue)(jue)(jue)(jue)策(ce)制度(du),并根據全(quan)國國有(you)(you)企業黨(dang)(dang)建(jian)工(gong)作會議精神,修改完善了(le)公(gong)司(si)章程,把黨(dang)(dang)的領(ling)導融入公(gong)司(si)治(zhi)理各個環節,把企業黨(dang)(dang)組(zu)織內嵌到(dao)(dao)公(gong)司(si)治(zhi)理結構之中(zhong),明(ming)(ming)確和(he)落(luo)實(shi)黨(dang)(dang)組(zu)織在(zai)公(gong)司(si)法人(ren)治(zhi)理結構中(zhong)的法定地(di)位(wei),做到(dao)(dao)組(zu)織落(luo)實(shi)、干部到(dao)(dao)位(wei)、職(zhi)責明(ming)(ming)確、監督嚴格;修改完善了(le)黨(dang)(dang)委(wei)會、董(dong)事(shi)會等(deng)(deng)議事(shi)規則(ze),落(luo)實(shi)黨(dang)(dang)委(wei)會研究討論(lun)是董(dong)事(shi)會決(jue)(jue)(jue)(jue)策(ce)重(zhong)大(da)(da)問題的前置程序的要求(qiu),進一步厘清了(le)權力運行的范圍(wei)和(he)邊界,做到(dao)(dao)無縫銜接,形成(cheng)各司(si)其職(zhi),各負其責、協調運轉、有(you)(you)效制衡的現代法人(ren)治(zhi)理機制。在(zai)重(zhong)大(da)(da)決(jue)(jue)(jue)(jue)策(ce)、重(zhong)要人(ren)事(shi)任免、重(zhong)大(da)(da)項目投資(zi)和(he)大(da)(da)額(e)資(zi)金使用等(deng)(deng)方面,堅持集體領(ling)導、民主集中(zhong)、會議決(jue)(jue)(jue)(jue)定原則(ze),確保民主科學決(jue)(jue)(jue)(jue)策(ce),幾年來集團公(gong)司(si)沒有(you)(you)出現重(zhong)大(da)(da)決(jue)(jue)(jue)(jue)策(ce)失誤問題。
二(er)、實行監(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)派駐制(zhi)度,積極(ji)延伸監(jian)(jian)(jian)(jian)督鏈(lian)條(tiao)。進(jin)一(yi)(yi)步改(gai)進(jin)和(he)加強監(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)工作(zuo),成(cheng)立集團(tuan)公(gong)司(si)監(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)工作(zuo)部和(he)四個監(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)辦事(shi)(shi)處(chu),優(you)先(xian)配(pei)足配(pei)強人(ren)員,每個辦事(shi)(shi)處(chu)分別監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)4-5家企(qi)(qi)(qi)(qi)業,做到不(bu)漏一(yi)(yi)戶(hu)、不(bu)搞(gao)例外,實現(xian)對(dui)所(suo)(suo)屬企(qi)(qi)(qi)(qi)業委派專職全覆蓋(gai)。在(zai)制(zhi)度設(she)計(ji)上,實現(xian)了(le)(le)“兩個融入(ru)(ru)(ru)”,即:融入(ru)(ru)(ru)集團(tuan)公(gong)司(si)六(liu)大(da)(da)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)體(ti)系,融入(ru)(ru)(ru)所(suo)(suo)屬企(qi)(qi)(qi)(qi)業法人(ren)治理(li)結(jie)(jie)構。監(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)堅持監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)下(xia)沉,積極(ji)延伸監(jian)(jian)(jian)(jian)督鏈(lian)條(tiao),將所(suo)(suo)屬企(qi)(qi)(qi)(qi)業分公(gong)司(si)生(sheng)產經營(ying)中的(de)(de)(de)重(zhong)大(da)(da)風險、重(zhong)大(da)(da)決策等納入(ru)(ru)(ru)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)范圍,把防范“三重(zhong)一(yi)(yi)大(da)(da)”決策風險的(de)(de)(de)宏觀監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)和(he)對(dui)分公(gong)司(si)、項(xiang)目部運營(ying)過程的(de)(de)(de)微觀監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)結(jie)(jie)合在(zai)一(yi)(yi)起,進(jin)一(yi)(yi)步提高監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)成(cheng)效(xiao)。2016年累計(ji)開展專項(xiang)檢查25次(ci),列席企(qi)(qi)(qi)(qi)業重(zhong)要會(hui)議531次(ci),上報(bao)各(ge)類(lei)報(bao)告(gao)419份,提出建議236條(tiao),促進(jin)子企(qi)(qi)(qi)(qi)業完(wan)善制(zhi)度24項(xiang),停止或暫停決策項(xiang)目5個,涉及金額6854萬元。集團(tuan)公(gong)司(si)高度重(zhong)視監(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)監(jian)(jian)(jian)(jian)督成(cheng)果運用,集團(tuan)公(gong)司(si)領導(dao)先(xian)后就相關工作(zuo)批示49次(ci),就監(jian)(jian)(jian)(jian)督中發現(xian)的(de)(de)(de)問(wen)題(ti),要求(qiu)有關單(dan)位(wei)深(shen)入(ru)(ru)(ru)抓好整改(gai)、建立長效(xiao)機(ji)制(zhi),防止類(lei)似問(wen)題(ti)再(zai)次(ci)發生(sheng),有效(xiao)促進(jin)了(le)(le)企(qi)(qi)(qi)(qi)業的(de)(de)(de)規范管(guan)(guan)(guan)理(li)。
三、實(shi)施財(cai)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)總(zong)(zong)監(jian)(jian)(jian)委派(pai)制(zhi)度,強化資(zi)金(jin)管(guan)控。2012年(nian),集(ji)團(tuan)(tuan)(tuan)公(gong)(gong)(gong)司(si)(si)(si)開始實(shi)施財(cai)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)總(zong)(zong)監(jian)(jian)(jian)委派(pai)制(zhi),財(cai)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)總(zong)(zong)監(jian)(jian)(jian)進(jin)入(ru)各子(zi)公(gong)(gong)(gong)司(si)(si)(si)領導班子(zi)和董(dong)事會(hui),人(ren)事由集(ji)團(tuan)(tuan)(tuan)公(gong)(gong)(gong)司(si)(si)(si)統一(yi)管(guan)理(li),業務(wu)(wu)(wu)(wu)(wu)(wu)(wu)上(shang)接(jie)受集(ji)團(tuan)(tuan)(tuan)公(gong)(gong)(gong)司(si)(si)(si)總(zong)(zong)部(bu)相關(guan)部(bu)門(men)指導,基薪由集(ji)團(tuan)(tuan)(tuan)公(gong)(gong)(gong)司(si)(si)(si)發(fa)(fa)(fa)放,績效經(jing)集(ji)團(tuan)(tuan)(tuan)公(gong)(gong)(gong)司(si)(si)(si)考核(he)后由派(pai)駐企業發(fa)(fa)(fa)放。財(cai)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)總(zong)(zong)監(jian)(jian)(jian)的(de)職(zhi)能包(bao)括(kuo)對各子(zi)公(gong)(gong)(gong)司(si)(si)(si)財(cai)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)活(huo)(huo)動(dong)的(de)合法(fa)性、真實(shi)性、有效性等(deng)進(jin)行(xing)監(jian)(jian)(jian)督(du)(du),同(tong)時提供(gong)管(guan)理(li)和服務(wu)(wu)(wu)(wu)(wu)(wu)(wu),還(huan)履行(xing)財(cai)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)管(guan)理(li)制(zhi)度建設、資(zi)金(jin)管(guan)控、成本控制(zhi)、會(hui)計(ji)核(he)算(suan)、財(cai)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)分析、應收(shou)賬款清收(shou)等(deng)財(cai)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)、會(hui)計(ji)的(de)具(ju)體(ti)組(zu)織管(guan)理(li)工作。集(ji)團(tuan)(tuan)(tuan)公(gong)(gong)(gong)司(si)(si)(si)對財(cai)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)總(zong)(zong)監(jian)(jian)(jian)實(shi)行(xing)統一(yi)考核(he)管(guan)理(li),定(ding)期交(jiao)流,規定(ding)重大開支必須經(jing)財(cai)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)總(zong)(zong)監(jian)(jian)(jian)審批(pi)把(ba)關(guan)。通過加強對各子(zi)公(gong)(gong)(gong)司(si)(si)(si)重大經(jing)濟活(huo)(huo)動(dong)、資(zi)金(jin)管(guan)理(li)、資(zi)產(chan)(chan)處(chu)置等(deng)方面(mian)的(de)監(jian)(jian)(jian)督(du)(du)、管(guan)理(li),進(jin)一(yi)步(bu)增強企業風險防控能力。財(cai)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)總(zong)(zong)監(jian)(jian)(jian)委派(pai)制(zhi)實(shi)施以來,共否決了(le)130個決策事項,涉及金(jin)額約(yue)593億元,對保障國有資(zi)產(chan)(chan)安(an)全、提高企業管(guan)理(li)水平(ping)、保障企業平(ping)穩健康發(fa)(fa)(fa)展(zhan)發(fa)(fa)(fa)揮了(le)積極作用。
四、建立董(dong)(dong)(dong)(dong)事(shi)會(hui)(hui)(hui)風(feng)(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)(li)(li)(li)委員(yuan)會(hui)(hui)(hui)制度,提(ti)(ti)高(gao)(gao)決(jue)(jue)(jue)策(ce)效(xiao)率。2012年,集(ji)(ji)(ji)(ji)(ji)團(tuan)公(gong)(gong)司成(cheng)立了董(dong)(dong)(dong)(dong)事(shi)會(hui)(hui)(hui)風(feng)(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)(li)(li)(li)委員(yuan)會(hui)(hui)(hui),為董(dong)(dong)(dong)(dong)事(shi)會(hui)(hui)(hui)下設機構,負責統一組織和協(xie)調全面風(feng)(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)(li)(li)(li)和內(nei)(nei)部控制工(gong)(gong)作(zuo)(zuo),從重(zhong)大(da)項目(mu)決(jue)(jue)(jue)策(ce)的(de)(de)(de)源(yuan)頭(tou)進行論證和把關,向董(dong)(dong)(dong)(dong)事(shi)會(hui)(hui)(hui)提(ti)(ti)供咨(zi)詢意見和決(jue)(jue)(jue)策(ce)參(can)考。風(feng)(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)(li)(li)(li)委員(yuan)會(hui)(hui)(hui)主任由集(ji)(ji)(ji)(ji)(ji)團(tuan)一名(ming)董(dong)(dong)(dong)(dong)事(shi)、副總經(jing)理(li)(li)(li)(li)擔任,集(ji)(ji)(ji)(ji)(ji)團(tuan)公(gong)(gong)司董(dong)(dong)(dong)(dong)事(shi)長、總經(jing)理(li)(li)(li)(li)和其(qi)他(ta)董(dong)(dong)(dong)(dong)事(shi)不參(can)加會(hui)(hui)(hui)議(yi),不干預風(feng)(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)(li)(li)(li)委員(yuan)會(hui)(hui)(hui)的(de)(de)(de)工(gong)(gong)作(zuo)(zuo),成(cheng)員(yuan)由集(ji)(ji)(ji)(ji)(ji)團(tuan)公(gong)(gong)司生產經(jing)營(ying)、審計、法務(wu)、財務(wu)、紀檢監察、監事(shi)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)部等部門主要負責人(ren)組成(cheng)。風(feng)(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)(li)(li)(li)委員(yuan)會(hui)(hui)(hui)根據董(dong)(dong)(dong)(dong)事(shi)會(hui)(hui)(hui)的(de)(de)(de)授權(quan)獨立開(kai)展(zhan)工(gong)(gong)作(zuo)(zuo),凡需提(ti)(ti)交(jiao)集(ji)(ji)(ji)(ji)(ji)團(tuan)公(gong)(gong)司董(dong)(dong)(dong)(dong)事(shi)會(hui)(hui)(hui)研究(jiu)(jiu)決(jue)(jue)(jue)定的(de)(de)(de)重(zhong)大(da)經(jing)營(ying)及投資等事(shi)項,必須事(shi)先經(jing)風(feng)(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)(li)(li)(li)委員(yuan)會(hui)(hui)(hui)進行風(feng)(feng)(feng)險(xian)(xian)評(ping)估論證,風(feng)(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)(li)(li)(li)委員(yuan)會(hui)(hui)(hui)未(wei)通過的(de)(de)(de)事(shi)項不得(de)提(ti)(ti)交(jiao)董(dong)(dong)(dong)(dong)事(shi)會(hui)(hui)(hui)研究(jiu)(jiu),從決(jue)(jue)(jue)策(ce)源(yuan)頭(tou)上筑起風(feng)(feng)(feng)險(xian)(xian)防范的(de)(de)(de)一道“防火墻”。截至目(mu)前,集(ji)(ji)(ji)(ji)(ji)團(tuan)公(gong)(gong)司董(dong)(dong)(dong)(dong)事(shi)會(hui)(hui)(hui)風(feng)(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)(li)(li)(li)委員(yuan)會(hui)(hui)(hui)共召開(kai)60次會(hui)(hui)(hui)議(yi),總涉及金(jin)額(e)約為1426.33億(yi)元,其(qi)中否決(jue)(jue)(jue)事(shi)項27項,涉及金(jin)額(e)約117.7億(yi)元。集(ji)(ji)(ji)(ji)(ji)團(tuan)所(suo)屬(shu)各企業均參(can)照(zhao)集(ji)(ji)(ji)(ji)(ji)團(tuan)公(gong)(gong)司的(de)(de)(de)做法建立了風(feng)(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)(li)(li)(li)機構并獨立開(kai)展(zhan)工(gong)(gong)作(zuo)(zuo),形成(cheng)了子(zi)公(gong)(gong)司職能(neng)部門—子(zi)公(gong)(gong)司風(feng)(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)(li)(li)(li)機構—集(ji)(ji)(ji)(ji)(ji)團(tuan)總部職能(neng)部門—集(ji)(ji)(ji)(ji)(ji)團(tuan)風(feng)(feng)(feng)險(xian)(xian)管(guan)(guan)理(li)(li)(li)(li)委員(yuan)會(hui)(hui)(hui)的(de)(de)(de)四級風(feng)(feng)(feng)險(xian)(xian)“濾網(wang)”。幾(ji)年來,全集(ji)(ji)(ji)(ji)(ji)團(tuan)范圍內(nei)(nei)沒有(you)出(chu)現(xian)較大(da)經(jing)營(ying)風(feng)(feng)(feng)險(xian)(xian),在提(ti)(ti)高(gao)(gao)決(jue)(jue)(jue)策(ce)準確性、科學性的(de)(de)(de)同時,還大(da)大(da)提(ti)(ti)高(gao)(gao)了決(jue)(jue)(jue)策(ce)效(xiao)率。
五、建(jian)(jian)(jian)立總法(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)顧(gu)問(wen)(wen)(wen)制(zhi)度(du),深化(hua)依(yi)(yi)法(fa)(fa)(fa)(fa)(fa)治企(qi)。建(jian)(jian)(jian)筑(zhu)業(ye)(ye)產(chan)(chan)業(ye)(ye)鏈長(chang),與多個行業(ye)(ye)高度(du)關(guan)聯,風險點多。為此,集(ji)團(tuan)公司先后成(cheng)立企(qi)業(ye)(ye)律(lv)(lv)(lv)師工作(zuo)辦(ban)公室,建(jian)(jian)(jian)立總法(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)顧(gu)問(wen)(wen)(wen)制(zhi)度(du),建(jian)(jian)(jian)立健全了(le)(le)以總法(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)顧(gu)問(wen)(wen)(wen)制(zhi)度(du)為核(he)心的(de)法(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)工作(zuo)體(ti)系,推動依(yi)(yi)法(fa)(fa)(fa)(fa)(fa)治企(qi)、按規經營(ying)。以總法(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)顧(gu)問(wen)(wen)(wen)為核(he)心的(de)法(fa)(fa)(fa)(fa)(fa)務(wu)(wu)(wu)(wu)隊伍加強(qiang)了(le)(le)重(zhong)(zhong)大決(jue)策(ce)前(qian)的(de)法(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)論證和(he)審核(he)把關(guan),法(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)事務(wu)(wu)(wu)(wu)工作(zuo)重(zhong)(zhong)點由(you)處理(li)經濟(ji)糾紛(fen)為主擴展(zhan)延伸到(dao)參(can)與企(qi)業(ye)(ye)改制(zhi)重(zhong)(zhong)組(zu)(zu)、投(tou)融資、招(zhao)標投(tou)標、BT項目建(jian)(jian)(jian)設等(deng)重(zhong)(zhong)大決(jue)策(ce)的(de)法(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)論證上來,在(zai)法(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)組(zu)(zu)織體(ti)系建(jian)(jian)(jian)設、規章制(zhi)度(du)建(jian)(jian)(jian)設、合同管理(li),法(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)風險防控、聯合重(zhong)(zhong)組(zu)(zu)與管理(li)整合、業(ye)(ye)務(wu)(wu)(wu)(wu)拓展(zhan)及(ji)轉(zhuan)型升級(ji)的(de)法(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)保障支(zhi)持等(deng)方面開(kai)展(zhan)了(le)(le)大量(liang)富工作(zuo)。目前(qian),集(ji)團(tuan)下屬建(jian)(jian)(jian)筑(zhu)安裝(zhuang)企(qi)業(ye)(ye)均已設立總法(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)顧(gu)問(wen)(wen)(wen)制(zhi)度(du),總法(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)顧(gu)問(wen)(wen)(wen)雖然(ran)不進(jin)入領導班子,但比中層(ceng)正(zheng)職略高,較(jiao)好地保證了(le)(le)法(fa)(fa)(fa)(fa)(fa)務(wu)(wu)(wu)(wu)人(ren)員全程參(can)與生產(chan)(chan)經營(ying)管理(li)。全集(ji)團(tuan)共有各類法(fa)(fa)(fa)(fa)(fa)務(wu)(wu)(wu)(wu)人(ren)員161人(ren),其中,專(zhuan)職66人(ren),兼職95人(ren)。幾年(nian)來,集(ji)團(tuan)公司經濟(ji)合同法(fa)(fa)(fa)(fa)(fa)律(lv)(lv)(lv)審核(he)率達到(dao)100%,企(qi)業(ye)(ye)規章制(zhi)度(du)、重(zhong)(zhong)要決(jue)策(ce)審核(he)率接近100%。
六(liu)、建(jian)立(li)巡(xun)(xun)察(cha)(cha)(cha)工(gong)作(zuo)制度(du)(du),落(luo)實從嚴(yan)治黨(dang)。制訂《中(zhong)(zhong)共廣西建(jian)工(gong)集(ji)團(tuan)有(you)限(xian)責任(ren)(ren)公(gong)(gong)(gong)(gong)司(si)委員會巡(xun)(xun)察(cha)(cha)(cha)工(gong)作(zuo)辦法(fa)(fa)(暫行(xing))》,成(cheng)立(li)巡(xun)(xun)察(cha)(cha)(cha)工(gong)作(zuo)領(ling)導小(xiao)組及(ji)其(qi)辦公(gong)(gong)(gong)(gong)室,并于2016年開展(zhan)了第(di)一(yi)輪(lun)專項巡(xun)(xun)察(cha)(cha)(cha),著力(li)(li)發現(xian)違(wei)反“六(liu)大紀(ji)律(lv)”方面的突出(chu)問(wen)題(ti),特別是違(wei)背黨(dang)的路線方針政策,有(you)令不行(xing)、有(you)禁不止,陽奉(feng)陰違(wei),拉幫結派的問(wen)題(ti);利用職務便(bian)利通過同(tong)業經營或關(guan)聯(lian)交易為本人(ren)或特定關(guan)系人(ren)謀取利益的問(wen)題(ti);在資(zi)金管理(li)、資(zi)產處(chu)置、資(zi)源(yuan)配置、資(zi)本運(yun)作(zuo)和工(gong)程項目中(zhong)(zhong)貪污(wu)受賄(hui)、以權謀私的問(wen)題(ti);在工(gong)作(zuo)中(zhong)(zhong)不負責任(ren)(ren)或疏于管理(li),給企業造成(cheng)損失(shi)的問(wen)題(ti)。針對(dui)巡(xun)(xun)察(cha)(cha)(cha)中(zhong)(zhong)發現(xian)的問(wen)題(ti),集(ji)團(tuan)公(gong)(gong)(gong)(gong)司(si)黨(dang)委召開全面從嚴(yan)治黨(dang)、從嚴(yan)治企談(tan)心談(tan)話會,對(dui)所屬各(ge)公(gong)(gong)(gong)(gong)司(si)黨(dang)委書(shu)記、紀(ji)委書(shu)記、董事長(chang)、總(zong)經理(li)及(ji)集(ji)團(tuan)總(zong)部(bu)各(ge)部(bu)門正職等重要(yao)崗位60多人(ren)進行(xing)集(ji)體約談(tan)。目前,集(ji)團(tuan)公(gong)(gong)(gong)(gong)司(si)紀(ji)委已責成(cheng)有(you)關(guan)子公(gong)(gong)(gong)(gong)司(si)對(dui)第(di)一(yi)輪(lun)巡(xun)(xun)察(cha)(cha)(cha)工(gong)作(zuo)中(zhong)(zhong)發現(xian)的個別人(ren)員違(wei)紀(ji)違(wei)法(fa)(fa)問(wen)題(ti)立(li)案調查,巡(xun)(xun)察(cha)(cha)(cha)的“利劍”作(zuo)用已發揮威力(li)(li)。同(tong)時,集(ji)團(tuan)公(gong)(gong)(gong)(gong)司(si)高度(du)(du)注重成(cheng)果運(yun)用,把巡(xun)(xun)察(cha)(cha)(cha)結果作(zuo)為干部(bu)考核評價、選拔(ba)任(ren)(ren)用、績效獎勵的重要(yao)依據,增強巡(xun)(xun)察(cha)(cha)(cha)工(gong)作(zuo)的效果。
