鹽為百味之首(shou),涉及(ji)千家萬戶,關系國(guo)(guo)計民生。2017年(nian)1月(yue)1日起,《鹽業(ye)(ye)體(ti)(ti)制(zhi)改(gai)(gai)革方(fang)案》正式實施。作為全(quan)國(guo)(guo)產鹽用鹽大省(sheng),江(jiang)蘇深(shen)入貫徹國(guo)(guo)家鹽業(ye)(ye)體(ti)(ti)制(zhi)改(gai)(gai)革精(jing)神,出臺了《江(jiang)蘇省(sheng)鹽業(ye)(ye)體(ti)(ti)制(zhi)改(gai)(gai)革實施方(fang)案》,以(yi)確保(bao)食鹽質(zhi)量(liang)安全(quan)和供應(ying)安全(quan)為核心(xin),以(yi)供給側結(jie)構性改(gai)(gai)革為主線,大力推進(jin)產品(pin)、技術和商(shang)業(ye)(ye)模式“三個創新”,有力有序推進(jin)鹽業(ye)(ye)體(ti)(ti)制(zhi)改(gai)(gai)革,確保(bao)各(ge)項(xiang)改(gai)(gai)革措(cuo)施精(jing)準落(luo)地。
切實(shi)加強(qiang)(qiang)江蘇省(sheng)食(shi)(shi)(shi)鹽(yan)安(an)(an)(an)全(quan)監管,嚴厲打擊制販假鹽(yan)和非法經營(ying)食(shi)(shi)(shi)鹽(yan)等(deng)違法行為(wei),全(quan)力(li)保障(zhang)老百(bai)姓(xing)“舌尖(jian)上(shang)的(de)(de)安(an)(an)(an)全(quan)”。確保食(shi)(shi)(shi)鹽(yan)安(an)(an)(an)全(quan)是(shi)鹽(yan)改的(de)(de)核心,市場主體(ti)有序(xu)競(jing)(jing)爭是(shi)確保食(shi)(shi)(shi)鹽(yan)安(an)(an)(an)全(quan)的(de)(de)重(zhong)要(yao)基礎。食(shi)(shi)(shi)鹽(yan)不同于(yu)普通(tong)食(shi)(shi)(shi)品(pin),特殊的(de)(de)商品(pin)屬(shu)性決定(ding)了其輿(yu)論燃(ran)點低(di)、社(she)會敏感(gan)性高、群(qun)眾(zhong)感(gan)受最直接。尤其我(wo)國食(shi)(shi)(shi)鹽(yan)生(sheng)產(chan)企業(ye)弱、小、散、亂(luan),130多(duo)家企業(ye)大多(duo)集中在(zai)低(di)端產(chan)品(pin)進行同質化競(jing)(jing)爭,食(shi)(shi)(shi)鹽(yan)產(chan)能嚴重(zhong)過剩,安(an)(an)(an)全(quan)隱患比較突出(chu);加強(qiang)(qiang)食(shi)(shi)(shi)鹽(yan)安(an)(an)(an)全(quan)監管,引導企業(ye)有序(xu)競(jing)(jing)爭,避免企業(ye)因惡性競(jing)(jing)爭“鋌而走(zou)險”,從而影響鹽(yan)行業(ye)的(de)(de)持續健康發展,這一點在(zai)鹽(yan)改中顯得(de)尤為(wei)重(zhong)要(yao)。
《江蘇(su)省鹽(yan)(yan)(yan)(yan)(yan)(yan)業(ye)體(ti)制(zhi)改革實(shi)施(shi)方案》明確:改革過渡期(qi)間(jian),現有專業(ye)化(hua)食(shi)(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)(yan)(yan)監(jian)管(guan)體(ti)制(zhi)不變(bian),監(jian)管(guan)職能(neng)(neng)和監(jian)管(guan)隊伍只(zhi)能(neng)(neng)加(jia)強、不能(neng)(neng)削(xue)弱。江蘇(su)采取(qu)有力的措施(shi),防(fang)止出現市(shi)(shi)場(chang)(chang)監(jian)管(guan)“空檔(dang)期(qi)”和法規(gui)政(zheng)策“真空期(qi)”。鹽(yan)(yan)(yan)(yan)(yan)(yan)務、公(gong)安(an)(an)(an)等(deng)(deng)(deng)部門(men)深入貫(guan)徹(che)落(luo)實(shi)習近平(ping)總(zong)書記(ji)關于食(shi)(shi)(shi)(shi)(shi)品(pin)安(an)(an)(an)全(quan)(quan)“四個最嚴”要求,把保(bao)(bao)障食(shi)(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)(yan)(yan)安(an)(an)(an)全(quan)(quan)作為(wei)底線,嚴防(fang)、嚴管(guan)、嚴控食(shi)(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)(yan)(yan)安(an)(an)(an)全(quan)(quan)風(feng)險,先(xian)(xian)后開展了(le)制(zhi)販假(jia)鹽(yan)(yan)(yan)(yan)(yan)(yan)專項治理、“兩節”期(qi)間(jian)食(shi)(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)(yan)(yan)安(an)(an)(an)全(quan)(quan)、春季食(shi)(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)(yan)(yan)安(an)(an)(an)全(quan)(quan)等(deng)(deng)(deng)三次為(wei)期(qi)近7個月的聯合執(zhi)(zhi)法行動,重點(dian)打擊制(zhi)販假(jia)鹽(yan)(yan)(yan)(yan)(yan)(yan)、非(fei)法經營食(shi)(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)(yan)(yan)等(deng)(deng)(deng)違法犯(fan)罪行為(wei),不斷規(gui)范(fan)跨區經營食(shi)(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)(yan)(yan)行為(wei),累計出動鹽(yan)(yan)(yan)(yan)(yan)(yan)務、公(gong)安(an)(an)(an)等(deng)(deng)(deng)部門(men)執(zhi)(zhi)法人(ren)員近萬(wan)人(ren)次,全(quan)(quan)面排查(cha)零售商店、農貿(mao)市(shi)(shi)場(chang)(chang)、食(shi)(shi)(shi)(shi)(shi)品(pin)加(jia)工(gong)企業(ye)和集伙單位(wei)等(deng)(deng)(deng)重點(dian)區域食(shi)(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)(yan)(yan)安(an)(an)(an)全(quan)(quan)隱患,查(cha)處了(le)一批(pi)制(zhi)販假(jia)鹽(yan)(yan)(yan)(yan)(yan)(yan)和非(fei)法經營食(shi)(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)(yan)(yan)案件(jian),確保(bao)(bao)老百(bai)姓食(shi)(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)(yan)(yan)安(an)(an)(an)全(quan)(quan)感不下(xia)降,為(wei)江蘇(su)鹽(yan)(yan)(yan)(yan)(yan)(yan)改措施(shi)落(luo)地提(ti)供(gong)了(le)保(bao)(bao)障。江蘇(su)還(huan)被(bei)國(guo)家工(gong)信部列為(wei)首(shou)批(pi)食(shi)(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)(yan)(yan)電子(zi)追(zhui)(zhui)溯(su)(su)體(ti)系(xi)試點(dian)單位(wei),率先(xian)(xian)推(tui)廣食(shi)(shi)(shi)(shi)(shi)品(pin)安(an)(an)(an)全(quan)(quan)國(guo)際組織高度認可(ke)的質量安(an)(an)(an)全(quan)(quan)電子(zi)追(zhui)(zhui)溯(su)(su)技術,鼓勵進入市(shi)(shi)場(chang)(chang)銷售的食(shi)(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)(yan)(yan)具備質量安(an)(an)(an)全(quan)(quan)電子(zi)追(zhui)(zhui)溯(su)(su)功能(neng)(neng),普通(tong)老百(bai)姓通(tong)過手機掃(sao)一掃(sao)就可(ke)以(yi)清楚辨別真假(jia)食(shi)(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)(yan)(yan),實(shi)現食(shi)(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)(yan)(yan)來源可(ke)追(zhui)(zhui)溯(su)(su)、風(feng)險可(ke)防(fang)范(fan)、責(ze)任可(ke)追(zhui)(zhui)究(jiu)。目前(qian),鹽(yan)(yan)(yan)(yan)(yan)(yan)改后的江蘇(su)食(shi)(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)(yan)(yan)市(shi)(shi)場(chang)(chang)質量穩(wen)定,消(xiao)費(fei)者的食(shi)(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)(yan)(yan)安(an)(an)(an)全(quan)(quan)感穩(wen)定。
建(jian)立政府儲備(bei)與企(qi)業社會責(ze)(ze)任(ren)(ren)儲備(bei)相(xiang)結合的(de)(de)食(shi)(shi)鹽(yan)(yan)儲備(bei)體(ti)系,江(jiang)(jiang)蘇(su)食(shi)(shi)鹽(yan)(yan)市(shi)場(chang)供應(ying)(ying)穩(wen)定。食(shi)(shi)鹽(yan)(yan)涉及老(lao)百(bai)姓(xing)的(de)(de)基本消費(fei),不能出現任(ren)(ren)何閃失和一點問題(ti)。食(shi)(shi)鹽(yan)(yan)儲備(bei)直接(jie)關系市(shi)場(chang)供應(ying)(ying)穩(wen)定和價格穩(wen)定。《江(jiang)(jiang)蘇(su)省鹽(yan)(yan)業體(ti)制改(gai)革實(shi)施方案》明確:建(jian)立由政府儲備(bei)和企(qi)業社會責(ze)(ze)任(ren)(ren)儲備(bei)組成(cheng)的(de)(de)全社會食(shi)(shi)鹽(yan)(yan)儲備(bei)體(ti)系,政府儲備(bei)和企(qi)業儲備(bei)的(de)(de)量,不低于本地(di)區(qu)1個(ge)月的(de)(de)食(shi)(shi)鹽(yan)(yan)用量。記(ji)者從鹽(yan)(yan)業主管部門了(le)解到,江(jiang)(jiang)蘇(su)省已(yi)經建(jian)立了(le)食(shi)(shi)鹽(yan)(yan)儲備(bei)體(ti)系;在(zai)南(nan)京(jing)、蘇(su)州等(deng)食(shi)(shi)鹽(yan)(yan)儲備(bei)庫(ku)(ku),記(ji)者看(kan)到食(shi)(shi)鹽(yan)(yan)儲備(bei)庫(ku)(ku)存(cun)充足,食(shi)(shi)鹽(yan)(yan)儲備(bei)體(ti)系相(xiang)當完善(shan),市(shi)場(chang)供應(ying)(ying)可以(yi)得(de)到充分(fen)保證(zheng)。據(ju)悉,工信部消費(fei)品司在(zai)開(kai)展(zhan)食(shi)(shi)鹽(yan)(yan)儲備(bei)專(zhuan)項督(du)查時,對江(jiang)(jiang)蘇(su)的(de)(de)食(shi)(shi)鹽(yan)(yan)政府儲備(bei)工作給予了(le)肯定。
江(jiang)蘇市場(chang)食鹽(yan)供應(ying)品(pin)種更(geng)加(jia)豐(feng)富,食鹽(yan)價(jia)格保持穩(wen)定(ding)(ding),老百(bai)(bai)姓得(de)到了實(shi)實(shi)在在的(de)(de)獲得(de)感(gan)。記者(zhe)在走訪中(zhong)發(fa)現(xian),無論(lun)是超市、路邊小店,還是農(nong)貿市場(chang),食鹽(yan)供應(ying)品(pin)種明顯豐(feng)富,高中(zhong)端及普通食鹽(yan)多(duo)達(da)30多(duo)種,瓶裝(zhuang)、罐裝(zhuang)和立袋等多(duo)種包裝(zhuang)食鹽(yan)琳(lin)瑯(lang)滿目,大部分食鹽(yan)零(ling)售(shou)價(jia)每袋2元-3.5元,尤其老百(bai)(bai)姓日常消費的(de)(de)普通食鹽(yan)價(jia)格沒有增長,也沒有出現(xian)斷(duan)供、斷(duan)貨問題。不少消費者(zhe)認為,新品(pin)食鹽(yan)及鹽(yan)生活品(pin)更(geng)加(jia)豐(feng)富,選(xuan)擇余(yu)地更(geng)大,而且食鹽(yan)價(jia)格穩(wen)定(ding)(ding),鹽(yan)業(ye)體(ti)制改(gai)革(ge)給老百(bai)(bai)姓帶(dai)來了實(shi)實(shi)在在的(de)(de)獲得(de)感(gan)。
改革(ge)的(de)(de)目(mu)的(de)(de)在于激發(fa)市(shi)場(chang)活(huo)力,促進行業(ye)(ye)可持續(xu)健康發(fa)展(zhan)。據悉,《江蘇(su)省(sheng)鹽(yan)(yan)(yan)(yan)業(ye)(ye)體(ti)制(zhi)改革(ge)實施方(fang)案》明確:堅(jian)持食鹽(yan)(yan)(yan)(yan)專(zhuan)營制(zhi)度的(de)(de)基礎上推(tui)進供給側結(jie)構性(xing)改革(ge);允許(xu)食鹽(yan)(yan)(yan)(yan)定(ding)點生(sheng)(sheng)產企業(ye)(ye)進入(ru)流(liu)通(tong)和銷售(shou)領域(yu),自(zi)主(zhu)確定(ding)生(sheng)(sheng)產銷售(shou)數量并(bing)建立銷售(shou)渠道,以自(zi)有品牌(pai)開展(zhan)跨區域(yu)經營。目(mu)前,已有10多(duo)家(jia)外省(sheng)食鹽(yan)(yan)(yan)(yan)企業(ye)(ye)依(yi)法合規進入(ru)江蘇(su)市(shi)場(chang),江蘇(su)鹽(yan)(yan)(yan)(yan)業(ye)(ye)企業(ye)(ye)也加快推(tui)進產品、技術和商(shang)業(ye)(ye)模式創新,在全(quan)國(guo)率(lv)先創新蘇(su)鹽(yan)(yan)(yan)(yan)生(sheng)(sheng)活(huo)家(jia)“互聯(lian)網+零(ling)售(shou)4.0”商(shang)業(ye)(ye)模式,大力開展(zhan)全(quan)國(guo)市(shi)場(chang)布(bu)局,“淮(huai)鹽(yan)(yan)(yan)(yan)”產品的(de)(de)全(quan)國(guo)市(shi)場(chang)占有率(lv)和品牌(pai)美譽(yu)度正在不斷(duan)提升,沃爾瑪、麥德龍、永輝等全(quan)國(guo)性(xing)KA商(shang)超(chao)和200多(duo)家(jia)區域(yu)性(xing)BC商(shang)超(chao)中都可購買(mai)到(dao)“淮(huai)鹽(yan)(yan)(yan)(yan)”產品,具有2500多(duo)年歷(li)史,以綠(lv)色、健康、安全(quan)為(wei)著稱的(de)(de)“淮(huai)鹽(yan)(yan)(yan)(yan)”受(shou)到(dao)了(le)全(quan)國(guo)各地(di)消費者的(de)(de)青(qing)睞。
