二、投資(zi)引領:借力資(zi)本(ben)的“杠(gang)桿”作用
2013年7月(yue),上海建(jian)(jian)(jian)工(gong)(gong)江西(xi)投資(zi)(zi)發(fa)展有限公(gong)司在(zai)南(nan)昌(chang)揭牌,工(gong)(gong)商注冊資(zi)(zi)金3億元,這(zhe)無疑(yi)是(shi)上海建(jian)(jian)(jian)工(gong)(gong)集(ji)團(tuan)南(nan)昌(chang)區(qu)域市(shi)場發(fa)展史(shi)上的一座里(li)程碑。建(jian)(jian)(jian)工(gong)(gong)江投公(gong)司在(zai)成(cheng)立當天(tian),聯合二(er)建(jian)(jian)(jian)集(ji)團(tuan)與南(nan)昌(chang)市(shi)東湖(hu)(hu)區(qu)政府(fu)簽訂了《青山(shan)(shan)湖(hu)(hu)西(xi)岸(an)改(gai)(gai)造(zao)合作協議(yi)書》,就棚戶區(qu)改(gai)(gai)造(zao)、地下管網(wang)改(gai)(gai)造(zao)等項(xiang)(xiang)目(mu)(mu)進(jin)行了意向(xiang)性洽談。公(gong)司先(xian)后中標(biao)南(nan)昌(chang)市(shi)區(qu)第一個(ge)采用BT模式建(jian)(jian)(jian)設的還建(jian)(jian)(jian)房(fang)項(xiang)(xiang)目(mu)(mu)——青山(shan)(shan)湖(hu)(hu)西(xi)岸(an)10.09萬平(ping)方米(mi)的還建(jian)(jian)(jian)房(fang)項(xiang)(xiang)目(mu)(mu)、青山(shan)(shan)湖(hu)(hu)西(xi)岸(an)新湖(hu)(hu)濱西(xi)路工(gong)(gong)程和“三經五緯”街(jie)巷空間改(gai)(gai)造(zao)項(xiang)(xiang)目(mu)(mu)等。今(jin)年5月(yue),建(jian)(jian)(jian)工(gong)(gong)江投聯手二(er)建(jian)(jian)(jian)集(ji)團(tuan)、市(shi)政設計院又中標(biao)南(nan)昌(chang)市(shi)東湖(hu)(hu)區(qu)青山(shan)(shan)湖(hu)(hu)西(xi)岸(an)二(er)期安置房(fang)工(gong)(gong)程,這(zhe)是(shi)一個(ge)集(ji)投資(zi)(zi)、勘(kan)察(cha)、設計、施工(gong)(gong)于一體的政府(fu)購買服務項(xiang)(xiang)目(mu)(mu)。工(gong)(gong)程總(zong)投資(zi)(zi)約17.8億元,總(zong)建(jian)(jian)(jian)筑(zhu)面積約58萬平(ping)方米(mi),該項(xiang)(xiang)目(mu)(mu)是(shi)截至目(mu)(mu)前集(ji)團(tuan)在(zai)南(nan)昌(chang)承接的最大體量住宅群。
建(jian)工(gong)(gong)江(jiang)(jiang)投(tou)公(gong)司(si)的(de)(de)作用不(bu)僅是“以資(zi)本經(jing)(jing)(jing)營(ying)帶動生產經(jing)(jing)(jing)營(ying),以投(tou)資(zi)行(xing)為引領(ling)設(she)計咨詢和建(jian)筑施工(gong)(gong)經(jing)(jing)(jing)營(ying)”,同(tong)時還是一(yi)個“信(xin)(xin)息共(gong)享的(de)(de)平(ping)(ping)臺(tai)”。江(jiang)(jiang)投(tou)公(gong)司(si)定期召(zhao)集(ji)建(jian)工(gong)(gong)集(ji)團(tuan)所有在南(nan)昌(chang)(chang)的(de)(de)公(gong)司(si)負責(ze)人召(zhao)開工(gong)(gong)作例會(hui),進(jin)行(xing)平(ping)(ping)臺(tai)式的(de)(de)溝通,各個公(gong)司(si)之間(jian)不(bu)扎“籬笆”,信(xin)(xin)息全透(tou)明。公(gong)司(si)成立三(san)年來,在南(nan)昌(chang)(chang)市場的(de)(de)累計投(tou)資(zi)額已達20多億元。今(jin)年6月上海建(jian)工(gong)(gong)集(ji)團(tuan)黨(dang)委書記、董事長徐征在南(nan)昌(chang)(chang)召(zhao)開集(ji)團(tuan)中原區域工(gong)(gong)作座(zuo)談會(hui)時,對江(jiang)(jiang)投(tou)公(gong)司(si)在與兄(xiong)弟單位產業(ye)聯動、資(zi)源(yuan)共(gong)享等(deng)(deng)方面的(de)(de)突出表現給(gei)予了充分肯定,并給(gei)出了“花(hua)錢不(bu)多、作用蠻大”的(de)(de)評價。今(jin)年10月,在江(jiang)(jiang)西(xi)省(sheng)黨(dang)政領(ling)導見證下,上海建(jian)工(gong)(gong)集(ji)團(tuan)與江(jiang)(jiang)西(xi)省(sheng)國家級新區---南(nan)昌(chang)(chang)贛江(jiang)(jiang)新區管委會(hui)簽訂戰(zhan)略合(he)作協議,將在南(nan)昌(chang)(chang)就基建(jian)設(she)施、城市綜合(he)開發(fa)、產業(ye)資(zi)源(yuan)等(deng)(deng)方面開展多層(ceng)次、多渠道、多形(xing)式的(de)(de)合(he)作,共(gong)同(tong)推進(jin)南(nan)昌(chang)(chang)市乃至江(jiang)(jiang)西(xi)省(sheng)的(de)(de)城市發(fa)展與建(jian)設(she)。
三、與城(cheng)共榮(rong):成(cheng)為扎根紅土地的“種子”
2013年(nian)4月,上(shang)海(hai)建(jian)(jian)(jian)工(gong)集(ji)團與南(nan)(nan)(nan)(nan)昌(chang)(chang)市(shi)(shi)政(zheng)府簽署了(le)《戰略合作框架協(xie)議》。集(ji)團黨(dang)委書記(ji)、董(dong)事長徐征(zheng)要(yao)求各單位(wei)認(ren)真學習研究南(nan)(nan)(nan)(nan)昌(chang)(chang)當(dang)地政(zheng)策、法(fa)規(gui),把(ba)上(shang)海(hai)好的(de)管理經(jing)(jing)驗和做法(fa)與當(dang)地的(de)管理方(fang)式有機融合起來,把(ba)上(shang)海(hai)建(jian)(jian)(jian)工(gong)品牌(pai)帶進南(nan)(nan)(nan)(nan)昌(chang)(chang),在融合中發(fa)展。二建(jian)(jian)(jian)集(ji)團在南(nan)(nan)(nan)(nan)昌(chang)(chang)承建(jian)(jian)(jian)的(de)第(di)一個(ge)項(xiang)目——綠地中央廣(guang)場項(xiang)目先(xian)后(hou)獲(huo)得了(le)南(nan)(nan)(nan)(nan)昌(chang)(chang)市(shi)(shi)“安(an)(an)全生(sheng)產、文明(ming)施工(gong)”樣板工(gong)地、江(jiang)西(xi)省(sheng)建(jian)(jian)(jian)筑施工(gong)安(an)(an)全文明(ming)工(gong)地、江(jiang)西(xi)省(sheng)人(ren)防(fang)工(gong)程(cheng)結構優質(zhi)獎、南(nan)(nan)(nan)(nan)昌(chang)(chang)市(shi)(shi)優質(zhi)結構工(gong)程(cheng)等榮譽。南(nan)(nan)(nan)(nan)昌(chang)(chang)青山湖(hu)西(xi)岸10.09萬平方(fang)米還(huan)建(jian)(jian)(jian)房項(xiang)目、南(nan)(nan)(nan)(nan)昌(chang)(chang)“三經(jing)(jing)五(wu)緯(wei)”等項(xiang)目,也先(xian)后(hou)破解土地移交滯后(hou)、施工(gong)時間受(shou)限、文化歷史風貌(mao)要(yao)求高等難(nan)題,贏得了(le)良好的(de)社會口(kou)碑。近7年(nian)來,建(jian)(jian)(jian)工(gong)集(ji)團在南(nan)(nan)(nan)(nan)昌(chang)(chang)市(shi)(shi)場獲(huo)獎無數,僅僅二建(jian)(jian)(jian)集(ji)團今年(nian)1至9月就(jiu)獲(huo)得了(le)南(nan)(nan)(nan)(nan)昌(chang)(chang)市(shi)(shi)級以上(shang)的(de)獎項(xiang)46個(ge)。
上(shang)海建(jian)(jian)工(gong)集(ji)團要想在南(nan)昌(chang)(chang)進(jin)一(yi)步發展,必須融(rong)入當地(di)(di),進(jin)行屬(shu)地(di)(di)化(hua)(hua)運作。集(ji)團黨委書記(ji)、董事長徐征指(zhi)出(chu):“屬(shu)地(di)(di)化(hua)(hua)公司要真(zhen)正成為(wei)南(nan)昌(chang)(chang)城市(shi)建(jian)(jian)設的(de)主力軍,真(zhen)正成為(wei)江(jiang)西的(de)上(shang)海建(jian)(jian)工(gong),真(zhen)正成為(wei)江(jiang)西的(de)子(zi)弟兵(bing)。”目(mu)前,上(shang)海建(jian)(jian)工(gong)集(ji)團10多家子(zi)集(ji)團(公司)在南(nan)昌(chang)(chang)的(de)分公司都(dou)在探索屬(shu)地(di)(di)化(hua)(hua)。二(er)建(jian)(jian)南(nan)昌(chang)(chang)分公司共有305人,其中(zhong)屬(shu)地(di)(di)化(hua)(hua)員工(gong)已達221名,比例達72%,屬(shu)地(di)(di)化(hua)(hua)員工(gong)中(zhong)目(mu)前擔任項目(mu)經理(li)級別的(de)有5名,擔任副經理(li)及主管的(de)達28名。
四、啟示:可(ke)持續發展貴(gui)在求“變”
上海(hai)建(jian)工集團(tuan)黨委書記、董事長徐(xu)征曾指出:區域市場發展是(shi)上海(hai)建(jian)工“十三五”規劃的重(zhong)要(yao)一環,以南昌為核(he)心(xin)的中(zhong)原地區是(shi)上海(hai)建(jian)工未(wei)來發展可預期的戰略重(zhong)鎮。“南昌模式”給我們如下啟示:
第一,機(ji)制(zhi)之變——從單兵作(zuo)戰到產(chan)業(ye)(ye)聯動。集團以產(chan)業(ye)(ye)聯動、投資引(yin)領、與城共榮的機(ji)制(zhi)去實(shi)現南(nan)昌(chang)市場(chang)的可(ke)持續發展,從單兵作(zuo)戰到產(chan)業(ye)(ye)聯動,依托集團資源(yuan),加快產(chan)業(ye)(ye)協同發展,打(da)造規模效應,這無疑是一種機(ji)制(zhi)創新。
第二,體制(zhi)之變——從托管(guan)經營到屬地(di)經營。成(cheng)立(li)屬地(di)法人公(gong)司是上(shang)海(hai)建(jian)工融入當(dang)(dang)地(di)市場的一項措施,能更多地(di)獲得當(dang)(dang)地(di)政(zheng)府和市場的認可,同時(shi)也(ye)是成(cheng)為(wei)“江西人的上(shang)海(hai)建(jian)工”的必由之路。2015年9月,二建(jian)集團(tuan)成(cheng)立(li)了“江西建(jian)設有限公(gong)司”,實施屬地(di)化(hua)公(gong)司運營,因地(di)制(zhi)宜實施“以(yi)贛治(zhi)贛”,力爭(zheng)到“十三五”末成(cheng)為(wei)在區域市場具備(bei)行業引(yin)領(ling)力和品牌影(ying)響力的施工總承包(bao)一級企業。
